Low Carbon Energy Assessors (LCEA) Ltd operates throughout the UK. A multidisciplinary firm of chartered quantity surveyors with building engineering services and low carbon CO2 energy expertise. We are accredited commercial energy assessors with The Royal Institution of Chartered Surveyors (RICS), Building Research Establishment (BRE), Stroma and Regulated by RICS.
Commercial Energy Performance Assessments What are the legislative requirements?
Commercial Energy Performance Certificate (EPC) are required whenever a property is constructed, sold or rented. Upon construction and some alteration works / extensions.
It is the duty of the person responsible for construction to obtain a Commercial Energy Performance Certificate (EPC) for the building, provide it to the new owner and notify the local authority building control officers or approved inspectors once this has been done. Building control will only issue a final completion certificate once they are satisfied that the EPC has been properly produced and provided to the relevant party. This procedure also applies if modifications to a building has created greater or fewer parts designed or altered for separate use. Upon sale or rental
Buildings that are to be sold or rented, the building owner is responsible for ensuring that an EPC is made available to all prospective purchasers and tenants before advertising the building. Why act now?
The penalty for failing to make an EPC available to any prospective buyer or tenant when selling or letting is in most cases at 12.5% of the rateable value of the property up to a maximum of £5,000. Failure to produce the relevant documentation to an authorised enforcement officer when required incurs a penalty of £200.
Part L 2010 Building Regulations Compliance Checks Building Regulations require all buildings to achieve a minimum energy performance as laid down in Part L for England & Wales, Section 6 in Scotland. The calculations must be performed by Accredited Energy Assessors using approved software that complies with the National Calculation method. As Chartered Quantity Surveyors, LCEA offers a comprehensive service to the design team from initial concept to technical design to ensure the most cost effective options are adopted ensuring the best overall performance and energy rating. We have invested in ‘state-of-the-art’ DesignBuilder software that allows us to quickly assess and advise on design decisions and produce the required compliance reports and EPCs. Combined with our in depth knowledge and experience we are able to offer: • Rapid assessment of design decisions based on concept sketches • Ability to adjust our energy models to work with minimum of detail for constructions and building services at concept stage and edit as design develops • Option to perform energy performance calculations at any stage to check compliance.

What are the legislative requirements?
What is BREEAM In-Use?
A Display Energy Certificate (DEC) and Advisory Report are required for buildings occupied by either a public authority, which includes central or local government departments and some non-departmental public bodies. It is also required for an institution providing a public service that are traditionally provided by local or national government, or are traditionally funded by the taxpayer in England and Wales, subject to the gross internal floor areas.
BRE Environmental Assessment Method (BREEAM) is one of the most widely used environmental assessment method for buildings. It sets the standard for best practice in sustainable design and has become the measurement tool to provide a rating for the building's environmental performance.
Why act now?
Failure to display a valid DEC in a prominent place clearly visible to the public is £500 per offence. Failure to have in possession or control a valid advisory report is £1000 per offence. The penalty for failing to produce the relevant documentation to an authorised enforcement officer when required is £200.
Air Conditioning Energy Efficiency Inspections

BREEAM In-Use is a new scheme to help building managers reduce running costs and improve the environmental performance of existing buildings. BREEAM In-Use enables building managers to self-assess the performance of their portfolio. The assessment enables building managers to see the impact of their building and existing systems and initiatives, as well as the potential impact of any proposed changes. LCEA have a BREEAM In-Use Auditors license to verify the building managers' self assessment and provide a valid BREEAM certificate.
What are the legislative requirements?
Air conditioning energy inspections is a requirement from the Energy Performance of Buildings Directive (EPBD) and requires regular inspections of air conditioning installations. These inspections are in addition to the inspections required to meet statutory and duty of care obligations. Only accredited air conditioning energy assessors are able to assess and issue the statutory reports. It is the responsibility of the person who controls the technical functioning of the air conditioning system to ensure that it is inspected at regular intervals not exceeding 5 years. Why act now?
Failure to commission, keep, or provide an inspection report when required is £300 per offence. There is also a £200 penalty for failure to produce the relevant documentation to an authorised enforcement officer when required to do so.
