Welcome

or many, the prolonged winter weather which continued to linger on into May has now completely outstayed its seasonal welcome. Until then though, it was good news and thoroughly enjoyed by snowboarders, skiers and a great boost to all the winter tourism traders throughout Perthshire. Skiing in Scotland in May! Who would have thought that possible? Spring, it appears, has finally sprung, bringing with it positive trading for the Garden Centres and D.I.Y. retailers. Since Easter they have all enjoyed a busier start to the season with many Perthshire gardeners setting about replacing their plants, trees and shrubs that simply did not survive the worst and most prolonged winter conditions for many years. All the more reason I suggest to look forward to enjoying Perthshire in Bloom this year! Recent volcanic eruptions have fairly raised the temperatures of travellers and those in the travel industry, the insurance sector and many other businesses. The knock-on impact for them clearly shows more losers than winners. Talking of winners, the time has now come for the success of our fortunate Parliamentary candidate to be realised. Yes, its delivery time for Pete Wishart! Who could have imagined such a captivating turn of events? Pete, represent us well, particularly on City Status for Perth, with all these new folks in Westminster – do not lose the momentum for our aim! Add to the above further BA strikes and the impending budget measures and it’s clear we will have incredible challenges to face. Against this backdrop, we still

have much to be thankful for having escaped the anticipated Swine Flu pandemic, on top of everything else this would have been catastrophic. So, let’s keep things in perspective, encouraging each other as we go.

As you can see from the appointment of our newest director Cathy Joss (see opposite), we are succeeding in our bid to harvest strong representation from throughout the whole of Perthshire for our board of directors. The local knowledge and contacts that they bring to the Chamber is invaluable and this will strengthen our Chamber network. From our busy events schedule you can also see the events planned in these areas and this is a great excuse to rediscover the beautiful surroundings we are lucky enough to have and that we sometimes take for granted.

New Director, Cathy Joss of Pitlochry

As previously reported, our focus on outlying areas continues and we are delighted to report on the appointment of Cathy Joss, who will head up the representation for the Pitlochry area. Here, Cathy tells us a bit about her background and what she brings to the Perthshire Chamber of Commerce: “My career has not taken a traditional path as it has, for the most part, followed my husband’s company moves. I cut my teeth in the tough, on-the-job training environment of traditional Highland hotels before taking the plunge into bars management, which I loved. “After the birth of my first child (now 22) I decided to work closer to home and worked for Ross-shire Council Social Work in their “troubled” kids centre. Another child (now 16) and another move later, I found myself back in Perthshire in Pitlochry. “I dipped my toe into retail for a little while until I was asked to join the management team at Fishers Hotel in 2000 to head up their sales effort. I am currently the Vice Chair of The Pitlochry Partnership, an innovative and unique vehicle set up to further the needs and desires of both the business and wider community of Pitlochry and indeed Highland Perthshire. “I grew up at Rannoch Station, one of six “railway children”. My Father was the Station Master there for 30 years and my Mother, the entrepreneur, who at the age of 58 opened the world famous Rannoch Station Tearoom in the station building – which was voted one of the top 10 best station eateries in the World by the Sunday Times. “In my spare time I love to spend time with my family and a passion we all share (albeit over the years at times a painful one) is St Johnstone and we are regulars at McDairmid Park. I am a qualified Red Cross First Aider, a good ‘guise to gatecrash lots of events in the area! I am a bit of a closet fitness fanatic and love to walk – a lot! Of course if you asked my family what my favourite hobby is – without hesitation they’d say “shopping” – guilty! “As well as assisting in developing the Chamber membership with my sales background, I hope to bring a community inclusion perspective to the board, calling on all the experience I have gained through the set up and the ongoing running of the Pitlochry Partnership.

Finding the Right Balance

Algo recognised for building to protect the future Perthshire design and building company Algo is displaying its green credentials after being awarded a coveted national environmental standards accreditation. The family-run firm has been given the government’s International Standards Organisation seal of approval in recognition of their evolving environmental management standards covering operations at their own offices and their construction sites. Their ISO 14001 Certificate will now allow them to tender for local authority and government contracts safe in the knowledge that they meet all required environmental protection standards. Company spokeswoman Pauline Alexander said the accreditation was “a big step forward” for Algo. “We think it’s only right that a construction company which takes projects from conception to completion should be aware of the impact their work can have on the environment,” she explained. “We took 12 months to address and implement very exacting procedures and practices before going for ISO inspection and we’re delighted that our hard work has paid off.” Areas focused on by ISO inspectors include site preparation, recycling of packaging, local sourcing for materials and workforce, designing out flaws at the drawing board stage, using environmental systems for heating, insulation and power and travel footprint impact. Algo’s completed construction projects include: King James IV Business Park in Perth; Perthshire Caravan Centre at Errol; industrial units at Inveralmond; extension at the House of Bruar, Blair Atholl; Tay Valley Veterinary Centre, Perth; the Maguire Building at Dollar Academy and Auto Services centre at Bertha Park. “Projects like these can have a massive impact on the environment if nobody cares,” explained Pauline. “The ISO certificate identifies and rewards those companies committed to safeguarding the future.”Algo will undergo annual inspections to ensure their commitment to their ISO credentials.

Sidey Accredited with CHAS Sidey have shown their customers a clear cut commitment to health & safety, having recently been accredited with CHAS (The Contractors Health & Safety Assessment Scheme).

CHAS was created in 2001 with two main aims – to improve health & safety standards in Britain and to reduce duplicated safety applications for both suppliers and buyers. Sidey’s Health & Safety Manager commented – “Health & Safety is extremely important to Sidey and is at the forefront of our business. We have a commitment to continuous improvement and CHAS was a natural step towards improving our health & safety standards. In order to gain the accreditation all of our health & safety documentation, procedures and processes had to be audited by a nominated assessor.

“Successfully gaining the accreditation demonstrates our compliance with and the sound management of current Health & Safety legislation. We are delighted that attaining this accreditation will also provide our customers with a number of benefits”. Each month thousands of contractors & consultants apply for work with public and private sector organizations. To win work, they must meet the buyer’s health & safety standards. Assessing supplier’s health & safety competence is usually a lengthy and time consuming process. Suppliers can sometimes meet one buyers health and safety standards but not another. Being CHAS approved reduces duplication as suppliers compliance is accepted by all CHAS buyers.

Business Gateway Reopening in Perth Enterprise North East Trust (Enterprise) recently announced the opening of a new base in Perth. The premises on Whitefriars Crescent will be a local office for delivery of Business Gateway services to businesses in the Perthshire area. It will also provide meeting and conference facilities and virtual office services for new and growing businesses in the local area. The office in Perth is a joint initiative between Enterprise and Perth and Kinross Council. Karen Pugh, Director of Property Services at Enterprise says, “The new base in Perth will provide us with the ability to extend our services within the area. We have established a robust portfolio of business property in the north east and we aim to provide businesses in Perth with access to a wide range of facilities.

This includes meeting room hire and virtual office facilities along with support and advice from our experienced business advisors. “The facilities that we have in Perth will be perfect for small businesses that may be running their company from home but require access to meeting and conference facilities.” John Kellas, Convenor of Enterprise and Infrastructure Committee, Perth and Kinross Council says, “This move will provide further support for local firms in the area. We are committed to working with new and growing companies and as Enterprise is closely aligned with these values, we are confident that we can build a strong relationship with them for the greater benefit of the Perth economy.”

Chamber member reaches finals of major business award

A Perthshire Chamber of Commerce member, who has raised the profile of countless local companies, has herself made the headlines by reaching the finals of a major business competition. Perth-born Claire Grainger, owner of Grainger Public Relations, was one of just three shortlisted for the ‘Shooting Star’ category of the annual Women Ahead awards. The ‘Shooting Star’ category was aimed at a director, sole trader or partner of a business operating for over two years, which employs up to 50 people and which has a strong brand identity. Achieving success on a local, national or international level with the ability to grow, entrants required to demonstrate strong leadership and vision. Claire said, “I was absolutely delighted to reach the finals of this competition which recognises the hard graft I have put into the business since its launch two and a half years ago. From taking the first tentative steps with just one client, the business has steadily grown and we are now handling media relations for clients working in various sectors – professional services such as law and accountancy, tourism, manufacturing, education and property. We pride ourselves on offering a personal, local and professional service and also make a point of being affordable and accessible to small to medium sized companies, even oneman bands and new starts who need that extra bit of help promoting themselves.”

Showtime! Summer is showtime in Perth as the country comes to town for the annual two-day Perth Agricultural Show, taking place this year on the city’s South Inch on August 6th and 7th.

Perth Show is 147 years old and has been running for well over 100 years within the city of Perth. Originally a one day show, it developed into a two day event due to its popularity, drawing in the region of 20,000 people over the two days. The first day, Friday, is the Light-Legged Horse day attracting exhibitors from all over Scotland and the north of England. Saturday is the main agricultural day attracting exhibitors and visitors from near and far. On Saturday, judging of livestock all morning is followed by the Grand Parade of the prize winners in all the livestock sections. This is a spectacular display of animals and helps achieve the Chairman and Directors’ objective of bringing town and country together. The Grand Parade is followed by main ring entertainment and this year they have The Royal Artillery Motor Cycle Display Team travelling in the arena at speeds of 100 mph whilst completing daring manoeuvres.

YMCA manage two programmes for unemployed young people to enable them to secure and, crucially, to sustain employment. The Get Ready for Work Programme. Young people between the ages of 16 and 19 who really want to work join this programme. They work a minimum of 25 hours per week and receive a training allowance from the Government. YMCA deal with the paperwork and place the young people with local employers for a work trial. This trial can last for several weeks subject to discussion with the employer. This gives the local business the opportunity to see how the young person functions in the working environment. There is no cost to the employer; YMCA arrange the interview with the local manager creating a saving on recruitment costs;

YMCA support the young person throughout their work experience and provide ongoing support if the young person is then taken on as a full staff member. YMCA staff also liaise with the employer and provide appropriate support at that level. David spent twelve weeks on this programme with a local car repair company and went on to become a valued member of their staff team. Alice spent three weeks with a local hairdresser and is now an integral part of the team there. The Future Jobs Fund Programme. Young people between the ages of 18 and 25 who are looking for a route back in to employment join this programme. They are employed by YMCA for 6 months and paid a wage by the Government. The young people must work on a project of “community benefit”. One group are creating a charity shop specifically for young people; the multi media group create dvds and pod cast, they could create your radio advert for you or film footage; the Grounds Work team are landscaping the grounds of a residential centre; the Printing Genies print t shirts, hoodies, baseball caps, beanies etc with your name or company logo. “The printing genies is a particularly interesting one” comments Ian Marr of YMCA “because for every t shirt or hoodie we print we send a free t shirt to a child in Zambia with the four times table or the definition of a noun printed on it. This means that the t shirt is an educational resource as well as useful piece of clothing.” This programme prepares young people for the world of work so that after the 6 months they are ready to become a first class member of your staff team. 2010 Rating Revaluation – the Effects on your Business

Chamber members, and non members alike, will be fully aware that the Rates Revaluation took effect from 1st April, as all businesses will now know to their cost. Values on the whole have significantly increased, mainly due to rental levels at or around the valuation or “tone date” of April 2008 having increased by a significant amount over the five year period between April 2003 and April 2008 – a period of business expansion and economic growth, all very different from where we find ourselves today! As a result, the current Revaluation is the most important for sometime and Perthshire Chamber’s recommendation is that each and every rate payer take a long hard look at their new assessment and very seriously consider taking steps to appeal their RV. The appeal window is short, from 1st April to 30th September this year and once the latter date has expired appeals will be time barred (except under special circumstances) and the opportunity then lost for at least for a further five years. The Revaluation this time around is further complicated by the changes to the Small Business Bonus Scheme and the abolition of Transitional Relief, the latter meaning that the full effect of any increases in the rateable value is felt from “day one”. Perthshire Chamber’s message is therefore clear – review your assessment now, establish the impact on your business and, where appropriate, consider lodging an appeal. Healthy Team = Healthy Profits Small and medium businesses across Scotland are to be supported to deal with mental health issues such as stress and anxiety in the workplace. Evidence shows that this area is a major concern for employers. To help small businesses address any concerns around mental health and other workplace health issues, the Scottish Chambers of Commerce has joined forces with the Scottish Centre for Healthy Working Lives (part of the NHS) to promote an Adviceline which gives advice and support in this area. A healthier workforce is good for business. Evidence shows that healthier staff are more productive, calmer under pressure and less likely to be absent from work. In fact, work health promotion programmes can lead to a 34% drop in absenteeism and research suggests that every pound spent on health promotion could save businesses £2.50. The partnership between the Scottish Chambers of Commerce and the Scottish Centre for Healthy Working Lives is targeting businesses of up to 250 employees, focusing specifically on those with 50 or less employees, who are less likely to have the resources to dedicate to occupational health.

AGM 2010

The Perthshire Chamber of Commerce held its AGM prior to the Conference at Perth Concert Hall. President Paul presented the accounts and reported a change to the structure of the Board and named Stephen Leckie as his successor as President in 2011. The new makeup sees the structure move from three Vice Presidents, who each currently head up a committee, to one VP – that of the incoming President. Each Director is now responsible for issues relating directly to their professional expertise and that of their geographical location utilising relevant contacts. This means that each Director will have ownership and a shared workload and is a direct action to ensure an improved network movement across the whole of Perthshire.

The Courier’s political editor Steve Bargeton hosted a lively debate with a rainbow of parliamentary candidates including Labour, Tory, Lib Dem, SNP, Trust, Green and UKIP.

Members of Perthshire Chamber of Commerce and other local business people attended the Chamber’s annual conference to hear a raft of inspiring, motivational and informative speakers at Perth Concert Hall on 20th April.

Issues raised by the business community gathering and addressed in turn by the candidates included: economic recovery and sustainability; the property market; immigration; banks and lending; employment; fuel costs; government jobs distribution; business rates and political trust and reliability.

This year’s theme of “Success Through Engagement” was facilitated by Chris Whitehead and Mike Keane of Perth based W2 Training and was followed in the afternoon by a political hustings .

With the 70th Anniversary of the Battle of Britain this year our Scottish Squadrons served well at that time so both a Spitfire and Hurricane will fly both days in the display which will be opened both days at 11am by the Golden Lions Free Fall Parachute Team. On the ground there will be many attractions including that of the Army, Navy and Air Force, The Clan BMX Bike Team, the Water Warriors and a host of other activities! ERTH is set for a “Fantastico” food event this summer as celebrity chef Gino D’Acampo heads up a host of mouthwatering offerings at the city’s very first Perthshire On A Plate. The popular Italian “King of the Jungle” and TV chef will take centre stage at the second day of the two-day food and drink event in Perth’s Concert Hall on Friday, July 2 and Saturday, July 3. And the personable Gino will be supported by a wealth of local chefs, exhibitors, traders and experts for a twoday programme that is set to put Perthshire firmly in the culinary spotlight. The county’s abundance of natural produce and culinary talent will be showcased as Perthshire Chamber of Commerce hosts this brand new event for the food lover’s calendar. Perthshire On A Plate is set to cook up a storm for what promises to be one of the highlights of Perth’s 800th anniversary celebrations. Chamber chief executive Vicki Unite explained why Perthshire On A Plate is on the menu. “Food events are staged the length and breadth of Scotland on an annual basis,” she said, “and they never fail to appeal to the trade and the public. “Since the demise of Perthshire Food Festival several years ago, Perth has fallen behind in terms of staging major

public food events – which is outrageous considering Perthshire is really the top shelf of Scotland’s larder with an abundance of prime quality produce covering everything from game to soft fruit. “The Chamber wants to showcase that larder with Perthshire On A Plate with the help of producers, suppliers, retailers and experts from across the county.” Although the exciting event will be staged over two days, plans are to focus on trade during the Friday while creating a fabulous programme of demonstrations, tastings and exhibitions for the public on the Saturday. “We plan to make Perthshire On A Plate really mouthwatering in every sense,” said Ms Unite. “We’ve been encouraged by the support and enthusiasm shown by the business community for such a showcase public event and we’re confident it will be a very tasty festival.” And youngsters won’t be forgotten with highlights including competitions to put tiny talent to the test and attractions that draw on experiences from Perthshire of yesteryear. “There will be something for everyone – all ages and all tastes,” said Ms Unite, “and we hope the festival will turn the focus for food in Scotland firmly back on Perthshire.”

‘Fit Notes’ to replace sicknotes

From 6 April 2010 a ‘Fit Note’ or ‘Statement of Fitness for Work’ will replace a sick note for workers who are off sick for longer than seven days. The new Fit Note aims to focus on what an employee may be able to do at work, rather than what they cannot do. The old sick notes used to say ‘you should refrain from work’ or ‘you need not refrain from work.’ The Fit Note offers a new option: ‘may be fit for work taking account of the following advice….’. A GP will be able to advise that a worker may be fit for work if they think that returning to work, with support from their employer, may help them. Support could take the form of: •

working different hours temporarily

performing different duties or tasks

making workplace adaptations

Studies show that work is good for health. Prolonged sickness absence can produce problems such as isolation, loss of confidence, loss of skills and mental health issues. The new Fit Note should enable employers to have a clearer idea of what practical measures they can take to facilitate their employees’ return to work. The key to a successful return is ensuring meaningful communication between employer and employee. Employers should review and update their employee contracts and sickness and absence policies to ensure they take account of the new system. HIGH HOPES FOR PERTH AIRPORT

J

ournalist Maureen Young discovers that Spirits are high at Perth Airport where a growing number of companies have opted to make their home in a unique business park. Perth Airport has always looked to the skies for its favours throughout its 74 year history. But now the 600 acre aviation complex on the outskirts of Scone owes its security to something with its feet planted more firmly on the ground – good old fashioned business enterprise. And it’s the support of businesses locating there that has allowed the aviation activity to survive and thrive. Perth Airport, built by Perth Town Council in 1936, is undoubtedly one of the country’s most unusual hubs for a business park that encompasses everything from a holistic treatment centre to a coffin factory. But the potential to create a business success was spotted when the airport was at its lowest. And its growth in the last 13 years equates to one of Perthshire’s most exciting business regeneration success stories. Local businessman Morris Leslie invested around £3 million in the speculative purchase of the airport in 1997. He realised that to protect and expand aviation activity at Scone, piggyback projects would have to help pump funding into the rural complex. His vision was to create a unique co-existence between an airport, business and commerce, education and training and residential properties. Of the 64 tenants enjoying the unique business setting, around 10 are dedicated aviation linked companies. Others housed in former airport buildings and purposebuilt units include a restaurant, antique centre, function suite/ conference centre, political offices, machinery suppliers, home carers, economy hotel, storage container centre, caravan storage park, boatbuilders yard, landscape gardeners, motorcycle training and hairdresser – to name just a few. The often-spotted bright red Virgin balloon is also based there. Former student accommodation dating back to the airport’s heyday as one of the world’s leading pilot and aviation engineering training centres has been converted to provide over 30 rented flats sitting comfortably amid the manicured lawns and tree-lined avenues of the old aerodrome. Space, quality and its setting on the edge of Perth and its transport hub all help to lure a continuous stream of businesses to Perth Airport at Scone, many seeking larger premises within the complex after a short trial tenure and others keen to secure specific land packages and put down permanent roots – all good signs for the business economy. Many businesses take their first tentative steps to Perth Airport by renting one of the many serviced offices and suites available while others need a massive hanger to accommodate their needs. One such large tenant is Perth College who have been associated with Air Service Training at Scone for a very long time. A modular building was created within a vast hanger to facilitate the College’s dream of creating a “centre of excellence” for aviation. Opened in 2008, the centre sees over 100 fulltime students from as far afield as The Falklands and Indonesia focus on aircraft engineering.


Once the focus of all activity at Scone, AST trained students from over 100 countries and many of today’s “movers and shakers” in influential international aviation circles started their careers at Perth Airport. Before the war the airfield was used for passengers and supplies as well as pilot training. But the onset of hostilities saw the focus change to RAF pilot training in conjunction with airfields at Methven Castle, Whitefield and Findo Gask with over 8000 trainees earning their wings there. Following the war, the flight training school Airwork concentrated on civilian pilot training. They later acquired Air Service Training – an engineering training school in the south of England – and brought all operations together at Scone under the AST name. Known as Britain’s air university, Perth Airport gained an enviable reputation which saw the airfield and associated businesses flourish until a worldwide downturn in aviation saw them pull out of pilot training in 1996. AST, however, continues to offer aeronautical engineering courses as part of Perth College. And for the first time since 1996, AST is poised to resume flying training for home and overseas students. The airfield has also become home to the annual Heart Of Scotland Airshow (this year on June 5 and 6) when thousands gather to see static and airborne displays and all manner of aviation entertainment. Thanks to the success of Perth Airport as a business park, the airfield – operated by Air Charter Scotland – continues to thrive with ever-increasing aircraft activity coming and going. Among those enjoying the high life by being based at Scone is the Scottish Aero Club who facilitate private flying for members and ACS private pilot training in Cessna and Piper aircraft. Kingsfield Helicopters are also based there and offer private and commercial pilot training in Robinson helicopters. ACS activities include commercial pilot training taking them right through from zero ability to airline pilot credentials, often with the aid of their on-site flight simulator. And ACS’s engineering arm keeps everything flying with their maintenance teams tackling single, twin and turbine aircraft problems. Over 70 fixed wing aircraft are based at Perth Airport and latest figures show around 150 flight movements each week. This number continues to climb as flying returns to the fore at Perth Airport after its low point of a few years ago. Investment in upgrading the airfield and the airport infrastructure continues to attract more business – both in aviation and other sectors – with each helping to bolster trade for everyone. Over 30 staff are directly employed in aviation related activity at Perth Airport – now widely regarded as the best general aviation airfield in Scotland. Although this unique airfield is unlikely to ever host commercial passenger flights, it does remain a favourite facility for visiting Royals or statesmen from around the world, And its refuelling facilities have seen a few famous aircraft pitstop there, including US President George W. Bush’s highprofile helicopter during the G8 Summit at Gleneagles. Indications suggest Perth Airport can look forward to a bright and vibrant future in both the aviation and general business sectors. A Masterplan has already been lodged which would see the development of commercial property and housing – further enhancing this unique blend of aviation, residential and commerce which makes the airfield such an interesting setting. Perth Airport’s story is a real “rags to riches” tale in recent years and, as they say at the airfield – the only way is up!

Says Moira: “All businesses have problems and issues which are sometimes ignored, cast aside, or brushed under the carpet. As any individual will admit, acknowledging the need for help can be a difficult process. However, in today’s economic climate, it is even more important that problems are aired and resolutions found.” Business difficulties left unresolved can lead to stress, ineffectiveness and inward thinking, leaving the door open for competitors to gain the business advantage. Situations Moira has dealt with include working with an MD going through a merger process; helping partners in a small practice resolve their differences; dealing successfully with a senior manager with a track record of bullying and harassing junior colleagues. A second area where Moira has been having particular success is with voluntary organisations applying for funding from large trusts and foundations. Such funding is heavily over-subscribed and funders are becoming much more discerning, demanding high levels of information and presentation. In a recent funding round, Moira supported five organisations to develop and fine-tune their applications. All five were successful and are enjoying the benefits of up to 10 years’ funding – an exceptional timeperiod for voluntary sector grants. Moira attributes her success in coaching and mentoring to her ability to build trust, confidence, and provide an independent and critical overview without being judgemental. Moira is also an accredited UKCC sports coach and finds that the skills required in working in a sports environment transfer readily to the business sector. One of the biggest personal assets that everyone is going to rely on eventually is their pension fund. In practice, very few people will receive a guaranteed private pension when they actually decide to stop working, and in most cases, it will be inadequate. At the beginning of April, the minimum age at which pension benefits could be taken was raised from age 50, to age 55. The good news is that if you are over age 55, you can ask your pension company to pay out a tax free lump sum to you now, without having to actually retire, and you don’t need to start taking your pension until you need it. You can also amalgamate your various pension ‘pots’ into one single plan, and manage it yourself. Another important factor to remember is that you don’t have to take your pension with the same insurance company. You have the legal right to exercise the ‘open market option’. This allows you to shop around for the best deal, and transfer your pension funds elsewhere. My experience is that the average guaranteed income improvement is more than 23% per annum, and in one particular case, a staggering 62% per annum income increase. I know that all of this sounds very complicated, because it is, and unfortunately very few advisers are sufficiently qualified to provide you with this type of essential financial planning advice. The Perth and Kinross region prides itself on being both the heart of Scotland and one of

the most favoured adventure playgrounds in Europe. Tourism in all its forms, from family holidays to business tourism, is one of the mainstays of the region’s economy.

L

indsay Brown, Marketing Manager for VisitScotland points out that the total tourism figures for Perthshire are impressive, particularly since the latest set available is that for 2008, in the heart of the recession. The 2009 figures are still being collated, but are sure to be very substantially better, particularly given the success of Homecoming Scotland, the major campaign that ran through the first half of 2009, and which attracted significant numbers of expatriate Scots back to visit and holiday in Perthshire. During 2008, UK residents made a total of 820,000 tourist trips to Perthshire, between them staying form some 2.75 million bed nights. Their combined spend was worth some £144m to the local economy. Roughly two thirds of local visitors were Scots, with the remaining third being from south of the border. Overseas visitors took some 140,000 trips to Perthshire and stayed for 630,000 bed nights. The spend by overseas tourist was worth almost £50m. Just how important tourism is to the region can be seen from the fact that tourism related employment accounts for around 13.8% of the workforce in Perthshire. Business tourism in Scotland took something of a hammering in 2008, during the depts. Of the recession, with the total number of business tourists to Scotland down some 12% on the figures for 2007. However, 2009 saw a marked improvement. While there is no specific “breakout” figure for business tourism for the Perth and Kinross region, across Scotland as a whole business tourism in 2009 was up some 8.4% on 2008, while the total expenditure was up 10.4%, almost restoring matters to the pre-crash level. The total contribution made by business tourism to the Scottish economy in 2008 was £728m, or 18% of total tourism revenues.

The region has several top conferencing venues, with Perth Concert Hall and the Gleneagles Golf Complex, with its state of the art conferencing facilities, being among the top locations. According to VisitScotland’s Brown, the region played its part in helping Scotland to win some 29% of all the Association Conferences held in the UK through 2009. This is a staggering statistic given the fact that Scotland has just 5% of the UK population. “VisitBritain carried out research evaluating different European Association Conferences,” Brown says. Edinburgh and Glasgow were named as tow of the top three venues with Barcelona being the third,” she says. Laura McGlashan, VisitScotland’s regional director for Perth and Kinross says that the Homecoming Scotland events programme in 2009 had a tremendously beneficial impact on the local Perthshire economy. “We had a number of really successful events,” she says. Perthshire Amber, a music festival organised by one of Scotland’s leading musicians, Dougie MacLean, saw ticket sales reached the 6,000 mark. “The success of these and other events really demonstrated the value of generating high profile campaigns such as Homecoming. They enable a huge selection of events to be mounted which draw people to the area and have a tremendous impact on the local economy. Plus everyone involved, from event organisers to hoteliers and bed and breakfast establishments across the region take tremendous pride in these events being run and run well in their area,” she says. Paul Shields, President of the Perth Chamber of Commerce, says that those members of the Perth Chamber who are involved in tourism reported a definite upsurge of business due to people opting to holiday at home through 2009.

“Ironically, the weak pound was actually very beneficial for the local economy as it made holidaying abroad unattractive for many, by comparison with a Perthshire holiday,” he says. However, there is some trepidation among local hoteliers and bed and breakfast accommodation owners that, after braving a year of holidaying at home, people might well opt for sunny climes abroad in 2010. “There is some anxiety that we might not enjoy the same strong demand in the coming year from “staycations” as we did in 2009,” he comments. However, he argues that the whole tourist sector in Perthshire has made tremendous strides over the past year or so in improving staff training and the facilities available to tourists, all of which will stand the sector in good stead in encouraging repeat business. “People are definitely working smarter in the sector, and this is where the work of a number of bodies, including the Sector Skills Council for the leisure industry, the Scottish Tourism Forum and VisitScotland is really paying off,” he concludes.

Churches Action for the Homeless (CATH) Churches Action for The Homeless (CATH) is a progressive local charity which supports, encourages and promotes the development and delivery of projects aimed at alleviating homelessness and its associated issues in Perth and the surrounding areas. CATH is a company limited by guarantee with charitable status, based in Perth City Centre. CATH is committed to treating those who are homeless or at risk of homelessness with dignity and respect. Our service users are supported in a non-judgemental, empathetic manner to make informed choices regarding their support, living arrangements and lifestyle choices. Our services are open to anyone in need of them and provided without commitment to change.

CATH also have two hostels, CATH House, a direct access hostel and Tay View House where some of the most vulnerable people have a longer term safe and secure place to live. Both hostels offer 24 hour support. CATH’s holistic support also features a Tenancy Support Team who work closely with people in need of support to manage their own homes and live as independently as possible due to various difficulties they may be experiencing. This support is personalised to the individual with their personal issues, needs and hopes for the future in mind. The Charity has also recently formed CATH Enterprises Ltd, which offers people the opportunity to use their skills within a multidisciplinary team to develop enterprises to support the Charity’s work. Our Mission – Working together to end homelessness CATH was founded in 1991 by a group of dedicated volunteers working together to provide services to the homeless of Perth. Food was provided to many through soup kitchens set up in various church halls between 1991 and 1995. The purposeful dedication of these volunteers was steadfast and from this commitment came the CATH Day Centre on the Ladeside in Perth, which opened on 30th October 1995 with one member of staff and around 80 volunteers.

In early June CATH will embark on a new venture with a permanent charity shop at 188 High St, Perth. The shop will focus on three main aims. Firstly to raise funds that will go directly back into our projects; to raise awareness of homelessness as an issue and the work of CATH as an organisation, and last but not least to develop people. The shop will mainly be run by volunteers, and is an ideal environment for people who may have been away from the labour market for long periods of time to get some relevant work experience and up to date references. It’s also just the right place for people hoping to improve their confidence or for those simply looking to help out a great cause. No experience is necessary, what we are looking for is people who are willing to learn, reliable and able to work positively as part of a diverse team of volunteers. Throughout the years CATH has continued to grow and expand its services through the Perth and Kinross local authority strategy for the Homeless. The Day Centre, still in the same location offers breakfasts and lunches every weekday, as well as bathing and laundry facilities. Outreach and Adult Literacy are also well used services based there. With plans also underway to create a small garden for service users to maintain and enjoy we are always looking to make the best of what we have for the benefit of those we work for.

The Big INTERVIEW

T

ayside Chief Constable Justine Curran was appointed Scotland’s first female Chief Constable in February this year. Described as the country’s most powerful policewoman, the personable officer talks to journalist Maureen Young about fighting to secure a safer environment for business and about her new life in Tayside. Q. Crime can have a devastating impact on the business economy of any area. How will you tackle those issues ranging from shoplifting and break-ins to fraud and hi-jacking in Perthshire and what comfort can you offer to those plagued by petty crime such as vandalism? A. Thankfully cases of hi-jacking are rare in Perthshire but our efforts in tackling serious crime in Perthshire is very good with over 90% of serious crimes being detected. Our response to crime is prioritised to ensure that we focus our resources on the right areas. Tackling acquisitive crime is a priority for Tayside Police and clearly shoplifting, break-ins and fraud fall into this category. We take a multi tiered approach to tackling our priority areas considering each of the Prevention, Intelligence and Enforcement opportunities. We have added to this recently with our efforts at “putting communities at the heart of everything we do” and “Reassurance” has been added to our list of considerations for action to tackle our priorities. Vandalism accounts for about 30% of the recorded crime in Tayside and is another of our priority areas. We have made great strides in tackling vandalism in Perthshire over the past few years with numbers falling from 2304 in 2005/06 to half that figure in the past year. Q. First impressions of a town or city can affect business investment and tourism. Perth businesses complain of street drunks and loutish disorder prompting people to go elsewhere as a problem. What can they and Tayside Police do? A. These problems are not unique to Perth however Tayside Police and its partners are acutely aware of the damage drunken behaviour can do to the reputation of the town. In recent years great progress has been made in tackling these issues in the night-time economy with the development of Pubwatch and Operation Homesafe and taxi marshalls initiatives in the summer months and in the festive period. The “Best Bar None” scheme has been imported from my old force area Manchester and has dovetailed

nicely with new licensing legislation with the police and local authority supporting licensees to maintain high standards. Focus is now turning again to the daytime economy. Perth Anti Crime Exchange (PACE) and shopsafe radios provide already a great link between the police, city centre management and local businesses in tackling retail crime. Improved engagement with our communities including the business community is at the heart of some reorganisation currently underway in Western Division which covers the Perth and Kinross area. This has seen more community officers deployed to the city centre and tasked to identify and address community concerns at an early stage. Street drinking increases in the summer months and we will be taking an intelligence lead approach to impacting on this problem while working with partners in the Alcohol and Drugs Partnership (ADP) to coordinate efforts to prevent problems and actively direct street drinkers to appropriate services. However, behaviour that threatens others will not be tolerated and we will respond promptly and effectively to reports of threatening or intimidating behaviour. Q. The perceived quality of life can also affect inward migration and investment. How big a battle is it to keep our streets safe and crime free and the drugs culture at a controllable level? A. Tayside Police is an active member of the Perth and Kinross Community Safety Partnership which is committed to delivering “a confident and ambitious Perth and Kinross, to which all can contribute and all can share”. The partnership seeks to “create and sustain vibrant, safe, healthy and inclusive communities.” Keeping our streets safe and controlling drugs misuse are challenges for all the partners and the communities that we serve. I firmly believe that by working together and doing our best we can make a difference. We can be proud of our efforts in fighting crime and protecting vulnerable people but we cannot be complacent. We rely on public trust

and confidence to get our job done and understand that we need to work continually to deliver a good quality service to ensure that the public have faith and engage with us in supporting their communities. Q. Would you support a call for armed officers on Scotland’s streets? A. Being part of our communities and working with them is central to our approach. Current threats do not necessitate permanent arming. Q. Dundee, Angus and Perthshire have very different policing issues and problems. What matters are unique to Perthshire in a policing sense and how do you address them? A. In relative terms Perthshire is a very safe place to live with low crime levels. Policing in Perthshire also means being involved in a range of issues and events that although not unique to Perthshire add to the range of things my officers are often involved in. Perthshire sits at the heart of the roads network in Scotland which brings its own challenges. The recent heavy snowfalls particularly in the Auchterarder area greatly compounded these and saw the police at the heart of an emergency situation. The rich natural heritage and biodiversity of the area draws large numbers of tourists and present its own problems in relation to wildlife crime such as illegal bird egg collectors targeting our birds of prey. We also have international events looking back a few years we had the G8 summit at Gleneagles Hotel or looking forward the same venue will host the 2014 Ryder Cup. We also have T in the Park – the largest music festival in the country – every year at Balado. Tackling these issues and events is what makes policing a varied and enjoyable career. Some issues need meticulous planning, other need a flexible spontaneous response. We rely on identifying and developing excellent staff and providing the leadership and direction to allow them to work effectively as a team and with our partner agencies regardless of the challenges they face.


Q. We hear a lot about “designing out crime” when it comes to architecture. Is this something that all businesses should consider when building or converting/ upgrading their premises? A. Yes, all business owners should consider speaking to a police architectural liaison officer who can give professional advice about designing out the risk of their business becoming a criminal target.

Q. How do you enjoy policing in your first Scottish force? A. It’s wonderful. The area is stunning, the people are great and policing to make a difference is what matters. Q. Having worked in some very exciting policing sectors including counter terrorism and helicopters, do you feel you’ve experienced it all and that Tayside is unlikely to throw up any surprises? A. Rural policing is new to me and very different so I am learning lots of new approaches. Q. What has been your darkest moment as a police officer? A. Watching officers being brutally attacked during UEFA disorder. Q. And your happiest or proudest? A. Sailing up the Thames on HMS Manchester as Divisional Commander in Manchester. Q. You’ve been described as the country’s most powerful policewoman – how does that make you feel? A. It’s a bit daunting. I am just doing a job for the people of Tayside. Q. You studied classics at Hull University. Why the change of direction? A. It sounds a little twee now but I wanted to do my bit to make things better not to make money for a big company. I am passionate about making a difference so policing seemed a good way to do this. Q. If you hadn’t joined the force where do you see yourself now? A. Hopefully glamorous and successful. The CCI one, two and three stars mean there is competition at all levels and the event has become hugely popular with competitors from all over the world thanks to its excellent organisation, good going on the cross country course and a unique party atmosphere. Thursday and Friday are dressage days with two arenas kept busy, but in addition to the three day event there is also a NPS championship show with Olympia qualifiers, hunter classes and a championship working hunter show. two arenas of BSJA and stallion parades complete the equestrian line-up over the weekend.

Saturday is the highlight for most spectators when they come to watch the thrills and spills of cross-country. A popular spot is at the top of the course next to the Eventscotland water splash, but many of the 40,000 visitors just enjoy taking in the Pony Club Games and other arena entertainments in the tented village. The Bruadar Country Fair arena is likely to be packed with spectators over the weekend with demonstrations of falconry, gun dogs and terriers to mention but a few, while children can be kept amused with a variety of entertainment including a ride-on train and mini quad bikes. junkies there is even the chance to abseil from the Castle Tower to raise money for the event’s nominated charity this year – Macmillan Cancer Support. The tented village with over 200 shops is open all four days and is a retail experience not to be missed where you can find bespoke furniture, jewelery and fine art mixing with horse ware and veterinary supplies. A tour round the Food Hall is also essential where lots of goods are on offer to tantalise the taste buds, but don’t forget to visit the Scottish Liqueur Centre’s stand and have a dram of their delicious Bruadar or Columba Cream. The Horse Trials campsite, which was opened last year for the first time with great success is less than five minutes walk from the public entrance to the show. It is complete with toilet and shower facilities and has a dedicated site manager to look after campers. Caravans, motorhomes, tents and horseboxes are all welcome and both three and five night packages are available which include tickets to the event. Perthshire farmers plough on to protec

NFU Scotland looks at how local farmers work to protect their vital link in the country’s food chain.

Eighty per cent of Scotland is utilised by farming of some fashion. Around 65,000 people work on Scotland’s farms and produce output worth around £2.3 billion each year. It is also estimated that for every person directly employed in farming, three workers are employed in adjacent industries, largely in agricultural supply and food and drink processing. Scotland’s agri-food sector is worth £10 billion each year and agri-food production is now the UK’s largest manufacturing sector. Even if you are not directly involved in agriculture, if you live and work in Perthshire, the chances are that its quite beautiful landscape will not have escaped your notice. For Perthshire is built on farming. Perthshire can probably also lay claim to being the home of one of the most diverse agricultural areas in Scotland as well. Like the rest of Scotland, its farming activity is defined by its geography, which ranges from extensive hill farming to sheep and beef on more temperate, but still relatively high ground, and

further to arable, vegetable and soft fruit production on lower fertile soil and a slightly more temperate climate. Perthshire farming is on a pretty sure footing; however, there are many challenges to be addressed. The winter of 2009-2010 will, for many farmers, go down as the worst in living memory, also the phenomenally wet summers of the last three years. This prolonged bout of poor weather has likely left farmers in all sectors bruised, although the weather is obviously the farming component that is most difficult to control. More open to human influence is the regulatory environment, which is the focus of NFU Scotland’s ‘Programme for Government’, a manifesto-style document prepared ahead of the imminent general election. Ideally, Scottish farmers would like to see an operating environment in which they can make sufficient profit to be viable without requiring a separate system of public support. However, while market returns are unreliable and volatile, the right system of farm support is critical. The EU will undertake a major review of the Common Agricultural Policy (CAP) in 2013, and NFU Scotland’s ambition is that the outcome of these negotiations ensures a system which recognises Scotland’s

fertiliser on the soil, which in turn produces another cereal crop. The final major issue which will be pursued with the next UK government is the state of farmers’ relationships with the major retailers. While there are examples of good relationships between retailers and their farmer suppliers, there is also clear evidence that the dominance of the major supermarkets can lead to an abuse of power. This has damaged all sectors; almost half the dairy farms in Scotland have disappeared since 1999, and Scottish milk production is near a 40-year low. Some of the potential to overcome these issues does lie with farmers and there are many good examples of this in Perthshire. The support for Perthshire farmers from the local community and other businesses in the area is outstanding. The most recent edition of InCommerce highlighted Perth’s status as a cittaslow, which upholds the importance of farmers’ markets; supports local produce through its Berryfest; encourages people to support local food producers, and promotes its Produce Guide and Directory of Local Producers. NFU Scotland heartily commends the co-ordinators of Perth Farmers Market (which takes place from 9am-2pm on King Edward Street on the first Saturday of each month), Berryfest and Cittaslow for all their work in this regard. The other big event in Perthshire’s agricultural calendar is the Perth Show, which is held on the South Inch, Perth this year on 6 and 7 August. The Show is largely agricultural, with highly prized competitions for livestock, and a parade of the prizewinners. Also taking place in the region this year are the national sheepdog trials on 5-7 August at Ballinluig near Pitlochry. All these events are real highlights on the farming calendar, but also provide a great opportunity for anyone not involved in agriculture, but perhaps wanting to find out a little bit more about their local producers, to see the best of Perthshire farming and to meet the farmers who are at the heart of it.

These public goods include the aforementioned beautiful countryside, the highest animal welfare standards in the world and a secure supply of food. The effects of the changing climate present challenges, but also opportunities for Perthshire’s farmers. Contrary to misleading stories about the need to reduce livestock numbers in order to lower carbon emissions, it is important to understand that around 70 per cent of Scotland is suitable only for growing grass and raising livestock. Farmers are increasingly using techniques which lower their carbon emissions, indeed total agricultural emissions have dropped by 17 per cent since 1990, which is far ahead of other sectors and society in general.

NFU Scotland runs a campaign called ‘What’s on your Plate?’ which is designed to highlight the food that Scottish farmers produce and to celebrate it. Because of the enthusiastic and successful work of Perthshire’s producers, local businesses and community, the region clearly upholds ‘What’s on your Plate’s’ values, which is commendable. There is still much to be done, but because of Perthshire’s farmers’ contribution to the local economy, and the local economy’s healthy response to this, it is a target worth pursuing. NFU Scotland’s purpose is to promote and protect the interests of its members by influencing government, the supply chain and consumers in order to secure a sustainable future for Scottish agriculture

This improvement is being achieved through a combination of improved farming practices and new technology, such as minimum tillage cultivation, which avoids disturbing the soil and the increased use of nitrogen-fixing crops, eg clover, to replace the use of synthetic fertiliser. There are also examples of so-called ‘virtuous circles’ in which different sectors combine to minimise waste and maximise resources. For example, Scottish cereals are used in the distilling industry; the distilling process byproducts are used as animal feed; the animals’ manure is used as
