Understanding Your Tax Advantages by Amy Lister, CPA
2016 Tax Changes
D
o you have a child or other dependent under the age of 13 living at home? Are you gainfully employed or in an active search for gainful employment? Did you or will you pay someone to care for your child or other dependent while you are working or looking for work? If you answered “yes” to each of these questions, then you may qualify for the child and dependent care credit. The child and dependent care credit is calculated as a percentage of your employment-related expenses. Expenses cannot exceed $3,000 per year if you have one qualifying child, or $6,000 per year for two or more. The credit is computed as a percentage of your expense—in most cases, 20%. But the percentage will vary based on your adjusted gross income. If your adjusted gross income is $43,000 or less, the percentage will be higher, but not above 35%. It should be noted that a credit,
such as the child and dependent care credit, reduces your tax bill dollar for dollar and is non-refundable. For an expense to qualify for the child and dependent care credit, it must be an “employment-related” expense. The primary function of the expense is to assure the qualifying child’s well-being and protection. Typical expenses that qualify for the credit are payments made to a day-care center, nanny, or nursery school. The cost of overnight care may qualify if you work at night. However, the cost of an overnight camp does not qualify. Amounts paid to provide education aren’t expenses paid for the care of a qualifying child. Summer school, tutoring, and private school tuition are not for the care of a qualifying child and therefore do not qualify for the credit. However, expenses for

before—or after-school care of a qualifying child in kindergarten or a higher grade may be eligible. Does your employer offer a dependent care FSA (flexible spending account)? You may want to consider participating in the FSA instead of taking the child and dependent care credit. If your marginal income tax rate is more than 15%, participating in the FSA would probably be more beneficial than taking the child and dependent care credit. Under a dependent care FSA, you may contribute up to $5,000 on a pre-tax basis. This means that the amount contributed to an FSA isn’t included in your wages when figuring social security or Medicare taxes withheld from your paycheck. The amount you decide to contribute is withheld by your employer from your paycheck and placed in an account with a plan administrator. As you incur dependent care costs, you submit a statement with the plan administrator and request a reimbursement from the funds that were withheld. There are several disadvantages that come with participating in a dependent care FSA. First, money is deposited in an FSA on a “use it or lose it” basis. If you don’t incur dependent care expens-
es that equal or exceed the amount you deposited in the FSA, you forfeit the surplus. Second, once you elect to participate in an FSA, and elect the amount withheld, with limited exceptions, you may not change your election. Third, it often takes several weeks to receive reimbursement for the expenses submitted. Outlined here are the important basics of the child and dependent care credit and a dependent care flexible spending account. Both are designed to help ease the burden at tax time. There are many factors to consider when deciding which option is best for you and your situation. Be sure to consult with your tax advisor with any questions.

Kids’ Planet... with Thorne Nature Experience
SEEING AND HEARING

A
s a naturalist, I depend greatly on all my senses, but particularly my ability to see and hear. This may seem obvious to most of you, but it is amazing to me how many people are oblivious to the sights and sounds of nature when they go outside. What bothers me even more is to see those who purposefully “tune out” nature by wearing some sort of electronic device (such as headphones) even though they are outside and birds are singing everywhere! When I was only eightyears-old, I was usually out in the woods looking for birds’ nests or some other exciting discovery in nature.

I would wait for the builder of the nest to appear and then try to identify what kind of bird it was. Sometimes I would hear a bird singing but not know what kind. I would then try to track it down, see it, and look it up in my birdguide book. Sometime when you’re out in nature, try standing still, closing your eyes, and lis-

tening. You will notice that your sense of hearing gets much sharper. You notice the direction from which various sounds are coming and whether a particular sound is nearby or far away. I always teach my students this trick in order to improve their ability to hear. As I grew up, I learned even more about birds from my high school biology teacher, Frank Trevor, a well-known faculty member at Millbrook School in Millbrook, NY. He was a Cornell-trained ornithologist (a person who studies birds). He would take us on field trips and point out different bird songs. We then had to guess what kind they were. Sometimes we would guess correctly and sometimes he would finally have to tell us the answer. I got really good at knowing my bird songs.
When you get good enough, you can even do a Breeding Bird Census entirely by ear! When you hear a bird song in the spring or early summer, it is only the male bird that sings. This is to set up and defend his breeding territory and to attract a female. So a singing male means a nesting pair of that kind of bird. When I was a senior in college, I did a Breeding Bird Census of the entire 360-acre Audubon center in Greenwich, CT using this method. Birds sing the most at daybreak, so I got up at 4 am each morning for three weeks and usually surveyed 20 acres a day. My hearing sense really improved! I grew up in the 1930s… before television. We listened to radio. All the information was taken in through one sense only…hearing.
BOULDER COUNTY KIDS You had to imagine what was happening in a radio drama. The sound-effects person was very important. Later, (in the 1960s) I produced many silent film-loops for education. These had no sound track. They were silent moving images. All the information was taken in through one sense only…seeing. Nobody was telling you what to see. You made your own observations. There was no language barrier either; therefore, you could send these films to any country and they would be understood and useful. The point I am trying to make here is that sometimes it is best to just use your hearing and other times it is best to just use your seeing ability. You usually use both these senses together, but it’s good to be able to use just one of them at certain times. Get good at seeing and hearing!

A
s a person trained in the methodology of family science, there is nothing that bothers me more than when the media misinterprets a research article. Researchers know this happens frequently and are often leery of publicizing their work (even interesting work) because of this issue. Case in point—the recent study that was all over the media concerning the amount time parents spent with their children. * You probably read the headlines—“Parents, give up the guilt, study says quality time matters more than quantity.” It is quite telling that almost every article that discusses this study includes the word “guilt.” This tells
Quality vs Quantity Time with Kids me that this is an emotionally charged issue, not just for the readers, but perhaps for the journalists writing the articles. First, before I delve into this further, let’s look at the basics of the study: • The study examined children ages 3-11 and adolescents ages 12-18. • The outcomes that were assessed in the children included emotional adjustment, academic achievement and behavior. • The authors looked at

two types of time: (1) accessible time—time in presence of mother, but not engaged in an activity; (2) engaged time—basically any time engaged with the mother in an activity . • the data came from time diaries from one weekday and one weekend day. The authors “created” weekly sums by extrapolating 2-day sums to a full week (they say this is a common practice). • They also looked at children and adolescents’ time spent with their father (alone) and both parents. • As usual, the study include other structural factors—mothers’ education, family income, family structure (i.e., two-parent, single parent, step-family, etc). Fir st, the ma in f inding that prompted all the headlines was this one: the sheer amount of time mothers spent with their children was not associated with any of the child outcomes. It did not matter when the authors looked at engaged time or accessible time; the amount of time was not related to outcomes. This was for children only; there were some relevant findings concerning time spent with adolescents. Okay, that is interesting but does it imply the headline that “quality trumps quality?” In contrast to virtually every media outlet around (except notably the Brookings Institute), I say “no.” This finding does not imply that quality trumps
quantity when it comes to time spent with children. As the authors themselves point out, they did not specifically assess “quality” time. “Although we examined engaged time, in which children and mothers were interacting with each other, we did not focus on quality time – the amount of time in particular quality activities with children, such as reading or eating meals together versus watching TV or cleaning with them – neither did we assess the quality or tone of mothers interaction with children, such as warmth, sensitivity or focus.” To adequately assess the question of quality time versus quantity of time, a study would have to specifically measure these two concepts distinctly and compare them. This study did not do that. Although this study did separate out engaged and accessible time, it did not define either of these as “quality time.” From this study alone, we have no better understanding of what “quality time” actually looks like or what types of activities might be more beneficial for children. This was not the goal of the study, yet the media has extrapolated from this study that “quality trumps quantity.” Yet another disappointing example of how the media often overlooks the details of a study to get a flashy headline. As I mentioned, the word “guilt” was included in almost every story written about this article. What does this tell us about the state of parenting today? Apparently, we as parents (perhaps including the journalists) are dealing with a lot of guilt. I
BOULDER COUNTY KIDS HEALTH understand this. I am a stayat-home parent so I spend a lot of time with my kids and I still feel guilty at times. Yes, I put my kids in front of the TV sometimes just so I can have a few moments of peace or time to cook dinner. Is the answer to this to believe whatever the media tells us to moderate the feelings of guilt? I believe not. How about taking a different approach? How about we “own” these feelings of guilt and use it as an opportunity for self-reflection. How are our children doing? Are they misbehaving at school or acting particularly rebellious at home? If so, maybe this is a sign that we do need to spend more time with them. However, it’s not because we feel guilty; it’s because our children need us. If our children are overall adjusted and seem to be functioning well, then maybe our guilt is just societal-driven and not based on anything real.
We all face many pressures as parents in today’s culture. I think the key is to take some time to really look at your specific family and decide whether your choices to work or stay at home or work parttime are really meeting the needs of everyone involved. If so, then have confidence in your parenting and the idea that you are doing the best you can. Please do not buy into this media-contrived idea of “quality vs. quantity.” This is not the answer; parenting and life are much more complicated than that.

may not be a legitimate counselor, and most important is the fact that the daughter has uncovered ‘issues’ that need addressing. Pastoral counseling has been accepted as a branch of counseling, which is spiritually based and psychologically informed. I will assume that the daughter’s pastor is trained. He may not wish to involve the mother, preferring to keep the one-on-one relationship with the daughter primary. But there can be no objection to both the mother and the daughter going to a family counselor to discuss their strained relationship. This is not meant to be manipulative, but adjunctive. One can have different counselors for different reasons. I’ve known couples with a separate therapist for each of them and then another for couples therapy. Being asked to leave a therapist, whether pastoral or secular, is not a small thing. It can cause psychological damage and re-injure a person who has established a bond with the counselor. The daughter must have “established a bond” with the pastor in order to uncover old issues.

I like to have a few glasses of wine at night to take the edge off the day. I do that most nights and once in a while it turns into the whole bottle of wine. When should I be worried if I am really self-medicating and if I have a problem or not? Signed 48-year-old mother of three teens.
I am impressed that you are sufficiently self-aware to ask the question, “Do I have a problem?” Most people in your situation exist in a state of denial that there’s anything wrong at all. Your drinking is a warning to you to take a better and closer look at your life. How did it get out of balance and how much is your drinking aggravating the problem? You speak of taking the “edge off the day,” which is another way of referring to stress in your life. Why does your day have an “edge?” Could that be addressed along with cutting down on alcohol consumption? There are three basic levels of alcohol use: normal social drinking, problem drinking and alcoholism. When you are a problem drinker, you drink for stress release, usually consistently and often, too much. A full bottle of wine is too much. In fact 3 glasses of wine is too much. I don’t believe that having a glass of wine at the end of the day is a bad thing, but watching consumption carefully is wise. While you’re not an alcoholic, you do drink more than normal social drinking. Now is the time to address the underlying problem as well as the addiction to alcohol. I really think that therapy would be helpful for you to begin to address both.
BOULDER COUNTY KIDS HEALTH Building Resilience by Opening Our Kids to Possibilities

isappointment is inevitable and presents itself at every stage of life. Unfortunately, we can’t protect our children from those moments of frustration and pain that come from life turning out differently than planned or expected. However, we can help them prepare to handle those moments with grace and resilience. We can do so by taking them through simple steps that will help them stay connected to their needs and open to possibilities. The steps are simple: trust your kid will be okay, validate their feelings, help them identify their needs, and help them come up with a plan and supportively stand back as they execute the plan. TRUST: One of the harder things that I see parents struggle with is letting their kids be sad or upset. Very often I see parents want to take their children’s pain away by telling their kids it is no big deal, distracting them, or trying to fix the situation for them. In those moments, I offer my clients to go back to moments where their kids came through to the other side of a disappointment with flying colors. What this means for you as a parent is: keep a daily journal of times your kids overcame a difficulty through their own resourcefulness. Their own resourcefulness can include them asking for help from others, including you. Yet, it is their initiative and creativity that helped them pull through.
VALIDATE THEIR F E E L I N G S : Give your kids space to feel their feelings in safe ways that are not destructive towards themselves or others. Kids are smarter than we sometimes give them credit. Give them a feelings vocabulary through modeling. As you feel your own feeling give names to the plethora of emotions you have. If they are not able to verbalize their feelings, if they will let you, hold them as you give names for the feelings you guess they are having—pain, sadness, frustration, disappointment. It is useful to also validate feelings associated with contentment, happiness, and joy, so they know that all feelings are okay to have and express as part of their human journey. Respect that they are autonomous. Don’t confuse your feelings with theirs. Own your own feelings and let them have theirs. HELP THEM IDENTIFY THEIR NEEDS: Feelings are great indicators of met and unmet needs. Help them connect their feelings to their needs. For example, if they are lonely, they may need connection with friends, family or nature. If they are frustrated, they may need mastery and ease. If they are angry, they may need to feel safe and secure. If they are sad, they may need to grieve. Before the heat of the moment, you can play games with them. For example,
you can draw balloons with strings attached to them on separate sheets of paper and you can ask them to identify needs connected to different feelings. The feelings can be labelled on the strings and the needs on the inside of the balloon. Or, you can come up with scenarios and ask them to guess what kinds of needs you may have by telling them what you feel, and you can do the same with them. HELP THEM CREATE A PLAN: Once their needs are identified, children are very creative in coming up with strategies to meet them. Cheer them on and encourage them in their creativity. You can guide them by asking them what they need to meet their needs and helping them make their plan SMART (specific, measurable, achievable, relatable and timebound). If you would like them to consider your needs when making a plan, then tell them what they are. For example, if they feel lonely
and they have identified a need for fun and companionship, they may come up with a plan to meet with a buddy. If they are old enough, let them take the initiative and call to make arrangements to get together or go down the street and knock on their friend’s door. If they are relying on you for transpiration to a friend’s house, you can tell them the bounds on your time. If their plan fails, they will be able to go back to their need and come up with a different plan; in this case it can be reading or playing a game with you or a sibling. In summary, to help your kids shift from disappointment to a place of possibility remember they are resourceful and can be trusted to work through disappointment. Sit with them as they feel their frustration, disappointment and pain, help them identify their needs, and support them as they create and execute a plan of action to meet their needs.
