DEAR READERS January jenny@wplife.co.uk Think that I may buck the trend, but after a manic December, I am looking forward to January and a bit of a ‘slow down’ on our social scene. It’s not that I don’t enjoy the stream of concerts, shows and parties (and that’s just for the children) but I’d much prefer that they were spread out and not all in the same week! I marvel at how friends with 3, 4 (or even 5!) children manage it – multi-tasking really does come into play and the term housewife/husband/homemaker should be replaced with a job title Senior Domestic Project Manager! On our Santa list this year the girls asked for a visit to Cadbury World (near Birmingham) I’ve really discovered the value of presents, such as day trips and magazine subscriptions which can be enjoyed throughout the year. You can’t put a price tag on the treasured memories of a family outing – so much more valuable than a pile of plastic toys that are inevitably shoved under a bed and gathering dust by January. So, whilst I’m looking forward to the New Year, I know that for many of us, it can bring a bit of a ‘flat feeling’ – the weather’s cold and wet, money a bit tight after the excesses of Christmas and the summer still seems a very long way off! But, it’s also a great time to start thinking about getting fit, experimenting with a new-look hair style, treating yourself to a massage or maybe planning some renovations to your house and garden (have a look inside at some of our many local professionals who could help you achieve any of these goals, right on your doorstep!) Whatever 2011 holds for you, I wish all of you a very happy, healthy and peaceful New Year and please keep on writing to us with your ideas, comments and views about life in Worcester Park. HISTORY
Last month we looked at Park Terrace; now we turn into The Avenue, entering the area where development was begun in the 1860s by the Landed Estates Company, providing houses aimed at commuters who could reach their London offices using the railway line opened in 1859. The company was set up in 1864; it purchased over 140 acres of land, and laid out The Avenue, Grafton Road and Salisbury Road. Large detached villas began to appear in The Avenue, and were leased to tenants. An important role in the company was played by Frederick Chifferiel, a law stationer who owned a substantial office and printing works on the corner of Chancery Lane in London’s legal quarter. He lived at The Bungalow, where Forresters Court now stands. By his death in 1883 the sluggish demand for the houses had brought the company into difficulty, and building had ceased. Three years later, the mortgagees took over much of the property, and horses were pastured on much of the land that Mr Chifferiel had intended to make into a large professional community. The two maps reproduced here show this area in 1865/6 and 1894. The earlier map shows The Avenue (often named The Great Avenue on pre-war maps) running straight up from the Malden Road. By 1894, however, The Avenue diverts into a curve, and part of the old route became Park Terrace. This was no minor highway realignment: it took an Act of Parliament to achieve it.
An entrance for The Avenue by David Rymill approval was sought from Parliament. Mr Weeding opposed the bill, claiming it would infringe his right to pasture animals, but the new route was authorised by Parliament in 1871. Other differences between the 1865/6 and 1894 maps include the building of the shops in Park Terrace, the renaming of the Railway Tavern as the Huntsman’s Hall, and the start of development in Longfellow Road. On the right at the entrance to The Avenue is Chiswell Lodge, probably built soon after the rerouting to provide the development with a lodge befitting a genteel park-like estate: an 1874 directory lists William Martin as the company’s lodge-keeper. Mrs Puttock, who grew up in the stationmaster’s house above the station in the 1900s, recalled gates to The Avenue, attached to the lodge. Beyond, and in a similar style, was Briarwood, used as a maternity home in the 1930s-50s, and an old people’s nursing home in the 1960s-70s; Briarwood Court now stands on this site. u
Originally the only means of access was by a track alongside the railway line. In order to provide their tenants with a more attractive drive, the Landed Estates Company bought the land on which the Red Cross Knight stood and apparently rebuilt the pub just away from the line of their proposed road. They also agreed an exchange of land with the owner of the intervening field (no. 115 on the map), Thomas Weeding. The agreement had not been settled in writing, however, when Mr Weeding died in 1864. His heir, Thomas Baggallay, who took the name of Weeding, declined to complete the agreement. By this time the road had been built, as shown on the 1865 66 map. Mr Weeding began to issue threats, and employed “a man with a board who walked up and down the park stating that it would be closed after a certain date.” Early one morning he had part of the road dug up and had trees felled and laid across it. By then the company had begun building a new road, bypassing Mr Weeding’s land and Park Terrace in what H G Wells was to call a “consciously elegant curve”. Part of the route lay across the common land of Malden Green, and

Worcester Park Life On the left is Worcester Park Baptist Church. The present main church building was opened in 1958, but the story of this congregation goes back to 1890, and begins in Longfellow Road where it was formed by Frederick Lewis Baldwin; I gave more details of this story in WPL in October 2009 Beyond the church, and behind the borough boundary post, stands Purdey Court, built in the mid-1970s on the site of a house known as Arundel House or Wavertree, and latterly the home of Dr E H D Phillips, who served Worcester Park as a G.P. for nearly forty years (with Dr Robinson in Malden Road). Dr Phillips recalls “When I first went to Worcester Park we had surgeries every day 9 10 am, 6-8 pm with no appointments including Saturdays, and appointments on Sunday mornings. If you got to the surgery between those hours you were seen and they usually ran on in the evenings until 9.30-10, in fact often to nearly 11 pm. Shortly after I arrived I was asked to give an anaesthetic for a dental extraction in a private house in The Avenue. This I did using ‘open’ chloroform (ie drops from a bottle into a mask). “When I first joined the practice there were no antibiotics as we now have them. If someone developed pneumonia there was little one could do apart from antifebrile drugs and expectorants with careful nursing, and one hoped to ease them over the acute stage when the body’s resistance would fight the infecting organism. Now we use antibiotics and are surprised if there is not a marked improvement in 24 hours.” david.rymill@hants.gov.uk n

NEW YEAR Our Hopes for Worcester Park 2011 by Ruth Jemmett As I was busily planting spring bulbs in my shed today, I mused on the fact that it had been a very unusual year, full of extremes. All sorts of weather patterns took us by surprise, a cloud of volcanic ash made us feel threatened by the forces of nature, and our political scene changed out of all recognition. Human beings like the familiar. It makes us feel that our lives are in order. Fifty years ago, no one had ever heard of Obsessive Compulsive Disorder, and yet it seems that nowadays we all know someone suffering from it. Psychologists tell us that the condition is the brain’s way of wanting order and a feeling of security. Given the events of the past twelve months, it is no wonder that more of us are wanting to know exactly where our lives are taking us! We fill our days and calendars with anniversaries and religious celebrations in an attempt to tame the world around us. We reason that if everything is as predictable as possible we will hopefully be stress free. The truth is that we mostly exist in organised chaos, often fooling ourselves that everything is under control. We muddle through from year to year, ticking off the things we should do or should have done, telling ourselves that we are truly masters of our fate. Oh that we were! In truth we are a mere speck hurtling around a tiny galaxy which is hurtling around amidst millions of others. We think that our domestic troubles or intercontinental wars are of great consequence, but in reality we are a mere blip in time at the mercy of our unstable planet and the vagaries of our imperfect bodies. We all have our hopes and dreams and keep our fingers crossed that the future will work out according to our wishes. The paths we take are governed by the luck of our parentage, genes and where we were born. I was fortunate enough to have had the late Sir Norman Wisdom as a friend. Many people will know that he had a very disadvantaged childhood, but it did not stop him from scaling

theatrical heights, proving that even the worst set of ingredients can turn out a wonderful meal. He often described himself as “a lucky little devil”, but he also said “You know, the harder I work, the luckier I seem to get….”
I think that in 2011 we could all take Norman’s words to heart, and remember that how great or small our personal recipe of money, personal attributes or health may be, we can often make our own luck by throwing away self pity and capitalising on every vestige of luck we possess. Those of us who are fortunate enough to live in Worcester Park (which is certainly a much nicer place than countless disease ridden, hurricane lashed countries in the rest of the world) should look forward to the new year with hope in our hearts that we too can be “lucky little devils” - but only if we put the effort in to our endeavours.

MAKE OURS A SAFER NEIGHBOURHOOD Happy New Year! by PCSO Gary Weaving Happy New Year I hope everyone had a peaceful and totally satisfactory Christmas and that you saw in 2011 in style. As with the start of every year, we now start to make up for the excesses of the past year. New Year resolutions and one or two cuts in spending. 2010 was like any other year in many ways. We have had the General Election, along with the financial changes and tightening of belts that have accompanied the newly installed Government. But by and large, 2010 was business as usual. In the nine months up to October, total crime was down by 12.5% in Worcester Park compared with the corresponding months in 2009. This is a very encouraging figure and testament to the hard work that all Safer Neighbourhood Teams undertake in their respective Wards.

We in Worcester Park are making inroads on a number of fronts including burglary and motor vehicle crime by conducting more specific patrols and targeting suspects by way of ‘Stop and Search’ and ‘Stop and Account’ powers. Arrests have been made and specific crime types are at present in decline. We are having successes, but it is a work in progress and our aim is to get the figures even lower. On a lighter note, members of the team covered the Worcester Park Traders Christmas evening on Friday 26th November. We had officers out and about in uniform and plain clothes, so as to prevent any possible problems and ensure that everyone had a good night. Lots of people of all ages attended, parents spent lots of money and some left with various prizes, ranging from a goldfish in a bag to one lucky person who (I was told) won a television. There were no reports of any offences on the night and judging from all the people we spoke to that evening, everyone had a good time both contributing to and taking part in what was a successful community event. On that note it just remains for me to wish you all a happy, healthy and prosperous New Year…….See you next month. .n

TRADITIONS Burns Supper
January always seems a bit of an anticlimax after December: the weather’s just as filthy and the days are just as glum, but the supply of parties seems unaccountably to have dried up.
25th January 2011 ENDING OPTION 1 The supper is a fairly drawn out affair, but the part that most people would associate with the evening is the Entrance of the Haggis: Everyone stands as the main course is brought in. This is always a haggis on a large dish and is brought in while a piper plays bagpipes and leads the way to the host's table.
But if you feel starved of excuses to celebrate, don’t worry. You need only wait until January 25th, when the same inventive Scots who gave you Hogmanay and the first hangover of the year proudly present Burns Night. Rabbie Burns (1759-96) came from a family of small-to-middling Ayrshire farmers who, although far from wealthy, made sure he got a good education. Don’t let the vernacular folksiness of his poetry fool you: Burns was a proficient linguist and classical scholar with a sophisticated and well-stocked mind. As a young man he seemed to be a solid citizen, working on the farm and joining the Freemasons. But already he was showing signs of what was to become his great weakness: the lassies. In his mid-teens he was writing love songs – his earliest surviving work, O Once I Loved a Bonnie Lass, dates from 1774 when he was 15. After his father died in 1784 he went off the rails. In 1785 he made his mother’s maid pregnant; and in March 1786 an old flame, Jean Armour, gave birth to his twins. In April he claimed to have married her by folk custom; but in May he married Mary Campbell, again in a traditional ceremony of exchanging Bibles. In June he repudiated them both; and in October Mary, who was carrying his child, died of typhus. By then Rabbie had already set his cap at a married woman, Nancy MacLehose. They conducted a steamy affair, but only by letter; so Rabbie consoled himself with her maid, who bore him a son the following year. By that time, though, he was back with Jean: they married in February 1788 and Rabbie’s wild days were over. While this was going on, his first book was published and was an instant hit. He was broke at the time, as well as romantically overentangled, and had secured a job in Jamaica: indeed the book was meant to pay for his passage. But its success changed his mind and after marrying he settled down as a customs official in Dumfries, continuing to turn out poetry and collections of folk songs. Alas, his health was poor, and on 21st July 1796, just as things seemed to be going right, he died. His fame continued to spread posthumously, and his friends started holding commemorative dinners on the anniversary of his death. In 1801 the first Burns Club was founded and switched the date to his birthday. Actually they got the date wrong, so the first Burns Night was held on January 29th 1802. The date was subsequently changed to the correct one; but the format of a proper Burns Supper has remained pretty much the same.

Then you sit down and say the Selkirk Grace (Google it!) before tucking into a traditional Scottish soup – cock-a-leekie or Scotch broth – accompanied by whisky. Then the piper pipes in the haggis which, after reciting the appropriate poem (again, Google it!), you toast with whisky. The haggis is eaten accompanied by mashed potatoes, mashed turnips, and whisky. Dessert should be something like cranachan, a mixture of oatmeal, raspberries (optional), and cream beaten with whisky. Then you toast the Queen, the poet, the host and the lassies, in whisky. Finally you each read out a Burns poem, fortified before hand with whisky.

CLUBS Epsom Rotaract
Epsom Community Projects Group) converged in Epsom in late November. The Stephen Woods Centre (opposite the Bleinheim high school) was in need of a new look and the team began stage one of the makeover.
by John Bishop Epsom Rotaract, a social and community group for 18 to 30 year olds, recently organised a coffee morning with the proceeds going to Unicef (www.unicef. org.uk). The event, held at the Ashtead Baptist Church hall on Saturday 27th November 2010, raised a total of £311 for Unicef. Unicef raise funds through donations from individuals, organisations and companies and lobby and campaign for the fulfilment of child rights in the UK and abroad.
The aim of this project was to add a fresh coat of paint to the ground floor of the centre. The walls of the hallway and the ceiling and walls of the main community hall were targeted on this day. The Centre had been used for functions and youth gatherings in the past. However, demand has decreased at the same rate as the building has deteriorated. The Project Group hope to restore it to its former glory. Work at the centre will continue throughout 2011.
Local residents, as well as Rotarians and friends of the club, sought solace from the chilly weather by purchasing hot cups of coffee,tea or soft drinks for children. The guests received warm welcome from the Rotaractors. A varied assortment of delicious and unique home-made cakes (prepared by club members) were also available for purchase.
On the 2nd October Epsom Rotary, with the help of our club supporters and members of both Ewell Rotary and Epsom Rotaract club (aka the Epsom Community Project Group), completed the project at the Riding for the Disabled Centre. There were several forays throughout the year in the garden in preparation for this day.
There have been other significant events throughout 2010. Volunteers consisting of Epsom Rotaract, Epsom Rotary, Ewell Rotary and friends of the clubs (aka the

In April, a sold out crowd attended the Kingswood Village Club and placed their bets at the Tote and bought horses in droves, for the Epsom Rotaract Race Night. Rotarians, Rotaractors, friends and relatives helped to raise over £1000 on the night! The money went towards purchasing big screen TVs for the Fire Fighters Charity's (www.firefighterscharity.org.uk) rehab facility in Littlehampton. Epsom will be hosting another race night in March 2011. A VIEW FROM THE CITY 2011 by Justin Urquhart Stewart December Reform – Banks – Tax - Debt 2011 – The year of reform. Well that is my hope anyway; after all there is so much to do and so little time to radically reform old outdated processes. If 2010 was about a change of government and a change in economic policy, 2011 will see the first significant impacts of that change. We all know about the tax rises built in and the proposed cuts which will start to bite, but now the government should look to help on the growth and development side. Tax is a key place to start. I have mentioned before the complexity of our tax system, especially after the advanced tinkering of the Brown years which has just made its operations far worse and, in the view on many financial experts I respect, virtually unintelligible and incalculable. The basis of tax has to be one of fairness and being understandable – America went to war for less, just for representation.

Worcester Park Life So some reforms: Stamp duty. This centuries old transaction tax dates back to 1694 as an impoverished monarchy sought ways to pay for yet another war against the French. Although the tax appears on stock exchange purchases, SDRT (Stamp Duty Reserve Tax), this seems somewhat of an anachronism when investment fees usually attract VAT. Surely it would be simpler to have one regime of tax which relates to value rather than transactions and encourage longer term investing rather than shorter term trading?
There is of course another Stamp Duty in the form of SDLT (Stamp Duty Land Tax). This is not a progressive tax but rather almost a slab tax as the higher rate bands applies to the whole sum when you cross the threshold of a higher band. This is a very regressive tax – it penalises the buyer and acts as a dissuader on people wishing to change property. This is a key issue if we are trying to create greater mobility of labour which you certainly won’t get if you can’t sell your old property very easily and then can’t find another one to buy! The authorities defend it as a useful earner – but I would question this as just how many property transactions are currently being completed? The answer is far fewer than before with the result that the UK Treasury has far less tax take from this source than they might have expected. Abolish it! Take away this deterrent from buying and instead I suspect the authorities would find that they would have earned far more from the VAT (as people carried out their redecorating and developing of their new property) than they would have from Stamp Duty. After all, you know full well that the first comment made by a prospective buyer is going to be – “that bathroom and kitchen are going to have to go and so will those carpets!” Thus an increasing demand for goods and, more importantly, the services from the builders, plumbers and decorators – more expenditure, more employment, more VAT. Income Tax and National Insurance. In reality these evil twins together make up our real Income Tax. Our politicians tend to refute this accusation as they see NI as our pension payment; however this should be countered by the question – so just how much is in the NI pension pot? To which the answer is simple – zero. UK governments have been running their own “Ponzi” scheme for years and just as unworthy as that run by that old jailbird Bernie Madoff. What we should be doing is to encourage people to

save and provide more for themselves and thus a restructured NI could be designed whereby those who take greater financial responsibility for their family’s healthcare, old age care and pension could see a reduction in their NI payments. The effect over time would be to encourage greater responsibility and appreciation of one’s own personal circumstances to move this away from central government and back to the individual. Many will complain – but perhaps they might wish to think what it is going to be like to have to fall back on the impecunious largesse of the state for a niggardly state pension and especially poor quality old age care facilities. Sin taxes. These have always been applied “for the good health of the nation” and frankly few would disagree with alcohol and tobacco duties given their side effects and long term costs to the health service. So how about something more constructive for our health care – a fat tax – not on generously proportioned individuals, but a tax on fat and other dubious contents in our food. A

This is not a Marie Antoinette cake consumption moment, but rather to encourage (although the popular political term is now to nudge) people towards healthier food. We are never going to be a nation of rabbits, but we can at least encourage firms to produce healthier food with less fat and less hideous chemical concoctions. Fuel Duty. Would it not be better to address this according to where the pressure is most by way of congestion taxes, so that those who insist in going into crowded areas have to bear more cost and not to penalise those who have to drive further because they live in rural areas? Most school age teens are keen to find part time work t o earn some money. Aside from the financial benefit, in an increasingly competitive market, it’s useful to gain some experience of applying for work and taking on the responsibility of a job. There are two main aspects to consider as your teen (aged 13 to 15) takes their first steps into the world of work: the legalities and actually securing a job. For parents and guardians First of all, under the age of 16 there are employment restrictions on the hours and the type of work that can be undertaken. Below are just a few key rules but you can find more information at www. direct.gov.uk. • 13 is the minimum age for employment • The working day must be between 7am and 7pm • During term time a teen can work a maximum of 12 hours a week, and from Sunday to Friday there’s a limit of two hours a day. Up to 5 hours a day (aged 13 or 14) or 8 hours a day (aged 15) can be worked on Saturdays or school holidays. • During school holidays the limit is up to 25 hours (aged 13/14) or 35 hours (aged 15) a week. • The employer must provide an employment permit, the application form for which the parent or guardian signs. • There is no minimum wage for under 16s • There are some occupations such as factory work or work in pubs which are not permitted. For teens What about getting a job in the first place? There aren’t many around, so if one becomes available you’ll need to be quick and you’ll need to stand out from the crowd. If you see a job you are interested in applying for, send your request in as soon as possible. Often – if it’s unskilled work – an employer will take on the first person to apply. If you are old enough to take on a job, you are old enough to apply for it too. Why would any prospective employer choose an application from Mum or Dad over someone who had applied in person? By all means mention that your parents know you are making the application and that they will support you, but the first contact must come from you. (For parents: if your teen’s application is accepted, it is of course quite reasonable that you meet their employer before the job commences.) If your application is by email, make sure your grammar, spelling and punctuation are faultless, don’t use texting shortcuts and proof read your mail before you send it off. It might be the norm to use short forms and lower case letters with your friends, but it’s not when applying for a job. Add some extra information about yourself. If you keep fit, do voluntary work, or have already had a job mention this in your mail too. You could even add in a photo. Don’t assume that just one mail is enough. If you are really keen, send another, make a phone call or even send a letter. Even if you are told the vacancy has been filled, send a reminder occasionally that you are still interested should another position become available (although don’t make a pest of yourself either!) Your primary goal in doing all this is to stand out from the crowd. If yours is the mail that has perfect spelling, you keep asking and you personalise your application in some way, then you are much more likely to land yourself some paid work. n

Keep the council filled in about potholes Residents are being urged to keep the council filled in on the location of potholes to help speed up repairs. With the harsh winter weather already causing damage to the borough’s roads, Sutton Council has announced a series of measures to make it easy for local people to report effected roads. Over 1800 potholes have already been filled in this year and the council is appealing to residents to contact them with the location of further damage so that repair can be organised as soon as possible. Cllr Simon Wales, Executive Member for Communities, Transport and Voluntary Sector on Sutton Council, said: “With over 200 miles of roads and yet another year of harsh winter weather upon us, we will be working hard to keep the boroughs highways in top order. With the help of residents we will be able to quickly identify damaged areas and ensure that the minimum of disruption is caused.” Residents can report using: • Phone – 020 8770 5070 • Email – potholes@sutton.gov.uk • Online – www.sutton.gov.uk/potholes Residents should include information on the nearest house or business the pothole is located Potholes are formed when water which has absorbed below the road surface freezes, forming a bulge in the road. When a car drives over the bulge it collapses causing a pothole. Last winter’s harsh weather caused around 1240 potholes to form, which were all repaired by May Planned road closures in Worcester Park Sutton Council has insisted on a co-ordinated response to essential road works in a bid to keep disruption to a minimum. The vital roadworks, which are due to start on 10 January and run for eight to 12 weeks, will mean the temporary closure of some roads and pavements around Green Lane, Worcester Park. As well as Sutton Council’s street improvements scheme, work will be carried out to replace outdated gas and water mains. The work has been planned after extensive meetings between representatives from the groups responsible for carrying out the works, in order to minimise disruption. Cllr Simon Wales, Executive Member for Communities, Transport and Voluntary Sector on Sutton Council said: “There is nothing worse than road works finishing and then another company coming along and digging up the road again. Residents’ views requested on the future of Surrey’s services Surrey’s Have Your Say campaign is continuing to welcome residents’ view on changes to their public services, following announcements of the spending reductions facing the county. The campaign runs until late February 2011 and is designed to encourage Surrey residents to tell their public service providers which services are valued and where savings could be made. The results of residents’ views and suggestions will be fed into public service decision-makers to help inform their planning for the coming years. These issues address all public sector services – from those provided by your local and county councils, to the police and the NHS. All of the services these organisations provide are likely to change because of the spending review by central government. Residents can submit their suggestions online at www.surreyhaveyoursay.info, where they can also find a ‘You Choose’ budget calculator tool, which lets you suggest how Surrey County Council’s budgets could be spent. The website offers news on the financial challenges facing the public sector; discussion boards, feedback forms, polls, surveys and toolkits to guide group discussions across the county – making it easy as possible for residents to submit their views. Services The Year Ahead in Your Local Libraries The past year has seen many changes to the libraries in Malden, including the retirement of the manager at Old Malden library, increased opening hours and a new collection of e-books and e-audiobooks that library users can read and download at home. The year ahead will also bring many exciting improvements, and planning for 2011 involves preparing for the Royal Borough of Kingston-upon-Thames to join the London Libraries Consortium. This is an exciting partnership of over a dozen library authorities in London, including neighbours Wandsworth and Richmond, and will give library members access to over six million items of stock through a shared

catalogue, and the ability to use a single library card to borrow and return items at over 100 libraries throughout the capital.
As part of this change we will also be introducing a new Library Management System (the computer program that manages our catalogue and borrower records) in 2011. This new system will have many benefits for customers, including Web 2.0 personalisation of services, book reviews, borrowing recommendations and social networking facilities to connect with other users. Library members will have a greater choice than ever before, not only in terms of the breadth of stock to borrow, but also in how they use library services. With an increased range of online services, including book renewals, reservations, reference materials and much more; self-service machines in the four large

libraries to save queuing when borrowing or returning books, and friendly staff on hand to offer help or advice it’s very much a case of “Your Library, Your Way.” Another exciting event for 2011 is the continuation of the ‘Muybridge Revolutions’ exhibition at Kingston Museum. Running until March 19th, this free exhibition showcases an outstanding collection of the work of Eadweard Muybridge, the pioneering moving picture photographer and Kingston native. It also links in with a major Muybridge retrospective running at Tate Britain at the same time. The Library Service values enormously the support it receives from our local communities. One way of ensuring our services are responsive to local needs and the community is engaged in what we do is by working with organisations such as library friends’ groups. These are groups that are independent of the Library Service that help and support their local branch through fundraising and other promotional activities.
