For over 200 years this country has conducted a census every ten years and 2011 is Census year. The actual date for it is 27th March when the Census takes a snapshot of the nation. Census forms will be posted to every household to arrive in good time before this day. The Census asks for details about each household and also about every person living there. The information is then turned into statistics which are used by many organisations, including government departments and councils, to decide how and where to spend money on services such as health, emergency planning, schools, roads and much more. It is a legal requirement to complete the Cen-
sus but more importantly, by everyone completing and returning the questionnaire, it contributes to every local community and the region in which they live. This is because the information from an accurate Census is not just a headcount. It creates a detailed picture of towns, villages, even streets. From this,
Sheffield welcomes Sky’s confirmation that it will be creating 500 new jobs in Sheffield. The broadcaster has announced that it will be opening a new customer service centre, based in the city centre. Recruitment for management will begin immediately, with customer service positions

Blasphemy Law Cannot be changed: Pervez Musharraf
Former President Pervez Musharraf has said that Pakistan’s blasphemy laws could not be changed, but that the man who killed Punjab Province Governor Salman Taseer over his opposition to them must be punished. Musharraf, who is planning to return to Pakistan to fight elections due by 2013, said blasphemy was an extremely sensitive issue for the people of Pakistan. “Therefore doing away with the blasphemy law is not at all possible and must not be done,” he interview at his London home last month. Taseer was said in an

Former Lord Mayor of Bradford Mohammed Ajeeb has voiced his thoughts on the rapidly deteriorating situation in Pakistan. “The people of Pakistan have got to show they have sufficient tolerance to use the law, not take the law into their own hands”. "It seems to me the issue of blasphemy is being used by religious leaders to incite and provoke." Mr Ajeeb was appalled by the murder and to add further to the insult he was disgusted that the killer was hailed a hero by many and presented flowers as congratulations. He says: “For me it was an act of terrorism by an uneducated, fanatical, religious young man. What upsets me most is what I saw on TV. Pakistan seems to have gone
mad if a murderer is praised and some progress in civil liberties encouraged and rewarded. “Over and promoting tolerance. “But somehow, it seems to me, this issue of blasphemy is being used by religious leaders to incite and provoke. Mosque Minerates Award
In the last ten to 15 years we have seen an emergence of some beautiful mosque structures in the city, and this is one of them. “The fact that it’s recognised not only in the UK but in Europe is tremendous news for Bradford.” Minarets at mosques in Stockholm, Rome, Granada and Oslo were shortlisted in the competition. The four minarets at Madni Jamia Masjid were added last year during the final phase of construction of the mosque, which was started ten years ago. Mohammed Ashfaq, vice- chairman of the mosque’s management commit-
tee, which chose the design of the minarets, said: “They are beautiful. A lot of work has gone into them. Winning the competition is a pleasant surprise.” The mosque is also home to the Islamic Cultural and Educational Association. Around 6,000 people are thought to use its facilities each week. Activities include religious conferences and community events. In 2007, the mosque beat more than 1,000 others in the UK in a competition run by Islam Channel to be named Britain’s Model Mosque for its community work.
Cut Bankers Bonuses Not EMAs Speaking in a debate in Parliament on Educational Maintenance Allowance, Paul Blomfield, MP for Sheffield Central, argued that the Government would have enough money to pay for EMA three times over if Ministers halted plans to halve the tax on bankers’ bonuses rather than go ahead with the government’s decision to scrap EMA. Mr Blomfield said: “The unfairness of the Government’s plans is breathtaking. With EMA gone and fees trebled this Government is making it harder for young people to stay on in education, and as a result attainment and social mobility will be hit. The Government is making the wrong choices for the future of young people.” Meanwhile Sheffield Labour lead-
er, Julie Dore said: “We should be doing everything we possibly can to encourage people to stay in education and training, the decision to cut EMA which gives young people this opportunity will force people out of education. Pay To Park By Mobile
Paying to park just got easier in Rotherham. Rotherham Borough Council launched a ‘cashless’ parking scheme last month - allowing motorists to pay by debit or credit card by using their mobile phones. The cashless payment system ‘RingGo’ - is already being used by other authorities across the country, including Sheffield, and is proving to be a big hit with motorists looking for an easy alternative payment method. To use the new system motorists park up in a car park and then simply dial the local rate number 0114 299 1994. This number will be shown on pay and display ma-
chines in the car parks where the scheme is available. Users will need to provide the location code, also shown on signs, their car registration number and the length of time they want to park. Payment will then be taken from their debit or credit card. Using the service costs a flat rate of 20 pence on top of the normal parking tariff. No parking tickets are issued as Civil Enforcement Officers can check which vehicles have paid using ‘RingGo’. Motorists can also extend their stay by mobile phone without having to go back to the car park and feed the cash machine, and without running the risk of getting a Penalty Charge Notice.
Call For Safer Medicines
Patient safety group Safer Medicines Campaign thanked Sheffield South East MP Clive Betts for signing Early Day Motion 475 “Safety of Medicines” to improve the safety testing of new drugs. Although many medicines are essential and save many lives, their side effects hospitalise a million Britons and kill more than 10,000 every year, making them one of
our leading causes of death. Better methods to test the safety of new drugs could have a major impact. Current methods rely on animal tests, which often create a false sense of security, as with Avandia and Vioxx, which both caused many thousands of heart attacks, killing thousands, despite animal tests which indicated that they would protect the heart. New safety tests, using state of the art techniques on human tissues and in ultra low dose studies in volunteers, promise to give results more predictive for humans. But these tests are not yet required by law. Clive Betts said: “We have made enormous progress in pharmaceutical

The Census form which comes though the door can be completed and returned by post or, if preferred, the information can be submitted via the internet. Either way, confidentiality is protected by law. Your information goes straight to the Office for National Statistics, or ONS as it is also known, where it is converted into those important statistics. Only the statistical data is released by the ONS. Personal information is kept secure for 100 years. Only then is it made available for historians and future generations to see. The questions on each person include age, education, basic health, ethnicity and employment. There is also a question for carers which asks for the number of hours per week spent as a carer for family, friends or neighbours. No one should be left off a Census return. Tiny babies and the elderly must not be overlooked. The longer term planning that uses Census data is important for everyone. Help on completing the Census will be available from the website – www.census.gov.uk – and a dedicated helpline – 0300 0201 101. Guidance will be available in 56 different languages. Census collectors will be calling at households which do not return a completed form and they will also be able to assist where support is needed. Being part of the Census is being part of a picture of the nation, means contributing to local communities and helps tomorrow take shape. testing and development, but we can do even better. Council Launches Asian Community Project The Council has launched a new and innovative Asian Community Project to celebrate and revive the contributions made by South Asian Sheffielders, and promote understanding and cohesion across communities in the city. The ‘South Yorkshire South Asian Community Project’ was launched at Sheffield Town Hall last month. Clr Paul Scriven, Leader of Sheffield City Council launched the project, and said: “I would like to thank the South Asian Community members who make such a fantastic contribution to life in our city, and look forward to the positive impact this group will have. There is still work to do improving understanding across different community groups in the city, and this project will have an important role to play.”Amongst the work of
the project will be the production of a book of information about South Asian culture in English, for use by statutory and voluntary organisations to improve their understanding of these groups. The project also aims to inspire young people in the British Asian

500 Year old copy of Holy Quran to be Published Online
A rarely-seen manuscript of one of the world’s most important copies of the Holy Quran is to be published online. The hand-written holy book, estimated to be around 500 years old, is so precious and fragile scholars have been unable to put it on display. Now experts at the University of Manchester’s John Rylands Library are using digital technology to photograph each page and publish the book online to enable scholars and students to study it. The fragile 470-page book is kept by in the University of Manchester’s John Rylands Library.
Each of the 470 pages measures 35in by 24in, the size of a large plasma screen TV. The ornate book was written by several scribes and illuminators for Kansuh al-Ghuri, the penultimate Mameluke sultan of Egypt. Historians disagree on when it was written, with estimates ranging from the second half of the 14th century to 1500. At least 950 images will be captured – which will be between 80 and 120MB each – allowing their study in intricate detail.
Sheffield People Get The Care They Want
People in Sheffield have challenged the traditional ways they are offered care as they grow older, and plans are under way for them to have more choice and control. Older people have told the Council that they want to be supported to stay at home by receiving the care they want, when they want it. This new approach means the Council will have to change the way it provides services, and is taking this as an opportunity to modernise and improve them, especially for people with dementia. Eddie Sherwood, Interim Director of Adults’ Services at Sheffield City Council said; “During the consultation we listened to what people said and
the Council has changed its plans accordingly . Although we will have to go ahead with the closure of the two underused resources centres, we have ensured that people in the South will not have to travel across the city to as they would have done under the original proposals. “The underused resources centres will close but we would like to reassure those who currently use these centres that they will still be able to receive the same level of care. It will just be in a different location. By making these changes we can get much better value for money and deliver care which is more suited to the changing needs of people in the city.”
Rt Hon David Blunkett, MP for Sheffield Brightside and Hillsborough, has been pleased to open the new Gastrointestinal Unit at Northern General Hospital. Mr Blunkett officially opened the new, expanded unit on 28th Jan. An “upper GI” unit at Hallamshire hospital has combined with Northern General’s facilities to create a modernised unit, with new investigation rooms, reporting rooms and areas for patients. Mr Blunkett said: “We all know that with an ageing population, we’re living longer and we’re demanding more – quite rightly – from the NHS. It is only the
cutting-edge expertise and the development of new facilities that is helping people to live their lives with dignity. “We don’t talk about, but we need to be very alert to, issues which are in part a result of ageing – and sometimes the result of other major challenges, such as cancer.

Farnell Land Rover, one of the oldest in the country, opened its new Canal Road showroom at the end of last year and has outlets in Guiseley and Leeds. The firm, part of the Co-operative Group, saw an increase in sales across all models. Sales of Freelanders rose by 37 per cent, Range Rovers by 29 per cent, Discoveries by 27 per cent, Range Rover Sport by 23 per cent and Defenders by 11 per cent. The company said an excellent response to new 2011 models, together with in-

A Bradford bride and her husband have been jailed for staging a sham marriage to dodge strict immigration rules. The bride’s mother was also given a suspended prison sentence for helping the couple, after acting as a witness at the wedding ceremony which took place in a Lancashire church. A UK Border Agency (UKBA) investigation led to the arrest of a Czech national woman, who was jailed for 15 months. She had married a Nigerian man, in a sham ceremony in February, 2009. He was jailed for 21 months after admitting to offences of immigration fraud and perjury. The marriage had been arranged to give him legal status
to remain in the UK. A spokesman for UKBA said sham marriages typically occur when a non-European national marries someone from the European economic area, including the UK, as a means of trying to gain long-term residency and the right to work and claim benefits. After the case Immigration Minister Damian Green said: “Illegal immigration is big business. At home and abroad, we are tackling highly-organised crime groups who make their living by trying to exploit the immigration system and breach our border security. “Some of these hide people in lorries in an attempt to cross our borders illegally, some
provide them with fake identity documents, others set up bogus colleges or arrange sham marriages. Worst of all – some force women and children to work in the sex industry. UK Border Agency immigration crime team say “We have specialist teams of immigration officers and police working to investigate cases just like this to ensure people are not able to benefit from breaking the UK’s immigration laws. “Whether you take part in the marriage or arrange for others to stage fake weddings we are determined to track down those involved and bring them to justice.”
Liberal Democrat councillors on Sheffield City Council have announced extra investment for community clean ups and repairs after the recent severe Winter Weather. Councillors decided that £70,000, from an in-year unallocated budget, be allocated to the vital work. It will come on top of the extensive work already being done by the Council to clean up and fix potholes. Cllr Shaffaq Mohammed, Liberal Democrat Cabinet member for Communities, said:-

Every Muslim Should Have One… An Islamic Will Have you written yours? If your answer is ‘No’ then this article is a must read. You may be wondering what all the fuss is about, but did you know that preparing a will has been clearly encouraged in the Quran and Hadith and many scholars consider having a will to be an obligatory (Wajib) duty for British Muslims? Verses eleven and twelve of Surah Nisaa in the Quran explain in great detail how the wealth of a deceased person is to be shared amongst their family members and a famous Hadith also states: “It is a duty of a Muslim who has anything to bequeath not to let two night pass without including it in his will” (Bukhari). Importance of Inheritance Planning The above Hadith suggests the importance of making a will as a fundamental part of Islamic law. To this extent, there is a famous saying amongst the companions of the Prophet (peace be upon him) which says “Learn the laws of inheritance and teach it to people, for it is half of knowledge”. It is a sad reflection upon our general condition, that whilst many Muslims are scrupulous in ensuring the funeral rites, for example the funeral prayer (janazah), the ritual washing of the body (ghusl) and the funeral shroud (kafn) are all properly observed, there is less emphasis in ensuring the wealth and assets of the deceased are distributed amongst family in accordance with Qur’anic requirements. Hence from a Shariah perspective, inheritance planning and ensuring the correct distri-
bution of wealth is of paramount importance. Peace of mind in addition to carrying out an important Islamic duty, preparing a will means that the right of your partner and children to have a share in your wealth can easily be protected – thereby giving peace of mind to both you and your family members. Just think for a minute, if both you and your partner were to pass away suddenly, would questions over guardianship of any surviving young children be resolved amicably? By preparing a will, the family of the deceased are left in no doubt as to knowing the wishes of the deceased. On the other hand, to die without a Will could lead to all sorts of disputes and unwanted consequences. Legal Consequences The implications of dying without a will in the UK are further aggravated by legal concerns. As British Muslims, it is vital that our Will complies not only with Shariah principles but also acts in accordance with English Law. Thus a will needs to be Shariah compliant as well as legally valid. Obvious to say, any will that is not prepared in accordance to English Law has no legal standing in this country. If the deceased fails to leave a legally valid will and family disputes occur as a result, then the ‘Laws of Intestacy’ will be enforced and the matter will invariably be resolved in the Court of Law. These ‘Laws of Intestacy’ are at complete odds with the principles of Shariah when it comes to distri-
bution of wealth – hence, the consequences of dying without a legally valid will are unsuitable for those wishing to distribute their wealth in accordance with Quranic injunctions. Once the matter reaches the Court of Law, there will be no option but to comply. Nonetheless it is important to note, it is very much possible to practice principles of Shariah without breaching the English Law and vice versa. In creating a suitable option, one could argue, there has never been a better time for British Muslims to understand both English & Shariah legal systems. Tax Liability For those who are wealthy, and have assets worth over £325,000, then you may be faced with 40% inheritance tax liability - specialist Wills exist which can mitigate this tax, but these need the advice of a qualified lawyer and/ or a tax adviser. Write your Islamic Will Today In light of Quran and Sunnah, one cannot ignore the importance of making a will. It is essential for British Muslims to write a legally valid will which on one hand fulfils the law of the land and on the other hand, conforms to the principles of Shariah. Blue Badge Fraud
Rotherham Council’s fight against blue badge fraud continued with numerous successful prosecutions at Rotherham Magistrates Court in January. The Council’s Parking Services Manager, said: “These results are further steps in the right direction in our fight against this fraudulent behaviour. “I am determined to continue with our work to stamp out this type of fraud and allow proper use of the blue badge scheme for people with genuine needs.”
Bringing Vacant Homes back into Use Sheffield City Council is considering a flexible approach to bring 37 vacant homes in the north of the city back into use. The homes in Fir Vale were acquired by the Council as part of ongoing regeneration of the area with the aim of selling them on the open market, but the current economic climate has made this difficult. For now, the houses are lying empty and will eventually fall into disrepair, costing taxpayers money. There’s a demand for housing in the area and residents don’t want eyesore houses on their street. The council intends to raise funds from the sale of these houses, to plough back into other regeneration projects in the city.
“Look Lively” A new road safety initiative for more senior residents living along one of Rotherham busiest roads was launched last month. “Look Lively” is being aimed specifically at residents who live along the A631 Bawtry Road between Whiston Crossroads and the Lumley Arms at Maltby. This aims to reduce the number of fatal and serious accidents on A class roads in the area. The A631 has seen several serious accidents in the last five years involving older pedestrians and the aim of the new initiative is to remind the more senior residents living along or near the road that they might need to reconsider their methods if they need to cross.

It will soon become an offence to keep an uninsured vehicle even its its not being driven, as well as only driving an uninsured vehicle. Ofstead Notice is Lifted Improvements to Rotherham’s Children and Young People’s Services have led to the Government lifting its Notice to Improve. The Improvement Notice was placed on the authority in December 2009 after the service was rated by Ofsted as “performing poorly”. Rotherham was one of a number of authorities who were given notice to improve by the Government, although the level of intervention in Rotherham was lower than elsewhere. Garlic remedy for Hypertension Garlic remedy for hypertension Garlic may be useful in addition to medication to treat high blood pressure, a study suggests. Australian doctors enrolled 50 patients in a trial to see if garlic supplements could help those whose blood pressure was high, despite medication. Those given four capsules of garlic extract a day had lower blood pressure than those on placebo, they report in scientific journal Maturitas. The British Heart Foundation said more research was needed. Garlic has long been though to be good for the heart. Garlic supplements have previously been shown to lower cholesterol and reduce high blood pressure in those with untreated hypertension. In the latest study, researchers from the University of Adelaide, Australia, looked at the effects of four capsules a day of a supplement known as aged garlic for 12 weeks. They found systolic blood pressure was around 10mmHg lower in the group given garlic compared with those given a placebo. Researcher Karin Ried said: “Garlic supplements have been associated with a blood pressure lowering effect of clinical significance in patients with un-
treated hypertension. “Our trial, however, is the first to assess the effect, tolerability and acceptability of aged garlic extract as an additional treatment to existing antihypertensive medication in patients with treated, but uncontrolled, hypertension .” Experts say garlic supplements should only be used after seeking medical advice, as garlic can thin the blood or interact with some medicines. Ellen Mason, senior cardiac nurse at the British Heart Foundation, said using garlic for medicinal purposes dates back thousands of years, but it is essential that scientific research proves that garlic can help conditions such as raised blood pressure. She said: “This study demonstrated a slight blood pressure reduction after using aged garlic supplements but it’s not significant enough or in a large enough group of people to currently recommend it instead of medication. “It’s a concern that so many people in the UK have poorly controlled blood pressure, with an increased risk of stroke and heart disease as a consequence. So enjoy garlic as part of your diet but don’t stop taking your blood pressure medication.”

Early indications are that investors in particular are starting to show signs of activity, enquiries seem to be increasing, and people wanting to start new businesses are entering the market place looking for accommodation. A word of caution for vendors is that rental and sale prices have to be realistic, and you will hopefully get a deal. I would strongly advise people to use a professional chartered surveyor when involved in landlord/tenant situations. When the market was buoyant, many people decided that they would self-manage property, but a lot are now turning to the professionals to find tenants and negotiate lease terms, and vice versa. This year is already proving to be
difficult for some sectors of the economy, in particular the public sector, where large scale job cuts are predicted. Inevitably this will have an effect on property in many ways. Some people will start their own business; others may look to change their accommodation to suit their needs. There will be defining changes in many people’s lives, and property is clearly central to this. There are also positive signs emerging from unlikely sources. The British property market is becoming a popular place for overseas investors, who see this as an opportunity to invest in a stable environment with good exchange rates. The popularity of British property has always been high and now seems a good time for many people to invest in this country. I believe 2011 will have a defining effect on how property will perform for the next few years
and beyond. Property is one of those commodities which never go cold. People are always interested and the interest is a worldwide passion. The question most people have asked me in the last few months has been, "How do you think the property market will perform and should we become active?” Clearly crystal ball gazing is difficult but property has, over many generations, been through many peaks and troughs. Whether or not an investment in property is successful or not depends on many factors, for which you should consult a chartered surveyor. I believe as we move into the year and the economic situation becomes clearer the property market will begin to find its own equilibrium. The objective of this collaboration is to ensure that the ethnic minority businesses do grow and contribute to the economic regeneration of the area, while consideration is given to the sensitivities of the different groups involved Activities include promoting inter-trading through networking, workshops, seminars and events, helping business raise skills and competencies of their workforce, supporting enterprise and entrepreneurship and celebrating the success of members and their contribution to the region. Representatives of ABDN-SY will also sit on the Chamber forums to ensure the views of black, Asian and ethnic minority businesses are put forward in key sectors. The contribution that ABDN provide to businesses cannot be questioned. Many of their members are hugely successful enterprises, but we have to acknowl-
edge that they have not necessarily been accepted into what I would describe as mainstream business. Consequently, the region is the only loser. We aim to readdress this and have planned a focused series of events and projects to turn it around. ABDN will become the business voice of the minority groups within the city. Importantly key collaboration projects will be identified through the partnership so that businesses are able to grow and explore different markets, contributing to the economic growth of the Sheffield City Region. This is a difficult period in the business cycle and we need to focus collectively on creating wealth by trading with the rest of the world. Council House Rents Tenants in Rotherham can expect to pay an average rent of £63.61 per week (for 48 weeks as 4 weeks are rent free) for their council property during the coming financial year. Rotherham Borough councillors agreed to the increase after hearing that the Government's prescribed formula for calculating council house rents resulted in an increase of
8.69%. This equates to an average increase of £5.08 per week. Coun. Jahangir Akhtar, explained that the authority had little choice but to increase its rents. He said: "Rotherham Borough Council has long been committed to helping local people to live in good quality affordable housing. In the past the authority has been able to ensure that the rents it charges its
tenants are amongst the lowest in the country. "However, this year, budgets nationwide are under considerable pressure. Last year's increase was initially similar to this one but we successfully lobbied the previous Labour government to reduce the size of the increase.

A Grant of Representation is an order issued by the Probate Registry confirming that the person appointed has the authority to deal in the deceased’s assets/. The asset holder will release any money held upon seeing a sealed copy of the order Q-If I am appointed as the Executor of an estate, what are the time limits that I must follow? A- If Inheritance Tax is payable, then this must be paid
within 6 months. After 6 months has elapsed, interest will be payable on the Inheritance Tax due. Theoretically, an Executor has one full year to fully administer an estate and after such time, the beneficiaries may compel them to administer the estate. However, it should be noted that complex estates can and often do take more than one year to fully administer. Q- What are the main duties of an Executor? A- It is the Executor’s duty to safeguard the assets of the estate. This may mean insuring them or keeping them safe. A primary duty is to pay any debts that are owned by the deceased, out of the funds held by the deceased. The Executor is also responsible for
finalising the deceased’s tax affairs and ultimately responsible for making sure that the estate is distributed in accordance with the terms set out in the Will. Q- If I do not wish to receive a gift that is left to me in a Will, do I have to have it? A- No. You may either disclaim the gift, which will mean that it will go to the residuary beneficiaries named in the Will, or alternatively you may execute a Deed of Variation varying the gift to somebody else. However, note that a Deed of Variation must be made within 2 years of the date of death.
Property Taxation Tax man clamps down on buy-to-let landlords

HM Revenue and Customs is running a campaign to identify landlords who have either claimed too much tax relief or failed to declare either the rent received or a capital gain when a property is sold or gifted. Some people have recently received letters asking for details of property income and more letters will be sent out over the coming weeks. Tax officials have a considerable wealth of information at their disposal to assist in identifying potential cases of non-compliance. For example, they have access to stamp duty land tax returns, details of lending, access to housing benefit lists and much more. People who don't make much profit on rental income may think they do not need to declare it, but anyone receiving rental income needs to declare it on a tax return. The penalties for failing to comply with tax obligations can be severe. In an extreme case, the penalty can reach the same value as the unpaid tax bill. If you suspect you may be in breach of your obligations you can minimise the fines and penal-
ties by making a full and voluntary disclosure rather than waiting for an official letter. Shabeer Yousuf, Chartered Tax Adviser at Shipleys Tax Consulting, says: “generally, rental profits are added to the Landlord’s other taxable income for the year; this may have the effect of pushing up the
landlords marginal tax rates into the higher bands, e.g. 40%/50%. However, there may be ways to reduce the marginal rate for some landlords if they plan early and correctly. “A new landlord must notify HMRC of his or her rental business within six months of the end of the tax year following the start of the letting business and a Tax Return should then be issued by HMRC. “The good news is that there is generally no national
insurance to pay on rental profits; this is a substantial benefit when compared with other types of taxable income”. However, Mr Yousuf adds: “if a landlord sells a property which has been rented out there may be Capital Gains Tax charge on any profits made on the property. It is this Capital Gains Tax which is a particularly lucrative area for HMRC. For example, people commonly transfer properties between family members for various reasons without realising that they may have inadvertently triggered a capital gain, this is the case even if no money has changed hands, i.e. where the property has been gifted. This represents far more of a coup for HMRC than rental income alone as they use the information sources mentioned above to unravel the transfers that have been made.” Mr Yousuf warns that “usually landlords will receive a seemingly benign letter asking for details of properties held, transferred or gifted; this could then lead to a full blown investigation. In such circumstances it is imperative to get professional advice.
New Volunteers Boost Justice Panels Sheffield has welcomed the latest recruits who will chair the city’s flagship Community Justice Panels. A further 18 members of the public have trained as Volunteer Facilitators and will now co-ordinate the panels, which went citywide in August 2009. Community Justice Panels bring victims and wrongdoers together to resolve the harm caused by anti-social behaviour, disputes between neighbours, and crimes such as less serious incidents of criminal damage and assault. The volunteers’ role is to enable both parties
to put their side of the story, and agree an appropriate way for the wrongdoer to make amends. Locally, Community Justice Panels are showing signs of reducing re-offending rates, particularly among young people. Since they were introduced there have been 156 referrals in total. Of the 83 young people identified as wrongdoers, only four have gone on to re-offend. The latest volunteers bring the number of facilitators to 55 in all. They take part in panels throughout the city. Councillor Shaffaq Mohammed, Cabinet
Member for Communities, welcomed the new facilitators. He said: “Our latest volunteers come from all walks of life, but share the enthusiasm to help make life safer and better for people living in all Sheffield’s communities. The newspaper says that central heating and double-glazing are helping drive up obesity rates. The story is based on a scientific article that suggests that indoor temperatures have increased, reducing the calories we use to stay warm and leading us to store the excess energy as body fat. The article says that the “thermal comfort zone” provided by modern living may therefore be a cause of the Western world’s increasing rates of obesity. As the authors note, there is a lack of direct evidence to support this theory, which needs to be evaluated by future research. The study was published in the peer-reviewed medical journal, Obesity Reviews. Bradford Cllr: Council Has No Excuse Not To Give Details Bradford Council has no excuse for not publishing details of its spending in the same way other local authorities are doing, the Government has warned. New rules requiring local authorities to release details of all purchases in excess of £500 – so the public can see where their money is being spent – come into force at the end of the month. But, Bradford Council leader Ian Greenwood has said he will not be publishing the data until all commerciallysensitive material is removed. Today Mr Pickles has published a list of councils failing to upload details of their spending with only a week until the deadline. A source close to Mr Pickles told the T&A: “It is astonishing that Bradford Council say they are not going to do this. “They
have had since June to get organised about this. It begs the question what have they got to hide. “There will be legal ramifications facing councils who do not do

A total of 433 people responded to a public consultation asking for ways in which they want to see the Council find savings. The most popular suggestions were to reduce back-office functions and by introducing fortnightly refuse collections. There was a split in the public’s opinion of the latter. Refuse collection was highlighted 77 times and 18 of those called for weekly collections to be main-
tained. Residents were asked for their views either online or via the Council’s Community Pride newspaper, and a lot of people who responded said they would happily see the newspaper itself axed. Others want the Council’s translation and interpreting services to be cut entirely. Suggestions also called for the number of councillors and both their expenses and meal allowances to be reduced. Some residents want a reduction in employees’ costs and terms and conditions – including the number of paid sick days and expenses – and fewer City Hall managers on lower pay. Education and children’s services, services for the elderly and refuse collection were con-
sidered the most important services the Council provides. The Council said work had already started to make savings in some of the areas highlighted by the consultation process. The local authority’s senior management team is being re-structured. Jane Glaister, the former strategic director for culture, tourism and sport, has been made redundant and is a high-earning casualty in a reshuffle which is expected to save the Council £1.1m. Staff who leave the Council, meanwhile, are only being replaced in exceptional cases and the Council said it has “drastically reduced” the amount of agency staff on its books.

Sheffield recently hosted the British Junior Open Squash tournament. Many young hopefuls from all over the world gathered in Sheffield to competed. A small delegation of 14 to 17 year old players from Pakistan also participated with one player, Syed Ali Bokhari, reaching the quarter finals. Of course this is a proud moment for the nation of Pakistan but the reality of it is that the Pakistani government does not support the players in any way or form. These young hopefuls quite remarkbly fund their own training sessions and run their own league back in Pakistan, and then
impresively fund their own trips abroad to compete on an international level. Its sad that a country does not support its own athletes who acheive so much in the name of their country, but a little investment would certainly secure a future in the world of squash for these players, where Paakistan has always dominated the name of the squash on an international level, with the likes of Jamshed Khan and Jahangir Khan.
World Cup Tunes CRICKET chiefs are hoping to add some Bollywood spice to the forthcoming 2011 World Cup after roping in three of Bollywood’s most successful composers to write the tournament anthem. Award-winning trio Shankar-Ehsaan-Loy – famed for their Bollywood hit factory – were invited to be part of the ICC Cricket World Cup 2011 which will kick off this month in India, Bangladesh and Sri Lanka. The catchy World Cup anthem, De Ghumaa Ke, is already making a big impact in the sub-continent and beyond. Litter Fines in Rotherham Rotherham’s ‘zero tolerance’ approach to litter continues with more local people appearing in court to face enviro-crime offences. Cllr Jahangir Akhtar, Cabinet Member for Housing and Neighbourhoods for Rotherham Borough Council, said that the cases were a stark reminder that the authority will take people to court where necessary for litter offences. He added: “One cigarette end might not seem a lot but smokers have to take care where they dispose of them. They cause a huge volume of litter on the streets and so if anyone does throw a cigarette butt on the ground rather than using a bin or an ashtray they will be challenged, fined and taken to court. Everyone hates litter - it ruins our streets and so this authority will take action.”
Speed Camera Success Azad Rashids 13 year old daughter Aanisah lost her life in a road traffic accident in 2009. Since then he has campaigned by collecting more than 2,000 signatures demanding safety improvements for a speed camera on Haworth Road where his daughter was killed. He finally got his wish and hopes that from now on children will be safer on the busy road which is a major route into the city. Mr Rashid said: “Two cameras have gone up so far and there will be another two to follow. “At least it will be a deterrent. I don’t suppose it will stop people smashing up cars but hopefully it will make a difference. I don’t want anything to happen to my family or anyone else.”
Labour criticise the Tory/Lib Dem Labour have criticised the Tory/ Lib Dem Government’s decision to impose a whopping 6.8% rise on Council rents in Sheffield. Last year when rents went up by 3.6%, leaders of all political groups on the Council, including Lib Dem Council Leader Paul Scriven, wrote to the Government with cross party support, asking the Government to look again. This year the Tory/Lib Dem Government are imposing a rise almost double that level, at the same time as VAT is increased to 20% costing every household in Sheffield around £520 per year. Labour Spokersperson for Housing, Councillor Chris Weldon, said: “This is a disgrace. In the current economic climate our local tenants cannot afford this massive increase, especially given the recent hike in VAT. Labour will be fighting this all the way.” The average rise of £3.97 in weekly rents will come into effect from April.

We are too mentally scattered to get together for a single cause. In addition we have no substantial targets to attack. In the news making nations the same rulers had been there for years and years and are easily identifiable. We unfortunately don't have visible malignant tumours to cut out. Our disease runs deeper. If we decide to come out against a certain person he will be replaced by another even worse person. So it keeps going on and on and on. Elections don't seem to solve anything either. Its the same faces or bloodlines which keep coming back again and again. So the revolutionary change, the major surgery is not for us. We require a more deeper, subtle remedy. We have the laws. Actually too many
as a matter of fact. We understand the principles. We KNOW what is required. We just need to implement and act. The so called reformers fail to understand this tiny fact. Its not about new laws and systems. Its about implementation period. And implementation needs justice, effort and resources. If an American citizen decides to kill two Pakistanis in Pakistan then why it is so difficult to let the course of law decide his fate? Why does it have to change into an international incident? Implementation, implementation, implementation. Sorry people no revolutions in Pakistan. We yearned for it when it happened in Iran. We wished for it when we read about how it happened in USSR and China. But nothing in the past fifty years has even come close. We keep stagnating. And its even worse than ever. Having said it all maybe the events in Egypt and Tunisia will scare our leader into some sense. I have my doubts but then God moves in mysterious ways.

Languages Plea to State Schools State school pupils risk losing out on top jobs and university places because of a lack of opportunities to study languages, it has been suggested. Private schools were more likely to make the subject compulsory and enter the majority of their pupils for a GCSE than state schools, according to the latest Language Trends survey from CILT, the National Centre for Languages. In many maintained secondary schools, pupils spend just two years studying another language, it found. The study shows that the proportion of schools where more than half of Year 11 pupils are studying a language dropped to 38% in 2010 from 43% the year before. In comparison, some 94% of private schools had more than 50% of Year 11 pupils taking the subject. And while languages were compulsory in 89% of independent schools, the same was true in just 20% of state schools. CILT chief executive Kathryn Board
said: “The coalition Government have talked about closing the gap. Even in terms of opportunities what’s happening with languages is that gap is widening, not closing. “In order to close that gap, from an educational point of view, many, many more children in state schools have to have the opportunity to learn a language, and understand the benefit of learning a language for social mobility, for employment as well as for leisure.” Professor Mike Kelly, programme director of Links into Languages, suggested that in future most universities will be looking for applicants with the Government’s new English Baccalaureate, of which a language is a key part. “At the moment universities are finding it very difficult to recruit language undergraduates from the maintained sector, as a result of which increasing proportions of students doing languages degrees are from independent schools,” he said.

The importance of talking to preschool children to help them develop vital communication skills was the theme of a seminar held at the Unity Centre in Rotherham recently. The event, which was organised by Rotherham Council, brought together volunteers, youth and community leaders and healthcare workers who come in contact with a wide range of young people and their parents. This included representatives from South Yorkshire Police, Rotherham United Community Sports Trust and from the Rockingham Children’s Centre. The event reinforced the message about the importance of parents and carers making time to talk to children under five. Every parent wants the best for their children, but some simply don’t realise the importance of speaking and listening to them from the day they are born. It has been proved that 50 per cent of a child’s learning occurs in the first four years when their brain is developing at its fastest rate and that is why it is so vital for mums, dads, grandparents and carers to spend time talking with them. Talking and listening to children helps them develop good language and communication skills. This enables them to listen and express themselves well. It also
helps them to learn and develop good relationships.Research has shown that in the long term, a higher proportion of children with communication difficulties go on to under-achieve at school, develop behavioural problems, struggle to find employment and are statistically more likely to become involved in crime. Television drama serial Faseele-Jan Se Aagay (Ahead of life’s border) shows emotive tales of 11 “brave Pakistanis” battling an Islamist insurgency that is plaguing Pakistan and neighbouring Afghanistan, will air on the small screen in an army-funded drama

City leaders have welcomed findings of a new report which shows how Sheffield is growing both economically and socially but say there’s still more work to be done. Our city’s population is increasing and projected to be about 600,900 by 2020. The numbers of people over 60 years old in Sheffield will increase by 65%. We will also see the number of children and young people increasing over the next decade. The city’s economy was growing fast prior to the recession and average incomes increased, however the number of people claiming benefits has doubled between 2008 and 2010. Employment growth in recent years has relied on the public sector, but due to cut backs in this sector growth is likely to stop. Sheffield still has a large manufacturing sector amongst the highest of England’s cities, but jobs in this area are declining. Despite some excellent initiatives, Sheffield still has a relatively low number of business start-ups and
only average business survival rates. A large number of people in Sheffield have high levels of education but there is also a significant proportion who are unskilled. People in Sheffield are paid less than their counterparts in other core cities in England and we need to tackle this low pay culture. School results in Sheffield are improving with more young people achieving five GCSEs at A*-C than ever before, however the results are still behind the national average. Most Sheffield children have a positive outlook on their future. Sheffield has a higher proportion of children with special educational needs than the national average. Sheffield needs to expand on the good work started by the Sheffield Let’s Change4Life programme working to reduce obesity in children. Around 18% of 10 and 11 year olds in Sheffield are obese. Sheffield still has some children living in poverty, 21% of children live in homes receiving
Half of Country’s Speed Cameras‘Not Working’ More than half of fixed speed cameras in England and Wales do not work at any one time, according to a consumer watchdog. A study by Which? also found that the chances of getting caught speeding vary dramatically from county to county, with all 60 Sussex cameras in operation while just 10% of Lancashire’s 287 sites are ready to snap motorists. Less than 47% of all fixed cameras are operational at any one time, Which? said, with most areas having more yellow boxes than actual cameras and rotating the working part at random or in response to speed and accident statistics. The watchdog asked all 43 police authorities in England and Wales how many fixed speed camera housings they had and how many were in operation, under the Freedom of Information Act. Dorset, Hertfordshire, Merseyside, Norfolk and Suffolk refused to answer, but the available results showed counties had between 10% and 100% of their cameras in operation. Durham said it used a single mobile camera because there was no need for fixed cameras anywhere in the county, while Cleveland, North Yorkshire and Wiltshire also did not operate any fixed sites. Elsewhere, Cumbria Police had just 12 fixed cameras - one of the lowest totals in the investigation - but all were
operational. Staffordshire Police had 263 speed camera housings but just 11% were in operation, while Avon and Somerset had 54 sites of which 94% were operational. A Which? Survey of 1,920 members found 47% of people thought speed cameras made the roads safer and 45% did not, while 83% believed they slowed drivers down only at specific locations. Which? Editor Martyn Hocking said: “Speed cameras in some areas are always operational, whereas in others there could be a one in 10 chance the camera you’ve passed isn’t working. It really is a tale of two counties.” Peter Rodger, chief examiner with the Institute of Advanced Motorists, said: “Cameras cost a lot of money to install and maintain and for that reason there have always been more boxes than cameras. A yellow camera box that has no camera is totally effective if it achieves casualty reduction with no prosecution. “One that catches large numbers of people but doesn’t reduce casualties is doing nothing useful. A yellow box has a huge psychological impression on drivers, whether or not it is live, and it is the effect of this that is important, rather than whether the camera is recording.”

There are now a quarter as many burglaries as there were five years ago, vehicle crime is down by a huge 50 per cent, and violent crime is now 35 per cent down in the last year alone. “Over the past five years we have reduced overall crime in Sheffield by 33 per cent that’s a total of 21,638 fewer incidents. We are also delighted that we are now seeing a reduction in both the number of anti-social behaviour incidents and the improving perception of residents in the way police and partners are tackling the problem. We are not complacent; we know there is more to do. We are committed to maintaining low levels of crime and reducing anti-social behaviour and we will continue to make Sheffield a safe place to live, work and visit.” 80% of Sheffielders are satisfied with the area they live in, almost a quarter are very satisfied. 20% of people in Sheffield say they volunteer or provide unpaid help to others in their communities.
