Mahalo to All Who Voted in the Primary Election Ann and I would like to thank everyone in our Community for all of the years of support you have given us. We have worked diligently to fulfill our promise to do our best to make our County the very best we could. I have concentrated on my Mayoral duties and put my heart and soul into the job. I love my job and am very grateful for the opportunity to serve you, the people of Maui County. (This year, marks my 18th year in elected office.) I started my public service career in 1974 when I was elected to the Federal Agricultural Stabilization and Conservation Committee and served for 7 years. As a farmer, I’ve been a part of many Agricultural Groups and owned or been partners in a number of businesses, including businesses in printing, graphics, insurance, real estate, florist, and of course, Arakawa Farms. Alan and Ann.
I started working for the County as a Plant Worker (Janitor) in 1984 and rose to the rank of Supervisor of the Plant as a Grade IV Wastewater Operator. Since 1994, I’ve been elected to the County Council for 3 terms and as Mayor for 3 terms. I have been a caregiver for my mother and my father-in-law while raising two young children with my wife, Ann. My father died of a heart attack when I was 30; my mother developed a brain tumor a year later which had many debilitating effects on her. Surgery was done to remove the tumor, but a cyst grew back a year later, which resulted in more debilitating effects on her condition. She then suffered a stroke and was in a nursing home for several years until her death. My mother-in-law passed away in 1984 and Ann and I became Alan’s parents, Edward and Irma Otome Arakawa caregivers for my father-in-law; he developed on the Family Farm. Dementia later on. We cared for him until his death in 2013. We cared for our parents as they aged and we experienced all of the challenges that their various medical conditions brought about, all while caring for and raising two young children. Ann and I have worked through many challenges that life brought our way. For the last 6 years, we have also been dealing with our youngest daughter’s fight with breast cancer. She is in remission now and we are very grateful for that. Through all of these challenges, we are very thankful to all of our friends, family, neighbors and the people of Maui County for all of the help and support we have received. I plan to continue to serve the people of Maui County as long as I am needed. Mahalo and Aloha.

Primary Election Results A QUICK RUN-DOWN OF SATURDAY’S RESULTS AND THE UPCOMING NOVEMBER GENERAL ELECTION
T
he Primary Election was last Saturday, Aug. 11. We got to see where Maui’s voters stand on a number of contests and candidates. Some seats were uncontested, and candidates moved on to the General Election on Nov. 6 without being on ballots and having to eagerly (or anxiously) await results on Saturday night. Other races were completely decided by Saturday’s vote: Contests in which all candidates came from one party meant
that, barring unforeseen circumstances, the winner of the primary sails through the General Election unopposed, right into office. In other cases, the races were narrowed to head-to-head competitions. To simplify things in the lead up to the General Election in November, we are publishing the results of the Primary Election as it relates to local politics. We are showcasing the contests that appeared on the ballot Saturday, and limiting results to the top two finishers. Here’s a chance to
get to know the names and faces of these top finishers – they’ll be working in the upcoming months for your support, and you can see the ground they’ll have to make up based on their share of the percentage of the votes. You’ll notice some percentages here don’t add up to 100; the missing numbers are votes for losing candidates, blank votes, and invalidated over votes. There are other races that will appear on the ballot this November that are not listed below, mainly contests that
were not on the Primary Election ballot because of a limited amount of candidates. This is what I mean: A 2016 Hawai‘i Appleseed Center for Law and Economic Justice Report titled The State of Poverty in Hawai‘i: How Hawai‘i’s Residents Are Faring Post-Recovery identified the dire need for bold solutions to our problems. The report highlighted that Hawai‘i has the sixth highest rate of poverty when cost of living and available government assistance are factored, second highest effective tax rate on low-income households, highest cost of housing in the U.S., highest rate of homelessness in the nation, and economically disadvantaged students in public schools at a rate of 52 percent. It is not the time for compromise when it comes to the needs of the people of Hawai‘i. Acquiescing to the environmentally and culturally damaging interests of wealthy bigbusiness, development, and tourism with the idea that their profit will trickle down is outdated, and will not lead to a better quality of life and greater opportunities for Hawai‘i’s many struggling people. What’s needed is courageous leadership that continually gives voice to the problems facing everyday people, addresses the systemic causes and ideological roots of inequality and exploitation, and engages citizens in the political process. That’s the big question facing progressive candidates: How can they engage more citizens in the political process? Ocasio-Cortez focused her energy on first-time voters, people who felt disenfranchised, and the alienated. The hope for progressives is in activating those involved in and experiencing the struggle, who might not think their vote makes a difference or is worth sacrificing scarce, valuable free time and resources for. In Maui County, total voter turnout on Aug. 11 was 36.2 percent of those who registered, an increase from 2016’s primary by 7 percent, or about 7,000 people. That’s a significant move in the right direction, but still means that over 60,000 registered voters didn’t care enough about the candidates or issues to show up at a polling place to participate in the democratic process. For candidates like Lawrence and Amato, who lost by less than 300 votes, finding the issues that impact these non-voters, exciting them with the possibilities of progressive policy, and empowering them with opportunities to engage in the political process, is all in the playbook for staging an upset against well-funded, entrenched establishment candidates. MAUI POLICE DEPARTMENT LAUNCHES BACK TO SCHOOL CAMPAIGN, IMPLEMENTS NEW FINES While families are busy getting their keiki ready for the new school year, the Maui Police Department’s Traffic Section has come out in force to remind all motorists to drive safely in and around Maui’s school zones. Law enforcement officers will be out enforcing traffic violations in Maui school zones during the morning and afternoon hours, making sure everyone is doing their part to keep our keiki safe, according to the County of Maui.
More than 900 votes were cast and the designs of the Fire Department’s Tyler Orikasa and Police Department’s Kat Pasch were the winners. When asked what inspired their designs, Firefighter Orikasa said he wanted his art to resemble the MFD patch that is on their uniforms. “The words LOVE, BELIEVE, and HOPE came to mind when thinking of our own little honorary firefighter, Trucker Dukes,” Orikasa said. “The ‘Love’ of his ‘ohana towards Trucker and others has shown greatly in Trucker’s short life and continue(s) to show today. ‘Hope’ will always be in the hearts of loved ones who continue to fight, day in and day out, after losing their loved ones to this deadly disease. It’s back to school and that means one thing – it is almost fair time. The 96th Maui Fair (“Celebrating the Good Ol’ Days”) is gearing up with announcements of parade applications, corporate sponsorship opportunities, livestock and poultry entrees, ticket sales, and more. Billed as “Maui’s biggest parade,” the opening event is now accepting applications. The deadline for parade applications is Monday, Sep. 10; there will be no exceptions. The Fair Alliance prohibits any display of commercial advertising (including but not limited to, banners, posters, clothing, hats, pamphlets, pins, stickers, etc.) on or by any person, unit or part of a unit in the parade, with the exception of pre-approved units with commercial logos, and Fair Sponsor units, according to officials. A mandatory meeting will be held on Sep. 19 at the Maui Arts & Cultural Center’s Haynes Meeting Room from 5:30-6:30 pm. The parade, the traditional opening of the Maui Fair, starts promptly at 4:30 pm on Thursday, Oct. 4. It starts at the UH Maui College and travels along Ka‘ahumanu Avenue, ending at the War Memorial Stadium. The fairgrounds will open at 5:00 pm. Register and submit parade applications at Mauifair.com. In addition, entries for the livestock and poultry exhibits are now being accepted. Entry forms and rules and regulations are available at Mauifair.com under “Attractions” then “Livestock & Poultry.” Entries will be accepted on a first come basis in two divisions: youth (age 17 years and under) or adult division. The deadline to apply is Sep. 20. The Maui Fair also announced this week that pre-sale tickets are available at reduced prices through Sep. 21. Pre-sale adult tickets are $7 ($10 at the gate), and child tickets (5-11 years old) are $3 ($5 at the gate); keiki four years old and younger are admitted free. Pre-sale ticket locations
include American Savings Bank (all locations), Hawaii USA Federal Credit Union (Kahului and Kihei branches), Meadow Gold Dairies, Maui County Federal Credit Union (all locations), and Valley Isle Community Federal Credit Union (all locations). Officers will be focusing on enforcing speed limits, seatbelt use, child restraints use, and mobile electronic device rules (cell phone use). Officers also will be enforcing the newly passed Maui County Code (8.20.040 R) Smoke Free Vehicle; a violation of that code occurs when an adult is smoking within a vehicle that is occupied by a person under eighteen years of age. Violators face a $200 fine. The maximum fines for speeding within a school zone has increased to $322 and the fine for using a cell phone is now $347. In addition, officers will be educating parents/care-givers about child passenger safety by providing informational pamphlets as needed. Maui County also wants to remind all drivers about the State of Hawai‘i’s “Move Over Law,” which requires all drivers approaching an emergency vehicle that is stopped with its flashing emergency lights on to slow down to a safe speed and if possible make a lane change into the adjacent lane. The county urges driv-

Among the gazillion other products and services available from Amazon is the behemoth’s facial recognition software, Rekognition, marketed as providing extremely accurate facial analysis. But when the American Civil Liberties Union gave it a go, the results were startling. Using Rekognition, the ACLU scanned photos of every current member of the U.S. House and Senate and came up with 28 matches to a mug shot database of people who had been arrested for crimes. The ACLU announced its findings July 26 and admitted it used Amazon’s default settings, to which Amazon responded, “While 80 percent confidence is an acceptable threshold for photos of hot dogs, chairs, animals or other social media use cases,” Amazon would advise customers to set the threshold at 95 percent or higher for law enforcement. The ACLU told NPR that the legislators who were falsely matched were men, women, Republicans, and Democrats of all ages. However, the software did misidentify people of color at a higher rate.

You thought you were old? You’re just a twinkle in a nematode’s eye. Russian scientists have revived two ancient, frozen roundworms, or nematodes, from samples collected in Siberian permafrost, The Siberian Times reported on Jul. 26. The worms, which were found in cores taken from 30 meters and 3.5 meters deep, are believed to be female and 41,700 and 32,000 years old, respectively. After collecting the samples, scientists slowly thawed out the worms, which eventually started eating and moving. Scientists from the Institute of Physico-Chemical and Biological Problems of Soil Science in Moscow believe the nematodes have some adaptive mechanisms that may be of scientific importance.

Just after midnight on Jul. 22, a couple in Palo Alto, California, were awakened in their bedroom by a 17-year-old burglar with a garment obscuring his face. Instead of demanding money or jewelry, though, the intruder asked for their Wi-Fi password. According to the Sacramento Bee, the homeowner forced the teen out of the home and called police, who tracked him down a block away and arrested him for felony residential burglary. Police later determined it wasn’t the teen’s first attempt at connectivity. Less than an hour earlier that night, a prowler had summoned a woman from her home to ask for access to her Wi-Fi network also. She told him to go away, and he rode off on a bicycle – which she realized the next day he had stolen from her backyard. She called police, who recovered the bike near where they had arrested the teen.

Jeffrey Jacobs, 37, thought he had a great thing going. Last year, when a tree fell on his White Plains, New York, home, he told the owner of a tree service (and big hockey fan) that he was the owner of the NHL’s Boston
Bruins, reported The Hour. Impressed, the tree service owner sent a crew in the midst of a storm, then billed the actual club owner, 78-year-old Jeremy Jacobs, $5,100 for the service. Police in nearby Wilton, Connecticut, heard about the deception when they received a call in May from security officials at a company chaired by the Bruins’ owner. The story sounded familiar: In November, Jacobs had been pulled over in Wilton, and he told officers he owned the Bruins in an effort to get out of the ticket. On Jul. 20, Jacobs was pulled over for using his phone while driving in Poughkeepsie, New York, sent back to Wilton, and charged with criminal impersonation.
JUST SAY NO Brody Tyler Young, 25, was arrested in a Nashville, Tennessee, McDonald’s on Jul. 23 after spending “all day” locked in the women’s restroom, dancing naked, doing jumping jacks, and hitting the wall. According to WFFA TV, when officers managed to enter the restroom, they found Young locked in a stall, smelling of “chemical fumes, as if he had been huffing.”Young was taken into custody and charged with public intoxication and public indecency.
EWWWWW! A weird in-air experience for passengers traveling from the Canary Islands in Spain to the Netherlands on May 29 ended tragically. The Transavia flight was forced to land in Faro, Portugal, after passengers began fainting and vomiting in reaction to the overpowering smell of another passenger, 58-year-old Russian rocker Andrey Suchilin. “It was like he hadn’t washed himself for several weeks,” Belgian passenger Piet van Haut said. CBS News reported that Suchilin had sought medical attention in Spain and was given antibiotics for an “ordinary beach infection.” Taken to a hospital in Portugal, his condition deteriorated, and he was diagnosed with tissue necrosis. Doctors induced a coma and performed several surgeries, but his wife reported on his Facebook page that he died on Jun. 25. The airline assured fellow passengers that “there has been no risk of infection.”
LUCKY! Kyle McAleer, 20, a Chicago Cubs fan from Iowa, adopted a goofy “rally cap” idea from former Cubs player Starlin Castro a few years ago – a plastic bucket. But no one’s laughing now: As McAleer and his family watched a game from seats under Wrigley Field’s manual scoreboard on Jul. 24, a 6- to 8-inch metal pin fell out of the board and onto McAleer’s head, where he had only moments earlier secured the bucket. Although he suffered a cut requiring five staples, McAleer is crediting the bucket for saving his life: “It might have fractured my skull. It definitely could have been fatal. I am extremely lucky,” he told the Associated Press. Cubs spokesman Julian Green said the incident has been ruled an accident, not a structural issue, and the team has sent McAleer some swag, including a jersey. ■

I
’m at the warehouse of Maui Academy of Performing Arts, in the wardrobe sewing room where a lot of costume magic is going down in a warm dusty corner of this old Wailuku building. Fans are humming from all corners of the space, and an electric saw screeches nearby as wood, fabric, and paint are coming together in stunning fashion to create the ambiance of this production of “Into the Woods.” This is Jojo Siu’s domain for the next few weeks as she designs and orchestrates the costumes for the Stephen Sondheim musical show that kicks off at Castle Theatre on August 24. “It’s funny, I did a job search online and I did not expect to get the job,” says Siu. “But I thought I might as well apply ‘cause it’s there and it’s available. I ended up interviewing and it worked out fantastically. We got along really well, and we both felt it was a good fit. It was great talking to Director David Johnston and seeing what he had in mind for the show. David likes to do really different things, and that is what I love to do, especially for musicals that are done quite often. This is one of my dream shows.” Johnston says he wasn’t sure where they were going to go conceptually with the costumes. But the idea to do a period piece that mixed timetables appealed to him, and Siu brought that to life. “I saw a sentence or two about a

show that had done different costumes from different periods all within,” says Johnston. “I thought that would be a cool concept… How do we express the timelessness of these fairy tales and the fact that they are used generation after generation? The fairy tales are from different time periods. We add to that library of these fables that we tell ourselves and our kids that keeps growing and growing. Maybe we can visualize that in a way. When I talked to Jojo about doing that she just grabbed onto it really quickly and ran with it.” Siu’s petite frame is dwarfed by a giant pile of black sequined fabric that she is hand sewing. She says she likes to play with texture, and nearly everything on the rack for these characters has a botanical aspect whether it be in flowers, embroidery, or texture. “The witch is what we are working on,” says Siu. “She has the most costume changes right now. One thing that David and I talked a lot about when we were discussing the concept of this play was that everyone transforms and goes through a process of change when they go into the woods.” “This is the only character that I feel stays pretty true to herself from the first act to the second act because she is supposed to start off as this hag that is disguised and unrecognizable, then she goes into her glamour look for her second act.” “[But] we decided to take that in a
different direction because we didn’t necessarily want her to be ugly in the beginning. David really wanted to emphasize the fact that she comes from the wood and that she belongs to the wood. When we looked at designs and sketches, my first thought process was, ‘How do we make her blend into the wood and disappear and reappear when she needs to?’ So a lot of the fabrics I found have a certain 3D technology or element to them.” By 3D she means giant feathery sequins that glitter down the witch’s cape. On the inside of the cape is a fabric that has hundreds of tiny leaves coming up out of it. Kirsten Otterson plays the role of the witch, and the cape flips both ways depending on the scene. “It gives the idea of her being created from feathers, or birds, or leaves,” says Siu. “When we first see her, it’s got the leaves on the outside and this is the dead version of her. Rather than ‘ugly’ we decided to create a massive cape of leaves to make it like she is appearing from the woods. When she goes into her glamour look she flips the cape around. We had to figure out these mechanics of transformation. We wanted minimal, crazy-quick changes from start to finish. A lot of these pieces transform on her as opposed to being a full change.” A skirt and corset complete the look, but the skirt is full of tiny lights, lace, and embroidery.
“We liked the idea of her doing fireflies,” says Siu. “When you think about the woods it’s something that comes naturally. She is a magical being. She has these lights that she can turn on and off in the costume.” “She is inspired by a certain period with the panniers of the Rococo period,” Siu adds. “She is a little more ageless than some of the characters, but I wanted to give her a silhouette that mimicked the direction we were going with everyone else. It gives her more presence and power.” The witch is not the only gown with padding and panniers. These different fairy tale characters span from the 16th, 17th, and 18th centuries. “Our original concept is that we wanted all of the different Grimm fairy tales to kind of come from the period that they were originally written in,” says Siu. “It ranges from late 16th century to late 18th century. With Cinderella and her stepsisters we are looking at the late 17th century – a little bit of the Baroque and Rococo period.” “That kind of over-the-top styling is present in the wigs for the stepsisters and stepmother. They have quite a lot of fabric. Cinderella has a huge dress. We are giving them the bum roll instead for their volume. That was one challenge, differentiating the looks enough so you can tell they are from different periods, and that comes in with silhouette.” Laarnie Barcelon came with Siu from

kind of thing. There are these presences, these people watching.” “Even in this forest on your journey you are not alone. You have all these people who have gone before you and souls and energies that are still there.” Siu takes me through her costumes

for the druid tree people chorus. “The other part of this play, outside of the characters, is this huge ensemble of tree people,” says Siu. “They are of the world of the witch, and they also belong to the woods. A big part of designing their looks was collaborating with Jaime Tait, our set designer, and figuring out how to match the fabrics to the trees. We make them disappear and reappear. They move a lot of set pieces and handle a lot of the mechanics during the play. We are looking at very flowy fabrics, I took this gauze for them, so it would be really light but also give a kind of rippled texture that made me think of bark. We are going to go over this with a ton of paint and texturing. That is the other fun part. I get to be artistic and creative and do lots of fun things.” Siu says Into the Woods is one of her dream shows to design for. “I love the fairy tales and the stories
that are in this play. I think Stephen Sondheim’s words and his lyrics, his content, the way that he writes his musicals are really in depth. I love the different perspective he puts on the kinds of thing we normally see. I like that he used the Grimm fairy tales rather than the Disney-fied versions. I have always been into storytelling, but this is just one of those combinations of the best story telling all in one with great music. There is something dark about this musical but there is also something so witty and so lighthearted in the music.” She also finds the challenge of the storytelling in the play satisfying. “A lot of the plays I do in L.A. are gut-wrenching work, a lot of pieces that deal with diversity and the political climate. It is really fun for me to be able to take a step back from that and come here and do something more lighthearted. But that isn’t to say this is a fluff musical,” she says. “There is some depth here too. That was the draw. This is my first time on Maui. I love being able to travel for my work. Getting to work on the island, and seeing how different states do things; how they come at theater depending on what resources they have available. This work in theater has been a great experience. I have been learning a lot about that. Especially as an Asian American, being in this place in such diversity is really important to me.” Johnston finds that Sondheim was giving us a bit of a Hero’s Journey with a twist in this story. “There is an invitation for all of us to go into the woods,” says Johnston. “We sing ‘Into the Woods’ about 80 times, it seems like, in the show. Why is that there? Why is that invitation there? Face your fears.” Johnston explains, “It’s people who are wanting to change who they are. Explore who they are. This is what we
all do. We have to face the fears, face your dragons. Sometimes it works, sometimes it doesn’t. It is scary. It can be life threatening. If you come out of it then you have a responsibility to bring your learning back to society. It’s a learning process, and it becomes a learning process and evolution for humanity. I really like that concept.” In act one you see the characters, Cinderella, Jack, The Baker and His Wife, and Rapunzel all talking about what they want in life. In scene two it gets real. “Everybody’s talking about ‘I wish, I want, it’s about I,’” says Johnston. “They get what they want but they discover that’s not enough. That it doesn’t bring them happiness or what they thought it was. So they have to go back into the woods in the second half where it’s a little iffy, it’s a little darker. A little more challenging. But they come through that, and the way they come through that is they bond as a community.” “That is their salvation. That is how they save their society. Johnston added a chorus to the show, something that was not in Stephen Sondheim’s original. “With the chorus we are taking the show in a totally different way,” says Johnston. “When the characters go into the woods we have these – we call them different things: The forest fairies, the druids.” “There are all these other people on a journey at the same time. They are in the forest. I wanted to take it a step further. [The chorus] is more of the forest. They are magical.” “These people are here to help the main characters on their journey,” he adds. “They are there to help you on your journey. You may not see them, you may not notice them, [but] you sense them in the forest. You know how you walk through a forest and the trees will blow and you will look real fast and get an image of something, and you think is somebody there? It’s that

ome movies are so bizarre, you’d never believe them, were it not for the claims they were “Based on a True Story.” Here’s the premise of Spike Lee’s BlackkKlansman (yes, the spelling is intentional): In 1972, Ron Stallworth was the first ever black cop hired by the Colorado Springs police force. Stallworth (played by John David Washington, Denzel’s son in a wonderful debut) is immediately met with skepticism and hostility by his colleagues. A random perusal through The Gazette reveals that the Ku Klux Klan has their number listed in the local paper(!). Stallworth contacts the local Klan recruiter, pretends to be a white supremacist, and has his white partner Flip Zimmerman (played by Adam Driver) stand in for him during tense face-toface meetings with local klan members. As an infiltration of the vile, potentially dangerous card-carrying Klan goes deep, both Stallworth (pretending to be a black activist on another assignment) and Zimmerman (who has never considered his Jewish heritage before pretending to be an anti-Semite while undercover) wrestle with their true identities and the extent of their activism. Lee’s new film is among his angriest and makes on-the-nose comparisons between the casual racism in the 1970s and the current political/social climate. As a commentary on today’s disturbing tendency for racism to be casually out
in the open and spewing from the mouths of highly placed officials, his film is shocking in its timeliness. Topher Grace pops up in the second act, playing David Duke, the infamous “Grand High Wizard of the KKK.” Grace is effectively creepy in the role and, once we get a look at the real Duke during news footage near the film’s end, his casting proves to be an inspired choice. Horrifying footage of the Charlottesville incident from a year ago appropriately concludes the film, tying together Lee’s specific points. It also guarantees that, for all the rousing scenes in the final act, audiences won’t walk away from this film smiling. For all the heated, concentrated talking points Lee brings up (including some tasty barbs at our 45th president), there’s also the question of how much of this audiences can take. Like Lee’s brilliant but overwhelming and challenging Bamboozled, this takedown of 20-21st century racism and political hypocrisy is loaded with racial slurs and a vivid depiction of the members and practices of the KKK. Lee clearly despises this “organization” as much as I do, but the endless stream of hateful language and gleefully evil behavior can be tough to endure. So is the often didactic screenplay and a 135-minute running time that

should have seriously been tightened. The barbs at popular, celebrated films with hurtful, seriously dated and damaging stereotypes, like Gone With the Wind and The Birth of the Nation, are right on. Not as sharply conceived is Stallworth’s relationship with a student activist (well played by Laura Harrier), a subplot that adds very little. To Lee’s credit, BlackkKlansman maintains its bite and entertains mightily, even as the material unsettles. Washington is impressive and confident in his first leading turn, though it’s Driver’s portrayal of Zimmerman’s rattled state of mind and growing disgust that is the film’s most compelling. Everyone in the cast does fine work, including Corey Hawkins, so good as Dr. Dre in Straight Outta Compton, who impresses here as Stokely Carmichael (when he was known as Kwame Ture).
Many are calling this Lee’s “comeback,” though he hasn’t gone anywhere. If anything, he’s among our most prolific, versatile filmmakers, releasing urgent documentaries more frequently than narrative films. His work can be overstuffed but he’s among our most passionate filmmakers. Like Martin Scorsese and Oliver Stone (who have both provided Lee with mentorship and support), Lee’s films are alive with visual zest, fiery characters and the immediacy of their material. BlackkKlansman is Lee at his most confrontational and urges viewers to consider how much we’re currently repeating the mistakes of the 20th century. Stallworth’s crazy journey is full of wry humor, surprising twists, and genuine triumph, but the world he fought against in 1972 is still recognizable and in need of change. ■
