anteca’s first 100 years weren’t too shabby. The South San Joaquin Irrigation District secured and developed senior adjudicated water rights that not only turned the ground around Manteca and neighboring communities into some of the most productive farm acreage on the planet but it also made it possible for urban growth and has positioned Manteca to enjoy robust growth today in the 21st century. As Manteca starts its second 100 years, it has built opportunities that make it an unparalleled in the nearly 13 million consumer rich Northern California Megaregion whether it is for business or those seeking a lifestyle conducive to raising a family, as an active young adult, or those seeking to get the most out of retirement. Manteca is part of the strategic South San Joaquin County location that is drawing the lion’s share of companies seeking to situate distribution centers and other facilities to serve the Northern California Megaregion that includes major markets such as the San JoseSilicon Valley, San Francisco, Oakland, and Sacramento. There are four major Amazon distribution centers — two in Tracy, one in Patterson and one in Stockton — in addition to six daily Amazon Prime flights to Stockton Metro Airport. Manteca/Lathrop is right in the heart of the expanding business park sector with over 6 million square feet of spec space as of August either under construction, just completed or breaking ground. opted to combine Modesto and Stockton operations into one location in Manteca to enhance customer service and cut costs. uManteca is part of the Northern California mega-region’s largest concentration of distribution centers and other industrial concerns thanks to being within 75 miles to the hearts of San Jose, San Francisco, and Sacramento. Manteca-LathropTracy have secured the likes of Amazon, Ford, Tesla, 5.11 Tactical, Medline, Home Depot, JC Penney, Orchard Supply Hardware, Costco, Restoration Hardware, and many more. In excess of 6 million square feet of business park space is now under construction in the South County with a number of firms expressing interest in leasing. uThe West Coast’s main freeway — Interstate 5 — passes within three miles of Manteca while the commerce rich Highway 99 passes through Manteca. The two are connected by the 120 Bypass. Interstate 205 ties Manteca into the heart of the Bay Area via the Altamont Pass. uStockton Metro Airport is 10 miles north of Manteca. Amazon has more than a half dozen daily flights with more on the way as the region’s fourth Amazon distribution center opens in Stockton. 2,400 FLAGS OVER MANTECA

anteca: America’s most patriotic city? It is more than just wishful thinking. Ten times a year hundreds of volunteers get up before dawn’s early light to place 2,400 American flags along Manteca’s main streets to honor our fallen, our veterans, our military, our civil rights leader, and our founding principles. It is all a part of the Manteca Chamber of Commerce’s marquee community service endeavor Flag over Manteca. Months after the terrorist attacks on Sept. 11, 2001, then Manteca Chamber of Commerce executive director Joe Pellegrino proposed to the chamber board that the business group should undertake a flag project to reflect the community’s patriotic sentiments that were sharpened by the terrorist attacks The idea spread like wildfire. Within two months the community donated $70,000. Mountain Valley Express donated a truck trailer to the flags, Perez & Sons Cabinets stepped up to make the flag poles, Luna Painting varnished them. Monogram Magic embroidered the flags. And then volunteers like Les Thomas stepped up to place the flags and retrieve them on days such as Presidents Day, Veterans Day, Armed Services Day, Martin Luther King Day, Presidents Day, Flag Day, Memorial Day, Fourth of July, and Patriots Day on Sept. 11. Thomas and others also volunteer on joyous occasions when

service men return home or on somber ones when the fallen come home. Thomas — like many others — have never missed a day of putting the flags out. Thomas has gone a step further. He stepped up and coordinated the distribution and collection of the 2,400 flags. The impact of the flags goes beyond Manteca. Residents from up and down the Northern San Joaquin Valley come to Manteca on the day the streets are graced with the nation’s colors. And there have been instances where the flags — when seen on a visit by people

passing through Manteca from the Bay Area — used them as the deciding factor of where to move for their retirement. Patriotism is more than just placing flags. It isn’t uncommon for those in uniform to have complete strangers — Manteca residents walk up to them and thank them for their service. The chamber appreciates donations to help pay to replace flags that get damaged as well as for additional groups to help volunteer placing and retrieving the flag. MANTECA SNAGS GREAT WOLF

ow strategic is Manteca’s location, amenities, and the city’s ability to serve growth for capturing the growing leisure time market and trends toward staycations? Ask Great Wolf Lodge. The world’s largest indoor waterpark resort company passed on Brentwood and Gilroy to ink a deal to build its Northern California location in Manteca — at the epicenter of the megaregion. Great Wolf has broken ground on a 500room hotel resort and 109,767 square-foot indoor waterpark. It also includes colorful tubes for rides that will just off the northern wall along Daniels Street. The main lobby — which will soar as high as four stories — is where a multitude of free family-style programs are offered for guests such as story time and children’s yoga. There is an Adventureland with everything from kids bowling, climbing walls, miniature golf, an arcade, laser games, rope climbing and more plus a sit-down restaurant, four restaurants in and a food court and other options such as candy and ice cream vendors available to the public and resort guests. The sit down restaurant will include a larger outdoor dining area overlooking the resort’s swimming pool. There will be 10,000 square feet of meeting rooms plus a 5,000 square-foot outdoor pavilion for cheer and dance competitions.

The resort fronting the 120 Bypass off of Airport Way represents a $150 million investment and is targeted to open in mid 2020. It is part of a 210-acre city-planned family entertainment zone that includes the Big League Dreams sports complex with its six

locations do not spend all of their time at their resort. They will often visit area attractions, shopping venues, and other restaurants. To that end, Great Wolf offers synergy not in just being the premier attraction in Manteca but with its commitment to market the location. Great Wolf plans on spending millions of dollars a year marketing the Manteca resort once it is open. It will give the city media exposure that dwarfs what TV and radio blitzes Manteca Waterslides as well as Manteca Trailer with the signature “Maaan-tee-ka!” sign-off line did for the city in the 1970s and 1980s. Existing recreational amenities include an 18-hole municipal golf course that consistently draws the highest number of players of courses annually throughout the Northern San Joaquin Valley region. It also has a country club-style two-story clubhouse and an adjacent tennis center. The Spreckels Park BMX Park has been described by many competitors as one of the premiere courses they’ve ridden. A lot of that has to do with the fact unlike other BMX courses it isn’t just tucked away on a field outside a city or in a less than stellar part of town. It is on a main street — Spreckels Avenue — in a grassy basin with restaurants and hotels nearby.

Manteca ON TRACK FOR GROWTH

M

anteca is the place to get your business — and family lifestyle — on track. That’s because the city is in the heart of South San Joaquin County that is emerging as the undisputed hub of both goods and people by traditional rail in the 12.5 million consumers Northern California Megaregion. With the vast majority movement crosscountry of goods now going by rail along with the rich San Joaquin Valley shipping fruits and vegetables across the country and the consumer demand of megaregion residents, Manteca has quick access to two major truck-to-train trailer intermodal facilities. The Union Pacific Railroad intermodal operation borders Manteca’s city limits. It is also across from the CenterPoint Business Park designed with a direct railroad crossing to the facility to assure the absolute quickest transfer from train to distribution center and/or manufacturing concern possible. Fifteen miles northeast of Manteca is the Santa Fe Railroad intermodal facility. That means truck movements are minimal to move trailers to the two railroads that connect California to the rest of the nation. Time is money. The close proximity to the two major rail shipping points slashes the expenditure of time and money, a crucial need in today’s economy. Perhaps even more impressive is how

how effective ACE is at snaring commuters. It helps them avoid the nerve wracking congestion that has made the commute via car to San Jose through the Tri Valley area of the East Bay one of the worst in the nation. Workers arrive refreshed without driving stress at work. They also arrive home without being exhausted. Train time is used to catch up on work, access the Internet via onboard WiFi, relaxing, or napping. With $1 billion set aside, commute passenger rail service from the Manteca area is about to become the best in California. By 2023 ACE service will be running south to Ceres with stops in downtown Manteca, Ripon and Modesto. They will join the existing stops including Lathrop-Manteca. Not far behind it Valley Link will be rolling. The environmental work for the system that will connect with the BART network at the Dublin/Pleasanton station will be extended to a new North Lathrop station just four miles from downtown Manteca. Trains will depart every 30 minutes to the Dublin/Pleasanton BART station for direct connections throughout the San Francisco Bay Area including downtown San Francisco and the city’s international airport. The start of 2023 service in downtown Manteca means local residents can daily catch trains in Manteca to reach employment centers in San Francisco, San Jose and the Silicon Valley as well as Sacramento. The two projects will also connect 500 miles of commuter and intercity rail lines with more than 130 stations in the Northern California metroplex. It would ultimately be feasible to catch a train in Merced and — with connections that are station-to-station or very short shuttle runs — travel to downtown San Francisco, downtown San Jose, San Francisco International Airport, Stockton, Sacramento, Lawrence Livermore Lab, Levi’s Stadium, and the Oakland Coliseum among other destinations. You could step on a train in downtown Manteca, Lathrop-Manteca, North Lathrop, Ripon or River Islands to access that 500-mile network that includes 130 stations making mass transit a viable alternative to commute to jobs, travel to reach entertainment venues, shop, attend school, and other purposes. Agencies involved with the Tri ValleySan Joaquin Valley Regional Rail Authority are the cities of Manteca, Lathrop, Stockton, Tracy, Livermore, Pleasanton, Dublin and San Ramon, the Town of Danville, Mountain House Community Services District, San Joaquin and alameda counties, Livermore Amador Transit Authority, BART, and the San Joaquin Regional Rail Commission (ACE).


Manteca EVERY CHILD DOES COUNT

I

t’s not by accident that Manteca Unified School District has one of the highest graduation rates in California. In 2017, 98 percent of all seniors graduated compared to 83.2 percent for California. For the May 2018 graduation, Manteca Unified — a district of 24,600 students — had 1,500 seniors. Of those, four did not graduate. How that happened is indicative of the district’s commitment to educate students. Seventh and eighth grade teachers identify struggling students that go on a list. The students are connected with high school counselors while still in the seventh and eighth grades, interventions including summer math programs and such are tapped. To illustrate how serious and committed everyone from teachers and principals on up are to the identified students succeeding, the list of names is provided to the district superintendent on a monthly basis with notations of their progress. It is just one example of how Manteca Unified is constantly working to provide the education students need to succeed in a changing world. Among the other initiatives the district has undertaken besides sharpening basic skills, stepping up college prep, and increasing its focus on Science Technology Engineering & Math include: uestablishing a charter vocational high school known as the be.tech Academy offering courses of study in disciplines such as fabrication, cuisine, and first responders. A number of students secure good paying jobs before they graduate in fields such as welding and high tech metal work that they either use to develop a well-paying career or use to help pay for college without accumulating crushing debt. ucreating a teacher development program designed not just to help students get a leg up on college courses but to provide mentorship as they continue on after high school with their education. To accommodate growth and to assure the maximum academic offerings while still having a campus atmosphere that is vibrant and not impersonal, the school board has adopted a strategy that caps each high school at 2,200 students. Installation and recognition of Manteca Chamber members. uAlmond Blossom Festival: (The last weekend of February) While this is a Ripon event in a quaint community just six miles to the south, it is hard for a Manteca resident not to be caught up in the 55th annual event. Manteca — along with Ripon and Escalon — is a major almond-growing region. The last several weeks of February fill the air with the sweet scent of almond blossoms followed by a week where the ground in over 20,000 acres appear as if it has been snowing as the blossoms float to earth. The Almond Blossom Festival features small-town joys such as church baked cream puffs, diaper derby, parade, dances, dinners, a carnival and more. The Sunrise Kiwanis Manteca Pumpkin Fair attracts 30,000 people to downtown Manteca the first weekend in October. uOld-Fashioned Fourth of July: (Independence Day, July 4) It’s a true red, white, and blue holiday in Manteca starting with the 2,400 flags placed along major streets as part of the

Manteca Chamber of Commerce’s “Flags Over Manteca” project. Then there’s a pancake breakfast followed by a parade through downtown Manteca ending with an old-fashioned fire cart being pulled by firefighters who hook it up to hydrants along the route to spray down the young and young at heart. After dusk there is a large aerial fireworks display. It features a 40-acre corn maze either by the light of day or by the glimmer of stars and flashlights in the evening. There is also a haunted house, games, go-carts, pumpkins sales, hay rides and more. But the star attraction are the pumpkin blasters. It’s the only place on earth that you can find the answer personally to the question: How far can you lob a minipumpkin using a 6-foot barrel with sights? The answer is about 200 yards. Farmer Ron Dell’Osso has designed and had six “pumpkin blasters” welded from steel. For $5, you get a bucket of ammo — 12 minipumpkins to be exact — that you can fire away at targets that include the standard open mouths on Halloween characters and hanging tires. In recent years other cities have followed suit. Manteca, though, is still the largest with more than 120 entries. There is also a holiday festival in Library Park complete with a snow hill.

uHolidays on the Farm: (December) More than 60,000 people visit the Dell’Osso Holidays on the Farm each year next door to Manteca in Lathrop off Interstate 5. M

anteca is a true California city of the 21st century. During the past 123 years, it has grown from a wide spot on the rail line as a skimming station for milk bound for San Francisco, to a city of 81,450 as dependent on the high-tech jobs of the Silicon Valley and Livermore Lab as it is of the agricultural riches growing on once what were referred as “the sand plains of South San Joaquin County.” But unlike other California cities that have grown out and abandoned their central districts, Manteca has grown in a geocentric pattern from the corner of Main Street and Yosemite Avenue where Joshua Cowell “The Father of Manteca” built his first ranch house. Manteca started the century with a name. Originally, the stop on the rail line was known as Cowell Station. To avoid confusion with a second Cowell Station down the line, the name was changed to Monteca, an adaptation of the Spanish word As one story goes, when the first batch of tickets arrived from the railroad a printer’s error changed “Monteca” to “Manteca”, meaning lard. Irate citizens could not persuade the railroad to change the tickets so the name was finally accepted. Growth was the main issue in 1900 as it is today. But in 1900 Manteca residents universally were clamoring for more growth to help tame and populate the growing agricultural region. The biggest over population issue was rabbits, owls, squirrels and coyotes. There were even professional squirrel killers who traveled around the community in 1900. In subsequent years, the Manteca Board of Trade and then other organizations sponsored annual rabbit hunts that attracted hundreds of sportsmen who fanned out over nearby fields and bagged rabbits in a one day hunt. Thousands of rabbits were killed in a bid to keep them from destroying young trees and other crops. Manteca’s early growth was completely tied to agriculture. It was a decision by Spreckels Sugar to locate in Manteca that gave Manteca its biggest boost. The man responsible for convincing Spreckels representatives on an inspection trip in 1915 to opt for Manteca for their next sugar beet refinery plant was Ed Powers who eventually built Powers Tract next door to the sugar company to provide housing for servicemen returning from World War II. Ironically, it was the demise of Spreckels Sugar in 1996 that opened the door for Manteca’s biggest economic boost in decades — the 362-acre Spreckels Park. Manteca started the 20th century as an ideal supplier of farm products to San

Francisco, the undisputed major urban center of the West in 1900. The City was referred to by many as “The Paris in the West.” As the century unfolded, many young Mantecans headed to the Bay Area for jobs after World War II. As the 1960s ushered in the Golden Age of Freeways in California, many Mantecans started commuting to jobs in the blue collar factories of the East Bay and the white collar skyscrapers of San Francisco. As the Bay Area high-tech expansion took off in the 1970s, Manteca gained popularity

as a “bedroom community” to the jobrich Silicon Valley. The trend is still true today although more and more new Manteca residents are employed in the high-tech cradle developing in Pleasanton-Livermore. The Bay Area is still expected to influence Manteca’s economic lot as the 21st century continues to unfold. But instead of shipping food and other farm products to the City and other Bay Area communities, Manteca is positioning itself to lure businesses that are finding it difficult to cope with the high cost of rent and living in the Bay Area.
