Where cars go to die
Ever wonder what happens to cars left abandoned on the side of the road across the Tableland? Rex Russel (pictured) knows. He’s been supervisor at the Mareeba Waste Transfer station for nine years, and sees the many abandoned vehicles council removes every year. Last week, two wrecks that had been long-abandoned after running off the side of the Kuranda Range Road were finally towed to their final resting place in Mareeba. Find out their fate on page 7.
Centre under threat By Ryan Groube
T
he State Government has appointed Apex to manage the underperforming Lake Tinaroo Active Recreation Centre. Apex chief executive Michael Brierley travelled to the Tableland this week to brief the centre’s 12 staff about planned changes under the new regime. In November 2013, The Express broke the story that the State Government was looking to offload the management of the centre. Occupancy rates had hovered at about 25 per cent with expenses outstripping revenue by more

than $500,000 each year between 2004 and 2008. Mr Brierley said Apex already managed similar centres on the Sunshine Coast and Magnetic Island and was confident in the long-term future of the site. He said where possible existing staff would be maintained and that a thorough review of how the centre was priced would be undertaken. “I don’t think that the market [for using these centres] is down I just think that they need to be priced at a point that makes them attractive to school, sporting and community groups,” he said. “For those staff interested in remaining involved with us we will look to re-employ as many of them as we can.”

Mr Brierley however did say that to help bolster the centre’s bottom line staff may be required to work at Apex’s other centres across the State. He said that Apex would “look to take advantage of busy and slow times” at the different centres by relocating staff to various locations. Despite low occupancy rates, Mr Brierley said there was room for growth at the centre and that the Tinaroo site was “comparatively small”. The camp can accommodate up to 136 guests but the commercial kitchen that is located on site can cater for up to 180 people. Queensland Recreation and Sports Minister Steve Dickson said awarding Apex the management contract secured the future of the centre.

Member for Cook David Kempton congratulated Apex on its successful bid to run the centre. “This is a great outcome for the people of the Atherton Tableland,” he said. “Apex proposes to use the centre for a range of active recreation and education based programs and will no doubt deliver a great experience for school and community groups. “It’s a good fit for Apex, which will take over the centre’s operation on July 7 this year, pending normal lease negotiations.” In 2008, the former Labor Government closed five active recreation centres due to poor occupancy rates and high operating costs.

Riding for Indie Rose
By Ryan Groube
A
bout 200 cowboys and cowgirls gathered at a small rodeo ring on the outskirts of Mareeba on Sunday to ride for Indie Rose. The event held by the fledgling FNQ Timed Events club is the latest in a series of fund-raisers for the terminally ill daughter of former local Jen Smith and Olympian Jai Taurima. Indie Rose is due to celebrate her third birthday on May 22 but doctors don’t expect her to make it that long. Instead, the little fighter had an early birthday celebration at Sydney’s Westmead Children’s Hospital last week. The youngster’s battle with infant acute lymphoblastic leukaemia, which she was diagnosed with at three months of age, has united the Mareeba community. Led by a small fund-raising group the IndieStructables, the community has donated more than a hundred thousand dollars to help the family meet Indie’s medical bills. Businesses have held pink days, schools have signed pink cards with messages of support, and major national companies have signed cheques.
On Sunday, the small rodeo ring off Springs Road was a sea of pink for a day of barrel racing, steer undecorating and junior horse sports events. FNQ Timed Events president Lee Liaver said the fund-raiser for Indie was “a good thing for a good cause and we just wanted to get it done”. The IndieStructables, a group of about 25 locals, set up a fundraising tent and even had a ride on the horses themselves. IndieStructables team member Tim Ralph said although the final fund-raising total wouldn’t be known immediately whether it was $50, $500 or $5000 didn’t matter. Mr Ralph said a charity golf day on Saturday in Charters Towers had raised $5500 and the support of the far northern community had been “phenomenal”. “The whole community has just got right behind Indie. There may be 25 IndieStructables but so many others have contributed,” he said. “She (Indie) is a little fighter and it goes to show that the typical Australian still loves the underdog.” The Express will publish the final fund-raising total as well as the results of Sunday’s event in the next edition on April 9.

A metre matters to cyclists on the road

Q
ueensland’s largest motoring group believes that fines of up to $330 for drivers passing too close to cyclists will do more harm than good. The RACQ says the State Government’s imminent introduction of the ‘a metre matters’ rule on April 7 could inflame tensions between drivers and cyclists. The two-year trial of the rule, which requires drivers to give cyclists at least one metre of clearance in 60 kilometre zones and 1.5 metres in higher speed limit areas, will see offenders hit with fines up to $330 and three demerit points. The Express has previously reported on local motorists concerns that on many of the regions narrow roads there is not sufficient space to comply. Under the new laws, motorists will be allowed to cross double white lines ‘when safe to do so’ in order to comply. A spokesperson for the RACQ said in this case education trumps legislation. “RACQ does not support legislation to penalise drivers in this situation,” spokesperson Paul Turner said. “Firstly we think it will be very hard to enforce in practice and
secondly we are concerned that it may raise the heat on the roads, so to speak. “We would support an increased focus on education on how to share the road safely and respectfully.” Mr Turner also said it would be a mistake to allow drivers to cross double white lines, especially in far north Queensland. “We are definitely concerned about the safety aspects allowing of motorists to cross double white lines - we think it sets a dangerous precedent,” he said. “The double white lines are there for a reason, especially on winding roads which you have a lot of up in far northern Queensland.” Local riders have welcomed the introduction of the trial, with Mareeba Mountain Goats spokesman Rudi Di Faveri saying cyclists need all the help they can get. “It’s quite frightening when you’re on the side of the road doing 25km/hr and a truck goes past at 100 kilometres an hour,” Mr Di Faveri said. “I’ve had friends who have been hit by the wing mirrors of vehicles going past them at those speeds. “Doubtless there are going to be some drivers that will grumble – but I would ask them to try
riding along the road in our situation and see how it feels to have a big truck go past within inches of them.” Transport Minister Scott Emerson said Queensland would have ‘the safest environment for road cyclists’ when announcing the start of the trial on March 20. “Tragically, 13 cyclists were killed on Queensland roads in 2013, so action was needed,” he said. “The trial of the new rules will improve cyclist safety and ensure there is enough space between a motorist and the rider.” Cyclists will be able to report the number plate of drivers that pass them too closely, but the RACQ pointed out that this could create a double standard. “Drivers can be easily identified by their number plates whereas it’s harder for motorists to ID a cyclist that might be doing the wrong thing, especially if they are trying to concentrate on the road at the same time,” Mr Turner said. “It doesn’t have to be motorists versus cyclists, though - 250,000 of our 1.4 million members also identify themselves as cyclists so they understand the safety risks out there.” The new laws also cyclists will also receive the same penalties for breaking road rules as motorists.
For example the fine for a cyclist entering a level crossing with a train approaching will increase from $110 to $330, the same as motorists. “No matter the number of wheels, whether two, four or more, the rules are the same and now the fines are too,” Mr Emerson said. Under Queensland laws bicycles are considered vehicles and riders must obey all road rules. Bicyclists must stay ‘far to the left’ on two-lane roads but can occupy any part of the left-most lane on multi-lane roads.
Man wanted for council worker bashing By Ryan Groube A man wanted for questioning over the bashing of a Mareeba Shire Council contractor continues to evade police. On March 21, the contractor was emptying rubbish bins along Coondoo Street, Kuranda when he became involved in an altercation with an unknown man. It appears the man had thrown a bottle in a nearby garden bed which caused the glass to shatter sparking a brief conversation between the pair. Police will allege that the male approached the contractor and punched him a number of times before fleeing the scene. The contractor sus-
tained injuries and required medical treatment. On Friday, Kuranda Police said investigations into the incident were ongoing. Mareeba Shire Council Mayor Tom Gilmore said the safety of council employees and contractors was critical and that the incident was “absolutely unacceptable”. “While not a direct employee of council they were doing a job on council’s behalf for the community and in performing that duty they are not entitled to be assaulted while at work,” he said. Anyone with information that could assist police has been urged to contact Crime Stoppers on 1800 333 000.

NORTHERN BEEF PRODUCER FORUM
Industry harmed by export image By Boyd Robertson The reopening of a minor overseas cattle market under new animal welfare rules has highlighted the importance of regaining a positive public image for live export in Australia, according to the country’s peak exporter body. Australian live cattle export to Egypt was reopened on March 24 after suspension a year ago
when footage emerged of inhumane slaughtering of cows in an Egyptian abattoir. The resumption comes in the same week as the Northern Beef Producer Forum in Mareeba on March 26, at which the Australian Livestock Exporters Council (ALEC) laid out the importance of regaining a positive media image for live export. ALEC CEO Alison Penfold said it was vital the Australian livestock industry regained a “social licence” from the nation’s public, meaning that they had to better align their practices with modern attitudes toward animal welfare. “What’s happened is our standards for live export handling haven’t evolved along with Australian society’s expectations,” Ms Penfold said. Australian cattle will now be shipped to a single Egyptian importer under the Exporter Supply Chain Assurance System (ESCAS), meaning that exporters will have to ensure handling of the beasts meets international animal welfare standards up until the point of slaughter. Ms Penfold said while every care had been taken to ensure humane handling

pared to others such as Indonesia or Vietnam but said it would help diversify options for Australian operators. Peter Spies raises Senepols as seed stock near Atherton and described the Egyptian market as a “blip on the radar.” “It is very small but at the end of the day it is another export market,” he said. “It’s always good to have varied opportunities for export out there because it can help absorb shocks in other markets.” AgForce regional councillor Russel Lethbridge, who acted as emcee for the Mareeba forum, said it would be a mistake to overlook Egypt as a market. “Every market is significant, especially in the situation northern growers are in,” Mr Lethbridge said at the forum. “Egypt’s a good example of that – in the 1990s they were taking a completely different class of heavier slaughter cattle to the other export markets and it’s always possible for them to again take on another niche role like that. “In the north we really aren’t capable of raising slaughter-weight cattle but our live export markets have a big demand for exactly those sorts of cattle, so it’s really a perfect match between us and the importers.”

Cancer Council Queensland Relay For Life Coordinator Courtney Sullivan challenges the community to embrace Tablelands Relay For Life.
The countdown is on for Tablelands Relay For Life I love this time of year – hundreds of passionate locals from around the Tablelands region unite to show that community spirit really can make a difference in the fight against cancer. It’s almost time for Cancer Council Queensland’s Tablelands Relay For Life so grab your friends, family and work colleagues, create a team and save the date (September 13-14 at Davies Park, Mareeba)! Participants are showing their support for those affected by cancer and helping them through one of the most difficult times of their life. They make a difference by showing that those touched by the disease are not alone and raising funds that will allow locals to access support and information while contributing
and slaughtering of live export cattle, there could be no guarantees of another controversy. “The Egyptian importer will have to meet OIE (World Organisation for Animal Health) requirements to qualify under ESCAS,” she said. “We are being very careful with all our live exports – an example is in Vietnam, which is a much larger export market than Egypt, where we had reports an area was not meeting requirements, so that area was removed from the supply chain entirely.” The new stringent guidelines are only part of the effort to regain the ‘social licence’ – ALEC is also publicising renewed spending on bovine disease research, communication and education of overseas abattoir workers. The actual volume of the new Egyptian trade is still to be determined as exporters begin to work out deals but it is expected to be lower than pre-suspension levels, which sat around 30,000 tonnes per year. Brazilian exporters moving to fill the vacuum left by the departure of Australian suppliers and higher animal welfare requirements will limit maximum Australian export tonnage. Local growers have admitted that the reopened Egyptian live export market is tiny com-
to research breakthroughs. Together we are able to give hope for cancer survivors, hope for those who have lost loved ones, and hope for a cancer free future. With more than 1200 Far North Queenslanders affected by cancer each year, now more than ever, we need the support of the community. All funds raised from Tablelands Relay For Life allow Cancer Council Queensland to continue its vital work in cancer research, early detection and prevention programs, and patient support services. NORTHERN BEEF PRODUCER FORUM
Tableland grazier Peter Spies, ALEC CEO Alison Penfold and MSC councillor Alan Pedersen at the Northern Beef Producer Forum in Mareeba on March 26.
Hot topics at forum The exploding Chinese demand for Australian beef and strategies for improving public perception of live export were hot-button topics at a northern grazier forum held at Mareeba last week. AgForce, the Australian Livestock Exporters Council (ALEC) and Cattle Council Australia hosted the Northern Beef Producer Forum at the Mareeba District DPI Office on March 26. The forum was studded with high-ranking industry figures who spoke about the pressing issues facing northern growers. Local grazier and Mareeba Shire Councillor Alan Pedersen attended and said the forum had painted a positive picture for the industry. “Generally it’s good news on the horizon,” Cr Pedersen said. “There’s been a rough patch with live export and drought is
still a problem but we’ve seen long-term assurances of a brighter future.” One of the most encouraging pieces of news was that the rapidly-expanding Chinese middle class’ hunger for beef has led to a huge surge in demand for Australian product, according to a presentation by Chinese government representative Rengang Huang. Mr Rengang said his nation’s order of Australian frozen beef has increased by 370 per cent since the start of 2013, rising to 154,833 tonnes. “As the Chinese middle class grows larger and richer, they are consuming more beef,” he said. “Their demand is expanding very fast.” Although the surge in Chinese demand is expected to stabilize soon, it is a relief for northern graziers still affected by drought and recovering from recently-lifted live export bans to southeast Asia and the Middle East.
The industry’s response to cruelty controversies tied to the live export trade was also discussed by ALEC CEO Alison Penfold, who said it was important for producers and exporters to regain the trust of the Australian people. Ms Penfold spoke of the need for the industry to earn a “social licence” from the public and convince them that exported Australian cattle were being shipped and slaughtered humanely. Other speakers included the Tony Mahar from National Farmers’ Federation discussing his organisation’s trade policies and an overview of the global sustainability of beef from Cattle Council Australia’s Mark Harvey-Sutton. Also in attendance was Cattle Council Australia vice president Peter Hall and AgForce Cattle Board president Howard Smith, who joined Ms Penfold and Mr Mahar in a Q&A panel session after presentations.
The forum comes on the heels of an announcement by the Federal Government that live cattle export trade links have been reopened with Egypt under strict new animal-handling laws. Although the Egyptian live export order is very small compared to Indonesia’s or Vietnam’s, producers and exporters have still welcomed the opportunity to diversify markets. About 60 producers attended the forum.

Wrecking yard insights By Boyd Robertson Since the beginning of the year, thousands of motorists have driven past two wrecked vehicles that had come off the Kuranda Range Road in late 2013. On March 28, the Toyota hatchback and Holden sedan were finally towed to the Mareeba Landfill’s vehicle graveyard. The reason for the long delay in removing the vehicle is that the registration of the cars has to have expired before it can be towed to a council-owned holding area. If nobody purchases the vehicle after a certain period, it is combined with other metal waste and crushed into a one-tonne cube by a specialised machine brought up from Townsville. That cube is sent away to be processed in a giant industrial shredder, after which the metal parts are separated from other materials and shipped to China, where they are melted down, re-forged and, in some cases, sold back to Australia as new cars. Mareeba Waste Transfer Station manager Rex Russel says the extensive damage to both vehicles means that it is unlikely the vehicles will be re-bought. “Not many of those cars end up going to auction because it‘s cheaper most of the time to just buy a new car,” he said. Removing damaged vehicles from the roadside can often be more trouble than it‘s worth, which is why some unscrupulous owners simply leave their rides there for
Mareeba Waste Transfer Station supervisor Rex Russel in the local landfill’s car graveyard. others to deal with, according to Rex. “One thing that’ll happen is you’ll have young backpackers hop off the plane at Sydney, buy an old dodgy car from a used car lot, drive it around and eventually up here, then just leave it on the side of the road before hopping on the plane home,” he said. Although owners might frequently shirk their responsibility in removing abandoned cars, Mark Sleeman from Tourism Kuranda argues that it’s in council’s interest to make sure they are dealt with quickly. “When it comes to seeing those two cars in the bush on the way up the range, it really is a bad look for Kuranda and for the Tableland,” he said. “The range is the gateway to the entire region and having abandoned cars sticking out of the forest is certainly not the image we want to project to visitors.”
Council received 48 requests to deal with abandoned vehicles this year. Working at the transfer station gives Rex an insight into the dark side of modern society’s wasteful habits, which abandoned cars are a good example of. “In the old days you could fix up a car and get it running again, now it is cheaper to just buy a new car than it is to order in the parts and pay for the insurance and roadworthy checks - so not a lot of people even bother trying to repair them and they just end up in places like this (the landfill),” he said. “I think we have something of a throwaway culture these days - you see all kinds of things turning up here, like gifts that haven’t even been taken out of their wrapping, or a woman who’s dumped all her husband’s things here because she found out he’s been doing the dirty on her.”
Malanda road needs attention By Boyd Robertson A Tablelands Regional Councillor is calling for greater attention to a neglected road outside Malanda as council submits its road-works wish list to the Department of Transport and Main Roads (TMR). At the March 20 meeting Division 4 councillor Rod Marti called for council place works to two unsealed sections of Upper Barron Road at the top of an eight-point list of priority projects to be submitted to TMR for consideration. Cr Marti argued Upper Barron Road, which runs from just outside Malanda to the Kennedy Highway south of Wongabel, was a vital transit link being passed by due to its poor condition. “The conditions of the road are such that truck drivers and everyone else is deliberately choosing to avoid it,” Cr Marti told council.

Judging gets underway at the 2013 Agricultural Show.
Ag show open day By Ryan Groube The Atherton Show Society will throw open the doors of Merrilands Hall on Sunday for people to meet the judges of the 2014 Agricultural Show. About 3000 entries are expected to be made to the agricultural show this year across 20 sections. Each year a small percentage of entries do not comply with the rules of competition and are not judged. Atherton Show manager Jenny Grech said it can be heartbreaking for those who have spent weeks and months working on their entries to find out that their piece hadn’t been judged. Judges and stewards will be on hand to provide information about: how to prepare entries, what they are looking for, how to read the schedule and how to complete entry forms. “A lot of these entries take a lot of time and effort
to prepare and the open day allows those people to chat with the judges and stewards,” Ms Grech said. “Each year we are getting a lot of new people enter the show and you can tell when they are walking up to the office that they haven’t done it before because they look like a deer in headlights.” Ms Grech said that it was essential that for a fair and even competition that there each person abided by the same rules and regulations. The open day will also provide an opportunity for the Show Society to bolster volunteer numbers for the Atherton Show which will be held on July 7 and 8. Between 150 and 200 volunteers are required to assist at the show which is expecting to attract a crowd of between 6500 and 7000. The open day will be held on April 6 at Merrilands Hall, Atherton between 2-4pm. Attending the open day is free and an afternoon tea will be put on by the Culinary Art Section.

Local couple win visit to The Block By Boyd Robertson A lucky Bilwon couple got a chance to visit the set of their favourite TV show over the weekend after winning a statewide competition through the local Mitre 10 hardware store. Warren and Carol Carhew received an all-expenses trip to Melbourne and a VIP our the set of hit reality show The Block after entering The Mighty Block Buster competition through the Mareeba Mitre 10 outlet. Against all odds, the Mareeba store was the origin point for the only two winners for the entire Queensland competition, which received thousands of entries. The other winner through the Mareeba store was unable to take the trip due to work commitments. Carol is an avid fan of The Block and said she was very much looking forward to meeting host Scott Cam when speaking to The Express last Friday. “I’ve always loved the show and seeing how they get everything together with
the budget they have,” she said. “I watch it most nights it’s on.” Warren never expected to win anything when he casually filled out the competition’s entry form after buying a heat gun from the Mareeba store two weeks ago. “The guy at the counter passed the form over to me and said ‘hey, give this a go, pop your details in and we’ll take care of the rest’,” Warren said. “It’s funny how things like that turn out.” Mitre 10 Mareeba manager Samantha Wills said two of its customers beating out the rest of the state proved that regional residents could still be represented in big competitions. “We really pushed this competition because we wanted the chance to be able to give back the community we work in here,” she said. “Our store here in Mareeba is actually second in the state for the amount of entries, which is really remarkable if you think about it – it shows that’s it’s very possible for small towns to win big.”

Land prices drop due to wind farm By Ryan Groube Opponents of the Mt Emerald Wind Farm have attributed a collapse in the value of land near Walkamin to the proposed $500 million development. Lobby group Wind Turbine Action has long held the belief that the proposed 75-turbine development would erode land values for nearby residents. Spokesperson Steve Lavis said the drop in land value at Oaky Valley Avenue and Cascade Close was hard evidence in support of the group’s concerns. Across 29 properties at Oaky Valley Avenue land values have dropped on average by 22.5 per cent since the last valuation in 2012. Mr Lavis said if the Ratch Australia and Port Bajool development went ahead nearby residents would be faced with an unenviable choice: sell their property at a bargain basement price or stay on the land and endure living near the wind farm. “You don’t have to be a rocket scientist to realise that if you live next to an industrial development such as what is being proposed that your land values are going to be affected,” he said. “Of course these residents are feeling trapped. The group know of several people who have walked away from buying land in the area [because of the proposed development]. “If the developers don’t believe that our land values will be affected then give us a guarantee in writing.” Port Bajool director John Morris said the drop in values was “only in line with the market drop across the region”.
On March 21, the latest land valuations for the Mareeba Shire Council (MSC) and Tablelands Regional Council (TRC) were released by Valuer-General Neil Bray. Within the TRC, were these properties are, rural residential land and residential land dropped by 3.2 per cent and 5.1 per cent respectively. Mr Morris said the latest valuations captured the market at its lowest ebb and the drop had to be considered within a wider economic context. “Since the GFC (Global Financial Crisis) land sales not only on the Tableland but in the entire region have come back in price,” he said. “These latest valuations don’t reflect that the market has generally picked up with prices increasing over the past couple of months.” Mr Morris also said that if opponents of the development were hoping to sell their land a series of placards protesting the development weren’t helping their cause. “All the negative banners and placards that have been installed at the area certainly isn’t a positive factor in the sale of any land,” he said. “In spite of that negativity, values at Oaky Valley are pretty much in line with what has happened across the region.” Altitude Realty owner Liz Bors said the latest valuations across the region reflected a market that had “bottomed out”. Ms Bors said there had been market movement in the Walkamin area and that she informed all potential buyers of the proposed development. “Prices bottomed out last year but we have seen improvement right across the board,” she said.
Wild weather wreaks havoc A huge March downpour completely soaked the Yungaburra Bowls Club’s rink, with Tony Whykes (inset) at work with a ‘Super Sopper’ in an attempt to dry things out enough for play to resume. By Boyd Robertson Wet weather is part of life on the southern Tableland but Yungaburra’s been copping its fair share lately. Readings at nearby weather stations in Atherton and Malanda indicate that the town received about 200 millimetres of rain for March, which is below average but still enough to drive people inside and play havoc with local sports events. A particularly massive downpour on March 21 disrupted play at the local bowls club and forced members to break out specialist equipment to dry out the soaking-wet green. Yungaburra Bowls Club publicity officer Robyn Williams said the area’s characteristic high-intensity bursts of rain were enough to completely halt play.
“It definitely is a problem sometimes – even 20 minutes of downpour means we can’t play,” Ms Williams said. “We’ve got these big rollers called ‘Super Soppers’ that we pull out and roll all over the green to soak up the water -we had to use them for a competition so we could actually play.” “It’s a fact of life up here – we have to put a lot of competitions on hold because of the weather, which is hard for us because we’re all volunteers but we manage to get along.” The Bureau of Meteorology forecasts more rain coming this week, with scattered showers predicted for the Tablelands on Thursday and Friday. Temperatures are expected to hold steady between 18 and 24 at night and 25 to 30 during the day.

Government hub for Cooktown RESIDENTS of Cooktown and surrounding communities will get even greater access to a range of key government services thanks to the recent opening of a new services hub. David Kempton, Member for Cook, said the hub would drastically improve access to frontline services for residents in remote communities including Cooktown, Wujal Wujal, Hope Vale, Coen and Laura. “Thanks to this new hub, the Gov-
ernment is able to connect these residents with essential housing and support services,” Mr Kempton said. “It will bring great benefit for people who previously had extremely limited access to Government services. “Before this hub, the closest Housing Service Centre was more than 300km away in Cairns.” Housing and Public Works Minister Tim Mander said the new hub would provide services from the Department of Housing and Public Works, the De-
partment of Communities, Child Safety and Disability Services, and the Department of Aboriginal and Torres Strait Islander and Multicultural Affairs. “Departmental officers from these agencies can provide advice on various matters according to their portfolio, including social housing, domestic violence and mental health support,” Mr Mander said. “By coming together under one roof, people can access services from multiple agencies in one convenient location.” More information about the services offered by the QueensMareeba Shire Council land Government is available at www.qld.gov.au.
Parthenium Weed (Parthenium hysterophorus)
Parthenium was introduced into Australia in the mid 1950's probably on some poorly cleaned second hand agricultural equipment. By 1974, it was widely spread from Northern NSW and as far north as Charters Towers. Parthenium is a major weed of the grain growing region of Central Queensland, and as that is where most of us source feed grains for our livestock, we are at risk of importing the weed on to our properties and farms. Parthenium has the ability to dominate pasture lands, is a major environmental weed and it transmits adverse health effects to humans, domestic pets and animals via contact with sap and pollens in the plant. It will cause contact dermatitis, asthma, and hayfever. How can you help to keep Parthenium out of our region? If you purchase hay, grain or fodder from outside our Council area--Insist on a weed hygiene declaration. Any drilling rigs, earthmoving contractors visiting your property, advise them in advance that you expect them to arrive at your property free of soil, plant material and seeds. We make all efforts to keep parthenium weed out of our area, and we ask that anyone who thinks that they may have seen this plant call council so that we can inspect the plant and if it is that plant, we will be able to quickly remove it. Tougher penalties for cruelty Animal torturers will face up to seven years jail under a tough new offence designed to protect all of Queensland’s creatures, great and small. Attorney-General and Minister for Justice Jarrod Bleijie said the new offence would nearly double the penalty for existing animal cruelty offences. “Animals feel fear and pain just like us and inflicting suffering on them is inexcusable,” Mr Bleijie said. “To many of us, animals are part of the family and they deserve to be protected from people who think it’s okay to hurt them. “The new indictable offence of serious animal cruelty will carry a maximum penalty of seven years in prison and it will target people who intentionally inflict severe pain and suffering upon an animal. “We have shared the community’s frustration when offenders, who have done terrible things to animals, walk from court without serving any jail time.
“This new offence will send a clear message that serious animal cruelty will not be tolerated.” Mr Bleijie said the RSPCA would also play a major role in bringing animal torturers to justice. “The RSPCA’s work to help and protect animals from harm is recognised and applauded worldwide,” he said. “Like other animal cruelty offences, the RSPCA will be able to investigate and commence proceedings against someone accused of this new offence.” RSPCA Queensland CEO Mark Townend welcomed the reforms. “This fills a gap in what the community expects when it comes to dealing with offenders who torture defenceless animals,” Mr Townend said. “Our inspectors and staff have seen the horrific aftermath of serious cruelty to animals and a strong punishment and deterrent is needed. “Sadly the link between animal cruelty and future abuse of people has been well documented so these reforms will also act as a preventative measure.” Mr Bleijie said the new offence built upon already increased penalties for existing animal cruelty offences. “Late last year we increased the maximum penalty for animal cruelty from two years in prison or a $110,000 fine to four years in prison or a $220,000 fine.” Caution urged at roadworks Mareeba Shire Council Mayor Tom Gilmore has appealed to motorists to obey reduced speed limits and follow all temporary signposting where road works are in progress. “We would ask all people on the road to remember these people also have families that they want to get home to,” he said. “I urge drivers to be patient, respectful and cautious on the road, and
ask that residents and visitors be tolerant and drive safely through road works when they come up to them. “Council is very conscious to manage a safe environment for its workforce. “Our workers have been given the authority to take down registrations and report motorists to the police who are not following signposting and traffic controllers.” Traffic controllers are in place to manage any traffic disruptions during the work and every effort will be made to minimise noise and disruption to residents. Happy camping in Queensland Queenslanders will be able to enjoy a new range of quality options on their camping trips with the launch of new guidelines. The Queensland Camping Options Toolkit is the culmination of 18 months of industry engagement via workshops and community consultation around the state. Tourism Minister Jann Stuckey said the guidelines mark a major milestone for camping in Queensland and delivers on the Government’s election promise to grow tourism as one of the four pillars of the economy. “This Toolkit will give local councils a solid platform from which they can formalise their own approach to attract more drive tourists,” Ms Stuckey said Ms Stuckey said caravanning and camping has boomed in recent years, resulting in significant numbers travelling throughout the state. “Domestic tourism accounts for 80 per cent of visitor spending,” Ms Stuckey said. The Toolkit and further information on the drive tourism strategy are available at www.dtesb.qld.gov.au/tourism/ queensland-drive-tourism-strategy

PREPARING FOR NAPLAN
EXPLICIT TEACHING AND CONSOLIDATION IS DELIVERING FOR STUDENTS
The National Assessment Program in Literacy and Numeracy (NAPLAN), scheduled for the 13, 14 & 15 of May is fast approaching for another year and our Year 9 students have been busy preparing for their last set of testing as part of the program.
Students at Mareeba State High School are reaping the benefits from a systematic shift in the way they are being taught using Explicit Teaching, more easily defined as a teaching technique that follows the sequence of “I do, We do, You do”. This approach is also in use in the local state primary schools ensuring alignment in the way teaching is delivered between schools in preparation for the arrival of Year 7 in 2015, a very important part of the overall transition strategy. Explicit teaching is a research based, contemporary teaching approach (based on the work - Explicit Instruction (2011) by Archer & Hughes) that has been gaining prominence around schools in the far northern region, the results of which are emerging as some of the most improved schools in the state. The teaching strategy makes the learning intentions of each and every lesson very clear as well as lays out in clear and measurable terms, what each and every student needs to demonstrate to be successful in the lesson. The lesson then follows a prescribed format where the classroom teacher models or demonstrates the process or skill (I do), the process or skill is rehearsed and practiced together (we do) all the while checking for understanding using a range of new and innovative response techniques. Students only move onto independent practice (you do) once they have demonstrated competence during the ‘we do’ phase. Consolidation is a further teaching approach that is helping students move concepts, once they have be explicitly taught, from short to long term memory allowing stronger connections in the brain to be formed. It uses previously explicitly taught essential skills, knowledge, definitions or processes and automatizes them in the student’s memory by reciting, recalling or applying these in a fast paced, short and sharp session based around repetition. One very successful technique being used by teachers during these sessions is where students are asked to provide a timed answer to a question using an ‘individual student response whiteboard’ and students are asked to ‘chin’ the answer. This enables the classroom teacher to gauge the level of student un-
Ê
derstanding very quickly and respond accordingly.Ê “It’s the same dedicated group of teachers doing the teaching, but it’s the change in the way we teach that is seeing the results filter through” said Jo Soothill, Principal at Mareeba State High School. “Teachers have embraced Explicit Teaching and Consolidation and it is fantastic to see the enthusiasm as I walk around and visit classrooms”, Ms Soothill said.
Albeit another test, the acronym ‘NAPLAN’ can induce feelings of stress and anxiety in any student. While it’s important that students don’t feel any unnecessary pressure, like most similar testing situations, these feelings can be managed by going into the testing space feeling prepared and organised.
Ê
At Mareeba State High School, we run a preparation program for our students that ensure they feel confident, comfortable, and prepared with the various elements of the tests. This year for the first time, students aiming for results in the upper 2 bands (U2B) have been offered the chance to participate in an online program (designed and delivered by Mr Lehmann, new Maths/ Business teacher to Mareeba SHS) with students from schools in the south-east corner, to further hone their skills. With all the school based preparation going on, a number of parents have asked what they may be able to do to assist their child to be the best they can be. The great news is there are things you can do to help. The following are some ideas; ˃ Every day counts! Be sure to send your child to school each and every day. Short term absences quickly add up and a tremendous amount of learning can be missed making it difficult to achieve success. ˃ Go to the Queensland Studies Authority (QSA) website (http://www.qsa.qld.edu.au/24629.html) where you will find a range of preparation resources you can use with your child at home which includes answers! At Mareeba SHS, we strongly encourage parents to get involved in preparing your child in some way. Working your way through some questions with your child helps build skills and knowledge, as well as confidence which is equally important if your child wishes to succeed. Further information regarding the testing procedures will be published closer to the testing dates however should you require any information in the meantime, don’t hesitate to contact the school.

RISING SUN MOVIE NEWS
entertainment they way things should be done." We saw that in Avengers and even the first film after he gathered his Howling Commandos. Now, the powers that be are a lot more flexible in terms of loyalties and how they're going to get certain jobs done. How he handles this century's gray morality is at the heart of the film. Like most men from the 1940's, Steve keeps things to himself and keeps his emotions bottled up. (EX: the first film when he mentions his mother dying of TB and he was even embarrassed when Peggy found him mourning alone for Bucky) So, bringing The Black Widow in to this film gives him someone who is going to draw out his story, because he's never going to offer it up of his own accord. Natasha learns from him. Fury learns from him. Sam Wilson learns from him. Yet, they all give him something in return. Every character used is utilized perfectly and smartly. Falcon for example, is not in awe of the legend of Captain America. This is exactly what Steve wants in a friend and in a fellow soldier, to not have to be Captain America. Everyone fits perfectly in to the plot and allows access to different beats, tones and emotional depth. Yes, conspiracy thrillers need depth and this one has it. Captain America is probably the only superhero left in this world of the reboot who is singularly heroic. He doesn't have this dark existential quandary like other reinventions. Plugging that resolute goodness into a morally complex story means he doesn't question what he believes, but he questions whether anybody else does anymore. He doesn't question his foundation but he questions where he has ended up and what his role must now be. The conspiracy element and structure of this story helps in that Captain America is not up on a pedestal being self righteous, he's in a corner and that makes you want to root for the guy. He believes in what he's doing and the viewer is along for a great ride sharing that belief. Marvel movies usually establish character early. This one starts out fast but it's got a lot of character in it. The first act packs a punch but does it , laying the groundwork for a remarkable third act. They take time showing the issues and you immediately empathize with Steve. Giving us good character depth means the action delivers more punch. And the action here is beyond great. This movie absolutely punches you in the face in the best way possible. The action has advanced a lot from the first film. How he now operates in the world and kicks butt is all very impressive. So, this is probably Marvel's grittiest movie and it's also their best sequel to date. There's a dash of humor but there's mostly a wonderful thriller, conspiracy and adventure that delivers a great great film.
The school holidays start on Friday which means real family fun times and and for the next week that's what it's all about at The Rising Sun Cinema, in Mareeba. There's two superb brand new movies MR PEABODY AND SHERMAN, rated PG, and CAPTAIN AMERICA - THE WINTER SOLDIER to entertain all ages. MR PEABODY AND SHERMAN is colourful, funny and entertaining, while CAPTAIN AMERICA promises fast paced adrenalin pumping action. What's more you can see them in Mareeba at exactly the same time as Cairns and the rest of the country. Check the reviews and you'll see why these films are going to be real big this Easter holidays. Also screening for the last time this Wednesday is the excellent star studded drama, THE MONUMENTS MEN and the thrilling NEED FOR SPEED.
MR PEABODY & SHERMAN
Mr. Peabody (voice of Ty Burrell) is an all-round genius...and a bow-tiewearing bespectacled dog. Using his most ingenious invention, the WABAC machine, Mr. Peabody and his adopted son Sherman (Max Charles) hurtle back in time to experience world-changing events first-hand and interact with some of the greatest characters of all time. But when Sherman breaks the rules of time travel, they find themselves in a race to repair history and save the future, while Mr. Peabody may face his biggest challenge yet - being a parent. Review by Louise Keller: Father and son relationships, time travel and being a dog have never been so much fun as in this witty, hilarious 3D animation adventure that will have the whole family barking happy. The origins of Mr Peabody, the genius beagle sporting black rimmed glasses and his adopted dorky son Sherman (with matching glasses) come from the TV animated series Rocky and Friends, The Bullwinkle show and Peabody's Improbably History Segments and Rob Minkoff's film brilliantly brings these adorable characters to life in a dexterously scripted story. There's a clever play on the unique relationship between man and dog as historical facts are integrated into the storyline. Liberally peppered with humour that works on every level for all ages, this colourful jaunt is a tonic, prescribed for mood uplift and a dose of laughter when entertainment is needed. The multi-talented Mr Peabody plays every instrument imaginable, cooks up a gourmet storm, shakes cocktails like it's Mardi Gras and doubles as a chiropractor and Yungaburra hypnotist when trying to impress Penny's parents (Steven Colbert, Leslie Mann). The action never stops, nor do the surprises, with umpteen throwaway lines and visual gags that will keep the chuckles coming. Einstein, Mozart, Moses, Pinocchio and George Washington are some of the colourful characters we meet along the way, but it is the devotion between father and son that forms the story's heart and by far overshadows all the spectacles. The bond between dog and boy has never been funnier or sweeter than in this charming animation.

CAPTAIN AMERICA – THE WINTER SOLDIER
Steve Rogers struggles to embrace his role in the modern world and battles a new threat from old history: the Soviet agent known as the Winter Soldier. Review by Fro: This film is simply exceptional in every way. The edge it has is delivering the best, grittiest action the genre has ever scene and characters that are as complex as they are fun. Why do I say that? Well... Steve Rogers is basically a John Wayne American. The world shifts to him and it's his job to tell everybody "Here's

Kangas too good for brave Roosters
Reserve grade playmaker Daniel Payne launches a Roosters attacking raid against the Cairns Kangaroos on Saturday afternoon. This shift to the right found winger Craig Gregory who barged over for his second try of the match. ‘Payney’ would be forced off the ground in the second half after sustaining a chest injury in an awkward tackle. The Reserves came home with a wet sail to draw with the competition heavyweights
By Ryan Groube An injury ravaged Atherton Roosters faded badly in the second half to fall 28-12 to the Cairns Kangaroos in Atherton on Saturday. Roosters coach Karle Hammond joked to The Express after the match that the locker room reminded him “of a scene from Mash. There are bodies everywhere.” The Roosters held their own against the perennial competition heavyweights during the opening exchanges and went into the halftime break trailing 6-8. Fullback PJ Aitken got the home side off to the best possible start, fielding a chip kick from the Roosters before darting through a broken defensive line to run 60 metres to score.
Nathan Curcio calmly iced a sideline conversion as the Roosters jumped to a 6-0 lead. For the next 10 minutes the Kangaroos dominated possession and finally broke through a gallant defensive line not once but twice. Both tries weren’t converted with the Kangaroos goalkicker twice having the ball rebound out after striking the uprights. In the second half, only 15 Roosters players were available to take the field after a torrid first half. They were quickly reduced to no men on the bench as the injury toll mounted. With tiring bodies, the Kangaroos capitalised running in three tries as the lead ballooned to 24-6. After his first half posters, the Kangaroos goalkicker copped a
mighty spray every time he lined up for a conversion by a punter in the stands. At 22-6 he took a sideline conversion right in front of the enthusiastic fan and slotted it right through the middle before returning serve. With about 15 minutes remaining, Curcio tried to inspire his troops winning possession back in good field position after a good kick. The young playmaker was in everything in the final stanza and he helped lay on a try for winger Josh Webb to keep the Roosters in it. The try ignited hopes of a stirring comeback which had been the story of the day for the Roosters. Earlier, the Under 18s trailed at half time by 20-4 before storming home for a 24-24 draw.
The U18s looked flat in the opening half but the stirring come from behind draw kept their unbeaten start to 2014 in tact. The Reserves also finished with a wet sail, coming from 26-16 down with about 10 minutes left to level the match with a try in the final minute. The Roosters Reserves had a chance to win the game with the kick but the attempt was pushed wide in the best game of the afternoon. Unfortunately for A Grade, a series of handling errors and “piggy back” penalties robbed them of any chance of completing a remarkable comeback, as the ‘Roos iced the game with a late try. Hammond said the team were making small steps each week and said he believed a drought breaking
victory was just around the corner. “It was just some basic errors and those little piggy back penalties against a quality team that did us tonight,” he said. “The effort and commitment though was first class and it is good to see that we are taking steps forward each week.” Hammond said he hoped the injuries sustained by his troops weren’t as bad as they first appeared and that they will be fit for the Roosters home game against Tully on April 5. “I am hoping that the guys will be alright for a tough game against Tully next up,” he said. “We’ll regroup at training on Tuesday and hopefully the injuries aren’t too bad and they’ll be good to go.”
Bulls flog Cutters Dualthlon raises funds for Cerebral Palsy charity The Mareeba Bulls kicked off their 2014 title bid in impressive fashion coming away with a 6-0 victory in Saturday’s away game against Innisfail at Steve Corica Oval. The Bulls headed into the match as favourites after a undefeated preseason which included a 8-1 drubbing of the Cutters only a month ago. It was the Bulls who started the better and should have gone ahead in the opening five minutes with Paul Ruiz on the end of some brilliant lead up play by the midfield. Ruiz was unable to beat the keeper and the local side continued to waste good scoring opportunities. The Cutters worked their way into the game and looked the better team for much of the first half. Steven Cater bagged a goal against the run of play but the Cutters had a couple of opportunities to equalise. The Bulls went into the sheds at half time with a 1-0 lead but with plenty of work to do. In the second period the Bulls looked to control the tempo of
the game as Mareeba’s star-studded midfield of Wayne Srhoj, Victor Madrid and Robert Pendenza took control. Ruiz made up for his earlier miss, converting from the penalty spot midway through the second half. From there the flood gates opened and the Bulls finished with a flurry of goals to round out the match 6-0. Bulls coach Alex Srhoj was happy with the win but said the team still had a lot of improvement left. “We started well, but we need to learn to convert, and the Cutters made us pay, the worked hard to shut us down, but I always had belief our football will come through, but we had to fight,” he said. The Bulls now have a weekend off and the break could not have come at a better time for the Bulls whose ‘Dad’s Army’ needs a rest. “The majority of our starting 11 is over 32 years old and we have a couple of niggling injuries with Kane (Alderton not playing) and (Anthony) Mete has done his hamstring so the week’s rest comes at a perfect time.

By Boyd Robertson A charity duathalon at Mareeba over the weekend raised funds and awareness for a cerebral palsy support group. More than 75 people took part in the duathalon at Mareeba Swimming Pool and surrounding parkland, which challenged participants to cover combined swimming and running distances over several categories. The duathalon was designed as an ‘all inclusive’ community event, with many people with physical disabilities taking part. The purpose of the event was to raise contributions to the operation of FNQ Cerebral Palsy Support Group, a Cairns-based charity group dedicated to supporting children with cerebral palsy and other disabilities. FNQ Cerebral Palsy Support Group helps provide physical treat-
ment and activities like hydrotherapy, fitness classes and horse riding, in addition to assisting carers with out-of-pocket expenses. Co-organisers Matt Jacob and Shannon Telley said the duathalon had been very successful, with high levels of participation. “Everyone was great and got in and gave it ago,” said Jacob. Telley, who is also a support officer for FNQ Cerebral Palsy Support Group, said any help the group and its patients could get was vital. “We are currently assisting over 90 children with disabilities,” she said. “There’s not a lot of government funding out there for them and their families so we help wherever we can. “One thing that we want to stress is that any money donated to FNQ Cerebral Palsy Support Group will stay in far northern Queensland and help support this region’s disabled kids.”
Shannon and Jasmine competed in the “all inclusive” dualthalon in Mareeba on Sunday, in the background and Nicki and Dylan Wright.

Golden Summer for Mareeba cricket By Ryan Groube A golden Summer for Mareeba cricket came to a close on Saturday night with the Bandits presentation night. The all conquering local cricket club made the finals of the Under 14s, Under 16s and third division during the 2013-14 season. Mareeba’s third grade team took out the premiership for the second time in three years by comprehensively defeating Port Douglas in the final a fortnight ago. The Under 16s qualified for the final where they went down to Atherton while the Under 14s was an all local affair with Mareeba Gold pipping Mareeba Blue. A crowd of about 150 flocked to the Mareeba Turf Club on Saturday evening to recognise the club’s standout players. Adam Roy was named Cricket Far North’s third division player of the year and was a shooin for being named the Bandits senior cricketer of the year. The achievement was remarkable given Roy only played half a season with work commitments ruling him out of every second game. “Team larrikin” Robert Taylor was named players player while Robert Wallace took the most wickets with his consistent medium-pacers. Captain Brendan Payne was named best bats-
man after a great season with the willow including an unbeaten 67 in the grand final. Peter and Irene Roy were the joint winners of the Frosty Firth Memorial Shield, an award given to the club person of the year. Irene is the club’s long-time scorer while Peter takes photographs for the club which appear each week during the season in The Express. In his first season, Lane Hanush was awarded a new bat as the best batsman in the Under 12s. Nick Turner also received a bat as the junior clubman of the year. The junior cricketer of the year award was split between Chris Adams and Lachlan Ford. Adams was recognised for his representative success in playing for Queensland while Ford had a bumper year at the club level. Ford would often play three games over the course of a weekend, donning the whites for the Under 14s, 16s and even in third grade. Bandits president Bomber Adams said the latest season had been a watershed one for cricket in Mareeba. “Cricket in this town is starting to get really healthy numbers again and it was good to see the club having success on the field,” he said. “Hopefully with all the good kids we have coming through at the moment we can one day get an A Grade team in the competition again.”
‘Gators break duck By Ryan Groube A half time spray from ‘Gators team manager Harry Phillott inspired Mareeba to an upset win over Ivanhoes at Smithfield on Saturday night. The ‘Gators looked shot in the first half, heading into the sheds trailing 22 points to nil. Typically a “softly spoken guy” the performance was deemed so far below what was required it prompted Mr Phillott to say his piece. The speech fired up the ‘Gators who ran rampant in the second half piling on 28 unanswered points to steal the game 28-22 and open their account in 2014. Robert Pedersen, Dwayne Williams, Glen Hunter and Joe Sio all crossed the line during the second half while Apeni-
sa Cokanasiga bagged a double. ‘Gators coach Cameron McPherson said in the second half the team finally played at the standard required. “It was good to break the duck. We talked a lot at half time about the level that is needed to play A Grade,” he said. “Harry gave a really good speech to the boys and for the first time all year we played at the level we needed to.” In the days other games, the Reserves were on the end of a 52-6 hiding, while the Under 18s went down 52-18. The ‘Gators are back at home this weekend where they will play the Edmonton Storm. Despite the ‘Gators slow start to the year, the win leaves them just outside the top five having earlier banked two points courtesy of a first round bye.
