Mounties discovered a body in a ditch in Ruskin Wednesday afternoon, the cause of death still undetermined. The deceased body was found on the north side of Lougheed Highway at 280th Street, said Ridge Meadows RCMP Cpl. Alanna Dunlop. The police received a call at 2:20 p.m. As of press deadline, the age or gender of the person had not been released. Traffic was being redirected around the immediate area, while general duty officers, traffic members, and the Integrated forensics and Crash Analyst and Reconstruction section (ICARS) arrived to start their investigation.

Teachers ‘might go back’: MRTA boss George Serra suggests returning to the classroom, in a limited capacity, might be an answer. by Christopher Sun csun@mrtimes.com
Christopher Sun/TIMES
Pickets were set up in front of the school district offices on Tuesday.
Premier Christy Clark has publicly asked B.C. teachers to suspend their strike, but her government needs to bring something new to the bargaining table for that to happen, said George Serra, president of the Maple Ridge Teachers’ Association. Clark made the request during a special news conference in Vancouver at lunch on Tuesday. However, if unresolved, teachers

may return to the classrooms anyway, Serra said, adding they cannot bargain with a government that doesn’t care about public education. “The problem is, kids not being in school doesn’t seem to impact the government one bit,” Serra said. “If they don’t care, we might say, let’s go back to work on a limited capacity.” Should that happen, parents and students will see the same phased, job action teachers took earlier this year, before the full blown strike began in mid-June. This would include no student supervision outside of classes and rotating strikes. Serra doesn’t believe the premier will legislate teachers back to work

because that would open another lawsuit where he believes the courts will find the government has been bargaining in bad faith, again. He said the government has not budged on their stance when it comes to pay, benefits, or classroom size and composition – which isn’t how negotiating and bargaining works. “We’ll come down if you [government] go up and that hasn’t happened at all,” Serra told The TIMES just minutes after Clark made her address. “I think this is personal for Christy Clark. She wants to keep us out, why else won’t she put one additional penny on the bargaining table?”

At first, Roanne Viveiros didn’t believe the news. She had just answered her phone, and on the other end was a voice telling her she had won a brand new car. The voice belonged to Bob Shantz – affectionately known in local Rotary circles as Papa Duck – who explained to Viveiros that the $10 duck she had bought for this year’s annual Rotary Duck Race had just scored her a brand new ride. “I was totally flabbergasted,” said Viveiros, who explained she has a bought a ticket every year, since the event began. She recalled having jokingly told her husband Jose, who is part of the 1st Laity View Scout Troop – which helps out with the race – to make sure her duck won. When Shantz phoned to tell her she won the top prize, Viveiros thought he was pulling her leg. “I didn’t believe him,” laughed the Maple Ridge resident. “I asked if Jose had put him up to this.” Jose hadn’t of course, and when Viveiros realized the news was real, her excitement was hard to contain. And she quickly made her way

The second-place prize went to Amrit Bains, who won a week’s stay in Whistler, valued at $2,000, courtesy of Mark’s Work Wearhouse. In third was Matt Debruyn’s duck, who scored him a $1,000 gift certificate from Mark’s Work Wearhouse. Paula Meredith’s duck claimed fourth place and won a $1,000 furniture or mattress package from BrandSource Fuller Watson. Lashin Hian scored fifth place and can celebrate with an $870
golf package from Meadow Gardens Golf Course. And Phyllis Siu has her duck’s sixth place finish to thank for her new 32-inch flat screen TV, valued at $450, and courtesy of Haney Sewing and Sound. Under provincial gaming regulations, winners have a year to claim and collect their prize, explained Shantz. In total, $82,960 was raised for local sports and community groups this year, and 31 groups took part in the fundraiser.

Council continues clucking about chickens Pitt Meadows citizens could soon be able to keep up to five chickens on their residential property. by Eric Zimmer ezimmer@mrtimes.com
A public hearing will be held during the
Sept. 16 meeting of Pitt Meadows City Council to give residents the chance to weigh in on the keeping of backyard chickens. During Tuesday night’s council meeting, City staff presented a report to council that touched on bylaw amendments regarding poultry as pets. The report recommended a one-year pilot program, should everything go ahead.
Councillor Dave Murray said he supported the idea of keeping backyard chickens, while Coun. Gwen O’Connell said she was “really looking forward” to the public hearing. “I’m certainly going into this with an open mind,” said Mayor Deb Walters. “I’m not really sure where I stand on this, so it will be interesting to hear what the public has to say.”

Teacher predicts parents key to solving impasse by Christopher Sun csun@mrtimes.com
In Craig Mitchell’s 29 years working in the Maple Ridge and Pitt Meadows school district, this current strike is the worst he’s seen it. He has been on the picket lines numerous times, but has never seen school not reopen after Labour Day. As the teachers union laments for class-size and composition limits after winning two B.C. Supreme Court cases on the issue and the B.C. government’s refusal to discuss it, Mitchell said parents need to step in to end this impasse.
“Parents are going to have to be the agents for change,” Mitchell said, who is a mentoring teacher and was out picketing at the school district office Tuesday morning. “Parents who have been in our classes know we’re here for the right reasons,” he said. “We are in a fork right now and the pathway they choose will not only have an impact now, but for the future.” Mitchell said as society has changed in the past 30 years, so has the students and their educational needs. There are more English as Second Language students, kids with behavioural and emotional problems stemming from an increase in broken homes, and an expectation of teachers to do more with less resources and support.
…continued from page A1
Wednesday afternoon, B.C. Teachers Federation (BCTF) president Jim Iker said there are no plans to suspend the strike while negotiations continue. “Our members are standing strong and they are resolved,” Iker said in reaction to Clark’s statements. “We’re not suspending any strike right now and don’t forget that we’re locked out. We need to enter into fullscale mediation.” At the bargaining table, BCTF is seeking a five-year contract, with an eightper-cent wage increase, $5,000 signing bonuses, and reinstatement of pre-2002 class size and composition numbers – which the province has been found guilty twice by the B.C. Supreme Court for illegally removing from the teacher’s contract. The government is currently George Serra appealing that ruling. MRTA president The government has countered with a seven-year contract, seven-per-cent wage increase and no reinstatement of the previous class size and composition numbers. An earlier $1,200 signing bonus was offered but is off the table as it was contingent on a final contract being signed by the end of June.

Gillian Ducharme, a speech therapist for the school district, said there have always been kids who needed more support than others, but that support has been cut through the years. This has meant larger classrooms with more special needs children – which she said takes a toll on teachers and the education students get as either more time is spent with those students, slowing down the class or those students needing more help, fall behind. “Speech therapists, psychologists, counsellors, occupational therapists, etc, we were all put in place to support teachers in handling kids with special needs,” Ducharme said. “But the government has cut speech therapists, psychologists, counsellors... That’s why we’re here [picketing].”

Bear sightings starting to rise Residents are reminded to lock up garbage and clean up fruit trees. by Roxanne Hooper rhooper@mrtimes.com
Apples are ripening. It’s harvest season, so it’s no surprise to most Maple Ridge residents that bear sightings are on rising. “It’s that time of year,” said Dan Mikolay, the Wildsafe B.C. coordinator in Maple Ridge. He explained that bears are hunting for extra food now, as they increase their calorie intake from an average of 4,000 to 20,000 calories a day in anticipation of their “long winter’s nap.” “Bears are starting to get ready for hibernation,” Mikolay said, reminding residents of the need to lock up their garbage and the need to remove all other attractants – such as bird feeders, barbecues, and ripening fruit. “Bears, if there’s no food source, won’t come around,” Mikolay said. On the weekend, for instance, Silver
Valley residents spotted a black bear in an abandoned apple orchard across the street in Rock Ridge. Ruth Ross and fellow Rock Ridge resident Deon Van Der Heever, both described themselves as “fortunate” to be able to watch bears pass through their neighbourhood regularly, and this weekend apple feast was no exception. “Their tummies are full and they could care less about the people driving by and stopping to look at them,” Ross said, noting a new area resident from England was there in his business suit taking pictures, but Ross was content to stay back and use her telephoto lense to get her pictures. “This will be the last year to see them, as the three-acre property will be developed next year and we will be looking at 62 townhouses instead,” she added. “It was just great to watch him so close.” Van Der Heever said residents in his neighbourhood are not complaining about bears, and – in fact – happy to see them. “We happily co-exist with them.”

When Donna met Nikki
A local entertainer shares a personal connection to this Sunday’s SPCA event.
FRIENDLY AND GENTLE
by Eric Zimmer ezimmer@mrtimes.com
Donna Milburn has experienced firsthand the difference Maple Ridge SPCA makes in the lives of animals. Donna is one-half of the Pitt Meadows entertainment duo known as Click and Clown. Along with her husband Jim, the pair own a shorthair cat named Roulette, that was left at their home by himself while the duo was out performing their shows. “We thought perhaps we should find him a four-legged friend to keep him company,” Donna explained. In early 2013, she and Jim decided to stop in at the local SPCA in Albion to inquire about adopting a pet. Their questions were answered when they walked into the front office and laid eyes on a dog that they would soon call their

Nikki had come across Canada with her terminally ill owner who had moved to the West Coast to live with her family. “Nikki was well taken care of all her life,” noted
Donna. “They just couldn’t look after her anymore.” Stories like these are the reasons behind the annual SPCA Paws for a Cause, which takes place this Sunday, Sept. 7 at the Maple Ridge shelter, at 10235 Jackson Rd. Registration starts at noon, the walk begins at 2 p.m. “Paws for a Cause means helping other animals... find homes,” said Donna. More than just partaking in the walk, the couple volunteer their time and entertain those who show up to the annual affair. “The work the SPCA does is invaluable... we are honoured to be part of the event,” Donna added. Our View
Not all will get $40 fund The provincial government has rolled out its $40 per day program for children aged 12 and under. Parents of children from kindergarten up to around the end of elementary school can start applying for the funds – though of course the money won’t show up until after the strike is over. If the government actually gave out that much to every parent of a public school child, it would cost about $12 million a day, or most of the cost of running the education system. Of course, Finance Minister Mike de Jong is canny enough to know that he won’t be digging into the public coffers for quite that much. Some parents are not going to collect the money. The bulk of it will go to those parents in the middling middle class – your typical household in which both parents work and their 1.5 kids could always use more cash for hockey equipment, dance lessons, college fund top-ups, and maybe daycare. On the top end, there are parents who make enough money that going through the hassle of the government registration process just isn’t worth it. There are also parents who owe back taxes or other fines. Worst, though, is the fact that some people are definitely going to slip through the cracks at the bottom of the economic ladder. There are a lot of parents in this province who are doing everything they can to provide for their kids, and still barely scraping by. Some parents work two or three jobs. Some are recent immigrants with limited English literacy. Some are single parents. Some are all of the above. For those parents, the extra money would no doubt come in handy. But navigating the bureaucracy to get it back will be tough. We’ll be very interested to see what this program actually costs the government. – M.C.
This Week’s Question What do you have in your back-to-school shopping cart? ■ Your View Last week’s question, results… Would you send your kids to private school, if you could afford it?

Double dam standards inadequate
Dear Editor, In B.C., we have two or more government “standards” for dam safety requirements. Under the Ministry of Lands Forests and Natural Resources and their Dam Safety Act, we have a safety requirement of one-in-10,000-year risk of failure engineered into the BC Hydro earth-filled dam on the Alouette River.
Supposedly, the Alouette dam should withstand forces resulting from severe geophysical shocks. What are the standards under the “BC Mining Act” for a dam holding back a watery, slurry-slime of highly toxic waste that was perched above one of B,C,’s greatest environmental ecological treasures, the Quesnel and Horsefly watersheds?
Federal politics
Pot smoke not good for you
Dear Editor, Canadian doctors report that all smoke is harmful, and that smoking one joint is equivalent to ten cigarettes. True to form, NDP leader Thomas Mulcair accuses the Conservative government of attempting to recruit doctors “in their ideological crusade against marijuana.” Mr. Mulcair cannot even face the scientific facts of physicians who see the devastation of drug and alcohol abuse, or that the doctors can think and speak for themselves. Liberal leader Justin Trudeau also disregards the CMA’s warnings, and wants Canada to be a test case for the effect on Canadian children of legalizing cannabis. The physicians in the CMA can tell them: all smoke is harmful, especially for children. Cherryl Katnich, Maple Ridge

WHY SETTLE FOR LESS!
K R E A T M P L AC E s ’ C B C Thanks Bruce,
I have a young family, a husband and three kids and my life is very complex. I needed choice, customization and spending a lot of money on glasses was something I couldn’t justify. My Great Glasses experience was awesome. I didn’t need an appointment for my eye test and I got three pairs of glasses for less than I paid for one pair at my regular optical store. I couldn’t believe how great the deal was and how accommodating the staff were to me. I will not buy glasses anywhere but Great Glasses in the future. I’m so glad that Bruce was willing to fight for good customer value. Sincerely, Amy Gill

“Honourable, so very, very honourable. Mayor Deb Walters doesn’t suffer from the Divine-right-to-rule complex that some other mayors happen to suffer from.” – J. Craig Ruthven
In following my quest for reasons as to why the Imperial Metals mine tailing pond dam failed at Mount Polley near Likely, B.C., I was not surprised to find that there are far lower standards for mining-tailing dams than for conventional dams. Given the double standard for dams between B.C.’s Ministry of Lands Forest and Natural Resources and the Ministry of Energy and Mines, one can only draw the conclusion that, in B.C., it is unacceptable to destroy “fee simple” property and or drown humans. However, in the Ministry of Mines, the private forprofit mining industry has to meet a far lower standard of safety for areas like Quesnel Lake, which has a Fraser River keystone sockeye run of salmon. If Burrard Inlet or Victoria’s inner harbour was in the potential path of the outflow of the tailings pond at Mount Polley, what would have been the chances of permitting this mine to operate at all? Some will say that’s an outlandish comparison. But this was a First Nations regional environmental cathedral, and mine, too, as I lived and recreated there in my youth. Yes, I saw the “Kor i Noor,” or “mountain of light” and its beauty – before the mining industry allowed it to become a toxic waste dump. Geoff Clayton, Maple Ridge

This is a car that should age well on the outside BY BRENDAN McALEER

good for driving fun, can it?
However, that ageless beauty is only skin deep. While there’s much to like about the interior of the Accord in terms of spaciousness, the application of technology leaves something to be desired.
There’s no denying that Mr. Honda was a genius, but he also nearly ran his company into the ground. Obsessed with perfection, he backed up the production line time and again with new innovations and insights – the engineers eventually set up a desk for somebody to field all his brainwaves.
Just as the split-level instrument binnacle on the Civic has its detractors, the Accord’s twin screen setup is going to puzzle more than a few people. Why’d they do that? The top 8” screen looks nice, but it’s operated by a rotary control, while a second lower screen handles the audio functions, and is at a lower resolution.
It was no way to build a car, even if the car in question was actually pretty good. The Honda 1300 was the first proper Honda passenger car, and it had any number of clever tricks; sadly, it wasn’t a sales success. The next car to come along was the Civic, and we all know how that went. However, this time Mr. Honda was forced to allow his engineers to stop pulling their hair out in frustration and work together in a more harmonious fashion. Little wonder than they’d soon produce a vehicle called the Accord.
It’s odd, but it works – and yet a simpler layout probably would have been better. Having said that, the integrated LaneWatch sideview camera is the sort of clever innovation that only Honda could come up with: every time you put your right turn indicator on, a camera mounted on the right mirror shows a nice clear display down the side of the car, making watching for cyclists easy, and parallel parking a cinch.
But then something happened. The svelte little Hondas of the 70s, 80s, and 90s ballooned into huge machines that were somewhat spongy. The Accord grew so much it crossed from mid-sized to full-sized; comfy, sure, but where’s the personality? Happily, a proper Accord returned last year and the harmony is back.
Other than that, the back seats are simply enormous, and ditto the trunk. This Accord might be slightly smaller than the previous generation, but the nips and tucks don’t seem to have diminished the interior space much at all.
Design:
Not much has changed for the 2014 year in terms of the Accord’s sheet metal, assuming you discount the optional Hybrid version with its blue-green enviro-cues. It’s a conservative design, yet the more I look at it, the more there is to like.
Performance:
While slightly shrunk in size, this is still a big, wide car, yet the clean styling avoids it looking cumbersome. You get 18” alloys on both the Touring and Sport trims, but the stock 17” rims look just fine, and will have cheaperto-replace tires anyway. There is the slight worry that the LED treatment on the Accord’s front headlights is going to start looking a bit dated as the LED-as-decorative style fades out of the luxury market. However, as an overall effort, the front fascia manages to look distinctively Honda without looking too distinctive. This is a car that should age well on the outside.
0
Tackling a curving on-ramp, the fourcylinder Accord carried enough speed through the corner that little power was actually needed for extra acceleration. That’s just the way an old Honda would have made the most of its power, and the payoff is a great driving experience with minimal penalty at the pump.
Features:
Standard equipment in the mid-size sedan segment is usually very good and the Accord is no exception. The 8” display and a backup camera are standard, as is Bluetooth handsfree, automatic headlights, and heated seats. Move up to the Touring-spec trim and get leather heated seats fore and aft, satellite navigation, and a multi-angle rear camera.
One feature that all Hondas used to have was a fun-todrive essence that extended right across the range. No wonder kids were hopping up hand-me-down hatchbacks back in the day: those cars had dual-wishbone suspension and carved up corners like they were born on a track.
Fuel economy is rated at 7.8L/100kms in the city and 5.5L/100kms on the highway. The new five-cycle testing would likely indicate a 10-15% bump in those figures, but the Accord did return very good fuel economy in the real world, particularly the way the CVT worked in the city.
While the Accord is far more refined than the Hondas of yore, it still has a bit of that racing spirit tucked under the hood. The four-cylinder option makes a reasonable 184hp at 5000rpm and 181lb/ft of torque at 3900rpm. The dual exhausts on the Sport models uncork an extra 5hp, and the V6 stomps out an impressive 278hp and 252lb/ft.
Green Light:
Honda, bless their hearts, will sell you an Accord with a real six-speed manual if you want, but you’re better off selecting a Continuously Variable Transmission if you don’t want to wait. I know, I know: a CVT. That can’t be

Truth be told, Honda’s nailed this transmission. Unless you’re brutal with the throttle, it doesn’t whine and rubber-band too much, and is extremely smooth and efficient. Even better, the Accord’s chassis is that of one of the ballerinas the H-badge used to put out, meaning that it’s really quite quick and nimble. The electric power-steering is well managed, without being over boosted, and it frankly feels like a return to form.
Roomy, comfortable cabin; lively driving dynamics; good value from base model
Stop Sign:
Overcomplicated twin-screen infotainment; styling may be too conservative for some

Finds the balance between the practical needs of a midsized sedan and the twinkle in Soichiro Honda’s eye

Soccer fields throughout the community were abuzz this past weekend as teams from all over B.C and as far away as the Yukon descended on Maple Ridge and Pitt Meadows for the annual West Coast Cup tournament, presented by the West Coast Auto Group Football Club. In total, 141 teams took part in the tournament, said tournament chair, Chris Begg. “It was a lot of kids, and a lot of games,” he quipped. The tournament went “exceedingly well” and Begg added this year’s event was the best it’s ever been. “We had tremendous feedback from the teams who More visited us from out of town,” he Photos said. Online The tournament is a unique opportunity for local teams to play teams they wouldn’t otherwise normally play, noted WCAGFC president, Dan Mikolay. The tournament isn’t just a benefit for soccer players and their families though. It’s estimated that the tournament injects $100,000 into the local economy as a result of all the visiting players, parents, families and coaches, who need places to sleep and places to eat while they are here, added Mikolay. “It’s an exciting time and the kick off to the Lower Mainland and Vancouver Island soccer season,” said WCAGFC executive director, Misty Thomas. “The tournament is a lot of fun, and people are excited to get back into the game.” Thomas echoed Begg’s comments regarding tournament feedback from participants. She noted that many point to the quality of the facilities, the organization and “friendliness” of the tournament, and even things like the quality of officiating. “Any time kids are playing soccer and having fun, it’s not Rick Moyer/TIMES hard to enjoy yourTeams from all over B.C. and even as far away as the Yukon were in town this past weekend for the annual self,” Thomas said.
