I would also like to take this opportunity to warmly welcome into Chamber membership those companies who have joined the Chamber through the Fairways Business Group -a new breakfast group which meets at Dullatur Golf Club each Friday morning. May was a particularly busy month for me as through my own business I have been heavily involved in events

with the British Franchise Association in both Edinburgh and Glasgow. Despite the current economic downturn it never ceases to amaze me the Franchises appear to be going from strength to strength. There are certainly a growing number of new businesses being started via the Franchising route. Franchising is not just about providing opportunities for individuals who want to start their own businesses but don’t want to have to go through the pain of re-inventing the wheel – it’s also an opportunity for owners of existing businesses to consider whether they have a venture that could grow if it was developed into a franchise. I have been talking to a number of Chamber members over recent months who have good businesses that could well be suited to the franchise model but it is not something that they have ever considered. Given the fragile state of the Lanarkshire economy I certainly feel that franchising could be one tool that could be used to start new businesses in this area and to help grow existing ones. In this edition of “In Commerce” we have included a feature on Franchising which I hope will be of interest to existing Chamber members and to readers of this publication who may be interested in looking in more detail about what Franchising has to offer.

CEO’s Introduction A lot has happened since the last edition of In Commerce but perhaps the biggest change we have seen has been in the formation of a new UK Government. Who would have thought a couple of months ago that we would see Vince Cable as the UK’s Business Minister and Nick Clegg as Deputy Prime Minister? The creation of a coalition Government has already resulted in changes in policy and direction and it will be very interesting to observe how the relationship between the UK Government and the Scottish Parliament will evolve over the coming months. With elections to the Scottish Parliament next Spring we are certainly in for uncertain times.

As we have seen over recent weeks, the Stock Market and business generally does not like uncertainty as it makes it difficult to plan ahead with any degree of certainty. What we have seen over recent weeks is a growing number of businesses turning to the Chamber for help. We have seen a significant number of enquiries about the recent rates revaluation which has seen some rateable values increase by up to 100%. We have also had a steady stream of membership enquiries from businesses who have recognised that they need to be broaden their business contacts and explore new market opportunities. Indeed, since the last edition of In Commerce we have welcomed 21 businesses into Chamber Membership. A full list of the new members is set out on page <**>.

We are also seeing a growing number of members take advantage of our free Business Mentoring Service and we have been particularly pleased at the positive feedback we have received from members who have had a mentor for several months and are now reaping the benefit from having the opportunity to discuss key business issues with someone from outwith their own business. The Chamber is working on a number of initiatives which are specifically designed to provide additional support to our members. Companies involved in Exporting will soon be able to access a new full range of services provided by Scottish Chambers International (SCI). Details of what is on offer can be found on the SCI website www.scottishchambersinternational.co.uk. We will be writing to all those companies who currently receive Export support from Lanarkshire Chamber of Commerce to give them more details of the wider range of services available and we will be holding roadshows across Lanarkshire to promote the new services to companies currently with no connections to the Lanarkshire Chamber. We are working alongside our public sector partners to review the range of business support services that are on offer to Lanarkshire businesses and we are talking to South Lanarkshire Council about its public sector procurement processes in the hope that we can see more opportunities for SMEs in this area to win work from the public sector. Our Business Support Manager is working on a major project which we hope will benefit our retail members in the Hamilton area and we hope to release details of the project in the next edition of “In Commerce”. The Chamber remains concerned about the current fragile state of the Lanarkshire economy. At a recent meeting of the Local Economic Forum we were dismayed to learn that unemployment in the area continued to increase at levels much greater than in other parts of Scotland and that job vacancies were also lower than the Scottish average. With many more school and college leavers about to enter the jobs market it is clear that we are going to see these figures increase over the coming months. We remain committed to representing your interests and to make representations to Government at all levels to ensure that conditions are right for businesses to develop and grow. With major public sector cuts already announced and more to follow it is already very clear that the Chamber will have a significant amount of lobbying to do on your behalf for the foreseeable future. International Children’s Games

L

anarkshire is the proud host the 2011 International Children’s Games, following a joint bid by North and South Lanarkshire Councils to bring the world’s biggest youth sporting event to Scotland for the very first time.

They are working closely with the 2011 Organising Committee to ensure the Games is used to focus on the correlation between promoting sport, healthy eating and tackling the growing obesity problem

More than 1,500 competitors aged 12 to 15, along with coaches, administrators and delegates from more than 70 cities around the world will come to Lanarkshire for the International Olympic Committee-recognised event in August 2011.

The 2011 Games Organising Committee has been set up, cochaired by Jim Smith, Depute Leader of North Lanarkshire Council and Jackie Burns, Depute Leader of South Lanarkshire Council. Officials from both councils have been working together to put in place the complex structure needed to house, transport, provide security and cater for more than 1,500 athletes, as well as organise a cultural programme and promote the Games throughout the world. High on the 2011 Committee’s agenda is the determination to ensure the Games become a truly ‘community-led experience’, creating opportunities for young and old to become part of the biggest international event ever held in Lanarkshire.

Lanarkshire will ‘kick off’ a UK hat-trick of IOC events, with the International Children’s Games in August 2011, the London Olympics in 2012 and the Commonwealth Games in Glasgow in 2014. The hope is that many of the talented home-based youngsters taking part in the Lanarkshire Games will progress to wearing Scotland’s colours at Glasgow 2014.

However, Lanarkshire’s young people won’t be the only ones to benefit from the arrival of the International Children’s Games in 2011. Businesses - from huge corporations to sole traders - can also make the most of the opportunity. “Having this event on our doorstep offers tremendous, and unique, opportunity to Lanarkshire businesses,” said Douglas Millar, chief executive of Lanarkshire Chamber of Commerce. “It’s a chance for businesses throughout Lanarkshire to forge and build on international trade links, to boost the local economy and to continue changing outdated perceptions about Lanarkshire both around the world and closer to home.

The 2011 Games is the perfect opportunity for Lanarkshire to showcase its strengths to a global audience and to share its belief in the intrinsic power of sport to change lives for the better, improve communities and foster ambitions for a brighter future. Both North and South Lanarkshire Councils believe the 2011 Games represents a unique opportunity to encourage young people from across the region to take part in sport at ‘grassroots’ levels, with all of the associated benefits this involves – improving health, boosting confidence and self-belief and motivating young people to achieve their hopes and dreams. NHS Lanarkshire is an enthusiastic supporter of the Games and believes hosting the International Children’s Games in 2011 will play a major role in the battle against childhood obesity in Lanarkshire.

The group is aiming to raise significant funds to ensure the Lanarkshire 2011 International Children’s Games is not only the best Games ever held but also builds on the inspiration and ambition left by the Games. South Lanarkshire Council Business Development South Lanarkshire Council can provide financial support and business advice aimed at helping local businesses develop and grow. Your business may be eligible for grant and loan support from South Lanarkshire Council under the following programmes. Retail businesses will not normally qualify for support.

LANARKSHIRE FEATURES IN SCOTTISH FRANCHISE WEEK EVENTS

ach year the Franchise community across Scotland come together and celebrate and promote the value of Franchising as a viable and successful business model. This year saw a number of Events taking place with Lanarkshire businesses being well represented. The two main events were a Parliamentary reception at Holyrood hosted by Jim Mather MSP the Enterprise Minister in the current Scottish Government. This was followed by a small dinner in the Members Restaurant at the Parliament. Those in attendance included Euan Fraser of Strathaven based AMO Consulting, Lanarkshire MSP Andy Kerr, Ronnie Smith CEO Lanarkshire Enterprise Services and Lanarkshire Chamber President and Director of Moreland Insurance Maurice Logie. They joined business and political representatives from across Scotland in what was a useful and lively discussion forum.

The second event was the BFA Scottish Business Breakfast held at the Hilton Hotel .Glasgow on Friday 14th May. This event was sponsored by Hamilton based Moreland Insurance Brokers. Amongst the speakers were Mike Goddard CEO of Belvoir Lettings, founded in 1995 the franchised business now operates through over 140 branches ranging from Elgin to Portsmouth. Of all the UK locations Mike could choose to live he has chosen South Lanarkshire – Biggar to be precise, quite an accolade from a property expert.

One of the other keynote speakers was Sir Bernard Ingham, and in his usual style he gave his forthright views on the new political landscape Britain is facing following the Election result and recently formed coalition Government. Renewable Resources Energy Solutions Renewable Resources (Scotland) Ltd are a renewable energy company based in the historic village of New Lanark who specialise in the installation of Solar Photovoltaic Panels, Solar Thermal Panels, Heat Pumps and a variety of other renewable technologies such as Biomass Boilers, Under-floor Heating and Rainwater Harvesting. The company firmly established itself in the Scottish Renewables sector in 2009 by becoming one of the first companies in the Lanarkshire area to be a fully accredited Microgeneration Certification Scheme (MCS) installer. In order to qualify for government grants renewable technologies must be installed by MCS accredited installers. Hard work, dedication and a genuine passion for the environment and clean energy led to the accreditation being awarded and has placed the company in a unique position in the marketplace as one of a relatively small band of companies able to offer such services. There has never been a more rewarding time for both individuals and commercial businesses to invest in renewable technologies. Scotland has set some of the most ambitious Carbon Reduction targets in the world; aiming to reduce its Carbon emission levels by 42% by 2020. To help achieve this target the government introduced Feed-in Tariffs on the 1st of April 2010. Feed-in Tariff The Feed-in Tariff offers a guaranteed payment of up to 41.3p for every kilowatt hour (kwh) of electricity generated by an installation of Solar Photovoltaic panels installed on a property (most commonly on the roof). Even more money is earned by selling any extra electricity

not used onsite back to the grid at 3p per kwh and yet further savings are made from reduced electricity bills – by generating your own electricity you buy less from national suppliers. Payments are guaranteed for 25 years. In times of economic uncertainty government guaranteed returns are a sound investment. Every commercial and residential rooftop represents untapped potential to earn money and reduce carbon emissions. Commercial properties have further incentive to reduce their carbon emissions since the introduction of the Carbon Tax charging businesses £12 for every tonne of Co2 they emit. Company Director Paul Gribben - “Investment in renewable technologies is now a simple decision for our clients to make, it provides them with a guaranteed return on their investment, significantly reduces their energy bills and showcases their company as a forward thinking, responsible business with exceptional environmental credentials” In April 2011 a similar scheme will be introduced that will reward generators of renewable heat called the Renewable Heat Incentive (RHI). Installations of Solar Thermal panels and Heat Pumps (which provide heating and hot water) will receive government guaranteed payments for all the renewable heat they generate. Renewables Resources (Scotland) Ltd’s growth since its inception in 2008 has been exceptional and is set to continue throughout 2010 and 2011 as the Renewables sector thrives on the introduction of the government’s Feed-in Tariffs and Renewable Heat Incentive.

he current economic climate is impacting on every business and with footfall on every high street falling, and greater competition from out of town shopping developments, retailers Ian and Lesley Hamilton of Elspeth Hamilton Perfumery in Hamilton knew they had to take a close look at their business, review the way they currently operated and if possible identify new ways to develop the business and generate more sales. Lesley tells us “It wasn’t a case of continuing to operate as we had done over the past 20 years we needed to move with the times and drive our business forward. Customer demands have changed. Customers want access to your shop out with traditional shop opening hours, they don’t always want to shop 9am-5pm, customers want to shop from the convenience of their own homes. They want goods delivered at a time that’s convenient to them and creating an online shop seemed to be the natural route to follow”. Ian and Lesley wanted to create an e.commerce shop rather than a general advertising website. They wanted to retain their existing customer base but also to expand that customer base and appeal to a wider age range. It was important for them to maintain the high level of customer care that the success of the shop was based on and to be able to offer the personal touch to online customers UK wide.

Ian said, “This has been a big change for us in the way we operate our business on a daily basis – in effect we are no longer a shop open 9am -5pm Monday to Saturday, we are a shop that’s open 24hrs a day 7 days a week. It’s a fairly daunting prospect but it’s been an essential move for our business and we hope that by embracing the technology and keeping up with the competition it will mean that our business will survive for another 20+ years. Whatever frames you decide to go with it is important that you get advice on lenses as the right lens can really enhance the overall appearance of your specs.

Glasses are more or less inevitable at some point in our lives and we will all be glad that the trends in eyewear are always changing and even becoming a fashion accessory. Gone are the days when you walked about practically blind to avoid being seen in your NHS glasses, the new trends will make you put away your contact lenses and celebrate your “eyecessories!”

You’ve maybe heard the term high index but don’t really know what it means. It refers to the density of the lens. The higher the index the denser the material, and the more quickly light will travel through it. With respect to lenses the higher the index of the material the thinner the lens can be to get the same power. And what that means to the spectacle wearer is that the higher the index the thinner your lenses will be and so the better your spectacles will look.

The biggest trend that was on show at MIDO (the latest show in Milan) this year is the Retro look. Large, square plastic frames, in either black or tortoise shell. Every major brand now carries a line of vintage looking acetate frames. Remember old NHS glasses, well they are coming back in a big way. When you were young you hated them, now you will be desperate for a pair. There are ranges for male and female, and they look great on everyone. You may have seen some celebs starting to wear them, from Justin Timberlake to Mark Salling (Puck from Glee) to Britney Spears and Cate Blanchet. There was a huge range of rimless glasses at MIDO: as always, there was the very thin and weightless frame and now there were manay more styles with a rimless front with thick, heavy or detailed side. These are for those who do not want their frames to be visible their face on but still want their specs to make a bit of a statement. Rimless spectacles will never go out of fashion, they have a timeless quality and with the summer quickly approaching, if you are attending a wedding this year, a pair of rimless spectacles can be ideal for the wedding photographs,( Do you really want to be looking back and thinking, “How did I ever wear those”) Rimless glasses, when supplied with hi-index anti-reflective lenses disappear on your face. If you cannot wear contact lenses, these are the closest you can have to no glasses at all.

The type of high index lens you will be recommended will depend very much on your prescription and to some extent the frame that you choose. If you have quite a small prescription then there is no need to go to a high index material, unless you choose a rimless frame in which case high index is recommended as the lens is more robust. For moderate prescriptions say 3.5dioptres to 5.50 dioptres a mid-index such as 1.56 or even 1.6 will be enough to make the lenses look a lot thinner and neater. For prescriptions 5.50dioptres to 6.00dioptres a higher index lens such as 1.67 would be suggested, and above that you can go to a 1.74. As well as the density of the lens going up with increasing index you will find that the price will go up as well, which is why a 1.74 lens is not necessary for a simple prescription. You wouldn’t notice any difference really in the lens thickness and it would just be a waste of money. When you are buying glasses its always worthwhile asking what the best index would be for your prescription and frame. Upgrading the index can have a significant effect on the appearance of your spectacles, and, as you wear them on your face, you want them to look as good as possible

Electricaire The story of Electricaire based in Bellshill has been one of steady progress as it consolidated and consistently enhanced its prized niche in the Scottish electrical contracting and central heating market. Member News University Alumni Association seeks Former Graduates

Scottish Chambers of Commerce Directory

University of the West of Scotland launched its Alumni Association for graduates in November 2009. Since the launch, membership of the Association has grown to over 10,600, with graduates in jobs throughout the west of Scotland area and all over the world.

Members should be aware that work is commencing on the preparation of the 2010 edition of the Scottish Chambers of Commerce Directory. Over the coming weeks members will be phoned by the publishers, Ten Alps, to see if they are interested in buying advertising space in the Directory. While Lanarkshire Chamber of Commerce would be pleased if members did agree to buy advertising in this prestigious publication, we would point out that all members receive a free entry in the publication which contains their company name and telephone number and you will be included in the directory even if you do not buy .

University of the West of Scotland was formed in August 2007 with the merger of the former University of Paisley and Bell College. The University currently has around 20,000 students and 2,000 staff based at four campuses located in Ayr, Dumfries, Hamilton and Paisley. The University is keen to keep in touch with all its former graduates and in particular to hear from members of the Lanarkshire Chamber of Commerce who successfully gained a qualification from the former University of Paisley, Paisley College or Paisley College of Technology and of Bell College of Technology and Bell College. To qualify for membership of the Association members of the Chamber must have qualified with a recognised qualification from University of Paisley or Bell College or any of its former institutions.

Commenting on the recent publication by the Scottish Government of a report on the impact of the Business Rates revaluation on Scottish firms, Liz Cameron, Chief Executive of Scottish Chambers of Commerce, said:

“We welcome the publication of this report and we will be studying it in great detail. The evidence from our members suggests that there has been a very significant negative impact of the removal of transitional relief across many businesses in different parts of the country. This relief was withdrawn without any effective consultation and was announced just a few weeks before businesses began to receive their rates bills for this year. “We will be discussing the implications of this for our members with the Scottish Government over the coming weeks. Our concern is that many Scottish businesses are now being placed at a competitive disadvantage compared to similar businesses south of the border, and this must not be allowed to happen.” At a Lanarkshire level, the Chamber has received a number of representations from our members about the recent rates revaluation and where appropriate we have been encouraging our members to submit appeals where they disagree with the rateable value. “We don’t need to sell the case – it sells itself – but we do need to get a funding commitment in place sooner rather than later.” He revealed that recent meetings with the Transport Minister Stewart Stevenson and Deputy First Minister Nicola Sturgeon regarding the funding of the plans had been very positive: “While there have been no promises of money just yet, our meeting was very productive. We have continued to emphasise the need to move forward with some urgency and get a funding agreement in place.” As well as getting extra money from the Scottish Government, SPT plan to borrow against existing assets. A modernised Subway could, in the long term, save the taxpayer £150 million through a reduction in operation and maintenance costs. Maintaining the current system over a 30-year period would result in costs of £220 million in capital investment and £320 million in increasing maintenance and operating costs (totalling £540 million). Modernisation would see larger capital investment of £290 million, but reduced operation/maintenance costs of £100 million (£390 million). SPT’s outline business case details the ‘root and branch’ review that was carried out into the system recently.

New trains and signalling with wider automation; and Refurbished stations and improved accessibility, including escalator replacement.

The modernisation will transform the system and result in a significant growth in patronage. The Subway, which carries 13 to 14 million passenger journeys each year, could transport up to 18 million by 2040 if revamped. The system is a vital piece of transport infrastructure for the West of Scotland, and research has shown that passengers come from throughout the Strathclyde region, including North Lanarkshire. A modernised system would have obvious benefits not only for people living in Glasgow, but for visitors to the city for work, leisure, healthcare and shopping purposes. It would also deliver over £280 million transport economic benefits and a further £47 million in wider economic benefits to the region. Changes to staffing arrangements and working arrangements are fundamental to delivering customer improvements and discussions with unions are already under way. SPT has already sourced £20 million to kick-start the modernisation process and Hillhead Station in the west end is expected to set the standard for others as work progresses. It is hoped that customers using the station will see changes taking place next year. A recent survey found that 59% of passengers using the Subway between 7am and 10am come from Glasgow, with the remainder from as far afield as Fife.

In these circumstances the Conservative and Liberal Democrat leaders opted to put the nation’s interest first by hammering out an agreement which meant both parties had to give up treasured pledges in order to establish stable coalition government and make addressing the deficit a priority.

Clearly the Scottish Conservatives proposals, adopted by the Scottish Government, to publish online all spending over £25,000 (excluding salaries) starting from April 2010 onwards, have not come a moment too soon! The public will also have a right to see all spending on communications and special advisers, advertising and sponsorship, all overseas travel costs as well as all hospitality and entertainment payments.

This is positive proof that there is ample scope to spend less, reduce the deficit faster and get the economy moving without harming front line public services. Savings like this will not hamper economic recovery but a failure to act and delaying the inevitable until after the Scottish Parliamentary elections next year, purely for reasons of political expediency, will only put more pressure on the economy and front line services in the future. Gordon Brown refused to make savings ahead of the UK election for party political advantage; the SNP must not do the same. Furthermore, now that a streamlined Scottish Enterprise has transferred its local development functions to local authorities, these councils must be pro- active in promoting local business. South Lanarkshire Council should start by ditching its draconian parking charging regime in favour of a policy which will attract new businesses to locate here and encourage individuals and tourists to visit the town. Lastly, there is an interesting inclusion in the Coalition Partnership agreement, which commits to seeking to ensure a level playing field between small and large retailers by enabling councils to take competition issues into account when drawing up their local plans in order to shape the direction and type of new retail development. This would certainly be worth considering to help local businesses in Scotland. All in all, we are indeed entering a new era of austerity but, crucially, also hope!

At the same time, Gordon Brown penalised responsible individuals who saved for their old age with his raid on pension funds and decimated the pension industry and funds with a £5 billion annual stealth tax when he abolished the advanced credit tax (ACT) - the tax relief on pensions - which meant new policy holders had to work longer or pay more for the same provision. Furthermore, Gordon Brown’s spend, spend, spend policies have left UK PLC with the highest debt of any of the EU countries, including Greece, and without any funds to address the Labour fuelled recession. As the former Chief Secretary to the Treasury confirmed, in a note left for his successor: I’m afraid there is no money!

It could start by looking at quango expenditure. For example, Scottish Enterprise has put out a contract notice for corporate merchandising, which could cost up to £400,000 of taxpayers’ money. This is an organisation which is expected to support businesses and as such an expenditure of approximately half a million on branded merchandise cannot be justified. The SNP government has spectacularly failed to get to grips with this outrageous type of quango expenditure begging the question - how much more of Scotland’s £30 billion plus budget goes on similar items?

Quite simply, at a time when all public sector organisations, private companies and individuals in Lanarkshire, Scotland and UK wide are having to cope with the consequences of the Labour’s recession, it defies believe that Scottish Enterprise board members consider spending £400,000 of taxpayers’ money on corporate merchandising, a priority!

The £332 million savings to be made are equivalent to 1p in every pound the Scottish Government spends, so if the UK Government can make savings now, the Scottish Government needs to explain why it cannot do likewise.

New penalties target duty cheats People who buy cigarettes or alcohol on holiday are often unaware that it is illegal to sell them on to friends, family or others without paying the proper excise duty. And from 1 April, new penalties came into effect for selling cigarettes, alcohol and fuel that have not had the correct duty paid on them. It is also illegal to use red diesel - which has a lower rate of duty and is only for off-road use in farming, fishing and construction - in road vehicles. New penalties have also come into effect to deal with this abuse of the excise duty system.

Part of that support is to come down hard on those who deliberately evade paying. These new penalties are tougher and more consistent. Defrauding excise is not worth the risk.” The new penalties apply to alcohol, oil products such as petrol and diesel, and tobacco.

When will the penalties apply? The penalties will apply where someone: •

Handles goods on which excise duty has not been paid or deferred;

Uses a product in a way that means more excise duty should have been paid; or

Supplies a product at a lower rate of excise duty knowing that it will be used in a way that means a higher rate of duty should be paid.

How are the penalties calculated? The new penalty is a percentage of the potential lost revenue to the Exchequer. Penalties range from 10 per cent of the possible lost revenue to 100 per cent, depending on how much help they give us and their intent. They are significantly higher for people who deliberately try to avoid paying the right amount of tax so that they can get an unfair advantage.

People falling under the penalty system now include:

Wrong doing by employees or advisors

Those who buy cigarettes or alcohol on which UK duty has not been paid from someone who has bought them while abroad can be penalised.

Anyone who uses red diesel that they have bought for farm machinery in the family car – can also be penalised and if they try and conceal the fact, they will get a higher rate of penalty.

Anyone who uses in their own car red diesel bought for, say, a construction company. Wholesalers selling red diesel for a vehicle running on the roads – a car or lorry – when this fuel is in fact for off-road use in industries such as agriculture and fishing.

One new aspect of the penalties is that anyone running a business selling goods that have excise duty on them can be penalised if an employee or advisor commits what is referred to as a “wrongdoing” – if they, for example, use red diesel bought for use at a construction company in their own car. The penalty can be avoided if the business can show that it has taken reasonable care to avoid this by, for example, setting up systems and procedures to prevent the wrongdoing. Under the new penalties, company directors and secretaries can also become liable for a penalty if, for example, they gain personally from a deliberate wrongdoing through the company.

A typical case Peter Wright is a registered owner under the Warehouse keepers and Owners of Warehoused Goods Regulations 1999. He owns excise goods – cigarettes and alcohol - that are held in a UK excise warehouse under duty suspension. This means that duty has not been paid on the goods. Unless they are being moved to another approved warehouse, either in the UK or in another EU member state, or are being removed for another permitted purpose, excise duty is chargeable when they leave the warehouse. Wright arranges for Joe Reed’s transport company to take the goods from this warehouse to a tax warehouse in France under duty suspension. But when the vehicle leaves the UK it is not carrying the goods because they have in fact been diverted to Wright’s garage. The goods are then sold in the UK to Margaret Winston’s off licence as though UK duty had been paid. Winston is aware that the duty has not been paid. Wright, Reed and Winston could each face a penalty for handling goods on which excise duty is unpaid.
