Railway underpass proposal is open for comment A Development Application for the Rawson Rd Level Crossing Project is currently being advertised with Gosford Council. It will remain available for public comment until January 31. The $25 million Rawson Rd Railway Level Crossing Replacement Project, which was put up for public exhibition on December 2, aims to address safety concerns by closing and removing the existing level crossing at Rawson Rd. The project extends from Railway St at the Shoalhaven Dr Underpass to the base of Bulls Hill and includes: improved pedestrian and cycleway connectivity under the railway tracks at Shoalhaven Dr; an upgrade and extension of Nagari Rd from Shoalhaven Dr to a new roundabout south of the railway tracks; new vehicle underpass at the bottom of Bulls Hill under the railway tracks; and a new bridge over Woy Woy Creek at the bottom of Bulls Hill. The construction of the project would allow the closure and removal of the existing Rawson Rd level crossing and would benefit road and rail users with improved safety and efficiency. The design is being developed to minimise environmental and local heritage impacts and will incorporate input from the community and other stakeholders. According to council’s Development Application, the need for the application was triggered due to the encroachment

of the proposed works into the State Environmental Planning Policy (SEPP) No 14 – Coastal Wetlands No 947 at the base of Bulls Hill and the western end of Correa Bay, Woy Woy. Council has received a number of submissions One submission expressed concerns regarding further siltation to Correa Bay, stating that the sand bar has been slowly creeping after heavy rain depositing silt from the tip. “It could be worse from these road works without extra care. “Apparently the current sand bar doubled in size after Bull’s Hill was constructed during the 1950s.” Former Gosford Council councillor Ms Lynne Bockholt said she fully supported the proposal in her submission. “Council held an extensive public consultation process several years ago where many options were listed and discussed, and the option currently on display was the one chosen by the great majority to the community. “Over 500 people attended the consultation sessions held on two Sundays in the South Woy Woy Progress Hall and the Everglades Country Club. “The current level crossing is highly dangerous and has been the scene of many major and minor accidents over the years. “Emergency vehicles are currently unable to access Woy Woy Rd or the Bays area in cases of emergency due to the movement of trains.

“Goods trains are much longer and more frequent than they used to be, therefore the level crossing is closed more often, leading to greater traffic congestion and hold ups for emergency vehicles including ambulances. “The length and frequency of goods trains will increase over the next few years with the boom in coal exports as well as rail being seen as a viable alternative to road transport as road costs increase. “The level crossing is closed for longer periods now as the railways seem to have a policy which sees the level crossing remain closed when a train has passed and another is due within four or five minutes. “I have sat and waited for a second train to pass for many minutes on many occasions. “This would also affect emergency vehicles in cases of fire and accidents. “The current underpass under the railway line is well past its use by date and taller vehicles can become stuck, thus leading to further traffic congestion. “An underpass, as contained in the development application, is the best option to eliminate unsatisfactory level crossing and the underpass in one fell swoop. “There is little to no damage to the environment of national park with this option,” said Ms Bockholt. Council keeps quiet on asbestos ‘spill’ Gosford Council has admitted it has taken more than three weeks to inform Woy Woy residents of a “spill” of asbestos in their area. Corrugated asbestos roofing was found lying in Veron Rd and Hillview St, Woy Woy, on Sunday, December 22. However, residents were not told of the spill until Tuesday, January 14, as the clean-up of asbestos continued. Local resident Mr Jim Morrison, who reported the spill to police on December 22, said the NSW Fire Brigade had been out a number of times to clean it up. He said the NSW Fire Brigade picked up all of the bigger pieces and hosed the rest onto the verge. “The Fire Brigade did what I would call three partial clean-ups,” said Mr Morrison. He said they visited the site on December 22, 24 and 27. “I don’t believe that anyone in the street or affected areas had been notified by council about the problem until we received a letterbox drop on Tuesday, January 14.” Gosford Council’s director environment and planning Ms Danielle Dickson told Peninsula News that the council had the area independently tested and, following on from the initial clean up, affected residents were advised of the spill on Tuesday, January 14.

Mr Morrison said that despite the initial clean-ups, cars were still driving over pieces of asbestos and breaking it up. However, Ms Dickson denied this, saying the asbestos was in a bonded state and could not be broken down as a result of traffic impacts. Ms Dickson said: “The NSW Fire Brigade carried out the initial cleanup which was believed to have resolved the issue, however, testing confirmed further cleanup was required, which council is continuing to undertake until the site is fully cleaned. “Once council received test results confirming the substance at the site was asbestos and determined the nature and scope of the illegal dumping, formal notification was provided to residents to advise them of council’s actions regarding cleanup of the site. “The time taken to clean up the site has been due to the factors outlined above, as well as the engagement of specialist contractors to undertake the work required, once test results were received,” said Ms Dickson. The contractor was continuing to clean-up the area last Friday, January 17. Local rainfall averages to be published Local rainfall averages will be used in future editions of Peninsula News, when comparing monthly falls to previous years. Mr Jim Morrison of Woy Woy, who provides the rainfall figures, said: “Previously the average used on my spreadsheet and charts was the Bureau of Meteorology’s long-term average from the Narara weather station. “The Narara weather station has now closed and a new one established at East Gosford. “As I am now in my 10th year of collecting the rainfall data, I’ve decided that there is now enough data to calculate my own averages,” he said.

So far this month, Mr Morrison has recorded just 6.8mm of rain. This is less than six per cent

According to Australia Walkabout Wildlife Park general manager Ms Tassin Barnard, the NSW PAC said they considered the quarry’s impact on water, endangered animals, plants and ecosystems, the Aboriginal cultural landscape and ecotourism, and were happy to allow the quarry to proceed anyway. “They have declined a small part of the proposed operation, but approved the rest,” said Ms Barnard. Ms Barnard said that the Planning Department had completely disregarded Walkabout Park’s submissions that detailed the risks to Walkabout Park’s operations, including a $10 million new Gondwana Safari Park that would bring 90 new jobs to the Central Coast. “They think we will just have a good cry and then all get back in our boxes. “Well that’s not the way it’s going to work this time. “We have 28 days to appeal the decision and take it to the Land and Environment Court, and we will. “We have taken legal advice and are conﬁdent that the PAC’s decision will not stand up to legal scrutiny. “We understand the time and the ﬁnancial risks involved but we are sick of the NSW Planning Department acting like it is above the law; it is not.

“It is time that the community took them on to show them that they are as much bound by the law as the rest of us,” said Ms Barnard. The planning process allows for a Land and Environment Court appeal within 28 days of a decision being made. “The PAC conveniently made their decision on December 23, and published it on December 24. “With the PAC closed until January 13, the Environmental Defender’s Ofﬁce closed until January 6, politicians and lawyers all away on their Christmas breaks, and the community wanting to spend time with their families, the deadline of January 20 for launching an appeal is barely possible. “The NSW Planning Department has destroyed three of the last seven Christmases. “Rocla’s original Development Application in

2009, then their Preferred Project Plan in 2012, both hundreds of pages long, were released for community comment just before Christmas. “Doing this yet again smacks of bully tactics or, at the very least, complete disregard for the rights of the community,” said Ms Barnard. A PAC community meeting was held on November 18 which saw over 200 people attend and heard 33 registered speakers present concerns or opposition to the expansion of the quarry. Our Land Our Water Our Future Inc (OLOWOF) president Mr Paul Robert Burton said if the expansion was approved, the state government would be effectively declaring a civil rights war on its own community. “What is the beneﬁt to the Central Coast Community?” Mr Burton asked. “This decision will have a

massive impact on so many people. “Under the previous Labor government, the planning system related to resources in NSW was dysfunctional and heavily favoured the resource sector; the Independent Commission Against Corruption (ICAC) has now shown it was corrupt as well. “The current Coalition government that was elected on its promise to rectify this situation has continued to use and expand on this same discredited planning system. “The PAC’s own information about the quarry expansion is a bucket full of holes with many unanswered questions and incorrect information about water allocation licenses. “Rocla’s own statement of ‘a most thorough investigation by competent people’, will most certainly be challenged,” claimed Mr Burton. Following on the back of a merit appeal from the

groups that submitted to the PAC, OLOWOF will also be lodging a court case against the existing quarry. “In matters like these, we have a legal system to determine the truth and I am convinced there are significant issues with Rocla, the NSW Office of Water (NOW) and the state government,” claimed Mr Burton. “As a united community we cannot believe this appalling situation and we have been forced to initiate a massive community campaign. “We know this may be a long hard battle but we are determined to fight for what is right and true and we will win. “We ask that local current Liberal representative Chris Holstein either step up and help the community he was elected to represent or resign from his position. “We also ask that all Central Coast political representatives from all parties actually represent those communities they were elected to represent. “Our political system has failed the people and we have had enough. ‘Not one local MP came to the original PAC meeting about a massive sand quarry that destroys far more than it creates. “If our elected representatives will not help, then the community will have to do their job for them.” Mr Burton announced that Camp Quoll was established on New Years’ Eve as an educational facility and peaceful direct action site in the vicinity of the Rocla Calga quarry. President acts as unpaid secretary-manager The Hardys Bay Club president Mr Terry O’Flaherty has taken on the role of secretarymanager on an unpaid basis. He is being supported by an active board and club members, according to director Mr John Brown. The dolphin is believed to have become separated from its group around September 2012 and is now considered a solitary dolphin that prefers to seek out human interaction rather than other pod members. An information sheet put out on the dolphin by the ORRCA organisation, warning people that the dolphin’s behaviour may be hazardous to both the dolphin and humans. Experts have observed that the dolphin has increasingly sought human interaction and is spending

less time with her own species. Those who come in contact with the dolphin are advised to be cautious of the risky behaviour of the dolphin that could pose potential injury and harm. These behaviours include: nudging, nipping and pushing swimmers in the water; tail slapping, jaw popping, pectoral slapping, chasing, and squawking; approaching boats at the stern and following boats close to the propeller; nudging or playing with the engine or propeller when the vessel is stationary; approaching kayaks and nudging the stern, keel and paddles; playing with the anchor chain and rope when the boat is at anchor; and approaching boats and attempting to encourage interaction with people onboard. Council considers marina extension at Hardys Bay An application for the extension of the marina at 39 Araluen Dr, Hardys Bay, was lodged with Gosford Council on January 8 and will remain available for public comment until February 7. The $120,000 development would comprise an extension to

the existing jetty for a distance of 33.75m and the creation of six additional berths. The proposal would require adjustments to the existing lease issued by the Department of Lands dated March 1, 2003. The current lease will expire on February 28, 2022. The Killcare Marina has operated

on a commercial basis since the early 1960s with the earliest recorded consent dated April 17, 1962. Consent was granted by council for a boatshed and shop to K Johnson of Bay St, Killcare. Following the approval of the boatshed and shop, a wharf was approved on July 3, 1964, to H

a timber jetty, 23 berths, a single storey office and workshop with a metal roof and timber mooring piles. Approval for the proposed jetty extensions and additional berths has been recommended by council staff on the basis that it was a permissible use within the current zone with the consent of council. The application was consistent with the objectives of the Gosford Planning Scheme Ordinance and it would be a permissible use under the Draft Gosford Local Environmental Plan 2009, they said. The council staff claimed it would provide low impact marine and tourist facilities and it would be serviced by a full range of public utilities. However, a submission has already been received in opposition to the application stating that the Killcare Marina is already at the limit of development. The submission states that the marina already stretches well into the public waters of Hardys Bay and already strains the available parking for existing boat owners and marina users. “The marina has virtually no parking space for clients and the section of Araluen Dr on which it is located already has big demands for parking for the existing marina and the cafes and shops immediately adjacent. “To grant this development for six extra berths, Gosford Council would be putting the interests of the marina company ahead of the local community’s interests and to the detriment of the waters of Hardys Bay.” According to the development application, “adequate car parking is available adjacent to the marina site by way of the existing road shoulder parking on the western side of Araluen Dr and kerb side parking on the eastern side”. Australia Day at Wagstaffe and Woy Woy Australia Day celebrations will be held in Wagstaffe and Woy Woy on Sunday, January 26.

The day’s celebrations will begin at Wagstaffe from 8am with an official ceremony and flag raising followed by the annual Breakfast by the Bay.

Woy Woy waterfront activities will start at 2pm with celebrations going into the night. Live entertainment will be provided in Anderson Park from

4pm including Joe Coffee, Jess Hind and The Cover Up. Children’s activities will be taking place in the CWA Hall until 6pm including a colouring in competition, face painting and games. There will also be plenty of food and market stalls to peruse. The annual display of hand held lanterns will light up the night sky with the Lantern Parade taking place at 8:45pm, ending in a fireworks display at 9:15pm. Gosford Australia Day Committee chairman Cr Jim Macfadyen said the Australia Day celebrations were designed to bring the whole community

The amenities building and cafe in Ettalong are expected to be completed, as part of the Ettalong Foreshore Redevelopment, by the Easter school holidays. Once the new public toilets are opened in the amenities building, the Bangalow St public amenities will be demolished. The public toilets are scheduled to open in the coming weeks when the sewer connection is completed. The landscape redevelopment works have been completed, with the exception of the War Veterans Memorial which Gosford Council project officer Mr Derek Hill said would be completed early this year. Further works are also planned for Lance Webb Reserve in the first half of the year, including foreshore stabilisation works. Peninsula Chamber of Commerce president Mr Matthew Wales said Council staff had done an “excellent job” on the foreshore”. “I have been down there numerous times over the Christmas period and have been amazed at the number of people who have been using and enjoying the recreational area and the surprising numbers of families that are now making good use of the beach. “It is a credit to council’s department and Scape Constructions on the quality of the work. “There is not a day that goes by without someone mentioning to us how fantastic the foreshore looks.

“The reaction from the public and our Chamber members makes all the years of effort worthwhile,” said Mr Wales.

Marine environment activities A Sea Kids Day will be held at Ocean Beach Surf Life Saving Club on Wednesday, January 22, from 10am to 2pm. The free event, run by Gosford Council and Ocean and Coastal Care Initiatives, is designed to encourage children aged three to 12 years to discover their local marine environment and will feature a range of activities, games, experiments, crafts and story time. Volunteers such as Ocean and Coastal Care Initiatives, the Marine Discovery Centre, Waterwatch and local environmental artist Judith Price will provide activities such

as a marine debris art challenge, a giant stormwater snakes and ladders game, as well as marine story time. Children will also gain beach safety information from council’s lifeguards. Council’s coordinator of environmental health and protection Mr Shannon McKiernan said that the Sea Kids event would give young people the chance to explore what lies in and around our shores with a range of fun, interactive and hands on activities. “This free school holiday event provides an excellent opportunity for young people to discover our local marine environment. “One of the highlights of the

day will be the chance for kids to explore and interact with the touch tables, featuring some of the plants and animals that can be found in our coastal waters,” Mr McKiernan said. The only acceptable form of assurance in this case is: “Council values its libraries, and Umina will never be closed while we remain a just, educated, cultured and civilised society.” Gosford Council should redeem itself by restoring the library’s former hours to seven days a week to satisfy those many deprived people, weekday workers and school students to name two large groups who can no longer access the library because of its current reduced opening hours. In response to Mr Ian Hill’s letter (Peninsula News, December 23), up until very recently my husband and I ran a thriving cafe in Ettalong’s main street. Over the 11 year period we ran that business we had numerous dealings with Gosford Council and in that time never experienced any problems. They were always available and willing to discuss any concerns we may have had and over time I would like to think we built up a good working relationship with them. I think if Mr Hill made an attempt to understand that the bylaws, whether we agree with them or not, have been put into place to protect the entire community and if we all work within these boundaries then no one will be disadvantaged. I too don’t understand why some parts of the Peninsula are bound by different seating and signage stipulations but that is the way it is and we can only trade within the boundaries.

The doctor retired and the jeweller moved his business to Umina because the demand there was higher. Every business owner in Ettalong will undoubtedly agree that, yes, some interest does need to be injected into our town to stop it dying altogether but blaming the Council will get us nowhere. We have had group after group trying and, may I say, failing to tell us all what is needed in Ettalong but until we can all work together for the benefit of the community and not to personal ends then I think all attempts will be doomed. Program offered about inflammatory arthritis An education program for people with inflammatory arthritis will be held at the Peninsula Community Centre, Woy Woy, from Thursday, March 6. The program, hosted by Arthritis and Osteoporosis NSW, will run for six weeks until Thursday, April 10, from 12:30pm to 3pm. Rheumatoid arthritis is a form of inflammatory arthritis and an autoimmune disease that is lifealtering and painful. It can often affect people’s ability to continue with their normal activities. Other forms of inflammatory arthritis include ankylosing spondylitis and psoriatic arthritis. Developed by Arthritis Western Australia, the program is the first disease-specific program in Australia for people with rheumatoid arthritis and other types of inflammatory arthritis such as ankylosing spondylitis and polymyalgia rheumatica. The program is facilitated by health professionals and provides disease specific and healthy

lifestyle information, which helps participants develop the skills to better manage their condition. Topics covered include signs and symptoms, diagnosis, the immune system, medications, fatigue, pain management, healthy eating, joint protection and osteoporosis. Using rheumatoid arthritis as an example, Health Promotion for Arthritis and Osteoporosis NSW director Ms Di Spragg, who is also a physiotherapist, explained the need for a program such as this one. “Rheumatoid arthritis is an autoimmune disease that affects around 400,000 Australians and is the second most common type of arthritis. “It is twice as common among females as men and, if left untreated, can cause significant joint damage and disability. “Education to help people selfmanage their arthritis plays an important role in helping them achieve the best outcome for managing their condition,” Ms Spragg said. So the kids are getting back in the swing of the new school year, however, with heavy bags and long lessons spent seated, it can make school a real struggle. A recent study published in the Australian Spine journal investigated the link between backpacks and back pain in school children. Selected statistics include: The weight of the average backpack is heavier, proportionally, than the legal load-bearing limit for adults; 79.1 per cent of children say their backpacks feel heavy; 65.7 per cent report feeling fatigued by the weight of their backpack; and, 46.1 per cent report back pain caused by their backpack. Not just looking at pain and poor concentration at school, but structurally, when adding an extra uneven load to a growing

spine, it can have a great impact on your child’s health and wellbeing in the future. Therefore, for an item that is worn 5 days a week for the majority of the year, it’s important to make sure it is properly suited for your child.

To avoid the back to school backache, the Chiropractors’ Association of Australia recommends: 1. Backpacks should be no heavier than 10 per cent of a student’s weight when packed; 2. Make sure the backpack is sturdy and appropriately sized – no wider than the student’s chest; 3. Put comfort and fit at the top of the priority list, rather than good looks; 4. Choose a backpack with broad, padded shoulder straps; 5. Use both shoulder straps – never sling the pack over one shoulder;

6. Use waist straps attached – they are there for a good reason; 7. Don’t wear the backpack any lower than the hollow of the lower back; 8. Don’t overload the backpack – use school lockers and plan homework well in advance; and, 9. Place all heavy items at the base of the pack, close to the spine, for a better distribution of the weight. On top of these recommendations and to really help your child get back into the school year and enhance their potential to reach and maintain their optimum health, have your child checked by a Chiropractor, like many other parents have.

Book launch at Woy Woy Umina resident Ms Robyn Collins will launch her book, Return to Soul - A Transformational Guide to Spiritual Freedom, True Peace and Inner Stillness, at Woy Woy on Wednesday, February 26, at 10am. New bags from old clothes Textiles artist and teacher Ms Donna Jones, of Booker Bay, held a workshop at the Peninsula Community Centre from January 13 to 16 for teenagers who wished to create their own denim bag from recycled fabrics. “You may not realise it yet, but there is hidden potential lurking at the back of your closet,” said Ms Jones. “Stored in plastic bags labelled ‘winter’, where daggy jeans and shrunken jumpers

gather dust, are possibilities galore,” she said. Ms Jones said these possibilities occurred to her when she discovered her husband’s 30-year-old pure wool Arran jumper. She said she set herself the challenge of creating as many things as possible from this one jumper. So far she has made a makeup bag, two pots for sewing equipment and a handbag with the addition of recycled leather and wooden beads. She still has part of a sleeve left to use. On a roll, the daggy jeans were next. Donna said she decided to deconstruct them to make shoulder bags and back packs, all with original embellishing to express individual styles. Having recreated items from her closet, Ms Jones said it was time to discover other hidden gems hiding in the shed and garden.

Ms Jones used eucalyptus leaves, gum nuts, a few rusty nails and other old metal objects to create colours and textured prints on white fabric. From this an original wall hanging evolved. “That’s another project and workshop to be released soon,” said Ms Jones. According to The Australia Institute, NSW families waste an average of $1326 per year buying unused goods including

clothes and food. “With a little imagination there are many items that can be recycled to save money and reduce landfill waste,” said Ms Jones. “The art of textile techniques and basic sewing skills are often lost through the business of life. “There is real value and empowerment in being able to recycle items and express yourself creatively,” she said. Little Theatre holds auditions Woy Woy Little Theatre will hold auditions this month for experienced 20 to 40-year-old actors for the play, A Streetcar Named Desire, by Tennessee Williams. Auditions will be held at the Peninsula Theatre in Woy Woy on January 20 and 22 from 7pm. Woy Woy Little Theatre’s David Wicks said the play

was so revered by the theatre world, and theatre goers, that it was constantly revived by the professionals, as recently as last year by the Sydney Theatre Company. The three lead roles are Blanche DuBois and her pregnant sister Stella who is married to Stanley Kowalski. These three are aged between early 20s and early 40s.

There are also six smaller roles consisting of four men and two women collectively aged between 17 and 75 years. Woy Woy Little Theatre’s president Ms Barbara Hickey said the production was a fantastic opportunity for aspiring younger actors and actresses to show off their abilities. “The play may be old but the characters certainly aren’t,” said Barbara who has announced her retirement from the theatre group.

Council’s cultural development coordinator Mr Elio Gatti said the workshops would offer creative, educational experiences for children of all ages. “Each workshop is highly interactive and guided by experienced professionals and is designed to encourage young people to have fun and use their imaginations. “Every year, the lantern making workshops are a real highlight on the program. “The children can create and decorate their own lanterns, which they can then collect at Woy Woy on Australia Day and use as part of the Woy Woy Lantern Parade. “The Summer in the City program provides some great opportunities for our young people to unleash their creativity and get

involved in our community,” he said. Each workshop costs $5 per child, with all money to be donated to the Children’s Ward at Gosford Public Hospital. Registrations are essential for all workshops. Tennis club offers futsal at Umina Umina Tennis and Sporting Club is now offering the game of futsal. Futsal is a game played the world over and is a variant of soccer played on a smaller pitch. The surface, ball and rules create an emphasis on improvisation, creativity and technique as well as ball control and passing in small spaces. “At Umina Tennis and Sporting Club, we have five outdoor pitches available for play, our games will be played on synthetic grass; we believe this surface, coupled with the

outdoor experience, will create the best futsal experience on the Peninsula,” said organiser Mr John Gorman. Competitions will begin next month for all ages, genders and level of experience. “If you’re just looking for some fun with friends, we will also be running social games as well as casual pitch hire,” said Mr Gorman. Woy Woy bowler to play in Hawaii Woy Woy Bowling Club’s John Orme will represent Australia, along with Terrigal Bowling Club’s Adam Davidson, at the inaugural Aloha Barefoot Bowls Championship to be held in Honolulu, Hawaii, next month. The Aloha Barefoot Bowls competition, organised by Bowls NSW and sponsored by IMG Sports Technology, is a pairs event consisting of one registered player and one new player. John has only been bowling socially at Woy Woy Sporties for a couple of months and teamed up with Adam who has skippered 10 clubs in Sydney and rural NSW. Adam and John entered the Hills District Tournament in December

and won their section. Earlier this month they visited Baulkham Hills to play against the winners of the Northmead teams. The Coast boys got off to a flying start only to see their four-nil lead become a deficit of two after six ends. Both Adam and John got a winning bowl each to draw the match and send the game into a one end sudden death playoff. Two bowls per player were sent down and both Adam and John had the four nearest to the jack to win the trip to Hawaii.
