Coconut Wireless COUNTY COUNCIL STILL HATES SUNSHINE LAW

WHAT’S OUT OF BALANCE AGAIN? The word is “rebalance.” I’m not really sure it’s actually a word (outside jargon-laden military-political circles, that is), but it’s apparently what’s happening in U.S. strategy in the Pacific these days. Or needs to happen, I guess. I saw the word twice in two separate Aug. 22 press releases concerning the same event: U.S. Secretary of Defense Chuck Hagel’s recent visit to the Kaneohe Marine base on Oahu. Not surprisingly, both U.S. Senators from Hawaii–that would be Democrats Mazie Hirono and Brian Schatz–found time in

their busy schedules to meet Hagel at the base. “I was glad to join Secretary Hagel in Hawaii today and discuss with him important issues facing Hawaii bases,” Hirono said in a press release from her office. “Hawaii is critical to the military’s rebalance to the Pacific, but many base infrastructure improvements still need to be made. I also commended him on positive steps DOD is taking to curb sexual assaults in the military, an issue that still requires much more work.” Schatz, in a separate news release, said pretty much the same thing. “I join all of Hawai‘i in welcoming Secretary Hagel, and thanking him for visiting with our men and women in uniform and thanking them for their service,” he said. “Secretary Hagel emphasized that Hawai‘i is a crucial and enduring hub for the U.S. military, especially as we rebalance to the AsiaPacific region now and in the years to come.” Apparently, the buzzword “rebalance” is all the rage right now. An Internet search of the terms “rebalance” and “Hagel” turned up more than 22,000 results, if that’s indicative of anything. As to what it actually means in human terms, who knows–beyond the fact that the U.S. military is expanding in every way possible into a part of the world that it hasn’t been that strongly concerned about since, oh, the Vietnam War. In any case, such visits serve as good re-

minders that, liberal though they are, Senators Hirono and Schatz will also find the time to support U.S. military power–especially when it translates into jobs and economic development in their home districts.

MAUI NEWS DECLARES WAR ON SYRIA

So it looks like open meeting lawsuits against the Maui County Council are becoming a regular thing. On Aug. 19, The Maui News reported that some Ka’anapali timeshare owners associations filed suit against the county saying “a Sunshine Law violation occurred when council members considered property tax rates for fiscal 2014.” As expected, this new lawsuit cites the Aug. 8 Hawaii Supreme Court ruling in the Sunshine Law case Daniel Kanahele vs. Maui County, in which the high court found that a county council committee had violated the state’s open meetings law by circulating written memos that weren’t properly publicized to residents. The only thing surprising about the latest case is that there aren’t more of them coming to light. Members of the Maui County Council–usually the chairpersons, in fact–have long complained about the state Open Meeting Law’s requirements and have long called for getting rid of the mandates that they meet in public: • In 2005, Maui County Councilmember Riki Hokama called on the state Legislature to exempt the council from the Open Meetings law. “[T]he Sunshine Law detracts from the effectiveness of county councils in carrying out their legislative responsibilities,” he said at the time, which drew immediate and substantial opposition from residents and officials across the island. “What the council chair and associates are proposing is to move us toward efficiency at the expense of the community’s right to know and ability to speak out,” Mayor Alan Arakawa said at the time in a Maui News editorial. • In early 2012, Maui County Council members Danny Mateo, Joseph Pontanilla, Bob Carroll and Mike White all wrote letters to the state House Judiciary Committee saying they supported HB 2742, which would have–you guessed it–exempted County Councils from the Sunshine Law. “[W]hen applied to an elected board like a county council, who has direct accountability to the electorate and a broad range of responsibilities, these same [Sunshine Law] interpretations unjustifiably interfere with the important legislative work of the County Council,” Mateo wrote. For that reason, Mateo added, “the State Legislature was wise to exempt itself from the Sunshine Law, and should give the same consideration to the county councils.” Needless to say, the bill went nowhere. • In her bizarre post-Aug. 8 ruling press release, current Maui County Council Chair-

person Gladys Baisa openly displayed her contempt for the open meetings law. “Though I have my issues with the Sunshine Law, the Council always goes beyond the call of duty to attempt to ensure we operate in full compliance, as can be seen in this opinion,” she said as though the court had not, in fact, smacked down the council. Look, if Maui County Councilmembers don’t like a particular law, and aren’t shy about telling the public that, then that’s cool. They have a freedom of speech just the rest of us. But what they can’t do is let their opposition to a law that requires them to operate in the open allow them to slack off on adhering to that law, as these lawsuits seem to indicate.

Speaking of war, The Maui News’ Aug. 26 staff editorial (which comes from the desk of publisher Joe Bradley) all but called for an immediate total assault on Syria. Using the word “monster” three times in as many column inches to describe Syrian dictator Bashar al-Assad’s recent alleged use of chemical weapons in that country’s civil war, The Maui News said the U.S. and its allies “must act very soon to stop the slaughter and remove Assad from power.” “What kind of man would sanction the killing of so many innocents?” the editorial asked. “How could someone who is a father slaughter children?” Not to throw too much cold water on The Maui News’ rally for yet another righteous war against a Middle Eastern nation–or diminish the severity of Assad’s crimes if he, in fact, did gas his own people–but the United States is hardly of moral standing to lead such a crusade against weapons of mass destruction. To the questions the paper posed about “what man” would do such horrible things, the American President Harry Truman comes to mind. News Of The Weird HAUTE WATER The upscale restaurant at the Los Angeles County Museum of Art announced in August that it would soon add a 20-item selection of waters from around the world, priced from $8 to $16 a bottle (except for a $12 “tasting menu”). Martin Riese, general manager of Ray’s & Stark Bar, who is also a renowned water gourmet, will sell his own California-made 9OH2O, which comes in “limited editions of 10,000 individually numbered glass bottles” at $14 each. Said Riese, “[M]any people don’t know that water is just as important to the entire dining experience (as, say, a good wine).” Riese has been certified as a Water Sommelier by the German Mineral Water Association.

A security lab, delivering a report to the makers of software for a luxury Japanese toilet, warned that a flaw in their Android program renders the toilet hackable–even while a user sits on it. The Satis (which retails for the equivalent of about $5,600) includes automatic flushing, bidet spray, fragrance-spritzing, and music, according to an August BBC News report, and is controllable by a “My Satis” cellphone app. But the PIN to operate the app is unalterably “0000,” which means that a prankster with the app could create some very uncomfortable mischief in a public restroom.

BAD BIRD NEWS British birdwatchers were especially excited by news earlier this year that a rare Whitethroated Needletail (the world’s fastest flying bird) had been spotted on the U.K.’s Isles of Harris–only the eighth such sighting in Britain in 170 years–and ornithologists arranged for an expedition that attracted birdwatchers from around the world. A June report in the Daily Telegraph noted that about 80 people were on the scene when the bird appeared again, but then had to watch it fly straight toward the blades of a wind turbine. (As the event might be described by Monty Python, the bird thus joined the choir invisible, left this mortal coil, became an ex-White-throated Needletail.) ■

If only the movie had a better ending than the world

ary (played by Simon Pegg) wants to relive the glories of the 1990s so badly that he reunites his old high school chums and band members, coercing them into recreating a legendary pub crawl from their youth. Problem is, Gary is in rehab, a delusional burnout and his former buddies don’t really like him. In particular, Andy (played by Nick Frost) wants nothing to do with him and only joins the old crew out of pity. Over the course of an odd, somewhat strained reunion, Gary and his group hit one bar after another, with sobriety and niceties fading away. Then something really bizarre happens in the men’s room and the whole evening changes... This is the third film collaboration between Pegg, Frost and Edgar Wright, following their wonderful Shaun of the Dead and the uneven but pretty funny

Hot Fuzz. Unfortunately, while their latest has some good laughs, especially early on, it’s the least of their three comedies. The movie is like a barfly who boasts that he can hold his drink, until he gets wicked pissed and stumbles out of a bar. Wright’s Scott Pilgrim Vs. The World demonstrated a distinct, sometimes brilliant approach to its storytelling, particularly in the way it was edited. The World’s End plays like an over-extended episode of Spaced, the clever, pop-culture crazed TV show that heralded the debut of Pegg, Frost and Wright. They’ve never been afraid to embrace the absurd or adapt sci-fi and horror genres in the midst of telling stories about loyalty amongst middle class friends. The World’s End has the bollocks to go fearlessly over the top. It doesn’t have the good sense to realize that, the further it tumbles down the rabbit hole, the more it loses the heart, humor and soul of its promising first hour. Without giving anything away, the threat that enters the story offers keen visual references to British sci-fi horror films Village of the Damned, Children of the Stones and Invasion of the Body Snatchers. The narrative gear switching doesn’t elevate the film.

Our saviors?

It smothers a comedy that didn’t need the fantasy angle. Audience goodwill can go a long way to buffering what a disappointment this is, though it’s clear the creators peaked with Shaun of the Dead and should have quit while they were ahead. Instead of more laughs, this offers a lot of fight scenes, which isn’t really what you’re hoping for in a Pegg/Frost comedy. Like the unfortunate Paul, which Wright didn’t direct but Pegg and Frost wrote, their latest has a heavy-handed, out of left field attack on God and organized religion. The scene in question, which I won’t reveal, is like a flatter take on the infamous “Why does God need a starship?” scene from Star Trek V. I like constructive debate

about religion in films but here, it comes across as heavy-handed, on-the-nose obvious and flat. Pegg and Frost are due a pub crawl of their own with Richard Dawkins any day now. Fine, but they need to make a movie where they directly go after religion and stop inserting their commentaries into movies that don’t need them. Rosamund Pike, Pierce Brosnan, Paddy Considine and Martin Freeman are among those in the supporting cast who offer wry, fine tuned comic support.The opening, which mirrors a famous montage from The Rules of Attraction, is an enjoyable flashback sequence that perfectly sets the tone. It’s a shame that Wright and his movie lose their footing so disastrously in the second and final acts. ■

They’re mostly so eager to please that they end up guessing—and guessing wrong, which leads to all sorts of other complicated wrinkles and annoyances. Avoid having to balance those good intentions against your disappointment: Grab a megaphone and start yelling. It might feel unnatural to hurl your wishes into the air with all the force your lungs can muster, but you’ll get over it when each and every one comes true. LIBRA (SEPT. 23-OCT. 22) It’s scapegoat season again, and you’re miles from any haven where hunting is off-limits. Whether you’re the distributor of discipline this week, or the castigation catcher, I’m sure you’ll have fun (and happily review a couple half-forgotten lessons). Just don’t make a habit of this. As exciting and interesting as it can be to tear down useless walls (in your soul or somebody else’s), it’s more important that you save your strength and time for the impressive construction work of the coming months: structures dotting your shared inner landscape that are more massive and cooperative (and beautiful) than anything you’ve ever attempted before. AQUARIUS (JAN. 20-FEB. 18) This week I’d like you to concentrate on overcoming the misery of gadgetry. You’re too much under the influence of some of the technology that surrounds you, and you end up feeling—rationally or irrationally— that you’re its servant, and not the other way around. Revolt against your cellphone, television, or Internet addiction. Reduce their behemoth proportions to more reasonable priority levels. Your first week off high-dosage tech might be rough, but by week

three, you’ll be happier and more engaged with the world than you have been in a year. PISCES (FEB. 19-MARCH 20) You might as well throw in the towel this week, because all your ventures will probably fall flat. If you succeed right now, it’ll most likely be by accident, not by trying as hard as you can. Don’t abandon your loftiest ambitions, just put them on hold for a week or two. They’ll still be there later, when the inhibitive astrological influences don’t have you pinned to a board. Sadly, this week doesn’t herald an end to all fear (like you yourself, some of them have more than nine lives, and will return in a new form), but you should be able to utterly kill (and be rid of forever) at least two or three. TAURUS (APRIL 20-MAY 20) Your naturally iron stomach may protect you from mild food poisoning, but that’s no reason to purposely ingest anything even slightly toxic. Sure, go ahead and exercise your digestive advantage if you have a good reason, like: It’d be fun to go on a bender with your college buds, impress a chick with your pufferfish ingestion, or kill that parasite you picked up in Zimbabwe. But I’m guessing that none of the reasons you’re given (or can think up) are even half as good as the ones I mentioned, so by all means, don’t be stupid. If you see something (or someone) toxic, stay away. GEMINI (MAY 21-JUNE 20) Your life is rife with deficiencies. I’m not talking parts of your personality; we both know you’re pretty much one of the most chill, well-adjusted people out there. I’m talking about what you’re taking in—and what you’re not. There’s a certain element, as essential as Vitamin C, that’s just plain missing from your life. You know what I’m talking about. You’d better find a way to supplement your spiritual diet with some form of what’s absent, or you may come down with a bad case of soul scurvy. Hint: You already know a perfect (and willing) source of your malnourishment’s remedy. It’s only a phone call or email away. CANCER (JUNE 21-JULY 22) Hard and fast rules of morality won’t serve you well. Sometimes, albeit rarely, violence, assholism, theft, or deceit is justified. I’m not presenting an ends vs. means argument here. I’m simply pointing out that occasionally one of those extremes represents the lesser of evils. I’m discouraging the infamous Cancer Cling on all fronts, but this week most of all I wish you’d resist rigidity regarding your principles. If you can’t think outside the arbitrary ethical boxes you’ve drawn, you won’t be able to deal when, like right now, all your viable options lie outside of them. LEO (JULY 23-AUG. 22) Take off your blinders. It’s simply time to stop fooling yourself. You can’t blame the deception you’re suffering from on anybody else; you’re not naïve enough for anyone to pull wool this thick over your eyes. The only person who could maintain this unbelievable charade is you. The problem: a war between your gut and your desire. You want something to be true, or real, while deep down you know it’s not. It’s hard to admit to yourself the truth of the situation because it’s anathema to your hopes (which are slightly unrealistic, but only for the moment).
