Go to Filter Blur Tilt-shift…
Your picture will have straight lines as well as jagged lines on it with a focus point circle
Play around to find the right focus point. You can change the how blurred the picture looks by enlarging the space of the lines as well as increasing the blur effect from the circle Your picture should have blurred edges, and all the other objects should look like they’re standing out. It should look like this
This side works with the technique, blur edges and standing out objects in the middle
