With certainty, these climate changes have adverse effects on societies and all economic sectors. Let us take, for example, the tourism sector. These climate changes will adversely affect the countries famous for manufacturing tourist products to attract the most share of tourists annually. This climate change and the rise in unprecedented temperatures will lead to the migration of tourists to other countries where tourism is favorable climatically. This entails the loss of billions of tourists’ consumer spending on hotels, restaurants, tourist places, airline services, airports, and transportation.

All these effects will affect the domestic product and create economic and social turmoil in these countries.

Temperatures will continue to rise, causing more climatic disturbances during the next thirty (30) years. Consequently, this will be negatively reflected in increasing pressures on the demand for food and water. The pace of migration will increase, infrastructure will be affected, and various crises will spread. These turbulent meteorological fluctuations and unstable temperature rates have repercussions on global economies due to the rapid deterioration and deple tion of natural resources.

The unprecedented global summer temperatures rise, particularly in countries that have always enjoyed a cold climate, has added to the accumulation of negative indicators, and has threatened to double the size of the deterioration with other climate challenges to come.

Climate fluctuations will lead to a rapid deterioration and depletion of natural resources, an increase in the demand for water and food, the spread of various crises and a decrease in economic growth rates in most countries of the world.

These climate changes are expected to cause losses estimated between 5% and 20% of the global gross national product and to curb economic growth. The Inter national Monetary Fund estimates that for a 3°C increase in global temperature, global GDP will decrease by about 2%.

The World Bank reports that the Earth’s temperature may rise by 4 degrees Celsius at the end of this century, which will have devastating effects on various aspects of life, from agriculture and water resources to human health. The poor will be hardest hit by these effects.

Ras Al Khaimah Department of Economic Development (RAK-DED) provided 2,421 free consultations to entrepreneurs and university students during the first half of this year. The strategy and plans of RAK-DED constantly focus on encouraging and supporting small and medium enterprises through a range of initiatives offered to entrepreneurs.

RAK DED (Department of Economic Development in Ras Al Khaimah) issued a report indicating that during the first half of this year, valid licenses grew by 5%. The increase was due to the high renewal rates of permits. Meanwhile, the issuance of new and canceled licenses has Professionaldeclined. licenses constituted about 49% of the total valid licenses. With 8,986 licenses, they were followed by commercial licenses by about 48%, with a total number of 8,8829 licenses, then industrial licenses by 2.9%.

H.E. Mr. Al Mahmoud added that during the first half of this year, the total number of renewed licenses had compared to 6,606 during the first half of 2021, an increase of 5.2%. On the same line, the number of canceled licenses declined by 11.3 percent to 469, compared to 529 during the first half of 2021.

Aaesha Obaid Alayyan, Acting Director of Business Development Department, explained that RAK-DED has provided many communication channels for those wishing to obtain free consulting sessions, whether legal or economic consultations.

Renewable energy technologies support envi ronmental protection by reducing harmful emissions. It also enhances energy access, as renewable energy is more economical than its traditional alternatives and can be adopted by anyone. For example, solar technology, particularly applicable in this region, enables generation from distributed solar installations at a low cost.

The increase in emissions from traditional energy sources such as fossil fuels contributes directly to global warming. This has multiple undesirable effects, such as rising tempera tures and sea levels.

Meeting the global climate goals requires comprehensive approaches driven by strong political commitment. The UAE has expressed a solid ambition to reach net-zero emissions by 2050. The Energy Efficiency and Renewables Strategy 2040 of Ras Al Khaimah is a compre hensive framework that supports this ambition.

Fossil fuels will have a crucial role in the coming decades in supporting the shift. For example, natural gas is already emerging as a “transition fuel,” bridging carbon-intensive energy sources like coal with renewable energy.

As an initial step, businesses and people, in general, need to be more cognizant of the energy transition and its importance. Tell us about the challenge of reducing emissions from major industries and powering them with clean energy?

ent sectors, such as cement or steel, to continue operating without using fossil fuels.

Ras Al Khaimah Municipality has begun working with these industries to help them prioritize decarbonization opportunities and connect them with qualified local and interna tional suppliers.

The Efficient Vehicles Program in Ras Al Khaimah supports this change by introduc ing standards related to electric vehicle infra structure, providing incentives to those who purchase and use electric and hybrid vehicles, promoting green financing offers from banks, and adopting efficient vehicles in government fleets.

What about the challenge of abandoning millions of cars with combustion engines, as well as machines and others, and raising awareness to reduce energy consumption and carbon emissions to address the phenomenon of climate change?

Despite the need for urgent action, the tran sition from combustion engines and vehicles powered by fossil fuels will take years - if not decades - to achieve. The fuels themselves are only one part of the problem. Equally impor tant is the infrastructure and charging capac ity of electric vehicles and the energy that must be generated for them. One of the energy transition’s main challenges is ensuring that the appropriate infrastructure is established to allow such alternatives and gradually replace vehicles and machines that reach the end of their life with cleaner options during this period. It is here that government policies, capacity building, and financing mechanisms will be able to prove their usefulness.

Technology plays a significant role. Deploying efficient and future-proof technologies when designing and constructing new buildings, infrastructure and cities is a crucial determi nant of the success of any transition strategy.

What role do current and future technologies play in enabling this transition?

The most important action now is to focus on research to find and test potential new solu tions for these sectors that have historically been difficult to decarbonize.

The solution to transforming Ras Al Khaimah’s electricity supply is evident. Investing in clean and renewable energy sources, along with energy efficiency, is the way forward, there are many successful examples in this regard worldwide. However, the transition of large industries presents an even more significant chal lenge because we have not yet found the appropriate technologies to enable differ

Businesses and people can also make a tangible contribution through direct investments in energy efficiency and renewable energy resources. They can, for example, purchase highly-efficient equipment, adopt renewable energy, own and rent green buildings, use public transportation, and recycle waste. In this regard, the Ras Al Khaimah Building Retrofit Program supports building owners who wish to make their properties more energy efficient. Similarly, the Ras Al Khaimah Solar Program supports building owners in adopting distributed renewable energy.

Ras Al Khaimah Department of Economic Develop ment (RAKDED) and the Ras Al Khaimah Economic Zones Authority (RAKEZ) offer attractive incentives for innovative start-ups and SMEs when they start their operations in Ras Al Khaimah. It adds incen tives to our significant business opportunities in sustainable energy.

You mentioned the RAK Energy Summit. Can you elaborate more on this and explain how the indus tries can participate?

The technological aspect of Ras Al Khaimah’s Energy Efficiency and Renewa bles Strategy 2040 has been included in the nine below-mentioned programs. Barjeel, the green building regulations of Ras Al Khaimah, and Building Retro fit Program support the adoption of efficient lighting and ACs in buildings. The Energy Management program supports the industrial sector’s effective energy monitoring and new process technologies. The Efficient Street Light ing program is based primarily on LED and dimming technology. The Solar Program supports the adoption of efficient solar solutions. The Efficient Vehi cles program promotes hybrid and electric vehicles and more efficient conven tional cars. The Energy from Waste program looks at technological solutions to ensure an energy outcome for municipal waste. The Efficient Appliances program promotes technological innovation across most types of appliances used at home. In the Green Public Procurement program, the Government supports technological innovation by pursuing higher performance standards in each government entity’s product purchases.

Judicial control officers must take the necessary measures and procedures to preserve all evidence and seizures related to the committed violation. They must take all necessary measures to present the violators to the Public Prosecution, if necessary, during the legal confiscation period. They must also set the necessary criteria to determine the facts that must be presented to the Public Prosecution, or upon which the judicial control officer must act upon within the limits of his legal competence. That is to quickly act on the seizure facts as per their nature without involving the Public Prose cution in all the facts that the law guarantees to the execu tive authority, represented in this case by the Department of Economic Development, to act upon.

udicial control officers must receive communica tions and complaints regarding violations related to their job in accordance with the procedures adopted. They must verify that the persons addressed by the legislation comply with the duties and provisions imposed thereby.

Judicial control officers who are in charge of investigating and collecting evidence related to a violation must duly report such violation. They must draw up the report supported with facts and measures taken. The leaders must be notified of the report incidents on a weekly and monthly basis. Two separate records must be prepared with serial registration numbers and the date of their receipt. The first one is to record complaints in their infancy until being addressed. The other one is to record the report facts that may result from the complaint stated in the first record or the periodic investigations carried out by the control officer. A third record may be established to record seizures and actions taken in their regard.

copy of the receipt that the seizures were received must be attached, or the measures or the final disposal measures taken in this regard. All must be entered in the same number of the seizure report in the specific record. The record shall be monitored in the three records on a daily basis. A weekly and monthly report shall be prepared out of these records to be presented to the department leaders.

The seizure report that the judicial officer prepares must be complete before being registered in its specific record. It must mention the date, data of its editor, place of report, seizure procedures, and the data of the defendant or the accused. The report must also state the procedures took place before, during and after the seizure procedures and the seizures and their meticulous inventory. Seizures must be kept with the knowl edge of the judicial control officer or placing them in a closed store by a plastic lock with a serial number that is not perish able. This store must be under the guard of a security person nel. Otherwise, a receipt containing an accurate inventory of the seized items must be signed by the owner or holder of the seizure place until it is legally acted upon.

Finally, I recommend issuing the executive regulations of Law No. 7 of 2016 regarding commercial control and protection of economic establishments in the Emirate of Ras Al Khaimah to induct the judicial officers’ fundamental standard operating procedures (SOP). Furthermore, this habilitating shall include edifying and preparing these officers by organizing regular training courses to increase awareness and prime them of applicable laws and amendments made, with a supporting statement for issuing legislation and/or its purpose.

In our previous article, we explained the rights and duties of judi cial control officers. In this part we continue to talk about duties. The judicial control officers must be conversant with the provisions of the legislation entrusted with controlling the implementation and taking into account the procedures stipulated therein when carrying out their duties. They also must be aware of any other obli gations set by a government authority or the committee thereof.

Procedures of investigation and preparation for the seizure must be completed confidentially. Only those in charge of such procedures must be notified, to the extent strictly necessary, until the violation is verified and the seizure date is scheduled after obtaining the permission of the Public Prosecution, if necessary.

first in terms of the total trade volume during the past five years. As for the movement of re-exports and exports, Oman ranks first and second, while it comes in the 13th place in the volume of imports. During the past five years, re-export goods to Oman accounted for about 52% of the total re-export movement, while exports constituted about 15% of the total. The move ment of imports from Oman represents about 2% of the total movement of imports.

The indicators of the foreign trade movement between Ras Al Khaimah and Oman improved during 2021 compared to 2020 indicating the restoration of trade movement between the two countries after its decline during the COVID-19 crisis in 2020. Although it has not yet reached the levels recorded before the crisis in 2019, the value of exports doubled to reach about AED 1.2 billion, compared to AED 597 million in 2020. The value of re-exported goods increased to AED 669.5 million, compared to AED 571.6 million in 2020, an increase of 17%. The value of imports from Oman also increased to reach AED 71.8 million, compared to AED 60.3 million in 2020, an increase of 19%. As a result, the trade balance improved and reached AED 1.8 billion in 2021, compared to AED 1.1 billion in 2020, an increase of about 62%.

The total volume of exports (exports and re-exports) amounted to about AED 1.86 billion in 2021. Exports of food, beverages and tobacco products constitute about 65% of the total export movement, with a total value of about AED 1.2 billion, followed by exports of machinery, audio and video recording and broad casting equipment, with a total of AED 162.4 million, 8.7% of the total. In the third rank are the exports of mineral products with 7.4% of the total, a value of AED 138.7 million. The exports of both base metals and their products, chemical products and related indus tries come in the fourth and fifth place with a total value of AED 65.2 and AED 52.4 million, respectively.

Consequently, data has shown TikTok to surpass YouTube in popu larity for influencer campaigns, even as brands continue to identify their strategy and areas for success on the platform

According to the new Poly and Worktech Academy research that included a London roundtable with senior leaders in technology and design, the focus now shifts to the urgent implementation of flexible and future-proof technology solutions in the workplace as part of the overall hybrid strategy. This is an acknowledgment that the traditional office no longer fits the demands of a more flexible workforce for lower densities, better amenities and more opportunities for face-to-face inter action as well as video calling and remote collaboration facilities.

Reports indicate the launch of over 1,800+ campaigns in recent times, with 94% of campaigns including Insta gram content, while only 10% of them included content for YouTube or other plat forms. As per trends and best practices, 42% of campaigns are leveraging the pattern of 1-4 feed posts, and 20% of campaigns utilize 1-4 stories. Findings also suggest that influencer campaigns are largely concentrated on Instagram, while plat forms like TikTok are more experimental.

The results of the first month of the year show the annual start of commercial activities and businesses on which investors and markets build their expectations. These results may indicate an important aspect of optimism about the future annual performance of economy. Therefore, this type of reports and quarterly reports help decision-makers to take more objective admin istrative and technical decisions considering the facts reflected in the numbers related to sectors, such as real estate transactions, business sector, tourism, foreign trade, transportation, and others.

Real estate transactions witnessed an encouraging movement in Ras Al Khaimah during the months of January for the years 2020-2022, especially after the pandemic year. That was a result of the great support offered by the United Arab Emirates in general and by the Government of Ras Al Khaimah in particular to the economic sectors that were subjected to suspension or damage due to the pandemic. This support was reflected in the high pace of growth and development, bypassing the state of contraction and paralysis left by the virus. Real estate transac tions increased to AED 102.3 million in January 2022 compared to AED 61.9 million in January 2020, an increase of 65%. Notwithstanding the fact that sales of January 2021 exceeded the ones of the previous year by about five times, thanks to the sales of tourist land in Ras Al Khaimah, which amounted more than AED 205 million in that month. Business sector:

The new licenses increased in January of this year by 31% compared to January 2020 and by 6% compared to January of the previous year, while the number of renewed licenses increased by 4%. The total number of commercial licenses issued by Ras Al Khaimah Economic Zone “RAKEZ” also increased by 8% until January this year compared to the percentages two years ago and increased by 4% compared to January last year.

Regarding building permits and residential annexes permits issued by Ras Al Khaimah Municipality Department, it was noted that there is a greater focus on residential annexes permits, which rocketed by 139% in January 2022 compared to January 2020 and by 43% compared to January 2021. See Table (3).

Foreign trade figures showed a significant increase in merchandise exports, re-exports, and total exports in January of this year and of 2020, with an increase of more than 20% to reach 37% in re-exports. In contrary, all foreign trade variables witnessed a decline in Janu ary 2021, including imports and the trade balance, due to the impact of the pandemic, the closure of borders and the time taken for the sector gradual recovery. Noting that imports decreased slightly by (3%) in January 2022 compared to January 2020, and the increased by 23% in January this year compared to the previous year.

On the contrary, number of industrial licenses was slightly decreased due to the transformations that took place on the COVID-19 mutant. The number of offshore licenses for international companies regis tered in Ras Al Khaimah has also increased from 115 in January 2021 to 119 in January 2022.

Tourist movement in the Emirate is still in the process of recovery overcoming the repercussions of COVID-19. The start was encouraging in January 2021 compared to January 2020, and the performance in January 2022 was Mostbetter.oftourist facilities have been disrupted in some months of 2020, knowing that the month of January was distinguished in its tourism performance as an extension of the tourist movement for 2019. As for airfreight, it focused more on imports than exports, as it increased in imports by 100.2% in January 2022 compared to January 2020, despite the significant increase in January 2021 imports, which amounted to 584 tons.

Regarding the air transport sector through Ras Al Khaimah International Airport, number of aircraft movement has increased from 864 flights in Janu ary 2020 to 1,162 flights in January 2022, at a rate of 34%. That was reflected in the increase in the number of arrivals from 17,851 passengers in Janu ary two years ago to 19,778 (34%) and 26,469 (48%) passengers in January of last year and the current one, respectively. However, the number of depar tures decreased to 9,776 in January of this year, down from 13,779 departures two years ago. 4. Given the limited number of ships entering and departing Saqr Port annually, more atten tion and support is required. The port enjoys a distinguished position that qualifies it to be a strong competitor at the state level and to be the focus of attention and interest of exporting and importing companies.

5. It is important to pay more attention to mass transit in the Emirate by increasing the number of buses and expanding the transport network.

We believe that this type of transportation is in the process of returning quickly to what it was a year ago to the pandemic in conjunction with the expansion of tourism in the Emirate, the same as for mass transpor tation by buses across cities and internal mass trans portation, which were stopped due to the pandemic during 2020. See Table (8).

CONCLUSION

1.facts:The business sector witnessed a good move that resulted in an increase in the number of commercial licenses and permits issued by the Departments of Economic Development, RAKEZ, the Municipality and the Chamber of Industry and Commerce in the months of January 20202022. As the licenses issued by the first and second authorities increased by 31% and 8% in January of this year, compared to January two years ago, in a row. Building permits also increased by 139% for the same comparison. As for the certificates of origin issued by the Cham ber of Industry their value increased by 48% in January this year compared to January 2020.

And mainly since our beloved country provides all means of support and assistance to young people to secure a strong start in the world of small and medium enterprises, based on the fact that the country’s strong economy is built with the help of its children.”

Of the 43.5 million healthcare workers in the world today, it is estimated that 20.7 million are nurses and midwives. At a time when the future of careers seems uncer tain, especially with artificial intelligence (AI) rapidly replac ing jobs, the future of nursing will remain undeterred.

he COVID-19 pandemic has served as a reminder of the important role that health care professionals play in maintaining the wellbeing of a community. However, the World Health Organization has reported a global shortage of health workers, in particular nurses and midwives, with the largest needs-based shortages of nurses and midwives stemming from South East Asia and Africa.

UAE Nursing and Midwifery Council was established to regulate the nursing and midwifery professions, promote and advance nursing and midwifery services and protect and promote the health and safety of the public based on the highest standards. These are initial positive signs that point towards significant developments and growth in the field. The council, which comprises members from the Ministry of Health, Ministry of Higher Education and Scientific Research, Ministry of Education, Nursing Colleges and Institutes in the UAE, Health Authority of Abu Dhabi, SEHA, Dubai Health Author ity, Ministry of Interior – Health Services, Armed Forces Medical Services Corps, Dubai Healthcare City Authority, Emirates Nursing Association, Emirates Medical Association, and the private healthcare sector, addresses education, research and Emiratisa tion in nursing and midwifery.

The world needs an additional nine million nurses and midwives in order to reach the United Nations Sustainable Development Goal 3 of ensuring healthy lives and promoting well-being for all. The UN High Level Commission on Health Employment and Economic Growth has indicated that investments in education and job creation in the health and social sectors result in a triple return of improved health outcomes, global health security, and inclusive economic growth.
