TENDER CITY PLAY Regeneration of Tenderloin District in San Francisco

Play as a regenerator The act of play was commonly associated with childhood and the process of children cognitive development. During the childhood a kid regulates bad emotions, what helps to limit stress situations in the future. In psychology and ethology, play has been recognized as a learning tool. But play can also effect social interactions. This activity is important not only during the childhood but on every life stage. The benefits of play can have motivational effects on a person’s life or development oneself according to society. If we want the community to improve verbal and non-verbal intelligence, express creativeness, our work is inroduce play into their lives. Especially this problem concerns older people because of their higher level of passivity, what brings the result of social isolation. When we have a deal with a “tender” community we have to come up with more tender ideas. The concept of playful design was proposed as the solution for Tenderloin Community issues, to stimulate social activity and reconnect the “lost island” with neighborhood areas. The streetscape has always been the downtowns sense of the place, the most important space of public interactions. Urban playgrounds with exposed cultural activities will become an answer to local crime and social isolation. As the main cultural tool for regeneration was used rich local culture: street art, street theatre and local activities. However often crime neighborhoods labeled graffiti art as the part of neighborhood crimes, in a project street graffiti art was re-purposed in a new way, as new regenerator. The downtown is dynamic space and the purpose of the guidelines was to create more vibrant environment. The downtown area will become a model for new livable harmony society. Basing on the site analysis, history and cultural context of the place, individual parts of the neighborhood were selected to design actions. The existing spaces in the bad condition, but the great location and historic background were transformed into a new social spaces.

Design Concept The concept of the playground is a sequence of vertical and horizontal multifunctional open spaces. Each playground have its own character, defined by specific urban design interventions. To create a system of vertical and horizontal playgrounds, the available spaces were identified. Available spaces such as parking lots, structures in bad conditions, existing parks and squares. Some of the buildings which were evaluated in very bad condition (mostly 1-2 storey’s) were removed, to provide easier connection and have more control in the area between designed spaces.

Vietnamese Community Center

Design Concept The Tenderloin District is a large portion of the city’s Vietnamese community. The area of Little Saigon is a place where many ethnic Vietnamese always lived or worked. Little Saigon is home for contemporary artists, traditional Vietnamese celebrations and a place of businesses and good food. But not good reputation of Little Saigon lasted for long time, affected the relationships between ethnic Vietnamese and host neighborhood. Little Saigon could be regarded as a piece of Vietnam in the host city, and may be associated with the crime and disorder. The main idea of Community garden was to present and connect isolated Vietnamese community to the existing society and achieve harmony between natural and man-made environment. Community Garden would become a balance between outside and inside, Vietnamese monastery. The building is located in the middle on the main axis of Little Saigon, between residential building and hotel. Community Garden is proposed instead of abundant, not-used buildings 2-storey buildings, which disrupted the urban structure. After functional distribution the building was divided into 3 separated units with an open garden inside. The visitors of Community Garden are always surrounded by the view to nature. Each unit of the whole concept has it particular function. The Help Center building is introduced to present the problem which emerged really long time ago and has not been solved yet - problem of homelessness in the city. The building will provide all basic needs for the people in need. On the ground floor is located reception area with the “talking” rooms. On the second floor is located kitchen and women showers room, the third floor – for men. On the forth floor there is a sharing space, and upstairs social sharing rooftop area. The second building was designed as an open multifunctional area for local artists, creators or activists. On the ground floor it serves multi-purpose area, suitable for different kind of events and functions. For example workshops, gallery and little Vietnamese shop. The third building is proposed for community meetings and building tight relationships between local families and residents. The functions such as community kitchen, play areas for children, learning spaces – is approach to strengthening community ties. The garden inside of the unit is designed as a continuation of the neighborhood “between building” community gardens. By flexible interior design and ceiling-high revolving doors the activities inside the building are exposed to the outside world, or instead of opening we can close to the outside to provide more privacy. The inside garden will be hosting the celebration of the Vietnamese Lunar New Year in Little Saigon. From the inside of the unit each building exterior facade was designed as a ceiling-high glass walls with shading.
