In an emotionally fraught meeting last Thursday in Atherton, Tablelands Regional Councillors voted to give property owners in categories F and G a concession on this year’s rates, admitting they made a mistake when passing through the 2017/2018 budget. The unusual move came

after weeks of tension in the community over massive rate hikes that were instigated by property valuations earlier in the year. Some property owners were slugged with rises of a 50 per cent increase in rates, causing them to band together and form a Rate Payers Action Group. After meeting with councillors and Queensland Valuer-General representa-

tives late last month, the group were not happy that increases in property valuations were being blamed solely for the rate rises and asked TRC to use its powers to cap the increases offering some financial relief to those dramatically affected. The issue was itemised at Thursday’s meeting and gave councillors two options to vote upon. The first

was to offer a concession to ratepayers in categories F (Primary Production) and G (Grazing) of 20 per cent, while the second was to not provide any concessions and instead conduct a comprehensive rating review before next year’s budget. Councillors gave their opinions on the matter for the first time in front of a packed gallery, each taking an emotive stance for and

against the options available. “This issue has triggered a significant amount of personal and professional reflection for me,” said Councillor Bronwyn Voyce who represents Division 6 where most of the affected rate payers reside. “This is one of the hardest jobs I have ever had to do because there’s no crystal ball that provides us

with the exact right thing to say or do, so we are forced to rely on the best knowledge that we have – our values, our morals and our principles and our better judgement. And as we do, sometimes we get it wrong.” Cr Voyce was visibly moved as she spoke publicly for the first time on how much the issue had affected her personally.

“When I ran for this council, I wanted to stop outside the newsagency in Tolga or the Post Office and look people in the eye and know that I am doing the best that I can for the future of this region and at the moment I don’t even want to leave my house because I think we got this wrong and we have to own that and we have to fix that,” she said. Have your say on healthcare Northern Queensland Primary Health Network (NQPHN) is asking Mareeba residents to have their say on primary health care in their community at a series of information stalls this month. NQPHN has engaged a specialist health consultant, who will be seeking feedback from Mareeba residents, particularly on how to improve chronic disease and after-hours services. The Federal Government Department of Health has committed $2 million funding to improve primary health care in Mareeba. NQPHN Chief Execu-

tive Officer Robin Moore said the community’s input would be vital in ensuring the funding is targeted towards the community’s areas of need. “We believe it is important the community is listened to, and the feedback received from the community consultations will enable a co-design process to be undertaken with local primary healthcare providers to address the issues identified,” said Mr Moore. “We’re committed to working with the community and healthcare providers to identify primary healthcare issues, and devise so-

lutions which are specific to the Mareeba community.” The consultant will initially be available at various locations throughout Mareeba for seven days, including weekends, and a dedicated evening session for those who may not be able attend during the work day. Following on from the community consultations, information will be used by healthcare providers to develop models of care around chronic disease and after-hours services which aim to improve the overall health and wellbeing of the community.

Federal Member for Leichhardt Warren Entsch said access to quality health services was vital to the people of Mareeba. “I’m pleased to see the community’s concerns have been listened to, and will be taken into account as NQPHN works to give local residents access to quality health services. “The Coalition Government is providing funding and taking steps to improve the health of the Mareeba community. “I’m pleased NQPHN and the local community are now working together to determine what health

services will best meet the needs of local residents.” The dates and times of consultation are listed (right) with additional consultation days to be announced at a later date. NQPHN is currently funding Dial A Doctor for after-hours services in the Tablelands region, and also helped facilitate the new co-located GP service at Mareeba Hospital. Mareeba girl back to work at home town hospital By Rebecca Wallis

Tahnee Bridson is the latest in a long line of locals who have chosen to become doctors before coming back to work in their home town hospital. The 25 year old who went to Mareeba State High School will next week celebrate the end of student life after seven long years of studying the art of medicine. It will also mark

the end of her six month placement at Mareeba Hospital – a stint that she said has been one of the most rewarding. “You get more involved with patient care here, even as a student,” she said. “Even the 4th years here get a lot more involved in patient care. In the bigger hospitals there are so many more doctors there that if you’re not around it doesn’t make a difference but it does here. All of the

6th years here we all feel we’ve been treated so well by everyone and anything that you do is so appreciated.” After graduating from school, Tahnee said she was unsure of which path to take next. “I took a year off and worked at St Stephens doing stuff in the lab and took some time to think about it.” It turned out that research was where her heart

lay. “For me the thing I have enjoyed the most is doing research,” she said. “It’s great to help people when they’ve got these diseases but the thing I am quite keen to do is to look at how to prevent them. Look at vaccines, treatment, medicine to prevent things from happening to begin with, that’s what I enjoy.” Next year she has also elected to come back to work at Mareeba for part of

her Intern year. “It’s great to work here,” she said. “Everyone’s super nice. I think small hospitals in general you feel useful and you feel like you’re part of a team. You get acknowledged, everything you do is appreciated. It’s been fantastic.” For now Tahnee will be enjoying a well earned break before she begins her first real job as a doctor in January in Cairns.

Old mattresses a headache for MSC Mayor Gilmore expressed his disappointment with commercial operators who have been taking advantage of the Mareeba Shire’s waste facilities. “It appears that we have been in receipt of many unwanted mattresses after contractors have chosen to truck old mattresses into our Shire to dispose of them at minimal cost,” Cr Gilmore

said. “I am disgusted this would happen and cause such an inconvenience and cost to our ratepayers.” Consequently council introduced a fee of $25 for commercial operators and non-residents of Mareeb Shire to dispose of a mattress. Furthermore, mattresses will only be accepted at the Mareeba Transfer Station.

Councillor Anthony Ball agreed. “I think at the end of the day we need to listen to the people and as has been stated it’s not a small number that have been affected it is a large number of people that have been affected across different farming categories, it’s not just one area,” he said. “Let’s bear in mind our farmers have drought issues, there’s water issues, cattle prices are fluctuating up and down. Yes some farmers might be making money but there are plenty out there that are hurting and I think we need to right some wrongs and I think we need to help our farmers out and they are our biggest economic drive of this industry and without our farmers we’ve got nothing.” Not all councillors were in favour of offering a concession to the rate payers, however, with Councillor Kate Eden making it clear that she felt the deficit that would be left behind in the budget by offering a concession would be ‘irresponsible’.

“I did engage with ratepayers in my division on the question of rates concessions for category F and G and pretty much across the board my ratepayers said they didn’t want to subsidise farmers by paying more rates themselves, which is in effect what needs to happen if we’re to maintain our budget,” she said. “I think it’s financially irresponsible of council to make this decision on only one side of the story. I’m feeling uncomfortable with the concession option because I really don’t think that’s a fully informed and responsible decision. I would prefer to manage the situation by providing assistance to individuals affected by hardship rather than a blanket concession for the whole rating category of F and G while doing our best for the next budget.” Deputy Mayor Katrina Spies said the council was left sitting “between a rock and a hard place”. “The bottom line is that no one is going to be happy with what we come up with,” she said.

“I don’t think it’s fair that farmers have had to pay the huge amount they have had to pay. I know in my heart if I had that information in my head I would not have made the decisions that I made as well and I personally want to apologise to anyone that has lost a lot of sleep over this because I agree, just because farmers have got assets doesn’t mean the cash flows are there. “But the bottom line is we are where we are. Conditions of the concession Officers recommended that as part of option 1 Council: 1. Notes the significant increases in some primary production and grazing valuations arising from, among other things, the revised methodology of valuing water licenses; 2. Further notes the hardship caused by the drought declaration and the reduction in water alloctions; 3. Provides a concession to the class of ratepayers in Cat F and G for the 2017/2018 financial year pursuant to sections 119, 120, 121 and 122 of the Local Government Regulation 2012; 4. Sets the concession at an

amount so as to ensure that any rate increase for individual ratepayers within that class is no greater than 20% more than the 2016/2017 rate with the concession only applying where the amount of the annual concession is $50 or more. 5. Not charge interest on any overdue rates and charges for this financial year to ratepayers within the stated class until after 30 November 2017. 6. Comprehensively reviews its rating mthodologies, practices and effects in the current budget and considers the review findings in the 2018/2019 budget process.

Wastewater plant doing well

The new Mareeba Wastewater Treatment Plant has been operational for almost three months and is exceeding expectations. Mayor Tom Gilmore said the new Treatment Plant is already providing significant environmental benefits for the receiving waters of Two-Mile Creek; a tributary of the Mitchell catchment. “The quality of treated effluent produced by the upgraded Mareeba Wastewater Treatment Plant has surpassed expectations

and improvements have already been noted in visual amenity of Two Mile Creek downstream from the release point,” he said. Last month Council called for tenders for the demolition of the redundant infrastructure of the old Treatment Plant. Council awarded the tender to Anton Demolitions Pty Ltd for the total value of $190,080. Mayor Tom Gilmore said a key component of the Australian Government’s Building Our Re-

gions Funding is for the demolition of the obsolete Mareeba Sewerage Treatment Plant. “The decommissioning of the redundant infrastructure, including removal of solids from tanks, was completed earlier this month and the demolition is the last phase of the overall project,” Cr Gilmore said. The final stage of the project will be to demolish the concrete structures, site buildings and rehabilitate the site.

Water restrictions changed

Mareeba Shire Council moved to Level 1 water restrictions on July 20 this year following an extended period of dry weather and dropping water levels at Tinaroo Dam. Mayor Tom Gilmore said Council was being proactive about preserving water consumption.

“Council moved in recognition of the fact we live in a robust agricultural economy; we are dependent upon water from Tinaroo,” he said. “At last Wednesday’s meeting Council adopted a Water Restriction Policy which will enable Council to impose restrictions from

Level 1 through to Level 3 for all water users including residential, commercial users. The policy outlines exemptions which may be granted upon application from water based reasons such as public health and safety or to carry out essential works.

Locals say picturesque Kaban will be ruined by potential wind farm

‘We don’t want turbines here’

Around 20 property owners in the Kaban area of Ravenshoe are nervously waiting to hear whether a proposed wind farm will go ahead that they say will ruin the region after recent talks with developers. Neoen, a French-owned renewable energy company, has held community consultation sessions in Ravenshoe over the past few weeks to try and answer the concerns of locals. But those living on neighbouring farms are trying desperately to block the development from going ahead, citing health concerns, noise disturbance, a negative impact on local wildlife and property devaluation as just some of their reasons. Kaban Green Power Hub is still in the design process and has yet to be given local council approval, but is proposed to include 29 wind turbines with a tip height of 240m – far higher than their Windy Hill counterparts which are only 44m high. “I moved here for the wildlife and not to have noise, not to have flickers,

not during production or development of the windmills to have dust because they’re all dirt roads, the list could go on,” said Helen Kirk who has lived in the area since 2004. “Everyone’s got young babies, even though there’s no proper information to say it doesn’t cause any health problems, what if there’s 1 per cent chance it will possibly hurt your babies, why would you do it?” Ms Kirk has contacted the Shadow Minister for Energy to get assistance on the matter. Her home sits on the State Forest boundary, just 1.8m from the proposed site. They legally have to be 1.5m from property. Neighbour Wendell Majer has lived on her 480 acre cattle and small crop property for 30 years. Her partner’s family have farmed in the region for generations. Her concerns echo those of her neighbour’s. “Nobody knows what is going on,” she said. “We’re getting all this inconsistent information from them and it’s sort of like a mickey mouse show. “There’s been no trans-

parency with this, there has been no significant environmental study done. They said their ecologists have visited twice and that they’ve done a desk top analysis which means they’re googling to find out what sort of animals have been registered here as endangered. I said do you believe that from two visits someone can make an accurate assessment of our environment? It’s really dodgy.” Ms Majer said the Kaban area is a wildlife hub with Sarus Cranes, Brolgas, Australian Bustard’s and giant wedge-tailed eagles all in the vicinity. “Their direct flight path to nesting is right across there (the proposed windmill site).” said Ms Wendell. “These are big birds. In New South Wales and in Victoria those particular birds are dwindling in numbers and they have got a of 5m radius in place around wind turbines and their flocking, nesting and feeding sites. Do we wait until our numbers dwindle too? “They might be migratory but this is their breed-

ing area. You can’t just base it on two visits, it needs to be done over years.” Ms Majer said she is also concerned about their underground water supply becoming contaminated after the inevitable blasting of the site during installation of the windmills. But the group’s biggest concern is about the health implications of living so close to the windmills. “They’re clinging to the national health and medical research that says there’s no direct evidence that it causes health problems,” said Ms Majer. “There’s no published evidence to say it doesn’t cause health problems either.” A Neoen spokesperson told The Express previously that the company want to engage as much as possible with the local community. “Neoen has begun meeting face-to face with project neighbours and invites any local residents interested in participating in these sessions to contact the project team at contact@kabangreenpowerhub.com.au,” said Tasha Nabila from the company.

TRC is pleased to announce that it has been awarded funding to employ seven trainees under the First Start program, part of the Queensland Government’s Skilling Queenslanders for Work initiative. First Start provides wage subsidies to organisations to employ additional trainees. The program offers opportunities to young people and disadvantaged job seekers to gain nationally recognised qualifications and 12 months’ employment by undertaking a traineeship.

Widening and bitumen sealing along approximately 2km of the Palmerston Highway (also known as the Old Palmerston Highway) extending from the Maalan Road (west) intersection towards Ravenhoe will be carried out during November.

The LAND Foodies celebrate national Ag Day

November 21 marks the inaugural National Ag Day in Australia and North Queensland will be cdlebrating with a Farmer Meets Foodie Forum on November 21. The event will be held at the Mareeba International Club from 10am followed by a Food Truck Feast from 5.30pm at the Ringers Rest. National Ag Day was an initiative first proposed by Gina Rinehard which has been supported by the National Farmers’ Federation, Barnaby Joyce and Malcolm Turnbull. Farmer Meets Foodie (FMF) will be hosting these events to highlight and celebrate the excitement around local produce and the stories behind how its grown and prepared for the plate. FMF is expecting more than 300 attendees from across the region including graziers, growers, farmers, chefs, restaurant and cafe managers. Anna Daniels will MC the forum. She has presented on ABC1 and on Network Ten’s The Project. Key Note speaker is Paul West, farmer and chef from River Cottage Australia. Paul will set the scene for the day with a discussion on how Australians are embracing the stories behind the produce.

Tilapia confirmed found in Walsh River The Department of Agriculture and Fisheries (DAF) is meeting with stakeholders this week following the confirmation of the pest fish tilapia in the Walsh River. A team from Biosecurity Queensland, Fisheries Queensland, and an independent freshwater fish ecologist, recently surveyed a site approximately 30 kilometres from Chillagoe and 130 kilometres east of Mareeba after a member of the public reported the sighting through DAF’s

online pest fish reporting page. Fish sampled during the expedition have been confirmed as spotted tilapia (Tilapia mariae). While not believed to be as destructive as Mozambique tilapia, spotted tilapia are considered a noxious and extremely invasive fish species and are classified as restricted matter under the Biosecurity Act 2014. Biosecurity Queensland’s Invasive Plants and Animals general manager

Dr John Robertson said initial work would involve gaining an understanding of the extent of the incursion. “This work needs to be done sooner rather than later because the Walsh River will begin flowing again with the onset of the wet season,” Dr Robertson said. Biosecurity Queensland will be working closely with key stakeholders from James Cook and Griffith Universities, regional Natural Resource Manage-

Cricket was all the rage last week in a bid to remove the stigma and raise awareness and support of mental health. In Dimbulah more than 200 locals turned out for a night of laughs, memories and memorabilia at the Junction Hotel with cricket legends Jeff Thomson and Doug Walters. In Mareeba, the annual Doctor Mark Bestmann week was held at Mareeba State High School with activities everyday. The aim of the week is to raise aware-

ness of mental health disorders like depression and anxiety amongst teenagers and adults in the school community with a key message of ‘Together We Are Stronger’. As part of the week the inaugural Dr Mark Bestmann Memorial Shield cricket match was held between students from the two local high schools with the legends coming along to show their support. Other activities included a talk by Margie Bestmann, fun and fit-

Dan Parnell batted the entire innings to steer Atherton to victory in a close match against United at Griffiths Park on Saturday. United elected to bat first and posted 159 off their 40 overs for the loss of 6 wickets. Atherton’s opening bowlers worked hard without luck until a bowling change before drinks saw

Mareeba High and St Stephens students at the inaugural Dr Mark Bestmann Memorial Shield cricket match held last week with Mareeba High victorious on 4/203.

Mareeba’s Under 12’s travelled to Atherton to take on Atherton (1) at Morrow Park on Saturday. Mareeba lost the toss and got sent in to field with the boys bowling and fielded pretty well to reach 6/209 at the end of play, Alex Nasser batted

nicely with a whopping 89 runs which gave Atherton a good total. Best bowlers for Mareeba were Damon Leeds with 2 for 20 and Bryce Fincham with 1 for 10. Mareeba went in to bat slowly ticking the score over but couldn’t reach the

total in the end scoring 6 for 158. The youngsters put in a great effort with best batters for Mareeba going tp Jack Kruse with 42 not out, Ben Myles with 18 not out and Kai Harrimen with a nice 19 and also hitting his first six.

Basketball grand final set to be a ‘cracker’ A cracking senior men’s grand final encounter between two excellent basketball teams in Stingrays and Red Devils, should provide great entertainment for the supporters of both sides and for spectators in general. Commencing at 7.45pm this Thursday night, the clash between Stingrays and Red Devils for the summer season championship title promises to be interesting and exciting throughout the grand final. Certainly the line ups of both teams appears to be very similar. They both have experienced players combined with outstanding young guns. No doubt both

Stingrays and Red Devils have the players in their respective sides capable of clinching the championship decider is likely to eventuate. Starting at 5pm, these evenly balanced young teams have many highly talented juniors who should display a fine exhibition of basketball. Warriors take on Caviliers in the junior high school grand final with the opening title decided to start at 4pm. These youngsters will produce many exciting moments during their final and no surprise to see the result in doubt until the concluding stages. Excellent basketball was displayed during the semi-finals last week.

The first men’s semifinal was Stingrays leasing Barras by 21 to 15 at half time. They maintained their advantage for the remainder of the grand final qualifier to gain victory by 48 to 39. Although Stingrays never appeared in danger of defeat, the Barras produced a good effort and never allowed the Stingrays to establish a match winning lead at any stage of the semi-final. Showing out best for Stingrays were Declan Ebner, Jake Priestly and David Hawke. While best for Barras were Daniel Ruggeri and Lachlan Anthony. The other senior men’s

semi-final between Red Devils and Blue Angels was a good closely contested encounter. Blue Angels commenced well to be leading by 14 to 11 at quarter time. A good second quarter display by Red Devils gave them a narrow 28 to 26 half time lead. Red Devils further consolidated their position during the third quarter to establish a handy 10 point advantage when the last quarter commenced. Red Devils overcoming a late challenge by Blue Angels to earn a grand final position with their 56 to 50 win over Blue Angels. Young juniors Luke Fresta and Kobe Ah Wang

were simply outstanding for Red Devils as was a strong performance by Clinton Cameron. Blue Angels usual accurate shooting deserted them at vital times, which cost them any change of success. Their best players where Tyson Tatti, Jerome Gully and Jeremy Mackay. The Ladies semi-finals resulted in an impressive 36 to 15 win by The Dust combination over Miakats, with Amber Lin playing well with her 12 points for The Dust side. Shockers were comfortable 34 to 20 winners in their defeat of Gigglers in the other ladies semi. This encounter featured stand

out performances by Tracey Leet for Shockers and Tahleah Haddow for the Gigglers. Both also scored 15 points for thei side. Interesting Junior semifinals saw Jake Priestly score 19 points for Andy’s Angels senior high school side in their defeat of Alex V.I.P by 50 to 39. In the younger junior high school semi-finals, Tom Flynn dominated the scoring for Warriors with 19 points when they accounted for Olympians by 31 to 23. While a haul of 21 points by Zayd Myrteza for Caviliers proved a winning factor in Caviliers defeating Chicago Bulls by 40 to 28.

Jamie’s a showjumping champ Kuranda teenager Jamie Hewitt was aiming for a good result at the recent National Interschool Showjumping Championships, but came away a champion after winning the 110cm event. 14-year-old Jamie is a prolific rider having won multiple showjumping and dressage competitions with her stockhorse cross GG Malibu, but this win is the first national title under her belt. “To win against so many amazing riders from all over Australia was insane,” said her mum Chris Hewitt. Over 300 competitors from across Australia took part in the event on 25-29 September. Jamie represented her school, St Stephens Catholic College, Mareeba, af-

ter qualifying in the state round of competitions back in July. Her 15.1hh horse has surprised everyone with her jumping ability after originally being bred as a polocrosse pony. Her younger sister is also an avid horse riding competitor and both are members of Kuranda Pony Club and the North Queensland Showjumping Club. Jamie is now the National Interschool 110cm showjumping champion and also received 4th place in the 100cm competition. The competition scene is now over for the year but Jamie will be gearing up for next year’s season and the opportunity to defend her title at the Interschool Championships again in September 2018.

Commonwealth gold medallist and Olympic Games competitor Mitch Larkin took time out of his busy training session to spend some time in Mareeba last week with students from Mareeba State High School. The swimmer flew in to the Far North on Friday morning to pass on some of his skills to a select group of students at Mareeba Pool.

“We’ve done some drills and basic stuff,” he said. “I think it helps them to hear it from someone who actually swims them self rather than just a coach. It helps them relate.” Larkin is in the middle of a tough training schedule ahead of selection for the Commonwealth Games in February. Although he loves teaching the younger generation, he said he is no coach. “I struggle to explain what I want them to do!”

he laughed. “But I do enjoy it. It’s really nice to help the next generation and it’s so rewarding. Seeing the smiles and having a laugh with them, it’s all worth it.” Larkin stayed in Mareeba over night, watching the annual wheelbarrow race at the school before presenting at the sports awards night that evening. His stay on the Tablelands was short lived however, as the following morning he had to head off back to training. After winning a gold
