Tactics “ Beneath the pavement, the beach! ” “ Sous les pavés, la plage! “- May 1968 France

The existence of tourist destination cities proves our impulsive desire to break the monotonous everyday routine and be in a fantastical place of consumption. The identity of Atlantic City, New Jersey is that of escapism and pleasure, it is a place rooted in the American psyche. Yet, today this casino resort city does not flourish as it once did. The juxtaposition of the glitzy veneer in the tourist district and the decaying lots splattered throughout is symptomatic of the developers’ myopic city. This project provides an encyclopedic gathering of information on the abandoned lots and proposes absurd interventions that raise awareness of the way that our notion of place is dominated by economics, politics and consumerism and provides commentary on society’s infatuation with money and material possessions. These voids in the city are not inconsequential but rather are directly related to the history, politics and economics of Atlantic City.

The real estate value of the abandoned parcels becomes a metaphor for the perspective of the developer, resembling the properties on the Monopoly board game. These interventions construct a dialogue between the real and hyper real, past and present, money and practicality, developer and local resident of Atlantic City by holding a mirror up to the facts that trouble the city today. The interventions are not meant to be real but are proposed as a satire that raises consciousness on the greater issues that affect urban areas. An extensive, detailed and rigorous approach was brought to this carnivalesque methodology, allowing the interventions to relate to the historic foundation and site specificity that defines the meaning of place. The goal of this thesis is to promote a critical understanding about real economic conditions facing the building design and urban planning industry.

Casinos In Atlantic City In 1695 a quaker farmer bought the first parcel of land in an area known as Absegami or “Little Sea Water to the Lenni Lenape native Americans. By the late nineteenth century developers from Philadelphia began to recognize the potential of Atlantic City as an international place for relaxation and recuperation. By the turn of the century anything was possible in the worlds playground; amusement rides, bizarre goods and services, concerts and dances. The rich and famous came to Atlantic City to play and enjoy shows, theater, and contests. Atlantic City was like a permanent World’s Fair. By the mid twentieth century Atlantic City eroded; tourists were typically poor, minority and elderly. It was no longer a place for the rich and famous. Atlantic City housed the highest poverty and crime rate. In 1976, in an attempt to recharge the city, casino gambling was legalized. As the new casino resorts opened, the historic iconic hotels vanished, forever changing the city. Today, there are 11 casino resorts: Bally’s, Borgata, Caesars, Golden Nugget, Harrah’s, Resorts, Revel, Showboat, Tropicana, Trump Plaza and Trump Taj Mahal. The famous boardwalk lines the three and a half mile long beach. However, the unemployment and crime rates are high. There are many distressed buildings and vacant land in highly visible areas. Six casinos fall within the territory covered by this thesis.

Trump Plaza Hotel and Casino The 39 story Trump Plaza Hotel and Casino opened on May 26, 1984 in Atlantic City. It was then renovated in 2006. Donald Trump commissioned the project and it was built by architect Martin Stern. Trump Entertainment Resorts owns this casino as well as the Trump Taj Mahal. There is 86,923 square feet of casino gaming space. Besides the casino, the resort offers 904 hotels room as well as restaurants and banquet space. The entire resort land and building value is assessed at $136,283,300. Recently, Trump Entertainment Resorts announced that it intended to sell Trump Plaza to the Meruelo Group for $20 million, the lowest price an Atlantic City Casino has ever sold for. Trump Plaza Hotel and Casino, is one of the city’s most struggling casinos, the operating profit went down from $10 million in 2012 to $4.7 million in 2013.

Caesars Atlantic City The ancient Roman themed Caesars Atlantic City opened on June 26, 1979 as Boardwalk Regency. It was then renovated in 1997 and 2006. Caesar’s Entertainment owns the Resort. There is 140,749 square feet of casino gaming space. Besides the casino, the resort offers 1,144 hotels room as well as shops, restaurants, nightclubs and a theater. Caesar’s is one of the largest Resorts in Atlantic City. The entire resort land and building value is assessed at $311,449,200. In 2013, Caesar’s had a 16 percent decline in profit, to $69.5 million.

Bally’s Atlantic City Bally’s Atlantic City opened on December 26, 1979 as Bally’s Park Place. The resort includes the Wild Wild West Casino, opened in 1997. The resort was renovated in 1983, 1994, 2005 and 2009. Caesars Entertainment owns Bally’s. There is 104,094 square feet of casino gaming space. Besides the casino, the resort offers 1,753 hotels room as well as restaurants, nightlife and theater. The entire resort land and building value is assessed at $299,509,800. In 2013, Bally’s had over a 45 percent decline in profit, to $33.4 million.

Resorts Casino Hotel Resorts Casino Hotel was the first casino hotel to open in Atlantic City on May 28, 1978. It was the first legal casino outside of Nevada in the USA. The resort was renovated in 1998, 2002 and 2011. DGMB Casinos owns Resorts. There is 81,219 square feet of casino gaming space. Besides the casino, the resort offers 942 hotels room as well as restaurants and showrooms. The entire resort land and building value is assessed at $56,524,300. In 2013, Resorts Casino was down in profit by 54 percent, to $12.2 million.

Trump Taj Mahal The Trump Taj Mahal opened on April 2, 1990 in Atlantic City. Trump Entertainment Resorts owns this casino as well as the Trump Plaza. The resort was renovated in 2008. There is 159,998 square feet of casino gaming space. Besides the casino, the resort offers 2,248 hotel rooms as well as an arena, restaurants, nightclubs and shopping. The entire resort land and building value is assessed at $270,172,800. In 2013, the Trump Taj Mahal Casino Resort had a gross operating profit of $19.6 million for the year, which was down more than 55 percent from 2012.

Showboat Atlantic City Hotel & Casino The Mardi Gras themed Showboat Atlantic City opened on April 2, 1987. The resort is owned by Caesars Entertainment. The resort was renovated in 2003 and 2007. There is 125,955 square feet of casino gaming space. Besides the casino, the resort offers over 1,300 hotels room as well as a spa, entertainment and restaurants. The entire resort land and building value is assessed at $305,853,400. In 2013, Showboat Casino Hotel saw its profits fall by nearly 28 percent to $34 million.

Abandoned Lots Atlantic City The scope of this thesis includes 32 Abandoned Lots in a .62 by 1.22 mile area. The lots are either dirt, grass or overgrown asphalt and are not used for any practical purpose. Outside of this area lie numerous other abandoned lots that have not been accounted for. Inside of this area lie an overly abundant number of vast parking lots and abandoned buildings that have not been included in the list.

This overgrown grass lot abuts the abandoned Salartash Surgical Associates Building. Across the street is a large medical center.

Parcel 1

Salartash Surgical Associates was known for its organ transplantation, specifically kidneys.

Cost: $134,800 Lots:17 S. Ohio Ave Owner: Atlantic City County Club 1 LLC Size: 2,813 Square Feet

Kidneys on the black market cost on average $150,000 each. If you filled this parcel with its appraised value you would have .9 human kidneys. On the other hand, kidney beans cost $.88 per can. If you filled this parcel with its appraised value you would have 153,181.8 cans of Goya kidney beans.

This site was historically where Sands Casino stood before it was torn down. The large grass parcel covers the corner of the busy intersection between Dr. Martin Luther King Boulevard and Pacific Avenue. The goal of the owner, The New Jersey Casino Reinvestment Development Authority is to reinvest revenue brought in by the casinos. Adjacent to the parcel is a cash for gold and jewelry store. Some people believe gold is the best ways to invest your money. A 10 oz. gold bar costs $13,412.54. If you filled this parcel with its appraised value you would have 534.3 10 oz. gold bars.



This dirt lot is grown over with patches of grass. It is next to an abandoned parking garage and adjacent to the Madison House Hotel.

Google Images incorrectly labels this abandoned lot as well as the adjacent parking lot as Wabash Park. Perhaps this lot should become more green. An 8’ Eastern Red Cedar tree costs $188. If you filled this parcel with its appraised value you would have 8,921.8 8’ Eastern Red Cedar trees. Thus, turning the lot into a forest.



Parcel 4

This patchy dirt and grass filled parcel is surrounded by parking lots. Adjacent to the parcel are apartment buildings and mid-range hotels. Besides the luxury casino hotels Atlantic city houses many low to mid range hotels.

Hotel rooms cost $98.18 per square foot to build, and the average hotel room size is 500 square feet. At the cost of $49,090 per hotel room, if you filled this parcel with its appraised value you would have 100.1 hotel rooms.

This dirt and grass parcel is an island surrounded by parking lots and the street.

Parcel 9

This parcel is the worst kind of island; a barren concrete, city island. On the other hand, the best kind of island is tropical and on the beach.

Excavators that dig foundations and tear down buildings cost $250,000 each.
