TRC negotiates By Justin Fris

ABLELANDS Regional Council CEO Ian Church has reaffirmed Council’s commitment to its workforce, amid recent contrary claims from disenchanted union representatives. The Services Union – who released information last Thursday hinting that TRC employees could be caught in a wage freeze – said they were concerned that TRC employees could potentially lose current working conditions if terms of a certified agreement could not be agreed between both parties. Mr Church openly told The Express that it was TRC management’s desire to ensure that no em-

ployee was left worse off under any signed certified agreement. “It is highly disappointing that this sensitive matter of employee remuneration and conditions is being played out in our local media through the instigation of Brisbane based representatives,” he said. “[Representatives] that have not played any role in the collaborative negotiations undertaken to create a fair and equitable Enterprise Bargaining Agreement (EBA) for our staff, and who obviously have no concern regarding the negative impacts that this could have on our workplace morale, community perception of our employees and Council as a community service organisation. “Throughout the negotiation process we have

been open and transparent, reiterating our desire that no employee shall be worse off than under current conditions and providing an agreement that our community can afford.” In a written statement, Secretary of The Services Union Neil Henderson said the union had written to TRC Mayor Rosa Lee Long, Mr Church and councillors and asked for a 12 month freeze on negations, while changes to the Industrial Relations Act were implemented; in a bid to protect employee conditions. “This request, as well as that of a long overdue interim pay increase for hard working Council employees, was rejected,” Mr Henderson said. “This is extremely disappointing. It would appear council management are intent on punish-

ing their employees by freezing their overdue wages.” In a bid to clean the air and clearly define the current situation, Mr Church has provided context into the situation facing TRC management at the negotiation table. “On Tuesday, December 2, the Enterprise Bargaining Committee (EBC) met in Atherton to commence negotiations on a new Certified Agreement for TRC employees,” he said. “Management representatives met with the organisers and employee delegates of three unions: the AWU, the Services Union and CFMEU. Scouts honour 100 years of tradition By Justin Fris THE Mareeba Scouts are celebrating 100 years of tradition in 2015, having provided a solid foundation for young people in the town. Celebrations will culminate on August 8 and 9, when members will participate in a series of exciting events. These will include a street parade, bush dance, a memorabilia display, along with a rally involving all members of the FNQ District Scout Association. Jess Fealy-who has been involved with the Mareeba Scouts for just over a year- said participation had increased steadily after a small decline in recent years. “I feel it’s partially down to parents realising that their kids are spending too much time indoors behind a screen,” she said. “Scouts provide a fantastic opportunity for children to complete activities outdoors and develop a strong sense of community.” Across the Tablelands, scouts organisations have had a solid and proud tradition. Atherton’s group recently celebrated 100 years, with Herberton and Ravenshoe not too far behind. Ms Fealy outlined the level of commitment that herself and other volunteers put into ensuring all

STUDENTS at St Thomas’s Parish School in Mareeba will participate in an education-based workshop today (Wednesday), focussed on personal safety that will provide students with the tools to stay safe. The ‘Ditto’s Keep Safe Adventure Show’ programwhich is designed to empower young children through both education and skill development- is a 40 minute presentation facilitated by the ‘Bravehearts’ organisation. Over 440,000 students have taken part in the national program since 2008, with over 25,000 children from the Far North participating last year alone. Bravehearts CEO (and founder) Hetty Johnson said the program provided a wealth of education for children up to the age of eight. “We know that child

sexual assault is for the most part preventable and educating and empowering children is paramount to prevention and so important for us to do as parents, educators, carers and members of the community,” she said. “Since the program’s introduction in Queensland it has really been endorsed by schools which has given us a significant boost towards our commitment to reaching every child across the state with our safety message.” St Thomas’s Assistant Principal (Religious Education) Kathy Fleming said the Bravehearts program carried on from the commitment St Thomas’s staff have toward encouraging and providing positive relationships amongst their students. Airport upgrade starts to take off By Justin Fris PALASZCZUK Government minister Dr Anthony Lynham reaffirmed the ALP’s commitment to providing a $13 million upgrade to the Mareeba Airport last Wednesday. Dr Lynham spent time discussing local projects with Mareeba Shire Council Mayor Tom Gilmore, along with addressing local councillors and the media. Independent Member for Cook Billy Gordon was a notable no-show at the major electorate announcement, but this failed to dampen proceedings. Dr Lynham said the project was a ‘wonderful investment’ for Mareebawhich will cover core components of

the airport- including an upgraded runway and new international flight school. “It’s a wonderful investment for Mareeba,” he said. “It’s $13 million for the development of the airport, which includes the runway, taxi-way and overall airport precinct. “It’s a big step for Mareeba and it’s actually quite a wonderful step. You can see that Cairns is becoming an extremely busy airport; fees are increasing for general aviation in Cairns. It would be lovely to have a lot of that general aviation re-directed here to Mareeba. “It will be a big boost for Mareeba Airport, a big boost to Mareeba in general.” Dr Lynham added that the new fa-

cilities could open the door for more direct flights in and out of the airport, which could significantly boost tourism on the Tablelands. More regional funding opportunities will be available for the Cook electorate by the end of the year, which could build on giant strides taken over the last few years. Mayor Gilmore said the airport was a real asset to the shire and the project would help the facility fulfil its potential. “The airport is now on the cusp of realising its potential,” he said. “As a generator of jobs, skills and as an income generator across the Tablelands. “Not only just in Mareeba, but this is a significant step forward.”

feedback sourced through employee consultation sessions, formed the basis of the draft Enterprise Bargaining Agreement that was collaboratively negotiated with union representatives.” Mr Church reiterated his desire to commence negotiations with union officials; and he was quick to praise TRC employees collectively. “I have offered to continue negotiations with the union when they are ready,” he said. “We want to reach an acceptable agreement as soon as possible to create certainty for our staff and clarification of our workforce costs moving forward. “Many of our employees give above and beyond what is required, and are active in our communities in a volunteer capacity as well.”

Wind farm will provide local jobs EMPLOYMENT on the Tablelands is set to receive a boost, in light of the Palaszczuk Government’s decision to approve the Mt Emerald Wind Farm development. Regardless on whether you are for or against the project, there is little doubt more employment opportunities for the Tablelands is essential for the region to move forward. Several different roles will be required to encompass the sheer size of the project, which could potentially inject more money into the local economy. ed to build the Mt Emerald Wind Farm. These construction workers and their families will require accommodation, food and local services for approximately two years. The construction crew will comprise a minimum of RATCH staff including local, national and international experts; truck and crane operators; concrete pourers; road construction crews; mechanical and electrical engineers; site supervisors of operations, including safety and environmental officers; specialist and general electrical technicians; mechanical technical staff. Following construction, there will be 15 full time positions for at least 25 years. These positions may be held by local residents who will up-skill to be part of the team, or new residents who will require housing, jobs for their families, access to schools and support mechanisms places to shop and enjoy recreational activities. Engineering, maintenance and consultancy services will be required during construction and operation. Where these services are available locally, they will be sourced where possible. Already, local expertise is being provided to undertake research and put together the required environmental and planning approvals information. Local consulting firm RPS is collating the Environmental Impact Statement using local scientists, consultants and engineers to ensure information is local and relevant to the project. Opportunities will exist for other companies who can provide ongoing engineering and maintenance services to the project. The Mt Emerald Wind Farm will require ongoing cleaning and maintenance services. These will be sourced from local providers. Another job opportunity is the provision of services to control weeds and feral pests. This is to reduce the risk of fire, reduce the risk of introduction of weeds to adjoining properties and to ensure there is no provision of habitat for feral animals.

Wind farm benefits for the Tablelands WHEN discussing benefits and legacies behind any particular project, it is advisable to go deep beyond the surface. Consultants (Jacobs Group) provided a detailed Economic Impact Assessment for the Mount Emerald Wind Farm project. This assessment included an investigation into economic, agricultural, business and social, tourism, property, and energy supply impacts due to the wind farm. Expenditure required for construction and operation of the Mt Emerald Wind Farm would have a positive economic contribution to output, value added, employment and household income in the local and regional study areas and the broader Queensland and domestic economy. Overall, the impact assessment found: • Total domestic expenditure for construction is anticipated to be around $188.7 million, 60 per cent ($113 million) of which would be spent in the Far North Queensland region. • Total expenditure (for the entire project life cycle – two years construction and 25 years operation) in the regional area would be around $426.2 million,

with a resultant total output impact (including all indirect flow-on aspects) of around $939.7 million. • This would have an associated direct value-added impact of around $161.5 million for Far North Queensland and a total value-added impact of around $386.7 million. • The total household income impact is estimated to be around $177.2 million for the entire project life cycle, for the regional study area. • The direct average annual employment impact expected in the construction phase is around 51 full time equivalents for Far North Queensland. • Peak employment during the construction phase can be expected to rise to 155 jobs for all of Queensland. • The 25 year operational phase would result in an average of 11 direct annual jobs to the regional study area. The total employment impact for the region during the operations phase is estimated to be 19 full-time equivalents. Once given federal approval, preliminary stages of the development will begin in the coming months.

far as weather disasters are concerned. “So why is it only Far North Qld that is hit with exorbitant rises in insurance premiums?” Local financial advisor Ross Cardillo slammed the inconsistency of insurance premium circumstances across Australia, believing some residents further south often don’t go to the lengths to avoid disasters, as is expected in FNQ. “I keep asking the question, which is yet to be answered,” he said. “Down south, where they have these massive bushfires every couple of years, from what I have been able to ascertain, most of those houses are built in a ridiculous situation. “There are literally trees coming through the windows. So I’m sorry, in my opinion, that home owner should not be eligible to buy insurance, because of the way they have kept their home. Mr Cardillo added: “Part of the insurance contract law states, you must keep your house in a reasonable state of repair and out of danger. “Now (if) you’re allowing trees to grown in through a window, it is pretty obvious if there is a fire, there is going to be danger. In North Queensland, we do everything we can to minimise losses, increasing building standards, which ultimately cost us more money. “And yet, we can’t control things if a cyclone comes and blows the roof off our house. “But if you are stupid enough to build your house down south amongst a picket of trees, your house shouldn’t be insurable.”

By Justin Fris A phrase coined by former Mareeba Shire Council Mayor Mick Borzi is becoming disturbingly clear for residents in the Far North. Borzi famously once said: “FNQ doesn’t stand for ‘Far North Queensland’; it stands for ‘Forgotten’ North Queensland.” This statement is an accurate portrayal of skyrocketing insurance premiums, which all FNQ residents are slugged with whether they like it or not. Federal Member for Leichhardt Warren Entsch has gone into bat for the region, and has welcomed a recent $2million investment from the Abbott Government, which in turn has established a new taskforce dubbed: ‘Northern Australia Insurance Premiums Taskforce’ Federal Member for Kennedy, Bob Katter took a different tact, saying he was staggered that Sydney residents would not face any increase in their premiums, despite a hefty damage bill from recent storms hanging over the city. “The hail storm in Sydney a few years back was at the time reportedly the worst financial insurance disaster in Australian history, with the Newcastle earthquake running not far behind,” he said. “The recent hail storms in Brisbane reportedly saw a damage bill of over $300 million yet the insurance companies made an announcement there’d be no change in rates. “The large proportion of Australia’s population is centered on the Sydney to Brisbane axis and they hold their own as

Community Update... Wi �� �� � � ��n� �p� � ... Mareeba State High School was recently externally reviewed against National standards around school improvement. The review was extensive, taking three reviewers four days to interview the full range of staff, students, parents, community and business. The review report arrived last week and I am pleased to let you know that the school is in a sound position. The school was commended for how the school supports students to succeed through a pathways focus, positive behaviour support and the opportunities for gifted and talented students. The coaching and feedback that teachers receive on their performance in the classroom was also commended. Overall, it means that the school is well-placed to take on the challenges of the NAPLAN Preparation As students in Years 7 and 9 gear up for the upcoming NAPLAN Tests, they have been engaged in a near future. On Friday April 24, Mareeba High hosted the District Swimming Carnival. The competition was very strong with only a difference of 50 points between first and third place. Congratulations to both Kyle Hastie (2003 Age champion) and Joshua Theakston (2001 Age champion). Australia participated in the Australian Computational and Linguistics Olympiad. The competition tests students’ team work, deductive reasoning and logic skills. In Queensland, 89 teams with 353 competitors battled it out for the chance to compete in the National Final. Mareeba SHS entered the competition for the first time this year with just one team of four students: Tristan Burford-Baynes, Jessica Heggie, Bradley Newlands and Zane Singleton. This team came sixth in Queensland and was awarded Gold Certificates of achievement, a fantastic result. Congratulations. ‘Financial wizard’ to visit FNQ By Justin Fris FINANCIAL expert Noel Whittaker will be making a sweeping visit to the Tablelands, in a bid to pass on financial tips to local residents. Mr Whittaker- who has established success in both finance and the mediawill be visiting Croydon, Georgetown and Mareeba later in the month. Facilitated by the Northern Gulf Resource Management Group, Mr Whittaker will provide his ‘Golden Rules of Wealth’ to members of the audience. Involved in finance for the best part of 30 years, Noel was awarded the ‘Australian Investment Planner of the Year’ in 1988 and has written several novels on financial gain and wealth. NGRM Education Officer Erica Blumson said the Mareeba workshop will be held on May 20 (Wednesday) in the

Mitchell room within the DAF office. “Noel will talk around for an hour, with a Q and A session held directly after it,” she said. “People are encouraged to come along as all questions will be open from the floor.” Ms Blumson added that members of the wider community were encouraged to attend, although organisers were especially interested in engaging local land owners. A grevillea for every occasion... Grevilleas are just about the all-time favourite native plants. And for good reason! They’re fast growing and hardy. They’re really easy to grow. They flower prolifically and for most of the year. They attract all sorts of beautiful native birds. There’s a wide range of flower colours from white to pink to orange. They come in all sizes from ground covers to larger shrubs. What more could you ask? At the moment, we have over 30 different varieties in stock at Yuruga. Wow! Starting at ground level …. The Mt Brockman Grevillea (Grevillea formosa) from the top end of the NT is one of the most sought-after grevilleas for tropical gardens because of its low-growing, dense spreading habit and masses of golden yellow toothbrush flowers. The prostrate forms of Grevillea banksii are also popular, coming in both red and white flowers. Some of the most widely grown and popular grevilleas are Robyn Gordon, Superb, Coconut Ice and Ned Kelly. These four varieties have been around for decades, and have proven to be hardy and reliable in just about most climates. They grow into dense bushy shrubs about 1 to 2 metres high, and have red or pink-red flowers all year round. The larger shrubs bring the variety of flower colours. There’s pink flowers (Pink Surprise), yellow (Sandra Gordon), salmon pink (Caboolture, Caloundra Gem, Kay Williams), white (Moonlight), red (Banksii and Long John), and orange (Honey Gem). Then there’s grevilleas for the enthusiasts … species like Grevillea venusta and our local Grevillea glossadenia and G pteridifolia, and varieties with wonderful names. And for those of you who live in the cooler parts of the Tablelands such as Wondecla, Herberton and Ravenshoe, there are some beautiful cool-climate varieties such as Forest Rambler, John Evans, Lilliane, Poorinda Peter, Red Sunset, Winparra Gem and rosmarinifolia. The only trick to growing grevilleas successfully is to ensure that they are planted in an open, well-drained, sunny position. They dislike being crowded-in or shadedout. And they are fussy about fertiliser (high phosphorous fertilisers will kill them), but luckily they thrive in low nutrient situations so fertilising is not essential. And the very best thing about grevilleas is the myriad birds they attract. And once you have a population of native birds established in your garden, you’ve got a working party of natural pest controllers on the job all day every day. Grevilleas …. every garden should have one (or three or four…)!

Bid to bring back recycling In today’s throwaway world, you could be forgiven for thinking that everything we throw out will go into the big waste dump in the sky, never to be seen again. Unfortunately not, it goes into the waste dump right here in our own district. Some concerned local residents living in the Mareeba Shire are asking: Where is our recycling service? Coralie Cooper and Cate Adams have started up a Facebook page (www.facebook.com/recyclingmareeba) and have begun circulating a petition, along with sending a letter to council to see if recycling can be reintroduced to the Mareeba Shire. As we use more and more disposable products like plastics, cardboard, glass metal and paper (to name but a few), we need to be more aware of where these products will end up. Larger items like cars, fridges and building waste no longer have a 20 to 30 year use by date and are increasingly becoming throwaway items; and are also contributing to the waste problem.

Coralie said: “Newcomers to the Shire that have yellow bins automatically think that there is a recycling service here; but then they never get picked up because there is no service. “Having a ‘Clean Up Australia Day’ once a year is not good enough; we need to keep it clean every day. “If you would like to have a recycling service in your community you can be heard by adding your signature to the petition that will be posted around town. If you are a business owner and would like to host the petition please let us know.” Mareeba Shire Mayor Tom Gilmore acknowledged receiving the letter and said that recycling had been removed by a previous council because of the cost involved. He said he would discuss the viability of recycling with councillors and management to see if it could be considered in the future. MUSIC lovers will be treated to a smorgasbord of musical talent, with Kuranda’s Roots festival pencilled in for June 12 and 13. Held at ‘The Billabong’ (186 Mount Haren Rd, Kuranda), the festival will cover several different genres, and gives a unique opportunity for Far North artists to perform alongside international and national artists. Headlining the 2015 line-up is internationally fabled bass and reggae producer Dub Terminator, along with Melbourne-based Kodiak Kid. Alongside these household names, the Far North will be healthily represented with local acts The Dialers, The Montgomery Brothers and Torres Strait guitar talent, Chris Tamwoy. It should be noted this festival is far more than a myriad of musical sets; there will also be a series of educational workshops, which are always eagerly participated by those in at-

tendance. These workshops will include: storytelling, poets breakfast, yoga, weaving and even an electro hula hoop exhibition. A ‘Children’s Space’ will add to an inclusive theme, where youngsters will be able to participate in activities such as painting and tie dying. Kuranda Roots Festival publicity coordinator Kitty Clignett said there were plenty of benefits of having the event in such a picturesque backdrop. “There’s a real fresh new crop of young adults who are now attending the event each year,” she said. “The ‘Island Vibes’ festival is our sister festival and is very much a family friendly event.” For those who would like to purchase early bird tickets to the festival, the following outlets in Kuranda have tickets available: Jungle Juice (located within Kuranda Markets) or Kuranda Healing (opposite the Kuranda Post Office).

It’s all excitement at Mareeba Heritage Centre. Negotiations are currently underway to remove a 110 year old historical house from the corner of Strattman and Keeble Streets to its new site at Mareeba Heritage Centre. The house was originally built by the owner of Mareeba’s first sawmill, Mr. Jamieson, in 1905. We will be reporting regularly on this move, but this action has led us to research information on our resident windmill. In 1995, Inspector Tim Roach of Mareeba Police, had orders to remove the windmill at Chillagoe Police Station. He called upon willing Lions Club members John Beattie, Ron Blundell, John Wallace and Tom Braes, and the windmill was duly transported to Mareeba Heritage Centre on John Beattie’s truck. Here it has stayed for 20 years and we fondly use its image on our uniforms! However, we realised we needed the site for the incoming historical house. Last week, with the wonderfully precise help of Mr Dale Peebles, his helpful offsiders and 2 cranes, the windmill was carefully lifted over the fence and it now sits most comfortably in front of the Centre. Do pay us a visit and contemplate on the interesting history of “The Windmill”.

Bulls win heavyweight bout at Borzi Park By Justin Fris

THE Mareeba United Football Club consolidated top spot on the FNQ Premier League table, after a bruising 3-1 victory over Stratford last Saturday night. Both sides added another memorable chapter to their sterling rivalry, with the spectators treated to a quality game of football from the off. Stratford – under the guidance of astute tactician Stuart Vealllived up to their billing early, competing for every ball and pressing the home side fiercely. But it was Alex Srhoj’s men who had the first real opportunity of the game in the third minute, with Larry Maggio’s curled cross skimming the crossbar as it landed on the top of the net. It was apparent from the outset that both sides were keen to impose themselves physically, with some of tackles from both sides ‘agricultural’ to say the least. Matthew Bowman was causing several headaches for the hosts in the middle of the park, with his 11th minute cross coming within inches of being rewarded. A follow up opportunity presented itself to Maclean Simpson after Bulls keeper Julian Madrid negotiated a goalmouth clearance, but his shanked effort from 18 yards ultimately left him red faced. Turning into a tense midfield battle for supremacy, Bulls striker Anthony Mete was brought down moments later from behind as he was charging toward a crowded penalty area. Comets throw finals race wide open By Justin Fris

A spirited Comets side broke through for a stirring 45-43 victory over Express, which breathes new life into the Mareeba Basketball League’s finals race. The victory was particularly special, as the Comets have an even sprinkling of experience and youth; with all players beginning to link together. Express would have been disappointed with their performance, which saw them slip further off the pace in 4th spot behind the Mba Deadley’s. Some contests you can just feel something special is about to happen. From the outset, it was obvious that the Comets were on song. After initially going on a 5-0 run, Express players began to wake from their initial slumber; but it took them 3min 19 into the quarter to make their first basket. Resembling an arm wrestle for the remainder of the quarter, Express were able to make a few safe baskets and trim the deficit to two points. Anyone who thought this challenge would have rattled the Comets were quickly given a rethink, with all players contributing toward one of their best shooting performances of the season. Going 7/11 from the field, the younger members of the squad really grew in confidence from the likes of Fabio Nocilla and David McGrath.

Rhee Tae Kwon Do is a family oriented activity, for the whole family or individuals, for any age and fitness level. Goal setting is part of Rhee Tae Kwon Do training and progressing through each grade/coloured belt at their own pace,

students will learn various hand and foot techniques to be used in self defence. Classes are held on Monday and Thursday nights from 6.30pm at the PCYC Hall (The Old Shire Hall) in Walsh Street, Mareeba.

Leading 28-23 at the half, the conversation courtside was centred on how Express would handle the unexpected circumstances facing them. Daniel Vecchio-Ruggeri was at his usual best, with his sheer athletic ability a pure pleasure to witness. However he took a sharp knock to the shoulder during a minor collision and appeared to play through the pain during the last quarter. Turning for home with a 41-28 lead at their backs, the Comets were required to hold off a fast finishing opposition, but were ultimately all smiles at the end of the match. Sportsmanship as always is at the forefront of a night out watching basketball in Mareeba, which is a signature of why we all love it so much. In other matches, the MBA Deadleys caused a major boilover, after knocking off the Red Devils 46-33. The loss means the Devils have lost top spot, after the Stingrays romped to a 51-36 win over the bottom placed Barras. In the ladies competition, the Tequila Slammers defeated the Killers 39-25, MMAMA recorded a resounding 42-20 victory over the Miakats, while the Baiada Steggles were victorious over the Cyclones. The Baiada Steggles are undefeated on top of the table, with the Gummaz two points behind in second place.

New kits for Malanda Hornets

THE Malanda Hornets Soccer Club are buzzing with joy of late, after the generous support of the local business district. Several new businesses came forward to help purchase new kits for the club, but that isn’t the only bit of good news which has the locals with a spring in their step. Club President Peter Arnold-Knott said two club

coaches had been able to travel to Cairns and complete their ‘C-level’ licence coaching badges, off the back of financial assistance from loyal sponsors. “We were able to send two of our coaches to Cairns to gain their “C” grade licences,” he said. “It wasn’t cheap at over $1000 each, but they had to work hard for a solid week doing drills and completing practical exams,” he said.
