MHC regulated Entertainment Licence Guidelines & Procedures In order to comply with the Martin Harris Centre's regulated Entertainment License, the following procedures must be followed: For any event where alcohol is served or sold, all person/s serving or selling must be signed off by the Designated Premises Supervisor as being authorised to serve the alcohol in the Centres designated areas. That person/s must be aged 18 or over. Once authorised, they have a responsibility for ensuring compliance with the mandatory conditions of the premises, as set out below. The authorised person/s must: stay with the wine (or other alcoholic beverages) and ensure no one underage takes/consumes any; keep an eye on anyone getting intoxicated and refuse service where appropriate; and be responsible for the correct measures being adhered to. At no time should alcohol be left unattended It is an offence to sell or supply alcohol to a person who is already drunk or to the companion of a drunken person for a drunken person's consumption. It is an offence to knowingly allow the sale or consumption of alcohol by anyone under 18. The MHC operates an age verification policy in relation to the sale or supply of alcohol. Therefore you must check for acceptable ID as proof of age before serving anyone you suspect to be underage. Identification which is accepted as proof of age must bear the holder’s photograph, date of birth, and either a holographic mark or ultraviolet feature e.g. ask to see a passport, a photo driving licence or a PASS card displaying tamper proof hologram. If in doubt, do not serve anyone you suspect to be underage. It is an offence to knowingly allow the sale or provision of alcohol to an adult for the consumption of an under 18. The responsible person must ensure that the following drinks, if sold or supplied for consumption on the premises, are available in the following exact measures: -
Beer or cider: ½ pint or a pint Gin, rum, vodka or whisky: 25ml or 35ml Still wine in a glass: 125ml or 175ml
Nothing outside of these amounts is acceptable i.e. measurements must be exact. Customers must be aware of the availability of all measures including the smaller measure provision. This can be done using menus, price lists or other printed material, as well as making the customer aware verbally. Once satisfied that that the customer is aware of the range of measures available, this does not need to be repeated in relation to each sale/service. The above condition does not apply if the alcohol in question is sold or supplied having been made up in advance ready for sale or supply in a securely closed container. For example, if beer is only available in pre-sealed bottles the condition to make it available in ½ pints does not apply. • •
All alcoholic beverages may only be consumed on the premises. People may not be allowed to take them outside of the Martin Harris Centre. No irresponsible drinks promotions may be carried out, arranged or participated in on the premises i.e. games or other activities which encourage individuals to drink large amounts of alcohol within a limited or unlimited time period. No drinks promotions are permitted which glamorise anti-social behaviour and no discounted alcohol offers or alcohol as prizes may be offered which encourage the consumption of alcohol over a period of 24hrs or less. No alcohol may be dispensed directly by one
