www.essentiallyworthing.co.uk The first glint of spring sunshine usually highlights one stark reality – how badly the car needs a wash. If yours is covered in less-than-witty-messages scrawled with a thoughtful person’s finger, it’s time to unearth all that cleaning equipment you buried in the shed around last October, and get cracking. This, of course, is when you discover the shortcoming of your hosepipe, which now resembles a dead boa constrictor. Then, after a fruitless search for all those brushes and sponges you store up for car-washing, you remember how they were all relegated to the wheelie bin as being too disgusting to continue using. You had every intention of replacing them, of course. But didn’t. Let’s assume you’ve sorted out the kit and, gritting your teeth, you get started. It’s drizzling a bit, but what the heck? You notice the gathering seagulls perching on a nearby roof as, covered in suds (80% on you, 20% on the car) you battle grimly on. The drizzle eases and at last you stand back, contemplating your handiwork in some amazement. The seagulls are looking decidedly interested now.

In the Mood for a family event at Tangmere

There’s a great day out for the whole family at Tangmere Military Aviation Museum this month – with oodles of special attractions as well as the permanent museum exhibits. With stalls and competitions, a treasure hunt, a fire engine, Southdown bus and police car on display, re-enactors, open cockpits to explore and special visits from several Military Vehicles – there’s plenty to keep everyone occupied. During the afternoon, there’s also a rare opportunity to meet WWII veterans of RAF Bomber Command, as they’re on hand to sign prints, cards and books available in the Museum Shop, in aid of Bomber Command Memorial Fund.

Check out the special book launch of Great War to Great Escape, the story of Bernard ‘Pop’ Green who participated in the real ‘Great Escape’ and later lived in Chichester. Wendy Greene talks to Robin Hallett about the joys, rules and responsibilities of kite surfing in Worthing

Robin Hallett was happily windsurfing in Maui, feeling great at having achieved a high level of proficiency, when something flying above his head caught his eye. It was a kite manned by Robbie Naish the man, in part, responsible

for inventing the sport of kite surfing and its manufacture. “I was captivated,” says Robin, founder member of Goring Watersports Club. “I took the first opportunity to meet the man, learn the basics and buy the equipment.”

Since then Robin has used the teaching skills employed in his day job, running Oak Grove College Sixth Form, to develop his own specialised kite surfing school from Goring’s Greensward. As with many new activities, the law has to catch up with the invention, and the National Governing Body for Kite Surfing (BKSA) was set up to regulate the sport. Robin soon found, however, that one-size-fits-all regulations didn’t necessarily work in Worthing, so with continued negotiation with the BKSA and Worthing Borough Council has formulated ways to keep, not just the kite surfers, but also other Greensward users safe, happy and having fun. Robin isn’t just passionate about his sport. He cares deeply about the local community and the training and education of his students. As Robin points out, the Greensward is for everyone and with a little guidance can continue to be a focus of lifelong leisure for all. Respect, and Health and Safety are paramount. “Legally the limit for teaching kite surfing is four students to each teacher with two kites,” says Robin, “but with the formation of Goring Watersports Club, we’ve restricted this to one kite per instructor at the

Greensward, which the council welcomes. It doesn’t take long to become proficient, but unless you’re taught how, when and where to launch, there can be serious implications.” There are strict rules in learning to kite surf to ensure safe progression, and students can only join the club via the BKSA, gaining 3rd Party Liability Insurance right from the start. Those who are fully trained need to check before visiting other parts of the coast as byelaws vary. Even along the Sussex coastline, there are variations in permitted usage. Use of land boards, for example, is totally outlawed in this area, yet permitted elsewhere. Robin’s dedication and enthusiasm makes him the sort of teacher you wish you’d had at school. His inclusive outlook and attention to detail have ensured that Goring

Green Cuisine – doing their bit to help abandoned animals Award-winning local restaurant Green Cuisine in Worthing’s Rowlands Road are well known for their brilliant events organised to support local and national charities, including WADARS, WCHP and St Matthew’s Church Hall Extension Project. In May their charity of the month is Greek Animal Rescue (GAR), a charity which seeks out stray and abandoned animals abroad and helps to re-home them in Britain. Worthing couple Paul and Titch are actively involved. “We’ve rescued eight stray dogs from Greece, all of whom suffered terrible abuse in the past,” says Titch. “Our latest

addition, Oratios, is a stray dog from Athens who was badly scarred in an acid attack. He then spent seven years chained to a tree, so he is now enjoying every moment of his new-found freedom!” Titch and Paul travel to Greece twice a year, taking supplies to shelters and assisting vets on Spay-athons, where as many stray cats and dogs as possible are sterilised to help control the population. They also bring dogs and cats to new homes in Germany, Holland, Belgium and the UK.

Per person: 6 or 7 small new potatoes, scrubbed but not peeled (if large, cut them in half) 3 garlic cloves, crushed (wet garlic can also be used) leaves from a sprig of rosemary or a few sprigs of thyme or summer savory, chopped 1 tbsp virgin olive oil sea salt and freshly ground black pepper

Place the potatoes in a bowl with the garlic, herbs and olive oil. Season well and toss to coat in the oil and seasonings. Cut a square of baking parchment large enough to hold the potatoes comfortably and fold it in half to make a crease. Unfold it and lay the potatoes on the lower half. Bring the rest of the paper over the potatoes and roll it up lightly along the edges to form a pouch (a bit like making a pasty). Make sure that the package is well sealed. You can staple it, if you like. Bake in an oven preheated to 200°C/Gas Mark 6 for 40 minutes and serve immediately. The packages will puff up. Put them on serving plates so everyone can open theirs at the table. Try adding a little saffron to the potatoes with the oil and seasonings.

The Curse of the Short Lease The ‘Right to Manage’ your own flats An unexpired lease term of less than 80 years on a residential flat is considered to be short and can affect saleability, says Julian Wilkins

What’s more, an unexpired term of less than 70 years makes the flat unmortgageable with many mainstream lenders. Faced with such problems many leaseholders approach their freeholders for lease extensions and, not knowing they can challenge the terms offered, agree to the freeholder’s offer. However, leaseholders have rights under the 1993 Leasehold Reform, Housing & Urban Development Act which gives them the legal right to a statutory lease extension. This statutory lease extension gives leaseholders a 90 year extension to add on to their existing unexpired term. It also includes the extinguishment

of any further ground rent payments and the right to have the premium determined by the Leasehold Valuation Tribunal, if this cannot be agreed. Such terms are far better than those normally offered by agreement, which typically include an extension to a new term of only 99 years, with a high ground rent that increases regularly and an inflated premium. Before agreeing to the freeholder’s offered terms, leaseholders are advised to seek their own independent advice. The Commonhold and Leasehold Reform Act 2002 provides the right for leaseholders to force the transfer of the landlord’s management functions to a special company set up by them – the right to manage company. The process is relatively simple. The landlord’s consent is not required, nor is any order from the court. There is no need for the lease-holders to prove mismanagement by the landlord. The right is available, whether the landlord’s management has been good, bad or indifferent. The right is exercised by service of a formal notice on the landlord. After a set period of time, the management transfers to the right to manage company (RTM), which has been set up by the leaseholders. Once the right to manage has been acquired,

the landlord is also entitled to membership of the company. If the takeover of the management is to be successful, there are important issues to consider and a substantial amount of work to be done before service of the notice. You should also be aware of the responsibilities that come with self management, which is not for the inexperienced. It would be wise to appoint an experienced agent to look after the RTM and everyday management issues. Says Alice Bock, “I want the residents to feel relaxed and completely at home. Our ethos is to allow each individual to live life according to their own choices – not those prescribed by others. Having a secure site, we don’t need to lock doors or over-medicate unnecessarily.” Wraysbury House was originally bequeathed to Worthing Society for the Blind, who ran it as a home for many years before selling it to raise funds for their new needs. Alice has taken this lovely old house and re-modelled it to the standard and style she requires. She is very happy to give a guided tour to anyone interested in securing a place.

“There’s plenty of entertainment and activities – as well as a hairdressing salon and aromatherapy sessions,” says Alice. Respite care is also available, giving carers a chance for a well-earned break. It’s also a good way to find out if it’s the way forward for an elderly infirm relative who is struggling at home.
