THE ONGOING SAGA OF TAX HIKES IN JACKSON COUNTY MISSOURI Property tax assessments in Jackson County Missouri came out recently with many home owners seeing their real estate taxes double and even triple. Investigative reporter Angie Ricono with KCTV5 news has been covering the assessments, with a series of segments that we have lined from the MAREI Blog at http://www.marei.org/propertytax-hikes-in-jackson-county-missouri-lead-toclass-action/ In many cases, the assessments show that two very similar properties on the same block received two widely different assessments. Rather than looking at the house, the county reached a “correlated value by grouping neighborhoods together, looking at group sales data as a whole, and using some sort of computer formula to come up with a value, that it seems varies widely from property to property and are in many cases this time around to be highly inaccurate. Home Owners were then encouraged to fight their assessment, but getting comparables ‘ from a local Realtor and presenting your case in the form of an appeal to the county. Page 4
Next up in the ongoing saga was a filing of a class action lawsuit to fight the property tax assessments by Attorney Mandy Shell. The next day a whistle blower told us that part of the problem was that the county lost access or didn’t want to pay for access to the MLS and was relying on the free data to come up with values. Many of these reports include quotes from the Director of the Assessment Process Gail McCann Beatty an appointee of County Executive Frank White. Report #9 shares that there is a second deadline looming of July 8th to file a formal appeal before the board of equalization. There are two community meetings planned for Saturday, July 6th for home owners to get simple step by step tips on how to prepare for your appeal in front of the Jackson County Board of Equalization. The Jackson County Legislature called for a halt to the county’s troubled assessment process and to discard the 2019 assessments on June 28th, but County Executive Frank white refused to admit any errors or halt the process. If many of these assessments are left to stand, the increase in real estate taxes paid could cause many home owners to no longer be able to afford their homes and many landlords to no longer have positive cash flow on their rental properties. KCRAR MARKET UPDATE May 2019 At this point in the year, we are getting a good sense for how the housing market is likely to perform for the foreseeable future. And although it is not a particularly exciting forecast, it is a desirable one. Markets across the country are regulating toward a middle ground between buyers and sellers. While it remains true that sales prices are running higher and that inventory options are relatively low, buyers are beginning to find wiggle room at some price points and geographies. Closed Sales decreased 4.1 percent for existing homes and 10.1 percent for new homes. Pending Sales increased 6.7 percent for existing homes and 2.7 percent for new homes. Inventory decreased 8.5 percent for existing homes but increased 0.3 percent for new homes. The Median Sales Price was up 8.6 percent to $215,000 for existing homes and 5.3 percent to $368,400 for new homes. Days on Market decreased 2.9 percent for existing homes but increased 24.6 percent for new homes. Supply decreased 4.8 percent for existing homes but increased 7.4 percent for new homes. An extended trend of low unemployment, higher wages, and favorable mortgage rates have been a terrific driver of housing stability in recent years. What is different about this year so far is that prices are not rising as quickly. Some of the hottest Western markets are even cooling slightly, while some Northeast markets are achieving a state of recovery after a decade of battling back from the recession.
