Martyn Gerrard awarded Best London Agency, second year in a row. Then crowned Best Estate Agent (medium) of the year in the whole country.
This month, at the Annual Estate Agent’s awards, “The Negotiator 2024” Martyn Gerrard Estate Agents were extremely proud to be awarded The Bronze award as Community Champions for the whole of the UK for the work we do with Noah’s Ark children’s Hospice, Food Bank Aid and the plethora of local schools we support.
Our wonderful Marketing Department were then recognised by being awarded the Bronze award for our Marketing Nationally for the outstanding work that we do, setting us apart from the competition.

A HISTORIC YEAR FOR THE UK PROPERTY MARKET ENDS IN SUNNY SKIES AHEAD

It would be fair to say that 2024 has been a mixed year for the housing market. For all its ups and downs, however, overall it is good to see that its resilience has meant property prices have held firm in face of change and adversity.
At the start of the year, interest rates were sitting high, with the base rate stuck at 5.25%, and in real terms this translated to ‘effective’ interest rates of 5.19% for new mortgages and 3.41% on existing mortgages. This high-interest rate environment was set against the wider backdrop of a cost-ofliving crisis and inflation also sitting high at 4% in January.
All of this was then coupled with a property market fatigued by a Conservative Government that the general public had lost confidence in, and which was frankly out of ideas and simply lacking the will to address the fundamental problems facing the property market; namely, the broken planning system, which has curtailed building in this country and has made the lack of housing supply which has dogged the UK’s property market perhaps the largest challenge that the new government has to take on.
Looking back to before the country cast its votes, the high interest rates and the looming election naturally caused most would-be homebuyers to sit tight, wait, and see.
HOWEVER, INTERESTINGLY, WHEREAS THE CALLING OF AN ELECTION WOULD USUALLY GRIND THE PROPERTY MARKET TO A COMPLETE HALT, THIS WASN’T THE CASE IN 2024.
The prevailing sentiment was that a change in government would be a good thing, and the election was over pretty quickly, meaning activity in the market continued to march steadily on throughout the election period.
In the wake of the election, the economic data was looking promising, with interest rates going down and optimism over a new party coming to power providing positivity across the market. Unfortunately, some of this hopeful thinking was
soon dampened by the negative messaging from the new Government after it had taken office, which likely exaggerated how dire the UK’s economic position was in order make deep and sweeping changes in the Autumn Budget.
At first glance, the Budget itself seemed to damage employers more than anyone else due to the sharp rise in National Insurance payments that they will soon be required to pay. However, on closer inspection,
THERE WERE OTHER ASPECTS HIDDEN IN RACHEL REEVE’S ECONOMIC PLAN THAT WILL HAVE PROFOUND EFFECTS ON THE PROPERTY MARKET.
In particular, first-time buyers will be subject to a higher rate of stamp duty after 1st April, as the threshold for paying the tax comes down from £425,000 back to £300,000. This means that after 1st April, a first-time buyer paying £425,000 will be hit with a whopping £6,250 in extra costs. If the property is £500,000, then they will incur £10,000 in additional stamp duty. This is no April Fools, so those looking to get on the ladder should move quickly before these changes are introduced, especially those in the South-East where they will be felt most acutely.
While first time buyers will feel the greatest impact, these changes will influence anyone planning to move. For people moving from one main residence to a new one, the threshold for when stamp duty comes into effect is effectively halving from its current level of £250,000, dropping down to £125,001, where it will cost all buyers an additional £2,500 in Stamp duty.
We’ve now had some time to fully digest the budget, and it being the Labour Party’s first in 14 years, this one was always likely to include the most sweeping and large scale changes. Similarly, an overhaul of this magnitude was always likely to cause an upwards blip in inflation, which is exactly what we’ve seen happen.
Nonetheless, overall, the economic outlook for 2025 should improve as the Government continues its pursuit of growth.
That said, a core part of this growth agenda must include planning reform to fix the system, which the Labour Government has promised to enact. We might start to see some improvement next year, but nothing short of a complete overhaul will suffice and we’re a long way from achieving that.
In the meantime, councils are still desperately understaffed and continue to act as blockers, which means the dearth of supply of new housing will continue to provide upwards pressure on house prices for the time being. That said, we’ve already seen more planning appeals succeed under Labour than we did under the Conservatives, which is a positive sign.
Nonetheless, 2025 looks set to get off to a healthy start in terms of activity and valuations, with some indicators already suggesting that house price growth is starting to come through, and I’ve seen some estimates suggest we

could see price increases of between 5-10% next year due in part to the lack of supply of properties.
Without a doubt, next year is going to be a much busier market with increased buying activity. In the short term, we expect to see a flurry of searches amongst first time buyers looking to get their foot on the property ladder before the stamp duty changes come into effect. As the year goes on and interest rates trickle down, we should also see a high volume of activity at all levels of the property market, including across our heartland of North and North-West London.

A well hidden fact in the recent budget is the hidden tax changes which will affect first time buyers, set to take effect on 1st April. For those looking to buy their first home, costs will RISE DRAMATICALLY if a purchase is not completed before 1st April 2025.

THE RENTERS’ RIGHTS BILL:
MAJOR CHANGES FOR ENGLANDS RENTAL MARKET
In response to growing challenges in the private rental sector and an acute shortage in rental properties; the government has introduced the Renters Rights Bill, aiming to enhance security and fairness in England’s Private Rental Sector (PRS). Here’s a summary of the bill’s most impactful changes.
Ending Section 21: “No-Fault” Evictions Abolished
Section 21, known as the “no-fault” eviction clause, allowed landlords to evict tenants with two months’ notice and without providing a reason. However, the process often took much longer, stretching to 27 weeks on average if contested. It is worth noting that in 2023 less than 1% of all private tenancies required a possession order to be granted by a county court. Removal of Section 21 is expected to improve renters’ security; however, it is likely to lead to an increase in County Court Judgments issued against tenants who are at fault.
Expanded
Grounds for Possession Under Section 8
Section 8 will be the primary route for landlords to reclaim their properties, and there will be new grounds to balance the needs of landlords and tenants. These provisions will allow landlords to give four months’ notice if they want to sell or move back in. These grounds cannot be used in the first 12 months and come with restrictions, such as a ban on re-letting for another 12 months. The bill also includes stricter grounds for repossession due to rent arrears and anti-social behaviour.
A Single System of Periodic Tenancies
The bill proposes to remove traditional fixed term tenancies replacing them with rolling contracts. This allows tenants to remain indefinitely unless the landlord invokes a valid ground for possession. Tenants can leave with two months’ notice, while landlords remain able to reclaim their property, provided there is a valid ground. Despite initial concerns, the impact on landlords may be limited, and rents are expected to rise.
A digital property portal and mandatory Landlord Redress
Landlords may be fined £7,000 if they fail to join the Ombudsman Scheme. They will also need to register each property on a PRS database if they want to recover possession in the future.
Conclusion
The Renters Rights Bill introduces several changes that will redefine landlord-tenant relationships. By removing Section 21, setting stricter controls on rent increases, establishing periodic tenancies, and refining possession grounds, the bill aims to shift the balance toward tenant security holding landlords to account. I, however, see rents continuing to go up and tenants having even less choice until enough homes are built to meet increasing demand.
Regulating Rent Increases: New Rules Under Section 13
Rent increases will be limited to once a year, with a two month notice. These must align with market rates, and tenants can challenge excessive increases through the First-Tier Tribunal. This change aims to make rent adjustments predictable and fairer. However, with many landlords exiting the market due to economic pressures, the rental supply remains strained, which could hinder affordability. Landlords may even feel compelled to increase rents to cover costs in anticipation of these changes.

Our mission is to provide essential food and household items to the 32 food banks we support throughout North London and Hertfordshire.
The Winter Struggle
Winter is a particularly challenging time for many families. With energy prices soaring, the cost-of-living crisis has left countless households in a dire situation. Recent statistics reveal that over 700,000 children in London are living in poverty. The number of people experiencing food insecurity in the UK has surged, with 13.6% of households reporting they ate less, or went a day without eating, because they couldn’t afford food.

Noah’s Ark Children’s Hospice, based in Barnet, helps babies, children and young people with life-limiting or life-threatening conditions, and their families, to make the most of every day. And for those that do die young, they do all they can to bring comfort to their last moments.
RISING TO THE CHALLENGE EVENT
Noah’s Ark ran their annual fundraising appeal, From That Moment this autumn raising an impressive £1 million with the support of the local community.
