EMERGENCY MANAGEMENT AGENCIES OPPOSE GIVING MEDIA ACCESS TO DISASTER ZONES Hat tip to former MauiTime contributor/ current Big Island Press Club VP Denise Laitinen for alerting us to Senate Bill 533. The bill, which is currently in the hands of the Senate Judiciary and Labor Committee, seeks to provide “duly authorized” members of the media access to areas closed by emergency personnel during disasters. It’s under heavy assault from law enforcement and emergency management agencies statewide. Here’s the relevant portion of the bill that’s causing so much trouble: “Nothing in this section shall prevent a duly authorized representative of any news service, newspaper, radio station, television station, or online news distribution network, under the supervision of emergency management agency personnel, from entering an area closed pursuant to this section; provided that the State and counties shall not be held liable for any injury or damage to person or property arising from the entering of the area. News media shall be given all reasonable access and assistance in accessing the area closed pursuant to this section. When full access cannot be reasonably granted, a pool writer, pool photographer, and pool videographer shall be designated to gather and disseminate information.” The bill came about to prevent the kinds of harsh restrictions imposed on reporters trying to cover the recent lava flows on the Big Island from happening when other disasters strike. “When the lava crossed Apaa Street in Pahoa, the media were not allowed to interview or photograph the residents who lived nearby and to tell their stories,” Stirling Morita, the president of the Society of Professional Journalists’ Hawaii Chapter, wrote in his Feb. 5 testimony on SB 533. “The media were

Yeah, we can’t believe it either: Senate Bill 497 “Repeals the privacy exemption within the Uniform Information Practices Act [UIPA] for county police department officers,” according to the bill text. It was introduced on Jan. 23 by small handful of state Senators, including Maui’s own Roz Baker, D–South Maui. Myriad organizations have submitted testimony in favor of the bill. Here's a sampling: • Hawaii State Commission on the Status of Women: “Two national studies have found domestic violence occurs more frequently in families with a police officer. However, victims are often silenced and afraid to come forward for fear they will not be believed. In domestic violence cases involving
misconduct as to other public employees who have been suspended for misconduct. There is no compelling public benefit from keeping secret the name of any public employee who has been suspended for misconduct.” • Domestic Violence Action Center: “As public servants charged with the critical and life altering role of responding to domestic violence in our community’s homes, it is essential that our law enforcement officers are accountable to those they serve in their professional capacity.” • SPJ, Hawaii Chapter: “We have long maintained that the names of suspended police officers should be released. One way to tell if police commissions and police chiefs are doing the the [sic] correct job of disciplining officers is to know who was disciplined. The media were also not allowed to get photographs or interview the resident whose house was burnt down by the lava flow. This caused deadline pressures for many to get the story out.” Sherry Bracken, a radio reporter who covers the Big Island for Hawaii Public Radio, agreed, and submitted her own written comment in favor of the bill. “I support revising Act 111 per this bill to give media reasonable access even in case of emergency,” Bracken said. “Under 111, the State/County can eliminate any independent media coverage of major events, which is not in the public interest. Thanks for your consideration. It is critical for an independent media to be able to report. I have no objection to a pooled arrangement for safety reasons.” The requirement that this bill pertain to “duly authorized” media should have comforted law enforcement types, since they’re the one’s who “authorize” local reporters with press passes to cover crime scenes and so forth (the requirements for a pass typically include a criminal background check). But no. “The purpose of ordering an evacuation is to ensure public safety and welfare by removing people from the path or impacts of a hazard,” said Doug Mayne, the Hawaii Emergency Management Agency Administrator, in his Feb. 4 testimony against SB 533. “One purpose of establishing a restricted area is to keep non-residents out of an affected area to ensure the security and safety of area residents. Allowing news media free access to these restricted areas could place them in great danger, and could endanger the lives of first responders should the person get into difficulty.” Numerous other agencies, including the Honolulu Police Department and the state Department of Transportation, also oppose the bill.

Further, repealing this exemption is consistent with our state constitution and is consistent with how all other government employees are treated under UIPA.” • League of Women Voters: “UIPA should apply exactly the same way to county police officers who have been suspended for

So far, just one organization opposes it: the State of Hawaii Organization of Police Officers (SHOPO), the all-powerful police union that not only succeeded in getting the special exemption passed by the Legislature back in 1996. “Finally, release of officers’ names that have been suspended may have a chilling effect on the extent of action taken by officers who often have to make split second decisions,” SHOPO President Tenari Maafala said in his Feb. 5 written testimony on the bill to the Senate Committee on Public Safety, Intergovernmental & Military Affairs. “It impacts not only the officers but their families, too. Though other employees are subject to release of their names for suspensions, rarely, if ever, does that happen because of the level of news worthiness.” The bill still lives, but given SHOPO’s past success in getting meaningful reforms like this squashed, we’re holding our breath. ■

REP. TULSI GABBARD’S GETTING WHA? Last week two email messages from the office of Representative Tulsi Gabbard, D–Hawaii, fell into my already bursting inbox. The first wasn’t surprising at all: “Congresswoman Tulsi Gabbard (HI-02) today applauded President [Barack] Obama for signing the Clay Hunt Suicide Prevention for American Veterans (SAV) Act into law,” the Feb. 12 email stated. “As an Army National Guard Soldier and veteran, it breaks my heart to know that there is an average of 22 who take their own life, every day,” Gabbard said in the email. “This is a clear indication that the current system is failing our veterans. Today, we are taking one important step forward in improving care for our veterans.” Though certainly good news (especially if the bill actually does make life easier for troubled vets), that message paled in shock value when compared to the email I got three days later–the full text of a Feb. 15 Honolulu Star-Advertiser story describing in considerable detail Gabbard’s impending marriage to cinematographer Abraham Williams. Wha? Sure, the article is respectful (it’s titled “Quiet, low-key approach to love suits congresswoman just fine), but what happened to the Rep. Gabbard whose first announcement of her second marriage didn’t even name the groom-to-be? Or the Gabbard who, through a spokesperson, tersely refused to comment on the 2013 article in The Hill newspaper that listed her as the sixth most beautiful person in Washington? “I don’t understand that, I don’t pay attention to that noise,” said Gabbard in the new Star-Advertiser article. “Both Abraham
and I are generally kind of private people. He has nothing to do with politics. He’s a humble, great guy who doesn’t want to be in the limelight, so this is something new to the both of us.” Um, okay then. According to the story, the Gabbard-Williams wedding will take place April 9 on Oahu’s windward side. -Anthony Pignataro
LAHAINALUNA HIGH STUDENTS HAVE BIG SCHOLARSHIP OPTIONS The Lahaina Restoration Foundation is offering $35,000 in scholarships for current and former Lahainaluna High School students for the 2015-2016 school year, according to a Feb. 13 news release from the nonprofit organization. “Ten scholarships in the amount of $2,000 each and one scholarship in the amount of $2,500 will be awarded to qualifying seniors who will graduate from
Lahainaluna High School in 2015,” stated the news release. “Scholarship eligibility requirements include being accepted into an accredited four-year college or university. Additionally, five scholarships in the amount of $2,000 each and one scholarship in the amount of $2,500 will be awarded to currently enrolled full-time college or trade school students in 2015. Eligibility for these scholarships includes being an alumnus of Lahainaluna High School.” The deadline for applying is 11am on Friday, Mar. 13. Financial assistance is available. Prospective students must be 18 or older and successfully complete a reading and math comprehension exam, undergo tuberculosis testing and pass the background check. The Maui center’s training program director is Joy Tamaribuchi, director and owner of the West Kauai Nurse Aide Training Program. Tamaribuchi, who administers certification tests to students

Maui needs certified home health care providers to care for elderly and specialneeds individuals. A recent AARP survey determined that 85 percent of island residents feel it’s very important for those needing help with the basic tasks of life due to aging or illness to have well-trained certified home health care providers in order to remain in their own homes. To meet that need, a new training program will begin Mar. 2 at the Maui Certified Nursing Assistant Training Center in Wailuku. Curriculum for the state-licensed Maui training course will include introduction to the healthcare delivery system; basic information about human anatomy, physiology and infection control; and safety and emergency procedures. The 100-hour, three-week course includes 70 hours of supervised practical training in a laboratory or other clinical setting that will provide skills in basic nursing, personal care and restorative services. The fee for the CNA course is steep–$2,066–

The program has graduated hundreds of students, and since 2012, her student pass rate for the state certification exam is 100 percent. Tamaribuchi is the former director of nursing at the Mahelona Medical Center in Kapa‘a; she also is a former residential care home operator and was a nurse practitioner for the Department of State providing primary care services to officers and family members in U.S. embassies in various countries overseas. It turns out that a person having a heart attack is usually safer to be in an ambulance headed to a hospital than to already be a patient in a hospital, according to a study by University of North Carolina researchers. It takes longer, on average, for non-ER hospital staff to comply with hospital protocols in ordering and evaluating tests (nearly three hours, according to the study) than it does for ER (and ambulance) staff, who treat every case of cardiac symptoms as life-threatening. Overall, according to a February Wall Street Journal report, the study found the mortality rate for heart-attack victims treated in emergency rooms is four percent, compared to 40 percent for patients already admitted for other reasons and then suffering heart attacks.
The man hospitalized in fair condition in January after being rammed from behind by a car while on his bicycle happened to be Darryl Isaacs, 50, one of the most ubiquitously advertising personal-injury lawyers in Louisville, Kentucky. Isaacs calls himself the “Heavy Hitter” and the “Kentucky Hammer” for his aggressiveness on behalf of, among other clients, victims of traffic collisions. LeBrain and Orson Welles”). Of 37 journals, 17 quickly accepted it, some feigning actually having read it, with the only catch being that Shrime would have to pay a standard $500 fee for publication. Shrime warned that some of the journals have titles dangerously close to highly respected journals and cautions journalist (and reader) skepticism.
WAIT, WHAT? Ms. Meng Wang filed a lawsuit recently in New York City against Gildan Outerwear over her disappointment with Kushyfoot Shaping Tights. In television ads, Wang wrote, a young model sashays down a city street with her eyes dreamily closed and “moans and utters highly sexually charged phrases” “including ‘That’s the spot’ and ‘so good’... passersby [stop] in their tracks to look at her with mouths agape.” Wang said the ad clearly implies that the tights produce an orgasmic sensation of some sort, wrote Gothamist.com, but that she, herself, has come up empty. ■

omance is in the air just about everyday on Maui. As one of the leading destinations for people wanting to get hitched, we get to see happy brides and grooms year-round. For this, our annual look at weddings, we’re profiling two very different recent weddings–one involving a local bride who lived here and another on a young visiting couple who combined family, ceremony and honeymoon in one trip. We’re also giving you a few tips for your dream honeymoon vacation and our own handy guide to finding wedding vendors. Planning a wedding on Maui was never better, or easier.

The romance started at Captain Jacks We met on a perfect Lahaina Halloween night in 2012. Randy was dressed up as Where’s Waldo and I was in costume as a “Lucky Cat,” the kind you see at the entrances of Chinese restaurants. Randy was in Maui with some of his friends for a golfing trip. Since it was Halloween he decided to get a costume and hit up Front Street, and ended up at a bar called Captain Jacks. As Randy was getting a drink from the bar, he says a panda caught his atten-
tion, he ended up buying her a drink and getting her number. The panda turned out to be the Lucky Cat! The next night we went on our first date at Japengo in the Hyatt Regency in Kaanapali. Since then we have had a wonderful time together.
A midnight Makena beach proposal New Year’s Eve, right after the midnight fireworks, Randy proposed to me on Makena beach. He couldn’t think of a better way to start 2014. We set a date for our wedding in October of 2014 since we met on Halloween.
weather and awesome sunsets. So we decided to have it up at the Maui Dragon Fruit Farm on the westside slopes of Launiupoko hillside on a full moon night. We started the wedding a few hours before sunset so our guests could enjoy the sunset and lawn games during the cocktail hour before the reception.
The flowers I wore a haku lei and had a bouquet in the theme colors of light green with pops of white and purple. They were created by April from Talia Marie Floral Design. It smelt so good. Even now, months after I dried them they still smell fantastic.
The location
The menu
We decided to have our wedding at a venue where we could have both the ceremony and reception. We also wanted it to be out in the open to take advantage of Maui’s beautiful
CJ’s Deli and Diner in Ka‘anapali catered. Chef CJ did his absolute best to make our day perfect. His fees also included servers during both pupus and dinner which was very nice.
He was able to stick to our budget without cutting back on quality. I decided to cover all the beverages myself with the help of friend and family. My friend Gail was the bartender. We wanted a little bit of everything so that our guest had plenty of options for dinner to pick from. The ribs were super yummy and so were the Hana Bars.

The wedding cake We didn’t want to go over the top with the cake since we had such a large selection of sweets at the Dessert Bar. It was a simple small cake–three layers of chocolate and vanilla with white butter cream and served about 50. Joanie Hunt of Lahaina made the cake. The topper was so cute, basically hitting back on the Halloween theme of the lucky cat with a vail and Where’s Waldo? in a tux.
The coordinator
The photos
I worked with Opihi Love for wedding coordination. They helped with many pre-wedding activities like setting up the rentals for the tent, tables, chairs and linings. They also designed the layout which worked perfectly for taking advantage of the open air style I wanted. They specialize in super cool unique vintage pieces for rent, like the drift wood gazebo and little details that really add a special touch to the evening. During the wedding they helped coordinate the ceremony, dinner and speeches to keep us on time.
Sean Hower was by far was the best money spent at the wedding. He and his assistant Megan Baker made both Randy and I feel so comfortable. I had put together literally over 30-plus request list of different shots I was hoping to capture and they got them all, plus more! His suggestions of placement and poses resulted in literally hundreds of shots that made me feel and look like a model! We did many pre-wedding shots the day of the wedding before the ceremony, which was one of the best choices we made because it allowed us to really enjoy our wedding and guests while capturing many personalized pictures. I highly suggest it for those that are not scared to break the “he can’t see me before the wedding” tradition. It’s a huge time saver. Everything happens so quickly wedding day and he captured every detail, looking through the photos allowed me to re-live the evening and all the beautiful details. No joke, I cried once I was able to see all his pictures of our wedding online. The evening went by so quickly. Sean was able to stop time with his camera so I could enjoy it in slow motion and share it with all our family and friends.
The entertainment In addition to the lawn games we had as activities, we also had a selfie station with props and hashtag signs. Hashtagging your wedding for share posts is a great way to see the photos shared after. For music we decided to hire and DJ and went with KCK Entertainment in Lahaina. DJ Serna was awesome. We added song request line to our wedding invite RSVP and formed a list of songs our guests wanted to hear. One of the best parts is he arranged live music by Marvin Tevaga for our ceremony which added such a nice touch!

A spark of shy romance We met at Starbuck’s where I was working. Scott would come in multiple times during my shifts just to see me, and I would be so excited every time that he did. A mutual friend that he would come in with finally told me that Scott was interested in me because both of us were too shy to tell the other one.

The wedding theme Our theme was simple yet classy. I wanted bright Hawaiian colors–mainly pinks and oranges. So I sent my planner a few sample photos and she got exactly what I wanted.
The menu Gannon’s provided a wonderful meal at our wedding consisting of beef ribs, macadamia crusted fish and fresh vegetables.
The Dress My wedding dress was a low-back chiffon dress with ruffled straps that flowed down into a ruffled train. The front was a simple v-neck with a ruched bodice. My dress came from an online boutique. One day my co-worker and I were looking at dresses online when she came across this one–the back was so beautiful and exactly what I wanted so I ordered it and had it altered by a local seamstress.

There’s not much of a story. Our son was almost a year old and I was pregnant with our daughter at the time. The night before we were leaving to Maui for our first time, we were having dinner. I remember being completely exhausted when our son actually pulled out a ring box (his dad had planned it) and Scott asked if I would marry him. Of course, I said yes. We decided to get married in Maui because we had gone there two years previously for my best friend’s beach wedding and absolutely fell in love with it! We love its beauty and laid back feeling. Also, we had a lot of friends and family who had never been there and wanted to give them a reason to go! We specifically chose Gannon’s as our location. We didn’t want the traditional beach wedding but thought it would be nice to have a view of the ocean. I had contacted a few different wedding planners but Laura’s (from Gannon’s) outgoing, friendly
The wedding cake was a delicious single-tier chocolate cake with Tahitian vanilla filling and buttercream frosting made by Gannon’s. It was decorated with fresh Hawaiian flowers.
Our rings came from a local jewelry store. My ring is a split band with a princess cut diamond and small diamonds circling the band. Scott has a white gold band that has brushing in the center that looks like a stripe circling the bad. My ring was custom made for me; I wanted something a little bit different than anything I saw and it had to be modified for the cut of diamond I wanted.
Entertainment
The ceremony
Ours was a smaller wedding, so we used a Bose system to play a playlist I had made that included songs unique to us. Our first date was a music festival that had UB40, so they were on our list.
We could see whales jumping in the background. The sunset was beautiful for our beach photoshoot and we had a wonderful full moon at the reception. It was truly phenomenal especially because it was storming the day before. It was so great to have 40 close friends and family with us on Maui to celebrate with us.

The bride’s style I wanted side-swept “beachy curls” and natural looking make-up and that’s exactly what I got. The mother of my very best friend happens to be a hair stylist who graciously did my hair for me. My wonderful sisterin-law did my make-up. They both turned out fabulous!

The honeymoon We stayed on Maui for our honeymoon. We were there for two weeks, including the wedding. We spent our two weeks relaxing at the beach, spending time with family and friends and adventuring. Highlights including surfing, zip lining and whale watching.

orget what you know about the convenience store, because that’s all about to change. Rodeo General Stores pretty much dominate the corner store concept here on Maui with their Makawao, South Maui and Haiku stores. But they’ve decided that their Kihei location is ready for a redo, and are transforming it into the Ulu Market. The ulu is a powerful ingredient. This native plant can go a long way in sustainability, nutrition and taste. Don’t underestimate the ulu. Resident Chef Jess “Cross Bones” Chabot rocks at using the ulu; she seems to know innately how to manipulate the different textures and ripeness of this fruit/vegetable. “I get the ulu in all forms–I bake it, steam it, puree it,” says Chabot. “With really overripe ulu, it’s already naturally sweet. It gets made into the custard I put in the papaya. The ulu I put in today’s ulu poke is boiled, and then chunked.” While the Ulu Market will have plenty of ulu on the menu (in curry, salad, poke, papaya and desserts), you’ll find many other healthy grab-and-go dishes that Chabot has concocted. They’re basically home-cooked or prepared meals to go: carrot cashew pate wraps, BLT avo wraps, chicken salad, fresh poke and her insane lobster claw salad. There are also several soups to choose from every day, including chili, vegetable, squash,
ulu curry and chicken. The new feature from the kitchen is a chopped salad bar. It wasn’t quite ready when I was there, but this is how it will work: They will fill the bar with prepared local veggies, proteins, dressing and toppings, then you pick and choose which you want in the bowl. After that a salad artist takes it to the cutting board and chops it up bite-size, dresses it and tosses it into a custom chopped salad. “With chopped salad things are kept more whole, full and fresher,” says store manager Dean Sturman. “So it’s not ‘chopped’ 'til it's ordered. It’s fresher, and you can taste the difference. There will be a list on the menu board of the fresh seasonal ingredients that will be available, like pohole fern. We are
planning on some crispy ulu chips–they will be like a crouton. Chef Chabot makes the most amazing dressings from scratch, so that will really make the salads.” Ulu Market’s deli has a beverage team, too. The store makes made-to-order smoothies, coffees and fresh organic fruit and vegetable juices. They also have a great selection of micro-brewed beer, wines and kombucha on tap. Intelligence Failure ‘Kingsman: The Secret Service’ first bludgeons the audience, then itself ★★★★★ Rated R / 129 Min.
W
hile watching a James Bond movie, I have never thought that the series needed projectile vomiting, exploding heads and ultra-violence to improve it. On the other hand, it seems writer/director Matthew Vaughn may have binged on Sean Connery-era 007 adventures, found himself bored and decided to give it a hard-R rating overhaul. Instead of giving a postmodernist edge to a polished spy caper, we get a movie that bludgeons its audience before turning the mallet on itself. This is based on the comic book The Secret Service and was adapted by Jane Goldman, whose screenplays for X-Men: First Class and The Woman in Black I enjoyed. I can appreciate what Vaughn was going for here but the end result is a tonally clashing, trying-too-hard dud. Taron Egerton stars as Eggsy, a troubled youth with a tough upbringing and a giant chip on his shoulder. Eggsy discovers that the amulet he’s had for years provides assistance from a secret intelligence
agency. He’s recruited by Harry Hart (Colin Firth), a 007/Harry Palmer blend who acts as Eggsy’s mentor. While Eggsy trains alongside other young recruits, the world is threatened by a madman named Valentine (Samuel L. Jackson), who mounts a high-tech plan of world domination. The first half is like an edgier Spy Kids. It moves well and keeps us engaged but has been done so many times before. Once we get to the chaotic second half, Vaughn keeps shooting his movie (and, on occasion, his characters) in the foot. Other than the prickly demeanor and bleak home life of the protagonist, none of the characters, training sequences or story developments deliver any surprises. Egerton is tasked with carrying the movie but can’t elevate the hopeless material. Jackson’s decision to speak in a lisp for the entire running time only makes him appear foolish, in the sort of hammy villainous turn he already gave, regretfully, in Frank Miller’s The Spirit. Fans of Oscar-winner Firth shouldn’t bother. This not one of his more stellar performances and his highly touted fight scenes are a bust. The frantic edit-

ing, bombardment of CGI gore, explosions and effects-enhanced slo-mo take away from his contribution to the action. The action scenes all resemble gaudy video game facsimiles. A massacre at a white supremacy church wants to be a milestone pop culture splatter fest, but this is just grotesque and about as “edgy” as turning up the volume on a Sid Vicious album. The film’s best scene involves Egerton’s final encounter with Michael Caine, who brings electricity to the movie’s best sequence. Vaughn pulls off some stunning visuals, such as the climactic scene, involving purple mushroom clouds, which is better seen than described. Then there’s the subplot of a weather balloon mission, an awesome sight to behold that the film keeps unwisely cutting away from.
Kingsman: The Secret Service has the same parody/real-deal inconsistency and bombast that plagued Vaughn’s Kick-Ass. Both films begin as fairly effective spoofs of their respective genres, unwisely kill off their best characters at the midpoint and sink into mindless excess. Vaughn is a great visualist but can’t seem to reign in a consistent feel or his tendency to bury wit in pools of plasma and CGI noise. By the time we get to the mother trying to mutilate her toddler with an axe, I wanted to walk out. James Bond never sunk this low and rarely has Firth or Caine. They will likely shrug this off but I worry about Jackson, a great actor who casually appears in too many lousy movies. I also worry about any parent who foolishly thinks of taking their kids to this carnage-heavy misstep. ■
