ANNOUNCEMENTS Emanuel Medical Center Names Preston Clark Chief Strategy Officer

Emanuel Medical Center has appointed Preston Clark as its new Chief Strategy Officer, effective Feb. 1, 2022.

As Chief Strategy Officer, Preston will focus on the growth and development of Emanuel Medical Center’s network of services to ensure the hospital is meeting the needs of the community and providing convenient access to high-quality care close to home.

“Preston will be a wonderful addition to our executive team here at Emanuel. He brings with him excellent experience in healthcare strategy,” said Murali N. Naidu, M.D., CEO of Emanuel Medical Center. “Preston is dedicated to enhancing and expanding the services we provide for the residents of Turlock and surrounding communities.”

Preston joins Emanuel from our sister hospital in Manteca, Doctors Hospital of Manteca, where he has served as Chief Strategy Officer since 2019. He was instrumental in identifying gaps in care for South San Joaquin County and developing service lines in collaboration with physician, nursing and administrative leaders.

Preston has been with Tenet Healthcare since 2015. Prior to his role in Manteca, he served as the Director of Strategy at The Hospitals of Providence Memorial Campus in El Paso, Texas. Before his strategy role, he served as Director of Regional Outreach and Administrative Resident for The Hospitals of Providence.

Preston earned his Bachelor of Science degree in Recreation Management and Youth Leadership with a Minor in Business Management from Brigham Young University in Provo, Utah. He earned his Master of Science degree in Healthcare Administration from Trinity University in San Antonio, Texas. Preston is also a member of the American College of Healthcare Executives.

Modesto General Plan Update

When it comes to planning the City’s future, the general plan is the single most important effort. The general plan is the City’s vision and serves as the foundation for big-picture land use decisions and large-scale new growth areas. The City of Modesto is launching a comprehensive update to its general plan, called “Modesto 2050.” The new general plan is expected to be completed in 2024. The general plan matters to almost everyone, impacting decisions related to: • Transportation – cars & trucks, transit, bikes & pedestrians • Growth and development • Jobs / Employment • Housing & neighborhood character • Parks and recreation

What is a General Plan? A general plan is all of the following: • A vision and guidebook for the future development of the community, and a roadmap to achieve that vision, including policies, maps and other supporting information. • A set of instructions regarding “how to build a city” that provides guidance for decision-making. • Applies to the area within the city limits, plus areas outside the City that relate to its future.

A legal requirement by the State for all local agencies (cities and counties).

What will Modesto’s new General Plan accomplish? The updated General Plan will: • Provide improved housing opportunities and choices. • Promote job growth and establish a path for economic development efforts. • Provide improved transportation choices for transit, rail, bicycle and pedestrian facilities. • Identify needs for infrastructure, and for funding, to serve new development. • Facilitate increased infill development. • Maintain existing neighborhoods / create new neighborhoods that are complete, safe and walkable. Complete neighborhoods include schools, services, parks, and grocery stores. • Create a shared vision that is broadly supportable and implementable. • Help improve the local economy through redevelopment along major transportation corridors, in the downtown and at other high-profile opportunity sites. • Consider a new planning area boundary, to be established through a robust and deliberate public engagement process. • Define the path for economic development from land use-based decisions.
