Also, FujitaVillarosa–though an experienced attorney formerly with the county’s Corporation Counsel’s office who spent years advising the Liquor Commission on legal matters and has been Silva’s deputy for the last five years–only exceeded the job’s five-year law enforcement experience requirement last month. The Liquor Commission expects to make a decision in early March.

YET ANOTHER BILL SEEKS TO NAME BAD COP JUST FOUR LC DIRECTOR APPLICANTS?! The Feb. 11 Maui News reported that just four individuals want to be the next Maui County Liquor Control Director. Not that the county Liquor Commission’s special director selection committee has narrowed the list of applicants to four–they apparently received just four applications to be the head of the county department that oversees all liquor regulations, and they’re apparently forwarding all the names to the Liquor Commission itself for a final decision. “I was surprised that we didn’t have more candidates,” The Maui News quotes selection committee chairperson Willie Kennison as saying in its Feb. 11 story. “I would think that it’s a good paying job and serves the community, so it would seem like there would be more so I don’t know why. But the requirements are very stringent because it is a very important position.” Given the intense media scrutiny over the department lately–especially in terms of the ham-fisted way the Liquor Commission tried to make one of its own (Dana “Son of former LC Director Joe” Souza) the director last year–this is hardly surprising. What also isn’t surprising is all four applicants are either current or former LC officials. Here they are, according to The Maui News story: • Current LC Deputy Director Traci Fujita-Villarosa • Former LC Deputy Director Glenn Mukai • Current LC Officer Layne Silva • Current LC Officer Karilee Yoshizawa Given the way former LC Director Frank Silva ran the department largely as an extension of his own family, it’s hardly surprising to see his son Layne in the list of applicants. Nor is it sur-

Watch out, because the state Legislature is actually on track to doing the right thing in regards to making public the names of bad cops. There have been so many fruitless attempts to undo the disaster that was the 1995 state law exempting police officers from the state’s Uniform Information Practices Act that I’m hesitant to write about this latest move. But given some slightly promising early signs, I’ll make an exemption. It’s called Senate Bill 3016, and 11 senators introduced it, including Senators J. Kalani English, D–East Maui, and Roz Baker, D–South Maui. It would allow the “disclosure of government records in cases where a police officer has been suspended or discharged in a disciplinary action.” Indeed, the text is rather hard-hitting: “Recent media reports by the Honolulu Star Advertiser and Honolulu Civil Beat detail a former Honolulu police officer who was discharged by the Honolulu police department for criminal acts, then hired by the department of land and natural resources,” states the bill. “That officer continued to commit criminal acts while on duty with the department of land and natural resources. Full public disclosure of his record while at the Honolulu police department could have prevented his employment at department

of land and natural resources.” Opinion in regards to the bill has, so far, been solidly in support. Here are a few of those who provided testimony to the Senate Committee on Public Safety, Intergovernmental and Military Affairs (PSM), which held a hearing on the bill on Feb. 4: • “All this measure seeks to do is require police transparency. Police officers hold a special place in the public trust and should be held accountable for their actions.” - Rob Viela • “The police need to be held to a higher standard, where the public, which they interface with on a daily basis, knows about disciplinary actions. This information should not be kept in a black box.” - Lynn Matusow • “Police officers should be accountable for their actions while protecting the public.” - Shane H. • “Police officers are able to view our records when stopped, we should be able to view an officer’s record as well.” - Jordan R. • “I am strongly in support of this bill and agree that police officers that abuse their authority and do wrong need to be exposed and their identifies need to be made public like any other state or public service worker. No one is above the law.” - Harry Yoshida In addition, the state Department of Human Resources Development, Office of Information Practices and the Civil Beat Law Center for the Public Interest also submitted testimony supporting the bill. Of course, one voice is standing against the bill: The State of Hawaii Organization of Police Officers (SHOPO)–the all-powerful police union that lobbied the Legislature hard back in 1994-1995 to bring us the so-called “SHOPO Exemption.” In a Feb. 4 letter to the Senate PSM Committee, SHOPO President Tenari Ma‘afala gave three reasons why his organization hates the bill. The first was, by far, the funniest.

Overheard MAN: “What did you get me for Valentine’s Day?” WOMAN: “What’s that?” MAN: “What did you get me for Valentine’s Day?” WOMAN: “Your rejection letter?” -Ka’anapali, Feb. 14

“This very issue of release of information on police officer suspensions is before the Hawaii Supreme Court,” Ma‘afala wrote. “Oral arguments took place on June 18, 2015 and thus, we expect a decision at any time. It would be both prudent and wise to await the Court’s opinion.” Ha! SHOPO wasn’t willing to wait on the courts to rule on the naming of disciplined cops back in the mid-1990s, when a group of University of Hawaii journalism students wound up in court trying to get the records. Rather than wait for the decision, SHOPO bankrolled a massive lobbying campaign on the Legislature, which is what created the exemption in the first place. Ma‘afala’s second reason–that the Legislature already “receives annual misconduct reports from each of the four county police departments”–is meaningless. Those reports don’t contain any names or specific details on the incidents of discipline. They also don’t tell citizens if disciplined cops have been busted before. Lastly, Ma‘afala fell back on the most insulting reason to keep the names of busted cops secret: “Finally, release of officers’ names that have been suspended may have a chilling effect on the extent of action taken by officers who often have to make split second decisions,” Ma‘afala wrote. “It impacts not only the officers but their families, too.” Spare me. How on earth does the public knowing which cops were busted for stealing out of the evidence locker or for lying on their reports impact their ability to make “split second decisions?” Though Ma‘afala added that “Though other employees are subject to release of their names for suspensions, rarely, if ever, does that happen because of the level of news worthiness,” but at this point, he’s just phoning it in. Cops carry firearms and train to use deadly force. The need to know which cops have been disciplined goes far beyond mere “newsworthiness”–it cuts to the heart of public safety. The Senate PSM committee seemed to agree–at their Feb. 4 hearing, they voted 4-0 to pass the bill, though with amendments (Though Senator Baker is on that committee, she was excused from the vote). It has since gotten kicked over to the Senate Judiciary and Labor Committee, where if recent history is any guide, it will die. Last year, that committee–headed then and still by Sen. LEGISLATURE MULLS INCREASING CONTRACEPTIVE PRESCRIPTIONS In many states these days, especially in the south, organizations like Planned Parenthood fight to maintain women’s access to contraceptives. But here in Hawaii, their biggest political battles are a bit easier–rather than engage in desperate trench warfare to keep government from making it harder for women to get birth control, they advocate for bills that would actually make access to contraceptives easier. Like House Bill 1895, which was introduced by a dozen or so House members including Lynn DeCoite, D–East Maui, Molokai and Lanai. The bill expands “access to prescription contraceptives by requiring insurers to cover contraceptive supplies intended to last up to a twelve-month period.” (Its companion bill in the Senate–SB 2319–was introduced by nine senators, including Roz Baker, D–South Maui.) In testimony on Feb. 5 before the House Committee on Health, Laurie Field, Planned Parenthood’s Legislative Director and Public Affairs Manager, expressed complete support for the bill. “Birth control is highly effective so long as it is used consistently, so a steady and reliable supply is key to reducing unplanned pregnancy,” said Field. “Dispensing a one-year supply of birth control is associated with a 30 percent reduction in the odds of experiencing an unplanned pregnancy compared with dispensing for 30 or 90 days. This means that making

Arguably, giving a year’s supply of contraceptives may enhance the expectation that the method is acceptable and safe, while a less prescribed supply may encourage the woman to reconsider use of the method at each resupply visit.” But other medical professionals weren’t having any of that. “Providing a greater number of birth control pill packs at once is associated with higher continuation rates,” stated the Hawaii Medical Association’s Feb. 5 testimony. “Dispensing a greater number of birth control pill packs at once is associated with fewer pregnancy tests, fewer unplanned pregnancies, and decreased health care costs per woman.” Susan J. Wurtzburg, Ph.D., the Policy Chair for the American Association of University Women, also directly attacked the “increased costs” argument. “An examination of the 2010 unintended pregnancy rates by states demonstrates that Hawaii scores as one of the most highly ranked states (www.guttmacher. org), ultimately costing individuals and taxpayers vast amounts of dollars, which could be spent in more productive ways, if contraceptive prescriptions were dispensed in a manner suiting women,” Wurtzburg said in her testimony. “Barriers to taking contraceptive pills consistently include women’s lack of access to transportation, forgetting, pharmacy not filling orders in a timely manner, pharmacists not stocking sufficient amounts of pills, etc.” The House Committee on Commerce and Consumer Protection held a new hearing on HB 1895 on Wednesday, Feb. 17 as MauiTime went to press. -Anthony Pignataro ■ editor@mauitime.com For more news articles, visit: mauitime.com/news

The Hawaiian Islands Humpback Whale Sanctuary wants to remind boaters to be vigilant during humpback whale season. February is peak whale season in Hawaii and during this time, we need to remind boaters to keep a safe distance from these annual visitors, said Malia Chow, Superintendent, in a Feb. 8 news release. Vessel-whale collisions can result in death or injury to whales and boaters. Whales are now here in large numbers, so it is important for everyone to be extra vigilant for their own safety and for the protection of the whales. Two confirmed whale-vessel contacts have been reported in Hawaii this season, according to the Sanctuary. Boaters are reminded to post a lookout at all times throughout the year and maintain a safe speed. Whale calves are especially vulnerable to vessel strikes because they are difficult to see as they rest just under the surface and surface more frequently. If you spot a distressed animal, please provide that information to the Whale Sanctuary to aid in the organization’s monitoring and conservation efforts. Humpback whales are an endangered species protected by the Endangered Species Act, the Marine Mammal Protection Act, Hawaii state law and the Hawaiian Islands Humpback Whale National Marine Sanctuary. It’s illegal to approach a humpback whale closer than 100 yards by sea and 1,000 feet by air. In addition to keeping your distance, the following guidelines are suggested to help reduce vessel-whale collisions: Keep a sharp lookout for whales and other hazards; watch your speed as research shows that speeds of 10 knots or less reduces frequency and injuries of collisions; always stay at the helm and keep your hands on the wheel and the throttle; and as mentioned, keep your distance–once you’ve sighted a whale, stay at least 100 yards away as required by law. Mariners are asked to report any colli-

That is enough savings to pay for 29 additional years of contraception.” But other organizations–health insurance firms, pharmacies and even the Hawaii Chamber of Commerce–weren’t so effusive. Though they did phrase their concerns very carefully, typically pointing out that they “support the intent” of the bill before criticizing it. “With an overabundant supply of prescribed contraceptives, Kaiser Permanente Hawaii is concerned with potential waste if the woman decides to stop using them or decides to switch contraceptives during the course of the year,” John M. Kirimitsu, Kaiser’s Legal and Government Relations Consultant, testified on Feb. 5. Eric P. Douglas, the Government Affairs Senior Director for the pharmacy chain CVS, even wondered why the bill was needed, since the Affordable Care Act made contraceptives free to those with health insurance. “Perhaps most concerning is that since 2010’s passage of the Affordable Care Act (‘ACA’), contraceptives are required to be covered at a $0 copay/coinsurance benefit to members,” Douglas testified on Feb. 5. “Therefore, no matter how large the days of supply, it doesn’t cost the member any additional dollars to pick up, whether monthly or otherwise. This 12-month provision certainly provides an opportunity for a member to stock up on a year’s supply before quitting their job or dropping their insurance. Kaiser’s Kirimitsu also speculated that allowing 12-month prescriptions could lead to health risks for women. “Also, most important is that a woman’s health may be compromised if she is prescribed an overabundance of such contraceptives because there will be no physician monitoring of the drug’s risks and side effects. News Of The Weird FRONTIERS OF FASHION Even though concealed-carry gun permitholders in Texas can now “open carry,” pistolpacking women concerned with fashion are not limited to traditional firearms in ordinary cowboy holsters. An online company, The Well Armed Woman, offers such carry options as stylish leggings, lace waistbands and an array of underarm and bra holsters (even an in-cup model, the “Marilyn”) in leopard-print and pastel colors. However, a woman’s body shape and size may be more important shopping considerations, according to the company’s founder. “A 32A bust could not conceal a Glock 19 very well–nor would a 42DD-or-larger (front) allow for effective cross-draw carry.”

DEMOCRACY BLUES In January, Robert Battle took the oath of office for his second term as a city councilman in East Chicago, Indiana–administered at the county lockup, where he is being held without bail, charged with a cold-blooded murder during a drug deal. The crime made news in October (i.e., before election day), yet Battle still won his race. According to law, he cannot be forced out of office unless he is convicted or admits the crimes, and he had the right to vote for himself in the election (except that he failed to request an absentee ballot).

CANONICAL MARIJUANA The Albany, New York, company Vireo Health told reporters it would soon offer the world’s first certified Kosher marijuana, announcing that the Orthodox Union of New York had authenticated it as having met Jewish dietary laws (e.g., grown with insect-free plants). (Other Kosher-validating officials complained that the approval should apply only to marijuana that is eaten, not smoked.) And two habit-wearing nuns were scheduled to ask the Merced (California) City Council in January to decline its prerogative under state law to ban dispensing or cultivating medical marijuana. The nuns’ order makes and sells salves and tonics for pain management, using a strain of cannabis containing only a trace of psychoactive material.

BRIGHT IDEAS Since the (naturally insulated) uterus can be a lonely space, Institut Marques of Barcelona, Spain, recently demonstrated a tamponlike “speaker” to carry soothing, specially selected, 54-decibel (“hushed tone”) rhythms that supposedly improve fetal growth. THE CONTINUING CRISIS A former lecturer for Spanish classes at the liberal arts Amherst College near Northampton, Massachusetts, sued the school in December after it failed to renew her contract– leading the lecturer to charge that the Spanish department had tried to solicit student course enrollment by prostitution. Lecturer Dimaris Barrios-Beltran accused her supervisor, Victoria Maillo, of hiring only attractive “teaching assistants” and encouraging them to “date” Amherst students with the ulterior motive of signing them up for Spanish classes–to boost the department’s profile. (College officials said they could not corroborate the accusation, but a lawyer for Barrios-Beltran said Maillo is no longer employed at Amherst.)

BREAK A LEG! William Bendorf, 38, filed a lawsuit in December against the Funny Bone comedy club in Omaha, Nebraska, and comedian-hypnotist Doug Thompson after plunging off the stage and breaking his leg following Thompson’s having hypnotized him during his act. Thompson claimed that he had “snapped” Bendorf out of the trance, but the lawsuit claims that Bendorf, instead of exiting via the stairs as Thompson instructed, wandered directly toward his stage-side table because he was still “under” Thompson’s spell.

LEAST COMPETENT CRIMINALS Michael Leonard, 53, was charged in December with stealing a package that moments earlier had been dropped off by a courier. The delivery was to a Prince George’s County, Maryland, police station, and Leonard, hanging around in the station (to register as a sex offender), walked out with the package when no one was looking. (However, a station surveillance camera caught his face.) And Sean Lyons, 23, wanted on an Upper Darby, Pennsylvania, arrest warrant since October as a drug dealer, was arrested in January–at the police station, where officers recognized him when he came to give information as a victim of an unrelated hit-and-run accident. ■

The 3D effect is another trend where bridal gowns are detailed with embroidered lace appliqué that gives the gown a dimensional textured look. Another trend with a big impact for walking down the aisle is the jumpsuit, which can be comfortable and functional.

I love Sue Bryce’s portrait work! A big thing though is collaborating with my friends and local artists here on Maui. It definitely keeps me inspired.

ou might not think of Maui as a pinnacle location for technological advancement, but on Monday, Feb. 22, the island will host the third annual WedTech Summit at the Royal Lahaina Resort in Ka‘anapali. The fact that the summit has moved from an urban hub to our shores is in itself a huge boost to our wedding industry and Maui as both tech center and wedding destination. Major industry players will speak on building startups, digital content for weddings, marketing to millennials, fashion and video.

While Pinterest has made a huge impact on the industry, there are also plenty of apps and websites that appeal to the modern couple planning a wedding. The WedTech Summit can help island wedding specialists reach this market, develop their own apps or utilize new services that can streamline their operations. WedTech runs Monday and Tuesday with a full schedule of speakers, both local and from the Mainland. The days begin with an hour-long keynote followed by attendees choosing which hour-long panels they would like to attend. Following a noon break, there are more speakers and panels throughout the afternoon. There will also be a expo room with vendors and evening mixers that start at 6pm.

Kanoa Kukaua and Jessica Lewis Friday, Nov. 13, 2015

hen two Maui artists decided to join in matrimony, the event was music to our ears. The couple that performs together as Louis and Lewis is known for their harmonizing, and their engagement was no different. Louis Kanoa Kukaua had planned to propose at one of their Ambrosia performances, but keeping Jessica Lewis in the dark, while making sure her family members were there, proved to be quite a challenge, as she says below.

The Engagement He started singing “Infatuated.” He has been singing this song forever. I know the harmonies and the breaks. So he’s singing it and then stops singing but still playing. I think, that is kind of weird, then I start noticing everyone is videotaping this song, and I’m thinking why are they taping, he sings this song all the time? Then he sings the one line and stumbles over the words. My heart is racing. I’m thinking he’s going to propose! Of course I say yes. Then Kanoa says we have to finish the song! I don’t even know how I finished the set that evening.

Planning Our engagement was two years. We had planned it in the next 24 hours! But six months down the road we weren’t ready for the date we originally reserved. It was hard to tell everyone we wanted to move the date but we are so glad we did. We got our savings plan and paid everything off before the wedding.

Rings Hers: Diamonds–Benbridge. His: wood and guitar string–Etsy. We should have been sponsored by Etsy. I bought everything on Etsy. My dress lace, bridesmaid dresses, my shoes, my garter, rings. I love it.

Dress This dress is actually two pieces, a top and skirt. The skirt was from the Enchantress. I loved having Koa Johnson of Kojo Couture custom-create this look for me. I promised my mom none of my tattoos would show and I delivered.

The Makeup I wanted a lot of drama with my look. When I decided to do a dark maroon eye

and lip I knew it would be a risk, but it paid off. Ry-n Shimabuku nailed it, and those lashes and makeup lasted till my second reception the next day.

The Location We kind of brainstormed where we could do a wedding that would not be on the shore. We knew we didn’t want a beach wedding. We thought the winery or the lavender farms but those are so out of the way. Then we found Ka Hale Olinda and I really liked that location, and it overlooks Rainbow Bridge where Jimmi Hendrix played, that sealed the deal.

Food & Libation We worked with Fat Daddy’s and Aloha Bars. The Honeymoon We’re going on a month-long dream trip on the mainland. There will be Disneyland, an RV rental, friends, time in New York and family. It will be a dream come true. ■

Moore Is Less Michael Moore’s latest documentary, ‘Where To Invade Next,’ is too soft ★★★★★ Rated R / 119 Min.

M

ichael Moore doesn’t do cute or sincerity very well. Snarky, angry and confrontational rhetoric are his preferred methods of investigative (and extremely biased) journalism. His latest film in some time, Where to Invade Next, showcases the softer side of Moore and the result is in one of his lesser works. During the opening credits, we see clips of violent occurrences taking place throughout the United States. It seems as though Moore were building towards a feature-length commentary on gun control, a commentary on how violence is out of control in this country or possibly a contrast on how the body count in this country stacks up with others. Actually, we see Moore, appearing older but with an undeniable twinkle in his eye, go on an extended tour of other countries, point out their strong suits and affectionately celebrate how different they are from us. It’s as strangely pleasant, odd and gag-inducing

as it reads. I’m glad Moore took a vacation but the fire in his belly appears to be out. Moore’s Roger & Me is one of the great breakout independent films of the late 1980s and, for all its manipulative muckraking, Fahrenheit 9/11 is lightning in a bottle, a time capsule of American sensibilities after the horror of September 11, 2001. The points Moore wanted to make with Bowling For Columbine and Sicko, among others, were stronger than the forced, occasionally staged manner in which he chose to present them. The problem isn’t that much of Moore’s work is so tainted by his own feelings and too contrived to be considered a “documentary.” If anything, his perspective can be valuable, if typically heavy-handed. The problem is that some of his works are frankly more successful in what they have to say, how he comes to his ultimate conclusions and whether he can balance entertainment value with political stumping. Here, Moore is presenting informative nuggets of information that are so easily digestible and gentle in their presentation, his formerly ravenous mode of filmmaking has been rendered toothless.

He should stick to bowling

The framing device, in which Moore addresses high ranking military officers (in an obviously faux sequence) and declares a fake invasion on neighbor countries, is completely lame. All Moore needed to do was declare the information he accumulated, not construct a halfassed “story” that is both embarrassing and limp. Moore’s crusade to confront GM CEO Roger Smith was compelling and suspenseful. In contrast, his jokey meetings with citizens of other countries and sheepishly asking them if he can “invade,” adapt their strong points and post an American flag, comes off as desperate. I’m glad that I know the school lunch system in Germany is superb and that the lunch periods for factories in Italy are generous. The people Moore meets seem nice and, surprisingly, he’s awfully nice

to everyone he speaks to. Why?! I kept waiting for him to ask a political question or comment on how their country feels about America. Everything here is soft-peddled. Were it not for the presence of Moore, who once lambasted President George W. Bush during his Oscar speech, the whole thing would be right at home on the Disney Channel. Seriously: remember those short films on Mister Roger’s Neighborhood where Fred Rogers would leave his house and take us along on a tour of a factory that makes pencils? That’s the equivalent of what Moore has made and it’s both amusing and utterly flimsy. Watching Moore go soft isn’t something I care to watch again. I encourage artists to stretch but not when their new sensibility turns them to mush. ■

Welcome to zero gravity. Your time in the metaphorical space station will be brief but harrowing; nothing’s nailed down right now.
