La seconda parte del Portfolio è inerenti ai lavori svolti in ambito accademico durante la frequentazione del corso di specializzazione in Urban Planning and Policy Design.

The second part of the Portfolio is related to the work carried out during the academic field while attending the Master Degree Course in Urban Planning and Policy Design.

Viene dato risalto, come nella prima sezione, agli elaborati grafici principali eseguiti durante i corsi, accompagnati da brevi testi sintetizzanti i contenuti dei progetti. Quest’ultime descrizioni saranno presentate in inglese, lingua utilizzata durante l’intero Corso.

As in the first section, emphasis has been given to the main graphic works produced during the courses, accompanied by short texts summarizing the contents of the projects. The following descriptions will be presented in English, language used during the entire course.

WATER AND VEGETATION MANAGEMENT A massive reforestation programme will be done to ensure the creation of new green areas in residential and wasted spaces. New green areas will be provided, new permeable lands to manage the floodings identified in the atlas, vegetation to help feed the biomass plants, removal of invasive vegetation and creation of retention basins in green spaces. Looking at the generic vegetation scenario, the lakes have been consistently connected with the green network in an effort to revive them and make them more accessible and attractive to the public.

ENERGY PRODUCTION AND NETWORKING The main goal from the energy point of view is to assemble an autonomous system of production and plant maintenance that does not need external inputs to maintain its efficiency. The project focuses on two directions: the energy self-production of neighborhoods and individual buildings (taking advantage of the low population density and economic incentive policies) and a system of small electrical systems widespread in the territory to compensate for the shortcomings due to the non-convertibility of some districts. To make the strategies effective on widespread territory, the networking strategy is equally important as the productivity.

MOBILITY AND TRANSPORTATION OF RAW MATERIALS New pedestrian routes as well as bicycle lanes are provided. This is with the quest too encourage the use of green transportation. Also, the new parksystem around the Idroscalo necessitated the redirection of one of the roads to eliminate a rather redundant portion and creating a different connection. Roads and pedestrian paths are also furnished with green as already expressed in the design for green resources earlier on. The newly created M4 has been identified and incorporated with the design suggestions. New roads will provide connection between the productive fields for biomass woods and the related energy plants to improve their efficiency.

SOCIAL AND ECONOMIC RENEWAL The overall social transformation of the territory will help ensure a successful environmental rebalance and push towards a dynamic equilibrium and a improved indipendece from the city center of Milan. The renewal of public space, abandoned building and wasted fields but also the revitalization of certain strategic path throght new commercial and tertiary activities are the key-elements of this part of the project. For a better control of the local dynamics of the individual micro-communities civic centers are envisaged where citizens will be called to interct during the participatory planning phases.

CENTRALITY Developing the center of Pasolini park as a centrality able to host city scale events and facilities. SUGGESTIONS OF IMPLEMENTATION

The following pictures represent possible scenarios of development of particular points of intervention within the plan. The chosen design does not represent any kind of prescription but only a reflection of the possible performances of every action.

The new University-Aree Annesse Sud overpassing link The new footbridge which could connects the elevated platform of the Faculty of Agriculture and Aree Annesse Sud, where the development of the new settlement will take place. The chosen option shows the easiest way to design this link, a single roofed overpass that do not involve the fluxes of viale Fanin and not considering the option of creating a fork able to reach FICO. The students can reach Pilastro through a safe and fast passage, overcoming every existing physical barrier currently located in-between the cluster and the neighbourhood.

Virgolone’s ground floor opening and parking plots reappropriation In order to provide a direct link between Meraville and Pasolini Park the opening of the central ground floor of Virgolone is essential. This action opens few possibility of development concerning the in-between space from the residential building to the mall, involving, in particular, a partial redesign of the parking plots of it. In this scenario, connection has been developed through the transformation of the plots in semiprivate gardens and allowing the fluxes of people to pass through the bearing structure of the Virgolone building.

Pilastro Mall: crossing point centrality The expected improved relation between the neighbourhood and Maraville could provide a progressive departure of the commercial services provided by the central Pilastro Mall. This hypothesis can represents fundamental opportunity for redisegning this place and the relation of it with Pasolini Park and the Central Spine. The chosen option integrally keeps the existing structure, allowing an easy path between every side of the building. The internal space will be reformulated in order to amplify the commercial/service flexibility of it.

Meraville’s new accesses in direction of Pilastro: a reversal of the past relationship The past conflictual relation between Pilastro’s people and Meraville is, nowadays, a waning phenomenon that will be totally forgot in the next years. Following this dynamic, the existing spatial barriers will be eliminated and new points of passage will open, finally integrating Meraville within the neighbourhood life. IMPLEMENTING A THREE-PRONGED APPROACH

Drawing from the mechanism of the “machine model’ with the three gears, the proposals in this study will be based on a three-dimensional approach in order to tackle the issues of both sites as holistically and comprehensively as possible. As illustrated in the scheme, all three dimensions - physical, economic and social - are interconnected in the sense that their respective outcomes are expected to trigger a chain of positive results.

By pinpointing and reviving the many different “shadow areas” scattered across both neighbourhoods, a network of hidden local strengths and untapped potentials can be traced, built and strengthened. The strategic identification, transformation and interconnection of these dispersed dim points will be the impetus needed to rekindle the synchronicity and harmonious efficiency that have lain dormant for decades in both neighborhoods. PINI'S ARTS DISTRICT AGES 6-20

The park of the former Paolo Pini psychiatric hospital is located in a prime location in Comasina; however, it is currently not used to its full potential. An active pilot initiative meant to improve the liveability of the neighbourhood in a way that would also benefit the youths is the Non-Scuola school of theatre. Since this park has a lot of potential and reusable spaces, also because of the presence of the theatre and the art exhibition, the idea of introducing an art district dedicated to design, multimedial and performing arts talents of the youth in Comasina could give to the area a strong enough identity to represent both a catalystist element for the social improvement of Comasina and a way to attract external users within the district.

The expected resizing of those services in the following years opens up the possibility to a radical change of use, in line with the proposal of creating the Art District. The shape of the architectures, flexible, simple but not banal, make it possibile to transform the interiors in workshops of different kind. According to the purpose of the Non-Scuola project, these action will make possible to expand the offer of extra-school activities for Comasina's young inhabitants in general, without any hard age division, allowing them to explore a variety of options for a cultural growth and entertaining. This will partially overcome the general lack of spaces and possibilities that Comasina has to offer to this marginalized and fundamental layer of population.

The project selects a specific part of the park, the farest from the main entrance of the site, along the main axis of it. The complex will branch out behind the existing Teatro Cucina, exploiting the presence of buildings currently used as storages of healthcare and urban cleaning services.

GASTRONOMY HUB AGES 13-20

The Gastronomy Hub will be a colossal “human-centered” project fostering social inclusion, fighting food waste, promoting nutritional education among youth and other members of the community through the power of food. In order to exploit the vastness of the wastelands located in the Northern sector of Comasina, and at the same time intervene by tackling the local issues of generational and ethnical separation within the neighbourhood, the Hub will be established as a landmark project. One that would signal a new era and fresh outlook on the next chapter for Comasina.

The Hub is envisioned to be a dominant element of the district, able to match the interests of the diverse social mix of not, just Comasina, but eventually the city of Milan – all through the uniting Development of the site will host not only the Hub itself, but a series of complementary services dedicated to neighbourhood life and linking the existing activities of the area with the Hub itself. The core of the Hub would co+mprise a culinary training center, restaurants, cafés, public gardens, orchards and greenhouses will be a meeting point an open space in juxtaposition with the physical closure of Comasina.

A site where food education and discovery collide within the main building of the Hub. Conference rooms, flexible spaces, laboratories, expositions and an ethnic café will incarnate a main role into the integration dynamics between the different populations, not only of the neighbourhood but of the whole city.

In order to exploit the different cultures findable with the neighbourhood the education about foreign cousines will represent a key element for the interlacement between local and far traditions.

The Vocational Training Center will focus on offering valuable skills that will be useful to inhabitants of the neighbourhood searching for job opportunities – particularly those individuals who were unable to pursue tertiary-level education or acquire the necessary qualifications to match the needs of the job market. The center will offer a range of programs and courses that will enable enrolled students to explore different career options and develop skills and capabilities that will prepare them for industry-specific work or advanced education. These programs would not only prepare students for construction and manufacturing industries, but also for creative jobs in business, health services, arts and design, cosmetology, technology, auto mechanics, carpentry, masonry, small engine technology, etc. Courses offered would be selected according to the demands of the job market.
