PRESIDENT’S REPORT This has been a year of exciting challenges and growth for the Foundation. Beginning with the adoption of a new Strategic Plan, Foundation staff embarked on fundraising efforts so that we could successfully implement the Plan goals. Our local fundraising efforts were enthusiastically supported which was followed by receipt of a three year grant from the M.J. Murdock Charitable Trust.

The four main objectives of the Plan are to develop new gift offerings, improve current fund and gift offerings, improve performance and efficiency and sustain the quality of leadership and operations. To date, we have developed a short-term investment option for new funds, added online giving, made improvements to internal processes for grant and scholarship administration, grown the Foundation’s endowment to over $34M, and continued to sustain the high quality of leadership both at the staff and Board level.
Big changes have taken place this past year. First the Foundation moved its office from the Baker Boyer Bank building to the McBride Building in downtown Walla Walla. Next, Joan Aragone, who served the Foundation as its office manager for over 10 years, retired. Finally, in June, Executive Director, Lawson Knight, resigned to pursue a new opportunity as a principal in a start-up company. With Joan by his side, the two of them had become the face of the Foundation and provided extraordinary leadership over the past 11 years and we were all sad to see them go. We quickly mobilized a search for a new Executive Director, and I am pleased to report that Kari Isaacson from Tucson, Arizona, joined the Foundation in early November. Kari has a wealth of leadership experience in the field of philanthropy and we are excited to welcome her. Through all of these changes, the staff and the Board of Trustees have risen to the occasion and provided exceptional leadership. I wish to express my sincere gratitude to the Board of Trustees, the Office Relocation Committee, the Executive Director Search Committee, and finally to Lawson, Kate and Mari who have been so instrumental in keeping the Foundation on its forward trajectory through this eventful year. I also want to personally thank members of the Board of Trustees for their incredible volunteer service and the guidance they have provided to me in my role as President. I am very excited about the future of the Foundation!

GRANTS ARE CATALYSTS OF CHANGE FOR LINCOLN HIGH AND SURROUNDING COMMUNITY By: Robin Hamilton, Union Bulletin staff writer, with Blue Mountain Community Foundation Staff As former Executive Director Lawson Knight departs, he cites the remarkable gifts by donors, his great colleagues and the grants that have touched the lives of so many as the highlights of his tenure. The Foundation has a global perspective in terms of grantmaking, says Knight. “We’re not funding any one thing – we’re funding a whole network of people and programs that come together around how to make our lives better.” People familiar with Blue Mountain Community Foundation know the Foundation helps donors make gifts that create funds at the Foundation. The Foundation then makes grants from those funds. Some donors designate that specific nonprofits or causes receive grants from the funds they establish. Other donors have seen fit to give the Foundation discretion over what to do with the money, allowing the Foundation to use good judgement and make responsible decisions regarding grants from these funds. The staff and volunteers of the Foundation strive to live up to the trust given by those donors. Annually, the Foundation gives over $400,000 in discretionary grants to area nonprofits. Those grants could also be called gifts – given freely with no expected payback – however, the Foundation considers them investments. The return from these investments is seen over time in positive change in our region. There are times when a grant investment in a nonprofit organization, or a cluster of grants in nonprofits that work side by side, yields particularly notable results. Some of those results only become apparent over time. This article focuses on a cluster of investments made by the Foundation over the course of several years in four local organizations: Commitment to Community, Lincoln High School, Children’s Resilience Initiative and the Health Center at Lincoln. NEIGHBORS TRANSFORMING THEIR NEIGHBORHOODS The neighborhoods that Commitment to Community, known as C2C, serves, Jefferson Park, Edith-Carrie, Washington Park and Blue Ridge, are some of the most economically challenged in Walla Walla. Until recently, crime was high and resident participation in community-building efforts was low. With efforts on the part of C2C, some of those challenges are being addressed. Jefferson Park, the first C2C project, was a haven for drug trafficking and gang activities. When C2C staffers surveyed the neighborhood and heard residents say that cleaning up Jefferson Park was a priority, they worked to bring local activists, City Council members and the citizens of the neighborhood together. A playground was built with funds raised by the residents (under the fiscal sponsorship of the Foundation). With that important act of neighbors working together, Jefferson Park began to morph into a more family-friendly environment.

C2C later expanded its efforts to the Edith-Carrie, Washington Park and Blue Ridge neighborhoods. The process of getting to know residents, encouraging them to come together with their neighbors to identify shared concerns and then bringing those concerns to people who can find ways to address them is empowering. This is democracy in action. These neighbors can be role models for young people growing up in the neighborhoods where C2C works. Julia Leavitt, former C2C director shared, “Thanks to the First Fruits grant support since 2007, C2C has been able to adapt and improvise so that neighbors’ dreams are always the guiding force to our work. Rather than adapt neighborhood dreams to a funder’s agenda, C2C is able to be flexible while critically solving problems in near constant motion alongside neighborhood residents.” LINCOLN HIGH SCHOOL – KEEPING KIDS IN SCHOOL DRIVES SUCCESS Many of the students at Lincoln High School live in the neighborhoods that C2C serves. Many of the kids struggle with addiction or mental health issues, are, or have been, homeless, have relatives in prison, have witnessed crime and violence, or are subject to abuse. It’s a tough demographic. The transformation of Lincoln during the tenure of Principal Jim Sporleder has been inspiring to many. Sporleder took the helm of what was then known as Paine High School in 2007, hoping to help the school become more than a place to put troubled kids. He arrived with a traditional approach to student discipline. “If a student used bad language in front of a teacher, he got a three-day suspension. That’s the way it was done.” But what does the kid do with that time out of school? Hangs out at home or on the street, often getting into more trouble. The old way of disciplining these challenged, and challenging kids was not working. “My ‘aha!’ moment was when Teri Barila, a champion of the local Adverse Childhood Experiences (ACEs) awareness movement, invited me to a conference given by Dr. John Medina, the author of ‘Brain Rules.’ It rocked my world and challenged my traditional thinking. Dr. Medina has studied the brain for 33 years and ... he knows what stress does to the brain. A child can’t problem-solve when they are in that toxic stew. When the levels of stress are reduced, kids can learn, engage and focus.” Sending them back out into a chaotic world – whether that’s home life, gang life or just hanging out – is not the way to help them. Keeping kids in school gives them a better chance to make academic progress, and listening to them gives them a chance to form trusting relationships with teachers. “Our form of discipline, now, is to keep them in school,” Sporleder says. “I have kids begging me to give them out-of-school suspension because they think it’s a little vacation,” he laughs. “To me, it’s more accountability than before: they have to do their school work.” As a result of its radical change in policies, the number of days that students were suspended in the 2009-2010 school year went from 798 to 135 in 2010-2011. The struggle to help students rise above their crippling economic circumstances continues. “We have some who are homeless that are living outside; some are couch-surfing. We’ve got kids coming to school in T-shirts in the middle of the winter, wearing split shoes so their feet

are all wet in rainy weather,” Sporleder says. With grants from the First Fruits Fund, a component fund of Blue Mountain Community Foundation, Sporleder has sought to meet basic needs of students, including gloves, warm hats and shoes. The school has filled a room with personal hygiene products, baby clothes and blankets for students to use and take home. Backpacks filled with enough food to feed kids who would otherwise go hungry are now available to be “checked out” for the weekends. In addition to providing these basics, the school works to foster a sense of pride in the staff and students. “The Foundation has given me total discretion to use this grant money,” Sporleder notes. “We’ve added a prom. We can cover the expense, so the cost to students is as little as $5,” he says. “We have it catered, and the teachers serve the kids. There’s always someone there who takes pictures and each kid gets a disc of prom pictures.” “Initially, they did a yearbook that was just stapled together, and you would have thought it was a Pulitzer Prize winner. Now, it has a hardback cover. They cost $34 apiece, but we sell them for $10.” More school spirit-building continues: the school requires all seniors to do 20 hours of community service, during which they must wear a Lincoln High School T-Shirt. For the first time, the school now has organized sports in the form of a girls’ volleyball team and a boys’ basketball team. Many of these extra activities could not have happened without grants from the Foundation. HEALTHY STUDENTS LEARN BETTER Another integral part of Lincoln’s turnaround, The Health Center at Lincoln works with students, teachers and administrators to help kids get back on track in terms of their mental and physical health. It is located just outside the Lincoln campus and is open to students during school hours. With the discretion given by the donors to the Foundation in creating the First Fruits Fund, the Foundation was able to take a risk in a new venture and was one of the first investors in the Health Center. Those early dollars gave encouragement to the founders of the Health Center in support of their dream: a facility that would not only serve medical needs of the students at Lincoln, but their mental and emotional needs as well. “We see everything from urinary tract infections, stomach aches – it’s bread-and-butter pediatrics,” Erika Rootvik, the Center’s registered nurse, says. But because of the small size of the student population, 175 to 200 students, and the Health Center’s holistic approach, the medical staff sees good results. “We know what’s going on at home, with their siblings – just about everything,” Clinic Operations Director Katherine Boehm says. According to one Lincoln student, “It’s nice to have a place where it feels like home, and where you are not just a number. There are doctors who love and care about you.”
WHAT’S THE IMPACT Lincoln High School’s graduation numbers demonstrate dramatic improvement at the school. Since its conversion from Paine to Lincoln, the graduation rate has gone from seven to 51. In addition, the Foundation’s scholarship committee has noted a growth in scholarship applications from Lincoln students from one application in 2010 to nine applications in 2013, resulting in a total of $14,000 in scholarship awards. With a new understanding of how childhood adversity impacts children and teens, a new disciplinary approach to keep kids in school, and administration and staff dedicated to building pride in the students and school, a supportive health center just yards from the school, and residents working to improve the surrounding neighborhoods, the kids at Lincoln High School stand a better chance than ever before of growing into productive members of our community and attaining their dreams. That’s what the Foundation calls money well spent. CHILDREN’S RESILIENCE INITIATIVE Sporleder credits Teri Barila and her colleague Dr. Mark Brown with making the scientific findings about Adverse Childhood Experiences (ACEs) available to local educators, parents, law enforcement and other professionals who work with children and families. The Foundation has supported this work both with grant investments and by serving as fiscal sponsor during a time of institutional transition. With grants from the First Fruits Fund, Barila and Brown have devised a simple method of identifying those Adverse Childhood Experiences and doing something concrete about them through the Children’s Resilience Initiative, known as CRI. With materials such as the “Resilience Trumps ACEs,” game, where childhood trauma, such as sexual abuse, crime in the home and negligence, as well as acts of resilience which could diminish the effects of trauma, are depicted in the form of a deck of cards, parents and children can easily identify the negative events that have happened in their lives and see that by building resilience in the face of adversity, they can “trump” the bad hand life has given them. Brown and Barila, in turn, credit Blue Mountain Community Foundation with taking the bold initiative to support CRI and the work that is being done to further inform the public about ACEs. “CRI would not be where it is today without the support of the First Fruits Fund,” Dr. Brown wrote. “This cutting-edge work is often viewed as too risky to take on by funders. However, it is exactly in the early stages of a social movement that funding is the most critical.” The above stories shine a light on but a few of the organizations and individuals that benefit from Blue Mountain Community Foundation gifts. We salute all those who work so hard to bring enlightenment and positive change to our local communities. NEW FOUNDATION FUNDS CAROL AND JIM PETERSON FAMILY FUND In December 2012, long time donors to the Foundation, Carol and Jim opened this donor advised fund. The Petersons have a number of community interests which include the arts and education.
MARION S. WHITE FUND This fund was established in 2012 from the remaining balance of the Marion White Charitable Remainder Annuity Trust when its term ended. Proceeds from this fund will benefit the Walla Walla YMCA and the Walla Walla YWCA.
CHRIST LUTHERAN CHURCH FUND Established in April 2013, this fund was established to support programs of the church as well as maintenance of church properties. DOS RIOS FUND Fund founders John Jamison and Katherine Wildermuth established this donor advised fund in 2012. John and Katherine are passionate supporters of the arts in the Walla Walla. FORT WALLA WALLA MUSEUM BUILDING RESERVE FUND Established in May of 2012, this fund will support the museum including maintenance and the purchase of major equipment and furnishings. INK OUT FUND This Designated Fund established in March of 2013 will support the transition of individuals in the Foundation’s service area who have been involved in gangs or drug use to become productive members of society. In addition to tattoo removal, the Fund may provide financial assistance for items such as clothing, educational expenses and relocation. JACK MCDONALD MEMORIAL SCHOLARSHIP In 2012, this scholarship fund named in memory of Jack McDonald, was established by his family to assist graduates of Walla Walla High School, who participated in the AVID program, in going to college.
MIKE AND SUE GILLESPIE FAMILY FUND Mike and Sue established this donor advised fund in December of 2012. In addition to donor recommended grants, this fund supports arts, basic needs and education. Mike and Sue have two other funds at the Foundation and are longtime supporters of the Foundation. POMEROY-GARFIELD COUNTY WASHINGTON FUND This Field of Interest Fund established in December of 2012 by a group of Garfield County citizens will make grants that will enhance the social and economic well-being of the citizens of Garfield County. PUGET SOUND ENERGY LOWER SNAKE RIVER WIND HABITAT PROJECT FUND This fund was established in August 2012 in cooperation with Garfield County, Washington Department of Fish and Wildlife and Puget Sound Energy. The purpose of the fund is to benefit wildlife and the citizens of Garfield County by supporting stewardship, including management, monitoring, restoration, enhancement and protection of the habitat in Garfield County. THE MULKERIN FAMILY FUND This donor advised fund was established in December of 2012 by past board member Judy Mulkerin. This fund will support the Health!, Education! and Environment! Impact Funds as well as other donor recommended grantees.
JOHN AND ELAINE REESE FAMILY FUND This donor advised fund was established in 2013, by Blue Mountain Community Foundation Founder John Reese and wife Elaine. John and Elaine have been huge supporters of the Foundation for almost 30 years.
WAITSBURG PRESBYTERIAN CHURCH ENDOWMENT FUND Established in November of 2012, this fund will support the charitable or educational purposes of First Presbyterian Church in Waitsburg.
KEITH AND RHONDA OLSON ENDOWMENT FUND Keith and Rhonda started this donor advised fund in 2012. Their interests include education and child and youth development. Keith serves on the Foundation’s Board of Trustees.
