Former Atherton mayor Jim Chapman may now be a soft spoken 86 year old, but after almost 10 years of retirement he still has his finger firmly on the pulse of the community. Mr Chapman was elected six times into the top

spot of local government spending 20 years in the seat that helped shape the region. Highly respected and well-liked, he saw a lot, he said a lot and he changed a lot, but when he backed away from the role as a 77 year old, he vowed not to speak publicly on local issues – until now.

“When I retired I made a solemn promise to myself that I would not come out and make statements,” he said. “I would let the council of the day run. I’ve stuck by that. This is the first public statement I’ve made in 10 years. This one I think the public needs to know exactly what happened here.”

He is talking about health, specifically the hospitals of both Atherton and Mareeba. For years Mareeba hospital has been under a cloud of negativity, fuelled by the community’s belief that the facility has missed out on key services that have instead been installed in Atherton.

There is an ongoing perception that Atherton is being favoured over Mareeba and developing into a central health facility for Tablelanders that will eventually see the hospital in Mareeba downgraded to nothing but an aged care home. But Mr Chapman said there is no favouritism and

the only reason Atherton is thriving is because the community fought hard and fairly for everything they got. “I want to say from the start I’m not in any way condemning the Mareeba people wanting to look after their hospital and get the best for their town,” he said. Continued P5

Val’s on a mission to raise awareness

Christmas is a hard time for Val Mackintosh and her husband. Six years ago at this time of the year their daughter came home to Mareeba to visit along with her then three year old son. They hoped she would stay for good and leave her abusive relationship – but after her partner threatened her life and that of her parents, Corrine felt she had no choice but to return to him in Western Australia. “She’d written him a letter saying she was going to leave him,” said Val. “But he threatened her life, my life, everybody’s life. He said if you don’t bring the child back then I’ll kill you.” Corrine was on and off involved with the man for 10 years. But after his violence toward her increased she was desperate to leave. Instead she died in what the coroners claimed was suicide, but Val is not convinced. “I say she was killed, but I’m her mum and I had the lead up phone calls to it which were not pleasant,” said Val. “She was saying if anything happens to me, he’s been threatening to do this to me etc. The police say she suicided but I don’t believe that and until the day I die I wont. “The sad thing is the police didn’t once come and ask us questions.” The death of a child is unimaginable to most parents, but to have lost a daughter in such a way must be indescribable. For a while Val did what most mothers would do, she crumbled into a heap and grieved. But as time passed she decided to try and do something constructive to help other

women like Corinne struggling in domestic violence situations. “I love people,” said Val. “We all need each other and if you can see that someone’s not doing so well , you would like to be able to say, if they’re willing, ‘let me help you’. “But a lot of people will deny they’re in that situation. Everyone wants to show the world they’re doing fine and dandy. We all do it. But if people know that I am here with information then maybe they will come to me and ask.” A keen fitness fanatic, Val decided that the best thing she could do for those struggling in similar situations was to offer a safe and welcoming place for women to come for a chat and a walk. Park Fitness began and has been going strong ever since. “Some of the women come to this because they know about me and what I do,” said Val. “Movement is really good when you’re not doing well and we walk the park. I walk with them and talk and then they go off on their own. Maybe they got out of it what they needed. “People need people and if you can just feel that someone cares about you or that there is an answer there somewhere, it gives you a light and sometimes that’s all that someone needs.” Val’s classes run every Wednesday morning at 6.15am at Centenary Park in Mareeba, with no bookings required. Participants give a gold coin donation which is given to women’s support centres and domestic violence charities. It’s small and intimate but it gives Val a reason to keep going. “In my heart of hearts

I just keep doing this and saying to people, if ever you’re in doubt there’s all these numbers you can ring, there’s all this stuff you can do,” said Val. “If you’ve suffered, you don’t want to let anyone else suffer. If you can help someone, so be it. You never return to the person you were before.” Corinne left behind her son, Braydon who is now 9. Val and her husband have seen him just once since her death and he is now living in a shared foster care home in WA. Val has fought like mad to get access to him and nurture him in the way his mum would have wanted. For now he remains in WA and all that Val has as a reminder of Corinne are her memories. Of domestic violence and the prevalence of it in society, Val says she is starting to see a slow shift in attitudes. “I think we need to be more tolerant and understanding of our fellow human beings and we need to open up and talk about it more,” she said. “Love, understanding, education. But the systems need to have that too. they need to understand what is really involved. All sides need to be spoken to. “I don’t have the answers but I think unitedly we’ve got to come together and we’ve all got to realise it’s not on. It is official, Cynthia Lui is the new member for Cook and so begins a four year term that sees the 40-yearold single mother of three face some huge challenges. But challenges are what she has faced all her life, growing up in a remote community on Yam Island – population 400 – where as child there was no electricity or telephones. The former social worker has now made history as the first Torres Strait Islander elected to office in Australia and her home town couldn’t be prouder. “The feedback I’ve been getting from back home is that it has given the people there hope,” said Ms Lui. “It’s always been grass roots for me and then building my way up. It’s that I want to pass on to other kids that despite where you live in the electorate if you

aspire to bigger and better things - do it. It takes a lot of hard work but it can happen.” The daughter of Torres Strait Island councillor Getano Lui Junior, her mum was a teacher and so she was given the tools to look beyond her small community and reach for higher things. She did just that by attaining a degree in Social Science with a double major in Tropical Health and Political Science. Now living in White Rock with her three children aged 23, 18 and 13, Ms Lui joined the Labor party in 2015 as part of her “long term aspirations”. “From growing up in a remote community and working with women and domestic violence, I spent a lot of time in child protection in the department as well as working for an NGO and I worked for health for a long time. It

was all of that experience put together that eventually led me to go into the Labor party,” she said. “I wanted to do more. Working with vulnerable families, there are still gaps out there and I thought that’s where my experience coming from a remote community as well as my experience working across the board in different areas was something that I could contribute back. “ Ms Lui says she is passionate about remote communities and is keen to get stuck into improving employment opportunities for those in the more far flung corners of her electorate. But her experience working in one of arguably the toughest jobs out there – social work – has given her the tools to negotiate, listen and empathise with every one of her constituents. “The reason why I’m so passionate about Cook

keen to get stuck in and do what she can to help. “I’m always going to be very passionate about health,” she said. “My first job after high school was trainee health worker, so it was always that. Working in a remote setting where you only have what you have to work with, I have that background and I know how challenging it can be. But I also know that through a good fight you can make things happen.” November 25 saw Ms Lui travel to every voting station in the electorate culminating in a party at the Pacific Hotel in Cairns. It was an emotional evening as the votes started to roll in showing Lui had a clear lead over her competitors. “I worked really hard,” she said of her campaign. “I didn’t want to take anything for granted. I had to keep a level head about

It will be alleged that police then located the Mitsubishi Lancer and it’s driver, crashed into a brand new Toyota Camry, on the corner of Grant Street and the Kennedy Highway after the driver attempted to

make a left-hand turn to avoid detection. The man is expected to appear in the Atherton Magistrates Court on January 9, 2018, charged with one count each of dangerous operation of a motor vehicle, evade police and unlicenced driving.

A 22-year-old Millstream man was charged after a traffic crash in Atherton last Thursday. Police from the Mareeba Road Policing Unit were conducting patrols on the Kennedy Highway at Tolga when they observed a red Mitsubishi Lancer travelling in the opposite direction. As police have performed a U-turn in an attempt to intercept the vehicle, the vehicle has sped away. It will be alleged that as the vehicle sped away the driver has overtaken a number of vehicles on a continuous white line. Police conducted patrols of a nearby street before continuing patrols

By August she had hit the ground running, meeting people and getting acquainted with the issues in each area. For Mareeba, the hospital and the uncertainty over its future was always going to be a big topic. But with her background as a health worker, she says she is

down in tears as she entered the party room with her parents and children for support. “I was exhausted and knew I worked my ass off and I thought whatever happens, at least I know I’ve given it everything,” she said. Ms Lui is in Brisbane this week for induction courses and will begin mapping out the next phase as the member of Cook.

I knew that you would break down the stigma the more that you educate and the more people that became aware of it. Then it progressed. I’ve let it evolve as the community has needed it to. “I believe that the future lies with the youth and we need to start making the impact with the young people now. “I talk to people out in the community and they are recognising within themselves that they have a problem, so I think it’s given people the ok to make that step to get help and recognise it in themselves.”

We fought hard for services

Ex-Atherton mayor Jim Chapman wants to set the record straight about health services on the Tablelands. From P1

“That’s all part of the job whether you’re a mayor or a business person. I’m not out to pat myself on the back for what I did in this area. I think if the public understand, it will stop a lot of this rubbish that’s going on.” Mr Chapman said the perception that Atherton was favoured over Mareeba for vital health services and equipment is wrong. Starting with dialysis, he explains how he was instrumental in fighting hard for it to be available locally. “At that stage my deputy mayor Alan Rockley was on dialysis and was travelling to Cairns three days a week for it,” explained Mr Chapman. “In the course of our conversation I said surely we need something closer. This travelling to Cairns three times a week is pretty difficult. “We sat down and had a talk and put together a case for the Health Department in State Government to put a dialysis unit here in Atherton. When I put the case up they said no, they couldn’t afford the dialysis machines. So I put the second case up – I said if we as the public of Atherton raised the money to buy these machines, will you

provide the nursing? and they jumped at it. They said yes. “We raised more than $50,000. We went out to the public and we raised it and we put in four machines.” Mr Chapman said the units were meant for everyone on the Tablelands, not just the people of Atherton. “Mareeba then started to yell that they wanted it,” he said.

“I believe my job as the mayor was to be the spokesperson for the people and if I turn around and say this hospital belongs to the people of Atherton then I’ve got to support it,” he said. “There was no way Mareeba couldn’t have done the same thing if they had wanted to. But they didn’t they just made lots of noise and just expected the Government to do something.”

They already had four set up here and the nursing and the cleansing, so it was more economical (to add to it) because of nursing costs.” Mr Chapman said he felt it was always his duty as the mayor of the town to listen to his people and step up if there was something lacking.

“The government palmed us off and Tony was getting more and more upset. Then eventually they agreed and said yes they would buy one for Atherton, but we’ve got to change the building around a bit to suit it. That went on and on until Tony had enough and said no more operating here at the hospital and eventually he left Atherton and went to Cairns because they make the promises and then they

He said it took “three or four years of battling” until they got one. “We had one of the best surgeons in Queensland, Tony Green,” he said. “He used to operate privately here in Atherton as well as public and he badly needed a cat scan to do the work he needed to do.

don’t deliver. “The truth of why the cat scan came to Atherton was because of the case we put up through the surgeon and the community.” During his time as mayor, Mr Chapman was also one of the first people to instigate a whole new hospital for Atherton. Something that is now coming to fruition with a $70m rebuild of the 104 year old building. “It’s a disgrace up there and while I was there I really got stuck into it,” he said, of pushing for a new facility. “Through talking to them (State Government) they were frank with me and said it was a tossup between whether we build Atherton or whether we build Innisfail and we can’t do both. I said Atherton of course.” However, after a visit to Innisfail Hospital and seeing for himself the “almost third world” conditions, he chose to back down and wait his turn. “With a clear conscience I couldn’t (push for Atherton)”, he said. “But they gave me a solemn promise that when Innisfail was finished they’d build Atherton but Innisfail wasn’t quite finished by the time I retired and I asked the incoming mayor after

Their commitment to me is now going to be met, so I’m happy about that.” Humble about his achievements, Mr Chapman is quick to point out the support of the community and his councillors was instrumental in his success, but is clear that he was the instigator of getting his town a new hospital. “I’m absolutely certain I was one of the first people to push for a new hospital for Atherton because once again, I made myself involved with the hospital as I did with the police or the ambulance,” he said. “That just became part of the job.” Mr Chapman is deter-

mined to prove that everything was achieved with hard work and dedication. “To criticise things coming here, they should look at why it came,” he said. “If you get the community behind these things and not just talk but contribute, doing things, you will get so much further. You can’t win them all but you can win a lot if you go about it the right way.” Mr Chapman said that in his view Mareeba Hospital will never be closed or downgraded but that without pushing for development “you will go backwards”. “You have to fight like hell for your own little corner,” he said.

Police lay weapons charges Detectives from the Major and Organised Crime Squad (Rural) have charged a local man after executing a search warrant at an address in Mareeba last week. Officers executed the search warrant at the address on Tinaroo Creek Road at about 10am on Monday morning and it will be alleged they located 107 cannabis seedlings as well as items used to produce the plants.

Boxing Day races looming THE countdown is on to one of the years most anticipated sporting and social events, with the Mareeba Turf Club’s Boxing Day races less than three weeks away. After track damage resulted in the September Annuals racing to be cancelled, countless hours and repairs have been completed to ensure the track is ready to be run on Boxing Day. Mareeba Turf Club secretary, John Thurlow said everything was coming together nicely for the race day with the track in great condition. “We have been working tirelessly to repair the track since September,” said Mr

Thurlow. “The perimeter fence has been finished and new top soil laid, amongst many other repairs. “It’s probably the best condition I have seen the track in all year,” he said. Christmas celebrations are set to continue and with more than $40,000 in prize money up for grabs, with the country race club anticipating great nominations in the five race program. The on track highlight of the day will be race 5, the $10,000 Mareeba Cup, which was transferred from the cancelled September meet. ously popular human horse race which is held on track after the last race of day. There are so many positives for a heavy vehicle by pass for Mareeba including the development of a massive roadhouse where long haulage truck drivers can fuel – have a meal – bath – sleep and have adequate room to leave trailers etc aligned to our new Industrial Estate north west of Mareeba. There may well be two high level bridges involved to span both Granite Creek and Atherton Creek but this is no reason for our political leaders local and state to shy away from the costs involved when you look at

the billions of dollars being spent each year on highways and by ways in the south eastern corner of our state. The only way Mareeba will get the necessary funding for the long planned heavy vehicle by pass in Mareeba is for Mayor Tom Gilmore and newly elected Member for Cook Cynthia Lui along with the Mareeba Chamber of Commerce to unite as one loud voice in all facets of the media and lobby hard to State and Federal Transport and Main Roads Ministers relentlessly. Ratepayers encouraged to attend last TRC meeting of 2017 Mayor Paronella and TRC continue to ignore the ever growing concerns of ratepayers in relation to gross anomalies which still exist in the current budget as well as numerous other concerns about how and why the miscalculations occurred in Category F and G leading to the extreme rate hike. In addition there are still unexplained discrepancies that exist among other Categories. The question

remains; who must take responsibility for these unprecedented errors? The Consultant? Our most recent request for a meeting with council has been refused by Mayor Paronella who falsely cited alleged aggression and threats to councillors. It is reasonable to believe that the Mayor has plenty to hide and is avoiding meeting at all costs . So much for accountability, transparency and an ‘open door policy’ on communication. We believe that some of the TRC, led by Paronella’s state of denial, are feeling a rising level of disquiet within the council and some of it’s officers and have openly expressed dissatisfaction with the process thus far and in particular with Paronella’s attitude and comments. There is also a large group of disaffected members of the community who are amassing signatures on a petition to put to the TRC regarding the Priors Creek precinct. With all of this unrest and apparent dissatisfaction with the performance of the Council and in particular the Mayor, you’d think the TRC would endeavour to engage with the ratepayers. As the Mayor continues

to ignore the increasing concerns of residents and ratepayers, TRC should expect a large number of guests and media to attend their meetings until the concerns are heard and addressed. No matter what part of TRC you are from, no matter if it is rates, complaints, planning or the destruction of trees, we encourage everyone who is dissatisfied with the performance of the TRC and are unhappy with all of the unpopular decisions that have been made to attend the last Ordinary Council meeting of 2017. Council CEOs have too much power Under new Planning Laws, some decisions normally made by Councillors are being made under delegation by Council CEO’s who can now amend changes of use to plans with no requirement to notify anyone of what they are doing. Once

Take the CEO of Mareeba Shire Council, who has just changed the Barnwell Property Land use (Read KUR-World) from Rural Use to Nature based Tourism and as part of the deal allowed the operator to run Quad Bike activities. What have Quad Bikes got to do with Nature Based Tourism? I think absolutely nothing and I wonder how the CEO would really feel if I got 60 people to run Quad Bikes next to his residence from 7am to 6pm for seven days each week. Angry? Long awaited opening a huge disappointment The opening of the long awaited Dimbulah Primary Health Centre was a demonstration by Cairns and Hinterland Hospital and Health Service on how NOT to organize and officiate an important community event.

The timing for the opening was rushed – some invitations were sent out announcing an 11am opening for Wednesday 29 October 2017 and official invitations were emailed out just seven days earlier on the 22 November with an 10am start time. CHHHS also made the poor decision to hold the official opening of the most important Dimbulah facility in decades just four days after an intense state government election. Major stakeholders – who had attributed so much over the past two years to ensure the new Dimbulah Health Facility was built - ie; Health Minister Cameron Dick and State MP Shane Knuth couldn’t attend the Dimbulah Health Clinic opening but the event went ahead regardless. Mayor Gilmore and Councillors could not attend due to the late notice and prior commitments. Of the 50 or so people who attended the opening over half were either paid Qld Health administration staff or people from outside Dimbulah. Only a small number of Dimbulah lo-

The LAND Backpacker tax under the spotlight

The controversial Backpacker Tax has been brought into question following legal action commenced last week by an international tax accounting firm. The action against the Federal Government has been initiated on behalf of working holidaymakers from eight countries, including the United Kingdom and the United States. The company argues that the Backpacker Tax introduced in January 2017 contravenes non-discrimination clauses built into tax treaties that Australia has signed with eight countries: the UK, the US, Germany, Finland, Chile, Japan, Norway and Turkey. These clauses prohibit unequal tax treatment of citizens from these countries, including working holidaymakers, compared with Australians. International tax treaties signed by Australia override domestic tax laws. Taxback.com Commercial Director, Eileen Devereux, said the action was an important step to protect foreign workers and Australia’s reputation as a working holiday destination. “Having lodged our preaction letter, we have been extremely encouraged by the willingness of the Australian Government

to come to the table for talks. It is our preference to resolve this issue through a mediated solution and we look forward to collaborating on this,” she said. “Our starting point is that by discriminating against foreign workers the tax is fatally flawed. The tax unfairly targets working holidaymakers. It runs in direct conflict with Australia’s obligations under multiple international tax agreements. In doing so, it also harms the reputation of Australia’s tourism sector. “There’s no doubt that the Backpacker Tax has left a sour taste in the mouths of many visitors, and that can only harm Australia’s ability to attract visitors in future. This is why we are asking the Australian Government to reconsider.” KAP Federal Member for Kennedy Bob Katter has welcomed the move, labelling it as ‘vital’ to the long-term survival of tourism and horticulture in Australia, claiming that the tourism and horticulture industries in Queensland have suffered tremendously. “We voted against the backpacker tax. Almost certainly the Government will lose this case in the International Courts. How they could have been so stupid; you’ve always got

to acknowledge that Canberra is a very small gene pool. “The backpacker tax has dealt a deadly blow to the tourism, bananas, mangoes, paw paws, blueberries – the whole horticulture industry. And what for... for a lousy snivelling $50m.” Mr Katter warned that the current tax arrangements are leaving local tourism industries out of pocket by not just taxing the backpacker, but taxing the tourism operator by extension. “The tourism industry is built around handsome young people coming from these European countries and the Americas, they are always people with a bit of getup and go, adventure and excitement. They leaven our communities in every way. “Nearly every cent that a European or American backpacker earns here (by fruit picking) is also spent here. “Whatever money you take out from taxation, you are depriving the Australian tourism industry of. “That 15% taken out in tax is taken out of the pockets of every tourism operator in Australia,” Mr Katter said. But Mango farmer and Mareeba Fruit and Vegetable Growers Association

president Joe Moro said the introduction of the tax had little impact on the Tablelands. “It’s made very little impact here,” he said. “They’re more concerned with how and when they’re going to get paid and second visas, rather than tax.” Mr Moro said there had been a drop off in numbers of backpackers coming to the region to work, but not because of the tax issue. He said strengthening of the European economies has meant more young people are choosing to stay home and work rather than travel. “From my perspective the tax has made no difference here and there has been no shortage of workers,” he said. “I’ve heard of the odd stories further afield but not from the Tablelands. We’re lucky that we live in such a diverse area close to a regional city and the backpackers are attracted to that.” Mr Moro said that he was starting to see a shift away from the employment of backpackers to South Pacific Islanders thanks to the Seasonal Worker Program. “It’s taken a long time, but it’s starting to happen now,” he said. “It’s one of the areas where we’ll see a lot of growth.”

More entries have flowed in over the past week for the 2017 KP Mango Competition including this one from Kelsey Schincariol from Dimbulah. Weighing a whopping 1.2kg it is a monster but still doesn’t quite beat little Weston Hilditch’s entry (see The Express December 6). However, with prize money offered to third

place, Kelsey is now in the running for some money. The winner will take home $500, second place will win $300 and third $200. All mangoes entered must be photographed on electronic scales, clearly displaying its weight and viewed by a member of The Express team or Joe Moro from the Mareeba Fruit and Vegetable Grow-

ers Association. Mangoes must not be tampered with in any way. Entries close on January 31 with the winner to be announced at the end of the harvest season. Mareeba District Fruit and Vegetable Grower’s Association and The Express have teamed up with Lindsay Transport and Lindsay Rural to bring the competition back for 2017.

Ben wins bronze in Taekwon-Do Mareeba’s Ben Gilmore beat 240 competitors from across Australia to win a bronze medal at the All Australia International Taekwon-Do Federation National Championships in Sydney on December 2-3. Mr Gilmore is the instructor at the Mareeba Taekwon-Do club that meets at the Mareeba Basketball Hall every Monday and Wednesday. He was part of a team of four from Queensland that travelled south for the prestigious event including team manager Jeff Dieben, Mackay’s Vince Vinzon and Brisbane’s Anthony Coleman. Mr Gilmore won a bronze medal for the over 18 years male 4th degree

black belt pattern competition. He was also part of the team self defense routine that also won a bronze medal. The self defense routine consists of the defender dealing with a series of multiple attacks where he demonstrates his TaekwonDo skills in a realistic manner. Attacks include grabs, take-downs, strikes and weapons eg sticks, knives, etc. Pattern competition is judged on the competitor’s ability to perform a routine of complex Taekwon-Do techniques with power, balance and focus. Each routine is specific to the competitor’s current belt level (grade).

Manager and coach Jeff Dieben said Mr Gilmore was up against some stiff competition. “Ben competed against several other competitors who have had international competition experience and we are very proud of his achievement in this event,” he said. Ben has been training at the Mareeba club since he was nine years old and has trained consistently in that time passing many practical and theory tests to achieve the rank of 4th degree ITF black belt. “He has been a role model for students junior to him and has assisted with the development of many students,” said Mr Dieben. “Ben exemplifies the

tenets of Taekwon-Do. He is courteous at all times; he is loyal and demonstrates respect and integrity. He shows self control both within the training hall and in his personal life. Ben has the perseverance and indomitable spirit to get

the job done whatever that may be.” Taekwon-Do classes in Mareeba run from 6pm to 7.30pm. The club will break over the Christmas period from 15 December and recommence on 15 January 2018.

“The club focus is to produce students who exemplify the tenets of Taekwon-Do,” said Mr Dieben. “Each student is encouraged in a supportive manner to achieve his or her best. Whilst competitions are available to our mem-

“There is a lot of young talent at the club and everyone is very enthusiastic about our chances next year.” The Roosters will continue pre-season training until Thursday December 21 before breaking for the main Christmas period and resuming on January 2. The 2018 CDRL premiership draw is still to be finalised and the Roosters are looking to host a preseason trial with Mareeba in late March.

IN another action packed weekend of summer cricket Mareeba’s 3rd grade side took on the Tully Tigers at home on Sunday. After winning the toss the home side elected to bat first up. Shana Aue come in early and blasted 19 runs before Mareeba then lost some early wickets. The boys were struggling and things were looking grim with Rowan Foxwell coming to the crease at 7/40 in the 11th over. Rowan then knuckled down and played a solid innings for 29, only getting out in the last over. Rowan was well supported on the other end with James Carucci getting 10 and Luke Russo finishing on 17 not out. Tully then went in to

bat and scored slowly only losing two wickets by drinks. With plenty of wickets in the shed they pressed on upping the run rate slowly. Coming to the last over Tully needed 11 runs and with a lost opportunity they won the game with only a couple of balls to spare. Best bowlers for Mareeba were Marcus Lea with 1 for 17 and Cameron Mcpherson with 1 for 12. Mareeba’s 2nd division side also played on Sunday at Port Douglas.
