year cycle between ice ages and we still have a few hundred years to go. More troubling is how are we going to deal with the black hole found recently in the Sun and its effects on our magnetosphere.
Future US Senator?
WE START GRILLING 2016 ELECTION CANDIDATES Speaking of MauiTime.com, we’ve started posting the results from a series of questionnaires we sent to all the political candidates that are relevant to Maui County voters. The questions vary somewhat between local, state and national candidates, and deal with issues important to MauiTime and our readers (the county Liquor Control Department, law enforcement misconduct disclosure, marijuana legalization and so forth). So far, U.S. Senate candidate Karla “Bart” Gottschalk, a Republican from Ocean View on the Big Island, has supplied the, um, most interesting answers. Though Gottschalk took issue with our questions, saying they “do not speak to my qualifications but ‘knee jerk’ emotional issues,” we got the questionnaire back in just 24 hours. Here’s an excerpt from the Gottschalk questionnaire: MAUITIME: What (if anything) should the U.S. Congress do to reduce gun violence? KARLA GOTTSCHALK: I do not believe in prior restraint nor do I believe the 2nd Amendment should be infringed. Instead of teaching children to dress up little boys as girls or little girls as boys in a travesty of child abuse I would support teaching the proper care and use of firearms in schools. MT: What (if anything) should the nation be doing (that it isn’t already doing) to alleviate climate change? KG: Climate changes daily. It is a 12,000-
Good stuff. We’ll post candidate questionnaires on MauiTime.com as we get them, through the summer (the Primary Election takes place on Aug. 13). Though we attempted to email the questionnaires to everyone on the state Office of Elections candidate list, we weren’t able to track down two candidates: Tutz Honeychurch, a Democrat running for the U.S. Senate, and Arturo Reyes, a Democrat also running for the same U.S. Senate seat. And if they (or any other candidate) didn’t receive a questionnaire, please email Editor@ Mauitime.com and we’ll get one out as soon as possible.
SPECIAL COMMITTEE MINORITY REPORT REVEALED! It’s been well reported that in early May, the County of Maui’s Special Committee on County Governance approved a recommendation that Maui County move to a “county manager” form of government. We would still have an elected mayor, but the power to hire and fire department heads would move to a county manager, who in turn would answer to the Maui County Council. “Though politically influential interests are powerful in both Strong Mayor and County Manager governments, the absence of elections allows a County
Manager the freedom to foster innovation, concentrate on management instead of political activities, and invest in long-term, community-wide solutions,” stated the committee’s Majority Report. “Generally, a County Manager is more likely to adopt comprehensive policies.” But what isn’t so well known is that there was also a Minority Report. Though unsigned, the report was written by committee member David DeLeon, the government affairs director for the Realtors Association of Maui, who is also a former Maui News reporter and aide to Maui County Mayor Alan Arakawa. It represents the views of the five committee members who don’t want such a radical change in our county government (though only three of them actually voted against the county manager proposal, which prevailed with six committee members voting for it). This Minority Report is controversial. In fact, The Maui News reported on June 25 that Special Committee Vice Chairperson Madge Schaefer filed a Sunshine Law complaint against its release to the County Council. “The vice chairwoman of a special committee that narrowly recommended a change from the current mayor-council form of government to a system that includes a county manager has lodged a Sunshine Law complaint over the filing of a ‘Minority Report,’ with the County Council,” The Maui News reported. “Madge Schaefer filed the complaint June 8 with the Office of Information Practices, saying that the Minority Report ‘flagrantly ignores the purpose and intent’ of the Sunshine Law, which calls for the ‘public’s business to be conducted in public, with opportunities for public comment.’” In The Maui News article, committee members like DeLeon and Chairperson Tony Takitani say the report is mere “testimony” and deny that giving it to the County Council violated the state’s open government law. The Office of Information Practices has yet to issue any

sort of ruling on that complaint, but in the meantime we’ve obtained the Minority Report. In just seven pages, it lays out the reasoning behind those committee members who prefer the county’s current form of government: “Fundamentally, the minority does not agree that changing our form of government is necessary to achieve improvements in our County government nor that such a major re-structuring will necessarily result in improved management, governance or continuity of leadership,” states the Minority Report. “Indeed, there was no objective evidence offered to the Committee that supports the contention that changing to a council manager form of government will improve the management and the operation of the County.” But the Minority Report also lists a few recommendations for reforms: • Council approval of all department heads. • Tightening the qualifying criteria for departmental director appointments. • Amending charter requirements that all communications between the Council and the Administration go through the Mayor, so that Council Members will be able to speak directly with department heads without first receiving approval from the Mayor. • Clearing up ambiguities in the budget process, while being cautious to not add unnecessary inefficiencies to the management of departments. At the May 9, 2016 Special Committee hearing, Chairperson Tony Takitani suggested attaching the Minority Report to the Majority Report, but the committee meeting minutes show it went nowhere: CHAIR TAKITANI: We haven’t reached that one yet, ‘cause I’d also like to if it’s okay with the Committee, attach the minority report but if there is strong opposition to that I won’t do that. MEMBER [KIMO] HAYNES: I’m opposed to that. CHAIR TAKITANI: Why? And that’s the extent of the discussion. No one on the committee answered Takitani’s question, and they quickly moved on to other matters. We actually like the Majority proposal to institute a county manager form of government in Maui County. But in the interest of giving Maui County residents a complete picture of the thinking behind one the biggest potential changes in County Government in over a generation–and the fact that the committee’s proposal could appear on the November ballot–we posted the complete text of the Minority Report on MauiTime.com. ■ anthony@mauitime.com + @apignataro For more news articles, visit: mauitime.com/news

GRASSROOTS EFFORT MOVES TO CURB EVICTIONS A new effort to help curb evictions has expanded to Maui County, providing tenants and landlords with resources designed to prevent disputes from escalating to eviction. The new grassroots effort– called STAE (Steps to Avoid Eviction)– is a campaign aimed at equipping tenants and landlords with more information about available resources to ensure that landlords get paid the rent they are owed and tenants are not evicted.

KAPALUA GOLF GETS NEW GENERAL MANAGER Alex Nakajima has been named the new general manager at Maui’s Kapalua Golf. Nakajima joins the Maui Golf Club directly from the Princeville Makai Golf Club, located at the St. Regis Princeville Resort in Kauai; Nakajima served as general manager of the Kauai Golf Club since 2009. In addition to his GM role at Makai,
Nakajima simultaneously worked as the regional director of Hawaii operations for Troon golf course management, development and marketing company. In 2015, Nakajima was named “General Manager of the Year for Troon Golf,” which recognized him for owner satisfaction, topline revenue growth and innovative ideas at Makai. Prior to his time at Makai Golf Club, Nakajima was the director of golf asset management for Goldman Sachs Realty in Japan, managing $1.2 billion in golf investments. He is a 23-year veteran of the golf industry having worked in a variety of key roles, including head golf professional and golf operations manager, in both Japan and Hawaii. Nakajima replaces Mike Jones, who spent the last eight-plus years as general manager of Kapalua Golf. Jones is pursuing new career opportunities in southwestern Pennsylvania.

Yeah, he did it: on the afternoon of Monday, June 27, Governor David Ige announced that he would sign House Bill 2501, which allows Alexander & Baldwin (A&B) to continue its century-old practice of diverting East Maui water. This is despite A&B’s announcement earlier this year that they would close the Hawaiian Commercial & Sugar plantation on Maui. Reaction to the announcement from environmentalists was swift and brutal. “Governor Ige failed to achieve the right balance in this situation,” said Marti Townsend, Director for the Sierra of Hawai‘i, in a June 27 news release. “His decision unnecessarily favors profit-driven water diversions above the best interests of the public. Our laws are written to ensure that our water is held in trust for everyone’s benefit. The Ige Administration should follow those laws, not change them to benefit those that divert public water for private gain, while harming the people and our environment.” In her news release, Townsend also noted that a court ruled in January that the state Department of Land and Natural Resources “had improperly ‘held over’ A&B’s permits for nearly 3 decades in violation of state law.”
program will work in partnership with state agencies and Kupu, an established non-profit organization that works statewide to link youth with conservation organizations year-round. There are two positions available for students who are interested in careers in natural resources management and protection and invasive species management. Interns will be selected through a competitive process which includes a formal application, criminal history check, and interview. Selected interns will earn a bi-weekly living allowance of $475; they also may be eligible to earn an AmeriCorps Education Award that may be applied toward higher education costs or student loans. Interested candidates must be available for 19 hours a week from Oct. 3, 2016 thru May 26, 2017. Work days are generally Monday through Friday, but may include some night and weekend hours depending on the agency’s needs. Students are responsible for their own transportation and housing accommodations. Completed applications and all required documents must be received by 4pm on July 18, 2016. For more information and to obtain an application packet, visit Facebook.com/ NHHPHawaii or email Serena Kaldi at Serena.NHHP@gmail.com.
The Hawaii State Judiciary partnered with the Legal Aid Society, Maui Office, and the Maui County Bar Association to put together an informational brochure for both tenants and landlords. “By the time the landlord-tenant cases come to court, it is frequently too late to address the root of the problem,” said District Court Judge Adrianne Heely. “There are a lot of resources and organizations that landlords and tenants may not be aware of. That’s why we wanted to provide as much information to both parties, so problems can be addressed in a more timely and effective manner.” The STAE initiative, which began on Oahu last year, was led by First Circuit District Court Judges Hilary B. Gangnes and Michael K. Tanigawa. It also included representatives from the city and state; University of Hawaii’s William S. Richardson School of Law; Students for Public Outreach and Civics Education; Consumer Credit Counseling Service of Hawaii; Legal Aid Society of Hawaii; Helping Hands Hawaii; Catholic Charities Hawaii; Mediation Center of the Pacific; and volunteer attorneys. “I’d like to thank Judge Heely and Judge Kawano for their desire to help the community and for seeing the need to expand this program to Maui County,” said Judge Joseph Cardoza. “I also want to extend my appreciation and thanks to the city and state agencies, non-profit organizations, and community partners whose support has made this initiative possible.” The informational brochure will be available at Maui’s Self-Help Center and online at Courts.state.hi.us/special_ projects/stae.html.

“We’re excited to welcome Alex to Kapalua,” said Mike Ryan, division president, Troon Golf. “His work at Princeville Makai Golf Club was remarkable and earned him General Manager of the Year honors over more than 250 Troon property managers. He is an innovative thinker and places guests’ needs and satisfaction above all else. Mike Jones will be missed at Kapalua, but Alex is an excellent choice to fill his shoes.” -Suzanne Kayian ■ editor@mauitime.com For more news articles, visit: mauitime.com/news

In May, the Norwegian Consumer Council staged a live, 32-hour TV broadcast marathon -- a word-for-word reading of the “terms of service” for internet applications Instagram, Spotify and more than two dozen others, totaling 900 pages and 250,000 words of legal restrictions and conditions that millions of users “voluntarily” agree to when they sign up (usually via a mouse click or finger swipe). A council official called such terms “bordering on the absurd,” as consumers could not possibly understand everything they were legally binding themselves to. (The reading was another example of Norway’s fascination with “slow TV”–the success of other marathons, such as coverage of a world-record attempt at knitting yarn and five 24-hour days on a salmon-fishing boat, mentioned in News of the Weird in 2013.)
GOVERNMENT IN ACTION The Defense Department still uses 1980s-era eight-inch floppy disks on computer systems that handle part of America’s “nuclear umbrella,” including ballistic missiles. Also, according to a May report by the Government Accountability Office, systems using 1970s-era COBOL programing language are still used for key functions of the Justice Department and Internal Revenue Service, among others (including Veterans Affairs, for tracking beneficiary claims). Agencies have reported recruiting retired employees to return to fix glitches in operating systems long since abandoned by Microsoft and others.

In April, police in Boise, Idaho, told KAWO Radio that they will not relax the year-old ban on dachshund “racing” that was a traditional family entertainment highlight at the annual “Arena-Wiena Extravaganza”–because all dog-racing in Idaho is illegal. The station had argued that the law intended to target only greyhound racing; that an exception had been carved out for popular dogsled racing (reasoning: individual dogs were not racing each other); and that, in any event, the “race” course was only about 40 feet long–but reported that the authorities were “dead serious” about the ban.
CAN’T POSSIBLY BE TRUE A watchdog agency monitoring charities revealed in May its choice for “worst” among those “helping” U.S. veterans: The National Vietnam Veterans Foundation raised more than $29 million from 2010 to 2014–but wound up donating about two cents of every dollar toward actual help. The other 98 cents went to administration and fund-raising. (Similarly troubling, according to the watchdog, is that
the CEO of NVVF is a staff attorney at the U.S. Department of Veterans Affairs.)
UNCLEAR ON THE CONCEPT Gainesville, Florida, performance artist Tom Miller planned a public piece in a downtown plaza during May and June as homage to the music composer John Cage’s celebrated “4’33” (which is four minutes and 33 seconds of purposeful silence by all musicians who “play” on the piece). Miller said his project would consist of local artists “installing” sculpture at 15-minute intervals for five days–except that the “sculpture” would have to be imagined by observers, as (in the tradition of Cage) nothing otherwise perceptible would be there.
TEX-ASS JUSTICE Convicted murderer Charles Flores was on Texas’ death row for more than 16 years (until June 2 of this year) before the state’s highest criminal appeals court finally ruled that the execution might not be justified if the most important evidence was provided by a witness whom the police had hypnotized. The trial judge, and the jury, had accepted that “hypnosis” could lead to “recovered” memory (a popular hypothesis in the 1980s and 1990s, but largely discredited today). There was no physical evidence against Flores, and the trial court was ordered to rethink the validity of hypnosis.
LEAST COMPETENT CRIMINALS Suspected drug possessor Darius Dabney finally confessed after a protracted confrontation with the judge in a Cincinnati courtroom in May–a showdown initiated when the judge noticed an “overwhelming” smell of marijuana accompanying Dabney as he entered the room. Upon extensive questioning (according to a transcript provided by WXIX-TV), Dabney swore that he had no drugs -- though the penalty for lying would be immediate jailing, but producing the drugs voluntarily would result only in their being confiscated, without charges. One more chance, the exhausted, super-patient judge implored, just to be sure. Dabney then sheepishly pulled out a bag of marijuana. “Finally, you come clean,” said the judge. “Are you sure (now)?” Dabney then pulled out another bag. “Oh, my lord,” said the judge, who still kept his word and only found Dabney in contempt for “coming to court high.”
WAIT WHAT? Robert Williams, 38, was arrested on June 1 in Calhan, Colorado, after challenging his daughter to a duel with handguns. Williams had pointed a gun at his daughter, then demanded that she grab one, too. The daughter’s age was not reported, but police said she and Williams both got off shots (that missed). ■

It’s one of the largest marine conservation areas in the world, encompassing nearly 140,000 square miles of the Pacific–more land area than all of America’s National Parks combined, in fact. If superimposed on a map of the continental United States, the archipelago would stretch from Chesapeake Bay in Virginia to South Dakota’s eastern border. It was first created a decade ago–by President George W. Bush, of all people. “Our duty is to use the land and seas wisely, or sometimes not use them at all,” Bush said at the time. “Good stewardship of the environment is not just a personal responsibility, it is a public value.” When Bush said those words, the monument was the largest marine reserve in the world. Today’s it’s slipped to the 10th biggest, but if U.S. Senator Brian Schatz, D–Hawaii, has his way, President Barack Obama will expand the monument to five times its current area–more than 580,000 square miles. If that happens, the Papahanaumokuakea Marine National Monument (PMNM) will once again become the largest marine protected area in the world. “A thoughtful expansion of the PMNM will continue Hawaii’s long history of sustainable use of the land and oceans into the future, and help ensure that we can give our children the legacy of a healthy, vibrant Pacific Ocean,” Schatz wrote in a June 16 letter to Obama–exactly 10 years and one day after Bush officially created the monument. “As we commemorate the tenth anniversary of the establishment of the PMNM, I believe this proposal aptly recognizes that milestone.”

shipwrecks, including the bones of the aircraft carrier USS Yorktown, sunk at the battle of Midway in June 1942 (if the monument expands, its new borders will include the wrecks of the four Japanese carriers also lost at that battle–the Akagi, Kaga, Hiryu and Soryu. Other wrecks in the monument include the American whaler Parker (lost in 1842),

the British sailing vessel Dunnottar Castle (lost in 1886) and the American submarine rescue ship Macaw (lost in 1943). For these and other reasons, a group of Native Hawaiian activists and officials asked Obama back in January to expand the monument. “The name Papahanaumokuakea commemorates the union of two Hawaiian ancestors–Papahanaumoku and Wakea–who gave rise to the Hawaiian archipelago and our people,” stated the Jan. 29 letter, signed by William Aila, Kamana‘opono Crabbe, Isaac Harp, Kekuewa Kikiloi, Kaleo Manuel, Victoria Holt Takamine and Nainoa Thompson. “Native Hawaiians remain deeply connected to the Northwestern Hawaiian Islands and surrounding waters on genealogical, cultural and spiritual levels.” The Hawaiians signing the letter called the monument “a unique and generally isolated ocean gem.” Expansion, they say, is vital because of climate change. “While the current boundary of Papahanaumokuakea includes vital habitat for a number of species, it does not fully protect habitat and travel routes for several species including Hawaiian Monk Seals, green sea turtles, sharks, whales, Black-footed and Laysan Albatrosses as well as other species,” states the letter. “Additionally, large, fully protected marine reserves and sanctuaries

on individual Main Hawaiian Islands bottomfish fishermen and import. This was a direct result of the declaration of the Monument.” At the same time, Governor David Ige also seemed hesitant to support expansion. “Generally, some expansion of the national marine monument makes sense,” Ige said in a May 12 Civil Beat story. “There are concerns from commercial fishermen, es-
pecially in areas around Kauai and Niihau, so I think there would be a way to take these concerns into consideration.” But Schatz’s June 16 proposal actually includes provision to help Kauai and Niihau fishing interests. His letter to Obama says there should be no expansion “of the current southeastern boundary of the PMNM east of 163º West Longitude towards the Main Hawaiian Islands.” This carve-out would include “a particularly active fishing spot near NOAA Weather Buoy 51101,” according to Schatz’s letter. That concession to the fishing industry seems to alleviated much of the concern over expansion. “Like the Polynesians who first settled these islands, we can balance the management of this unique natural habitat and its historic artifacts with the needs of the human population,” Ige said on June 16 when Schatz released his proposal to the media. “Sen. Schatz has addressed many of the concerns I’ve heard about the expansion of the Papahanaumokuakea Marine National Monument and has proposed reasonable accommodations for local fishers who are helping to feed our families. I look forward to the public process as it moves forward.” What’s more, Rep. McKelvey–who signed the May 3 letter urging Obama reject expansion–told us that he’s changed his mind. Schatz’s proposal is okay with him. “Senator Schatz has addressed the concerns that I had regarding the expansion of the Papahanaumokuakea Marine National Monument and has proposed reasonable accommodations for local fishers who help feed our families,” McKelvey said in a June 24 email. “Senator Schatz’s June 16th proposal that includes a carve-out for Kauai and Ni‘ihau fishermen has alleviated my concerns regarding the monument’s expansion.” (Representatives Souki, DeCoite and Yamashita didn’t respond to our requests for comment.) So that’s pretty much it. Except, of course, that Obama hasn’t actually expanded the monument yet. “The president is likely to make the designation at some point in the next few months, according to several individuals who have been briefed on the process but asked for anonymity because no final decision has been made,” The Washington Post reported on June 16. ■ editor@mauitime.com + @apignataro For more news articles, visit: mauitime.com/news

Access to the monument is strictly restricted, and rightly so. The coral reefs (and sparkling white atolls, which are formed from ancient, crushed coral) that make up the PMNM are home to more than 7,000 distinct marine species, according to public relations materials produced by the officials who manage the monument. These species include the green turtle (classified as threatened), the Hawaii monk seal (endangered) and 22 species of seabirds (monument officials estimate that 14 million birds make their homes in the Northwestern Hawaiian Islands). One of those birds, the Laysan Duck, is considered to be “the world’s most endangered duck.” Though the monument (except for Midway Island) is part of Hawaii, not everyone here welcomes the idea of expansion. The reason is simple fear: closing off such a vast tract of ocean would harm Hawaii’s commercial fishing industry. In fact, Schatz says that expanding the monument will actually help Hawaii’s fishing industry. “The best available science indicates that expanding the PMNM will strengthen an ecosystem that sustains tuna, swordfish, seabirds, sea turtles, and Hawaiian monk seals,” Schatz said in his letter to Obama. “This strengthening will, in turn, support more productive fisheries outside the PMNM and provide a vigorous carbon sink to combat climate change. Protecting this region more thoroughly will also preserve undiscovered biodiversity for future discoveries, and maintain a reservoir of genetic diversity that will allow marine species the greatest possible chance of adapting to environmental change. Moreover, the expanded region contains significant bio-cultural resources and archaeological sites that further justify use of the Antiquities Act.” The islands–especially Nihoa and Mokumanamana (which is also known as Necker Island)–are extremely important in Hawaiian history and culture. “Based on radiocarbon data, it’s been estimated that Nihoa and Mokumanamana could have been inhabited from 1000 A.D. to 1700 A. D.,” states the official Papahanaumokuakea website. “Nihoa Island, where there is significant soil development, has over 88 cultural sites, including ceremonial, residential, and agricultural features. Mokumanamana Island has 52 cultural sites, including ceremonial and temporary habitation features.” More recently (well, relatively), the monument is the final resting place for many

are more resilient to climate change and therefore have emerged as important to mitigating the impacts of our warming planet.” In a Feb. 16 Honolulu Civil Beat story on the letter, Thompson added that expanding the PMNM would be a “give to the children of the Earth.” But on May 3, a separate group of 30 state legislators also wrote to Obama. They asked him not to expand the monument. In fact, they say the monument has already damaged Hawaii’s fishing industry. “The fishing and seafood industry is an integral part of Hawaii’s culture, identity, and economy,” stated that letter, signers of which included House Speaker Joe Souki, D–Wailuku and Representatives Lynn DeCoite, D–East Maui, Molokai, Lanai, Angus McKelvey, D– West Maui and Kyle Yamashita, D–Upcountry. “While we understand the intent of the creation of the Monument, we do not support any expansion of the size and scope of the Monument. The use restrictions that apply within the Monument’s boundaries have already eliminated 50% of Hawaii’s bottomfish fishery, which includes 17 permits, including those dedicated to indigenous Native Hawaiian fishing communities. Hawaii’s bottomfish supply, which includes fish such as onaga and opakapaka, is not completely dependent

Yoell’s India ink collages are haunting black and white images interrupted by the green print, which represents the rat. Octopus tentacles reaching for hooks and scrolls, dollar bill mandalas cut out and repeated on a poster-size floating Donald Trump head and a bottle floating on the sea were just some of his “stream of consciousness” storyboards. I mused on the hypnotic 30-minute video scape atoll showing
My problem was that I kept trying to find the hero in the tale, but there isn’t one. That’s because the legend is about trickery, broken promises, rage and temptation. The story of The Rat and The Octopus is a sad one, in which nobody wins, both are guilty and yet there’s no justice. The Rat makes deals it never intends to keep. But the octopus is culpable, too, first in being so mercenary and second in dwelling in anger, only to be continually fooled by the feke. It took the context of Governor David Ige’s recently signing of HB 2501–which once again hands East Maui water rights to Alexander & Baldwin, even though they

he Polynesian myth of The Rat and the Octopus goes a little like this: there’s a rat in trouble on a canoe out in the ocean. He can’t swim very well, so he makes a deal with an octopus: “I will do you a solid if you get me to shore,” the rat says. The octopus falls for it and swims him to shore but then the rat jumps off and gets away before he can fulfill his promises, leaving the octopus fuming. verything comes full circle. The weekend Independence Day: Resurgence opened, I was enjoying a sequel of my own: my 20-year high school class reunion. The first Independence Day (or ID4, its more popular label) came out the summer I graduated and became the year’s biggest hit. During my freshman semester of college, it seemed every male dorm room I visited had either a poster of ID4 or Jenny McCarthy (I had a poster of Keanu Reeves in Feeling Minnesota because... it was 1996 and I was edgy, I guess). Some movie buffs liked to brag how they saw ID4 on July 2-4, 1996, when the film took place and proudly displayed their ticket stubs for proof. It was like holding a license to be a patriotic moviegoer. The film frequently plays on basic cable and maintains its popularity. Roland Emmerich’s belated sequel is much bigger and, somehow, even more colossally stupid than the original. Jeff Goldblum returns as the scientist who cracked
the alien code the first time out. The world has rebuilt itself, put “petty differences” aside and established world peace when those tentacle-wielding monsters from outer space return to trash the Earth. Again. Emmerich is still stealing from Steven Spielberg, James Cameron, Ridley Scott, George Lucas and himself. He’s better at creating memorable visuals than crafting a consistent story with solid acting and disciplined screenwriting. Emmerich’s movies are fun carnival rides, though he’s spent the past two decades helming turkeys that aim to top ID4 (like 2012) but never come close. I should applaud Emmerich for avoiding a bloated running time but strangely, making Resurgence two hours was a mistake. It’s been so tightly edited that there are no scenes, just a series of moments. If any movie would benefit greatly from a longer director’s cut, it’s this one. The epic-sized bus chase at the very end is the film’s best sequence and gives audiences the iconic imagery they expect from Emmerich. Otherwise, none of the characters develop much and some returning ID4 cast members are killed off
That's the second biggest spaceship I've ever seen
very early (is nothing sacred?!). Attempts made to make the cast more international result in one-note stereotyping and offensive caricatures. The younger cast members (standing in for absentees like Will Smith and Harry Connick Jr.) give dud performances but Goldblum still makes this a master class in quirky scene-stealing. Bill Pullman returns as the former president and has a more intriguing character to play this time. However, his big speech is cut short. Viveca A. Fox returns, but she’s a doctor now instead of a stripper. It seems an alien apocalypse made her re-think her day job. There are lots of delicious plot set-ups that go nowhere or remain unexplained: Earth’s military now uses extraterrestrial technology, Sela Ward is playing a Hillary Clinton-esque president and the mother ship has vast foliage. More time should have been spent with
all of these intriguing additions. There are clever nods to the original (such as a sly acknowledgement of the original’s White House explosion) and most of the laughs are intentional (I think). Oddly enough, this is closer to enjoyable-but-brain-dead ID4 rip-offs like Battleship than the real thing. It’s too silly and disjointed to be a great movie but Emmerich’s delivery of jaw-dropping spectacle carries this farther than it deserves. Independence Day: Resurgence plays like the ultimate Emmerich movie, with pieces of his original, Godzilla, The Day After Tomorrow and even his early, cheap Moon 44 in the mix. Emmerich’s Stargate remains his masterpiece, while both of his alien invasion movies are as yummy as cotton candy and as bad for our digestive system. Everything comes full circle. ■

Horoscope
Sign Language CANCER (JUNE 21-JULY 22)
This week’s theme: Cancer control issues. Unfortunately for your clutching instinct, the big juicy fish you’re embracing at the moment needs to be held loosely. Squeeze it too tightly and it’ll just freak out and wriggle free, back into the vast ocean, where you’ll never find, let alone recapture, it again. The only way to keep this baby close is to barely hold it at all. Don’t give it anything to struggle against, or you’ll quickly discover just how slippery those shiny scales are. It’s a tough choice: Will you keep this love close, on his or her terms, forsaking all your own? Or will you decide it’s your way or no way, and force this one to escape forever?
CAPRICORN (DEC. 22-JAN. 19)
The other night at a club three total strangers approached me to tell me I was a good dancer. They weren’t even hitting on me; they had no ulterior agenda besides exchanging a friendly word. This is the kind of thing you can expect this week: sweet gestures from friends but also strangers, for no reason you can discern. Maybe they’re just trying to improve their own karma, or earn a metaphysical boy scout badge by doing good deeds. My advice is simple, and easy to follow: when someone is nice to you this week, simply accept it. Sometimes face value is exactly what it’s worth.

AQUARIUS (JAN. 20-FEB. 18) LEO (JULY 23-AUG. 22)
Love and sex don’t always line up for you. It’s special and rare when they mesh well into some kind of cohesive whole. That’s why I want you to treasure this week, because your heart and your genitals are on the same page for once. If you have someone to celebrate this with, well hallelujah. If you don’t, you at least have the chance to actually figure out what kind of person is going to take care of both these parts of you–which will also give you the chance of finally finding them. VIRGO (AUG. 23-SEPT. 22)
Virgos are generally kind, but your tongues have razor edges when you choose to wield them as weapons. However, the temptation to verbally flay those you despise, oppose, or merely look down upon will be virtually irresistible this week. You’ll be nearly as surprised as everyone else when the vitriol simply begins spewing from your mouth. Chances are, you won’t be able to stop this thing. Time for damage control. Steer this baby. Go ahead and give those guys the tongue-lashing they’ve evidently got coming to them. Just try not to say anything that’s going to completely burn bridges. Don’t exceed a light char and you’ll be doing just fine. LIBRA (SEPT. 23-OCT. 22)
You’re likely to be presented with a myriad of temptations this week, all of which endanger your integrity; something much more important than you think, which you’d discover to your dismay once it became compromised. I’d rather you didn’t experience that dark and virtually irreversible revelation. Keep a tight rein on your activities. Sleep on any big decisions, and if anyone pushes you to act faster than that, simply say no–regardless of what’s on offer. SCORPIO (OCT. 23-NOV. 21)
When your dog comes in from outside reeking of whatever dead thing he was just rolling in, you don’t cast him out of your life forever. You might get annoyed or angry. But you give him a bath, then you forgive him and move on. He’s just being a dog, after all. Why, when an important human you know makes a similar “mistake,” do you consider leaving her by the wayside? Should she have known better? Absolutely. Will it happen again? Probably. Can you live with this? Actually, yes–provided you’re willing to let go of or alter some preconceptions you’ve held onto from day one. Which is it going to be? Do you want to lose some silly ideas, or a pretty great person?
The suspense is killing you. If your life were a novel, these chapters might bore the hell out of you, pertaining as they do to some sub-plot you have no interest in. However, even if you have the opportunity to skip ahead and read the end of the book this week, I beg you not to. You’d not only be missing out on a lot of good stuff in between, but you’d cheat yourself as well. Let me explain: The ending changes (or at least takes on a whole new meaning) when you have no idea what came before. PISCES (FEB. 19-MARCH 20)
Illusions abound this week. For example, we already know our country isn’t nearly as free as it pretends to be (with a higher percentage of its population in jail than virtually any other nation); kids are never as innocent or worldly as they present themselves; same goes for adults. There are layers and layers of glamour all around you; and each one has its own origin and intention. Your job this week is to unravel these. See through them. Being a master of disguise and deception yourself, you’re more equipped than anyone else I know to pierce these veils and expose what’s behind them. ARIES (MARCH 21-APRIL 19)
Adopting a puppy is a ton of work–but if you don’t put in the time that first year, you’re going to make even more work for yourself in the long run. On the other hand, adopting an older dog may be less work, but you’re more likely to be stuck with habits and baggage you don’t fully understand and can’t always help. There are pros and cons to both approaches, and even though you’re probably not actually welcoming a canine into your home this week, the parallels between that and your current situation shouldn’t be lost on you. Which would you rather do, build something from the ground up, or add on to someone else’s work (and live with their mistakes)? That’s this week’s choice.

TAURUS (APRIL 20-MAY 20)
You don’t usually cope well with disappointment, although you may hide your dismay expertly. It’s gotten so you get anxious whenever anyone promises to do anything for you, because you’re worried they’ll let you down. Luckily, this week, you can let your concerns go. Yes, you’re surrounded by flakes (almost everyone’s flaky compared to you). But every once in awhile, they actually get their shit together and come through. Relax. This is one of those golden times when people will actually do what they say they’re going to do, and well. Leave them to it.
SAGITTARIUS (NOV. 22-DEC. 21)
Fine motor control is tricky for an ogre. And since this week the part of the violent, ham-handed giant is being played by you, be especially careful. What you intend as a gentle and friendly critique could easily turn into a full-on evisceration. A pat on the back is likely to crush those you want to congratulate. Turn down your intensity meter 90 percent. Tiptoe and whisper, or better yet, hold still, and allow everyone to approach on their own terms and in their own time, like timid forest creatures. They’re all fragile butterflies at the moment, compared to you. You could accidentally destroy them with a breath, a touch, or a word. You can’t help being an ogre, perhaps–but you can at least be a patient, peace-loving one.
GEMINI (MAY 21-JUNE 20)
I’m particularly fond of genre-crossing media. Horrorcomedy, western-sci-fi, fantasy-space opera, and so on. This kind of creative boundary-crossing and territory-mixing really gets me off, and works for a lot of other people, too. In other words, you’re in luck, because you’re the ultimate genre-mixer. You can’t help it; you’re in trouble whenever anyone asks you to be just one thing. Thankfully, more people are realizing that being just one thing is as dull as dishwater. All that care you’ve been taking to keep the chocolate out of the peanut butter? Screw it. It’s exactly that delicious combination we’re interested in.
