ass Pro Shops. Del Webb at Woodbridge. Ford Motors Small Parts Distribution Center. All three firms picked Manteca for three different reasons. Bass Pro — a storied specialty outdoors sports retailer that draws customers from a 100-mile radius — was as much enamored with the outdoor pursuits surrounding Manteca as its strategic location at the center of 18 million consumers. The Delta with its 900 miles of winding waterway that sports fishing and boating is 15 minutes away, eight rivers as well as a dozen lakes are within an hour. Manteca town San Jose. uThe City of Manteca is working to secure a 60-plus acre indoor water park, outdoor family resort and 750-room hotel with a conference center and has already put in place $8 million worth of infrastructure to accommodate it and an adjacent family entertainment zone being developed around a manmade lake. uFine new dining options have opened in the past year including a flagship Sizzler’s Restaurant at Airport Way and the 120 Bypass. Manteca is also making sure the growth is “smart� and that there are critical resources to serve it. uManteca is working on California’s first municipal food waste to fuel system that will come on line by early 2019. It will involve taking food waste collected by the city’s solid waste division, combining it with methane gas at the state-of-the-art wastewater treatment plant and creating compressed gas to power the city’s solid waste collection trucks. anteca is ready to boom. And if the ground “breaching” ceremony conducted by 5.11 Tactical for their new 404,657-square-foot distribution center is any indication it’ll be an economic blast. 5.11 Tactical President Francisco Morales pushed the plunger detonator in January to set off fireworks to celebrate the start of construction that will being the firm’s Lathrop and Modesto distribution centers together under one roof in northwest Manteca at the CenterPoint Properties business park at Airport Way and Roth Road. Morales said the firm looked at the Midwest but was “thrilled” they were able to find a suitable location in the San Joaquin Valley close to critical transportation infrastructure to support the firm’s global clientele that need gear immediately. “We love the Central Valley,” Morales said. By staying in the 209 it will preserve 217 existing jobs and opening the door for possible new employment positions. Manteca Mayor Steve DeBrum said it is part of a one-two economic punch— the other is a 600,000-square-foot distribution center that is moving through the planning process — that represents a $45 million investment by CenterPoint. The fireworks explosion touched off by Morales by Navy SEAL Command Master Chief Steven Van Horn, and DeBrum among others and witnessed by more than 150 employees of 5.11 Tactical, and various dignitaries means the firm will be able to drop as much as a day off deliveries for gear that is vital for not just police and firefighters to perform their missions but military around the globe. 5.11 Tactical Senior Vice President of Sales Matthew Sinclair noted that besides combining existing warehouses under one roof to streamline logistics, the Manteca location has a second phase that will allow for 134,500 square feet of expansion. “Every place we have been we quickly outgrew the space and have had to expand,” Sinclair said. That growth looks to continue.

to a “tight schedule” to have the distribution center completed by October. At the same time CenterPoint is processing plans through the city for the “Laurie Project” for another yet to be named client that reportedly is among the nation’s top 50 firms. The 1,199,997-square-foot building is being proposed in two phases on a 63.29-acre parcel. The first phase consists of 551,475 square feet eclipsing the 550,000-square-foot Ford Small Parts Distribution Center on Spreckels Avenue that is currently the city’s largest distribution center. The roots of 5.11 Tactical run deep in the 209. The firm traces its name and mission back to 1968 to an enterprise founded by mountain climber Royal Robbins of Modesto. During a climb in Yosemite National Park be realized the pants he was wearing were not suitable for climbing. So he decided to come up with his own pants that had better function and durability and added them to a company he owned that was producing boots and clothing. CenterPoint Properties nationwide owns 326 buildings with 351 tenants in 56.6 million square feet along with 3,360 acres. anteca’s economic future starts as gently falling snow in the high Sierra along the Stanislaus River watershed. It melts with the warming rays of spring and feeds a series of reservoirs operated by the South San Joaquin Irrigation District as part of its Tri-Dam Project partnership with Oakdale Irrigation District. On its way to Manteca taps it generates clean hydroelectric power and provides unparalleled recreation on four lakes Depending upon the Sierra watershed for all or part of a Central Valley community’s water supply isn’t unusual. and adequate water supplies for growth. The California Legislature earlier this decade adopted a law required residential projects over 500 homes to identify a source of watershed to serve future residents. It has been a virtual insurmountable hurdle in some cities trying to accommodate growth as they scramble trying to secure water rights. A reliable source of water isn’t a problem for either current or future residents or businesses investing in Manteca. The City of Manteca-SSJID partnership has
also yielded one of the most effective storm run-off systems in the entire Northern San Joaquin Valley. The city operates a series of storm retention basins in conjunction with many of the 60 municipal parks. That allows controlled releases into pipes that connect with the SSJID irrigation ditches and ferries the water to the San Joaquin River. As a result, Manteca isn’t plagued with storm run-off problems that are proving difficult for other valley cities to handle.

Manteca Why Manteca Works For Business
T
here are 18 million reasons why locating in Manteca makes good business sense. Manteca is at the heart of the third largest market in the United States with 18 million consumers within 100 miles. It is exceeded only by Los Angeles and Manhattan in terms of consumers within a 100-mile reach. It is also at the center of the San Jose, Sacramento, and San Francisco markets with each being roughly 60 miles from Manteca. And it is the hub of strong regional growth in the Northern San Joaquin Valley with 1.1 million consumers within 30 minutes. The drawing power of Manteca was not lost on mega-specialty retailer Bass Pro Shops. The firm whose stores are virtual outdoor sports theme parks reflecting each specific market lured one million visitors to the Manteca store in the first five months of being open. Geographic location alone, though, did not prompt Bass Pro to pick Manteca or a host of major distribution centers that include Ford Motor Company’s San Francisco Regional Small Parts, ADPS Food Packaging, Dreyer’s Ice Cream, and Millard Refrigeration. Manteca sits at the crossroads of Northern California. Highway 99 – the freeway dubbed “California’s Main Street” for the amount of goods trucked on it to other locations in the state and the country — runs through Manteca. The seven-mile Highway 120 Bypass connects the city to the West Coast’s only freeway running from Mexico to Canada, Interstate 5. It also connects to Interstate 205/580 and the Bay Area. That explains why between Manteca and its adjoining neighbor – the City of Lathrop – there are a dozen trucking concerns that serve major distributors also located here including Daimler Chrysler, Home Depot, In-n-Out Burger, JC Penney, and CVS Pharmacy.

Freeway travel for trucking concerns has been improved thanks to the passage of Proposition 1A Bond that helped finance part of the nearly $500 million project that widened Highway 99 to six lanes from the Cross-town Freeway in Stockton to the Highway 120 Bypass in Manteca. Manteca also offers quick and easy access to air cargo, intermodal rail transit and ocean shipping. The Port of Stockton is 15 minutes away from Manteca. Dubbed “California’s Sunrise Port” due to it being located farther to the east than the state’s other ports, it is located 75 nautical miles due east of the Golden Gate Bridge via the Deep Water Channel. It has berths for 17 ships with 7.7 million square feet of warehousing that is

all served by rail. The port consists of a 2,000-acre operating area. Stockton Metro Airport is 10 miles away either via Airport Way or Highway 99. It has a 650-foot long, 150-foot wide runway with take-off distance of 11.037 feet for cargo jets plus a 4,458-foot long 75-foot wide general aviation runway. There are six air carrier gates adjoining the terminal building. The less congested Stockton Metro Airport’s jet capabilities and close proximity to the Bay Area isn’t lost on a number of high-tech firms – particularly Amazon. The online giant lands between four to six cargo jets a day at the airport. Manteca is also in close proximity to two train-to-truck intermodal facilities that allow low-cost long range movement of freight trailers via rail. The Union Pacific Railroad Intermodal Yard is 5 minutes away in Lathrop. Union Pacific is expanding the Lathrop terminal to handle growing business volume. It has easy freeway access to Highway 99, Interstate 5 & Interstate 205/580. A major distribution complex project next door is in planning process with 2.2 million square feet. The Santa Fe Railroad Intermodal Yard is 20 minutes away. The facility handles up to 300,000 tractor trailer units a year. There is freeway access to Interstate 5 and Highway 99.

Building A Community
M
anteca is more than just a place to live. It is a community full of life. It’s the laughter of the young — and young at heart — as they gets soaked from Manteca firefighter spraying water above the crowds filling Main Street during the Fourth of July parade. It’s in the smiles of seniors — those in high school and those retired — sharing a dance at the annual teen-senior dance. And it is in the look of satisfaction on faces of those who spend several hours on a Saturday gleaning citrus from residential trees that would otherwise go to waste so those in need don’t go without. Some cities build homes. Manteca builds a community. It goes beyond churches, solid schools, and a host of activities for youth. Manteca goes beyond what you’d expect to find in a typical community. Thirty-five years ago when people noticed when latchkey kids were getting into mischief after school and in the summer, the community banded together, raised money and used volunteers to build a Boys & Girls Club. Today that club is still going strong with 1,700 active members. It is financially supported 100 percent by the community. Twenty-five years ago when churches noticed an upswing in struggling families, they joined forces to found HOPE Family Shelters. Since then 180 people a year — families, single moms, and their children — are provided temporary shelter while receiving help at better managing their finances and addressing issues that make keeping a roof over their heads precarious. HOPE Family Shelters enjoys a 70 percent success rate when it comes to families being able to secure and retain permanent housing after spending up to three months at one of the shelters. That compares to the national rate of 10 percent. It is done though active community support that includes donating funds for 90 percent

of its budget. Fifteen years ago a home builder — the late Antone Raymus — was frustrated at seeing young people struggle and end up making bad decisions. When he was told much of the issues could be traced back to not being able to grasp reading, writing, and math as well as a lack of mentoring, Raymus gathered community leaders together and put up $300,000 of his own money to form a free tutoring and mentoring organization called Give Every Child a Chance. Today the non-profit has more than 30 tutoring sites and helps more than 3,000 kids a year to perform better in school. The three programs are not the exception, but rather the rule in Manteca. And when the city established a program — such as the Manteca Senior Center —

the community picks up the ball and runs with it. The senior center is considered one of the most active in Northern California with numerous activities and programs for seniors. The moniker “Family City” is not just a snappy city slogan. To make the community more family friendly, city leaders long ago decided Manteca needed to strive to have a park within a half mile walking distance of any home. Today Manteca — with 76,000 residents — has more than 70 parks. It is by far the highest number per capita in the region. Youth activities run the gamut from organized sports and vibrant JROTC programs to FFA, 4H, Scouting, and more. The Manteca Chamber of Commerce makes it their business to help build a stronger community fabric. They stage weekly Market & Music events at Library Park on summer evenings offering a farmer’s market with family entertainment. They stage the annual Twilight Christmas parade and Christmas in the Park complete with a snow hill. Other community projects include Flags Over Manteca. It involves placing 2,400 flags along Manteca’s main streets ten times a year on days such as Martin Luther King Day, Armed Forces Day, Memorial Day, Labor Day, Veterans Day, Fourth of July, and Sept. 11.
Manteca uInstallation of Manteca Chamber of Commerce Board Members and Awards Dinner is held in June each year. This ceremony recognizes business members who have done an outstanding job throughout the community. uAlmond Blossom Festival: (The last weekend of February) While this is a Ripon event in a quaint community just six miles to the south, it is hard for a Manteca resident not to be caught up in the 55th annual event. Manteca — along with Ripon and Escalon — is a major almond-growing region. The last several weeks of February fill the air with the sweet scent of almond blossoms followed by a week where the ground in over 20,000 acres appear as if it has been snowing as the blossoms float to earth. The Almond Blossom Festival features small-town joys such as church baked cream puffs, diaper derby, parade, dances, dinners, a carnival and more. For more information call the Ripon Chamber of Commerce at (209) 599-7519. uMemorial Day Weekend Commemoration: (Memorial Day Weekend) Nearly 30,000 people annually from throughout Northern California attend the largest Memorial Day Weekend Commemoration on the West Coast that takes place at Woodward Park and is staged by the Welcome Home Heroes Foundation. Events include a fly-over, salute to Gold Star families, displays of the Traveling Tribute to those who have fallen in the Global War on Terror, a USO Show, traditional Memorial Day ceremonies, kids’ activities, car show, fun run, fireworks and more. This is a mini-festival of sorts featuring plenty of fresh fruits, veggies, nuts, live music, great food, specialty items and a beer garden. The market is located on Manteca Avenue and Library Park in downtown. Come out and enjoy locally grown products, eat dinner and enjoy some awesome music. For information call the Chamber of Commerce at (209) 823-6121. uOld-Fashioned Fourth of July: (Independence Day, July 4) It’s a true red, white, and blue holiday in Manteca starting with the 2,400 flags placed along major streets as part of the Manteca Chamber of Commerce’s “Flags Over Manteca” project. Then there’s a pancake breakfast followed by a parade through downtown Manteca ending with an old-fashioned fire cart being pulled by firefighters who hook it up to hydrants along the route to spray down the young and young at heart. Events uManteca Pumpkin Fair: (First weekend in October) Manteca is the largest pumpkin growing region in the Western United States if not the nation. Fields around Manteca supply over 90 percent of California’s Halloween pumpkins plus tons that go to other nearby states. uTwilight Christmas Parade & Christmas in the Park: (First Saturday in December) For nearly 40 years, Manteca has conducted a twilight Christmas parade through downtown. In recent years other cities have followed suit. Manteca, though, is still the largest with more than 120 entries. There is also a holiday festival in Library Park complete with a snow hill. uDell’Osso Farms Corn Maze: (The month of October) More than 140,000 people visit the Dell’Osso Corn Maze each year next door to Manteca in Lathrop off Interstate 5. It features a 40-acre corn maze either by the light of day or by the glimmer of stars and flashlights in the evening. There is also a haunted house, games, go-carts, pumpkins sales, hay rides and more. But the star attraction are the pumpkin blasters. It’s the only place on earth that you can find the answer personally to the question: How far can you lob a mini-pumpkin using a 6-foot barrel with sights? The answer is about 200 yards. Farmer Ron Dell’Osso has designed and had six “pumpkin blasters” welded from steel. For $5, you get a bucket of ammo — 12 minipumpkins to be exact — that you can fire away at targets that include the standard open mouths on Halloween characters and hanging tires. he Manteca Chamber of Commerce offers many benefits to its members. From networking events to referrals to workshops, we are here to assist you in any way possible. Our goal is to help you grow your business and give you the tools necessary to succeed. The Chamber offers weekly networking coffee hours at various businesses. Each week 50-60 business professionals have the chance to build new relationships and expand their customer base. Meeting weekly really gives members a chance to get to know each other quickly. It also helps to get to know the new members. The Chamber also has quarterly Evening Mixers. . This is a good opportunity for those who are not available for morning coffees to have the chance to network with other businesses. Lunch and Learns are a great way to assist businesses and professionals with the necessary tools to keep your business strong and help it to prosper. The Chamber is planning a variety of workshops for the upcoming year. The Chamber hosts a variety of events throughout the year. Our Market & Music in Manteca runs in the months of June & July. Each Tuesday evening we have a certified farmers market complete with bands and a variety of vendors. This is held at the Library Park and is a great event for the community to enjoy. We also implemented our Christmas in the Park the same weekend as our Annual Christmas Parade. The parade is held each year on the first Saturday in December. In 2017 we are planning on adding a “snow hill” for the community to enjoy!

We were honored to give awards to the following: uLarge Business of the Year “JM Equipment “ - JM Equipment has been in Manteca since 2010 and employs over 200 people. They support non-profits including Future Farmers of America, 4H Clubs, Boys & Girls Club and Community Hospice. uSmall Business of the Year “SPACES� – Georgiann Rose is the owner of SPACES. With over 30 years of experience in interior design you have certainly enjoyed in work in many commercial establishments throughout Manteca and the Central Valley. Georgiann is also passionate about working towards a cure for Alzheimer’s. She has started her own nonprofit “Music For Alzheimer’s� and has gathered thousands of CD’s to distribute for Alzheimer patients. uNon Profit of the Year “Manteca Rotary� – Manteca Rotary is about “Service Above Self�. They are a part of the community Thanksgiving feast among other projects in Manteca. Since then, we have expanded into providing domestic water service to South San Joaquin County and are presently moving towards providing electric service as well.
Manteca How It All Started
I
t was the ultimate power walk. Joshua Cowell — the Father of Manteca — arrived on the sandy plains in 1863 on foot. Cowell had literally walked across the Sierra Nevada to what is now modern-day Manteca from the Carson Valley in Nevada. Originally from Tioga, N.Y., Cowell’s family migrated to Grant County, Wisconsin. It was from there that other Manteca pioneer families came, including the Salmons, Reynolds, Castles and Graves, among others. Cowell headed west with his brothers in 1861. His brothers went directly to California while Cowell opted to linger two years in the Carson Valley. Cowell arrived here in January 1863 and immediately purchased the ranch he lived on until his death in 1925. It was a ranch that contains most of present day Manteca. His ranch house, built roughly where the Bank of America branch now stands today on the southeast corner of Yosemite Avenue and Main Street some 146 years later, was the epicenter of the community. While Cowell gave Manteca life and the railroad helped nurture it along, it wasn’t until South San Joaquin Irrigation District was formed in 1909 to develop the Stanislaus River watershed that Manteca took root and started growing. The idea of moving water about to make Manteca grow was not a new concept. The first American settlers in the Manteca area — a 20-man Mormon contingent led by William Stout in 1846 who established a colony southwest of Manteca near the Hays Road bend in the San Joaquin River — were the first to build an irrigation ditch for farm crops, a modest three-quarter of a mile perfectly graded ditch that was still visible in 1910. The devastating floods in the following winter of 1846-47, though, swelled the San Joaquin turning it into a three-mile wide river. But while too much water forced the area’s first settlers to give up and head back to San Francisco, it was the start of Manteca’s perennial swings between not enough water to too much water. Cowell envisioned a town and vibrant farming district. He was the first to push for an elaborate irrigation system in the 1870s. Other farmers just laughed. He tried to dig a 45-mile ditch from Knights Ferry to Manteca but farmers refused to cooperate. Charles Tulloch took over the project while Cowell simply contracted to build the ditches. But It wasn’t until the first bonds were issued on June 10, 1910 to build the South San Joaquin Irrigation District that great success was obtained. It was so successful that by the time first water flowed on April 6, 1913 into SSJID canals from the just completed Goodwin Dam on the Stanislaus, the South County’s population swelled from 3,000 to over 15,000 residents anticipating the prosperity irrigated water would bring. In that sense, the story of Manteca mirrors
that of California. Harnessed water from Hetch Hetchy allowed San Francisco to prosper. The Owens Valley aqueduct fueled Los Angeles growth. Up and down the Great Central Valley farmers and struggling town sites were creating irrigation districts. Total acreage under cultivation in 1909 was 15,359 acres. Midway through the 1910s with irrigation in full swing, productive land increased to 51,095 acres. The Manteca town site created by Cowell was booming. Speculators from throughout the state were trying to cash in on the anticipated South County agricultural boom. The Manteca Enterprise in 1912 reported merchants were flocking to the town to provide clothing, plumbing, tailoring., druggist, steam cleaning, optical, and legal services. There was even a “moving picture show” preparing to open in Manteca. Claus Spreckels saw the potential for sugar beets in the Manteca district. His company arranged for the shipment of 28,000 pounds of sugar beet seeds from Germany at a cost of nearly $15,000 that arrived in Manteca on Dec. 31, 1915. By the end of January 1916, more than 50 farmers had planted 7,000 acres of sugar beets. Spreckels originally wanted to build its refinery at Mossdale Crossing or in Stockton where boats could easily ship the refined product back to San Francisco. The Manteca Board of Trade lobbied extensively and even offered
to provide 449 acres for the sugar plant. The impact of Spreckels’ decision cannot be overstated as to the impact it had on Manteca. The Manteca district had 371 residents in 1915. After Spreckels announced its decision to build in Manteca, the community’s population jumped to 567. By the time the plant opened in 1918 after delays caused by World War I, more than 300 new families had settled in the Manteca area. The town was growing and prospering as South County trade center thanks to the dual impact of irrigated fields and Spreckels Sugar. The actual town site had 200 residents in 1918. Talk of incorporation started. By June 8, 1918 after a successful election, Manteca was incorporated as a city. The first year was spent getting sewer bonds passed, repairing and extending streets, shoring up the volunteer fire department, property owners were fined for not clearing their lots of weeds, a marshal and deputy marshal were hired and ordinances governing citizens’ behavior were adopted. In just one decade, Manteca was transformed from a wide spot on the rail line into a new city looking forward to a prosperous future while struggling to deal with growth issues. It would not have happened if men didn’t have the vision of harnessing the Stanislaus River to bring irrigation water to the Manteca district.
