A WORD FROM THE EDITOR The game has just ended! I’m utterly devastated but have spent the last hour trying (unconvincingly) to persuade my eight-year-old son it’s not the end of the world. It’s all falling on deaf ears just now, but hopefully not for long. We will pick ourselves up and we will come back, and next time we will have experience on our side. Well done boys. Football might not be coming home today, but you will be given a heroes’ welcome when you do. As a Galway girl I have experienced a similar degree of disappointment more times than I wish to acknowledge. So much of the summer (every summer) in Ireland revolves around GAA fixtures and it’s impossible not to get caught up in the excitement. We grow up playing hurling and camogie and the rivalry is intense, especially at club level. Every game is analysed and every move dissected ad infinitum until the next game. Then it starts all over again. Sport can be cruel, but when it’s joyful, there really is nothing quite like it. When you support a team, you become a member of an extensive community. Even though I’m 500 miles from home I feel proud when I fly the Galway flag. That sense of heritage, that wonderful belonging, will stay with me forever. I shall forever be a Galway girl. Of course I’m now also a Suffolk girl and I’ve been as caught up in the excitement of the World Cup as everyone else. Even if you’re not a footy fan, I hope you have engaged with the World Cup in some small way and that the feel-good factor stays with you for a long time. I also hope it inspires you to appreciate the value of shared experience and to seek out opportunities to spend time with others without the expense of a longhaul flight. Whether you choose a sporting activity (either as participant or spectator), a coffee morning, a walk or a talk, there are opportunities aplenty in your local community and I hope In Touch motivates you reach out and grab the ball with both hands.

NEWS NEEDHAM MARKET RBL VISITS WATTISHAM CONTROL TOWER

PLANNING APPLICATION TO BE DRAWN UP FOR FORMER OFFICE SITE Mid Suffolk District Council’s Cabinet has given the go-ahead for a planning application to be drawn up to develop 99 new homes at the site of their former offices in Needham Market. After reviewing all the options, the cabinet has directed Mid Suffolk’s Strategic Director with responsibility for Assets and Investments to begin work on drawing up a planning application for a mixed use residential and retail application. The proposals will see an application for up to 99 new homes, consisting of both houses and apartments, and a single retail unit submitted later this year.

Cadets from their Affiliated Detachment of the Army Cadet Force based at Wattisham Flying Station accompanied members and guests of Needham Market Branch of the Royal British Legion on their recent visit to the control tower at Wattisham Flying Station. Inspiration for the visit came from RBL member Debbie Cadman, who works in the tower. Our arrival coincided with the take-off of eight Apache attack helicopters, destined for demonstrations at Armed Forces Day commemorations on Saturday, June 30. Dyane and Dave, the duty air traffic controllers, gave the visitors detailed explanations of the role of air traffic control in the airspace assigned to Wattisham and also movements on the ground around the marshalling and refuelling areas. They also interact with the controllers at nearby Stansted Airport and the US airfield at Mildenhall. The concept of ‘controlled airways’ for commercial aircraft, essentially motorways through the sky, was explained, together with rules to ensure that military aircraft, which are prone to change speed, direction and altitude at short notice, were kept clear of these routes. The challenges of gliders and light aircraft, who are free to roam below controlled airspace, were observed on the radar screen, as were ‘hot spots’ – radar reflections from pockets of hot air caused by the recent heat wave. The controllers showed how they could distinguish between aircraft under their control and these potential distractions. The importance of having accurate, up-to-date information on changing wind and weather conditions was stressed. The technology used by the skilled controllers in guiding aircraft onto the runways in blind flying conditions (Instrument Flight Rules) was demonstrated. The visit was absorbing and interesting. The air traffic controllers had a host of anecdotes about incidents and “exciting moments”, but stressed that their skill was all about making flying, especially take-off and landing, safe for all concerned. Thanks are due to Senior Air Traffic Controller Craig Needham and to Wattisham Station Staff Officer Lt Col Robbie Silk who facilitated the visit. At a meeting of the council’s cabinet on Monday, July 9, councillors considered the options for the future of the former Mid Suffolk District Council offices at 131 High Street, Needham Market. The cabinet reviewed several proposals for the site, as well as feedback from residents gathered at exhibitions held earlier this year. The proposals include public car parking, cycle storage and waste management facilities, while maintaining memorial trees and historic walls on the site which covers both the former Mid Suffolk offices and the car park south of Hurstlea Road. The listed building on Needham Market High Street would be retained, with a number of apartments built within. Councillor Nick Gowrley, Leader of Mid Suffolk District Council and Cabinet Member for Assets and Investments, said: “We’ve been working hard to draw up the best possible plan for this site, and have spoken in depth with local members, the town council and the community. As a result of this work, we can now confidently put forward these proposals as the best way to secure the future of the site: by providing new housing and retail units with easy access to the High Street, these plans will bring new customers and opportunities to existing businesses within Needham while also providing much needed homes in one of our well connected and flourishing market towns.”

SnOasis PARISH ALLIANCE (SPA) In the autumn of 2016, Onslow Suffolk Ltd put in an application to Mid Suffolk District Council for SnOasis Reserved Matters to be considered – Planning Application no. 4494/16. For details visit: www.midsuffolk.gov.uk/planning-and-building/planning It is important to be aware that this is not a renewal of the original planning approval for SnOasis, which remains in place. Reserved Matters cover the detail of such topics as design, appearance, transport, drainage, ecological mitigation, etc. Our questions and comments about Reserved Matters were summarised in a document which was submitted to MSDC in the summer as the comments from the SPA and all its member parishes, giving the comments extra weight because they come from a significant number of local communities, representing over 11,000 registered voters. The SPA member parishes are Baylham, Barham, Bramford, Claydon and Whitton, Great Blakenham, Little Blakenham, Needham Market, Nettlestead and Somersham. As I reported to you in July, the SPA held a meeting with representatives from SnOasis and their planning consultants to discuss our concerns and queries about Reserved Matters. We received their response, but noted that many critical areas still remain unclear. The SPA sought clarification on this from the developers at the end of May. As I write this, there has still been no response whatsoever from the developers. I am sure you all share my concern about this lack of response to the genuine concerns of the local community. We also contacted BMDSC Planning to raise our continuing concerns and also to attempt to establish what the timescale is for progressing Reserved Matters. The response we have had from Planning indicates that they share our frustration with the lack of progress on resolving the outstanding matters for this development which has such big implications for so many local residents. The SPA fully supports Planning in their efforts to progress this application and I hope to be able to pass on some more positive information in the near future. NEWS CHERNOBYL CHILDREN’S LIFELINE AND CHARITY SHOP

SUFFOLK ENERGY-FROM-WASTE FACILITY Litter Pick Earlier this summer, 22 of us from the Suffolk-energy-fromwaste facility and from the wider Suez team took part in a litter pick at Southwold beach. We collected five big bags of rubbish from the coastline.

We left home at 8am on July 1 to take the two children who had been with us for the last fortnight back to the airport and to collect the new group of 15 arriving on the flight they would go home on. While on the road we received a message to tell us that the flight leaving Belarus had been delayed by at least an hour so would be an hour plus arriving at Gatwick. I am sure you will recall it was a blisteringly hot day so not the best time to then get stuck in a massive traffic jam on the M25! The two girls were safely checked in for departure and assigned to a returning adult to look after them on the way home. It was then over to arrivals to wait for our group. Eventually they arrived, very tired and weary after having been up since 3am and of course Belarus is two hours ahead of UK time, making it seem even longer for them. With even heavier traffic on the way home it was almost 6.30pm before we arrived back in Stowmarket where the host families were waiting, very excited to meet the children who would be their house guests for the next month. After introductions and some necessary translations, the families left and the children were introduced to their temporary homes. On Monday 2, myself and our interpreters visited each child and found all of them to be already ‘at home’ but amazed at things we take for granted such as having a whole bedroom to themselves, gardens, outside toys, showers on demand and a plentiful supply of fresh fruit! Tuesday saw the start of our program with the children meeting daily at our new centre within Stowmarket Football Club. The children love to be there with all the facilities we have been given and it is a great place to base our days at. On Wednesday it was the dreaded dentist day and I have to admit how (pleasantly) surprised I was. As usual Jill Geaney and her team of dentists worked flat out from 8.30am but, for the first time in 11 years, everyone had been seen and treated by 11am! This was absolutely amazing as previous years had been long, long days, sometimes not finishing until 6pm. Again we were really fortunate to have been given the use of the adjacent Church Hall which made everything so much easier as the children could stay there until called for their turn. All-in-all, it was a record year with only 21 fillings and 15 extractions being carried out. And so our program will continue until the end of the month with many exciting ‘first time’ activities to be experienced by the children, the majority of which are provided by our supporters and helpers who we rely on so much. ANOTHER FANTASTIC SUMMER SEASON FOR SIMPLY BRASS As we come to the end of another busy summer season for Simply Brass we look back on what’s been another very successful period for the band. The latest set of exam results are in and we’re very proud to announce yet another four of our members have passed their Grade 3 exams. June and July also saw the band perform at a number of village fetes, school summer fayres and our own sell-out summer concert where we entertained a very appreciative audience with a variety of music.

This was part of SUEZ4Ocean, a worldwide campaign aimed at reducing pollution in our oceans. It encourages employees to get involved by organising beach clean-ups in their local areas. The oceans are under threat from pollution, 80 per cent of which comes from the land and human activity. There are 269,000 tonnes of plastic floating on the ocean surface. It is estimated there will be more pieces of plastic in the ocean than fish by 2050. Here at SUEZ we are doing our bit to prevent waste ending up in the ocean. The Suffolk team are planning to do more litter picks in the future. Big Walk This summer SUEZ recycling and recovery UK is challenging all its employees, families and friends to join us in taking a step forward for every person diagnosed with cancer by collectively walking 357,000km, one kilometre for each person diagnosed. Up and down the country SUEZ employees have been collecting the kilometres from miles walked in Cornwall, marathons along the River Themes to meanders along the coast in Northumberland. The team in Suffolk did their big walk on June 14, walking six miles from site and down the Gipping Valley. We were blessed with glorious weather and all 20 employees and five dogs had a wonderful time. We raised £100 on the day, but a World Cup sweepstake will be adding more to the total once the World Cup is finished. Come and have a look around The Suffolk energy-from-waste facility is holding a series of open days over the summer, which will include a tour of the facility and time to explore our visitor centre. The highlight on the season has to be our trip to the Aldeburgh Music Festival for a performance at the bandstand on the beach. Nine schools gave us their full backing and on a Wednesday morning in June we made the trip to Aldeburgh to entertain the general public on the beach. Fortunately the sun shone and the band were a tremendous success; one member of the public

NEWS MID SUFFOLK DISTRICT COUNCILLORS Submitted on June 24 Mid Suffolk Reducing Money Proposed for Needham Market On June 4 Mid Suffolk’s Cabinet voted against a proposal for money to go to Needham Market. The original officer recommendation was: “£250,000 to be made available in a grant scheme for shop improvements in Eye, Needham Market and Stowmarket. £100,000 to be made available in a grant scheme for works to improve the experience in Eye, Needham Market and Stowmarket for mobility impaired users.” The amendment, which was passed, was for the £350,000 to be available across the district. Councillor Penny Otton, Lib Dem Leader on the District Council, argued against this amendment. Needham Market is the second largest town in Mid Suffolk and needs some support from Mid Suffolk District Council. Staff turnover doubles after councils move to new premises Mid Suffolk’s Scrutiny Committee have been investigating the number of staff who have left the council since it moved from the council offices in Needham Market and Ipswich, and the figures are very disturbing. Prize giving at Bosmere School Mike and Wendy presented the prizes at Bosmere School for the OVO Ladies Cycling Race colouring-in competition. The winner received a £20 Halfords voucher and bike water bottle. There were 89 entries. It was very difficult to choose the winners are they had all done so well. Submitted on July 4 Mid Suffolk Local Heroes Awards Do you know anyone who goes well beyond the call of duty? Then nominate them for a Community Achievement Award, which will be presented at St Mary’s Church, Hadleigh, on Thursday, October 18. Locality Grant Mike and Wendy have been allocated funding for their Locality Grant. Any local organisation who would like to apply, contact Mike or Wendy for an application form. Access for All at Needham Market Railway Station On Wednesday, June 20, Jennifer Nott from the Polymyalgia Group, Jen Overett Lead Petitioner, Town Councillor Terence Carter and District Councillor Wendy Marchant went to London to meet Nusrat Ghani, Minister of State, to put our case for better access for Needham Market Railway. Our own Member of Parliament, Jo Churchill was also there to give her support. Nusrat Ghani was very supportive, but realistic, and suggested various steps we should take next.

Increase in Mid Suffolk District Councillors’ Allowances This was also debated at Full Council, Mike and Wendy voted against it. The voting figures were: 16 for, 12 against, and 12 councillors absent. So it wasn’t overwhelming. A lot of councillors from the ruling group were absent. Saxon Park Home Site On Tuesday, June 26, Mike and Wendy attended a meeting at Saxon Park with residents, a senior Mid Suffolk Housing Management Officer and a Private Sector Mid Suffolk Housing Officer, as requested by Wendy, so that we could listen to residents’ concerns and try to find solutions. The sewerage system isn’t working properly, the water pressure is low, making showers difficult, if not impossible, and the electricity keeps cutting out. So it’s not a very happy situation. Mid Suffolk is writing to Wyldcrest’s Management and, if necessary, will take legal action if the problems are not addressed. Needham Market Internet Café and Library On Wednesday, June 26, Mike and Wendy attended a meeting in the Internet Café with Town Councillors Xy Stansfield, Brian Annis and Martin Spurling, plus two senior executive directors from Mid Suffolk. Mike and Wendy had been advised by the officers of this proposed meeting and discussed it with them. The outcome was that it is proposed we have something like a ‘Community Hub’ – which we hoped for long ago – a new library building, and internet café building with a display area in the centre for local artefacts (maybe public toilets too). ASSURED SHORTHOLD TENANCIES: WHAT DOES A LANDLORD NEED TO DO AT THE OUTSET? Over the years, the legal requirements that a landlord must comply with prior to the grant of an Assured Shorthold tenancy – which is the usual sort of tenancy or lease for a residential house or flat – have changed substantially. This month, therefore, I thought that it would be helpful if we went through some of the things that a landlord needs to ensure are in place at the start of the tenancy. The tenancy itself must comply with the ‘fairness’ requirements of the Consumer Rights Act 2015.

If there is gas at the property then the tenant must be given a copy of the current gas safety certificate. Smoke alarms must be fitted to all areas used as living accommodation, and where a room contains a solid fuel burning combustion appliance, carbon monoxide alarms must be fitted. Where there is a deposit, the prescribed information must been served on the tenant under the Tenancy Deposit Scheme. Finally, the landlord must have checked that the tenant can legally rent the property.

The government produces a booklet called How to Rent – the Checklist for Renting in England, and prior to the commencement of the tenancy, the landlord must give a copy of this to the tenant. An Energy Performance Certificate must be in place and a copy given to the tenant. The rules on minimum energy efficiency in relation to rental property have changed, and there will no doubt be further changes in the future.

NEWS / OUT & ABOUT REPORT FROM KEITH WELHAM DISTRICT COUNCILLOR FOR CREETING ST PETER & STOWUPLAND WARD Locality Grants As I mentioned last month, each member of the district council has been allocated £6,250 to spend on local projects. I have already received two bids for projects in Stowupland and I hope more will be coming in soon. Please think about any organisation or club in Stowupland of which you are a member, and if they might wish to submit a bid for some of this money. It needs to be a bid for a specific project or purchase of equipment and cannot be used on general running costs of an organisation. Please get in touch with me if you have something in mind. Members’ Allowances You may have read in a local paper or seen on the local news that the level of allowances to be paid to members, and extra allowances for special responsibilities such as Cabinet members and committee chairs, have increased. For members without special responsibilities, the increase is 25 per cent, from £4,000 to £5,000. This was agreed by a slender majority with all opposition members and two Conservatives voting against. About a third of the Conservative members were absent from the meeting but, nevertheless, there were sufficient of them to scrape through. I voted against because it seems wrong to be voting ourselves a pay rise part way through our four-year term. Any decision on allowances should be taken by the outgoing council at the end of its term of office and should set the level of allowances for the newly elected council. Five-Year Housing Land Supply and the Joint Local Plan We are waiting for the details of the number and type of homes built in Mid Suffolk during the year to March 31. This figure should be available soon and will form part of the calculation to find out how close MSDC is to having a five-year supply of housing land ready for development. We are also waiting for a report on progress on the Joint Local Plan, but we don’t have a firm date for completion of the plan. The Local Plan and the Land Supply are key to protecting our countryside from unsuitable development. Empty Council Properties Members have been pressing for vacated council properties to be re-let quicker. Some progress has been made with the average time between tenants being cut from around 50 days six months ago to 30 days in May. Further steps are being taken to co-ordinate the various trades better and for materials to be more readily available to the workforce, cutting down the time needed to arrange for collection and delivery. Some properties can be updated with very little work; others may require removal of asbestos and major works to kitchens, bathrooms and heating systems, so the time taken to carry out the work varies greatly. Needham Market HQ Site Redevelopment The council is close to agreeing the details of a scheme to redevelop the former offices and car park, providing new homes (including affordable homes), a retail outlet and a number of public car parking spaces. A planning application should be submitted later this year. The site of the former Needham Market Middle School is now also owned by MSDC and proposals for its redevelopment are being prepared and should be available for consultation shortly. Together, these sites will make a significant contribution towards meeting the affordable housing need of the district, but much more needs to be done. I and my colleagues will continue to press for more council house construction to be carried out by MSDC and for those housing units to be high quality, low energy homes to be let as council homes. STOWMARKET CHORALE Stowmarket Chorale attracts members from a wide area of Mid Suffolk and have recently appointed Tom Appleton to be the new music director. Rehearsals with Tom will begin from September 12 and we meet weekly on Wednesday nights from 7.30-9.30pm at Chilton Community Primary School, Violet Hill Road, Stowmarket IP14 1NN. As a means of introduction, we are hosting a Come and Sing day at Woolpit Village Hall on Saturday, August 18, 10am-4pm, when we will be having a fun day singing some choruses from Handel’s Messiah, with techniques to expand vocal abilities. OUT & ABOUT NEEDHAM MARKET SOCIETY On July 11, a lovely summer’s day, members of the society spent several happy hours of the afternoon and evening in and out of some wonderful High Street houses – all Grade 2 listed. Thanks must go the hosts who so generously opened their doors and guided us upstairs and down and out into their gardens to see outhouses and ancient workshops. The age of the houses dated from the mediaeval to the Victorian, and many interesting documents researched by the owners gave us an insight into the past. We much appreciated their enthusiasm in producing early photos showing the properties, the occupants and the High Street in days gone by. It was so revealing to see the surprises that lay behind those Victorian frontages. It seems hard to believe that autumn is only a couple of months away, but our evening meetings start again on September 26 and are held at 7.30pm in the Burton Room at Needham Market Community Centre. STOWMARKET AND DISTRICT TALKING NEWSPAPER The Annual General Meeting of the Stowmarket and District Talking Newspaper, held at the United Reformed Church, heard the chairman, John Webb, thank everybody involved for their support during a difficult year. He explained that the reduction to one available editor had resulted in the service, which supplies memory sticks of local news and information to those with sight impairments, reduced to one issue a month. Mr Webb said that he hoped someone with a love of reading and able to pick out Stowmarket and district based news stories, information and interesting articles from In Touch, the EADT and other local publications might come forward. They would paste up and put them together to produce a talking newspaper and become part of the editorial team. Or perhaps you are more technically minded and could give your expertise every alternate month in the studio for about three hours on a Wednesday evening. You would record the issue, produce a master USB memory stick and then duplicate copies ready for distribution. STOWUPLAND LOCAL HISTORY GROUP Wednesday, August 1: Archive Evening This meeting will provide an opportunity for the group and individual members to display material relating to Stowupland including documents, photos, artefacts or the results of family history research. Please bring anything of interest – we have plenty of tables. Items new to our archives relating to Stowupland Flower Show and the village hall will be on display. These were collected by Ena Carter, who was closely involved with both. The flower show in various forms was a big event in the parish for almost 90 years until it ceased in 1969. Recently acquired items collected by the Catchpole family will also be on display. Wednesday, September 5: Roman Roads in Suffolk by James Albone A priority for the newly arrived Roman invasion force in the first century AD was to establish a network of roads to facilitate the rapid movement of troops around the country, so they could react speedily to deal with any unrest amongst the native population. These would link up military depots, camps and towns. James Albone of the University of East Anglia will look at the significance of these roads within Suffolk. The flowers in the new planters have filled out and many people have said how good they look. With the heat wave that we are having, it’s a lot of work to keep up with the watering. It has been nice to see that some residents and shops in the High Street have contributed with floral displays of their own. A future project will be installing a feature at each end of the town that will show visitors an attractive town – as long as we can eliminate the weeds that seem to be everywhere. We are a small, mature group and we give our time freely to maintain our areas. We will always welcome help, so if you think there is anything you can do, please let us know. Contact Vera on 723424.

NEEDHAM MARKET BOWLS CLUB It’s hard to believe now that the first two weeks of the outdoor season were really cold and that two or three layers of clothing were required. Since then of course the weather has improved dramatically and now it’s a matter of cold drinks and staying hydrated. This means the greens are bowling really quickly and that is resulting in some really good matches. The main task for the green team is to make sure the sprinkler systems are operating correctly and the green is as ‘green’ as it can be. I always like to mention the green team as their work never stops and it’s due to their efforts that we are congratulated by visiting teams who have enjoyed bowling on our green. The new patio area is now complete and furnished with tables and chairs and makes an excellent spectator area.

We are now all familiar with our pattern of worship and the fellowship has grown in as much as several members now stay on after our twice monthly service in The Limes and enjoy Sunday lunch served by Robert and Jane. Our new Cafe Church, held on the third Sunday of the month at 4pm in The ARK, is beginning to take shape with a chance to have afternoon tea along with some discussion and Bible reading. Holding the monthly produce stall outside Penvest is working out fine, as we thought it would, and it is good to see people coming along and buying the plants and produce available. Holding the coffee morning at the same time in The ARK has proved quite popular too, although it would be nice to see a few more come along and enjoy a friendly chat. We would like to thank all those who come along and support these events, which are a vital part of our outreach and our fundraising. Our recent tile signing was a big success and has raised nearly £650 for the roof fund appeal. It was great fun chatting to people about their reasons for wanting to put theirs or a loved one’s name on a tile as a lasting memory, and obviously they were very generous with their donations. So thank you if you were one of the many who took the time to come along and stop to chat. As we said, we hope eventually to have a scroll showing all those names so in future years our ancestors will know whose names are up there. The other thing was the replacement of the cross on the east end of the roof. Several of us gathered over the road and watched as David Long and a couple of the builders erected it in its new fixing. If you haven’t noticed it, do look up as you pass on the opposite side of the road and you will see it standing proudly watching over the town. HOME WORSHIP Home Worship in June was lead by The Rev Rita Carr, Methodist Minister, connected to Christchurch, Needham Market. She spoke about ‘the woman at the well’ who came at noon to fill her water pitcher, at a time when the other women wouldn’t be there, as she would be shunned because of her immoral lifestyle. Jesus asked her for a drink, treated her with respect and told her who He was, and she believed. We sang the Boys’ Brigade song: “Will your anchor hold in the storms of life? We have an anchor that keeps the soul steadfast and sure while the billows blow; fastened to the rock which cannot move, grounded firm and deep in the Saviour’s love!” After worship, we had our annual shared lunch and a draw, the proceeds of which will be shared between the churches that have support us by providing someone to lead the worship over the year. Next month Linda Hills, an elder at Christchurch, will lead Home Worship and speak about her experience as a Christian in Zambia. We always meet at 10am on the first Monday morning of the month at 137 High Street, Needham Market. All welcome, after worship we usually have tea, coffee, biscuits and a friendly chat.
