Council CEO hands in resignation

By Rebecca Wallis

No reason was given for the shock resignation of Tablelands Regional Council’s Chief Executive Officer Hurriyet Babacan last week, the third resignation from the local government organisation in as many months.

Mayor Joe Paronella announced Ms Babacan’s departure via social media on Monday, March 12. He said the CEO had provided “excellent and visionary leadership” and would be missed. “It is with great regret and disappointment that today I received the resignation of our CEO. Hurriyet

Babacan,” he said. “Hurriyet has provided excellent and visionary leadership and, under her direction, we achieved many great outcomes in a short period of time.” Ms Babacan has reportedly agreed to stay on in her role until June 1 while a replacement is sought. The announcement fol-

lows the resignation of Finance Manager Susanne Andre last month and the resignation of councillor Bronwyn Voyce in January. The CEO, Mayor and councillors have been under immense public pressure to provide answers to questions regarding errors made with this year’s rates notices. Details regarding

an alleged ‘independent external review’ have been less than forthcoming, riling an already agitated community. The CEO’s resignation also coincides with the Division 6 by-election, called to find a replacement for Cr Voyce. Counting of the votes finished this week leaving

local earthmoving business owner Owen Byrnes a clear favourite. Mr Byrnes will represent the ill-fated category F and G rate payers that called for rates to be capped late last year after property valuations sky-rocketed their annual notices. The mayor and CEO declined to comment.

One step closer to becoming firefighters

High school students from four schools across the Tablelands are working towards a Cert II in Public Safety (Firefighting Operations).

High school students from across the Tablelands are now one step closer to becoming rural firefighters thanks to a community program. Four schools including Atherton State High, Mount St Bernard College,

Mareeba State High and St Stephen’s Catholic College are participating in the Rural Fire Service Queensland High School program which kicked off locally last month. The students work towards a certificate II in Public Safety (Firefighting Operations) run by Rural Fire Service Queensland over a six month period,

eventually becoming Senior Firefighters within the Rural Fire Service. “The course comes in two parts,” said Rural Fire support officer Stephan Powiesnik. “The first part is a fire fighter minimum skills component and the second part is an advanced skills component. So by the end when they finish they will

receive a cert two creditation as well as holding a rank of senior fire fighter within the rural fire service.” Last Wednesday the participants received their firefighting uniforms after completing the first part of the course. Mr Powiesnik said the program was injecting fresh blood into the rural

fire service. “I hope it means that they will get into that community spirit,” he said. “We are getting to a point where the average age is quite old within the service and we really need to get some young people to start coming through and taking over.” Mareeba State High School principal Scott

Whybird said the program was providing double the benefits. “I think it’s a really important thing because a lot of the students here, they will actually use this qualification to get through their studies but I think the combination of the studies and the community aspect I think is a really good and important thing,” he said.

Ageing population a concern for TRC ADMINISTRATION / ONLINE PRODUCER Natasha Burton

In 20 years 55 per cent of the population living within the Tablelands Regional Council area will be aged over 60 years old, according to a new strategy endorsed by councillors last week. The data has been collected as part of the ‘Population Attraction Strategy’ to give council an idea of where to focus their resources in order to attract more people to the region. “The population strategy arose out of concerns about big changes that are coming,” said CEO Hurriyet Babacan. “At the moment, 39 per cent of TRC local government area is over the age of 60 years old, so in 20 years

this is going to go to almost 55 per cent of our population is going to be between 60 and plus 85. That’s a significant chunk of the population. “It has implications for service liability - can we keep schools open if we’ve got an ageing population? what kind of health services do we need? are our hospitals going to cope with this?” Ms Babacan said there was a declining youth population with less children being born in the region. She said the statistics would have an economic impact. “There are implications for our economic base, viability for small business-

PAGE 2 The Express, Wednesday, March 28, 2018

es, the shops on the main street, the technological changes that are coming and the digital world, service viability and vitality and social cohesion of the region are all impacted by population demographics,” she said. “There are significant benefits of attracting a population - there are economic benefits, it increases the demand for local goods and services, increase of local consumption, a multiplier effect, helps grow local economy, creates jobs and keeps local workers in employment, brings new skills/knowledge to the local workforce, brings ideas and innovation.” The Population Attrac-

tion Strategy is a five year plan that will be implemented in stages. “There has been council attempts in our region and in other regions to implement a population attraction strategy and this is what this document is about,” said Ms Babacan. “A lot of local governments have gone down this path, there’s a lot of evidence out there to say there is significant benefits of tracking population.” Part of the strategy is to look at attracting permanent and temporary populations. “The first part is about attracting permanent population,” said the CEO. “This is about attracting

families, attracting retirees, attracting skilled migrants and to be able to attract these densities of populations we need to look at creation of employment, promoting livability, looking at fostering economic development and supporting services. These are key factors if you’re going to be able to attract that diverse population.” Councillor Samantha Banks was the chair of the signature group that created the strategy. “My family moved from Rockhampton in 2013 and some of the reasons we chose the Tablelands was the climate, the environment, the villages, the rural and agricultural landscapes

and that there’s no traffic lights,” she said. “However since coming on to council I have learnt how difficult it is to maintain what we have, let alone to try and improve our infrastructure, so one way we can do this is by reducing the burden on our current rate payers is to increase the rate base. “The benefits of tracking people do outweigh some of the challenges and we acknowledge we do need to do this in a sensitive manner. Our community plan which this strategy references, pointed out very clearly about why people choose to live here and that is what we really want to maintain.”

Upset over tree culling By Rebecca Wallis

Mareeba Shire Mayor Tom Gilmore says the thinning of the trees in Basalt Gully is a two part plan to remove bats from the area and clear the space ready for the proposed Bicentennial Lakes Revitalisation. Councillors voted at last week’s meeting to continue clearing trees within Basalt Gully from Stewart Street to Keeble Street, but the high number of trees already culled on the opposite side of Rankine Street has concerned some members of the community. “I feel shocked and saddened that so many trees have gone,” said Michael Alba (PICTURED). “Anyone that has been living next to bats wants to get rid of them and for good reason. But there is another way. If you had to cut some trees fair enough, but a lot less could have been cut and the bats wouldn’t have come back here.”

Mr Alba said he had approached councillors and the mayor regarding the issue. Some of the trees removed were planted by his father 30 years ago. He says trees are a vital part of our environment. “I could mention a thousand different positive reasons why we need them,” he said. “They’re rain makers, oxygen makers, water purifiers and they’re air conditioners. Isn’t that a good enough reason to keep them here and plant more?” But Cr Gilmore says the process was given much thought and planning. “That gully is going to be in two years a major feature of this town,” he said. “What we’re trying to do now as subtly as possible is to make the park as unavailable as possible for them (the bats). “We would have had to thin out the trees anyway and now as part of this

master plan, there’s a lot of stuff happening and the flying foxes intervene with that so you can’t have people sitting there in a concert or using the swimming pool and they’re crowded by a million bats. I’ve got nothing against bats but I don’t want them there.” The colony occupying

the Basalt Gully area has now moved down to Mary Andrews Park with the plan to move them further out of the residential part of Mareeba altogether. Cr Gilmore acknowledged there was a bat issue in the town. “Everywhere the flying foxes choose to roost in an

urban area, it’s a problem,” he said. “It’s a real issue. “We’re doing what we can, but it’s a fraught business. “There’s no answer, you can’t direct them. You have to amend the circumstance, the foliage and the trees so they don’t want to be there.

That’s the theory. Whether it works out in practice remains to be seen.” Mr Alba said he hoped some care would be taken with the continuation of the tree clearing. “No one kept an eye on them to see they did the right thing,” he said about council workers currently

Palliative care room for Mareeba aged care By Rebecca Wallis

Terminally ill Mareeba residents will now have a dedicated palliative care room, thanks to Granite Masonic Lodge. Mareeba Gardens Blue Care launched a campaign last year to try and raise the funds needed for the room, which service manager Sam Bugat said was much needed. “We’ve got quite a few double rooms in this home and when someone’s in that state of life and they’re sharing a room, it’s not nice for the families. It’s not nice for their privacy and dignity,” she said. “I’ve seen quite a few residents in that stage and having to share rooms with families coming in and out all the time. So I think the sooner this room is developed, the better.”

Members of the local branch of the Freemasons saw an article in The Express last year, highlighting Blue Care’s plight. They got together and raised $21,000 which was matched by Freemasons Queensland’s charity, Hand Heart Pocket, raising $42,500 in total. When told of the generous offer, Miss Bugat was brought to tears. “It’s pretty amazing,” she said. “We’ve had some donations from a couple of people in the community that have been doing dinners and fundraising etc, but this big donation from the Masonic Lodge means the whole room can be complete with extra for equipment and furnishings.” Granite Masonic Lodge representative, Roy Blakeney, said this was an important first step for the region, where local palliative

care support in general has been limited. “Granite Lodge is very proud to have contributed to this project which will help to improve the quality of life of terminally ill nursing home residents at Mareeba Gardens,” Mr Blakeney said. The donation is the largest the Granite Masonic Lodge have given. Miss Bugat said it was an important step for Mareeba. “We have been closely liaising with Mareeba Hospital so when they’ve got someone in palliation stage there, instead of staying there they can migrate and come over here as an admission,” she said. “It provides Mareeba Hospital with that extra bit of support, because otherwise they just stay there in that hospital bed and that’s where they finish and that’s

not nice. “So if we can provide something really nice for the community and say this is where you could possibly be when you’re palliating, I think that’s lovely.” The room will be designed to include a fold out couch for family members to stay, as well as tea and coffee making facilities, aromatherapy and music. The inclusion of a kitchen is also being considered. The room will have a garden view. Hand Heart Pocket Chief Executive Officer, Gary Mark, commended Granite Masonic Lodge for giving back to the community in this way. “It’s evident that Granite Lodge has the best interests of its community at heart,” Mr Mark said. “Providing vital support for those nearing the end of life aligns with Hand Heart

Pocket’s values which are about alleviating suffering. That’s why we were so keen to support this local initiative,” Gary said. Concept designs of the room are currently in production and will be put on display for the public to see. Consruction is due to start in around eight weeks time, with a further eight week construction phase expected. As an independent charity founded by the Freemasons of Queensland, Hand Heart Pocket helps in areas of need that have limited access to other funding. We work with other charities to identify and fund initiatives that have real, life-changing potential. We also collaborate with Masonic Lodges across Queensland and help individuals in times of extreme need to get them back on their feet.

working in the gully. “So my concern is that no one will be watching what they’re doing on the other part either. “I expressed my concerns and they said they don’t want the same thing to happen again. They said they were not in agreement with this here.”

Top award for Walkamin banana farmer Krista Watkins from Walkamin was announced as the recipient of the 2018 Queensland Rural Women’s Award at a presentation in Brisbane today. Minister for Agricultural Industry Development Mark Furner congratulated Ms Watkins on receiving the Queensland AgriFutures Rural Women’s Award. “The AgriFutures Rural Women’s Award acknowledges the essential role that women play in developing rural industries, businesses and communities,” Minister Furner said. “Ms Watkins has been a pillar in the Walkamin community running her Natural Evolution Foods company finding innovative uses for otherwise wasted green bananas. Products include green banana flour and range of skin care treatments. “Her passion, drive and enthusiasm sets a great example for women in rural and regional communities and I congratulate Krista on being selected for the 2018 Queensland Rural

Women’s Award.” Krista plans to use the $10,000 bursary to apply her expertise to a new food waste project, specifically with sweet potato varieties and finding ways of utilising unsaleable produce. Minister Furner said the AgriFutures Rural Women’s Award aimed to inspire the next generation of female leaders across Australia. “This year’s four finalists have demonstrated how women are improving Queensland’s rural communities, and each of their projects was a fantastic reflection of the work being done.” Ms Watkins will now compete with other State and territory winners for the Australian Rural Women’s Award title on 12 September 2018, with the national winner receiving an additional $10,000 to contribute to her project. The Department of Agriculture and Fisheries coordinates the award each year on behalf of AgriFutures Australia.

Proposed changes to Queensland’s vegetation management laws Changes to Queensland’s vegetation laws are being considered by the Queensland Parliament. The laws proposed will increase protection for remnant and high-value regrowth vegetation and habitats and waterways in Great Barrier Reef catchment areas. If the proposed Bill is passed, some provisions will become effective from the date it was introduced to Parliament - 8 March 2018. Please note existing development approvals (DAs) and Property Maps of Assessable Vegetation (PMAVs) are not affected by this Bill. Similarly, PMAV and DA applications made before 8 March 2018 remain unaffected. If you intend to do any of the following activities, contact us to ensure you understand how the proposed laws could affect you: • lodge an application to clear for the purpose of high-value agriculture or irrigated high-value agriculture • clear proposed regrowth vegetation on freehold, Indigenous land or leasehold land • manage Category C vegetation, harvest fodder, conduct thinning of remnant vegetation – even if you have previously notified an intent to clear vegetation for this purpose Free vegetation maps and property reports showing the areas proposed for protection can be downloaded using your Lot on Plan number/s on our website. The maps identify regional ecosystems, regulated vegetation including high-value regrowth, wetlands, watercourses, drainage features and essential habitats. Needs Review following extensive community consultation and collaboration with local health service providers. The review, prepared by consultants KP Health, identifies opportunities for short-term investment in after-hours care and chronic conditions management to deliver sustainable improvement in health outcomes for the Mareeba community. The Health Needs Review coincides with the Federal Government Department of Health’s announcement of $2 million funding to the Mareeba community to improve the management of chronic conditions and delivery of after-hours services in the region. As part of the review and consultation workshops, the local community and health providers subsequently put forward a number of recommendations for the distribution of the funding, including: • an increase in local availability and accessibility of bulk-billed general practice services, particularly for pensioners and healthcare card holders • where appropriate, direct triage of category four and five patients to afterhours care delivered by general practice rather

than the Mareeba Hospital Emergency Department • a local community grants program that supports increased access to mental health, alcohol and other drugs, youth health, and men’s health programs and services, including through any newly-established bulk billing general practice services • improved after-hours service delivery through increasing consumer awareness of after-hours service options to suit their needs • better support for Aboriginal and Torres Strait Islander people in Mareeba to access after-hours care • the delivery of training and professional development in priority areas, including mental health (including peer training), alcohol and other drugs, chronic conditions, and cultural aspects of care. Some of the key findings from the Mareeba Health Needs Review 2018 include: • the most common potentially preventable hospitalisations (PPH) in Mareeba are diabetes complications, heart failure, and chronic obstructive pulmonary disease • 62 per cent of adults are obese or overweight • 91 per cent have insuf-

ficient daily vegetable intake • 46 per cent have insufficient physical activity • 18 per cent are daily smokers • 25 per cent drink alcohol at levels that cause lifetime risk of health problems. Chief Executive Officer John Gregg says the Federal Government’s commitment of $2 million funding will assist in improving the healthcare needs of the Mareeba community. “The Australian Government has tasked NQPHN with administering the $2 million to the Mareeba community to address and improve healthcare in the after-hours and chronic care management spaces,” Mr Gregg said. “The report prepared by KP Health shows the opportunities for improving gaps in service delivery in Mareeba, and recommendations for how the Federal Government funding can be invested in the community’s health and wellbeing. “This report would not have been possible without the vital input and feedback we received from local healthcare providers and the community, and I’d like to thank everyone involved. “NQPHN is committed to working in a respect-

ful and engaged way with service providers in the region to improve healthcare capabilities and services in Mareeba that can be sustained. “We look forward to collaborating further with providers and the community to ensure the provision of high-quality, comprehensive primary health care for Mareeba residents, and helping them to live happier, healthier, longer lives.” A summary document and the full report can be accessed via www.primaryhealth.com.au/mareebahealth-needs-review A meeting with local providers to gain feedback on the newly-released report will be scheduled shortly. NQPHN is an independent not for profit organisation, funded by the Commonwealth Department of Health. Across northern Queensland, from Sarina in the south to the Torres Strait in the north, NQPHN coordinates and commissions primary and preventive health care – that is, the health care that takes place outside of a hospital, such as GPs, allied health, chronic disease management, aged care, mental health, and Aboriginal and Torres Strait Islander health.

Council divided over Koah airstrip

By Rebecca Wallis

Mareeba Shire councillors were divided last week over a controversial decision to grant a Koah resident the approval to increase the number of flights made from his property. Pat English lodged an application with council last June asking to increase the number of flights he makes from his private hangar to 365 a year, averaging one flight per day with the potential to conduct six flight a day “if desired”. Despite 169 objections, officers recommended the application be approved although councillors ultimately voted for an amendment that meant Mr English would be restricted to flying just once a day. The motion was passed with a majority of four against three. Councillors Nipper Brown, Lenore Wyatt and Kevin Davies did not vote to approve the request. “I have individually read all of the submissions

and I’ve also attended the Koah community meeting,” said Cr Wyatt. “I’ve definitely followed due process and I’ve listened to the residents who will be impacted and I share their concerns. I am voting against.” Mayor Tom Gilmore said the amendment was a “compromise”. “We make decisions through the council that fulfil our obligations to the greater community and of course to individuals who make applications to us,” he said. “Everybody has their rights in that sense. Sometimes you have to do a balancing act and on balance councillors decided today that was the better outcome.” He said the decision to vote in support of or in objection to the application would have been a difficult one for the councillors to make. “Being a councillor is not an easy thing and you have to consider all of these matters,” he said. “So you take a balanced

view and you hope that you get somewhere near right. And I see that because there was an amendment to that report today, there was a clear effort by council to say, ok let’s understand the situation and we’ll balance this as best we can and that was the outcome.” One neighbouring resident who did not want to be named said he felt the council was “not listening to its constituents”. “I feel like we’re not being heard and I will vote with my feet next year,” he said after the amended application was approved at the meeting on Wednesday, March 21. “My complaint is the way he (the applicant) abuses what he’s already got. He’s passed over my property and swooped down on it, that’s the sort of thing that annoys me. If that continues I will start filming.” Mr English said he did not feel like he had ‘won’ but that due process had been followed. “It’s basically as it should have been,” he said

of the result. “I wouldn’t say it was a win, it’s common sense. Everyone I have spoken to in the rural community have supported the application. Investors coming into Mareeba Shire would see the process I have followed and they would expect a similar outcome I would expect.” Mr English rejected claims that his three planes – Pat English. including a replica spitfire – were noisy. complaint that says there is “The aeroplane a situation where the applimakes no noise,” he said. “I could start a Harley cant did not fulfil his obliDavidson up and it makes gation then of course there more noise than that and it would be an inquiry – there could stay there all day and would be questions asked,” my aeroplane is gone in a he said. few minutes. Possible cane farmers reunion By Carl Portella and Rebecca Wallis

Concerns over the future of the Mossman sugar mill may be the catalyst needed to heal a rift between some Tableland cane growers and MSF Sugar. Around 60 cane farmers attended a meeting in Mareeba last Wednesday night to discuss the future of cane production in the area. MSF Sugar called the meeting at the International Club to try and smooth out the overall process of cane production across the region. “What we’re really looking to do is to optimise the milling assets in the region,” said MSF Sugar CEO Mike Barry to The Express after the meeting.

“With the various groups, between ourselves, Tableland Canegrowers, Mossman canegrowers, ACFA, we are going to be working together and what we want to see is the right volumes at each mill and more than anything the right volumes based on efficient logistics so we want to get as many of the big long haul trucks off the roads and have efficient cane volume going to each mill.” Mr Barry said he was keen to support the process of transforming the Mossman Mill “to make it sustainable long term” but that essentially MSF would be focussing on its own assets. He also said that his company would be looking at ‘sensible logistics’ when it came to the production of

www.theexpressnewspaper.com.au

sugar cane in the area. “We’ve got a journey ahead of us to continue to upgrade our assets but beyond that we want to bolt on more value adding solutions to broaden our revenue base,” he said. “More than anything we want to get the cane that is nearby to our mill and what we don’t want to have is cane driving past that mill, on the way to our mill and vice versa, so we want to have sensible logic of logistics in the whole region and more than anything unfortunately not make the trucking companies rich at the expense of the sugar industry.” Mr Barry said their goal was to support the growers “who may be interested to participate”.

It is great to see our school taking a stand about something that nobody wants to see, ever. The pledges that students made to stamp out this issue is something that we need to continually uphold. Our values of Respect and Safety are always at the forefront of our thoughts and will help us to maintain a great school. Well done to the Student Leaders. Attendance is something all parents should be congratulated about. This year we have seen a 4.5% increase over the past 2 years. Well done! Let’s get even better results in Term 2.

New data* revealed more than 400 Queensland motorists had been fined for having an arm or leg outside of a vehicle, 170 drivers had been fined for having an animal on their lap, and 113 pedestrians had obstructed a vehicle during a 12-month period. RACQ spokesperson Lauren Ritchie said it was a timely reminder to motorists who mistakenly believed police didn’t monitor minor breaches of the law. “Obviously, there are many motorists copping fines for breaking rules they may not be aware of,” Ms Ritchie said. “These road rules may seem insignificant to some but they’re in place to keep all road users safe.” Ms Ritchie said warning devices had also caused confusion, with

66 cyclists issued an infringement notice for riding a bike without a bell and 52 drivers received a fine for improperly honking their horn. “While it might seem friendly to beep your horn to say hello or goodbye, you legally can only use your horn to ‘warn’ others,” she said. Ms Ritchie said while it should be obvious a cyclist should not carry others on a bicycle, six people were caught out. “Ignorance of road rules isn’t a valid excuse so we urge everyone to refresh their knowledge, whether they’re a cyclist, a pedestrian, a driver or a passenger.” Number of drivers fined for breaking lesser-known road rules in Queensland*: 1. vulnerable road user is presumed innocent. Would that mean a cyclist would have to prove their innocence if involved in a collision with a pedestrian? “Not only would this proposal overturn a basic premise of our legal system, that you’re presumed innocent until proven guilty, it’s also saying we should create a brand new compulsory third party insurance system to cover cyclists

and pedestrians. “RACQ sees every life as valuable and equal and every crash should be investigated on the facts, not some sort of distorted liability hierarchy.” Mr Turner said BQ should instead focus on delivering genuine road safety improvements for cyclists. “Ultimately, this idea from BQ is divisive and a distraction from the genuine debate we need

to have about ways we can improve road safety for all road users. We want to work with other road users not be forced into unnecessary conflicts,” he said. “We know distracted driving is an issue facing cyclists and motorists alike – this, and the introduction of separated cycling infrastructure, is what we should be focusing on if we’re to truly make our roads safer.”

Presumed liability laws do nothing for road safety The State’s peak motoring body has slammed a suggested change to laws by Bicycle Queensland (BQ) that called for motorists involved in a collision with a cyclist to be presumed guilty. RACQ spokesperson Paul Turner said BQ’s recommendation would see the presumption of guilt fall onto any driver involved in a crash with a cyclist, unless the driver could prove their innocence.

“We’re disappointed in BQ for raising this as it’s absolutely the wrong direction when it comes to solving our road safety problems,” Mr Turner said. “Motorists shouldn’t have to prove their innocence if they’re involved in a collision with a cyclist. “It also makes no sense as to why BQ has come out with this view because under presumed liability any

Laws passed to outlaw dodgy tow truck operators

The laws, which meant it would be illegal for dodgy tow truck operators to strongarm motorists into paying exorbitant fees to release their vehicles, were passed by Queensland Parliament on March 8. This followed an independent investigation into the removal of parked vehicles from private car parks, and meant changes to tow truck licence requirements, fees, signage, privacy, education and

enforcement. RACQ Head of Technical and Safety Policy said RACQ tow trucks, which did not conduct unauthorised tows from private property, had long supported the need for higher standards of safety and conduct. “Dodgy tow truck operators have been getting away with highway robbery for far too long, charging exorbitant fees for the release of vehicles from carparks,” Mr Spalding said.

“We’re really pleased the State Government has acted and passed these laws because it sets the standard of behaviour for tow truck operators who’ve been capitalising on vulnerable motorists for far too long. Transport and Main Roads Minister Mark Bailey said Queensland would be the first State in the country to cap towing fees from private car parks. “We are also increas-

ing the maximum penalty that can be imposed under the Tow Truck Regulation from $2,523 to $10,092,” Mr Bailey said. “The proposed legislation will also make it clear that we can consider a person’s entire criminal history when assessing whether they should be granted a licence or certificate.” Mr Bailey said the changes would commence in April to allow time for stakeholders to

comply and would: • Require that private property towing may only be performed in regulated areas by drivers and assistants who have the necessary certificates and are using licensed tow trucks • Require tow truck licensees to have towing consent evidencing an arrangement with the occupier to remove vehicles from the property and to notify the Queensland Police Service as soon as practicable after

March madness on the roads RACQ spokesperson Kirsty Clinton said insurance data showed more than 6,400 crashes had occurred during the months of March since 2015. “While March is the month with the highest rate of crashes, May and February are close behind,” Ms Clinton

said. “Our data also shows December is the month when you’re least likely to have a crash. “With plenty of people due to head away over the upcoming Easter long weekend and school holidays, the next few weeks will be extremely busy on our

roads.” Ms Clinton said Friday was the most dangerous day of the week for crashes and 3-4pm was the most at-risk time of the day. “This could be because it’s the time a lot of people are heading away for the weekend or because we’re all a

little stressed from a big week,” she said. Ms Clinton said RACQ recommended the following tips to help motorists reduce their risk of becoming a crash statistic. • Stay calm whenever you’re behind the wheel • Drive outside of

removing a vehicle from private property • Impose conduct requirements on tow truck licensees, drivers and assistants including prohibiting intimidating, abusive or insulting behaviour, and requiring reasonable steps be taken to locate the motorist before loading a vehicle onto the tow truck • Provide that vehicles removed from private property may only be taken by the most direct route to the licence holder’s nearest holding yard • Set maximum towing charges for a standard private property tow ($250), the on-site release of a vehicle ($150) and storing a vehicle ($25) and prohibiting the charging of call-out fees and charges for separate activities incidental to the towing service such as administration fees • Safeguard motorists’ privacy by restrict-

ing the disclosure of information about the removal of a vehicle from private property and expressly protecting personal information about a vehicle’s owner, driver or other party connected to a regulated towing service • Increase the maximum penalty that may be imposed under the Tow Truck Regulation from 20 penalty units ($2523) to 80 penalty units ($10,092), and • Allow the entire criminal history of an applicant, including any charge for an offence that has not been dealt with by a court or withdrawn or otherwise discontinued, may be considered when determining whether to grant a licence or certificate and whether a person is an appropriate person to continue to hold a licence or certificate.

Feature adaptation of Beatrix Potter's classic tale of a rebellious rabbit trying to sneak into a farmer's vegetable garden.

READY PLAYER ONE

In the year 2045, the real world is a harsh place.

The only time Wade Watts (Tye Sheridan) truly feels alive is when he escapes to the OASIS, an immersive virtual universe where most of humanity spends their days. In the OASIS, you can go anywhere, do anything, be anyone-the only limits are your own imagination. The OASIS was created by the brilliant and eccentric James Halliday (Mark Rylance), who left his immense fortune and total control of the Oasis to the winner of a threepart contest he designed to find a worthy heir.

When Wade conquers the first challenge of the reality-bending treasure hunt, he and his friendsaka the High Five-are hurled into a fantastical universe of discovery and danger to save the OASIS.

making, thanks to such creative choices like Cliff Martinez's thumping score and Barry Peterson's cinematography, which not only introduces new locations as if zooming in on a board game piece, but also sports a surprisingly well-executed long take. Lamorne Morris and Billy Magnussen are some of the obvious standouts among the film's enjoyable cast of characters, but Jesse Plemons is the true MVP, stealing every single one of his scenes with ease. GAME NIGHT makes

for a perfectly fun time at the movies.

RED SPARROW

A young Russian intelligence officer is assigned to seduce a first-tour CIA agent who handles the CIA's most sensitive penetration of Russian intelligence. The two young officers collide in a charged atmosphere of trade-craft, deception, and inevitably forbidden passion that threatens not just their lives but the lives of others as well.

Keen photographers can join the Facebook group and enter their photos – Tablelands and Surrounding Photography Group.

With a BLUE theme, the members choice winner of the Tablelands and Surrounds Photography Group this week is Gary Johns. Gary was staying at Novotel in Cairns and couldn't sleep (other person was snoring pretty loud) and any time is a good time when it involves photography, even at 4am. So he grabbed the camera and tripod and headed out. “The lighting around the pool area was very inviting shade of blue and there was not a person was in sight – it was an ideal opportunity,” said Gary. The Panoramic Photo consists of four images stitched together with a program called “Image Composite Editor”. The settings were – Canon EOS 60D, ISO - 400, f-stop - f/5.6, Shutter Speed - 30 secs, TV - Shutter Priority, Focal Length - 50mm.

Mareeba ladies win Trish Spry Cup

IT was celebrations all round for the Mareeba ladies cricket team, Cricket Chicks 2, as they won the Cricket Far North T20 ladies comp on Sunday at Firth Park in Mareeba. The local side went up against Cairns team Norths, in the grand final of the Trish Spry Cup, with the ladies not letting a bit of rain get in the way of an epic match. In a close game, Mareeba batted first ending their 20 overs on 5-135 and claimed the cup after Norths were left just short on 8-128.

Patty Brown celebrates with Jody Hogan.

Mareeba Basketball’s ladies team. Mareeba Basketball’s young guns took on Mareeba men’s side.

Saturday saw Mareeba Basketball host a great day of basketball against Port Douglas. An Under 18’s side and a Ladies team travelled to Mareeba from Port Douglas for a fantastic day with great sportsmanship shown all. Mareeba Basketball said it was “Great to see so much talent in this age group from both towns – the future of men’s Basketball will be secure with these young men coming through.” The Port Douglas ladies had a great win leaving the Mareeba ladies to regroup and get ready to head to Port Douglas soon for a rematch. The Port Douglas men’s side were unable to play, so the Mareeba young guns played the Mareeba men’s team with the older guys showing the young men how they get the job done coming out on top with a convincing win over the young guns.

Gladiators easing into new season Mareeba Gladiators’ coach Matt Wakefield said he’s confident in the team he has for the 2018 season, despite a slow start to the season. Beat in trials last week by the Atherton Roosters and again on the weekend by the Mossman Port Douglas Sharks, Wake-

field is undetered and says we’ll be seeing a different team out playing for their first real game on April 7 against the Kangaroos. “We dropped the ball to many times,” said Wakefield of the Saturday night home trial game which the Gladiators lost 30-12. “There were a lot of

positives as well and I’m not worried. We’ve got some work to do.” Wakefield is coaching the team for the first time and admitted he was still getting to know his players’ strengths and weaknesses. “ I’m new to the team and we’ve been chopping and changing them around

a lot,” he said. “But I’ll be picking out my best 17 players this week ready to go on with. “Next time you’ll see a different team out there.” The Gladiators will play the Kangaroos at home on April 7 at Davies Park for round 1 of the Cairns District Rugby League.

CRICKET CHAMPIONS: Atherton’s first grade Cricket team are the 2018 Cricket Far North Premiers and after winning the One Day and T20 finals earlier in the year the side has achieved a season treble.

Glorious treble for Atherton Cricketers

Atherton are the 2018 Cricket Far North first grade premiers following their grand final win over Mulgrave at the weekend. The final was to be played over four days but it was called off on Sunday (day 4) due to the continued wet weather which gave

Atherton the premiers title after winning the first innings. On Saturday in their second innings, Atherton batted through several rain delays to be 3-153 at the stumps and a lead of 210. It was agreed not to resume play on Sunday morning and Atherton had

wrapped up the two day premiers title which was their third for the year. Earlier this year, Atherton won the One Day and T20 finals which gives them a rare treble of championship trophies in the club’s 30th anniversary year. The premiership

was last won by Atherton in 2008 and 2009. The celebrations continued Sunday afternoon with the team inviting sponsors and supporters to the Barron Valley Hotel to join them for a celebratory drink.
