Rivas Ecópolis en una tarea que no comenzamos hoy, porque es la continuidad de años de esfuerzo medioambiental plasmado en hitos como la descontaminación de las 80 hectáreas del vertedero que existió en el término municipal de la ciudad o el proyecto de un nuevo parque forestal que ocupará del 5% del suelo de Rivas Vaciamadrid (320 hectáreas). Rivas Ecópolis es el camino que nos llevará a poseer una huella ecológica (aquella área de terreno necesaria para producir los recursos consumidos y asimilar los residuos generados) responsable, equilibrada, solidaria y acorde con las nuevas necesidades de sostenibilidad. El municipio de Rivas Vaciamadrid tiene una extensión de 67,4 kilómetros cuadros, de los cuales el 70% pertenece al Parque Regional del Sureste.

La Ciudad del Agua y la Energía es un Parque Empresarial Científico y Tecnológico especializado en la I+D+i del ciclo integral del Agua y de las Energías renovables. Se trata de un proyecto pensado para el Sector Industrial Norte de Rivas con vocación de articular económica, social y ambientalmente a todo el sureste madrileño, y por extensión, al área-región. En la Ciudad del Agua y la Energía participarán empresas, universidades, instituciones científicas y centros de investigación tanto privados como públicos, creando sinergias y redes de cooperación para potenciar la sostenibilidad medioambiental. Pondrá en valor el territorio, favorecerá la cooperación y generará la interrelación entre agentes económicos públicos y privados.

La Agencia Local de la Energía y la Sostenibilidad de Rivas Vaciamadrid actuará de forma horizontal dando cobertura a todos los proyectos que el Ayuntamiento emprenda en el campo de la sostenibilidad y el medio ambiente. La Agencia nace con la vocación de convertirse en una entidad de referencia en el municipio que responde a la necesidad de convertir progresivamente a Rivas Vaciamadrid en una ciudad sostenible a través de la implantación de proyectos innovadores en el terreno del ahorro y la eficiencia energética, el impulso de las energías limpias y renovables, la movilidad sostenible, el uso eficiente del agua y la concienciación de la ciudadanía.

Es aprender colectivamente lo que podemos hacer individualmente, lo que podemos hacer con otros, lo que debemos hacer con la integración regional y la colaboración internacional. El proyecto pretende hacer cercano y tangible los fenómenos medioambientales que por su complejidad, escala o extensión en el tiempo, escapan a la percepción directa y, por tanto, a su posibilidad de ser aprehendidos en su dimensión cotidiana. A través de sus propuestas, Rivas Ecópolis fomentará las actitudes de ahorro y eficiencia aplicadas a nuestros hábitos de vida en el uso del transporte, la vivienda, el consumo energético y de agua, el reciclaje, etc. Será un trabajo de motivación y sensibilización como formas de expresión cultural que sirvan para reconocer el entorno y afrontar el cambio.

La ciudad debe ser el lugar, el espacio físico construido desde y para la dimensión de lo social, sitio del encuentro y del intercambio para el desarrollo de las actividades humanas. Desde lugares construidos y materializados por los seres humanos como es la ciudad existen también características singulares indentitarias que deben tenerse en consideración por su naturaleza y por su configuración no homologable y particular. Es el espacio habitado con significados que se construye entre los ciudadanos.

La tecnología tiene respuestas, lo que no tenemos es tiempo que perder. En los próximos años afrontaremos uno de los mayores cambios de la historia de la humanidad. El cambio climático, la crisis energética, la carga ecológica, la escasez de agua, la demanda creciente de alimentación o la sobreexplotación de los recursos son realidades innegables que nos exigen un cambio de actitud colectivo y consensuado. No adaptarse es un riesgo que no nos podemos permitir. Las evidencias son incuestionables y así lo han demostrado los científicos, cuyo consenso resulta definitorio.

Rivas Ecópolis Project is a city that projects its environmental future pulling all of its resources in order to face the biggest challenge of the 21st century: the sustainable city. Rivas Ecópolis is a collective project aimed at designing a way of inhabiting, coexisting and developing in a time loaded with questions and uncertainties. The City council of Rivas Vaciamadrid, its institutions and citizens will strive towards the common goal of generating possible alternatives and lasting answers to the problem of climate change. This will also enable us to have a voice on the global stage and challenge the perplexities that exist today towards a cycle of change. The City council of Rivas Vaciamadrid launches this project with the aim of utilizing all social agencies necessary in each of its spheres of influence, (science and enterprise, technological, university research facilities, etc) and with their collaboration it will complete the objective of integration and implement a far reaching strategic plan.

Rivas Ecópolis, from an anticipation and responsibility perspective, assumes this strategic plan of integration starting from the experiences of the Rivas Vaciamadrid district, of its urban memory, of its history, of its resources and limits and of its environmental surrounding. Rivas Ecópolis is not a project we started today but the continuation of years of environmental effort seen in achievements like the decontamination of the 80 hectares from the landfill site that existed in the city or the project of a new forestall park that will occupy the 5% of the soil in Rivas Vaciamadrid (320 hectares). Rivas Ecópolis is the path that will enable us to possess a carbon footprint (the area necessary to produce one’s consumed resources and assimilate the generated waste) which is responsible, balanced, united and in agreement with the new necessities of sustainability. The district of Rivas Vaciamadrid has an extension of 67,4 square kilometres, of which, the 70% belongs to the south-east Regional Park. Rivas Ecópolis is an integrated project that brings together three concepts (sustainability, participation and govern ability) to reach a goal: the sustainable city. The project of Rivas Ecópolis comprises around 40 acts; three of the largest proposals are the City of Water and Energy, the Local Agency and the inaugural ‘Week of Sustainability’.

Rivas Ecópolis will reach its goals with the creation of the Local Agency of Energy and the launch of the City of the Water and the Energy, two projects that will make Rivas Vaciamadrid one of the leading cities for sustained development at global level. The City of Water and Energy is a Scientific and Technological Park specialising in the R&D and innovation from the integral cycle of Water and Renewable Energies. It is a project devised for the Industrial Sector in the north of Rivas with the purpose of unifying the whole of the south east of Madrid economically, socially and environmentally, and extending it to the entire region. In the City of Water and Energy, businesses, universities, scientific institutions as well as private and public research centres will participate, creating synergies and webs of cooperation that will generate a correlation between private and ecological agencies. The local Energy and Sustainability Agency will give coverage to all the projects that the City council initiates in the field of sustainability and environment. The Agency was born with the purpose of becoming a point of reference in the district that responds to the necessities of progress making Rivas Vaciamadrid a sustainable city through the implementation of innovative projects in the fields of energy efficiency and savings, the use of removable and clean energies, sustained mobility, the efficient use of water and the awareness of the citizens.

Rivas Ecópolis is also a place where the citizens will be part of the Week of Sustainability where all the work which is going to be developed throughout the year will be displayed by means of workshops, social events and presentations. The Week of Sustainability and the time previous to its celebration it is proposed to give space to the necessities of the different groups involved in the project Rivas Ecópolis: public institutions, scientific research facilities, public and private enterprises and citizens of Rivas and the surrounding region. “The Green Voluntary group” will be a cycle of conferences and seminars about sustainability, climate change and renewable energies, cultural interventions, creation of means of information, the Bank of the Environmental Time, the new Forestall Park, the Rivas Sun Energy project, the Plan of Mobility or the Formative Allotments. It will comprise more than 38 presentations that Rivas Ecopolis is preparing to deliver. Rivas Ecópolis will give the citizens back their capacity for design and project the future city with direct participation in the decision making process and access to the knowledge and questions required to establish a sustainable project. It is through learning collectively what we can do individually, what we must do with regional integration and with the international collaboration.

The project tries to highlight environmental issues that because of their complexity, scale or time constrictions escape direct public attention, and therefore the possibility of being debated and addressed. Through its numerous proposals, Rivas Ecópolis will enhance the attitudes of saving and efficiency applied to our daily habits in the use of transport, home, energy and water consumption, recycling, etc. It will be a task of motivation and sensibility as ways of cultural expression that will serve to recognise the surroundings and face the change. It will be the culture of sustainability built by citizens used to the questioning of their own certainties, to the dialogue of complexities and to face the challenges that the future holds. The city is an ecosystem formed by a web of relationships between the living beings and their surroundings. The city is the scenery from where we talk, because the moment of recovering the idea of “think city” has arrived. If the city is not able to build a society, the citizens will not be able to produce sustainability. The city must be the place, the physical space built from and for the dimension of the social, place of encounters and of the inter change for the development of the every day activities. As with places built and materialised by the human beings as it is the city there also exist singular characteristics that must be taken into account by its nature. It is the inhabitable space with meanings built between the citizens. The identity of the citizens is the only setting to face the environmental profile.

Rivas Ecópolis intervenes in the complex web of the city and it is projected from three elements: environmental sustainability, social cohesion and democratic government. The cities are to be leaders in the fight against the environmental crisis. The cities and their surroundings are becoming key components in the fight against the environmental crisis. The sustainability of today is the development of tomorrow. That is why environmental and social sustainability is the main axis in the Rivas Ecópolis project. If men and women are part of nature, the environment is not anymore the “scenery” but the epicentre where we project our lives. All human beings share energy, material and information. And the city is the best place to visualise this sharing because the city is also a “living thing”. We are not part of the environment, we are the environment.

Technology has some answers, but what we do not have is time to lose. In the coming years we will face one of the biggest changes in the history of humanity. The climate change, the energy crisis, the ecological burden, the water shortage, the rising demand of feeding or the over exploitation of the resources are inescapable realities that demand a collective change of attitude. Not being able to adapt is a risk that we cannot take. The evidence is unquestionable and so the science is proven. In order to face the new social and environmental challenges, correlative knowledge, interaction, a connection of all the social agencies and a complex cooperation challenge is necessary. Our perception and our knowledge allow us to anticipate. Our survival is in play on a global level. It is the change that changes us.
