MAKENA RESORT ANNOUNCES CLOSURE 12 DAYS AFTER TELLING WORKERS THEY WOULDN’T CLOSE THIS YEAR

U.S.–in Gila Bend, Arizona and Barstow, California–according to the Times’ article. “The plants, known as Solana and Mojave, have drawn criticism for years over the American government’s backing,” the Times reported. “The projects were partly financed by $605 million in federal grants and tax credits, according to Good Jobs First, a research center that tracks public subsidies. Abengoa also received a combined $2.9 billion in loan guarantees from the United States.” What’s more, the company is facing “lawsuits in the United States and Spain from shareholders and creditors,” according to the Times. “The suits make a variety of claims, with one accusing the company of misleading investors about downplaying its capital needs and another accusing individual executives of acting against investor interests” (a company spokesperson declined to comment to the Times on the lawsuits). On top of all that, the Solana solar plant doesn’t seem to be working all that well. It was bitter news indeed: Just a few months after Hawaiian Commercial & Sugar announced that it would close, putting 700 or so people out of work, officials with Makena Beach & Golf Resort announced that they would shut down on July 1, throwing another 385 people out of work. The reason? The resort’s owner, ATC Makena Holdings, Inc., wants to convert the property into luxury condos. “It sucks. I don’t want to look for another job,” said an unnamed employee in The Maui News‘ unbylined Mar. 30 story “Makena Resort to close July 1,” which broke the news of the closing. According to the News, Makena Resort GM Declan McCarthy told employees about the impending closure on Tuesday, Mar. 29 (though it’s contradictory on the exact time, stating first the announcement was in the “early evening” and later that it was at “noon”). But MauiTime has obtained a copy of a letter McCarthy sent to Makena Resort employees 12 days earlier that stated everything was fine at the resort–at least until the end of 2016. “There has been much talk about the possibility of the hotel closing and when that may happen,” McCarthy said in the letter, which is reproduced here. “It is important to confirm that no date has been established and as things stand right now we do not expect to have a date before the end of this year.” If that wasn’t positive enough, McCarthy doubled-down on his employees’ expectations. “In the meantime we will be focusing all our efforts on continuing the high occupancies that the hotel has been enjoying for the past three months,” McCarthy said in his letter. “Our Sales team is actively involved in booking business for this year and next year for the hotel.” Of course, The Maui News reported on Mar. 31 (in a story that also lacks a byline) that the resort’s employees might get their

jobs back–in three years. “According to a statement from the Mayor’s Office, resort officials assured Arakawa that the layoffs were necessary for the creation of high-end condominiums,” the paper reported. “However, once construction is completed in nearly three years, the property would rehire employees, officials said.” Makena Resort PR and Marketing Manager Jovelyn Bonilla declined to comment on McCarthy’s letter or the resort’s closure.

that county officials went through a “rigorous selection process” that saw 10 candidates getting vetted (after 15 months, it damn well better have been rigorous, though it’s not like county officials have been searching the entire time–in fact, they only posted the job description in January of this year). Here’s how the Arakawa Administration described Redell, a licensed mechanical engineer, in their Apr. 1 news release: “Redell is currently the Managing Director of Abengoa Solar in Lakewood, Colorado,” states the news release. “Prior to that he managed his own engineering firm in California. His energy career started when he was enlisted in the U.S. Navy, taking part in their Nuclear Power Training Program and serving in the submarine service.” It’s Redell’s work at Abengoa that makes him such a fascinating hire. See, Abengoa–a Spanish firm–is something of a controversial name right now in the renewable energy world. Though trumpeted by President Barack Obama in 2010 for its arrival in the U.S. to build solar plants, Abengoa is currently in the midst of tough times. “Saddled with debt from its expansion, the company is scrambling to avoid what would

COUNTY OF MAUI HIRES ENERGY COMMISSIONER It’s been well over a year since Doug McLeod resigned as Maui County Energy Commissioner and formed his own consulting firm (DKK Energy Services LLC), after holding down the post for four years. The county didn’t exactly rush to replace McLeod–in fact, they only announced their new energy commissioner–Frederick Redell–on April Fools’ Day of this year. “Frederick Redell will bring a fresh perspective and a lot of knowledge to this important position,” Mayor Alan Arakawa said in an April 1 news release from his office. “His number one job will be to keep the county moving forward on our goal of achieving 100 percent renewable energy and to make sure that costs to ratepayers are contained.” In the news release, Office of Economic Development Director Teena Rasmussen said

Six months later, Solana was still underperforming. “As New Times first reported, the plant’s electricity generation has been underwhelming since it opened,” New Times reported on Dec. 2, 2015. “It produced only two-thirds of expected capacity in its first year of operation and only half its expected output for the first three months of this year. PACIFIC BIODIESEL BRINGS ON NEW MARKETING DIRECTOR Pacific Biodiesel recently hired Joy Wynne Galatro as its new Marketing Director. Galatro, a brand strategist and marketing communications professional, has expertise in developing strategies and integrated marketing that build the brand throughout all parts of an organization. Galatro was most recently Vice President of Brand Strategy for Walker Brands, an award-winning branding firm based in Tampa, Florida. University of Oregon professor Mark Carey produced a 10,300-word journal article in January proposing a new sensitivity to Earth’s melting icecaps: a “feminist glaciology framework” to “generate robust analysis of gender, power and epistemologies” with a goal of more “just and equitable” “human-ice interactions.” The jargonized, densely worded tract suggests that melting icecaps can be properly understood only with more input from female scientists since, somehow, research so far disproportionately emphasizes climate change’s impact on males. (The New York Post reported that the paper was funded by a National Science Foundation grant of $412,930.)

Rick Snyder boasted in March that the lead-in-the-water crisis plaguing the city of Flint for months now had actually spurred job growth. A senior federal administrative law judge recently claimed (and then, for good measure, repeated and emphasized) that, in his experience, “3-year-olds and 4-year-olds” do not need the help of lawyers to advocate for them in immigration proceedings. The County of Maui finally gets serious about ensuring public beach access parking in Ka`anapali.

A

s one of Hawaii’s most popular resort destinations, Ka‘anapali dates to about 1962, when the Royal Lahaina Resort opened. The Sheraton followed a year later, and soon resorts were popping up periodically into the early 1980s. For visitors, there are few more accessible resort locations than Ka‘anapali. The situation for residents–who are guaranteed coastal access–the reality is a lot different. Any residents who want to surf, fish or just jump in the water at Ka‘anapali Beach can expect a difficult journey when trying to find a parking place. The lots that do cater to the public tend to be cramped and scattered around the various resorts. Signage is often minimal or simply non-existing. Other times, public parking lots are loaded with signs listing re-

strictions on when people can park there–restrictions that are, in fact, not permitted. “After the county gave out the [resort] permits, nothing was checked,” Lahaina resident Randy Draper told me recently. “They let guests and employees park in them. So it’s gonna take some time for it to work itself out.” Draper–a retired boat captain–knows all about this, because he’s been agitating for greater public beach parking access for the last 50 years. That’s right–for pretty much the entire time there have been resorts at Ka‘anapali, Draper’s been calling for more parking. But now, after all these decades, Draper’s a happy man. That’s because the Maui County Planning Department has finally gotten serious about enforcing the public beach access parking requirements that were part of each resort’s development permit. After months spent researching the resorts’ original permits, Deputy Planning Director Michele Chouteau

McLean mailed letters to all the Ka‘anapali resorts on Mar. 2 detailing their compliance–or non-compliance–with the parking regulations (see accompanying chart for a breakdown of the resorts’ beach parking). “It’s because I made ‘em do it,” Draper said proudly when I asked him why all this was happening now. “[Attorney] Lance Collins helped me get the county to look at the permits.” McLean confirmed that she’s been working “back and forth” with Draper on this. “It took a while to research,” she said. “We had to spend time pulling the files.” In the county’s research, two issues became clear: not all resorts were providing the required number of public parking spaces, while others had put up signs warning those parking there against using the spaces at night. In fact, McLean confirmed, there are no time restrictions on public access beach parking in Ka‘anapali.

On Mar. 2, McLean sent out letters to six Ka‘anapali resorts, as well as Whaler’s Village. According to the letters, which MauiTime obtained, the majority of resorts were providing the required number of spaces. Two–the Westin Maui Resort & Spa and Marriott’s Maui Ocean Club–were not. “A recent site visit confirmed that the Westin is providing only 28 of the required 30 parking spaces, situated facing the building (facing away from Whaler’s Village),” McLean wrote in her Mar. 2 letter to Westin General Manager Tony Bruno. “You must provide two additional spaces to comply with the requirement of 30 spaces.” Westin Public Relations Director Sumithra Balraj insisted that the resort is providing the required number of spaces. “The Westin Maui Resort & Spa is offering 30 parking spaces for public beach access without any time restrictions,” Balraj said in an Apr. 1 email to me.

General Manager Mark Altier on Mar. 2. “[T] herefore, it is expected that public beach parking be provided at all times. The signs that identify the public beach parking area and spaces shall be corrected to remove the time restriction.” What’s more, the Ka‘anapali Alii also routinely chains up its lot at night, potentially forcing those who’ve parked their past the “closing time” get their car out of an impound lot. That infuriates Draper. “The Alii’s had it locked up for 20, 30 years,” Draper said. “The public should be able to go to any beach parking lot and then go fishing without getting their car impounded.” Altier did not return a phone call asking for comment. County planning inspectors also apparently found problematic signage at the KBH. [S]ome of the spaces are not identified at the entrance of each space,” McLean wrote in a Mar. 2 letter to KBH General Manager Mike White (who is also, I must note, both the Chairman of the Maui County Council and the county’s most powerful foe of McLean’s boss, Maui Mayor Alan Arakawa). They are each marked with a sign that is hung on the fence at the end of each space; some are appropriately marked on the pavement, while others have faded ‘valet parking’ marked on the pavement. This must be corrected so that each space is identified at the entrance (i.e., marked on the pavement for public beach parking).” KBH officials did not return an email request for comment.

“We had informed the county office of our 30 allocated parking spaces and as such, they should have this updated information.” Far more problematic though is the situation at the Marriott. In fact, McLean herself said in her Mar. 3 email to Draper that included PDF copies of the resort letters she’d sent that she was “curious” as to how the Marriott would deal with their problem. That’s because the Marriott today is providing just 10 of the 30 required public beach access parking spaces. “The approvals for development of the Marriott required that 30 parking spaces be provided for public beach access, and that employee parking be provided on-site,” McLean wrote to General Manager David Wong on Mar. 2. “Your representative’s compliance report indicated that 35 public beach parking spaces would be provided. A recent site visit confirmed that the Marriott is providing only 10 of the required 30 (or 35) parking spaces. You must provide 20 or 25 additional spaces to comply with these requirements. Perhaps there are additional public beach parking spaces located elsewhere on the property that were not evident during our recent site visits, in which case improved signage must be provided.” I didn’t even know the Marriott provided any public parking spaces until I walked around the property on Mar. 31. But sure enough, I found the 10 spaces McLean mentioned in her letter, tucked away at the south end of the property. There was a sign labeling them as public, but it was buried in trees and completely invisible from someone driving by just a few yards away. Given the current parking situation at the Marriott, it was unclear to me where the resort would put an additional 20 beach access parking spaces. Wong left the Marriott’s Maui Ocean Club a couple weeks after McLean sent her letter. Bill Countryman, his replacement as GM, did not return a phone call asking for comment. The Planning Department also determined that two resorts–the Ka‘anapali Ali‘i and the Ka‘anapali Beach Hotel (KBH)–had placed time restrictions on the use of their public access parking spaces. “Kaanapali Alii’s development approvals did not address any time restrictions for the public beach parking,” McLean wrote to Ka‘anapali Ali‘i

Then there’s the relatively new Hyatt Residence Club, located between the Hyatt Regency and the Marriott Maui Ocean Club, which opened in late 2014. They have a public beach access parking lot that contains 20 stalls (one of which is designated ADA-accessible) that sits next to the inadequate Marriott’s 10-space lot. Though McLean’s Mar. 2 letter to the Hyatt did not mention inspectors finding any time restriction signs on the property’s 74 parking spaces, my Mar. 31 visit found that each space in this particular lot was marked with a sign that warns against parking there between 8pm and 6am (see photo). Jim Cooper, the Residence Club’s general manager, told me that his resort is in compliance and those restrictions are legal. “We have to follow the rules very carefully,” he said. “And we’ve had every inspector in the world here over the last two years.” Reached on Apr. 1, McLean said that it’s “unclear” whether the time restrictions on those 20 spaces are permitted. She said there were “discussions” in the past about allowing that particular resort to restrict public beach parking access at night to

make it easier for delivery trucks to get in and out (the lot sits in front of the Residence Club parking garage). But McLean also said her inspectors were unable to find any documentary evidence that those discussions led to official approvals. If it turns out the restrictions aren’t permitted, then the Hyatt would either have to remove the signs or find an additional 20 public beach access parking spaces. McLean’s letters also alluded to “initial and daily fines” if any resort remains out of compliance, though she didn’t want to elaborate on dollar amounts when I spoke to her. In all of her letters, McLean also said her department would “continue to monitor compliance” and called on the resorts to step up enforcement. “[W]e would appreciate your efforts to ensure that the public beach parking is truly being used by the public and not by any hotel vendors, employees or parking valets,” she wrote. “[W]hile we understand that enforcement in this regard is a challenge, we expect reasonable effort.” Later, I asked McLean what she meant exactly by “reasonable effort.” “It’s hard to define,” she said. “It’s really hard to do–we know because we do enforcement. But I think that when they realize the county is involved, they’ll make an effort.” In any case, McLean said her inspectors will return to Ka‘anapali in the next week or two and follow up on any progress the resorts have made. As for Draper, he wants the public to be extra vigilant. “It’s basically going to be enforced by the public,” Draper said. “People need to be conscious of their environment there. hen I want Hawaiian food, I’ll head to Poi by the Pound in Kahului. Their Hawaiian plate is epic–a heaping serving of their juicy kalua pork, hefty pork lau lau, chicken long rice, lomi salmon, poke, poi, rice and mac salad and they serve it everyday (except Sunday, when they’re closed). They don’t skimp on the poi, and it’s perfection every time. My new addiction there is the taro sundae dessert. Forget haupia–this is da bomb. I also love their bright and cheerful dining room. They have modern black chairs and tables and booths along one wall. Everywhere you look you can enjoy the gorgeous stretched canvas photographs of taro fields that cover the walls. Next to every table is a message and vow from owner C.J. Hookano saying that food is made to order fresh and for customers to allow at least 25 minutes for grilled items. He then guarantees his customers’ experience with his cell phone number and a personal promise to fix anything that may have been amiss in the meal. Later I sat down with Hookano, his daughter Brandee–who works the front of the house–and his partner and girlfriend Rochelle Kemfort. “I did this for my daughter,” Hookano says. “After my incarceration, I got out and felt I had one chance to make it. It was hard to find jobs. I started making poi in my garage in Hawaiian Homelands. I had to set aside my pride. I went door to door to sell it. That is how we got the name. Everyone wanted to know how much for a pound.” Hookano’s openness about his incarceration and the fact that sobriety, spirituality and his love for ohana are the things that keep Poi by the Pound moving forward is powerful. Six years ago he was going door to door selling poi that he made fresh every Wednesday. Then he decided to start making plates and selling them once a week to go with the poi, and that took off. He was gaining a following, and huge orders were coming in–like from Hawaiian Commercial & Sugar. He got

a commercial kitchen in 2011. Then in 2014 he took the plunge and opened his restaurant. Somewhere in there he tried his hand at farming taro, but the restaurant, catering and events kept him too busy for that. “My story is simple,” says Hookano. “What we do here is simple. I started with nothing. I built this from the ground up. The biggest challenge is consistency, but I work on it all the time. I want to bring back that classic plate lunch flavor, the plate lunch of the ‘80s. I’m not trying to be healthy–that is not where I’m going with it. All my recipes are to my taste. If I think the sauce tastes better with MSG, I use it. My kalbi is juicy and on point. It’s hard to get it like that.” It’s not just Hookano who’s working on the restaurant all the time. His three kids, Kemfort and her three kids and even Hookano’s sister (who moved from Oahu) work in the restaurant. They also make their succulent lau lau at night. Poi by the Pound does about a thousand pounds a week in poi, and they sell it at Island Grocery, Tamura’s, Fukushima’s, Pukalani Superette, Uptown Chevron and Mana Foods. Their popular kulolo is also selling at most of those locations and the restaurant. “I have a vision, I have big plans,” says Hookano. “I want to have something for everyone. The Hawaiian food, some romance, the favorite plates. I’m not going to be the place to come for a mahi salad, but I have it on the menu for the two Hawaiians that come in with their sistah that no like eat rice.” I ask him how many times people use his cellphone number from his message on the wall. Hookano and Kemfort laugh. “You wouldn’t believe it,” says Kemfort. “People call to tell us where we should set the air conditioning!” Poi by the Pound’s nearly five-star rating on Yelp is testament to Hookano’s plate lunch following, and their ohana’s success at working together to make a good product. “I don’t get cocky too often, but that’s one thing I can be cocky about,” Hookano says. ■ jen@mauitime.com + @jenrusso For more foodie news, visit: mauitime.com/food-drink

on Artis II and his brother Thunderstorm have been lighting a fire under Oahu’s North Shore music scene. Now they will perform at the Maui Arts and Cultural Center (MACC) on Saturday, Apr. 9. Recently I spoke with Ron about his music and new album What Music Means to Me.

MAUITIME: How did you make the switch from Artis Family Band to a duo? RON ARTIS II: There’s 11 of us. Six boys and five girls. We used to all perform together as the Artis Family Band. That was until about 2013. I did most of the singing and was a band leader with my family up until I got married. My wife is from Germany so I went there for nine months to meet her family and get married. While I was away my brother Thunderstorm developed as a singer. When I came back to Hawaii, we ended up playing together. MT: How did your family background affect your musical style? RA: I learned most of my style from my parents. My mother is a singer, my dad taught us all of our instruments. My dad was adamant that if you want to have a lot of freedom as you grew up in music then you should never put labels or borders around the styles that you should learn. I grew up learning the styles that my dad liked to play and then developed my own styles closer to my heart. In doing that I began to find a freedom in all the different genres of music. MT: You recorded your new album in Hawaii. What was that like? RA: For this particular release we wanted to do our first studio quality album. So we spoke to Milan Bertos, who recorded Jake Shimabukuro and a few other notable artists on Oahu.

It was a great experience to work with him. We spent three days in the studio and we got the whole album recorded in that time. But what went into it all before that was a year of planning, ideas of what we wanted to do, all that song-writing and formulating that Thunderstorm and I had been sharing since 2013. It was really incredible to get it all out and get it all down. It was a seamless connection. We felt really comfortable and could really express and pass a lot of the emotion into the performance in the studio.

MT: Describe What Music Means to Me. RA: It’s like a soft, warm conversation in the form of song. It’s a lot of stories about our life about people we have met, people who’ve inspired us, how we’ve grown up as a family. It’s two people growing up and going out into the world. MT: So what does music mean to you? RA: I believe there are only two types of artists in the world. There are good artists and bad artists. It has nothing to do with your skill level–it has to do with what you want to plant into the world, what you want to share. What do you want to speak about, paint about, write about or sing about? We really focus on putting positive things out to world. MT: This isn’t your first trip to Maui. What were some of the highlights from the last time? RA: The last time on Maui, my wife and my brother and I got to go to Haleakala one of the mornings. That was just beautiful. I had heard about it, read about it, seen pictures, but nothing compares to seeing it in real life. I also got to go to Hana. A few people told us before we started that it’s not about the destination, it’s about the ride so don’t rush. I’m really glad they told us that–it’s breathtaking! Send In The Drones It’s worth taking a look at ‘Eye in the Sky’ ★★★★★ Rated R / 102 Min.

D

rone warfare is becoming a hot topic in Hollywood movies and is no longer a CGI gimmick in action movies. The first time I can recall seeing a bomb-dropping drone in a Hollywood movie (not counting the Terminator films) was The Bourne Legacy. Now, with Gavin Hood’s Eye in the Sky and a handful of others, drone warfare has gone from being a cool action movie trope to a thematic device to hang a cautionary tale. Helen Mirren stars as Col. Katherine Powell, a military officer who oversees a planned capture of a suspected terrorist hiding in Kenya. Powell observes the operation from her headquarters in London, while a soldier on the field (Oscar nominee Barkhad Abdi) gets in close with his flying drones, disguised as tiny insects. When it’s revealed that the individual they seek is planning a large scale bombing, the plan for capture is dropped in favor of a drone strike. The problem: literally in the way of the planned assault is a little girl, selling bread close to the terrorist hideout. The

question of collateral damage is brought up, then passed from various heads of state, many of whom don’t want to make the final decision to carry out or abort the mission. Powell, on the other hand, is more than willing to see a girl die if it means saving the lives of many. It’s worth noting that the little Kenyan girl in question, named Alia, is the only character who is fleshed out. Powell has a brief introduction in her home but Alia is the key individual here, an obvious symbol of innocence that could potentially die on the battlefield. This is far from the only film to use a child as a symbol of war’s horrible toll on humanity (Schindler’s List also comes to mind). While using Alia as a catalyst for the bloodshed that could arrive is overly obvious, Eye in the Sky works as an exercise in suspense. It’s also the kind of movie you only see once, though it could be a favorite in college civics and military ethics courses. If Mirren couldn’t play the role of Powell, the aged, no-nonsense and fiercely determined Colonel in charge, the movie might not have worked. In fact, the only actress who could presumably play the role as well would be Dame

Damn, U.S. foreign policy is scary

Judi Dench, but I digress. Mirren is quite good, though she’s played this sort of toughest-lady-in-the-room role many times before. The outstanding supporting performances stack high, as this is an ensemble piece and not a Mirren vehicle. Aaron Paul of Breaking Bad has a nice turn as the controller of “the eye.” His character must make an impossible decision in which the best case scenario is still awful. It’s nice to see Jeremy Northam in a strong role and the late, great Alan Rickman (to whom the film is dedicated) is outstanding as usual (his exit line is a killer). Abdi, who played the Somali terrorist leader in Captain Phillips (he recited the immortal line, “I am your captain

now”) is exceptional here; he’s such an interesting actor and is given the film’s most engaging character and plot line. Following his celebrated Tsotsi, Hood has had an unfairly difficult time establishing himself as a mainstream filmmaker. His X-Men Origins: Wolverine is unfairly derided in comic book circles, though its tortured existence is what gave us this year’s Deadpool (you’re welcome, comic book nerds). His Rendition and especially Ender’s Game are underrated depictions of military ethics and the need for protocol and a moral compass during war time. With his latest film, Hood once again fashions an entertaining film loaded with provocative scenes and discussion-worthy topics. ■
