The carrier carries the pattern through a time and space CHANNEL from the source entity (SENDER) to a RECEIVER entity

Receiver Uncertainty Reduction Information (Shannon information)
If and only if the RECEIVER is a learner or learning machine which has a set of expected possibilities with regard to the SOURCE, Then the pattern received REDUCES THE RECEIVER’s UNCERTAINTY about what is the situation at the source (sender). NOTE THAT: RUR-INFORMATION is a relationship property between the message – pattern and the particular receiver, NOT a property of the message in itself. 4
