NOTICE OF INTENTION TO AMEND PITT MEADOWS ZONING BYLAW

TAKE NOTICE THAT a Public Hearing will be held in the Council Chamber of the Pitt Meadows City Hall, 12007 Harris Road, Pitt Meadows, BC on Tuesday May 21, 2013 at 7:00 p.m. to consider the following amendment to Zoning Bylaw No. 2505, 2011, the Zoning Bylaw for the City of Pitt Meadows:

by Maria Rantanen

mrantanen@mrtimes.com

City of Pitt Meadows Zoning Amendment Bylaw No. 2603, 2013 The purpose of this amendment is to rezone the property located at 18958 119B Avenue, legally described as: Lot 1, Section 1 Block 5 North Range 1 East New Westminster District Plan BCP50440 From Duplex Residential (RD) Zone to Medium Lot Residential (R-1) Zone (shown bolded and shaded) in order to permit the subdivision of the property into two single family lots. The relative location of the land to be affected by the proposed bylaw is indicated on the sketch plan below:

Baillie House is looking spruced up this week thanks to realtors who took a day off to do some landscaping. Agents from Keller Williams were at the care facility at Ridge Meadows Hospital putting plants in the garden, painting garden furniture, and fixing the outside areas as part of the company’s Red Day event. “Red” stands for “renew, energize, and donate” and Red Day is the company’s international day of service. Across North America, all Keller Williams offices were closed Thursday as 83,000 employes took part in Red Day, including 2,500 in Canada – 30 were giving their time in Maple Ridge. “This event is an entrenched part of Keller Williams Elite Realty’s culture and displays the extraordinary effect a company can have when individuals come together to work as a team for the greater good of everyone,” said team leader Matt Kirby. “We can’t tell you what an impact it makes on each of us personally – it feels so great to give back to the community we know and love.” The event began a few years ago when Keller Williams International’s vice-president, Mo Anderson, thought up the idea. On her birthday, instead of her receiving a gift, everyone in the company goes out to give back to the community, explained Terri Spilsbury, owner and managing broker of the Keller Williams offices in Maple Ridge and Coquitlam.

The first Red Day was in 2009, and since then the company has given almost half a million hours in community service, for example, in women’s shelters, playgrounds, or cleaning up rivers.

Golf use prompts lawsuit

Gordy and Mary Robson built a golf course in Webster’s Corners.

NEW DOG LICENSING FEES NOW IN EFFECT UNDER OUR NEW DOG CONTROL BYLAW

by Maria Rantanen

mrantanen@mrtimes.com

The District of Maple Ridge has launched a civil lawsuit against its former mayor, alleging a golf course on his property doesn’t comply with its zoning. On behalf of the District of Maple Ridge and as directed by council, the law firm Young Anderson filed a notice of civil claim last week seeking to have the golf course use on Gordy and Mary Robson’s Webster’s Corners property discontinued. But the former mayor said the Heather Hills Golf Course west of 256th Street in Webster’s Corners is for agri-tourism and will protect farmland for the future. The zoning for the property is single-family rural residential. “[The zoning] does not allow for a golf course use,” said Reece Harding, a lawyer with Young Anderson. The District asked the Robsons in February to comply with the zoning, but no response was received, Harding added. The Robsons have lived on the property for about half a century. They grew hazelnuts on their land, but most of the trees were destroyed by blight. They currently raise Suffolk sheep on the farm. In 2004, the Heather Hills Farm Society was established with a man-

Gordy and Mary Robson have Suffolk sheep on their Webster’s Corners farm and golf course. date to protect the land and raise money for kids, Robson said. During his tenure as mayor, the BC Assessment Authority changed his assessment from class nine to class eight, which is “recreational tourism for non-profits.” To qualify as agri-tourism, the property needed to be assessed as a class nine. Robson appealed the ruling and it was changed back. Robson cited an ALC policy from March 2003, which states that “...in all cases the regulation of the use by local government must be reasonable and not prohibitive.” A legal opinion he

received in April, 2011, from the law firm Baker & Baker stated that “an agritourism use can include a golf course as long as it meets the requirements set out in the Agricultural Land Commission Act for agri-tourism.” Robson said his activities on the property are temporary, seasonal, reversible, and removeable. “We’re trying to find a way to protect [the farmland] forever,” he said. His lawyer will be filing a response within a couple weeks, Robson said. Robson was mayor of Maple Ridge from 2005 to 2008, and is a columnist for The TIMES.

Log jam stalls bridge traffic

A logging truck lost its load on the Golden Ears Bridge Friday, slowing the morning commute. by Matthew Claxton

Glacier Media

Motorists found traffic snarled heading between Maple Ridge and Langley on Friday morning after a log truck spilled its load. The truck, heading north from Langley, was barely onto the bridge deck when the

spill took place. The logs rolled towards the centre of the bridge, and slammed into the concrete lane dividers, pushing them into the southbound lanes. No one was injured by the spill, said Cpl. Holly Marks, spokesperson for the Langley RCMP. All but one northbound lane were blocked, and at least one southbound lane was also closed due to the logs. It took hours to clean up the logs. RCMP, firefighters, and commercial vehicle inspectors were on the scene much of Friday morning. There is no word on what caused the accident.

Our View

Real job just getting started The job interviews have been concluded, and today, it’s up to the boss to decide who will represent Maple Ridge and Pitt Meadows in running the affairs of British Columbia. You’re the boss. You decide which of the job applicants best meets the specification you have in mind to get the work done to your satisfaction. Unlike in some other democracies, voting is not a legal responsibility here, just an ethical one. You won’t be fined or tossed in jail if you failed to show up at your designated polling place or didn’t exercise one of Scan this the many other options page with Elections BC ensured were at your disposal. But whether or not you voted, your job isn’t finished. From here on in, like any good boss, it’s your job to ensure that your employee – your MLA – is properly instructed in the work he or she is expected to do on your behalf. And it’s your job to monitor his or her progress in completing his or her contractual obligation – to represent you and your neighbours in the Legislature. And make no mistake about it: your MLA is your representative in Victoria. Furthermore (and this is something that seems to get lost in translation within minutes after the polls close), you are your MLA’s boss, even if you preferred one of the other applicants for the job. He or she works for all of us… or is supposed to. That is a message we’re hoping will be driven home to the successful applicant, as well. An elected MLA is supposed to represent everyone in his or her riding – not just those whose votes gave him or her the job. And certainly not just those whose ideas for running the province mesh exactly with the party leader’s. – B.G.

Golf course dispute bylaw payback

Dear Editor, Once again I find myself at the keyboard after reading that Maple Ridge is suing its ex-mayor [Maple Ridge sues its former mayor, May 10, www. mrtimes.com]. I enjoy reading Gordy Robson, and thought he made a good mayor. Gordy does have a way with the truth. In the past, the Maple Ridge bylaws

office has been out of touch with reality and local business. Just ask any business person. Gordy poked the bear and the bear bit back. It is payback time for the bylaws office [Time to revamp archaic bylaws, May 7 Just Saying, TIMES]. So what if the golf course is not zoned right? So change the zoning. It has been done several times

What you’re telling us on Facebook

Former Maple Ridge mayor and TIMES columnist Gordy Robson is being sued by the municipality, seeking to close his golf course. “Stupid!!! Don’t we have bigger issues in this town to deal with?” – Christina Norrie “They are doing good for the community by donating funds to help young people and community groups. It has been there for years, so why all of a sudden does the municipality want it gone?…” – Vicki Jennings

before: once with the Golden Ears Cheesecrafters, and again with the new park on Dewdney and 256th Street. It is much better to allow the existing golf course to operate than to turn productive land into fallow farmland, destroying a lot of good work, denying the little pleasures of a game of golf, and also the positive issue of charities and church groups that have benefited. Gordy also mentioned the tax ratio, commercial to residential. Maple Ridge has the poorest ratio in all the Lower Mainland, on a per capita basis. Pitt Meadows and Mission surge forward with new business, but not Maple Ridge. Pity. Why is Maple Ridge council so backward? Why has council broken its election promise to bring commercial development to town? Just saying. Jim Bulpit, Maple Ridge

Canadians given first crack at jobs

Dear Editor, Recently, Canadians have raised concerns about the Temporary Foreign Worker Program being used by some employers to replace Canadians with foreign workers. Our government’s priority is to ensure that Canadians get first crack at available jobs in their area. Our responsibility is to Canadians, which is why we launched a review of the Temporary Foreign Worker Program as per our commitment made to taxpayers in Economic Action Plan 2013. We moved quickly to identify and correct any problems that may prevent qualified Canadian workers from being given first chance at jobs. First, we are mandating that companies must produce a solid plan to transition from the use of foreign workers to Canadians – that means training Canadians, if necessary. This will ensure that temporary foreign workers do not become permanent fixtures and long-term solutions.

We are also ensuring that we hold companies accountable, by increasing our authority to revoke work permits for those companies that do not play by the rules. We are asking additional questions as part of the application process to ensure that when employers bring in temporary foreign workers no Canadian workers are displaced as a result. Also, we will require that employers using the Temporary Foreign Worker Program pay temporary foreign workers at the prevailing wage for a job. These are just a few of the reforms we are introducing. These changes will strengthen and improve the Temporary Foreign Worker Program to support our economic recovery and growth. You can expect more changes to be announced in the coming months. KATIE’S PLACE CARRERA is a beautiful girl who is very upset to have found herself homeless. She can get quite overwhelmed and finds life at the shelter very stressful. She is slowly turning into a lap cat but is still having a hard time sharing space with so many other felines. If you can give this wonderful girl a quiet home she will reward you many times over.

SONNY came to us with his brother Wills. Their original owner abandoned them and they lived outdoors for two years. Willis passed away and now Sonny awaits a forever home alone. He is a lovely boy who is in good health and has no issues. His only fault is that he is a senior. A shelter is no place to spend your senior years. Sonny needs a home.

PENNY-LANE is a funny little girl who has made all the volunteers at the shelter fall in love with her. She prefers a feline free environment. If you’re looking for a little cat who would love to spend the evening sitting on your lap while you watch your favourite show, Penny-Lane just may be your girl! She is a diabetic and can be a permanent foster.

The first quilt show in six years in Maple Ridge attracted a larger crowd than expected, making organizers very happy. The show, held on May 2 and 3 at Burnett Fellowship Baptist Church, was put on by the Ridge Meadows Quilters Guild, and at the end of the show 10 ribbons were given out for the best quilts. “The ladies were delighted,” said one of the guild participants, Val Patenaude. “We had a huge turnout – around 800 people – when we thought the absolute maximum would be 500,” she said, thanking The TIMES and noting the advance publicity in the community newspaper undoubtedly

made a huge difference to attendance. In the bed quilt category, first prize went to Wanda Mowry for her quilt Boston Yo-Yo, and second prize when to Inge Grootendorst for her quilt Moon Glow. The third prize in the bed quilt category went to Kathy Potter for Jessica’s Quilt. Three ribbons were given out also in the wall quilt category. Garden Party won first prize, made by Maureen McEwan, and second went to Leslie Forbes for her quilt Into the Peaceful Light. Donna Bertrand was given third prize in the wall quilt category for her quilt Journey of a Quilter. The third category was small quilt and first prize went to Vivian Kapusta for Pink Snow, which also won the Best of Show Ribbon. Mother-daughter duo Marcie and Rachel Batty crossed the finish line holding hands and with big smiles on their faces. “This is our fourth year doing this because my grandma passed away in hospice,” said Rachel, a Grade 9 Garibaldi student, about the 16th annual Ridge Meadows Hospice Society’s Vistas Run at Webster’s Corners in Maple Ridge Sunday. “We do this to give back to the hospice, in honour of my mom, her grandma,” added mom Marcie. “It’s a great way to give back and you don’t have to participate in the run, you can be a volunteer. It’s a great cause.” Local realtor Ron Antalek was the first person to cross the finish line. When asked how he runs so fast Antalek answered, “probably because I’m skinny!” “I enjoyed the run... I run to inspire my daughter... I try to do my best to inspire my daughter to do her best. And in the interests of hospice that’s why we are here today,” said Antalek. According to Kristina Murray – who worked her last day at the hospice society on Friday and who is being replaced by Juliana Cedanna – there were about 115 runners or walkers signed up to participate. Many of those were there with family members for Mother’s Day. Maple Ridge Legion member Margaret Kury, one of a dozen all-stars, fundraised the most money for the “AllStars” category – bringing in $4,700 alone. All together, the event raised about $9,000.
