CS and NJC conclude special high course on competition The Competition Superintendence (CS) and the Judicial Training School (JTS) of the National Judicial Council (NJC) concluded a special high course on Competition Law, graduating 21 attorneys; amongst them judges, magistrates, legal trainers and in-house legal counsels. “It is of the utmost importance for the Judicial Branch to become actively involved in training professionals who in the future might be in charge of processes related with Competition Law”, asserted Francisco Diaz Rodriguez, Competition Superintendent of El Salvador.

The Competition Superintendence concluded today a Competition Law result of the joint efforts between the CS School “Dr. Arturo Zeledón Castrillo” of the National Consumer Protection Authority also collaborated giving aforementioned program,

special high course on and the Judicial Training Judicial Council. The the final course of the

Trainers of the JTS, Judges of First Circuit Courts, Magistrates and in-house legal counsels of the Administrative Contentious Tribunal and of the Civil Tribunal, both of the Justice Supreme Court were trained in the above cited course. Twenty one attorneys graduated from said course. This course began in February 2012 and finalized in June 2013. It was divided into 6 in-class modules. The first five modules were about various Competition Law topics, such as: analysis of Competition Law, its relationship with other legal branches; its economic impact in the country´s economy; and, the work executed by the Competition Superintendence. The last module was given by the Consumer Protection Authority, addressing basic concepts of consumer law, consumer protection, and the relationship between Competition and Consumer Protection.

Some of the topics taught during the aforementioned course were: Background of Competition Law; Introduction to economic principles; the Salvadoran Competition Law (anticompetitive practices, sanctioning procedures, and recourses at the administrative level); Competition Law and the State (mergers and acquisitions, competition sector studies and monitoring, opinions and recommendations on competition); other relevant matters of Competition Law (the roll of judges, courts, Justice Supreme Court, and the Republic´s General Attorney´s Office, unfair trade, amongst others); and, Competition Law and Consumer Protection. Background In December 2008, the Competition Superintendence carried out a special course on Introduction to Competition Law, aimed exclusively for university professors. In 2010, the CS gave another special course, graduating 54 professionals, amongst them, university professors and professional of various careers related with Competition Law. In March 2011, the Superintendence carried out a special course on competition, jointly with the Training School for Assistant District Attorneys of the Republic´s General Attorney´s Office, training 30 Assistant District Attorneys from all around the country.
