Still no money

Further extension for Kagara mine administrators By Ryan Groube

T

he administrators of failed miner Kagara have been granted a further extension by the Australian Securities and Investments Commission (ASIC) to meet financial reporting obligations. The extension means that about 400 creditors will have to wait until the end of January, 2014 to see how much money is in the bank and how much of the estimated $100 million they are owed can be recouped. Member for Kennedy Bob Katter is furious that disclosing this information has dragged, given that the company has been in administration since April 2012. Last week, Mr Katter had a phone hook-up with ASIC chair Greg Medcraft urging the “veil of secrecy” be lifted and financial information provided to creditors. “This essential information is vital for the 450 creditors and the

350 wage earners, most of whom have been financially destitute by the collapse of Kagara,” he said. “It may have been possible for the company to be pulled back into economic viability, but without this information the productive resource will be lost to Australia, wages will be lost or delayed indefinitely and of the approximately 400 creditors, most will be financially destroyed.” A spokesperson from ASIC refuted Mr Katter’s claims that ASIC was withholding information. “Members of the public can search ASIC’s databases for information about the administration as they could with any other matter,” the spokesperson said. “Creditors seeking information about Karaga’s administration should contact the administrator of Kagara, FTI. It is their role is to investigate and report to creditors on the company’s business, property, affairs and financial circumstances. “ASIC understands Kagara’s predicament is a serious matter which has had devastating consequences for creditors.”

Mr Katter said his office had been inundated with complaints from creditors about the lack of progress and the lack of information. “Every day that goes by is a day that the administrators are getting paid which means there is less money for the creditors. As soon as this gets resolved those payments stop,” he said. “What we have is between 300 and 400 Tableland businesses that are dying a slow and agonising death and a company as administrators that won’t give anyone any information. “It is essential that ASIC provide surety that the timetable for administration won’t be unduly prolonged.” A strong Australian dollar, falling commodity prices and high labour costs resulted in Kagara reporting a $48.9 million loss for the first half of the 2012 financial year. On April 29, 2012, the Perthbased company appointed Taylor Woodings as voluntary administrators with 216 staff being made redundant – the majority from the company’s operations on the Tableland.

Mareeba girl’s bright future

A talented young Tableland playwright is set to graduate from one of the most elite theatre academies in the country. Krystal Sweedman, 26, has received a passing certificate at the National Institute of Dramatic Art (NIDA) in Sydney, and will graduate early next year. NIDA is so exclusive that the course Krystal was enrolled in only accepts eight people a year, and the institute counts actors Mel Gibson and Cate Blanchett among its graduates. Krystal grew up in Mareeba and qualified for NIDA’s ‘Writing for Performance’ course in 2012. Her plays focus on modern Australian life and identity, aiming to deconstruct contemporary issues. The play she wrote while at NIDA is titled ‘Spells for Adolescents’ and follows the friendship between two 13-year-old girls, one of whom begins to have hallucinatory seizures. “She enters a fantasy world called ‘Funnytime Municipal Extravaganza Shopping Mall’ and is guided around by the Egyptian sun-god Ra,” Krystal told The Express. “So yeah, it’s a bit weird at first sight but the themes of the play are really about connection and disconnection – in Australian culture today sometimes we struggle with the idea of being so comfortable in our lives that we don’t really question

A spotless customer service record has seen a Mareeba cleaners take out a national award. James Homes Services franchisees Andy and Sheryl Smith have been presented with a customer service award by their parent organisation, while fellow husband-wife team Lorens and Tracy Fregona received an encouragement award for business achievement. The Smiths were recognized with the award after surveys by James Home Services of the couple’s previous clients showed they had consistently tried to provide the best customer service possible. Andy says he and Sheryl picked up the award because they were personally invested in the business.

“Because we own and run the business, we care about what we do,” he said. “It’s kind of funny, we try to treat everyone the same but also treat everyone differently – some people hire us for $800 jobs and some hire us for $30 jobs but we’ll be the same with both of them. If we notice while we’re cleaning that you’re into cars, for example, then we’ll talk to you about cards and maybe on your birthday Sheryl will do up a card for you with cars on it - it’s not just ‘we’re here to clean your house, give us your money so we can get out of here.” Andy, Sheryl, Tracy and Lorens have been running their businesses for 18 months. Andy reckons the two awards are a “feather in the cap for Mareeba” considering the hundreds of James Homes Services franchisees across the country.

what’s going on around us. “The play’s about this character realizing she has a voice to speak out – what I’m asking people to do is question the world around them before they discover that power can be taken away from them.” Krystal got her start in the Mareeba Theatre Group under director Ida Portella. Ms Portella said she always knew Krystal was going to go far. “I was absolutely ecstatic when I heard about Krystal’s admittance to NIDA – it’s a very, very exclusive school and to get in you must have elite standards,” she said. “She’s someone who believes in herself and it’s great to see that she found her inspiration for theatre here with us in Mareeba. “I’m sure she will go onto great things and be very successful – hopefully one day I might even be able to direct one of her plays.” Unlike many other young up-and-comers in the performance business, Krystal doesn’t plan to move to the United States for a shot at fame and fortune as soon as possible. “I’d really want to see a play or two of mine on at the major theatre companies here in Australia,” she said. “I’d also love to do a play for Jute in Cairns. “I love Australia and I think we get enough stories from elsewhere, particularly the US and the UK, so I think we need a reflection on ourselves – I’m of more use here writing stories about our beautiful people.”

Faster internet still on its way

Plan to up speed limit By Ryan Groube A winding section of the Kennedy Highway will be assessed for a speed limit increase, exposing a major State Government review as a farce. On December 4, Queensland Transport Minister Scott Emerson held a doorstop in Brisbane to announce the results of the first major review of speed limits in Queensland in almost two decades. The State Government collected about 3300 submissions from the public during a consultation period asking people to identify roads where the speed limit may be too high, too low or inconsistent. From those submissions, the State Government released a shortlist of 100 roads which will be assessed by safety engineers from next month. A report will be delivered to the State Government mid-way through 2014 before any changes are made. Only one Tableland road made the shortlist, a 6-kilometre stretch linking the towns of Kuranda and Speewah with a speed limit of 100 kilometres an hour. The majority of submissions received by the State Government called for the speed limit along that section to be increased, most likely to 110 kilometres an hour. From 2006 to 2010 there have been 40 crashes on this stretch with 28.2 per cent considered “serious” although only 7.70 per cent were directly attributed to excessive speed. Member for Barron River Michael Trout said the prospect of increasing the speed limit along that stretch was something that he would not support.

“It would be crazy along that particular stretch,” he said. “I won’t be supporting an increase in that area. “That must have been a selection chosen by a very select few because the majority of people I know, and have surveyed, don’t support an increase.” The State Government has trumpeted that it consulted with local councils to identify the shortlist of roads but The Express can reveal that was not the case. Tablelands Regional Councillor Jenny Jensen is the divisional councillor for Kuranda and Speewah and sits on council’s traffic advisory committee. She said the announcement had come as a complete surprise and that senior staff within council confirmed to her that they had not been consulted prior to the announcement. “I have great concerns that this road will be assessed and I have raised them with Michael Trout’s office and I will be raising it in general business today [at the TRC meeting],” she said. “Council was not consulted about this and it did not go through our traffic advisory committee. It is a waste of State resources even to be investigating this.” The leaders of residents groups at both Kuranda and Speewah also voiced their opposition to any possible speed increase. “It is ridiculous. Not in a million years would we support this,” Kuranda District Residents Group chair Garth Owen said. “In my mind it is a silly consideration,” Speewah District Residents Association chair Bob Madden said. Speewah resident Marc Sleeman said

his young daughter had just got her learners license and said he wouldn’t feel comfortable for her to be driving on the stretch if the speed limit was to be raised. A spokesperson from the RACQ conceded that it was unlikely that many of the shortlisted roads would see changes to the speed limit but that it supported the State Government’s review. “We are really pleased to see that the State Government has been so open to public input and is now acting on that,” the spokesperson said. “It will now be up to the safety engineers to do their assessment but I would be surprised if anywhere near those 100 roads will see any change. “This [review] is a positive first step and the first major speed limit review in 16 years so I don’t think we can be too critical.” Mr Emerson said each road will be reviewed in line with Queensland’s speed limit setting guidelines with consideration given to traffic, pedestrians and infrastructure. “The review aims to simplify the speed limit setting process and apply consistent speed limits across Queensland,” he said. “Roads were prioritised based on frequency of public nominations, crash data, local knowledge and recent maintenance and upgrades.” The speed limit reviews will be completed by mid 2014 and the results will be published on the Transport and Main Roads website when available. The review forms a part of the State Government’s $350 million Road Safety Action Plan. The full list of the 100 roads to be reviewed can be found at www.tmr.qld. gov.au/speedlimitreview

The National Broadband Network Company (NBN Co) has reassured Tableland residents that they will still receive faster internet after the region was removed from rollout plans in November. NBN Co Community Account Manager Justin Jarvis met with members of the Tablelands Regional Council (TRC) on Friday for a briefing on rollout progress in the far north. Mr Jarvis said although details of the rollout on the Tableland were not available, work was still continuing and construction of wireless broadband services should be completed in 2015. Wireless broadband is broadcast from towers in a similar fashion to mobile phone signals and is expected to achieve download speeds of about 25 megabytes per second. It is still unknown if Tableland towns will be hooked up to the faster fibre-optic broadband services designed for large cities, a story broken by The Express on November 6. “We will have that conversation about where we are on [fibre-optic broadband] when we can,” Mr Jarvis said. “What I can say to everybody now is that ‘you will be able to get a service - everyone has a right to service because the government has guaranteed faster internet to Australians’.”

Play gets rave reviews By Boyd Robertson Mareeba Theatre Group’s latest production has wrapped up, showing to full houses for every night of its two-week run. The play, titled ‘Nick and Shaz’s Big Fat Greek Wedding’, follows the culture-clashing nuptials of the titular characters, played by Santino Rogato and Sarah Quinn. Every performance at the 120-seat venue at the Mareeba Soccer Club was booked to capacity, something director Ida Portella put down to the play’s appeal to the Mareeba community. “We deliberately identified it as being set in Mareeba, with references to the Apollo nightclub from the 80s,” Ms Portella said. “We’ve found that if people can relate to something they like it a lot more and the humour of the story is also something that audiences here really look for and enjoy.” Mr Rogato and Ms Quinn said starring in the play had been a very enjoyable experience, each bringing a part of themselves to their roles. “I come from an Italian background and that’s not too far removed from Greek,” Mr Rogato said. “When I play Nick I’m essentially playing an over-the-top version of myself. “My character’s a bit sleazy and confident but his brother George, who is played by James Howe, is even sleazier - James is a great bloke and really gets into that role easily and has a lot of fun.” The play is the first leading role opportunity for Ms Quinn, who described her character as a “bogan” and “wholly inappropriate”.

“Shaz is a proper bridezilla – there’s always a problem for her, there’s always something for her to whinge about,” she said. “The play is essentially about trying to bring these two families together for enough time for the wedding to happen without them all killing each other. “If my wedding is anything like this one it’ll be seriously stressing.”

Mr Rogato, who has been with the Theatre Group for eight years, said he was still nervous on taking the stage. “I still do get the nerves going up but as soon as the first line comes out of your mouth and it’s not a disaster it’s instantly all good,” he said. “We love to make the audience laugh – we’re here to entertain.” The final showing of the play was on December 7.

Award for Heritage Centre By Boyd Robertson Mareeba Heritage Centre and Museum has been recognised with a judge’s commendation from Tourism North Queensland (TNQ). The Centre picked up the Highly Commended for Outstanding Contribution by a Volunteer Group award at TNQ’s awards night on November 29 thanks to the efforts of their 50-strong cadre of volunteer workers. Centre manager Louise Mabbutt said she was overwhelmed with pride at the commendation. “I feel we’ve done really well,” she said. “There’s no way the centre would exist in the way it does without volunteers, we couldn’t function without them - we have only the equivalent of two fulltime staff. “Several of our volunteers have been

here for more than 15 years and many more have been here for more than 10 we have very little turnover because it’s almost like family, when I retire I‘ll probably end up volunteering here myself.” Long-time volunteer Cardy Peters has been at the Centre since it opened 18 years ago and said the role wasn’t getting old anytime soon. “You meet a lot of interesting and wonderful people with a lot of stories,” he said. “As to the customer service side of things the secret is really just to talk to people and find out what they’re interested in, instead of just shoving a bunch of brochures in their hand.” Five other Tableland businesses picked up awards from TNQ on the night, including Herberton Historic Village, Tropical Tablelands Tourism, Mt Quincan Crater Retreat, Skybury Coffee and the Kuranda Visitor Information Centre.

Carinya set for expansion By Ryan Groube A $15 million redevelopment of Carinya Home for the Aged will increase the Atherton facility’s bed capacity to 127 while creating new jobs for between 25 and 30 people. Work on the redevelopment, project managed by Paynter Dixon, will begin in January 2014 with construction expected to take about 18 months. Chief executive Sue Nicholls said the expansion would help Carinya meet an identified need for more residential aged care beds in the Tablelands community. Stage one of the redevelopment will see the construction of a new two-storey building at the northern side of the home. The building will house 15 resident rooms on the ground floor and 30 resident rooms on the second floor. It will be called Enid Collins Lodge, in memory of Atherton accountant and long time Carinya treasurer, Enid Collins. Each floor will have a dining and lounge room. A large training room and staff area will also be incorporated on the ground floor. The kitchen, administration and maintenance facilities will also be upgraded. Stage two will involve the redevelopment of existing buildings being Jim Chapman Lodge (Hostel) and Wadley

Court (Nursing Home). Mrs Nicholls said Carinya had been planning for the expansion for several years. “The majority of the project costs will be sourced from our own funds which we have built up over many years in preparation for this day,” she said. “We are fortunate to have also received a $3.6 million loan from the Federal Government.” Tenders for work on the project will be released later this month with Mrs Nicholls promising to use local contractors. “We’ve made a commitment to use as many local contractors as possible as a way of giving back to the community that has supported us for so long,” Mrs Nicholls said. “This is one of the largest construction projects to be delivered on the Tablelands in recent years.” Once the project is complete Carinya will begin a “planned admission process” which will see beds filled gradually over a number of months – rather than all at once. There are currently about 45 people on the waiting list at Carinya but Mrs Nicholls said that number could be misleading because “it doesn’t mean that they are ready to come straight away”. Carinya will continue to operate during the redevelopment.

Chillagoe residents have been promised a clear television picture by Christmas. Technicians from Ergon Energy will visit the Chillagoe retransmission site next Thursday to stabilize mains power spikes believed to be the cause of poor reception in the area. A long investigation by the N-Com broadcast company found that fluctuations in the power supply interfered with the transmission equipment at the site, leading to fuzzy pictures, drop-outs and other problems with television reception. During a presentation to the Tablelands Regional Council (TRC) on December 6, N-Com senior broadcast engineer Glen Thorley explained how the power spikes were affecting the retransmission tower. “Basically the power to the site is not compliant with the electrical requirements specified for the equipment there,” Mr Thorley told council. The equipment is basically a series of microprocessors and they are vulnerable to variations in the power. It is really only a power issue and when that issue is fixed this issue should be resolved.” Councillor Gaye Taylor, who represents Chillagoe, said the news was a long-awaited relief. “If it really is just about the electricity after all this time, that’s brilliant,” she said. “We’ve had people switching over to the VAST satellite network and paying large amounts to install their own dishes to make up for the bad reception in Chillagoe. [Fixing the reception] would be the best present we could give Chillagoe this year for Christmas - residents have spend $80,000 to get the TV signal and they should be getting their money’s worth.” Cr Taylor also asked Mr Thorley why the cause of problem had not been picked up until now. Mr Thorley said the problem had been missed in the months-long investigation of the issue because diagnostics of the site’s power systems had been conducted during the day, before nightfall when residents began to use more electrical devices like lights and cooking equipment. “N-Com’s expertise is in broadcast, not in power delivery,” he said. “The voltage is fine during the day but we clearly see massive changes in the power after hours. “Then you’ve got people switching on their lights and their electric stoves as well as their television sets all at the same time.” Mr Thorley also said that outdated TV equipment could also be exacerbating the signal problems and could continue to cause irritations even after the power was fixed. “One of the biggest problems with the TV reception is actually on the viewer end - a lot of old Australian TV sets aren’t actually compliant with the new digital signals,” he said. “The antennas people are using to pick up the signal must be correctly polarised - basically that means they have to be mounted horizontally. ““Then there’s the issue of the cables, which in this climate dry out and break in a couple of years - the co-axial cable between the TV and the antenna must be under five years old or you can’t expect perfect signal.”

An action group is pushing for Government to finish sealing the Hann Highway.

By Ryan Groube A proposed multimillion dollar mine at Mt Carbine has cleared a major hurdle, paving the way for production to begin in early 2015. On December 3, Vital Metals announced to the Australian Securities Exchange (ASX) that its flagship Watershed Tungsten Project at Mt Carbine had been granted mining leases by the State Government. Securing the leases marked the final regulatory hurdle for the mine, which is expected to be able to provide a quarter of Japanese demand for Tungsten for seven to 10 years. All that remains is for Vital Metals to complete a Definitive Feasibility Study (DFS) with partners Japan Oil, Gas and Metals National Corporation (JOGMEC) and to secure financing for the mine – estimated at between $100 and $150 million. Managing Director of Vital Metals Mark Strizek said the completion of the approvals process was a major milestone. “With all the necessary approvals now in place, the Watershed Project is poised for development and will enjoy a significantly enhanced profile within the global tungsten industry,” he said. Recognition for Ravenshoe stalwarts A pair of Ravenshoe stalwarts will be honoured at the Ravenshoe Chamber of Commerce’s Santafest on December 14. Between them, Linda Appleby and Millie Pegoraro have clocked up 87 years of service to the Ravenshoe community. Linda was the local clinic sister and Millie ran the local newsagent and was a former publican of the Club Hotel. Both have recently retired and have chosen to stay in Ravenshoe for their twilight years. A presentation will be held in recognition of their contribution to the community at 5.30pm at the Council Reserve in Grigg Street, Ravenshoe. The presentation will be held as part of Santafest which runs from 5pm to 8pm and includes markets, activities for the kids and Christmas Carols led by Darrin Leonard. Santa will be making an appearance at 7pm. The free event is sponsored by the Tablelands Regional Council and Ravenshoe Chamber of Commerce. Toys to avoid this Christmas Attorney-General Jarrod Bleijie has revealed the unsafe toys that made the naughty Christmas list this year. “Through this year’s Operation Safe Christmas, 42 unsafe toy lines have been removed from shelves across Queensland,” Mr Bleijie said. Mr Bleijie said children’s toy sales have skyrocketed in the lead up to Christmas and it is important parents are armed with the best information when shopping for presents. “By following the Five S’s of Toy Safety, size, shape, surface, strings and supervision, we can all enjoy a happy and safe time over the holidays,” he said. Mr Bleijie said Fair Trading officers conducted 291 compliance checks at retailers, pop up shops and importer warehouses in the search for unsafe toys, with more than 4000 product lines inspected. “Toys for children under three were found to have the most safety failures this year,” he said. “It doesn’t take long for a child to swallow part of a toy or become entangled in something which is why toys for young children must meet strict standards.

“Our Government is committed to revitalising front line services and I will be asking Cape York Hospital and Health Service Board Chair Bob McCarthy to develop a plan as to how to move forward with this merge,” Mr Springborg said. “As part of this process, extensive consultation will need to be undertaken and I feel Mr McCarthy is best placed to carry out the task.” Mr Springborg said due to their small size, individually, the two health services lack the critical mass for efficient, stand-alone administration. “Combining the two health services will result in a single, efficient administrative structure, reduce unnecessary duplication and allow the health service to put more focus on delivering quality health care,’ he said. “The combined entity will have one executive management team and a single board representing the whole region. “The new Board will have an equal spread of members from the Cape York and the Torres Strait and Northern Peninsula communities.” Mr Springborg said the two health services were no strangers to working together and were a single entity as the Peninsula and Torres Strait Regional Health Authority in the 1990s. “They already cooperate with each other and with the Cairns and Hinterland HHS on a number of matters, including the delivery of specialist outreach clinical services,” he said. Under the current health reforms, the new combined health service will enable Aboriginal and Torres Strait Islander communities and remote communities in Cape York to have a greater voice, a greater scale of operation and more control of their health services. Mr Springborg said the timeline for achieving a merge was flexible but he hoped the new structure could be in place by mid-2014. Member for Cook David Kempton said he welcomed the change.

Election overhaul proposed The State Government is calling for feedback on possible changes to how council elections should be held after concerns were raised following the last council polls. Local Government Minister David Crisafulli said a discussion paper on the Local Government Electoral Act had been released. Mr Crisafulli said consultation with councils and the Local Government Association of Queensland would be the hallmark of this review, with issues to be resolved including: preferential voting for all mayoral candidates, providing CEOs with the option of being the returning officer, electronic voting for voters with a disability and a review of postal voting provisions. “Communities know best about what’s right for them, and the changes to the Local Government Electoral Act will reflect that,” Mr Crisafulli said. Earthquake began north of Tinaroo By Boyd Robertson Geoscience Australia has revised the location of the epicentre of an earthquake that struck the Tableland to just north of Lake Tinaroo; while the Tablelands Regional Council (TRC) says they are prepared to deal with seismic disasters. Previous reporting on the quake, which struck at about 8pm on December 1, placed the epicentre northeast of Mareeba, near Gilmore Road. Occurring about 20 kilometres deep and measuring 2.8 on the Richter Scale, the quake was felt in Atherton, Malanda, Gordonvale and Cairns but caused no damage. Despite the quake’s proximity to Mareeba a 500-strong crowd gathered for Carols by Candlelight at Arnold Park did not feel any effects. Geoscience Australia duty seismologist Stephen Tatam told The Express that errors in the instruments that first detected the quake meant the prediction of the epicentre was inaccurate. “The initial or preliminary location was done using degraded data,” Mr Tatam said. “As recently as [the morning of December 4] the missing data was retrieved and a new location of greater certainty was produced. “Because the earthquake was felt and deemed significant its analysis and approximate location was a priority – the location at Mareeba was the best that could be produced at the time.” Mr Tatham also said the fact the quake wasn’t widely felt in Mareeba as it was in other areas could be down to the nature of the earth beneath the town. “Mareeba is most likely a ‘hard rock’ site with thin soil close to bedrock,” he said. “Gordonvale is coastal and Malanda looks like plateau farmland - these sites are likely ‘soft’ with greater thickness of soil and alluvial deposits … these sites can amplify ground motion and make it even more noticeable to observers. “Earthquake energy is not equally radiated in all directions - the felt effects of any earthquake rarely display a concentric

circular pattern of felt effects.” TRC disaster management advisor Sarah Dean said council’s management plan included earthquake response. “The TRC Local Disaster Management Plan is based on an All-Hazards approach, meaning it has been designed to be flexible enough to handle any disaster event affecting the region - the LDMP does have a hazards section and earthquakes are noted for the region,” Ms Dean said. “Earthquakes are up here are fairly rare - however they do happen and our plan does detail some historical ones within the region. “Disaster events do warrant specific prevention, preparedness, response and recovery measures and there is some advice on earthquake preparedness on our website - this event has also acted as good reminder for maintaining situational awareness of the threat of earthquakes and their possible consequences.” The TRC recently developed a Disaster Resilient Communications Program (DRCP), which aims to ensure communication lines stay open during disaster events like cyclones. The program’s principles were taken on by the government of the South American nation of Chile, who hoped to apply to their disaster management program during the frequent earthquakes in that country. Lemke is being hosted by a local rotary family and attends Mareeba State High School as a Year 10 student. Lemke will be in Mareeba until mid-2014. With her encouragement, Paul enters a local talent quest and uses his winnings to study at a famous opera school in Venice until a disastrous audition for Pavarotti sends him into a deep funk. Facing the prospect of having to join his father at the steelworks, Paul is once more urged by Julie-Ann to keep trying, and on the toss of a coin, enters Britain's Got Talent quest, his nerves forever jingling. (Based on a true story.) Review by Louise Keller: I remember watching Paul Potts on YouTube, when his singing of Nessun Dorma from Turandot on Britain's Got Talent went viral. It was a profoundly emotional experience and tears dripped onto my keyboard as I watched. The Devil Wears Prada director David Frankel elicits exactly the same response in the re-enactment of the unlikely rags to riches story of the chubby working class boy from Wales who has always wanted to sing but lack of confidence (and other unforeseen issues) get in the way. The Port Talbot setting is not dissimilar to that of Sheffield in The Full Monty and screenwriter Justin Jackham (The Bucket List) weaves together a rich, complex tale akin to an opera that is filled with drama, humour and pathos. The film is wonderful: uplifting, funny, tense and moving all at once.

Showcase of indigenous music By Ryan Groube A two-year project aimed at teaching Indigenous youth music, dance and film will come to a head on Saturday evening with a concert at Davies Park. Australian Independent Music Award winners Native Ryme will headline MBA Jam supported by local music and dance acts from across the far north on September 14 from 6pm. MBA Jam ‘Twas tha jam before X-mas’ marks

the fourth, and final, concert to be hosted by Mareeba Young and Awesome. In April 2012, Mulungu Aboriginal Corporation was successful in securing a $280,908 grant from The Australian National Preventative Health Agency to fund the Mareeba Young and Awesome program. The funding was provided to encourage Indigenous youth to participate in activities in an alcohol and drug-free environment. The money was used to purchase music and

recording equipment, such as Fender guitars, a Pearl drum kit, a small PA system and a 16 channel mixer, as well as a Macintosh computer and digital camera. Mentors would host regular music, dance, computer and fashion workshops with participants who would then take it upon themselves to organise community events to showcase the skills that they had developed. Mulungu Aboriginal Corporation is also in the process of finding ways to make the equipment available to the community once the funding runs out. Prior to the MBA Jam, Deadly Day Out will be held at Davies Park, with a Mareeba’s Got Talent competition and a workshop from Native Ryme. The concert begins at 6pm and is expected to wrap at 9.30pm. Tickets are available from Mulungu Clinic and the Tablelands Regional Council’s Mareeba office and are $10 for adults, $5 for Under 15s while Under 8s are free.

The LAND Natural resources projects get funding The State Government has announced $2.3 million in funding for far northern projects aimed at sustainable agriculture, eradicating weeds and feral animals and improving water quality. Minister for Natural Resources and Mines and Member for Hinchinbrook Andrew Cripps said the Terrain NRM Ltd would manage three projects to address priority natural resources management challenges. “We are investing $31 million over three years into projects right across Queensland to manage our natural resources, as part of the $80 million Queensland Regional Natural Resource Management Investment Program 201318 announced in the Queensland budget,” Mr Cripps said. “Many of the projects being considered by Terrain NRM will tackle issues such as pest weeds and congested watercourses.” The three Wet Tropics projects include: Pests and weeds: FNQ Weeds –

Local Action on Big Issues ($1,285,000), Water Quality: working on waterways – enabling Wet Tropics Traditional Owner stewardship ($540,000) and Sustainable Agriculture: whole farm management - partnerships for resilient and profitable farming in Far North Queensland ($495,000). Chief Executive Officer of Terrain NRM Carole Sweatman said the projects would contribute to other significant work to protect the region’s unique ecosystems that cover nine diverse catchments including the Daintree, Barron, Mulgrave, Russell, Johnstone, Tully, Murray and Herbert catchments, as well as Trinity Inlet in Cairns. “I am delighted with the success of this project funding from the Queensland Government,” Ms Sweatman said. “It complements significant work and long established partnerships in this region to focus on issues directly affecting our communities, livelihoods, the land and water of the Wet Tropics.”

Numbers grow at cattle sales Mareeba Combined Agents penned a total of 587 head of Prime and Store cattle for this week’s market. Numbers grew by 200 head, values for the better finished heavy Bullocks and cows dropped as did rates for heavy Slaughter Bulls. Bullocks and Steers suitable for the Local Trade sold to values -6 c/ kg lower than last week and Bullocks suitable for the Export Slaughter trade dropped by -8 c/ kg for the best on offer. Cows suitable for the Local Wholesale

market sold to rates -11 c/ kg below the previous week. Cows suitable for the Export Slaughter trade gained 5 c/ kg in value with some very heavy Heifers selling to 157.2 c/ kg for the best. There has been little change in rates being offered for Heavy Slaughter Bulls. Over 200 head of various quality and condition Store cattle came into the Market place this week with some strong rates being achieved for both Steers and Heifers particularly crossbred types.

Mareeba Dimbulah Interim Board chair Joe Moro has welcomed an extension to submit a business case for the feasibility of managing the Mareeba-Dimbulah Channel Scheme locally.

Extension granted for Channel scheme By Ryan Groube A local project team preparing a business proposal regarding the feasibility of local management of the Mareeba-Dimbulah Channel Scheme has been granted a predictable extension. Mareeba Dimbulah Interim Board chair Joe Moro sent a letter to SunWater customers on November 26, informing them of a three-month extension to March 2014 to submit the proposal to the State Government. Initially, the proposals were due to be submitted by the end of November but key technical data is still in the process of being collated. “This additional time will allow proper consideration of the impact of engineering due diligence reports on the future cost of running the scheme and complete the financial modelling necessary to determine if our local management proposal is viable into the long term,” Mr Moro wrote. “To date, our interim board has started the engineering and legal due dili-

gences, which will feed into the Financial Model for the scheme and Draft Business Proposal.” Mr Moro told The Express that until all the information had been collated a “separation payment” couldn’t be finalised. Mr Moro refused to speculate on what that payment will be but said it would include the cost of maintaining the scheme as well as addressing any outstanding infrastructure deficiencies. The Mareeba-Dimbulah interim board will work through Christmas in a bid to finalise the draft by late February. “The choice between local management and SunWater is one that requires careful consideration. The decision will have long-term implications for individual businesses, families and communities,” Mr Moro said. Leith Boully, the independent chair of Local Management Arrangements, which is being considered in eight schemes across Queensland, said she had asked the State Government for the ex-

tension. Ms Boully said meeting deadlines was less important than making sure each of the teams made the best decision for the customers of the schemes. “The whole project has been extended because there is recognition that this is a complex exercise that needs to be done properly,” she said. “For me it is more important that we make this a success not necessarily meet timelines.” Ms Boully said each of the schemes were at a “reasonable stage” of the process but refused to rule out seeking a further extension for submitting the business proposals. Once the draft business proposal for the Mareeba-Dimbulah Irrigation Scheme is finalised the interim board will consult with customers about whether they want to go it alone and break away from SunWater. Queensland Water and Energy Minister Mark McArdle said the Government will only proceed with local management if it was “in the interests of the irrigators, taxpayers and the State”.

Ending the season on a High(lander) By Ryan Groube Despite competing with more established sports, the Tableland Junior Rugby Union Club have had plenty to celebrate in 2013. With about 60 players on the books, the Highlanders field two junior teams in the FNQ Rugby competition, fielding Under 12s and Under 14s. On December 6, the Under 14s upset the combined TAS/JCU team 26-17 in the third place playoff. The Under 12s are still finding their feet in the game, registering just one win in the rapid fire competition that runs during the final school term. Talking to The Express on the shores of Lake Tinaroo for the club’s presentation afternoon, Highlanders president Michael Barlow said both teams had come a long way in 2013. As soon as the words came out of his mouth, a group of juniors pounced on him and after a quick wrestle began marching him to the lake. In hindsight, the youngsters realised they probably

started carrying their president, and former union star, a little bit too far away from the shore. As they half carried, half dragged Barlow to the world’s largest water cooler they belted out the Highlanders team song. With about 50 metres to go, Barlow began putting up more of a fight but it didn’t prevent him from getting hurled into the drink - prompting an all in water fight. “As you can see, they learned some good team work this year,” Barlow laughed afterwards. Barlow said rugby union would never be able to compete with rugby league and soccer but that the short season at the end of the year was an excellent chance for players from both codes to keep up their skills and fitness. The best and fairest awards at the presentation day went to Under 14s captain and fly-half Corey Barlow with hooker and co-captain of the Under 12s Rachael Brcko nabbing the best and fairest for her age group. Barlow said while the local competition was over, rugby union’s representative season begins early in the new year with a number of Highlanders in action.

Mareeba’s junior basketball champions Mareeba Basketball Association’s junior grand finals on November 27 provided supporters with entertaining basketball. The Bullets Under 16s and Kangaroos Under 14s combinations both recorded comfortable victories, whilst the young Tigers Under 12s side registered a surprisingly good upset win over Taipans in the opening final. The Under 10s juniors started proceedings in the afternoon with an exhibition, showing their skills and the majority of these young players can now look towards playing in the teams competition in Under 12 fixtures next year. Bullets were never troubled in their clash with Panthers, clinching the championship title by 39 to 26. Daniel Ruggeri was outstanding for the winners and his 18 points proved a major factor in Bullets success. However Ayden Smith and Leighton Williamson also showed out well. Best for Panthers were Lochlan Anthony, Brooke Mahmut and Jacob Bishop. Kangaroos held off a late challenge from None-Ya to claim the Under-14 title by 31 to 21. Bradly Newlands and Tristan Cater played strongly for Kangaroos. Sarrah Myrteza was best for None-Ya, who were also disadvantaged by a first half injury to their top points scorer Dale Moss. The much improved Tigers youngsters provided a fine team effort to defeat Taipans by 22 to 13. Zayd Myrteza was Tigers best and his 11 points proved vital in their victory. Taipans, who were the seasons top team going into the Grand Final, failed to convert a number of scoring opportunities which cost them dearly. Zac Myrteza was their leading scorer with 11 points. With the summer season now complete, junior players can now look forward to the next season commencing in February 2014.

Mareeba State School’s Year 7 Girls and Boys rugby teams have pipped their St Thomas’s counterparts to win the Chris Sheppard Shield on December 5. The Shield is named in honour of Mareeba product Sheppard, who played for the Northern Pride and St George Illawarra, and has pitted the two schools against each other since 2002. Consistent high-tempo play, even in the brutal summer heat, delivered Mareeba the two victories. St Thomas’s Girls team captain Dayna Sclipper, 12, said she was satisfied with her team’s performance. ‘This is one of the best girls teams we’ve had at the school,” she said. “It was a very competitive game.

“The sun was very hot but we kept it up.” NRL game development officer Alby Anderson was on hand to watch the game and said it was always a positive sign to see kids getting into the game, particularly the girls sides. “We saw a very good standard of play here today - it was a safe and courteous environment even with the heat,” he said. “Games like this help develop a strong foundation for girls interested in rugby - they already draw inspiration from the Jillarooos, but they are limited in what teams they can play in past the age of 12, so that is something we are working on. “There’s also great work being done by sport teachers up here training the kids up and we are always trying to assist them with teaching them training techniques.”

Favourites hold sway at tennis finals By Ryan Groube For the first time in a long time, the finals of Mareeba Tennis Club’s night fixtures went to script. In each of the four groups, the higher ranked team at the conclusion of the regular season won. Group One saw top-ranked Cassie’s Crickets face off against Cameron’s Crusader Bugs, who had won through to the grand final in a tie break the week prior. The Crusader Bugs started the stronger, taking the opening singles and doubles rubber by two games to establish a four game break. In a closely fought decider, both remaining doubles fixtures were drawn six games all, but consecutive six

games to two wins in singles saw the Crickets get home 32 games to 28. Crickets captain Cassie Burness, who rested herself, said the final had been a good spectacle. She said it had been a tough season and that “every team has been extremely close all year”. Jason Rosendahl was named the best and fairest player in Group One. Matthew’s Meat Ants secured direct passage to the Group Two final - by finishing as minor premiers - and they ambushed Kim’s Katydid’s. In the opening doubles Brett Thompson and captain Matthew Palmer put Kim Peckham and Lindsay Gillman to the sword 11 games to one. After the first three matches, the Meat Ants held a 23 games to nine

lead. Kim’s side rallied toward the back end of the final winning 15 of the remaining 24 games but the damage had been done. The Meat Ants claimed the final 32 games to 24. Palmer said the fast start had been the difference between the teams. “It took them two sets to work out how to beat us but by then it was too late,” he said. “It helped us going straight through [to the final] - not having to do it the hard way. “It was a great effort from all of the guys we had a great team this year.” Brett Thompson was named the Group Two’s best and fairest. Injury intervened in the Group Three final with Shona Whitely having to withdraw early in the first match

with a leg injury. The injury saw Alice’s Aphids forfeit 16 games to Dan’s Dengue Mosquitos as they went down 35-21. Dengue Mosquitos captain Dan Hogarth said: “It was a little bit of a let down not to play it out.” “It would have been a tough game, we had won and lost to them during the season.” Pauline Brown, who had piloted her team to the minor premiership, was Group Three’s best and fairest. The Group Four final played out just as fiercely in the fashion stakes as it did on the tennis court. Both Belle’s Bulldog Ant’s and Tanya’s Tiger Moth’s decided to dress up for the finals with both sides “wanting to outdo” the other.

In the end the pink tutus of the Bulldog Ants were the victors - running out 32 to 24 winners. “We just come to have fun and to win was just a bonus,” Bulldog Ants captain Belle King said. Lyndel Lacey was the Group Four best and fairest and was also awarded the Graham Dunham Memorial Trophy. The end of season finals also marked the end of Barb Henning’s five-year stint as night fixtures coordinator. The club has called for someone to step up to the role at the club’s annual general meeting on December 15. Mareeba Tennis Club president Gary Minnis said it had been a fantastic season and looked forward to doing it all again next year.

Top of the table clash evenly poised By Ryan Groube The top-of-the-table clash between the Mareeba Bandits and Cairns Rovers is evenly poised after day one. A late fight back from the Rovers has Mareeba teetering at two for six in their first dig after the Bandits bowled the home side out for a subpar 162. The winner of the clash at Griffiths Park will likely head to the Christmas break in first place on the Far North Queensland Cricket, third division ladder. Winning the toss, the Rovers elected to bat but struggled against disciplined Mareeba bowling. Adam Roy and Robert Wallace opened the bowling for the Bandits and no one could get the ball out of their hands. Wallace bowled 14 straight over’s at the outset and ended with figures of four wickets for 29 runs. Roy bowled 16 overs and although he didn’t
