Note on the setting up of the Institute The primary purpose of setting up an Institute of Design in the state will be to upgrade the designing skills of the artisans and craftsmen, and to provide them with new and attractive designs, so that they can compete successfully in the new environment, raise their levels of income, and captivate the world with the excellence of their products. The idea is not to set up a state-level counterpart of the more famous design schools of the country whose main emphasis at present appears to be to train a few outstanding students, for a career in design. It is to help the numerous artisans, and not just a few aspiring designers. Of course, an Institute of Design cannot do without students, and hence it will be the backbone of Institute, But its raison d etre will be its interface with the artisan community. How this can be best achieved will have to be worked out by the Expert Committee, who will provide a vision of the Institute, make practical suggestions regarding how best to get it going, indicate the optimal manner in which the amount earmarked for the Institute (a maximum of about Rs.1 Crore in the current year) can be spent if at all in the course of year, suggest the geographical location and the academic and administrative structure for the Institute. Given the very short time that we have before applying for Administrative Sanction for the various Plan Schemes, the Committee can give an immediate interim report. Its final report, especially the part dwelling on the academic structure and vision can come later. Prabhat Patnaik Vice Chairman State Planning Board 2008
