WIGANERS are being invited to get a taste of a scheme which puts food at the heart of the community.

Incredible Edible makes local food accessible to all with volunteers encouraged to plant it in communal areas such as grass verges, gardens, parks and schools and colleges. The movement has grown from small herb gardens and community plots to over 100 schemes across the country encompassing businesses, health and wellbeing, new jobs and much more. Incredible Wigan will be launching later this year and there will be opportunities for residents across the borough to get involved. At the end of last month, the Incredible Edible team showed off their skills and helped volunteers to plant fruit, veg and herbs on Believe Square in the town centre. Armed Forces Day in Wigan ‘a great success’

WIGAN’S ARMED Forces Day has been hailed a huge success as thousands lined the streets to salute serving members and veterans.

The Wigan Council ran event, held in Wigan town centre, saw a number of military vehicles, displays, music entertainment and a Hurricane PZ flyover amaze the crowds.

Cllr Paul Kenny, Wigan Council’s lead member for the armed forces, said: “I would like to thank everyone who attended Armed Forces Day in Wigan. It was a fabulous event and very well attended, despite the rainy start! “The day was filled with thanks from the public to the armed forces for their sacrifices and from the armed forces to the public for their ongoing support.

“All through the day we received feedback from people telling us how much they enjoyed it and how much they appreciate the effort we go to in Wigan Borough on behalf of our armed forces. “People really did line the streets and show their support for everyone who serves in the forces. “It’s great that town centre businesses and local transport services supported the event too and we look forward to another celebration in Leigh next year.”

Armed Forces Day is held annually to raise awareness of the contribution made by those who serve – and have served – in our armed forces. The event in Wigan Borough is one of the biggest in the North West and as well as the parade, entertainment for all the family was provided. Town centre businesses and local transport services also supported the event by providing discounts in store and free travel for veterans, serving personnel and cadets. Council’s plea for more ‘relevant’ issues...

HUNDREDS of Wigan Borough residents are reporting issues easily through a mobile phone application, but the issues are not always relevant. Wigan Council’s Report It app launched last year and allows residents to report local issues anytime, anyplace. Unfortunately some of the issues being reported through the app are not things the council can deal with – including missing cats and blocked toilets. Alison McKenzieFolan, deputy chief executive at Wigan Council, explains: “Residents

can report a number of issues through the app, including flytipping, overgrown verges, noise nuisance, abandoned vehicles etc. and our officers will go out to fix it. “Unfortunately we can’t fix everything, just things that the council is responsible for. “Sometimes it’s difficult for our officers to locate issues or they’re unable to take action because of errors in the way issues are reported.” Further issues that can be reported are: • Damaged bins • Drains and gullies • Fences, guardrails and barriers • Concrete flags or rocking • Damages and uneven surface areas • Anti-social behaviours • Highway obstructions • Manholes • Barking dogs

• Alarms • Street furniture • Overgrown vegetation • Road markings • Potholes When reporting issues, residents are reminded to switch on their GPS signal and to use the categories provided. Just doing these two things will help the issue to be rectified faster. Around 250 reports are received and dealt with each month and as the weather gets warmer this figure is expected to increase. The app is free to download and is available on Apple, Windows or Android devices. Simply search ‘Report it’ in the app store. Those who do not have access to the internet at home or a phone / tablet to download the app onto can use computers at libraries across the borough to report issues.

Wigan Hospice Summer Draw

WIGAN AND Leigh Hospice’s annual Summer Draw has launched, giving you the chance to win £3,000 this summer. It is a wonderful way to support the Hospice and gives you a chance to win one of 30 fantastic cash prizes. The lottery currently pays for around 700 individual days of care in the Inpatient Unit, so it is a vital source of Hospice income. For the Summer Draw, our normal weekly lottery top prize of £1,000 will be increased to £3,000 for one week only and we still have 29 other cash prizes available of between £10 and £250. Summer draw tickets are available from the Hospice on Kildare Street in Hindley as well as from any of our 13 Hospice shops across the borough. Summer skate nights a ‘big hit’

CHILDREN AND young people from across the borough have been proving that their disability is no barrier to getting involved at the first of this summer’s skate nights at Wigan Roller Rink. The skate nights are just one feature of an exciting summer programme of activities for children and young people with disabilities, set up by Wigan Council’s Leisure for All service.

Kelly Piper, Senior Schemes Co-ordinator, says: ‘The skate nights are a really popular activity as we take over Wigan Roller Rink for the evening so the young people have the space and freedom to enjoy the skating without feeling intimidated, as they might do when the rink is very busy. “Even young people who might have been scared to get involved will have a go. “The children love it as whatever their ability, they can have a go. Young people in

wheelchairs can be pushed around the rink at speed or turn up the speed on their electric and wheelchairs children who have walking difficulties sometimes find they can move really well in skates.’ Callum Sculthorpe, 8, from Wigan, was one of fifty children who took part. He says: ‘I was falling over lots but I didn’t cry once, I just kept on laughing!’ Whilst mum Rheanne Sculthorpe adds: ‘It’s important to have some activities for young people with disabilities as it’s more relaxing, Callum feels like he can be himself so he stays really calm and happy, you don’t feel like anyone’s looking at you

or not understanding, everyone’s just enjoying themselves.’ Leisure for All activities are open to all local young people aged 3-18, with any disability including those who have physical support needs, epilepsy, learning disabilities and autistic spectrum conditions. The summer programme runs until the end of August and includes film days, farm visits, canal cruises and trips out. Councillor Jo Platt, Cabinet Portfolio Holder for Children and Young People, says, ‘It’s really important that there are lots of inclusive activities for all young people across the borough. “We want our children to grow up to be

confident, resilient individuals and getting involved in activities is a great way for them to challenge themselves, make new friends and develop their confidence and selfesteem.’

Canon Holliday will remain as Rector while carrying out his new duties. He is joined in the work by two new deputies, both of whom are Readers in their own churches. The Deputy Wardens, who were also commissioned on Sunday, are Ruth Haldane from St James’ Church in Clitheroe and Elizabeth Swarbrick from St Thomas’ Church in Garstang. The Warden and Deputy Wardens of Readers are important Diocesan appointments and they involve working with a team of volunteers to support Reader ministry. Readers are not ordained but exercise a vital ministry in the Church. They are licensed to preach, teach and lead worship and they also work in a huge variety of other roles, including pastoral work. The commissioning service was led by Lancashire’s Anglican Bishop, Rt Rev. Julian Henderson. Also present were the Bishop of Burnley and Acting Dean of Blackburn, Rt Rev. Philip North; Archdeacon of Blackburn, The Venerable Mark Ireland; Rev.

Canon Sue Penfold, Diocesan Director of Ministry and representatives from parishes across Lancashire. Bishop Julian, the Bishop of Blackburn, said: “It was a wonderful occasion and I am certain that Andrew, Ruth and Elizabeth will now bring a great deal of enthusiasm to their roles. “Through our Diocesan Vision 2026: Healthy Churches Transforming Communities we are encouraging lay ministry to be as effective as possible and Andrew and his team will play a vital part in making this exciting work happen.”

Andrew added: “Warden of Readers is a strategic role; enabling Readers in the Diocese and working in a shared and collaborative way to encourage ministry in parishes in partnership with local clergy. “I have a passion for collaborative ministry so I was honoured to be asked to take on this role. I am looking forward to working with Ruth and Elizabeth, and all the hardworking Readers across the Diocese, to grow God’s Kingdom as we move forward with our Diocesan Vision 2026.”

Believe Square bloom this summer ahead of the judges from The Royal Horticultural Society coming to judge Britain in Bloom.

The beautiful beds took the greenspaces team three days to dig out and plant. Each year council staff can take two days to volunteer to give something back to the community through The Deal. And when they were being planted they caught the eye of seven-year-old Niamh Short from Hindley Green who wanted to get involved and help the team with their volunteering. The staff gave Niamh some plants to take home with her and now Niamh and older sister Ellie, aged nine, have been recruited to In Bloom and are planning on working with the team to do some planting where they live and improve their community. Niamh’s mum, Lisa Woodger, said: “We were just walking past when Niamh offered to help with the planting. She got really excited because she loves gardening.” Councillor Kevin Anderson, cabinet member for environment, said: “The team have done an absolutely fantastic job. We have already received compliments from people saying how much better the beds look now. We are so proud of our beautiful borough and want the judges to see that.” The In Bloom judges will start their visit in Believe Square when they come to judge North West in Bloom, in July, and Britain in Bloom in August. Tour of the borough shows why Wigan Works 300 packs a minute! Westwood Park will be served by the A49 link road and also has the potential for 430 new homes. North Leigh North Leigh Park extends to 75 hectares and has planning permission for 1,800 homes, 51,000 sq m of employment space, a local centre with retail and community use and a new link road from Leigh Road to Atherleigh Way. Wigan Works! For new great new ideas in THE ECONOMIC growth happening across Wigan Borough was highlighted during a tour for members of its public-private partnership board.

The Wigan Forward Board toured development sites in the borough to see for themselves the wide range of development taking place now and exciting opportunities for growth in the future. It comes ahead of a scheduled tour for investors and developers on Wednesday 14th September which has already attracted significant interest. Richard Waterfield, chairman of Wigan Forward Board, said: “The tour was fascinating. I learnt so much about what was happening right across the borough. “It really underlined how much is going on - from employment sites, to housing to leisure and retail developments. “We have a great offer in Wigan and are ready and prepared to welcome future investors from across the region, nationally and internationally to help drive our economy forward and create jobs and prosperity for our residents.” Sites the board visited included: Parsonage development site, Leigh The retail park on the site of former Parsonage Colliery has attracted top high street names to Leigh, employs 700 people and has 65,000 car visits a week. The next stage of the development will see 150 homes, a business park and new food store. Pennington Wharf and marina The housing development of Pennington Wharf on the former Bickershaw colliery site will create 470 high quality, sustainable and spacious homes by the side of the Leeds and Liverpool canal and superb new marina. It will also feature a café and community centre. Pocket Nook, Lowton Pocket Nook next to the East Lancashire Road will provide 29 hectares of employment land including provision for the HS2 rail line. As well as the employment land it could provide up to 350 homes and a new road through the site. South Lancs Industrial Estate, Bryn South Lancs Industrial Estate is home to the new 350,000 sq ft Poundland distribution centre which will create up to 850 new jobs in the coming years and will be operational this year. The new 100,000 sq ft M6 Epic speculative build will soon be let and will create 200 jobs. South Lancs is also home to Compagnie Fruitiere fruit ripening facility which ripens up to 100,000 boxes of bananas a week. The Pier Centre The board saw work starting on the site for a new 1,000 seater performance venue at the Pier Centre next to Wigan Pier which will host music concerts, comedy and theatre as well business conferences and exhibitions. Wigan Pier Quarter Wigan’s flagship regeneration site is the focus of a 10 year masterplan to create a destination which matches Wigan Pier’s historical significance and character. The vision will bring back into use the iconic canal-side buildings. Westwood Park A key regeneration site for Wigan, Westwood Park hosts the new 400,000 sq ft Nice-Pak International wet wipe factory which will secure 180 jobs and create 100 new jobs. It will produce 1 million packs of wet wipes a day – that’s

Winstanley biologists receive awards BUDDING SCIENTISTS from Winstanley College were rewarded for their extra-curricular work in Biology this month.

Ten students received certificates in recognition of their research project into proteomes which was funded by a grant from The Royal Society. As well as carrying out the research, the students also presented their finding at a conference hosted at the majestic Royal Society building in London. A second group of students received certificates for taking part in the national British Olympiad which Biology involved complex online Biology tests. One student, Alex Holmes received a Gold Award, three students, Maksymillian

Brzozowski, Katherine Jackson and Danielle Pollitt- Walmsley received Bronze Awards, Natasha Carlin received a Highly Commended and Ellen Oakley and Eleanor Wood were Commended for their efforts. Louise Tipping, College Principal, was delighted to present the certificates, commenting: ‘To have such talented scientists in college makes us very proud. Y O U N G PEOPLE from Wigan’s Youth Cabinet are encouraging everyone aged 1118 to get involved in a national ballot called Make Your Mark.

The ballot, which is run by the UK Youth gives Parliament, young people the chance to vote on the issues which are most important to them.

The top five issues voted for will be debated at the UK Parliament Youth annual sitting in the House of Commons in November. At the end of that meeting young people from across the UK will vote to select the top two issues that the Youth Parliament will run campaigns on next year. Councillor Jo Platt, Portfolio Cabinet

Holder for Children and Young People, says, ‘It’s so important to offer young people the chance to be part of a voting system. Lots of young people want to vote at age 16 but don’t currently have the opportunity to do that, so this is one way they can have their say on something that links to central government and has meaning. I don’t think we should how underestimate much young people want to have their say and get involved.’ Last year 969,992 young people voted across the UK. 7,000 of those were from Wigan and Leigh. Dana-Lee Moon, 17, from Leigh, is one of Wigan and Leigh’s Members of the Youth Parliament so will represent young people in the borough at the November meeting. She says, ‘This year we’re aiming for even more young people to

vote. Make Your Mark is important because it’s about local young people getting their voices heard at a national level. Young people are the future generation so we need to be the ones to change things for the better so that the future will be good.’ The top issues voted for in 2015 were improving mental health services for young people and reducing prejudice and

discrimination. The UK Youth Parliament has been campaigning to address both of these issues throughout this year. Matthew Sergison, 16, from Ashton, attends Wigan and Leigh Youth Cabinet. He says, ‘We can’t vote in elections until we’re 18 so this is a good chance for young people to make their views heard. We deserve to be listened to so I’d encourage all young people to get

Wigan archive project launched

volunteers were invited to the Mayors Parlour at Wigan Town Hall to celebrate the launch with Mayor of Wigan Borough, Councillor Ron Conway, and other councillors. Councillor Conway said: “Wigan Borough is filled with residents who are extremely proud of their heritage, so this project is a fantastic way to include them in the uncovering of informational, educational and some very interesting stories, going back hundreds of years. “As part of The Deal, we want residents to become more engaged with their community and it’s down to us as a council to help make that happen. This project is a great example of The Deal in action and I urge as many people as possible to embrace this amazing opportunity to pass over historic information to educate residents young and old

alike.” All research undertaken throughout the project will be made available for the public to view on the archives website and there are already a few stories up to initially propel the project forward, which were uncovered by the volunteers at yesterday’s event. The project will digitising include photos, creating lists of burgesses and the collection of other records to piece together the borough’s story. If you want to get involved, you can search Wigan Archives and Local Studies on Facebook and send a private message, call 01942 404 430, or fill an online out volunteering form, which can be found on the Wigan Council website. Those interested will receive a tour of the archives and the project will be discussed in

more detail. Volunteers will then be given the option to work in either the Museum of Wigan Life or alongside the archives team in Leigh Town Hall. Discussion on future of Wigan street’s challenges

RESIDENTS are being consulted on the future of housing in the Sandalwood Drive area of Beech Hill. Wigan and Leigh Homes, on behalf of Wigan Council, wants to plan the future of Sandalwood Drive, which is suffering from a lack of demand in housing with a high percentage of homes standing empty. Out of thirty properties in the area, only thirteen are currently occupied. The cost of keeping properties in a good condition has been high and, despite various efforts, it has been difficult to attract new residents to the area. Janice Barton, chief executive for Wigan and Leigh Homes, said: “Wigan and Leigh Homes

is committed to investing in our communities to improve the lives of all of our residents. “Despite trying a number of initiatives to boost demand and improve the environment around Sandalwood Drive it has been extremely difficult to attract new tenants into the vacant properties. “The views of residents and owners in the area are essential in deciding future options for this part of the estate. “These views will be presented to the Wigan and Leigh Homes board and the council to help them decide on the best way forward. “I would stress no other part of Beech Hill is affected.”

BY ANY standards this is a remarkable book. For a railway anorak like me, it is positively a treasure trove.

Tony Cook embarked on a lifelong journey as a signalman on the railways of the North West as a callow 16 year old in 1946. That journey lasted nearly fifty years until 1994, when he retired from Liverpool’s Edge Hill, and over the last two years, Tony has drawn on what is clearly a remarkable memory, a great collection of photographs and drawings, and no doubt his own paper reminiscences, to produce a magnificent magnum opus, a 340 page hardback book, liberally illustrated with enthralling and previously unseen photographs, that charts the fortunes of the railway system from the end of World War Two to the ‘electrification’ of signalling systems and the inevitable culling of that great feature of the lineside railway, the signal box. The book spans a classic period of our railway and industrial history, from the emergence of the diesel and electric age to the demise of steam and beyond to the modern railway system. Tony

found himself in Wigan, in Widnes, in Liverpool, in Warrington, on the ancient ManchesterLiverpool route, the West Coast Main Line, on branches, freight routes, colliery lines….you name it, he’s pulled a lever on it! I found myself unable to put the book down. It is written in a unique style, with a mixture of opinion, homespun railway philosophy, a host of historical data and experiences, those superb photos, a huge encyclopaedia of signalling practice and experience that gives a totally different view of life on the railways from the traditional spotters’ favourites of driver and fireman. Running throughout the book is a certain sentimental sadness as Tony himself describes the work as ‘a real time account of the demise of our railways.’ I firmly predict that ‘ Journey of a Railway Signalman’ will become a seminal text in the history of our railway system in the North West in the years to come. Yet despite the thinning out of signal

boxes with the onslaught of electronics, the power boxers and the ever-increasing areas covered by one box, the importance of the role of signalling to the efficient (and safe!!) operation of our railways is always at the forefront of the book. Described by the prince of railway tv pundits Michael Portillo as “an extraordinary record of a period in railway history and superbly illustrated” this is a book that I will return to again and again. The next job having read and digested the 340 pages is to start visiting the many locations where Tony worked to see just how they have changed – a labour of love if ever there was one. A GROUP of French students were shown landscaping hotspots of Wigan Borough during a visit to the town.

A team of 39 agricultural students from Angers, the borough’s twin town, were on a field trip to see Mesnes Park, Haigh Hall and the DW Stadium among many other sites over five days at the end of June. They ended their trip with a game of rounder’s in Robin Park and a short bike-ride in partnership with Inspiring Healthy Lifestyles.

The students were greeted by the Mayor, Councillor Ron Conway, at a welcome ceremony held at Wigan Library on Monday 27th June. Angers Ambassadress, Lucie Corlay, also spoke to the group about the twinning partnership and her role. She said: “It was a great opportunity for the students to practice their English and also to see what agricultural and wellbeing methods are in used in the north west of England. “I’m sure they enjoyed seeing the borough and surrounding areas, as they also visited

Liverpool and Manchester. “This will be the second time in 2016 that a school from Angers has benefited from the twinning links by travelling to Wigan. and I hope these opportunities continue in the future.” The trip is to teach the French students about British culture in Wigan, and about how the borough utilises its green spaces. Wigan Council’s Deal in Action programme has been visiting different areas of the borough to show residents how they can work with the council to improve things in their local area and to promote local opportunities. The main event of the week was a have your say session at Clifton Street Community Centre on Thursday 14th July, when the Chief Executive of Wigan Council, Donna Hall, and Leader of Wigan

Council, Lord Peter Smith, questions and took feedback from residents about The Deal and local issues. The Deal is the council’s informal contract with residents to improve the borough and to work better with communities. The ‘have your say’ is a chance for residents to share their ideas about how the council can work with residents to improve communities. There will also be a range of council services at the session for residents to find out

information about in bloom, recycling, volunteering, and sport activities amongst a whole range of topics. Residents have the option to receive free health checks at the ‘have your say’ session, which will take place between 5:30pm and 8:00pm. On Tuesday 12th July, there was a ‘Tidy Up Tuesday’ session hosted by Wigan and Leigh Homes, encouraging people to clean up their local areas. Details of local clean ups can be found on the WALH

On Wednesday 13th July, The Deal Bus was outside St. James and St. Jude’s Primary School so people can learn more about what they can do to help their local community. Or on the exterior either the appearance of white powder, or disintegrating mortar from the brickwork. Local contractors can come and investigate the problem and offer a variety of damp-proofing treatments. Roof One of the costliest problems you may have to deal with is repairing or re-laying your roof and, sadly, in our typical British climate you won't survive a year with a sub-standard roof. The Royal Deal of Approval

WIGAN’S visionary community involvement scheme The Deal has been given the royal seal of approval by Prince Harry, who visited community projects across Wigan on July 4th.

The first stop on the Prince’s tour was Cast North West – the UK’s largest indoor fishery which supports disengaged young people across the borough. The project has been awarded £150,000 from Wigan Council’s Community Investment Fund as part of The Deal.

The second stop as The Blair Project which uses motorsport to engage and inspire young people to pursue careers in science, technology, engineering and digital industries. The project was awarded £10,000 from the Community Investment Fund. Prince Harry completed his tour at Wigan Youth Zone which has been given £400,000 per year and land worth £50,000 by Wigan Council to organise out of school activities for children and young people. The leader of the council, Lord Peter Smith, greeted Prince Harry at Three Sisters racetrack in

Ashton-in-Makerfield where The Blair Project is based. It’s the Crucial Crew!!

MORE THAN 1,800 children from across Wigan Borough have taken part in an interactive event to learn valuable safety lessons.

Year five pupils from 53 schools across the borough took part in Wigan Council’s ‘Crucial Crew’ over a two week period. The multi-agency event is aimed at 10-11 year olds and designed to teach them important life skills and safety advice. The children attended daily morning and afternoon sessions at Wigan Life Centre South where they were taught vital messages about road

safety, personal health, recycling and the consequences of crime and anti-social behaviour. The children were split into groups and each group moved through seven 10 minute scenarios - an innovative and interactive way of learning. The children observed emergency service scenarios including road traffic incidents and stranger danger. They were also taught how to put somebody in the recovery position. It is the fourth year the event has taken place in the borough and was organised by Wigan Council’s road safety team, along

with Greater Manchester Police, Bridgewater Healthcare Trust and schools. Councillor Kevin Anderson, cabinet member for the environment, said: “Crucial crew is a brilliant way of getting children involved and engaged and is always a resounding success. MEMBERS OF Wigan’s Thistle Society are looking forward to the start of their new season on Monday 5th September. They meet at St. Teresa’s Church Hall, College Road, Upholland, WN8 OPY. THIS YEAR the Rotary Club of Wigan was able to donate £5000 to community groups in the local area through its Dragon’s Den event. Adverts were placed in the local press earlier this year inviting local groups to apply for up to £500, which is part of the money raised on the Carol Float in December.

The Club received 23 applications, totalling more than £9000. The Dragons met and after consideration 12 groups were invited to come and pitch for a share of the £5000. The event was held at St Cuthbert’s Rugby Club, Montrose Avenue, Wigan. From support for a preschool to help for an art group, ten local groups went away with a donation from the Wigan Rotary Club after the three Dragons, Rotary President Keith Trencher, former Children’s Centre manager Aukje Clegg OBE, and chartered accountant Peter Cheetham listened to their pitches for a share of £5,000. Wigan Rotary President Keith Trencher said, ‘It was a tremendous evening and Wigan Rotary Club was delighted to be able to help the wonderful work undertaken. In these hard economic times it is surprising the difference a few

hundred pounds can make. It was also humbling to see how many people are prepared to give up their time to help others.’ He continued ‘However this event would not be possible without the g e n e r o u s donations of the Wigan residents, mainly last December when we accompanied Santa and his sleigh around the area. “This is an exciting opportunity for people in the Orrell & Billinge area to come forward with their plans and ideas and request funding to help achieve them,” said Councillor Michael Winstanley, Co-ordinator for Charity Groups for Orrell Saturday Community Fundraisers. The Orrell Saturday Breakfast Community Fundraisers have taken a well earned rest over the Summer period. They start making breakfasts again in September. But at the last Saturday

JULY 16 marks the centenary of the Battle of the Somme and a number of community groups in Wigan Borough have achieved funding from the World War One Community Grant Scheme to hold

Bedford HS students honoured

IT WAS a real night to remember when Leigh’s Bedford High School paid tribute to some of its brightest, most talented and dedicated students.

The award-winning school’s annual Celebration Evening saw the sports hall transformed into a stunning venue, complete with laser lights, smoke machines and motivational music. A packed audience of friends, family members, teachers and specially invited guests applauded more than 60 individual award winners. It included those who have excelled in academic subjects, sports stars of the future and those who have shown the Bedford spirit of helping and supporting others. The crowd were also treated to a musical performance from two of the night’s prize winners Mollie Pennington and Emma Fox, who stunned everyone with their vocal talents. Presenting this year’s awards was

guest speaker Christine Hewson, who is the head of Tax and Pensions (North) for global business services giant KPMG. Christine told the audience about her modest beginnings and how hard work and determination helped her to reach the very top of her profession. “Everyone who has won an award tonight is an exceptional young person,” said Christine. “It is now up to them to take that winning mentality forward and make the most of it. I am sure we will have some real future high-flyers in the room tonight and with the excellent support they receive here at Bedford, I look forward to seeing all their future successes.” The climax of the evening was the presentation of the school’s special awards to three exceptional young people. The three awards embody Bedford’s values - To Care, To Learn, To Achieve. And each recognises outstanding achievement in different aspects of school life. Year 10 student Terri Whalley, 15, was presented with the Steve Preston

Ambassador Award (to Care). Year 8 student Lauren Welsh, 12, was presented with The Harry Cartledge Award (to Learn) and Year 7’s Megan Lawrence received The Barrie Mell Award (to Achieve). A delighted Terri said: “It’s been a wonderful evening and it feels great to be presented with this award. I really love being at Bedford because everyone is so friendly, it feels like a big family. I try to get involved in as many school events as I can, which is probably why I was nominated for this award.” Winner Lauren, said: “The best thing about Bedford is definitely the teachers. They give you so much help and support. I am looking forward to doing really well in my exams and taking the next step.” While youngest winner Megan, added: “It feels really special to have won an award in my first year at the school. It’s a great place and I really like the way they use the celebration evening to recognise how well people are doing. It lets us know we are being supported and it spurs us on to

make sure we keep up the good work.” Bedford High School is a Specialist Business and Enterprise College that promotes creativity, team work, problem solving and leadership skills. This year the school was once again shortlisted as School of the Year in the regional Skills For Business Awards. Bedford Headteacher Helen Phillips said: “This is my third year at the helm at Bedford and every day is a real joy for me. I feel privileged to be able to work with such wonderful young people. The celebration event honours our top achievers but many more of our students make us proud every day. People of all ages and backgrounds have learned new digital skills through ‘Get Online’ training courses delivered across libraries resulting in 98 per cent of learners using their new skills. This has been particularly successful in working with people in the borough who have most involvement with public services. For example, a project which helps public sector partners work more effectively together by sharing digital information when dealing with troubled families and people with complex dependencies is benefiting from the approach. An initial £500,000 has also been committed for digital projects across communities, schools and businesses. Alison McKenzie-Folan, Wigan Council’s deputy chief executive, said: “This national award is testament to the exceptional work on the digital agenda that has been achieved in Wigan. “Along with our partners in the private and public sector and the wider community Wigan Council has recognised early on the

Savings target beaten

WIGAN COUNCIL has exceeded its latest savings challenge – cutting more than £12m from its annual budget in just one year. The council’s annual financial health check – its statement of accounts – will be signed off at Thursday's (7th July) audit, governance and improvement review committee. The latest figures, which are published on the council’s website each year, show that despite the difficult financial challenges facing the council, the local authority has managed to balance the books and exceed its savings challenge by £210k. The money the council receives as a shareholder of the Manchester Airport Group has also contributed towards the savings with £1m of the £3.2m in dividends received last year used to prop up the annual budget. The council received an extra £700k this year due to the impact of the acquisition of Stansted Airport. The remaining money has been used to support numerous initiatives, including a £500k fund to help get people in Wigan Borough ‘On the Move’ – tying into the Deal for Health and Wellness objectives, which aims to get residents fitter and healthier. A recent drop in interest rates has added to these savings with Wigan Council saving an additional £1m through refinancing loans. Deputy chief executive, Paul McKevitt, puts the success down to the Deal for the Future – Wigan Council’s strategic vision for the next five years which focuses on growing the local economy and reforming services to drive down costs. “By 2020 when the government grant disappears the council will be completely reliant on the money it receives through Business Rates and Council Tax. It is absolutely essential therefore that we start thinking about how to grow the local economy and how to reduce reliance on public services, to reduce demand and improve people’s lives.”

With plans to agree to a four year settlement the council expects to save another £15.5m in 2016/2017 and £24m in 2017/2018. Speaking before the council’s audit, governance and improvement review committee, Lord Peter Smith, said: “Back in 2010 when the government cuts were first introduced we were extremely concerned about the impact this would have on our residents, particularly the most vulnerable. While it has been difficult to find these savings I’m pleased that we’ve managed to do it by transforming rather than cutting services. We’ve focussed our resources on protecting those who need our support the most and those whose futures’ depend on us. “We have been forced to make some difficult decisions along the way, like adding the two per cent adult social care precept to council tax this year, but we’ve done so to protect our older generation and the borough’s most vulnerable residents. “And because we’ve managed to exceed the savings challenge we’ve been able to fund initiatives like the Community Investment Fund and the council’s apprenticeship scheme – giving almost 300 young people the opportunity to get on the career ladder.” All councils must produce a statement of accounts, which are subject to an external audit. Accountants Grant Thornton are currently auditing Wigan Council’s accounts, which are expected to be signed off in September. Grant Thornton reported that: “The council continues to demonstrate good financial performance management despite the significant financial and demographic pressures, in particular surrounding adult social care. The council has good financial planning and review processes in place, and a track record of delivering financial plans and savings and adequate levels of reserves.” Wigan Council’s statement of accounts can be viewed online at www.wigan.gov.uk

WIGAN BOROUGH will be at the forefront of changes which will aim to make adoption for children and families across the region better.

Wigan Council’s cabinet is set to decide on proposals which will see it take the lead in a new regional adoption agency which aims to improve the life chances of children in care and improve recruitment of adopters. The plan for the regional adoption agency mirrors the existing WWiSH adoption service which brings together Wigan, Warrington and St Helens adoption services which was given £144,000 as part of the Government’s programme to roll the scheme out nationally to bring in other authorities across the region. The new agency will see Wigan Council host the new service with staff from other authorities and providers brought in while Cheshire West and Cheshire will be the lead commissioner for the region. WWiSH is the model which the Government is looking to replicate across the country. The shared adoption service was launched in 2011 and has won awards for its innovative approach to finding children their forever homes. This joint working has helped to cut the length of time children wait before being placed with an adoptive family. The work of the service was including in the BAFTA nominated documentary 15,000 Kids and Counting. Councillor Joanne Platt, cabinet member for children and families at Wigan Council, said: “This Government initiative looks to replicate the highly successful model we created with WWiSH on a wider scale. It shows once again how along with our partners our innovative approach is being singled out due to its success. And that success most importantly means that we are helping to place children with loving families. The report on the plans will go to cabinet on Thursday 14th July.

New health information system

WRIGHTINGTON Wigan and Leigh NHS Foundation Trust has launched a new Health Information System (HIS) which will help to support the delivery of safer, faster, more efficient care for patients. The system went live on 28th June. Martyn Smith, Head of Production and Modernisation at the Trust, said: “After sixteen months of building and testing the new system and more than 32.5 million existing documents from our previous systems being loaded, our new system was ready to go. “More than 4,000 staff have had training in preparation.” The team ran Stress Tests with clinical staff to ensure the new system is safe, stable and strong. Graeme Hodgson, IM&T Programme Manager, Production and Modernisation at WWL explains, “The plan is to offer 24/7 support for the first two weeks following #HISGoLive and 16/7 afterwards. The entire Trust is coming together to provide appropriate support. “We are also grateful to our neighbouring Trusts—Salford Royal NHS Foundation Trust, University Hospital of South Manchester NHS Foundation Trust and Bolton NHS Foundation Trust—who have offered to send members of their staff to support #HISGoLive.” The idea is to make the transition from the existing system to the new HIS as seamless as possible. This is to ensure that patients face the least amount of difficulty and delays in their care while the clinical staff is still getting used to working on the new system.

Changes to Haigh parking charges

FREE PARKING will be introduced at Haigh Woodland Park as part of a new pricing structure for the site, which is undergoing a multi-million pound transformation. Changes to the current tariff will see the introduction of free parking for visitors for up

to 30 minutes. Short stay parking - up to 90 mins - will remain at the current level of £1.50 and a new long stay charge of £3 will be introduced for visitors wishing to enjoy the many new attractions. July. Penny McGinty, assistant director of leisure and property, said: “As part of our work to improve Haigh Woodland Park for visitors, we have upgraded and extended the car park provision. We believe this represents good value for money for visitors and it is certainly competitive when compared to similar attractions in the northwest.” The new car parking will no longer be pay and display. Instead visitors will pay on exit via a new pay station. Charges will apply to all vehicles entering the site. Designated disabled spaces have been allocated closest to the amenities. Haigh Woodland Park’s three year, £12m makeover began in 2015 with the aim of transforming the 250 acre site into a fun, familyfriendly leisure destination of regional significance. Once complete the new park will boost the local economy by up to £30 million with an expected 500,000 visitors each year. The investment includes a £6m restoration of the Grade II* listed hall into a four-star boutique Contessa Hotel and the development of on-site leisure attractions such as high ropes, an adventure golf course and a kitchen courtyard packed full of artisan food and drink producers. A fantastic brand new Adventure Play area opened in November last year, the Kitchen Courtyard’s transformation into a food and drink lovers haven continues to take shape over the coming weeks and the next fun milestone happens at the end of July when the park’s High Ropes Adventure will take thrill seekers to a new level with an obstacle course in the sky. WIGAN INFIRMARY’S Accident and Emergency Department was recently the beneficiary of a very kind donation by one of the Trust’s nurses. Marion Toole, WWL A&E Staff Nurse, dipped into her own pockets to buy the department a new dementia doll. Dementia dolls are therapy dolls for people with dementia. They can be used as therapy for some patients who have mid-stage dementia, as they encourage nurturing instincts, which in turn can help to relax the patient when they are feeling anxious or distressed. They are also a good way to keep restless patients focussed on something, and can distract them from wanting to “wander”. It was believed that having one in the Accident and Emergency Department was vital, in order for us to better cater for the needs of dementia patients who attend A&E. On top of making the donation of the doll, Marion also completed her Dementia Champion training in April. WWL Dementia Champions are trained volunteers who encourage others to make a positive difference to our patients living with dementia. To become a Dementia Champion, staff must complete a two-day

learning course. Marion was presented with her Dementia Champion certificate and badge by WWL Acting Matron (A&E), Judith Whelan, when she made the donation to the unit. Marion is clear why she wanted to become a Dementia Champion. She said, “I just wanted to have a better insight into dementia. We work in such a busy area and it’s important to have the knowledge so that those patients do not get forgotten.” WWL Lead Nurse for Older Persons/ Dementia, Jean Ramsdale, was thrilled by the donation and Marion’s drive to become a dementia Champion. She said, “First of all, I would like to thank Marion for her generosity in donating this dementia doll. WIGAN COUNCIL’S innovative approach to staff engagement is helping the local authority save thousands of pounds in training costs. The BeWigan Experience has helped the authority save taxpayers more than £100,000 in training and induction costs since it launched in December 2015. The experience has also been shortlisted for the Best Learning and Development Initiative Award by the Chartered Institute of Personnel and Development (CIPD) – recognising o u t s t a n d i n g achievement at what has already been named the country’s best council to work for by Best Companies. The authority is leading the way when it comes to staff engagement, with public sector organisations across the country looking to replicate Wigan’s unique and innovative model. Wendy Meredith, Director for Population Health Transformation, Greater Manchester Health and Social Care Partnership said: “The BeWigan

Experience is an excellent example of Wigan’s creative approach to developing its workforce. At the end of the day, it is staff who empty the bins, provide social care to older people who need support, look after vulnerable children and provide all the other public services which people in Wigan depend on. Wigan’s approach to empowering staff to work with communities and customers in such a way that we empower them in turn is truly inspiring.” The BeWigan experience gives staff members the opportunity to learn more about the council’s vision and understand how they can help achieve the council’s objectives. So far, 3695 members of staff have been through the two hour walk through experience. Since its implementation a comprehensive evaluation has proved that the council’s key objectives have been met and the experience made a tangible difference to the organisation: • 83 per cent of attendees left the

experience feeling they have ‘a very clear picture about the long term aims of the council, the ‘Deal for the Future’ and the role they can play in this’. • 95 per cent of attendees said that after attending, they knew more about personal development. • Asked ‘how did you feel after you left the BeWigan Experience?’ 93 per cent said they felt good, empowered, inspired and proud. Donna Hall, chief executive of Wigan Council, said: “We are hugely proud of the success of the BeWigan Experience and delighted to have been recognised nationally. Our success is down to our engaged workforce that work together to deliver over 700 services to the borough's 317,000 residents. “Building on the success we intend to continue using the concept for learning and plans are underway to develop the BeWigan Experience into a multifunctional learning facility for partner organisations and council staff.” The CIPD awards will be held in September.

THE ANNUAL Wigan Rugby Union Veterans’ Gerry Cooper Memorial Bike Ride for Christies Hospital, organised by Malcolm Holland of Scholes, saw a record number of 95 riders take to the highways and byways of West Lancashire on June4th in a fund raising trip from Heaton Bridge to Wigan. The ride was the first of four over the summer organised by Malcolm for various good causes, and since the start of the rides in 2007, some £60,000 plus has been raised, a fantastic effort all round. Gerry, pictured right, passed away in 2006 after a magnificent battle against cancer, and the ride was originally envisaged by Malcolm and other members of the Wigan RU Vets as a fund raising tribute to a lovely man, immovable prop forward and long standing playing member of the Wigan Rugby Union Club at Douglas Valley. Said Malcolm: “One again it was another brilliant day with a record number of riders enjoying great hospitality and comradeship along the route. A few ‘bike ride virgins’ making their debut – hope to see you all again. I thought the new red tee shirts looked very fetching!! “Our special thanks to Steve at The Heaton

Bridge Inn. We presented this true blue Everton fan with a signed photo of the Everton captain Phil Jagielka, which now

ST JOHN Rigby College student, Craig Mullen, has travelled to Australia to play in the England Academy Squad’s Rugby League test matches against two high schools. Craig is one of seven Wigan Warriors players who make up the squad of 24 who play a high level of Rugby League in both Queensland and New South Wales.
