Healthcare in Qatar Many changes and improvements have been introduced since the country opened its first hospital over 60 years ago. Billions of dollars are being spent on improving and expanding Qatar's healthcare system to cope with the rise in population. According to the World Health Organization, Qatar is spending more money per capita on healthcare than any other country in the Gulf. The healthcare system is available to all – nationals, expatriates and visitors. The public healthcare service provides free or extremely subsidised healthcare; the exception to this may be treatment for highly specialised services. Expatriates or visitors may have to pay towards some medical costs – check with your employer to see what health insurance you are eligible for, or contact one of the insurance companies to take extra personal cover.
Healthcare News Home healthcare services are essential for the elderly and vulnerable in Qatar More than 22,300 home healthcare visits to the elderly and vulnerable in Qatar were undertaken between the beginning of March and the end of May, the majority of which were to patients aged 60 and over. Healthcare professionals from Hamad Medical Corporation (HMC) and Primary Health Care Corporation (PHCC) care for nearly 3,000 patients who are unable to or advised not to visit a clinic, providing a much-needed service.
HMC to establish diabetes reversal clinic Hamad Medical Corporation (HMC) will soon open a new diabetes clinic, based on the findings of a new research study, led by teams at HMC’s Qatar Metabolic Institute, PHCC, Qatar Diabetes Association, and Weill Cornell Medicine-Qatar, and funded by the Qatar National Research Fund. The study found that Type 2 diabetes could be reversed in more than 60% of participants through
dietary and behavioural change, and physical activity, without the need for medication or weight loss surgery. The study was recently published in The Lancet Diabetes and Endocrinology journal, and is believed to be the first intensive lifestyle intervention trial in the MENA region, and the country’s first clinical trial in primary care.
HMC and Sidra Medicine collaborate to save the life of a newborn with rare brain condition A Qatari baby boy, less than two weeks old, was found to be suffering from Vein of Galen Malformation (VOGM), a rare condition that occurs before birth, resulting in abnormal connections between blood vessels within the brain and congenital heart defects. The baby was delivered three weeks early by Caesarian at Sidra Medicine to reduce any further complications during pregnancy, and underwent two procedures by specialists from both HMC and Sidra Medicine. The baby is now recovering well at Sidra Medicine’s Neonatal Intensive Care Unit.
Shisha smokers are an increased risk for COVID-19 infection and severe illnesses The Tobacco Control Center at Hamad Medical Corporation (HMC) has reiterated that contrary to popular belief, smoking shisha is considerably more harmful than smoking cigarettes. This is more pertinent given the recent warning given by The World Health Organization (WHO), in light of the ongoing COVID-19 pandemic. According to WHO, shisha smokers have an increased risk of contracting COVID-19 – this is because of potentially contaminated water pipes and the increased risk of transmitting the virus from hand to mouth during the act of smoking. It is also because smoking can have numerous adverse effects on the body and the immune system, greatly increasing the risk of serious illness. One shisha smoking session is equivalent to smoking 20 to 60 cigarettes, with the smoke containing numerous harmful heavy metals and chemicals. These have been linked to illnesses such as reduced lung function and emphysema, chronic bronchitis, lung cancer and heart disease. The toxic carbon monoxide released is harmful to both the smoker and to those around them – passive (or second-hand) shisha smoke can have serious adverse health effects. The Ministry of Public Health has prohibited the smoking of shisha in all restaurants and cafes operating in Qatar until further notice, due to current health conditions and in line with preventive measures to prevent the spread of infection with COVID-19. Anyone wishing to stop any form of smoking can receive treatment at the Tobacco Control Center, including medication, nicotine replacement therapies, behavioural therapy, and a laser therapy treatment. The Ministry of Public Health In January 2016 the Amir, HH Sheikh Tamim bin Hamad Al Thani disbanded the Supreme Council of Health and reverted their responsibilities to the Ministry of Public Health. The Ministry of Public Health (MoPH) will continue to oversee the nation’s health services, with policies, goals and objectives to achieve that vision, and monitoring and evaluation of its progress and the quality and effectiveness of health service providers. The ‘Caring for the Future’ programme encourages healthy lifestyles, provides community‑based primary care, and ensures that the world’s most advanced, highest quality care is available locally in secondary and tertiary medical facilities. One of the pillars of Qatar National Vision 2030, 'Human Development', represents Qatar's ambition to develop a physically and mentally healthy population. The first phase was the National Development Strategy (NDS) 2011–2016, and the National Health Strategy (NHS) 2011–2016. These developments will be built on under NDS 2017– 2022 and NHS 2018–2022. All private hospitals in Qatar must be accredited by an internationally‑recognised body. A list of licensed practitioners and pharmacies is on the Ministry website. Facilities must also have surveillance cameras and a security system. MoPH is responsible for the issuance of birth and death certificates. Ministry of Public Health departments • Medical Commission: Examines and issues medical certificates to: º Prospective and current employees. º Non-Qataris arriving to work, reside or visit family in the country. º Applicants for Qatari citizenship. º Non-Qatari men who wish to marry Qatari women. º Students prior to attending or joining university or obtaining a scholarship. º Applicants for special categories (eg pilgrimage contractors, citizens marrying outside Qatar). Most medical check-up procedures are conducted at the Medical Commission (MC) on Industrial Area Road near Abu Hamour. The unit handles 1,500 new arrivals in Qatar each day. There are four sections: one for expatriates taking up jobs in senior positions; one for families; one for domestic workers; and one for labourers. and make electronic payments through Hukoomi, gov.qa • Public Health: Oversees food safety and environmental health, health promotion and non-communicable diseases, and the registration of births and deaths. The Port Health and Food Control section monitors all types of food that enter Qatar, as well as the vegetable and meat markets. It also carries out quarantine and veterinary services, and hygiene of the streets and vaccinations. • Pharmacy and Drug Control: Controls the use of narcotics and herbal/dietary supplements. Is responsible for the registration of drug companies and agents, inspects pharmacies, and schedules pharmacy working hours. • Healthcare Quality and Patient Safety: Monitors healthcare quality, and provides information, education and support to all health sectors. Also responsible for healthcare facilities accreditation. • Medical Licensing Department: Maintains a register of licensed health practitioners and health facilities in Qatar. The department licenses physicians, nurses, dentists and pharmacists, as well as psychologists, opticians, chiropractors, audiologists, paramedics, podiatrists, speech therapists, midwives, physiotherapists, dieticians, dental hygienists, and medical technicians. • Medical Relations and Treatment Abroad: Responsible for organsing the process of medical treatment abroad. • Health Financing and Insurance: Develops health financing and insurance systems that support the wider goals of the healthcare landscape and the National Health Strategy. • eHealth and IT: Delivers health services using the latest information technologies. Projects include the Qatar National Health Card and the Shared Imaging Strategy to analyse diagnostic image use in Qatar. • Health Planning and Assessment: Develops policies and plans that support the development and implementation of a comprehensive, clientcentered, integrated, accountable and accessible healthcare system that meets the needs of a growing and changing population. • Research: Establishes national health priorities and encourages new strategies. Hamad Medical Corporation Hamad Medical Corporation (HMC) is the main provider of specialist healthcare in Qatar and one of the leading hospital providers in the Middle East. How can you get an appointment at a Hamad Medical Corporation hospital? Getting an appointment is simple and convenient, just follow the steps below: > Visit your primary healthcare provider (Primary Health Care Corporation or private clinic). Your primary care doctor will refer you to HMC if specialist care is required. • Referrals from private clinics need to be taken in person to the relevant HMC hospital. • Referrals from PHCC health centres are made automatically. > Once your referral has been received by HMC, you will be sent an SMS acknowledging receipt.

Do you have to pay for services at HMC? Qatar residents with a valid Qatar ID and health card are entitled to heavily subsidised consultations and prescriptions. Opened in 2006, Al Khor was the first Hamad hospital outside of Doha. Al Wakra Hospital Al Wakra Hospital provides healthcare services for the rapidly growing towns of Al Wakra and Mesaieed to the south of Qatar. Ambulance Service Each year HMC’s Ambulance Service receives more than 250,000 calls and many of these are requesting emergency support for life-threatening incidents. The Ambulance Service teams are quickly dispatched to assist the injured patient using the most appropriate fleet vehicle for their needs. The Ambulance Service fleet includes air ambulances (helicopters), advanced road ambulances and rapid response vehicles, 4x4s for the desert, and bicycle units for Qatar’s parks. In 2014, the Ambulance Service announced the successful implementation of three new AgustaWestland AW139 LifeFlight helicopters. Two of the new helicopters are in operation 24/7 and their addition to the fleet ensures air ambulance coverage even in the most remote areas of the country. The pilots of the helicopters are from the Qatar Emiri Air Force (QEAF). The Ambulance Service’s Medical Communication Center was named the Middle East’s first Accredited Center of Excellence (ACE) by the International Academy of Emergency Dispatch (IAED) for its high level of commitment towards delivering safe and efficient healthcare in Qatar and the region. The service itself has been accredited three times by the Joint Commission International for quality and safety, and the LifeFlight service has also been accredited by the European Aeromedical Institute (EURAMI) for both adult and paediatric critical care. The Ambulance Service launched its Mobile Healthcare Service (MHS) in early 2015, providing senior physician support and nursing care to patients outside the hospital setting. The service works in collaboration with the Home Healthcare Service, responding to urgent calls and supporting their clinical teams in delivering care to patients in their homes. MHS doctors support early discharge by working with medical teams at the hospitals to identify patients who are able to go home, but might need some level of support from a doctor when there. Mental health services HMC plays a leading role in the delivery of care for people with a mental health illness. Guided by Qatar’s National Mental Health Strategy, HMC is working with partners in Qatar to develop a high-quality mental health system and transform the way mental illness is perceived and treated. The new strategy will drive important structural changes which allow HMC to be more focused in its delivery of community-based care, providing the people who need it with the right care, at the right time and in the most beneficial environments. HMC has partnered with the Ministry of Public Health (MoPH) and Qatar’s healthcare providers on a public awareness campaign to educate the public about mental health and to remove the stigma associated with mental health conditions. Qatar's first Guide to Mental Health was launched in December 2019, developed by MoPH, HMC, Primary Health Care Corporation, Sidra Medicine, and Naufar, a mental health facility that focuses on wellbeing and help for those with addiction and substance abuse. Meeting international standards of care Hamad Medical Corporation has sought and achieved accreditation from leading organisations in recent years across many areas. Accreditation demonstrates Hamad’s ability to deliver high standards of care to our patients. In May 2019, HMC achieved its greatest international accreditation success to date with 13 of its facilities and services accredited by US-based Joint Commission International (JCI). Medical reports and consumables can now be delivered to your door Patients of Hamad General Hospital, Heart Hospital, Rumailah Hospital, National Center for Cancer Care and Research, Al Wakra Hospital, The Cuban Hospital and Hazm Mebaireek General Hospital can have HMC medical reports delivered to them directly by Qatar Post. When requesting reports, patients should inform the customer service representative how they would like them delivered, and provide their Qatar ID details, mobile number, a preferred delivery time, and a delivery address. The day before, Qatar Post will call to confirm the time of the delivery. Qatar Post will then deliver your reports and collect the delivery fee of QAR50 (cash only). Under HMC's Home Healthcare Service, patients can also have medical consumables such as gloves, bandages, and dressings delivered to their home, by signing up with their Home Healthcare nurse. The service is a convenience for those that regularly require these items, as they will no longer have to visit their hospital multiple times. Primary Health Care Corporation (PHCC) operates 26 health centres across Qatar, delivering community-based primary care services to Qatar’s population in all parts of the country. Sidra Medicine is an ultramodern, academic medical centre providing specialised healthcare to women, children and young persons in Qatar. It is a private hospital for public benefit. Primary health centres should be the first point of contact for patients with non-emergency conditions (patients with emergency conditions should visit an HMC emergency department or call 999 for an ambulance). How the Health System Works Together Qatar’s various healthcare providers work closely together to deliver the very best healthcare services to Qatar’s population. Referrals between providers Primary care centres are usually the first point of contact for patients with non-emergency conditions in Qatar. If the primary care doctor feels that more specialist care is needed at one of HMC’s hospitals, they will refer the patient to HMC for an appointment. A similar referral process also operates between HMC, Sidra Medicine and the private sector provider. Patients can also be referred back to a primary health centre for follow up after receiving treatment at an HMC hospital. Sharing of patient information Over the last 10 years many initiatives have significantly improved the ability of clinical teams to share patient information between teams across the health system. Many patient records, including laboratory results, x-rays images and medical reports, can now be accessed electronically by clinical teams in HMC, PHCC and Sidra facilities. This enhances the quality of care delivered to patients by providing clinicians with a complete patient record regardless of where they are treated. MyHealth Patient Portal The MyHealth Patient Portal enables patients to access their electronic personal health record online and through an app. Features of the portal include the ability to access lab reports, to view and reschedule upcoming appointments, and to review discharge summaries. The portal also allows patients to send a non-urgent message to their healthcare provider in a confidential manner.
Health System FAQs I have just arrived in Qatar and need to get a health card, what do I do? To get a health card, residents must visit the Primary Health Center nearest to where you live – call 107 if you are unsure where your local centre is. I need a sick note for work, where can I get one from? You should visit your local health centre for a sick note. If you are visiting an emergency department due to your condition being a serious medical emergency, you can request a sick note at the emergency department. I want to see a doctor at a HMC hospital, how can I get an appointment? Unless you have a medical emergency, in which case you should go to your nearest HMC emergency department or call 999 for an ambulance, you will need a referral from a primary health centre or private clinic in order to make an appointment at an HMC facility.
MyHealth empowers patients by allowing them to play a more active role in controlling their health information and making more informed decisions about their wellbeing. It helps patients stay on track by providing up to date information about lab results and active medications and provides reminders about appointments.
I want to see a doctor at a primary health centre, how can I get an appointment? You can call Primary Health Care Corporation’s customer helpline, Hayyak, on 107 to arrange an appointment at the health centre which you are registered at. Alternatively, you can visit your health centre in person to arrange an appointment.

Does it matter if I miss a scheduled doctor’s appointment? If you are unable to attend a scheduled appointment, call your primary health centre via Hayyak 107, or hospital clinic via Nesma’ak 16060 in advance to cancel, so that the timeslot can be used for another patient who may need it more urgently. How do I know which is my local health centre? Your utility bill (phone, water/electricity) includes a code related to your location and this determines where your designated health centre is located. Call Hayyak 107 for more information or take your utility bill in person to the nearest health centre. Do I have to pay for care at HMC and primary care centres? These facilities do charge a small fee for services but residents with a valid health card are entitled to greatly subsidised consultations and prescriptions at Hamad Medical Corporation and Primary Health Care Corporation facilities. I have an aching back and need to see a doctor; can I go to an emergency department and be seen? For all non-urgent conditions, such as backache, small cut or mild eye discomfort, you should make an appointment at your local health centre. Emergency departments should be used for only serious emergency medical conditions. Why can’t I just turn up at a HMC hospital and be seen by a doctor? HMC provides specialist secondary and tertiary care services. These services are for patients whose needs are too complex to be treated at a primary care center. A large number of conditions
can be successfully treated in primary care and do not require treatment at HMC. Will I be seen by the same doctor at my health centre? Every effort will be made to enable you to see the same doctor for your visit, but the doctor’s availability on the day you wish to come cannot be guaranteed. I would like to access help for a mental health condition, where can I go for this? If you are concerned about depression, anxiety or any similar mental health issue that affects your general health, visit your doctor in a primary health clinic for care or referral to one of HMC’s clinics. For urgent care involving suicidal or selfharm thoughts, visit one of HMC’s emergency departments. I need to see a dentist, should I go to my health center or to an HMC hospital? Unless your condition is a medical emergency, in which case you should go to your nearest emergency department, you should visit your local health centre for a dental consultation. If specialist dental treatment is required, your primary care doctor may refer you to HMC. I have moved house and want to change my health centre, how can I do this? To change your health centre you must obtain a utility bill from your new address and visit the nearest health centre to apply for a change. I/my wife is pregnant and needs to register with an obstetrician, where should I go to for antenatal care? Your first appointment should be at your local health centre. Your primary care doctor can then advise on the best plan for your antenatal care.

Safe Fun in the Sun By Sarah Palmer Understanding a few basic health risks is the first step to protecting your family's health when out in the sun.
T
he weather in Qatar during the summer months reaches incredibly high temperatures and is often accompanied by high humidity levels, which can present a number of safety issues. However, even as the weather gradually gets cooler, there are still some important health risks to consider. Each year, Hamad Medical Corporation (HMC) issues public service announcements highlighting the dangers of not taking the necessary precautions when out and about in the hotter weather. These reminders should apply throughout the year to ensure not only your safety, but that of your loved ones.
Coping with the hot weather safely With the reopening of the beaches, many families will be heading to the coast or swimming pool to enjoy the good weather. Much as we all like to feel the sun's warm rays on us, it is imperative that we are mindful of the amount of time we spend outdoors in the summer, and at what time of day – the temperature and strength of the sun is obviously stronger at midday than at 5 am or 8 pm. The temperature in Qatar can still be high during the autumn months, so don't be fooled into thinking that you are less at risk of suffering under the strength of the sun as the year goes on. Children and older adults are more at risk of heatrelated illnesses as they are unable to adjust to environmental conditions quickly enough. Chronic medical conditions such as heart disease or obesity may impede the body's ability to cool down sufficiently, as can taking certain medications for hypertension or depression. Children should ideally remain indoors during the hottest part of the day or stay in the shade if outside. QATAR HEALTH AND BEAUTY E-GUIDE ©
The first sign of overdoing things is dehydration, which if not rectified can lead to heat cramps and exhaustion. This in turn may cause heatstroke, a serious condition that requires immediate, emergency treatment. Mild to moderate dehydration can usually be dealt with easily by drinking more fluids and being sensible about how long to stay outside for. Affected people should feel better within 30 to 45 minutes. Heatstroke occurs when your body is overheating, usually due to prolonged exposure to high temperatures or physical exertion. Symptoms include high body temperature, change in sweating, nausea and vomiting, flushed skin, rapid breathing, racing heart rate and headache. The first thing to do is cool the body down: remove excessive clothing, spray with cool water, sit in front of a fan, move into the shade, go indoors to an air conditioned building or sit in a vehicle, and take a cool shower. Drink water or a sports drink to recover, and place a cool pack or cloth on the neck. As well as ensuring you drink sufficient amounts of fluids, take care to also look after your skin and avoid the pain of sunburn. Have plenty of good quality sunscreen and sunblock with you, ideally applied before going outside, and reapply regularly, especially after going for a swim. A child's skin burns much more easily than an adult's. Children under 12 months old should be kept out of direct sun and older children will require adequate sun protection – remember the 'slip, slop, slap, seek and slide' mantra: • 'Slip' on clothing to protect your child from the sun and when your child is swimming or doing other water activities.

• 'Slop' on sunscreen: broad spectrum, water resistant, SPF 30+ or higher, and in date. Apply 20 minutes before going out into the sun and reapply every two hours or after swimming. It is not recommended to use sunscreen on babies under six months of age. • 'Slap' on a hat that protects the face, neck, ears and head. • 'Seek' shade and avoid UV rays reflected from nearby objects like windows. Cover prams with a shade cloth or canopy. • 'Slide' on sunglasses that are close-fitting and wrap-around. These tips are useful for preventing sunburn whatever our age!
Watch your children at all times Families need to take extra care when going to beaches or swimming pools to avoid the risk of drowning. Unfortunately, this is the third leading cause of death from unintentional injuries worldwide. The number of deaths from children drowning continues to rise each year and is one of the leading cause of death and disability among children in Qatar. According to Hamad International Training Center (HITC), 90% of all drowning cases are for children under the age of 10, and 70% under the age of 4. These incidents occur as children may be left unsupervised by parents or caregivers at the beach or swimming pool. HITC offers the following safety advice: 3 Check the weather forecast before going to the beach – avoid inclement weather such as strong winds and high waves. 3 Follow appropriate safety guidelines when going to the beach or swimming pool.
Don't leave children (or pets) in hot cars! Children should never be left unattended in a car that is parked in the sun, even for a short time. Just 10 minutes spent in the sun can raise the temperature inside the car by 10 degrees. In the summer, the internal temperature can be as much as 40˚C hotter than outside; on a cool day, it can still be 20˚C hotter. According to Dr Rafael Consunji, Director of the Hamad Injury Prevention Program at the Hamad Trauma Center, 'Most of this temperature rise can happen within the first five minutes of turning off the engine and air conditioning, putting children left inside the vehicles at great risk for high fever, dehydration, seizures, heat stroke, and even death. Hot days bring dangers for everyone, but for children, the dangers are magnified. A child’s temperature will rise five times faster than an adult’s temperature, especially on hot days, increasing their risk for dehydration and heat stroke.' If parents need to leave the car for whatever reason, children should be taken with them. The air conditioner can be left on in the car, providing there is an adult remaining with them – leaving children unattended with the air conditioner on in the car is just as dangerous due to the risk of carbon monoxide poisoning through the air vents or the possibility of the cooling system breaking down. Venting the windows will have little to no impact on reducing the internal heat, as do the colour of the car's interior or size of the car. And don't forget that if you leave your child unattended in the car, they might take it upon themselves to play with the keys and accidentally lock themselves in and you out. Get in the habit of checking the back seat to ensure everyone is out before locking up. m
3 Supervise children constantly to prevent unintended access to water sources – remember that drowning can take seconds to happen. 3 Teach your children to swim or enrol them for classes with a certified trainer. 3 Make sure children wear lifejackets or a flotation aid when in or near water. 3 Learn how to perform cardiopulmonary resuscitation (CPR) and keep a first aid kit to hand. 3 Drowning doesn't only happen in swimming pools or in the ocean; your child could easily drown in a bathtub. Always close the doors to bathrooms and swimming pools immediately after use. 3 In the event of an emergency, call 999 and request immediate assistance. ©

Spas and Beauty Centres Health spas and beauty salons abound in Qatar, with an abundance of choice. Choose from a number of award-winning spas, in both traditional Qatari style and ultra-modern environments.
Beauty treatments are wide and varied and available for both men and women, although some will have 'ladies only' days, or are single-sex establishments. Separate facilities are available for men and women at most of the spas, as are couples treatment rooms.
Many beauty salons not only provide hair and nail services, but also have separate rooms for treatments. Similarly hotels will generally have a spa and/or a beauty centre on site, as well as some of the larger apartment block towers.
For looking good from top to toe, generally available are hair and nail services, make-up and wedding preparations, hair removal (waxing and threading), and tanning.
Visiting a spa can be a five-star experience, with luxurious treatment rooms, providing massage and facials, alongside oxygen therapy, sauna and steam rooms, slimming treatments, aromatherapy, hot stone treatments, and pre‑ and postnatal massages.
To further enhance the luxurious experience, spas and salons are increasingly focusing on healthy refreshments and menus, and relaxation spaces with mood music and comfortable sofas to ensure you feel your very best, both inside and out. Complementary therapies/medicine
Spa treatments often derive their inspiration from the ancient sciences and practices of the East, with accents from the Middle East and Asia. The Ottomans introduced the world to the hammam, which quickly became an important social meeting place for both men and women. Several of the major hotels offer ritual packages to enjoy, with hammam, massage and facial treatments.
The practice of some forms of alternative treatment was officially approved by the Qatar Council for Healthcare Practitioners in 2016. The list includes homeopathy, Ayurveda, acupuncture, chiropractic and hijama (wet cupping). Regulatory framework will ensure only licensed, qualified practitioners will be allowed to offer these services – the Ministry of Public Health has defined the requirements and specifications for opening complementary medicine centres in the country.
Also popular are hydrotherapy treatments and natural healing methods, such as chakra wellbeing and Ayurveda aromatherapy facials.
