Proposed Upcountry Water Meter Rule Puts subdivisions ahead of individuals On Tuesday, July 9th the Maui Board of Water Supply approved the Water Meter Issuance Rule for the Upcountry Water System. This new Rule has been in the works by the Board for two years, and must now be approved by the Mayor and County Council before it goes into force. It is intended to create an orderly and legal mechanism for the Department of Water Supply (DWS) to begin issuing water meters to applicants that have been on the upcountry waiting list Some months ago the Board did an assessment of Source Adequacy for the Upcountry System, and found that there is approximately 300,000 gallons per day of surplus water available for the issuance of new services. This equates to approximately 400 new 5/8” residential water meters. At recent meetings, the rule was altered to put subdivision meter requests that had lapsed back into the queue. A limit to the number of meters issued to each applicant was removed from the Rule. Board Members have never received a copy of the list that shows how many meters are being requested by any applicant beyond the first 50 on the list. According to
David Craddick, Director of the DWS, we can expect that the 300,000 gallons available will only service approximately the first 100 applicants on the list. The other 700 will have to wait for a new source to come on line. At the two public hearings that the Board held most testifiers requested that the number of new meters issued to each applicant be limited, with three being the number most often cited. This number would allow small “family” subdivisions to go through, while limiting large commercial subdivisions until all individual applicants have been served. It would allow most of the applicants on the list to get at least partial service without having to wait. This important Rule is long overdue, and should be corrected before passage so it can straighten up a mess that has gone on for decades. During this period, scores of legally well-versed applicants have managed to get meters under the “empty lot” or “detrimental reliance” exclusion while most people have had to wait. It is too bad that the final version, as passed by the board, if approved by the Mayor and County Council, will continue to perpetuate the injustice that has caused so much pain to the long suffering residents and farmers of upcountry.

Betsill, 47, his cousin Jerry Betsill, 43, Jerry’s daughter, Emma, 10, and a cousin, Merideth Fennemre, 11, perished in the wreck. The plane was found July 15 after being declared missing July 14. Hawaii English, Bukoski to seek terms in newly shaped districts - State Sen. J. Kalani English (D, 5th District, Kahului-Upcountry Maui) and Rep. Kika G. Bukoski (R, 10th District, PuunenePaia-Makawao.) will seek re-election to their state seats, but from newly shaped districts. English will seek election to the Senatorial District 6 seat serving East Maui, Upcountry Maui, Molokai and Lanai. It is the state’s only “canoe district,” so called because it covers several islands. The 6th District seat will be first to open for a two-year term, then will be available for a normal four-year term in 2005. Leticia S. Castillo of Lanai City has pulled papers to run against English in the Democratic primary for the position.

Yamashita of Pukalani has filed papers to run for the seat as a Democrat. (mauinews.com, kalanienglish.com ) Non Hawaiian admitted to Maui’s Kamehameha campus - A non-Hawaiian student was accepted to attend eighth grade at the Maui campus of Kamehameha Schools after all qualified native Hawaiian students had been accepted, parents and faculty were told at a meeting in Pukalani July 11. The announcement sparked widespread criticism from the native Hawaiian community. The Kamehameha Schools trust was established in 1884 by the will of Princess Bernice Pauahi Bishop, who was the last direct descendant of Kamehameha I. She specified that it should be used to support two schools, one for girls and one for boys, to be called the Kamehameha Schools. She specified that preference be given to “Hawaiians of pure or part aboriginal blood.” School officials say the federal taxexempt status of the trust is at risk if non-Hawaiians are excluded because of race. They say there were not enough qualified Hawaiian students and they wouldn’t lower the standards. They also said the enrollment capacity doubled in every grade on the Maui campus this year. World Navy gets permit to test sonar despite environmental concerns The U.S. Navy will be able to test low frequency sonar after being granted an exemption by the National Oceanic and Atmospheric Administration (NOAA) from federal rules to guard marine mammals from incidental injury. The July 15 ruling was considered a blow to environmentalists, who had maintained that testing harms whales and other sea life. The Washington Post reports the new sonar system creates a noise roughly equivalent to that of a Boeing 747 engine at takeoff. Under the NOAA permit, the Navy would use visual sighting and the kind of passive sonar used by commercial fishing fleets to make sure no marine mammals would be within 1.1 nautical miles. The sonar would also not be allowed within 12 nautical miles of coastlines. (commondreams.org, washingtonpost.com)

Executive Director and Founder of the HIJF, Abe Weinstein, saw the need for a taste of cultural and arts events in Hawaii nine years ago. He said, “Originally there was a jazz festival that occurred before the HIJF. It folded within three to four years.” In its sorely felt absence, jazz lovers wanted a place to go to listen to modern and traditional jazz. With hard work and determination, Weinstien formed the HIJF. He explains, “I enjoy music and jazz and I just wanted other people to enjoy it as well.” HIJF began on Oahu. For the first time this year, it is expanding to Maui. Abe Weinstien said he is excited that the festival is finally making its debut on Maui. “I wanted the HIJF to move statewide,” Weinstein said. “Now that it is on Maui, I hope that someday, it will be on all of the islands.” With much luck, Weinstein hopes to attract locals as well as tourists to the festival. He said typically jazz lovers like to travel, they feel the need to attend cultural events, and they love the music. Therefore, he said, many tourists will venture to the HIJF to listen to an array of artists. Performances will be made by Herbie Mann, Tierney Sutton, Gabe Baltazar, Alax Han, Eric Marienthal, The Four Freshmen, Jake Shimabukuro, plus many more. Herbie Mann is one of the jazz flutists that will be making his way through the islands this week. His musical resume is so lengthy it wouldn’t fit into a score for a motion picture. Mann is best known for his musical odyssey that has taken him around the world. He has explored the rhythms and harmonies of Africa, India, Cuba, Jamaica, the Middle East, Japan, and Brazil. His lastest album, Herbie Mann and Suna Terr, “Eastern European Roots,” is an album in which he explored his writing talents. Mann will be performing on July 19th. The Four
Freshmen are a group of men which include, Bob Flanigan, Don Barbour, Ross Barbour, and Hal Kratach. They have been together since 1948. The group was formed at Butler University in Indianapolis, IN. Besides the ability to sing, the group provides their own musical accompaniment. They can play nearly a dozen instruments. The Freshmen call their style “open harmony” because they spread their four voices over the area that a fivepart group would cover. This group is one that you can’t miss. Another great vocalist that will be performing is Tierney Sutton. Sutton has been compared to Ella Fitzgerald since her first professional performance. She has excellent intonation, rhythmic skills, and the aptitude to improvise, with or without lyrics. She was attending college at Wesleyan University when she originally heard, and instantly fell for, jazz. Sutton was then off to Berklee College of Music in Boston on a scholarship. From there, she went on to perform to many audiences throughout New England. Sutton has three CDs out which include “Introducing Tierney Sutton”, “Unsung Heroes”, and “Blue Green”. Besides singing, Tierney also heads the Jazz Vocal department at the University of Southern California (USC), and has given vocal clinics throughout the U.S. and abroad. An adaptable studio singer, Tierney’s unique voice has been included on a variety of movie and television soundtracks as well as on commercials for BMW, Coca Cola, Dodge and J.C. Penney. Tierney’s band features world-class pianist Christian Jacob, Trey Henry on bass, and Ray Brinker on drums. The quartet has been touring and recording together for seven years. Tierney will be performing on July 20th. Hawaii’s own saxophonist, Gabe Baltazar, will be featured at the HIJF. During the mid’50s, Baltazar moved to the mainland to record with several jazz musicians. Paul Togawa, the Lighthouse All-Stars, Kenton, Terry Gibbs, Gil Fuller, and Oliver Nelson are all musicians Baltazar has worked with during his career. He later returned to Hawaii to focus on his soloist talent. He will be performing on July 18th. More News From the Front Lines: The Jammu and Kashmir State Cable Car Corp. continues to run its gondolas at the mountain resort of Gulmarg (according to a July Washington Post dispatch), passing within 3 miles of the “Line of Control” that separates Indian and Pakistani forces in Kashmir (and despite the gondolas occasionally picking up ground fire); business is down considerably for skiing, hiking and golf, but still, frolickers show up. And according to a June report in Lebanon Daily Star (via The Wall Street Journal), Israeli and Hezbollah forces on the Lebanese border, on stand-down from live ammunition, recently exchanged “fire” with a paint-gun blast, pingpong balls and eggs. In June, retired British actor Michael Fabian was sentenced to six months in jail for duping an employment agency into sending him 12 actors for a job he had, before leaving town without paying. Fabian had been on trial for harassing a prosecutor and had acted as his own lawyer, presenting a lavish, theatrical defense, for which he thought he needed the inspiration of a good audience, i.e., the 12 actors, sitting in the gallery. (Still, he was convicted.)
Too-Busy Parents Among people who have recently forgotten that they had kids locked up in hot cars (which Centers for Disease Control said has killed at least 27 toddlers since 2000): Tarajee Maynor, age 25 (her two kids died while she kept a three-hour hair salon appointment, Southfield, Mich., June); Jorge Villamar, 59 (left his 16-month-old granddaughter in a sweltering car for an hour and a half, Central Islip, N.Y., July); and two parents who on July 8 had left kids in hot cars in Fort Worth, Texas (fatal to a 6-month-old boy), and Scarborough, Ontario, but whose names had not been released at press time.
Best in Show Simply Dapper, age 6 months, won four prize ribbons at the American Fancy Rat and Mouse Association show in Costa Mesa, Calif., in May. According to a Wall Street Journal report, the rodent’s “shiny beige coat, sweet temperament, and a blood line dating back 12 generations” were the main factors in his success. Contest rats have fancy names (e.g., “Himalayan” rat) but cost only a few dollars to acquire and are genetically the same as ordinary, Dumpster-diving Norwegian rats. During the same week in February that the Westminster Dog Show opened in New York City, United Arab Emirates held its first-ever beauty contest for camels in Abu Dhabi, with total prize money of about $27,000. Bright Ideas To deal with the city’s mounting dog litter problem, officials in Anchorage, Alaska, proposed in May to help call recalcitrant dog owners’ attention to the problem by squirting a dab of peanut butter on each pile of dog poop in the parks and on sidewalks. (The idea is that owners would more conscientiously clean up so that their own dogs would not be tempted to try to eat the peanut butter.) In June, Harvey, Ill., Baptist minister Rev. Roland Gray was sentenced to 4 1/2 years in prison for faking at least 14 auto accidents to defraud insurance companies of more than $450,000; “I consider myself a man of God,” Gray told the judge, “(but) I got a little confused.” Also in June, Mr. Andrea Cabiale, 40, of Turin, Italy, was charged with arranging at least 500 bumpand-stop car accidents involving young female drivers, in largely unsuccessful attempts to date them; in Cabiale’s apartment were 2,159 photographs of female car owners and their damaged vehicles. John Patrick Bradley, 56, and three women were arrested in March in Los Angeles for an ambitious scheme in which recent U.S. immigrants were charged as much as $25,000 for the promise of becoming citizens. The ruse involved an almost full-scale replica of the official immigration service process, including elaborate materials and tests and a swearing-in ceremony, with Bradley dressed as a judge, leading everyone in the Pledge of Allegiance.

Health inspectors arrested a 57-year-old man and charged him with manufacturing 30 pounds of “bathtub cheese” (Napa, Calif.). Pakistani officials arrested leaders of a tribal council that had ordered an 18-year-old woman gangraped as revenge against her brother, who had been seen walking beside a woman of higher status (Punjab province, Pakistan). Vandals struck the First United Methodist Church with hate graffiti, but had trouble with Satan (“Satin”) and Rebel (“Reble”) (Prestonburg, Ky.).

1980s, Etheridge’s gutsy electric blues-rock has been favorably compared to Rod Stewart and Janis Joplin. Her music has universal appeal because it is rooted in the heartbreak and turmoil of everyday life. She received her first guitar at age 8, wrote her first song at 10, and by 12 was playing in a country band in Leavenworth, Kansas. From there, she moved to a year of study at the Berklee College of Music in Boston, and in 1982, on to Los Angeles, where she is now based. Exposing her emotions to audiences through songs is something she enjoys. “Performances are very healing for me,” she says. “I ache to be performing because it’s such a safe, healing place. My shows are big celebrations about discovery, getting it out and expressing it, then leaving it behind. Sports Club Kahana Grill A great way to end a workout
Working out at the Kahana Sports Club can work up one’s appetite. Thoughts of hamburgers, french fries, and ice cream can be a treat when a tough workout comes to an end. Thank goodness the Kahana Sports Club is an upscale, healthy restaurant inside the gym that offers health conscience individuals an opportunity to treat themselves to great food before walking out the door. The Sports Club Kahana Grill opened on May 10th of this year by head chef, Mark Shimer. Located in Kahana on Lower Honoapiilani Highway, the grill was originally going to have take-out orders only for the gym members as they left. With the strong demand for a sit-down restaurant, Shimer ordered stools for the bar and plates that weren’t Styrofoam. Shimer’s menu caters to vegetarians as well as carnivores. Everything on the menu is under $10. Breakfast is served from 7 am to 11 am. The breakfast at the grill can tame anyone’s appetite. A breakfast burrito is on the menu as well as grilled ham ‘n eggs, an assortment of omelets, egg scrambles, breakfast bagels, buckwheat blintzes, and taro waffles. Smoothies and coffee drinks are also available. I had the pleasure of eating the taro waffle. My taste buds went wild as
the flavors of sweet walnut sauce, oranges, and cream yogurt spread throughout my mouth. Every bite was very enjoyable. Lunch is served from 11 am to 3 pm. Upcountry greens, a chef salad, grilled steak and spinach, a Chinese chicken salad, and daily soups can be ordered in addition to the tasty lunch meals. The lunch meals range from delicious to even more delicious. The menu includes mango BBQ chicken breast sandwich, a vegetable stir-fry, a grilled pesto taro burger, a honey mustard turkey wrap, a dy-no-mite grilled island fish pita, and a sesame hummus and vegetable wrap. As Shimer prepared a lunch meal for me, I was able to chat with him about how presentation of a meal is one of the key ingredients in making a good meal. At that point, he placed a veggie wrap in front of me that looked too good to eat. But believe me, I devoured it leaving the plate clean. Freshness, quality, and presentation are what make the Sports Club Kahana Grill an amazing place to eat. If you are looking for a healthy breakfast or lunch, be sure to stop by the grill and sit on the ever-so-soft stools and be prepared to eat food that looks and tastes wonderful. Gym members can order on their way in and pick it up on their way out. What a great way to end a workout.

K-19 The Widow Maker K-19 Disaster
Commie Integrity Gets A Maker Over - Two Stars Director Kathryn Bigelow (“Strange Days”) never attains the heightened level of claustrophobia expected in submarine movies. Instead “K-19 The Widowmaker” comes off as an ill-paced character study of the sub’s Captain (Harrison Ford) and its original commander Captain Polenin (Liam Neeson). On a 1961 mission to show off Russia’s most powerful nuclear sub to the world, Captain Vostrikov (Ford) is brought on to ready crew and sub for a test missile launch with Captain Polenin (Neeson) standing by as a secondin-command chief advisor. Vostrikov incessantly drills the crew, causing accidents and unnecessarily damaging the sub in ways that contribute to a reactor leak threatening global safety. Vostrikov’s motherland-endorsed megalomania creates an empathy rupture with the audience in the third act when the film favors him as protagonist over Liam Neeson’s more likable character. If for no other reason than its leading man switch in midstream, the movie sinks like a megaton bomb. Before K-19 (inexplicably numbered “294”) leaves dock on its fateful mission, the ship’s doctor is killed and a champagne bottle used to christen the boat refuses to break. With nine other crewmen reported dead from vari-
ous accidents, the boat is nicknamed ‘the Widowmaker’ while still in dock. With this much heavy-handed foreshadowing, we expect to see bodies floating around at 800 feet below sea level before the end of the second act. Instead we get Russian accents-a-gogo and “Comrade Captain” as the title of the film’s big hit single. Captain Vostrikov (Ford) receives marching orders from top Russian brass to ready K-19 and its crew in two weeks for a test mission ordained to persuade Kennedy that the Russians have the finest nuclear sub in the world. In truth, however, the sub is an ill-equipped bucket of blots with an amateur crew that you wouldn’t trust to change the oil on your ‘64 Mustang. But Vostrikov’s greatest challenge, once the mission begins, comes in the guise of K-19’s much-loved Captain Polenin (Neeson). As Vostrikov attempts to whip the crew into shape by continually ordering dangerous drills, the crew starts to doubt the Captain’s sanity and an atmosphere of mutiny begins to simmer. But the method to Vostrikov’s madness seems proven sound when the crew successfully launches a ballistic test missile near

the polar cap. With this victory the Russian military chiefs order the sub to take up a Cold War patrol 400 kilometers off the U.S. coastline between Washington, D.C. and New York. But already the sub’s atomic reactor cooling system has sprung a leak -- no doubt caused by Vostrikov’s self-aggrandizing order for the sub to dive beyond its maximum depth of 350 meters. As members of the crew sacrifice themselves to radiation in order to seal the atomic leak, a U.S. destroyer ship appears and offers help to the crippled vessel. Communist loyalty and authoritarian military blindness collide as the crew attempt to turn control of the sub back over to Captain Polenin (Neeson). But Polenin breaks character in his ignorance of accepting the charge. It’s here that the audience is asked to accept, like good audience soldiers, the insufferable Vostrikov as their new protagonist. Even without the film’s tormentor reversing direction to become an unwanted protagonist, “K-19 The Widowmaker” suffers from pacing and plot problems that even master film editor Walter Murch (“Apocalypse Redux”) is unable to resolve. The film is objectively a
Harrison gorgeous big-screen spectacle that’s unable to sustain its misguided script by newcomer Christopher Kyle (“The Weight of Water”). Part of Kyle’s problems with the script come from his left-handed attempt at equating ‘60s Soviet Communism with American military order. His premise seems to show the Communists’ blind idolatry of the motherland as the heart side of a coin on which the American military places the brain. He obviously sees in his agenda a responsibility to canonizing the real-life crew of the K-19 who averted a greater disaster, but he also wants to leave, rather than ‘put,’ blame on heads of state rather than military leaders. The clunky portrayal comes as merely another form of ethical equivocation where the reprehensible are made noble and the resisters are spat upon. Where is the inner voice of the authentic hero anymore?

Dunce Bitten I’m a 34-year-old guy who’s ready to s ettle down and start a family, but I can’t even get a date! I don’t think I’d know a woman was interested unless she came out and said so. Because I’m such a dating dunce, it takes enormous effort for me just to ask a woman out to dinner. Ironically, I work mainly with women. In trying to be sensitive to my colleagues’ feelings, I get walked on all the time. This makes approaching women I’m interested in romantically even more daunting. I just try to relax and be myself and hope women will appreciate me for who I am. So far, that’s gotten me nowhere. My buddies tell me it’ll happen when I “least expect it.” Well, it would be easier to “least expect it” if my dating situation improved a little. Any idea how I might make that happen? – Mr. Nice Guy Your buddies must appreciate what you have to offer — zero competition with them for the ladies, thanks to your level of mojo, which flops around between that of the Snuggle fabric softener bear and a stack of warm towels. It appears that your friends really aren’t your friends (either that, or perhaps it’s time they got in line behind The Scarecrow to see The Wizard about a brain). Real friends are people who are nice enough (and not nice enough) to tell you what you need to know — like, that your front teeth are sporting spinach falsies, or my personal favorite: that you just pranced out of the ladies’ room with the back of your evening dress tucked into your nylons. What you need to know is that you aren’t (oh, yawn!) yet another nice guy finishing last. You can spend every moment of your free time donating blood while helping little old ladies across the street from the discomfort of your gurney, but it won’t change the fact that you’re way too worried about whether people like you. In the workplace, this means that your limp torso probably sees slightly less female foot traffic than the floor tiles at an ‘N Sync concert. After work, you stand around, eyes to the sky, waiting for a girlfriend to fall into your arms. While you’re busy ducking bird droppings, the rest of the male universe is out chasing women by the busload. Granted, most of these guys do have something in common with George Clooney, Brad Pitt, and Taye Diggs — being born in North America, for example. Still, some of the most dogged girl-chasers are convinced that they’re suffering from a lifelong hiring freeze in the charisma department. They could sit around, wallowing like muddy hippos in their apparent lack of magnetism, but they understand something you don’t: Dating’s a numbers game. Ask zero women out, get zero dates. Ask a hundred women out; perhaps one or two will be suffering from a high enough fever to say yes. Stop waiting for your future wife to notice your potential from across a crowded bar, and stage a seduction like they do
in the movies — those starring George Clooney, Brad Pitt, and Taye Diggs — not the documentaries about the sexual misadventures of a boiled turnip. Don’t worry about whether a particular woman wants you or not. If you want her, ask her out. If she says no, you probably won’t suffer seizures and death (unless you ate some bad clams while asking). Just scrape your flattened form off the floor, dust off any telltale particles of humiliation, and move down a stool to examine the woman’s best friend for signs of the flu.
Courage Under Hire I was bullied while growing up, but I came into my own my senior year of high school, and life’s only gotten better since. Despite that, I don’t want to go to my tenyear reunion alone. There’s no friend I want to take, so my mom suggested I hire a male escort. This mortifies me, but I’d like to have someone there for emotional support in case a bully tries to rattle me. Should I just hire the escort and save myself some worry? – Former Loser I’m uniquely qualified to advise you, because I was a loser as a child. If my junior high school class had taken a vote, I would have lost a popularity contest with a maggot. High school was somewhat different; namely, because the mean people were taller. Ten years down the road, it’s the bullies who look like maggots. That’s why the last thing you need is some rent-a-boy. I suggest you do what I’m doing — going alone to my upcoming reunion so I can spend the night bonding with all the other losers — the people running the Fortune 500 companies that hired all the former cheerleaders and football players to sweep their floors. Current ratings leader Andy Irons (HI) today continued his 2002 World Championship Tour (WCT) dream run by setting the pace in the Billabong Pro. The $250,000 tournament commenced this morning with the VZ Trials producing four wildcard entrants, before round one of the main event was decided. Perfect 6-8ft (2-2.6m) waves persisted throughout the day, though cold wind and rain made for less than ideal spectator conditions. As the sun broke through this afternoon, however, the swell increased and presented a classic J-Bay line-up. Irons, who holds a commanding position courtesy of back-to-back victories in Australia and then Tahiti, posted the only perfect 10 of the event so far with a flawless series of tubes on his second ride. The Hawaiian then locked in another 9.0 following four barrels on his fourth wave, leaving VZ wildcard Sean Holmes (SAfr) and world #4 Taylor Knox (USA) both needing a combination of scores. The Californian broke his surfboard and injured his groin during the 30-minute heat. “It’s incredible out there,” said Irons. “I’m just stoked to get some perfect waves.

Moku Hawaii Longboard Open Ala Moana Bowls, July 20-21 - Honolulu, Hawaii In the third event of the highly anticipated Steinlager Longboard Series, nearly 200 local and international surfers are expected to take to the surf in this weekend’s Moku Hawaii Longboard Open. The contest will take place at one of the South Shore’s most recognizable spots - Ala Moana “Bowls”. Bowls is known for its shallow reef break created when the Ala Wai Canal was dredged. A popular surf spot, this lefthand break creates awesome blue tubes as deep water swells hit the shallow reef. “Normally, I stay in Waikiki because this spot can get crowded and it’s not worth the hassle. But during this contest, it’s great to surf Bowls with just a few of our friends out.” says Rabbit Kekai, the event beach marshall and regular competitor. The Moku Hawaii Longboard Open is comprised of 11 amateur divisions and will also feature the $2,000 Steinlager Pro Division showcasing some of the worlds best longboarding. Water footage and still photos will be provided. The Hawaiian Longboard Federation (HLF), a non-profit organization, was established in 1997 to perpetuate the sport of longboard surfing in its birthplace, and to provide local venues for amateur and professional competition. In the process, the HLF prepares Hawaiian surfers to compete internationally for the coveted World Longboard Championship title. Moku Hawaii is a clothing company that was also established in 1997 and currently operates a retail outlet on Kapahulu Avenue. “Moku” is a Hawaiian word with the meanings “island” and “division, cut, or difference”. Moku Hawaii encompasses both these meanings in their clothing line by embracing the fact that on an island that is the mecca of surfing, there are surfers that are a cut above the rest - and there are surf spots only accessible to this elite group.
