A WORD FROM THE EDITOR A friend in Ireland posted this picture on Facebook and I just had to share it with you. It was taken outside a small convenience store and bakery in Co Kerry, but the message is one we should all take note of. What makes this so effective is its simplicity. We could argue for days about globalism v localism but at the end of the day it’s people we need to think about and by supporting local business and shopping local we can all help make our local communities stronger now and into the future. When you choose to shop local or to use the services of local tradespeople you are investing in your community and helping to generate a vibrant local economy, and let’s face it people are generally happier and more willing to support local initiatives when they have a few quid in their pockets and are hopeful about the future. For once I’m going to let the picture do the talking! Happy shopping.

My colleagues and I wish to pay tribute to Eileen Cooper who sadly died in February. Eileen launched and edited In Touch with Stowmarket & Stowupland for many years and was well-known and loved by all. I’m sure many of you will remember her with great fondness. I met Eileen very briefly when we celebrated the 20th anniversary of In Touch with Stowmarket & Stowupland in 2014 as the queue of people wanting to speak to her was enormous. Eileen we thank you for starting it all and for setting the bar so high. I know you were proud of how your creation had grown and we shall continue to nourish it and to celebrate all things local as you set out to do.

STOWMARKET CARNIVAL 2017 Carnival needs a Queen, a Prince and two Princesses and to find them we have organised a whole day of fun to help us find the lucky people who will represent our town for the next year. It’s on Saturday, April 1 (no joke) starting at 2pm at the home of Stowmarket Carnival, Meadlands Recreation Club, Needham Road, Stowmarket IP14 2AL. The Vikings are coming to Stowmarket and there’s going to be violence! But don’t worry folks, Blodorn Englar combat re-enactment group who depict a 9th-10th century mercenary band will be fighting full contact in the safety of our arena. STOWMARKET TOWN CENTRE Wi-Fi LAUNCH Stowmarket town centre is set to become the first in Mid Suffolk with free Wi-Fi thanks to a new initiative launched by Stowmarket Town Council to support local businesses. The Wi-Fi zone is centred upon the Market Place and extends along Wilkes Way, the Buttermarket and Ipswich Street. Shoppers and visitors can log on to the system and have free and unlimited access to the internet while they are in the Wi-Fi zone. The ability to be able to check websites and social media, as well as the latest offers form local retailers, can be achieved without using smart phone data allowances – offering a convenient and cost effective service to local people. The project would not have been possible without the sponsorship provided by QD Stores, Style @ Stow and Baldwins. Welcoming the scheme, the mayor of Stowmarket, Councillor Barry Humphreys MBE (pictured here with Ashley Lewis from QD, Marion Palmer from Style @ Stow and Kevin Baldwin from Baldwins) said: “Free Wi-Fi will ensure people coming into the town will have access to information ‘on the go’ and that Stowmarket can compete in this rapidly growing digital economy. NEWS IT’S TIME TO CLEAN UP THIS TOWN!

MAMMA MIA SINGALONG IN AID OF HOSPICE Tickets are now on sale for a Mamma Mia sing-along at the Regal Theatre in aid of St Elizabeth Hospice. The local charity and the Regal are putting on a special sing-along showing of the popular musical film on Mother’s Day, Sunday, March 26 at 7pm.

Stowmarket Town Council wants to bring together people from across the town to clean up the litter that blights our streets, our alleyways and our verges. This litter pick coincides with The Great British Spring Clean-up weekend which aims to inspire 500,000 people to get outdoors, get active and help clear up the litter and rubbish that spoils the environment. The town council is calling on residents, community groups, charities, sports clubs, business, local authorities and many more to join and take part in the next town litter pick on Saturday, March 4. You’ll join an ever growing band of people who have had enough of other people’s litter, are willing to donate their time to help clear it up and want to see an end to littering. Councillor Lesley Mayes says: “Over the last 12 months I have organised a number of litter picks in Stowmarket and would like to urge residents to join us on this Great British Spring Clean-up.” Everyone is welcome. NEW BUSINESS IN THE MARKET PLACE

Megan Johnson, trainee fundraiser at the hospice, said: “Mamma Mia is the perfect feel-good film for your mum this Mother’s Day. You can join hundreds of fellow hospice supporters and Abba fans for an evening of singing and dancing. “Last year our Mamma Mia sing-along event proved to be highly popular and was a sell-out success, so we’re sure the tickets for this sing-along special will be gone in no time. Book early to make sure you don’t miss out!” As well as showing the film, there will be a drinks reception on arrival and a raffle with some fantastic prizes to raise extra funds for the hospice. All the money raised from the event will go to St Elizabeth Hospice to help provide care and support to local people and their families living with a progressive illness such as cancer, motor neurone disease and heart failure. Miss Johnson added: “We’re really grateful to the Regal for giving us the venue, putting on the film for us and for their support. We’ve all felt lonely at some point in life. For some, it’s a temporary feeling that we overcome, but for others it lingers and can seriously dent your confidence, as well as leave you feeling cut-off. If any readers are struggling with loneliness, we want to let you know that we are here. We’re a local membership organisation that’s made up of people from all walks of life and ages. We know all too well how many major life events, such as a relationship breakdown, bereavement, redundancy, retirement, declining health or being a carer can often lead to a sudden change in circumstances and prove difficult to adjust to. So please, don’t feel that you’re alone. We run regular inexpensive events in and around the Stowmarket area for people to come along and enjoy some great company. They’re nothing formal, just simple opportunities for local folk to come together, have a few laughs and, we hope, forge new friendships along the way. NEWS STOWMARKET TOWN COUNCIL SUPPORTS LOCAL ACTIVITY GROUP

TIDY TOWN TEAM TIDY UP Stowmarket Town Council’s Tidy Town Team once again hit the streets to target grot spots in the town and litter along the high street. The team comprised of town councillors, local residents and town council staff. Tess Bateman, one of the newest recruits to the team, has lived in the area for the majority of her life. Over recent years she has noticed more and more rubbish appearing on the streets of Stowmarket, mainly, in her opinion, due to more people eating on the go, not taking pride in their town and basically not caring about their environment. Tess stated that: “The litter detracts from town and puts people off from coming here.”

Shirley Woollard and Deputy Town Mayor Councillor Dave Muller Stowmarket Town Council places a high value on improving the town by working with local groups and organisations. In order to support the work of local groups, they run an annual grants scheme providing funding to charities, communities groups or clubs for a specific purpose that will benefit the town and its residents. A cheque for £350 was recently presented by Councillor Dave Muller, Deputy Town Mayor, to the activity group at Partridge Court. The group supports the residents of the residential home by arranging social activities including flower arranging, card making and quizzes. Grant funding from Stowmarket Town Council has enabled the group to purchase a projector and screen meaning that the group can show films and other entertainment to the residents. The residents have requested Some Mothers Do ‘Ave ‘Em and Andre Rieu. Councillor Dave Muller said: “Partridge Court Activity Group provide a valuable service for its residents. It was a privilege to be able to present the cheque to them and a delight to be able to meet the group members. I trust that they are able to enjoy watching many films on the projector and screen they purchased.” The window for applications opens in the summer and runs until October. WOMEN’S WORLD DAY OF PRAYER International and interdenominational AM I BEING UNFAIR TO YOU? On Friday, March 3 more than 5,000 services will be held in the British Isles on this theme. The Christian women of the Philippines wrote the service and it has been translated into 1,000 different languages and dialects to be used across the world on Friday, March 3, starting at sunrise over the island of Samoa and continuing until sunset off the coast of American Samoa. In 2013, Typhoon Haiyan – named locally as Yolanda – struck the Philippine islands in the western Pacific Ocean. This is mentioned in the service, but you will also hear the stories of a girl, a mother and an older woman, recounting their situations and their hopes and fears. The service focusses on the Bible story of the workers in the vineyard: Matthew 20 v 1-16. There is a reflection on the artwork designed by Rowena ‘Apol’ Laxamana-Sta.Rosa. It is very thought-provoking and illustrates contrasting scenes. The Day of Prayer is not just for women and everyone is welcome to attend the service at Stowmarket URC at 10.30am on Friday, March 3. In order to help combat this, Ms Bateman regularly litter picks the streets around her house and frequently collects more than four carrier bags of rubbish from the area. Ms Bateman thoroughly enjoyed her time with the Tidy Town Team and feels she made a real difference to the appearance of the town centre. She reckons if she had £1 for every cigarette butt she picked up, she would be rich! Councillor Lesley Mayes says: “It was great to have some new residents on the team. They all did a wonderful job and in total we collected more than 25 sacks of rubbish. The Tidy Town Team provides a valuable service to the town and makes an extremely positive impact on the environment.”

The Tidy Town Team is always looking for more volunteers who would like to make a difference to the town. WEEK OF PRAYER FOR CHRISTIAN UNITY 2017 Churches Together in Stowmarket organised morning prayers, a pulpit exchange and a United Service for the Week of Prayer using the Crossing Barriers material produced by churches in Germany. The United Reformed Church who hosted the event welcomed an average of 35 at the morning sessions (seven in all) led by representatives from a variety of different denominations. Well over 100 attended the evening service, using the prepared worship material to build a wall representing the barriers we all face, which was later reconstructed in the shape of a cross showing our unity in Jesus Christ. Towards the end of the service candles were lit signifying willingness to effect reconciliation in united witness. The Rev Chris Wood said: “From feedback received so far, each occasion was very much appreciated and we have certainly valued the material available.”

NEWS STOWMARKET WARDS – MARCH 2017 Parking for Disabled People The disabled parking bay in Crowe Street is for Blue Badge holders only. The road markings may be a bit faded, but the sign post is still there (now turned to face the road as it should be). Therefore, there is little reason for the able bodied among us not to abide by the notice and so help those for whom the space is intended. This is to the core of good citizenship, but we continue to get complaints (which we have verified with photos of the offending vehicles). So, could we please ask that the Blue Badge scheme is honoured by everyone? It’s not much to ask and it would be a big help to those who really need that space to make use of the town centre which has ample parking all around it. Stowmarket Litter Pick Stowmarket Town Council’s Tidy Town Team once again hit the streets last month to target grot spots in the town and litter along the High Street. The team included local residents together with town councillors and council staff. See page 6 for a full account of the day and for future dates. All Together: Better, Simpler, Effective Over the past year the Conservative administration of Mid Suffolk District Council has taken bold, positive decisions, including taking the opportunity to co-locate our headquarters and back-office operations with our local authority and public sector partners in Endeavour House in Ipswich. There are many advantages to this re-location. These include giving staff the tools and resources needed to work in flexible ways, be that from the office, home or via mobile. This will ensure that our ever-reducing resources are focussed on those who need them most. There are also distinct advantages in our being at the heart of a growing single public sector estate; our staff can work more closely with county council colleagues, the NHS and other public sector bodies. Since that decision in September 2016, we have been working hard on delivering a clear set of priorities that address the greatest concern to the residents of the district. That is, how will the public access council services and do business with the council in this new set up.

It is vital, and an absolute priority of your Conservative council, that we cater effectively for those instances when residents, often those in greatest need of our assistance, need help or advice through an unplanned visit to an office. It has always been our commitment to provide a face-to-face ‘Customer Access Point’ in Stowmarket. To this end we expect to soon conclude negotiations to secure a suitable property. This will mean that residents of Stowmarket and the wider districts will be able to speak to council staff directly in that office, or by telephone, or by using digital technologies such as via video-conferencing facilities which will allow people to have a virtual face-to-face conversation without being in the same building. We are also equally committed to supporting and enabling those who are able, or prefer to ‘self-serve’ by accessing our services online just like they do with their day to day banking and shopping. Your Conservative council is expanding opportunities to interact with it online by making our website better, simpler, more effective and easier to use: www.midsuffolk.gov.uk We are acutely aware of the challenges faced by some residents in accessing reliable broadband services so have designed our new website to work on lower bandwidths and on mobile devices, such as phones and tablets. We continue to work with our district and county council colleagues and local MPs to get the broadband service we need. Reliable broadband is vital to the future success of our whole region, and must be delivered swiftly. We are still keen to hear of ways in which our new website might be improved and would encourage everyone to visit it regularly. For when the website is not the most effective tool, we have invested significantly in upgrading our telephone systems. Very shortly one single number will be published for all council enquiries, streamlining our call handling service to ensure that all of our services are better for residents, simpler for staff to deliver and more cost-effective for tax-payers. Can you help us to help our children? As many of you may know, the children arrive with only the clothes they are wearing. We are busy collecting ‘nearly new’ items which we give to the children on arrival. They take clothes not only for themselves but also for siblings at home. If you have any clothing suitable for ages six to 13 that you would like to donate we would be extremely grateful. Donations can be left at the charity shop or collected by calling the numbers above. Having brought a second group at Christmas our finances have been hit even harder with the news that the children’s visas are to increase

sharply due to the dollar exchange rate as they have to be paid for in dollars. Last year the price increased to €85 per passenger, this year it will be €110.80 so we are going to have to watch our budget even more carefully this year. Something that would be of great help to us is supermarket vouchers as we provide all lunches and refreshments for the children when they are with us during the day. Also, the school have now ‘adopted’ an official school uniform which we have been sourcing from Asda so Asda vouchers could be used towards getting some of the uniform to keep with the same style as already supplied. SPRINGING BACK FROM PAIN As we move toward spring, many of us may have long forgotten our New Year’s resolutions, made against a backdrop of tinsel and fading Christmas tree lights back in December. How many of us look back each year and lament another goal that we have let slide by amidst the grind of every-day life? Don’t worry, you are certainly not alone. This is a common phenomenon that occurs across many different aspects of our lives; from the work-place promotion, to completion of the marathon, to more health related concepts such as weight loss or pain reduction. While we set out with the best of intentions, unrealistic goal setting often leads to unachievable targets, early disappointment and loss of motivation. There is no better example of this than that experienced by some people with chronic pain. Most of us have had the unpleasant experience of pain at some time in our lives, but thankfully it is usually short lasting and we are able to get on with our lives. For some however, the pain becomes chronic and endures for weeks, months or even years, seemingly with no end in sight. This can be very demoralising for the person in pain, who is likely to have encountered several doctors, hospitals, long lists of medications and even surgery in the hope that they can be ‘cured’. For such people, the pain they feel can often affect their mood, leading to feelings of anxiety, depression or even failure. As the pain persists, many people start to avoid certain activities and in extreme cases they stop interacting with others through fear of their pain arising at an awkward time. This can be a very lonely place to be. Recent research has shown that the brains of people in chronic pain react differently to sensory stimulation than the brains of individuals free from pain. Our nervous system is incredibly complex, with hundreds of billions of connections all communicating their individual messages, the summation of which, gives rise to our every-day experiences. In chronic pain, some of these connections can be altered, leading to a diminished ability to discriminate between certain senses and perhaps more importantly, a reduction in the pain threshold, causing every-day sensations such as light touch or the sensation of a warm bath to become painful. While this all sounds very depressing, there is some good news! The human nervous system is incredibly adaptable and through a process called neural plasticity these changes can often be reversed. Appropriate goal setting plays a hugely important part in the process. Through treatments such as graded motor imagery, cognitive therapy and through sensory re-education, a physiotherapist skilled in the treatment of chronic pain is able to take the patient through a specific step-wise programme aimed at a return to a fully functional and rewarding life. Science is telling us to change the way we think about chronic pain. Perhaps this is the first step in the recovery process. OUT & ABOUT REPORT FROM KEITH WELHAM, FEBRUARY 2017 District Councillor for Stowupland and Creeting St Peter It will surprise nobody to hear that the move to Endeavour House has been put back to September. I am optimistic that the Public Access Point in Stowmarket will be open well before then. It is expected to be at 54 Ipswich Street, the present home of the Realise Futures Learning Centre. There is parking for cycles and blue badge holders very close by and bus stops and public car parks are reasonably convenient. You may have read that parking enforcement is to be handed over from the police to district councils. From April 2019 enforcement will be managed from three offices – East Suffolk, West Suffolk and Ipswich. Mid Suffolk will be covered from one of these three. The administration have published their budget for 2017/18. This will require an increase in Council Tax of 5p per week for a Band D property, more for Band E and above and less for Bands A, B and C. Council house rents will reduce by 1%, as required by government legislation; the average rent reduction will be 84p per week. Garage rents will go up by 74p per week and sheltered housing service charges will go up by a maximum of £4 per week. Spending on capital projects will be cut by £1.5million in 2017/18 and for the following four years. For many years the council has failed to meet its capital spending targets and there have been large underspends of revenue expenditure. As an example, the large underspend on housing adaptions to assist disabled residents has been blamed on the shortage of occupational therapists to undertake checks and plan housing adaptions. We must find a way to speed up this work. Green Party Councillors have prepared an alternative budget; a key theme of the budget is to regenerate and enhance Stowmarket, making

Let’s Walk A programme of walks around the Stowmarket area is being developed to encourage walking in the town and surrounding villages. I have suggested a route around part of Stowupland and walks are planned for April 4, 12 and 25. Make a note of these dates and hear about the history of the village. Councillor Jennings will accompany the walkers to give information, especially historical facts, at points along the route. A leaflet will also be produced to encourage people to come to the village and, perhaps, enjoy refreshments at the start or finish of their walk. STOWMARKET TRAIN & MODEL COLLECTORS’ FAIR It’s full speed ahead for Stowmarket Railway Club’s Train & Model Collectors’ Fair on Sunday, March 5 at Needham Market Community Centre from 10.30am-3pm. Collectors, modellers and all members of the family will enjoy opportunities to buy, sell or swap new and old model railways, diecast cars, buses and lorries, plus toys, railway and transport books and photographs. About 40 tables are expected so there will be lots to look at.

After a successful 2016 season we will be restarting the markets on the first Saturday of the month (April to December). Our first market will be on Saturday, April 1. The ethos of the market is for local craftspeople to display and sell their own hand-crafted goods. Admission is free and our open hours are 10am until 1.30pm. Last year we had an eclectic mix of stalls including book art, cakes, mosaics, decoupage, cake stands, crochet, cards, photography, art, jewellery, honey, candles, jams and pickles, crafts, clocks, wood craft, knitted toys and a vast range of textiles. The market has allowed new stallholders to establish themselves and enabled existing crafters access to a regular marketplace at low cost. The Scout Centre, located in Milton Road North (near the library), is a recently refurbished building with free parking for stallholders and disabled parking nearby. It’s a popular venue for friends to meet up, chat and have refreshments on Saturday mornings. The Scout fundraising committee will continue to provide coffee/tea and cake for £1 and coffee/tea and bacon butties for £2. The 2017 season promises to a successful year with a good mix of artisans/crafters already signed up including a book signing in May. TICKETS ON SALE FOR SODS’ MUSICAL COMEDY Tickets are on sale now for SODS’ sparkling spring musical comedy, Mame. Written by Simon Jerome Lawrence and Robert E Less, with music and lyrics by Jerry Herman, this is a show packed with marvellous music, delightful dance and crackling comedy.

The show will run at Stowmarket’s Regal Theatre from Wednesday, May 10 to Sunday 13 at 7.30pm with a Saturday matinee at 2.30pm. Mame Dennis, played by Meryl Bunce (pictured above), is glamorous, well-to-do and lives a carefree life of pleasure in New York at the peak of the 1920s. Out of the blue she is surprised by a ‘wonderful present’, her 10-year-old orphan nephew, named Patrick. Being needed is something new for Mame and it completely changes her life. As a free spirit, Mame is determined to prevent Patrick becoming a conformist prisoner of the establishment and so introduces him to her free-wheeling lifestyle. However, when she loses her fortune in the Wall Street Crash of 1929, Mame faces destitution and has to try working for a living, with some hilarious and unexpected results. The show was a long running hit both on New York’s Broadway and in London’s West End. CASTLETON BRASS A brass band based in Eye is hoping to build on its recent success at the upcoming London and Southern Counties regional competition. Castleton Brass has qualified for the Brass Band Championship Finals for the last two years and is the reigning fourth section champion for the area. Due to their success, they have now progressed to the third section and on March 18 they will be competing against 13 other bands. Unfortunately, this competition will be their last with their current conductor. Peter Ryan has made the decision to stand down after nine years leading the band. The band are hoping to find a new conductor to start after the competition and are holding trials for anyone interested in the band and helping them to progress further. The band averages 15 performances a year with a mixture of concert, fetes and an occasional church service. The band is an enthusiastic and welcoming mix of brass and percussion players, with a third of the band being under 18. INDOOR BOOT SALE The last indoor boot sale of this season will be held on Saturday, March 4 in St Peter’s Hall (next to the library) from 9am to noon. JUBILEE LADIES CHOIR Woolpit Steam Rally will soon be upon us, with the 2017 event taking place over the weekend of June 3 and 4 at Warren Farm, Wetherden IP14 3JX by kind permission of R and P Baker. This follows on from the hugely successful show last year which saw more than £17,000 donated to local charities and community groups. What makes Woolpit Steam different from other shows is the organiser’s desire to present to the public historic and rare machinery not normally seen on display. Woolpit Steam is probably best known for its selection of rare and unusual veteran tractors and this year is no exception with around 20 pre-1930 tractors anticipated. This is also to be complemented by a one off gathering of very early commercial vehicles. A further 70 tractors up to 1965 will also be on show and more than 80 stationary engines driving an array of mills, pumps and other machinery together with a wood sawing display will all add to the atmosphere of a bygone age. Steam traction engines, vintage cars and motorcycles, vintage commercial and military vehicles are all represented and a number of models and displays will provide something of interest for everybody. If you are looking for a gift or that elusive spare part, there are more than 50 craft, trade and auto jumble stalls to tempt you. There is also hot and cold food, a licensed bar and ice creams. A traditional fun fair including electric yachts, dodgems and side stalls, together with Punch & Judy and a full ring programme on both days will help keep the family entertained.

We are now well into rehearsing for our spring concert featuring songs from the shows and the world of light entertainment. There will also be special guest performers. The concert will be held on Friday, April 7 at 7.30pm at the United Reformed Church in Stowmarket. Tickets will be £7 including light refreshments and there will also be a raffle. So many families are affected by this dreadful disease so please come along and support the choir and this very worthwhile charity.

STOWMARKET AND DISTRICT CAMERA CLUB We welcomed Harold Mousley to the club on January 23 and he was in his usual sparkling form when he judged our annual tripod competition with Wymondham and Framlingham. His comments on the images, which were up to the high standard we’ve come to expect were, as ever, helpful and informative. The attendance this year was probably the highest so far and the competition was won again by Wymondham, so congratulations to them. The scores this year were much closer than in the past, with Stowmarket coming second and Framlingham third. We followed this up with a quiz devised by Liz, our leader. It covered topics ranging from general knowledge and pop songs to football and lots more in between. In subsequent weeks we held a Bingo evening and a Beetle Drive and Linda led a craft evening with some really beautiful cards being produced for Valentine’s Day. We are a club for adults with learning difficulties and meet every Monday from 7.30-9.30pm at the Community Hub in Crown Street. We are run entirely by volunteers and new members and helpers are always very welcome. STOWMARKET MEADLANDS MEN’S SHED Stowmarket’s community workshop is progressing fast. During construction in the last three weeks, we have received many welcomed enquiries about the way the workshop will operate. Stowmarket Meadlands Men’s Shed will be available for individuals or groups (men and women) who would like to spend time in a workshop environment. You will be able to bring your project to the workshop and receive help to make it your masterpiece. We believe some of our members may also want to use their skills to help the wider community, improve the environment or assist other activities in the town. Wednesday, April 5: Ups & Downs: Barnardo’s Foster Children in Suffolk 1890-1950 by Peter Davidson It’s a little known fact that over this 60 year period thousands of children from Dr Barnardo’s Homes were boarded out with families in rural East Anglia. The talk explores the stories of these children, some of whom ended up a long way from Suffolk while others still live close to where they were brought up. Wednesday, May 3: Whistlecraft by Pip Wright Pip Wright returns to tell us about the Whistlecraft family of Rickinghall, the local equivalent of Emmerdale’s Dingles! Joe Whistlecraft was a notorious poacher. Pip has recently brought out a book on the family and will have copies of this and his other books for sale on the night. CAPITAL GAINS TAX ON A PROPERTY SALE Normally, when you sell your main home (i.e. your principal private residence) you don’t have to pay Capital Gains Tax. However, this tax might apply if you make a profit (or ‘gain’) when you sell a property that is not your main home. This might, for example, be a buy to let property, business premises, land or an inherited property. When it does apply, Capital Gains Tax (or CGT) is generally charged on that gain. The gain is usually the difference between the amount paid for the property and the amount received when it is sold. There might be circumstances where the market value of the property can be used to calculate that gain, for example, if the property was a gift to you or you inherited it. It should be noted that different rules apply if the property was gifted by your spouse or civil partner. When the gain has been calculated, certain costs can be deducted from it to reduce the gain. These include estate agents’ commission

and solicitors’ fees and possibly the cost of improvement works to the property, for example, building an extension. It may be the case that you might get tax relief if, for example, the property was a business asset. As mentioned at the outset, there is generally a relief from CGT where the property sold is your main home. Separate rules will apply to non-residents of the United Kingdom. Finally, once any gain has been calculated, the amount due to HM Revenue and Customs can be worked out (and this will depend on your circumstances), the gain reported and any tax paid.

STOWMARKET BRANCH SHELLAND NAVAL MAN’S ULTIMATE SACRIFICE REMEMBERED Exactly 100 years to the day when he was killed in action at the Somme front during the First World War, Able Seaman John Crosse, who was from Shelland, was remembered during the Sunday morning service held at Onehouse Parish Church on Sunday, February 5. The service, led by the Rev Chris Childs, pictured here with Stowmarket RNA’s Standard Bearer Gary Dade, was attended by members of Stowmarket’s Royal Naval Association, Royal British Legion and Royal Air Force Association. John, who has no known grave but is remembered both at Shelland Parish Church and on the Thiepval Memorial in France, served with Hood Battalion of the Royal Naval Division as a Lewis Gunner when the Division was part of the British Fifth Army. A clerk by trade, John had joined the Royal Navy as a Volunteer Reserve of the Royal Naval Division in October 1915 and was drafted to the British Expeditionary Force on the Western Front in September 1916. He died during operations on the Ancre, the last flickering of the 1916 Somme offensive. Having firstly laid a remembrance cross at the grave of Sergeant George Ward RAFVR, members of the RNA, RBL and RAFA then went to Shelland to lay a poppy wreath below the roll call in the parish church.

STOWMARKET BRANCH We were very pleased to welcome the Mayor of Stowmarket, Councillor Barry Salmon, to our first meeting of the year in February. Councillor Salmon presented an enlightened talk, outlining the many events he and his wife Heather had undertaken during the year. Some were very pleasant, such as charity events and 100th birthday celebrations, others not so, such as the cold night spent sleeping rough in a cardboard box to highlight the plight of homeless people. He said his civic service was very special for both of them and also gave us a little insight into roles of the town council, Mid Suffolk District Council and Suffolk County Council. Our next meeting will be the Annual General Meeting when after the business, committee reports and election of officers, we will enjoy a social evening with some light refreshment We have an interesting programme of speakers arranged for this year and are planning several outings during the summer months. We are always happy to welcome prospective new members. Those who haven’t been in the Royal Air Force are welcome to join as associate members. PAUPERS GRAVES The winter season has kept us busy. The old isolation infirmary area has been cleared and the walkways extended. The boundary area has also been cleared and two new graves found which indicates that more paupers were buried as this part of the site was overgrown with brambles and unexplored.

RECOGNITION FOR STOWMARKET ROYAL NAVAL ASSOCIATION

The tree nursery area has given us new three-year-old saplings which the soft ground and low frosts have allowed us to use to strengthen the boundary area. It appears a little barren at the moment, but will fill out as the growing season progresses. More donated bird boxes have been added and we have put up two shelters in the trees for the dormouse which is very rare and is arboreal, i.e. live in the trees.

Shipmate Pete Chivers of Stowmarket Royal Naval Association, pictured here with RNA Area 5 chairman Tim Jarvis, has been awarded the Royal Naval Association’s John Newsome trophy, which is awarded annually to a shipmate who has made a significant contribution to their branch and the RNA in general. The launch of Stowmarket RNA in June 2016 was an important event for the RNA, being the first commissioning of a new branch in Eastern England for 14 years, with Pete’s enthusiasm and natural showmanship being particularly noted in helping establish the branch and the association in Stowmarket and Area 5 of the RNA. Pete’s wife (whilst smiling), describes his work with the RNA as having “undone 31 years of hard work on her part.” Oh well, as the saying goes: Once Navy, Always Navy.

THE PICKEREL PROJECT The Pickerel Project is an environmental group seeking to regenerate the river corridors in Stowmarket by improving access and reconnecting them with the local community. The project was formed in 2000 by a group of community minded individuals and representatives from environmental organisations with a view to improving a stretch of riverbank from the Pickerel Bridge to the Station Road Bridge. The group now has its sights on improving the entire length of the river corridors that run through Stowmarket and they need your help. The group carries out river clean-ups on the first Sunday of each month and holds about four meetings each year. Dates for the clean-ups have now been programmed, all starting at 10am unless stated otherwise: March 5; April 2; May 7; June 4; July 2; July 6 at 6pm; August 6; September 3 and 24 (World Rivers Day – River Walk); October 1; November 5; December 3. Membership is free and all are welcome to ‘make a difference to the local community’. MAMMOTH LEARNING AT ORCHARD BARN At Orchard Barn we are learning some big lessons about the benefits of traditional methods of construction using trees and earth. However, in choosing to do so we have to face up to the challenge of how to move these raw materials with minimal machinery. It is at these times that collaboration, communication and community are vital. A group of volunteers recently ‘rolled’ a massive elm post some distance and erected it using only human power and winches. That was a major achievement and an experience not to be forgotten, not least because it was undertaken on a bleak February day. Mud, rain and practical projects also build camaraderie and team spirit. Our ancestors were canny when it came to best use of raw materials. For many of our visitors it’s an eye opener to realise that the jowl (sometimes called a storey post) is actually an upside down tree. Instead of cutting back the flared base of the tree, its bulk was used to good advantage where strength and size were needed most in supporting the junction between wall plates and ties. OUR LADY’S PRE-SCHOOL The children at Our Lady’s Preschool have enjoyed an exciting start to the New Year thinking about their home town of Stowmarket and the different jobs that people do there. We also celebrated Chinese New Year with a range of oriental activities including noodle tasting, Chinese writing, rooster and lantern making. STOWMARKERS JUNIOR NETBALL CLUB

We have been busy exploring the outside. We have seen the changes a builder has made when renovating the new dentist building in town. We have been looking at road signs, shapes and numbers on our walks and have watched snowdrops growing. We visited Asda to look at the different cheeses and even chose some to try at snacktime. We also visited a Chinese restaurant to celebrate Chinese New Year.

Spring is very nearly here and our juniors certainly have a spring in their step. Our Saturday sessions have seen an influx of players, which is fantastic, and the older junior players are doing really well in the South Suffolk League. The club’s home ground is at Needham Market Community Centre which allows us to capture young players from surrounding schools in Stowmarket, Stowupland, Debenham, Claydon, Needham Market and Creeting.

The highlight of our half term was our muddy puddle walk. The children and staff got covered in mud and water while jumping and running in big puddles. We went on to recreate the puddles back at pre-school. The children love to go out on walks around the town and are enthusiastic when retelling their journey once back at pre-school and sharing their adventures with their parents in pictures and in conversation. We have created a walk diary for us to look back on and to share with visitors. U.R.C. Pre-School is situated in the main hall of The United Reformed Church, Ipswich Street, Stowmarket IP14 1AD. We are open on Monday, Tuesday and Friday from 9am-3.30pm and on Wednesday from 9am1pm in term time. We accept children from the age of two years and can provide funded sessions for two, three and four year olds.

Stowmarkers is renowned for taking part in community events and this year we are pleased to say that we will be taking part in the Stowmarket Carnival procession. Last year there was talk that it may have been the end of the Stowmarket Carnival, but we are thrilled that there is a new committee on-board and that this big event will be taking place. It’s a fantastic opportunity for all our players to get involved either by making decorations or their costumes. STOWUPLAND BOWLS CLUB Affiliated to Suffolk County Bowls Association, Stowmarket & District League The committee of Stowupland Bowls Club would like to report that, contrary to rumours, the club is still up and running. The departure of Mr R Garland for pastures new is a sad loss to us. He leaves a very big hole to fill. Mr M Pryke has also said that he will not be bowling this year. As a founder member and a knowledgeable committee member he too will be sorely missed. Mr J Mollett has stepped in as advisory greenkeeper and, with consent of the committee, has employed a contractor to carry out the winter work on the green. It was a costly move, but was necessary to get the amount of work done before the winter set in. The result so far is very encouraging and, with the help of our able members, the bowling surface should be very good for the coming season. After an extraordinary meeting of the club, the members felt that they could support the club by running four teams for 2017, one on Mondays, two Tuesday afternoons and one on Thursdays. This was agreed at the AGM in November and a new committee was elected. The Scorpion Academy teaches universal karate, kickboxing, mma and muay thai and with 10 classes running weekly there is always something available to everyone. This year we celebrate our 50th anniversary. The BTA was founded in 1967 by Grandmaster Tony Quigley, a legend within the tae kwon do world. From May 5-8 we are hosting a very special martial arts training weekend in Great Yarmouth to celebrate this historic event and with many families from all over the UK travelling to meet up this promises to be an amazing weekend. All grades/belts that are earned under the Scorpion Academy are fully recognised by the UFKKA and BTA which in turn are worldwide recognised by 159 martial art organisations in 23 countries. SPORT STOWMARKET CRICKET CLUB With the cricket season just round the corner, Stowmarket CC is looking forward to building upon the success of last season where our First X1 were Two Counties division six champions, gaining promotion to division five. Senior indoor nets take place at Ipswich School on Sundays, March 5 and 19 and April 2, 8-10pm. Junior registration and training evenings will commence on Monday, April 3 at 6.15pm. Weekly coaching sessions will continue through to the end of July. This season Stowmarket will be running two Saturday X1s in the Two Counties league, a Sunday team in division 2 of the Hunts Bats League and a midweek side in the local Wednesday evening T20 competition. In addition to the senior teams, Stowmarket will also be encouraging all youngsters to participate in local competitive matches suitable for School Years 1 to 11, ages five to under 16. Stowmarket CC welcomes players of all abilities and ages, adults, boys and girls. STOWMARKET TENNIS CLUB Well, nobody saw that coming. Roger and Rafa reaching the men’s final with Serena and Venus competing in the women’s final. The odds of all four of these 30 years or over superstars reaching the last matches were 5000:1. I suppose that makes a very good argument for talent and experience over youth and exuberance. Andy Murray and Novak Djokovic had early exits at the Australian Open so very soon the path was cleared for a record breaking and rather nostalgic final two days. I expect we won’t see it happen again with these true greats of tennis, but a big part of me wishes it will. Our club’s very own superstars have been competing in the regular winter league doubles matches and by the time this is published should have finished their season. We will have to wait and see which pairs have earned promotion or stayed static for next year, but the early signs are good with most pairs having secured enough points to at least stay in their current division. The next big tournament for us older players will be the Easter Veterans event at Ipswich Sports Club. We had a good showing for the Christmas matches so should be able to encourage a few more to get into this exciting event. The standard and depth at Stowmarket in the 35+ age groups is as good as any club in the county and we’ll be looking to get some more wins and exposure for the club. As usual, our dome has been keeping us all dry and running around so all coaching and playing activity is busy. We have several open club sessions during mornings and evenings so if you want to come along and play we can organise someone to accompany you and sort out a set or two. If you get in touch then we can decide which session suits you. Junior fun sessions have been particularly well supported over the winter break, probably due to the lack of any really cold weather, and this is the best entry point for any new children wanting to start. MODERN ARNIS – RETURNING TO THE SOURCE Classes are back up and running following a few weeks break while Master Eric Amada returned to the Philippines over the Christmas and New Year period. During his stay, Eric had the opportunity to visit with Grand Master Rodel Dagooc and Senior Master Rogelio Aguillon (now Sandakan Arnis). Eric was able to train with Sandakan Arnis in spite of his teacher’s busy schedule. He also visited Grand Master Rodel Dagooc who took Eric to his new Arnis village near his house where he displayed all his training equipment, sticks and knives. During this visit, Eric obtained new sticks for the club featuring GM Dagooc’s personal carvings. A trip home is great opportunity to share some practice time alongside the good friends he grew up training with for so many years. It was a very busy time for everyone, but most of the members of the Art Foundation Philippines made it to the reunion at NBI Gym in Manilla to practice Arnis and Aikido together again. As part of his trip, Eric also took some time out to visit Quiapo in Manilla. When Eric was growing up, Quiapo was the go-to place for martial arts and is still very popular for training equipment. Armed with a big list of sizes and some serious luggage space, Eric secured genuine Modern Arnis uniforms for everyone in the class. The first class back saw everyone kitted out in their new, matching uniforms and the atmosphere in the room was palpably different, with everyone giving that little bit of extra focus and effort. Though many of the members have trained with Eric on and off for many years, it’s still a relatively new group, and this really helped everyone to feel part of something bigger than them. With an increasing sense of unity and rapidly increasing numbers, it feels like this is going to be our year. If you are interested in trying Filipino Martial Arts, classes are taught in Stowupland by Maestro Eric Amada, one of the most respected (and liked) Arnis teachers in the UK The class caters for all levels of experience and complete beginners are always welcome, as are students from other arts looking to supplement their existing skills. SPORT / CHURCH NEWS AIKIDO LEGEND TO VISIT THE UK Following young Alec’s story in the last edition about his trip to Europe to train with world-renowned Aikido teacher Christian Tissier, soon the rest of the club will have the opportunity to share the experience as he comes to the UK to teach a special seminar. On Sunday, March 19 Brighton Aikikai will host Christian at Medway Park Judo Centre and we have an open invitation for students to attend. Tissier Shihan started training in aikido as a child in France back in 1962. At just 18 years old he made the move to Tokyo, training at the Aikikai Hombu dojo, the home of Aikido. He received 7th dan in 1998 and is among the mere handful of westerners who have been given the title Shihan by the Aikikai. His courses are always extremely popular worldwide and this one is expected to be extremely well attended. To make the most of this popularity, the venue is set to be the excellent Medway Judo Centre. The centre boasts two large, permanent matted areas, both of which are international standard, and the centre has been accredited by London Organising Committee of the Olympic Games (LOCOG) as an official pre-games training camp venue. This combination of teacher and venue make this a course not to be missed. For anyone interested in trying Aikido, beginners are always welcome. We hope this will give us the chance to delve a little deeper into our understanding of the events of Holy Week and Easter and the way they impact on our own lives. ON THE GRAPEVINE QUESTIONS ON CASH With Independent Financial Adviser Nick Plumb Steve from Woodbridge asks: “In a previous article you stated that your world-wide assets would form part of your estate on death and could be liable for UK inheritance tax. We live around eight months of the year in Portugal where we have a property, and we also keep a flat in Suffolk. We also have around £200,000 in an offshore bond in Jersey. If we died, would the property in Portugal and the money in the bond be included in our estate and liable to inheritance tax or would the property and the bond be dealt with under Portuguese and Jersey probate respectively?” The short answer is ‘Yes’ Steve. Both assets would be potentially liable to UK inheritance tax. Onshore or offshore, if you are domiciled or deemed domiciled in the UK, any assets that you own will count as part of your estate on death. An offshore investment may have some income tax advantages, but it will not escape the attention of HMRC when it comes to paying UK inheritance tax. However, we need to remove any confusion between probate or property succession law, and inheritance tax law. They are not the same thing and one does not preclude or cancel the other. Many people assume that if their assets are in another country, they will not form part of their estate on death for tax purposes under UK tax law, but that’s not the case. What drives UK inheritance tax is your domicile status, which is much more complicated than just your residency status. If you were born in the UK and are a UK citizen, and you pay or previously paid UK income tax, and still have UK property or assets, you will almost certainly be domiciled or deemed domiciled in the UK. If HMRC say you are domiciled or deemed domiciled in the UK on death then all of your assets regardless of where they are located in the world, will form part of your estate for the calculation of UK inheritance tax. How those assets are then administered is a completely different and entirely separate thing altogether to how they are treated for tax purposes. In your case Steve, the Portuguese property will be distributed either in accordance with any will you have made in Portugal or if you have not made a will, in accordance with Portuguese property succession laws. Portuguese property laws are complicated and very unlike UK property law. If you haven’t already done so, make a will in Portugal in regards to your Portuguese property. The offshore bond provider will almost certainly require a Jersey Grant of Probate to release the funds to the executors of your English will, but in some cases, they may accept a grant issued by an English Probate Registry. You will have to check direct with the provider. There are some offshore investments that can be held in special ‘discounted gift’ trusts that allow you to gift capital to your children now, and still enjoy a tax efficient income from the fund ongoing. This type of plan may help you with your inheritance tax planning if you are happy to gift a reasonable sum of money into trust. However, you should understand that once the capital is gifted into the trust, although you can have an income from it, you will not be able to ever get the capital back during your lifetime. That will obviously not appeal to everyone, but if you have some capital that you will not need to access in retirement, but which you would like to take an income from, then these discounted gift trust plans can be a great inheritance tax planning tool. St Elizabeth Hospice has launched a brand new dog walking event, Follow my Lead, and they’re looking for four-legged friends to sign up. The walk, taking place on March 12 at Alton Water, will cost each dog £10 and they can bring their human friends for free. Nigel Donkin, Community and Volunteer Fundraising Manager at St Elizabeth Hospice, said: “We regularly have dogs popping into the hospice to see their owners so we thought it’s time we organised an event just for them!” A competition was held to find the furry face of this new event, and more than 100 pet photos were submitted. The final choice was decided by a public poll of the top six, and the winner was Oakley (pictured), a two and a half year old cocker spaniel. Oakley will start the walk at 10.30am on Sunday, March 12, followed by his canine companions, and dogs signed up will receive a doggy bag and Follow my Lead tag.
