Wealsospentseveralyearsrevisingthesigncode,includingthe recentlypasseddynamicsigns. Oneofourinitiativesistopromotesidewalksand improvepedestrianaccess, bothincreasinglynecessaryformobilityandsafety. Anothergoalisretainingpermeablesurfacesandreturnrainwatertotheground, ratherthanchannelingitintoourstormsewersystems. Ultimately, asvolunteers wedependonCitystaff,andtheCityManager’s directions. Plowingofsidewalksafterasnoweventwouldbeextendedoutduringworking hoursonlyandpotholerepairandboulevardmaintenancewouldbereduced. AreductioninhoursforourDeputyRegistrarandCityClerkfunctions wouldlikelyoccurresultinginlongerlinesatthecounter, anddelaysinrespondingtodatarequests. Further, thisoptionwouldrequireareductionin Departmentwouldresultinareductioninovertimeforpatrolandmedics. Thiswouldreduceservicetoourcommunityandisnotrecommended. Finally,thereductioninDebtServicepaymentswouldbealastresort. Thiswouldproposetouseone-timefundsthatarededicatedtoCapital ImprovementProjectsandprovidethisyear’s increasetotheDebtServiceFund. TheCity’sDebtiscurrentlywellmanagedasreportedbyanindependentstudyperformedbyanoutsideconsultanthiredbytheCityCouncil. Maplewoodcurrentlyisontracktohaveover75%ofourdebtretired (orpaidoff)inlessthan10years. Thisfarexceedsamajorityof municipalitiesnationallyandresultsinveryfavorableratesforborrowing. Cutsinfundingourdebtpaymentsisnotasustainablereductionandmay impactthisbondrating.ArecentMoody’sratingserviceonMaplewood’smostrecentbondissueacknowledgedthatthecity’s0%levyincreasein increasein2010wouldneedtobecoveredbyaneardoublingoffunds. Whilemanyofthereductionsarenotrecommended,thisoptionshouldbe thelastconsideredbytheCityCouncil.

CommissionCorner: EnvironmentalandNaturalResources TheMaplewoodEnvironmentalandNaturalResources (ENR)Commissionwas establishedtoprovideadvicetothecitycouncilonenvironmentalpriorities; review existingenvironmentalpolicies,procedures, andordinances; andpromotegreater use,understandingandappreciationofthecity’s environmentalassets. Aspartof ourwork,theENRCommissionhasrecentlycompletedreviewandrevisionstothe city’s wetlandordinance, toprotectthisvitalcomponentofournatural environment. Themajorobjectivesofthewetlandordinanceareto: protectandenhancewater qualityinthebodiesofwaterthewetlandssurround, providecriticalhabitattoplant andanimalspeciesthatdependonwetlands, andprotecttheaestheticaspectsof changeshavebeenproposedtotheordinance. First,thedraftordinancewould WashingtonMetroWatershedDistrict. Second, thewidthofbufferssurrounding

regardingtheamountofbufferneededtoremovepollutedrunoffandtheneedsof uplandhabitatandnestingareasforwetlandspecies. Finally,additionallanguage wasaddedtograndfatherinmostexistingusesofresidentialproperties. Thecitycouncilwilllikelytakeupconsiderationofthewetlandordinanceearlynext year. Maplewoodresidentsareencouragedtoprovidefeedbacktothecitycouncil www.ci.maplewood.mn.us.

WorkingTogetherWithOurNeighbors ByBryanNagel,StreetMaintenanceSuperintendent Recentlytheideaofworkingwithourneighboringcommunitieshasbeensuggestedasacostandenergysavingmeasure. Somepeople’s reactionhasbeenoneofsurprisewhentheydiscoverthattheCityofMaplewoodisnotonlycurrentlydoing,buthasdonesoformanyyears. HereareafewexamplesofhowtheCityofMaplewoodworksdirectlywithourneighboringcities: twelveyearslater,wecontinuetosharethisequipment. However,theCityofNorthSt.PauldoesnothaveasignshopandtheCityofMaplewooddoes. Sharingtheseresourcesbetweenthe upbuckthornpilesthroughoutMaplewood. Theclamtruckhasalsobeenusedtoassistourcitycrewsduringstormcleanupandtree

ofmanyfunctions. Toallowfortheinterchangeoftruckbodiesandroll-offsbetweenthesemunicipalitiesandourown,Maplewood’s
