MAUI BRAVELY MARCHES INTO 20TH CENTURY IN SEARCH FOR NEW POLICE CHIEF
HAWAII CONGRESS MEMBERS WEIGH IN ON SHINSEKI RESIGNATION Normally I don’t publish items on national stories, but given my recent cover story on my friend who killed himself six months after his discharge from the U.S. Army (“Transition Has Been Hell,” May 22, 2014), I’ll make an exception. My story dealt with the large numbers of veterans who kill themselves every year–which is in excess of the civilian suicide rate–but while reporting that story I couldn’t help but notice that other news organizations were exposing just how the Department of Veterans Affairs (VA) was woefully unable to deal with the nation’s veterans. Inadequate health care, horrible wait times to get care and fraudulent reporting on those wait times to ensure executive bonuses–it was all too familiar with me. On May 30, after weeks of headlines denouncing the VA, Veterans Affairs Secretary Eric Shinseki–who was born in Kauai and once held the post of U.S. Army Chief of Staff–resigned. Almost immediately, congressional representatives and senators started issuing press statements. Democratic U.S. Senator Brian Schatz, whose statement on the resignation hit my inbox first, offered measured anger at the VA’s
inaction and incompetence but still managed to remain passive enough so as to not anger the Obama Administration, which is both responsible for the troubled department and has endorsed the senator’s bid for election this year. “General Shinseki is a war hero and public servant who gave everything he had to our country and the job of Secretary of Veterans Affairs,” Schatz said. “[But] The problems uncovered are appalling and unacceptable and the VA must deliver accountability for any wrongdoing and systemic changes to ensure this doesn’t happen again.” Democratic Rep. Colleen Hanabusa, who’s running against Schatz this year, took the same approach. “I think that while he would have liked to have been the leader who fixed the problems at the VA, he also recognized that we needed a change in leadership in order to proceed effectively,” Hanabusa said. “In that light, I think his resignation today is not a sign of failure, but of the same humility and dedication that he has always displayed in his years of service to our country.” Democratic Rep. Tulsi Gabbard, who is also a captain in the Hawaii National Guard, first noted that Shinseki is “an American hero,” but then aimed a flamethrower at his department: “But this day is not about General Shinseki,” she said. “This day is about all of our servicePHOTO COURTESY WIKIMEDIA COMMONS
A few days after Maui Police Chief Gary Yabuta announced that he was hanging up his hat and moving to Oahu to run a small, federally funded anti-drug office, an employee of the County of Maui stopped me. “What are you guys going to do if they chose a new Maui Police chief who’s more to your liking?” the employee asked. I told the employee, who holds a position of some authority, that I thought that highly unlikely, but the employee wouldn’t hear of it. “I hear they’re looking outside the department,” the employee said. “They could hire a woman, someone who’d make real changes.” “Then,” I said, “we’d write nice things about the chief.” “That’s not why I read MauiTime!” the employee said, and we had a good laugh. The thought of the Maui Police Department hiring a chief whose views on law enforcement coincide with this paper’s is about as possible as Hawaiian Commercial & Sugar announcing that they’re converting all of their 37,000 acres of sugarcane over to fruits and vegetables. It’s a nice thought, but not particularly credible. Of course, that hasn’t stopped The Maui News from reporting that a new day may, in fact, be dawning over at the department’s Wailuku headquarters. “We’re raising the bar,” the paper quotes Maui Police Commission Chairman Roger Dixon as saying in this May 29 story (subscription required). And how is the commission “raising the bar” in its search for a new police chief? By requiring–for the first time!–that “applicants for police chief have at least a college bachelor’s degree or be a graduate of the FBI National Academy in Quantico, VA,” the paper reported. They’re also increasing the chief applicant’s minimum number of years in law enforcement from five years–FIVE YEARS!–to 15. While Yabuta himself meets these qualifications (his bachelor’s degree is in sociology, of all things), apparently some of MPD brass doesn’t. And though Yabuta and his two im-
mediate predecessors had all been Maui PD deputy chiefs before rising to the top job, The Maui News also reported that the Police Commission is also considering making the chief’s job a five-year contract gig, like other big cities. Biggest of all, though, is the news that the commission will accept applicants from outside of Maui, though anyone who gets the job will have had to live in Hawaii for 60 days prior to getting the job. On paper, these are solid reforms, and might just lead to the appointment of a chief with far more progressive views on, say, the photographing of cops in public during the course of their police work. But given the fact that the Maui PD has basically policed itself for its entire life, I don’t think readers should worry about seeing MauiTime suddenly praise the department any time soon.

great Americans who sacrificed so much.” Democratic U.S. Senator Mazie Hirono, who’s not currently running for reelection to anything, took the most measured of all the stances. “General Eric Shinseki’s patriotism and dedication to this nation is without parallel,” she said. “I respect the Secretary’s decision to step aside in order to avoid being a distraction. The focus should be on delivering care to our veterans and ensuring the VA has the necessary resources to accomplish that.” Given that he’s now available, anyone want to draft Shinseki to be Maui’s new police chief?
COUNTY VIOLATING CLEAN WATER ACT We’ve known for a year now that the County of Maui’s Lahaina Wastewater Reclamation Facility (LWRF) has been damaging precious coral reefs just off Kahekili Beach (“Airport Beach”) in Ka‘anapali. It comes from the practice of injecting three to five million gallons of wastewater into the ground each day. In July 2013, the University of Hawaii released a study showing that an astonishing 64 percent of that wastewater is finding its way–through submarine springs– to the coral reefs off shore. “With elevated nutrients, acidity and temperature, combined with its low salinity and oxygen, the County’s wastewater is, sadly, a perfect recipe for destroying Kahekili’s coral reefs,” said Hannah Bernard of the Hawaii Wildlife Fund in a June 2 Earthjustice press release. “The dramatic decline of this once pristine marine environment is just heartbreaking. The County needs to take immediate steps to save what’s left.” A year before that study, in April 2012, the environmental law firm Earthjustice filed suit against the County of Maui in federal court, saying that the act of injecting wastewater into the ground at the LWRF was a violation of the federal Clean Water Act. On May 30, federal District Court in Honolulu agreed. It’s a big victory, and Earthjustice smells more than sewage in the water. “To discourage polluters like Maui County from using our oceans as their dumping ground, the Clean Water Act imposes stiff penalties,” explained Earthjustice attorney David Henkin in the organization’s press release today. “Maximum penalties in this case already exceed $100 million, and the meter is ticking at a rate of over $100,000 per day. It’s time for the County to stop dragging its feet and fix this problem.” The county itself is being low-key on the ruling. “Although we respect the court’s decision we are still reviewing the court’s ruling and evaluating our options,” said county communications Rod Antone. And apparently they’ll have a while to review it, since it’ll be nearly a year before the court will impose civil penalties on the county. SHERATON GROUP AWARDS SCHOLARSHIPS StarWish, a Lahaina-based non-profit organization founded by associates of Sheraton Maui Resort & Spa, recently awarded $16,000 in scholarships to 23 students to use toward college tuition. The StarWish Scholarship Fund was founded in 2004 by a group of Sheraton Maui Resort & Spa associates to raise educational funds to support their children and grandchildren. The ninth annual StarWish Scholarship recipients include Jinky Aguiran, Raquel Casio, Leigh Corpuz, April
Easter and July 4 rubber duck races, car washes, bake sales, silent auctions and by recycling bottles and cans through the HI-5 program. StarWish also undertakes a major community commitment each quarter, identifying projects in need of support and partnering with relevant community organizations to make it happen. Some of these projects include beach and highway cleanups and painting local schools. A group of Sheraton Maui Resort & Spa associates created StarWish primarily to provide scholarships for their families. However, some of the money raised is donated to community-minded organizations including the Visitor Industry Charity Walk, the Starwood Associate Relief Fund, as well as local schools. Since its creation in 2004, the StarWish Scholarship Fund has distributed more than $111,000. -Suzanne Kayian
Sandra Shelby has been named CEO of the Maui Humane Society. Shelby will fill the CEO position vacated by Jocelyn Bouchard, who left MHS on April 30 to take the position of Director of Operations at the Hawaiian Humane Society on Oahu. Shelby has nearly 20 years of experience in the animal welfare field. She started her career as an animal caretaker at The Fund for Animals Wildlife Rehabilitation Center in Ramona, California. In following years, she served as director of development and humane education for the Haven Humane Society in Redding, California. She subsequently founded and served as executive director for Another Chance Animal Welfare League, a rescue agency in Palo Cedro, California. Shelby moved to Illinois in 2009 and served as executive director of the Anderson Animal Shelter in South Elgin, Illinois. “We are very excited about the breadth of experience and skills that Sandy brings to MHS,” said MHS Board Chair Dr. Judith Aikawa. “She has worked in wildlife rehabilitation, development and fundraising, rescue, no-kill, limited admission, and open admission shelters. She has experience in all facets of shelter operations that pertain to MHS. We are confident that Sandy will prove to be a great leader for our agency and will be a compassionate advocate for the animals on our island. We hope the community will join us in welcoming her and helping her adjust to our island lifestyle.”

The 60-year-old Maui Humane Society is the oldest and largest animal welfare agency on the island. It is the only agency on Maui that operates an open admission shelter—accepting all domestic animals in need. In addition to its privately funded programs, MHS is contracted by the County of Maui to provide specified animal management services. MHS shelters unwanted animals, provides spay/ neuter programs and promotes humane education and children’s programs. Just a couple hours after embattled Veterans Affairs Secretary Eric Shinseki resigned amidst bipartisan calls that he step down, Democratic Representative Tulsi Gabbard announced that she would host a “Veterans Listening Tour” throughout the state to find out what veterans need. On Thursday, that tour will stop on Maui. “The listening sessions are open to the public,” stated a May 30 press release sent out by Gabbard’s office. “Veterans, servicemembers, and their families are invited to share their ideas, concerns, and personal experiences pertaining to the Department of Veterans Affairs and the Pacific Islands Health Care System. The congresswoman will also answer questions and take in individual casework to serve the needs of Hawai‘i veterans.” Gabbard, who is also a captain in the Hawaii National Guard, has been outspoken on issues related to veterans, including access to health care, long wait

In Toronto in March, Sajid Rhatti, 23, and his 20-year-old wife brawled over whether Katey Sagal, who plays Peg Bundy on Married With Children, is prettier than Christina Applegate, who plays her daughter. First, the wife slashed Rhatti in the groin with a wine bottle as they scuffled, but she dressed his wounds and the couple sat down again to watch another episode of the show. Moments later, the brawl erupted again, and Rhatti, who suffered a broken arm and shoulder, stabbed his wife in the chest, back and legs before they begged neighbors to call an ambulance.
1996 A pre-trial hearing was scheduled in Lamar, Missouri, on Joyce Lehr’s lawsuit against the county for injuries from a 1993 fall in the icy, unplowed parking lot of the local high school. The Carthage Press reported that Lehr claimed damage to nearly everything in her body. According to her petition: “All the bones, organs, muscles, tendons, tissues, nerves, veins, arteries, ligaments... discs, cartilages, and the joints of her body were fractured, broken, ruptured, punctured, compressed, dislocated, separated, bruised, contused, narrowed, abrased, lacerated, burned, cut, torn, wrenched, swollen, strained, sprained, inflamed and infected.”

concerning two trucks being driven curiously on a rural road: A man would drive a truck 100 yards, stop, walk back to a second truck, drive it 100 yards beyond the first truck, stop, walk back to the first truck, drive it 100 yards beyond the second truck, and so on, into the evening. He did it, he told police, because his brother was passed out drunk in one of the trucks, and he was trying to drive both trucks home, at more or less the same time. Not surprisingly, a blood-alcohol test showed the driver, also, to be impaired.
2002 The Lane brothers of New York, Mr. Winner Lane, 44, and Mr. Loser Lane, 41 (their actual birth names), were profiled in a July Newsday report, made more interesting by the fact that Loser is successful (a police detective in South Bronx) and Winner is not (a history of petty crimes). A sister said she believes her parents selected “Winner” because their late father was a big baseball fan and chose “Loser” just to complete the pairing.
2004 The New York Times reported in February on a Washington, D.C., man whose love of music led him, in the 1960s, to meticulously hand-make and handpaint facsimilie record album covers of his fantasized music, complete with imagined lyric sheets and liner notes (with some “albums” even shrinkwrapped), and even more incredibly, to hand-make cardboard facsimilies of actual grooved discs to put inside them. “Mingering Mike,” whom a reporter and two hobbyists tracked down (but who declined to be identified in print) also made real music, on tapes, using his and friends’ voices to simulate instruments. His 38 imagined “albums” were discovered at a flea market after Mike defaulted on storage-locker fees, and the hobbyists who found them said they were so exactingly done that a major museum would soon feature them.
1988 And finally, there was ol’ Hal Warden, the Tennessee 16-year-old who was married at 15 and granted a divorce from his wife, 13. Hal had previously been married at age 12 to a 14-year-old (and fathered children with both), but the first wife divorced Hal because, she told the judge, “He was acting like a 10-year-old.” ■

Nothing says summer is here like going to a festival. And this summer is no exception. Soon we’ll be planting ourselves on grassy fields around the island for Rebelution, Steel Pulse, movie premieres, actors like Lupita Nyong’o and Evan Rachel Wood getting awards and a chance to taste some of Maui’s most divine food and wine. To kickoff the first summer music festival, MauiTime talked with Wesley Finley, Rebelution’s drummer, to find out why this Santa Barbara Reggae band doesn’t listen to their own music, how they feel about digital streaming services and how they coped with their worst festival experience...

Music has taken Rebelution on quite a journey. Do you have a musical mentor along for the ride or is this a learn-as-you-go trip?
We hit the ground running so it’s been a lot of learning along the way. Luckily we have a good education behind us and a strong business sense and work ethic, so we’ve been able to stay afloat. There were definitely things to be learned from touring with bigger bands that have been around the block and we thank them for showing us the ropes.

Speaking of journey, you played at the legendary Glastonbury in the United Kingdom. How was the opportunity and being first timers? Are you forever changed? To be honest, it was probably the worst festival experience we’ve had as artists. It was just too big. We had about 50 people there for the show, and the local crew would not cooperate with us to get our monitors right so we couldn’t hear half of what we were doing. And it was raining. So yes, we are forever changed, and jaded.

Well, we can’t guarantee no rain for your Hawaii appearances, but your chances for sunshine will be better than the UK. Your fourth studio album, Count Me In, officially releases June 10. Can you think of a better way to kick it off than with your Count Me In Summer Tour starting with your Maui show at the Maui Arts and Cultural Center?

In 2007, iTunes’ editors named your first commercial album, Courage to Grow, the Best Reggae album that year. How often, if at all, do you listen to that album or any of your past music?
A
Who doesn’t like Bob Marley? He really set the tone for people to connect with Reggae with inspiring, relevant lyrics and tempos that range from dance party to relax mode. Reggae has transcended internationally because of its ability to get everybody on the same page despite the language barrier. There aren’t many other genres that can claim such elasticity.

Which of you is the band’s den mom? How about the comedian? The risk taker? I’d say our bassist Marley [D Williams] fills all those positions. He’s a man of many faces. PHOTO BY: JASON SIEGEL
Any embarrassing nicknames we need to know about? We call [Marley] Marzander, like Zoolander.
You’ve performed at so many festivals big and small. Has there been a constant for Rebelution in your live performances? Cali Roots has become our new yearly anchor for festivals, although I doubt that can continue forever. Besides that we’ve carved out a pretty regular schedule for the year: medium-sized winter and spring tours; large summer tour and festivals; record and do international shows in the fall.

Music allows for a conversation to happen that otherwise may never come to light. How does Rebelution take advantage of this?
We don’t really listen to our music at all because we hear it so often. But we’re stoked people can still enjoy our new music and back catalogue as well.
By having an interview with MauiTime! Touring allows us the ability to interact with a different group of people in a different city every day. Besides the show itself we have a meet and greet before the show to get some one-onone time with the hardcore fans, and we also host official after-parties sometimes when we want to hang with people after the concert experience. They’re good ways to socialize and talk about the music or other things.

“Feeling Alright” on Courage to Grow is one of my favorite songs. What’s your favorite from Count Me In? I think I like the track “Fade Away” the most from our new album. It’s easily one of the more different directions we’ve gone in as a band, and has Eric [Rachmany] as a songwriter. It’s a slowtempoed acoustic rock ballad that tugs at the heartstrings. I can’t wait to see people’s reception to it.

Rebelution has been interviewed in Europe and all across the states about their music. Tell me how roots has such a huge worldwide appeal and what that means to you...
I’ll usually find out about a band through friends or watching programs on the Palladium channel, then listen to more of their stuff on Spotify or Pandora. If I like what I hear, I’ll go and purchase it on iTunes. If there are more than two songs that stick with me, I’ll go a step further and look for their album in an independent record store. If they don’t carry it I’ll buy it directly from the band on their website. I think it’s a good process that supports the right avenues.

What are you listening to now?
Lately I’ve been listening to ††† (Crosses), Phantogram, Foster the People, Paolo Nutini, Little Dragon, Local Natives and Atoms for Peace. You started in college at UC Santa Barbara. How did that affect you?
If it wasn’t for us all pursuing a higher education then we never would have met, so we’re forever indebted to that. But speaking of indebted, it’s sad that a good education can’t be more affordable. I believe everyone should attempt a college education, but it’s hard to argue with the underprivileged that claim they can’t afford it. That is something our country needs to work on. Education frees your mind and opens you up to new ways of thinking and understanding–no one should go without that.

With the advancement of digital music downloads and social media, how important are live shows? More important than ever. Touring is the only viable resource we have left to sustain being professional musicians. As you’re alluding to, music is pretty much free these days, and it’s a battle you’re not going to win should you try and fight it. Luckily we have a supportive fan base that recognizes this and willfully chooses to purchase the albums and attend shows, which in turn allows us to keep touring and making new music for them.

Wonderfully Wicked Angelina Jolie vamps it up well in ‘Maleficent’ Maleficent ★★★★★ Rated PG / 97 Min.
T
here was a time when Disney was, creatively and financially, on shaky ground. The studio’s animation unit experienced a renaissance that began with The Little Mermaid in 1989 and continued with blockbusters like Beauty and the Beast, Aladdin and The Lion King, leading to the fusion with Pixar that flourishes today. But before Disney reclaimed its status as one of the most durable and reliable entertainment forces in the world, there was that period of the uncertainty in the early to mid 1980s. Prior to the launch of their “adult” unit, the Touchstone Pictures division (which released the successful, PG rated Splash in 1984), the studio was making grittier fare for grown-ups as well as children. In addition to ambitious sci-fi efforts like Tron and The Black Hole, there was also Dragonslayer and the brilliant, ahead-of-its-time and unapologetically scary Return to Oz. Films such as these remain rich, underrated works that tapped into the Brothers Grimm themes and approaches found in the studio’s
earlier, scarier animated works (like Snow White, Pinocchio and Fantasia). One of my favorite things about Maleficent is how it bravely marches into the darkness and aims to dazzle children and their parents in equal measure. This live-action prequel/re-telling of Disney’s Sleeping Beauty is grand, smart and always impressive, both in scale and in the chances it takes. Angelina Jolie stars in the title role, as the wicked fairy-turned-outcast, whose rage against a tortured king (Sharlto Copley) makes her a pariah to all but a peculiar bunch of forest creatures (this is, after all, a fairy tale). The eventual presence of a beautiful young girl (played as a 16-year old by Elle Fanning) causes Maleficent to consider altering her mission of vengeance. Jolie never hits a false note, as this perfect match of performer and character brings out a rich, layered portrayal of a wounded soul. One would expect Jolie to vamp it up and, on occasion, she embraces the theatricality of the role. But she’s also heartbreaking, particularly in an early scene where Maleficent discovers she’s been betrayed, horribly, in a manner that leaves her disfigured. The rawness in Jolie’s acting is far greater than you’d expect. Same with the film’s emotional climax, an unexpected twist on the classic True Love’s Kiss ending,

where Jolie movingly finds the heart of her character’s pain and longing. Best of all, while Maleficent is the film’s sympathetic center, she’s always really scary to look at. The other casting choices are bold but not as successful. Copley’s offbeat, angst-filled performance belongs in another movie and fails to create a window for the audience. I like him a lot as an actor yet, as much as I hate to say it, a more conventional choice would have worked better. Fanning is a sensational actress but her role showcases her luminous smile and little else. There’s also Maleficent’s shapeshifting bird, a character I loved when depicted by a CGI creation and not when awkwardly embodied in human form by Sam Riley.
The ample spectacle sometimes overshadows the emotional effect of the story. The
explosive climax seems especially over the top in contrast to the quiet, touching scene that leads up to it. Nevertheless, the vision of effects wizard turned director Robert Stromberg (making a knockout debut as a filmmaker) is confident, vivid and stunning from the first scene. The splendor of this world brings to mind Avatar and The Lord of the Rings, as do the action sequences. At the center of it is Jolie, perfectly creepy and compelling in equal measure, in a turn that embodies the film’s gutsy ambition. As Lana Del Ray’s haunting, gorgeous rendition of “Once Upon a Dream” played over the end credits, I walked out spellbound. For kids who are older than eight and parents who want a fairy tale that’s edgier, but as open about female empowerment, than Frozen, look no further. ■

Images can blur the line between possible fiction and remembered truth, with dire consequences for the innocent people who are convicted as a result.
