LETTERSTOTHEEDITOR PREZ RACE BEGINS The Presidential Election of 2004 is only a year and a half away, and the Iowa caucuses will be held next January, only nine months away. Everyone who cares about the future of this country and of the world needs to take a very careful look at all candidates for that election, starting right now. C-Span, cable channel 25 on Maui, is beginning a series of Sunday evening programs focussing on candidates. At the moment, Massachusetts Senator John Kerry and former New Hampshire governor Howard Dean seem to be the Democratic frontrunners. Another very interesting grassroots candidate, who has just announced, is Ohio Congressman Dennis Kucinich, cochair of the House Progressive Caucus. Other major Democratic candidates are John Edwards, Dick Gephardt, Bob Graham, Joe Lieberman, Carol MoseleyBraun, and Al Sharpton. INVASIVE SPECIES So little Moloka'i is now blessed with the almighty dollar of the cruise ship passenger, and cursed with his all invasive presence at the same time! I grew up in Bermuda - Hawaii's number one tourism competitor – my parents grew up in a Bermuda when it was a twenty squaremile, lush, cedar forest (1920s to 1945). By my time (1950s to 1980s), it had developed into a tarmac and concrete jungle... then came the cruise ships, en masse. Just wait till you have one each of a Holland America, Home Lines, Norwegian America, Norwegian Caribbean, and Carnival Cruises ship overflowing with bodies intent on spending as little as possible (the new passenger trend), yet littering your streets with their physical presence. Imagine 7,000 of them, all deposited on Front Street, Lahaina at the same time. Get the picture? Let the cruise ships clutter Bermuda's harbor and streets, keep Maui and Moloka'i relatively untouched... - Jeanne Blum, Haiku

DOE REBUKES Re: Your April 10 article by Melinda Clarke, "DOE Fires 2000 Substitutes". We sympathize with Mr. Dave Garner for the health and job setbacks he has recently encountered. We hope for his full recovery, and encourage him to pursue the education required to qualify for teaching in the public schools. Maui's students deserve qualified teachers. The federal No Child Left Behind Act is specific in requiring paraprofessionals to have at least two years of education beyond high school. This is required immediately of all new hires, while paraprofessionals hired before January 8, 2002, are given until January 2006 to meet the requirements. However, this is for paraprofes-

sionals, and NOT for substitute teachers. NCLB defines a paraprofessional as one who is under the supervision of a regular classroom teacher, not one who is solely responsible for the class. Therefore, substitutes cannot be paraprofessionals. The Hawaii DOE decided that it was not practical to require regular teachers and substitutes to have the same qualifications. Instead, we set ANY four-year degree (and no state certification requirement) as the minimum qualification for substitutes. Since substitutes are not regular DOE employees (they are hired day to day, as needed, and must renew their applications every year), the new requirements are being applied to all at the beginning of the 2003-04 school year. (Technically, NCLB required higher standards to take effect at the beginning of THIS school year, so we are already one year late. The delay was caused by seeking the U.S. DOE's guidance.) You also reported that 2,000 substitutes would be effected. The actual number is 1,453 of the existing 5,095 substitutes currently registered do not have a bachelor's degree. Of that number, fewer than 1,000 are "active," meaning they have been called and accepted at least one assignment this school year. Also, no one was "fired;" non-degreed substitutes can continue through this school year. To renew for next school year, they need to meet the minimum requirements. It might be interesting to note that nondegreed substitutes have benefited tremendously the last couple of years because the DOE's three-tiered pay scale for substitutes was thrown out. This gave the non-degreed subs a pay raise (that was applied one year retroactive) from $98 a day to $113 per day, which has been twice increased to the current $120 ($119.80) per day a 22% raise in two years. This is $18.43 per hour based on the 6.5 hour day (same workday as teachers, but regular teachers spend a great amount of time beyond the classroom for lesson plans, grading papers, helping with student clubs and school activities, etc.). The national average pay for substitutes is $65 per day (see http://the.honoluluadvertiser.com/article/2003/Apr/04/op/op03a.htm) The non-degreed subs are paid the same as those with BAs, MAs, or even PhDs, and those who are retired teachers or hold teacher certification. Also, while subs are asking for benefits and even unemployment coverage, they hold the option of accepting work or not. TUITION FOR ILLEGAL IMMIGRANTS Washington, New York, Illinois, Oklahoma, Texas and Utah already allow illegal immigrants to pay cheaper, in-state college tuition and now it looks like Oregon is going to join them. Yeah, that sounds like a good idea. Let’s penalize people who are actually registered as citizens in this country by making them pay higher rates for college if they live out of state. The reasoning according to education people is that it will help illegal immigrants to get better jobs and become more productive members of society. I guess the fact that they aren’t supposed to be here is beside the point. What is not beside the point is that there are plenty of people who live in this country legally who would like to go to college out of state but can’t afford the double, triple, or even quadrupled cost of out of state tuition. But hey, if you’re in this country illegally, forget about it! We’ll let you pay less.

Rockets. Now, Rudy T. retired from coaching because he has bladder cancer, and that is obviously horrible news. But what’s wrong with putting on your game face during a time of adversity? Sure, it’s nice for men to be in touch with their sensitive side, but show the world that you’re not afraid, Rudy, even if you are.

TWO ESCAPEES REUNITED WITH THEIR PRISON BUDDIES I think the justice system needs to introduce a new law called the "you’re going to jail for a long time because you’re just dumb" law. If they did, you can bet that Michael Rosado and Rockford Matsuura would immediately qualify. Both men were serving the last six months of their prison sentence when they decided to jump ship and go hang at a friend’s house. Recently apprehended, they are sure to get a few extra years tacked on to those six months they were finishing up. But did they think they would get away with it? I mean, really, this is an island. Where are you going to go? Swim to the mainland? MTW

The Moral Authority of the United Nations: Dining-room workers at the U.N. staged a wildcat strike at lunchtime on May 2, causing the building's restaurants to be locked down, but what Time magazine called a "high-ranking U.N. official" ordered them unlocked so that staff members could eat (perhaps to pay for food on the honor system). What ensued, according to Time, was "Baghdad style (looting) chaos," in which staff members ran wild, stripping the cafeterias and snack bars bare not only of food, but also silverware and liquor, none of it paid for, including bar drinks taken by "some well-known diplomats."

News of the Weird reported in 2001 on the staffing problem of British circus knife-thrower Jayde Hanson, after his assistant walked off the job after being nearly hit in the foot, which would have been her third injury that season (which was the number of injuries an ex-girlfriend had suffered as Hanson's assistant before she walked off in 2000). In April 2003, Hanson was performing with his new girlfriend, Yana Rodianova, 22, on Britain's ITV program "This Morning," showing off his world-record form as a speed knife-thrower, but one of the knives hit Rodianova on the head, drawing blood before the live cameras.

In early March, as an edgy Washington, D.C., prepared for possible terrorist reactions to the U.S. invasion of Iraq, Reena Patel, 22, and Olabayo Olaniyi, 32, were arrested at the Capitol as they sang and danced, with Olaniyi wearing a ceramic mask, and both with objects duct-taped to their bodies resembling the appearance of suicide bombers, but they maintained they were just artists. Said Patel, "We like to make things beautiful, to uplift, to make people happy."

LEAST COMPETENT CRIMINALS Gary Lee Owens, 42, was arrested on drug charges in Stilwell, Kan., in April, even though police weren't looking for drugs when they knocked on his door. The police had received a tip that two fugitives were hiding at that address, and since Owens knew nothing about that, he matter-of-factly gave them permission to search the house but then added the restriction "everywhere but the garage." The police naturally decided that that comment was worth a search warrant, and later found the remains of a suspected methamphetamine lab.

ALSO, IN THE LAST MONTH ... UNCLEAR ON THE CONCEPT The Cadbury company launched a major promotion campaign throughout Britain to fight childhood obesity by donating sports equipment to schools in exchange for candy bar purchases. For example, the company will donate a volleyball net and poles to a school if it hands in labels from 5,400 Cadbury chocolate bars. (In fact, a 10-yearold child getting a basketball for his school would have to play basketball for 90 hours just to burn off the calories in the candy he'd have to eat to get enough labels for the ball.)

An international organization of gay men who raise money for charities through drag shows came to the rescue of straight high school girls by providing loaners for those who could not afford gowns for prom night (Houston). Police blamed a traffic accident on truck driver Brian Anderson, who they said lost control on Interstate 75 while making himself a bologna sandwich (Burt Township, Mich.). A motorcyclist was killed on Interstate 95 when he crashed into a cow that had wandered out through a hole in a fence made by trespassers looking to get high from the mushrooms that grow on cow patties (Hobe Sound, Fla.).

The Fictional War On Terrorism How Bush's Smoke and Mirrors Endanger America We've killed thousands of Muslims and taken over two of their countries. We're spending billions of dollars to make it easier for our government to spy on us. But we haven't caught Osama, Al Qaeda is doing better than ever and airport security is still a sick joke. So when are Americans going to demand a real war on terrorism? Recent suicide bombings in Riyadh and Casablanca proved with bloody eloquence that Al Qaeda and similar extremist groups are anything but "on the run," as George W. Bush puts it. Bush's tactics are a 100 percent failure, yet his band of clueless Christian soldiers continues to go after mosquitoes with shotguns. "So far," Bush furiously spun after the latest round of attacks, "nearly one-half of Al Qaeda's senior operatives have been captured or killed," promising to "remain on the hunt until they are all brought to justice." Can Bush really be this stupid? All underground organizations, including Al Qaeda, employ a loose hierarchical structure. No individual member is indispensable, so the capture of even a high-ranking official cannot compromise the group. Each lost member is instantly replaced by the next man down in his cell. It doesn't matter whether we catch half, three-quarters or all of Al Qaeda's leadership - hunting down individual terrorists is an expensive and pointless game of whack-a-mole. Only Allah knows how many eager recruits have sprung up, hydra-like, to fill Khalid Sheikh Mohammad's flip-flops. Senator and Democratic presidential candidate Bob Graham caught heat for calling the war on Iraq "a distraction" from the war on terrorism, but he was far too kind. The invasions of Afghanistan and Iraq have replaced a real war on terrorism, and they've vastly increased the likelihood of future September 11's. Bombing Afghanistan scattered bin Laden, his lieu-

tenants and their foot soldiers everywhere from Chechnya to Sudan to China's Xinjiang province; fleeing Talibs spread new antiAmerican seed cells while the Taliban and other radical groups retain their pre-9/11 Pakistani headquarters. With radical Shiite clerics like the Ayatollah Mohammad Baqer al-Hakim poised to fill the post-Saddam power vacuum, Iraq could become a Shia version of Taliban-era Afghanistan: an anarchic collection of fiefdoms run by extremist warlords happy to host training camps for terrorist organizations. "We're much safer," Tom Ridge claims. If this is safety, give me danger.

they view the U.S. military with suspicion, anger and frustration. Many even say life was in some ways better under the regime of Saddam Hussein: the streets, they say, were safer, jobs more secure, food more plentiful and electricity and water supplies reliable." That's not the message we want on Al Jazeera TV – whose Baghdad correspondent, in the ultimate case of PR gone bad, we assassinated in Iraq. "Governance is a long-term process," says Bush Administration reconstruction official Chris Milligan, but that's just another lame excuse. The truth is that we haven't even tried to restore law and order, much less govern.

CAN BUSH REALLY BE THIS STUPID? ALL UNDERGROUND ORGANIZATIONS, INCLUDING AL QAEDA, EMPLOY A LOOSE HIERARCHICAL STRUCTURE. NO INDIVIDUAL MEMBER IS INDISPENSABLE, SO THE CAPTURE OF EVEN A HIGH-RANKING OFFICIAL CANNOT COMPROMISE THE GROUP. Taking over Iraq and Afghanistan didn't score us any new fans among Muslims. We could have won them over with carefully crafted occupations, but chose instead to allow the two states to disintegrate into chaos and civil war. Rarely have incompetence and cheapness been wed with such impressively disastrous results. In Afghanistan, we paid off warlords whom we should have dropped bombs upon. Puppet president Hamid Karzai is threatening to abdicate his Kabul city-state because "there is no money in the government treasury." One of Karzai's ministers warns The New York Times: "Very soon we will see armed conflict." As USA Today reported on May 7, "Iraqis say

The Pentagon plans to leave just two divisions - 30,000 men – to patrol Iraq. That's significantly fewer than the 50,000 peacekeeping troops NATO stationed in Kosovo - a nation less than one-fifth the size of Iraq. 95 percent of Afghanistan has no peacekeepers whatsoever, with fewer than 8,000 in Kabul. We're sleeping soundly - do you think Scott Peterson really did it? – but the guys who hate us so much they're willing to die to make their point are industriously exploiting our stupidity to sign up new jihadis. "Since the United States invaded Iraq in March," the Times quoted top Administration honchos on May 16, "the [Al Qaeda] network has experienced a spike in

recruitment. 'There is an increase in radical fundamentalism all over the world,' said a senior counterterrorism official based in Europe." Ariel Sharon offers living proof that hardass tactics strengthen, rather than weaken terrorist groups. Each time Israel assassinates a Palestinian leader or demolishes an Arab home, moderates angered by those actions become radicalized. Israelis and Palestinians have suffered through this endless attackretaliation-attack cycle for decades. Surely we can learn from their pain. It's still early in this game. Shut down the bloated and pointless Homeland Security bureaucracy - since it doesn't include the CIA and FBI, it didn't stop interagency squabbling - and apply the money we'll save into a fullyfunded rebuilding of Iraq and Afghanistan. Stop squandering money and our civil rights on boneheaded data-mining schemes like Total Information Awareness (now renamed Terrorism Information Awareness), and recruit some old-fashioned spies to infiltrate extremist groups. Charge the Guantánamo detainees with a crime or send them home; their legal limbo is an international embarrassment. Stop fingerprinting Muslim tourists - it's insulting and does nothing to prevent terrorists from entering the country. Cold Calls catches different perspectives on issues important to our island community. The following interviews were conducted on the spot and interviewees were not given advance notice or preparation time.

RECYCLING 1. Do you recycle? What, where, and how do you recycle? 2. What percentage of garbage is recyclable? 3. Is recycling being encouraged by Maui County? 4. Would you recycle more if bins and pick-up were provided by your garbage service? 5. Would you be willing to pay a fee for a recycling service?

SANDY CANAVERO Owner, Beach ‘N Bagelz - Kihei 1. Yes, I do recycle. We separate the bottles, cans, cardboard. At home, they pick it up once a week or once every two weeks. If they don’t, then we take it to the recycling center ourselves. As far as the store, we are starting to just recycle glass only and we have to take it ourselves. 2. Oh gosh, I would say a very small percentage. It’s just glass bottles from sodas. 3. I don’t believe so. I have not gotten any information. My customers are more encouraging than the county is. 4. Absolutely. 5. Yes, I would, as long as it’s not exorbitant. I believe, as an island, we should take this as one of our major considerations. We don’t want to be sitting on a garbage dump.

ROB PARSONS Executive Assistant for Environmental Concerns, Mayor’s Office 1. Yes, absolutely. I recycle bottles and aluminum and cardboard and newspaper at the Kihei drop-box site, as well as green waste or branches and yard trimmings at the county landfill, because I have a big truck. I think that the county has a great opportunity to divert a lot of green waste from residential trash pick-up. I think that we can, sometime in the next year, look forward to an additional pick-up - perhaps once a week or once every other week - of green waste, so that it can be composted and not landfilled. 2. Currently we divert about thirty-five percent, our statistics show, and that’s about the national average. We do have a yearround growing climate, which means that year-round, we produce green waste, and I think that there’s a larger percentage of

green waste than any other sector of the solid waste stream going to the landfill. There are proposals out there for “garbage to energy” or “garbage to building materials” so that it could be said that a hundred percent of what we consider waste could be dealt with differently than landfilling, but some of those are cost prohibitive. Actually, landfilling right now is our cheapest option. We’ve got probably twenty years of capacity, if not more, at the central Maui facility. 3. Absolutely. The county offers recycling grants every year to individuals and groups in the community such as the Maui Recycling Group and Community Work Day. They do a paint exchange, computer exchange. There’s lots of niche recycling efforts that need the county’s assistance and the county is encouraging these efforts through grants and through education, such as the publication Talkin’ Trash, which lets people know what can be recycled and where and how to do it. In the budget for the next year, the county is putting forward funding for a temporary MRF, Materials Recovery Facility, that will allow us to bring virtually all of our recyclables to one place where they can be sorted and handled. 4. Absolutely. 5. Perhaps. It depends on what the service was, how user-friendly. I think people need options and there are services available, some people use them if it’s their best option.

GAIL HOLT Homeowner - Pukalani 1. Yes, we recycle plastic, aluminum, glass, newspapers, and cardboard. I bring them to the Makawao Recycling center, which is just behind Kalama Intermediate School. 2. I’ll say maybe one-fifth, because in the past they’ve accepted all different types of plastic but now they only accept jugs or anything with a neck, plastic bottles or jugs, so you can’t recycle those now at all. They have, in the past, recycled magazines and they no longer accept those. There’s no longer a market for tin so we can’t recycle those, so that was rather disturbing that we can’t recycle the tin cans because that’s a big part of the products that we use too, canned goods. 3. I think they should be doing more. I think they should offer curbside recycling similar to other areas on the mainland. I think that would encourage a lot of people to participate, because it does take a little extra effort to wash things out and get it over to the recycling center. If it were curbside maybe everyone would participate or maybe even it should be mandatory for curbside, but it should definitely be sponsored by the county. 4. Definitely. 5. Yes. It should be something that’s fairly reasonable so that it wouldn’t discourage people from participating, something that everybody on the island could afford and could participate in.

Maui’s Paddlers Win Team Maui Captures Third Consecutive Victory In Santa Barbara Team Maui, Four Seasons Resort Wailea won its third consecutive victory in the 2003 Santa Barbara Rig Run. The 12mile, iron outrigger canoe race was held at Carpenteria State Beach, where paddling crews from throughout the western United States and Canada compete. Team Maui consisting of crewmembers from Wailea, Kihei and Kahana Canoe Clubs participated in the Coed division, requiring three women and three men in the crew. Team Maui completed the 12mile course in 1 hour 24 minutes and 16 seconds, Newport Aquatic Center was second with a finishing time of 1 hour 25 minutes and 50 seconds, Marina Del Rey Canoe Club finished third in a time of 1 hour 25 minutes, 56 seconds. Team Maui has been able to secure victories in the 2001 and 2002 Rig Runs and secured its third win in May 17, 2003 race. The Maui crew has participated in Rig Run to help promote the "Coed" division in the California area

(Coed is referenced as "Mixed" in Hawaii). The division of "Coed" is fairly new to California outrigger canoe racing competition. Therefore the appearance of a "Coed" crew from Hawaii has helped to encourage more participation in the division. Each year the participation from "Coed" crews has grown, in 2001 13-Coed crews participated in the race, in 2002, 26 Coed crews participated and this year 31 crews participated. The Santa Barbara Rig Run course consists of paddling 5 miles out to sea, then turning around three oil rigs, once passed the rigs, paddlers change course again and turn toward the shore, then paddlers turn on a buoy near the shore and follow the coast line for one mile to the finish line. This year’s Team Maui crewmembers consisted of Malika Wiezbowski, (Wailea C.C.), Lisa Santos, (Kihei C.C.), Jerry Williams, Kai Keahi, Lani Kane and Gary Saldana, (Kahana C.C.). The Maui crew was sponsored for the third year in a row by the Four Seasons Resort Maui. MTW

LOOKING INTO THE FUTURE Of La La Perouse Perouse Of By Judy Edwards At the dark hour of 6 a.m., Cheryl Vann is snug in the cab of her small, red, secondhand pickup truck, parked at the terminus of the winding, bumpy road leading into La Perouse Bay. She has bottled water, some food for the day in a cooler behind the seat, her yellow clipboard, green graph paper, binoculars and an assortment colored pens. The light still comes from stars at that hour in winter, and the salty, low tide smell of the ocean lies soft over the rumpled lava fields. It’s the calm before the day. None of the audacious mynah, vocal francolins or flashy cardinals are up yet to carpé diem. When Cheryl pulled up, there was just enough chill and humidity in the velvety air to coax a little dew out of the south coast night. The stillness, so rare now in most currently accessible Maui locations, belies the shape of things to come. The first shape to emerge from the last vestiges of night is a circle. Two, actually. The twin yellow-white circles of headlights. By 7:30 a.m., the lot next to the old Carter estate is lined with cars all the way out to the road and overspilling to the La Perouse monument. Cheryl counts 58 vehicles, 85 sleepy humans. If this is a busy morning, by 10 a.m. there will be an epidemic of cars and irritated attempts to turn around, get in, get out, or park. They drive on the remnants of old walls. They drive over and around the Hawaiian archeological sites. They drive anywhere they can to wrench themselves free. The gray dust swirls in the rising tradewinds. The day heats up. Tourists who arrive (one car every minute or two, by the data), following the road out of pure curiosity to see where it goes, find themselves in a whirlwind of four-wheeled confusion. Sweaty bicyclists arrive, looking startled to see so much bustle after so long a ride over open spaces. Motorcyclists, riding rental Harleys and local beat up Hondas, roar and rumble and sputter into the lot. Pickups arrive with long fishing poles poking out of their beds, "Maui cruisers" filled with camping gear trundle in. People carry surfboards, diving gear, guidebooks. Moms and Dads from Idaho and from Pukalani show up with

ice chests, floaties, umbrellas, tents and the inevitable video cameras. Snorkel gear protrudes from trunks and car windows. Dogs pant. What on earth is Cheryl DOING there, sweating in her truck cab as the thermometer and irritation levels climb? She’s counting - counting as fast and as much as she can. She’s counting cars and people, she’s counting motorcycles and bicycles and dogs. Some days, she walks, transects and counts everything she can see - hikers, swimmers, snorkelers, fishers, campers, boaters, divers, you name it. She notes the weather, she determines if the spinner dolphins are in the bay and where. She asks people to remove their rock-throwing kids from the tops of the Hawaiian heiau, and clarifies Federal regulations for those attempting to swim with dolphins. Primarily, Cheryl is trying to get a handle on what’s going on out there. The numbers and trends might surprise you.

FRIENDS OF KEONEOIO Cheryl is the Program Coordinator for the grassroots community group Friends of Keoneoio, a hui that began loosely in 1999 through meetings called by concerned members of the community over the issue of dolphin swimming, and possible harassment, in La Perouse Bay. In case you were wondering, Keoneoio is the name of the village that used to stand in the area up until, and probably after, the French Admiral Jean Francois Galaup Compte de La Perouse anchored his magnificent ships offshore in 1786 and rowed in to take a short tour around. He became, thusly, the first European to put his boots on Maui soil (Cpt. James Cook passed by on the way to the Big Island). He wasn’t here very long, although by all accounts he liked the people just fine, and declined to plant the French flag and claim the land for France. Many walls of house sites, heiau, canoe hales, fishing koa and other remnants of the Hawaiian past are still easy to find around and to the south of the bay. Melissa Kirkendall, State Archeologist, stresses that this six-mile stretch of coastal village ruins is one of the most phenomenal archeological treasures in the state. Anyway, the Friends of Keoneoio meetings began in Paia, then moved to Kihei, and Cheryl became the secretary, taking the minutes. Like all groups of this kind, there was a core of the determined and a peripheral swirl of the interested, most of whom came and went. At one point, marine biologist Hannah Bernard suggested to Cheryl that she might consider writing for a grant to start an on-site naturalist program. Hannah’s own non-profit organization, Hawaii Wildlife Fund, was already taking data on dolphin/human interactions in the bay. With grant money in hand, Friends of Keoneoio produced a beautiful manual for volunteers that could easily serve as a primer for anyone interested in an overview


of the area. With the manual and a brochure in place, Cheryl applied for a second and more substantial Hawaii Community Foundation grant to fund a year of research and education at the site. This allowed the continuation of volunteer training, trash cleanup, coral rock graffiti removal, an educational outreach table and for the design of visitor/resident questionnaires and technical survey forms. Marine biologist and longtime Hawaii researcher Eric Brown assisted in the design of the technical survey forms. By late summer of 2001, Cheryl, her co-researchers and volunteers began implementation of a three-pronged research project that would incorporate car surveys, technical surveys and questionnaires. In May of 2002, Cheryl was awarded a third grant for her work, allowing her to continue her research and education efforts into May of 2003. A fourth grant application for community reef monitoring in La Perouse Bay is pending.

SANDS OF THE BONEFISH La Perouse Bay. Keoneoio (literally: sands of the bonefish). So many visitors have been drawn here by its remote, windy magnificence. Many, too, have watched the rapid changes of the last seven or eight years and grown increasingly worried. Some beleaguered residents have soldiered through the years, steadfastly picking up the trash that always accumulates, rebuilding the local property walls stone by rough stone after the waves of humanity have been crashing over them all day long. Dino Ventura’s startling blue eyes are both sad and angry when he relates that his family, now five generations strong in the area, has watched the spinner dolphins begin to keep their distance from shore and the bays into which they would shepherd their young after long, dangerous nights of hunting in the open sea. Fishermen and their children quietly pick up the diapers, beer bottles and cigarette butts that appear around favorite overlooks. They never say much but their eyes smolder. Most people drive to the end of the road, walk or kayak, swim or snorkel, shake their heads at the trash and traffic, and drive home (or to the hotel) thinking, “Damn. Somebody really should do something about what’s happening there.” Cheryl did something. Cheryl started counting.

WHAT’S THE POINT? Let’s talk a little bit about data. No, not the pasty-skinned Star Trek crew member from The Next Generation, but hard, cold, clean NUMBERS. Without numbers to quantify issues, issues are just various arguments and opinions thrown around by people who feel sure they know what they’re talking about. You can have 10 zillion points of view around a subject, but a six is a six is a six, any way you slice it. Ask people hanging around at La

Perouse/Keoneoio how many people they think use the bay in a day and they will tell you any number from 99 to 300. Cheryl, sitting in the hot and dusty cab of her little red truck, never taking her eyes off the road for 6-8 hours (and then trading places with someone who will do the same thing for the next 6-8) will have documented nearly 1000 people by the end of the day. Now, some may drive or walk or ride by and see this woman with her graph paper and clipboard, nested in the stifling heat of the cab of her truck, and think that what she’s doing is the silliest thing in the world. And uncomfortable. And, when a person can’t pee for 6-8 hours for fear of taking her eyes off the road and missing something, YOU KNOW she’s uncomfortable. So, why so dedicated...what’s the point? The point is, up until Cheryl’s two years of data were available, the State knew there was a “problem” but didn’t know the size of the problem. Other scientists, residents of the

surfboards and motorcycles and windsurfing gear and taxis) starts to look sort of critical. Cheryl says that good data plus creative solutions grease the wheels of conservation. In the halls of the State’s office of DLNR, the omnipotent wheels of the State are beginning to turn after a long and dusty string of years. There is change in the wind that roars over the blue-green waters of the bay and onto the hot rocks of the a’a fields that drape Keoneoio, La Perouse Bay. Native Hawaiians, by the way, don’t need the numbers to understand the intrinsic value of a place like Keoneoio. Through kupuna Ed Lindsey, they’ve sent a clear message to Cheryl saying protect this place, you have our support. Cheryl calls this the magic that happens when an issue close to so many hearts gains momentum. People add themselves on, and ideas begin to bubble up. The whole thing begins to bloom in unexpected, gratifying ways.

Most people drive to the end of the road, walk or kayak, swim or snorkel, shake their heads at the trash and traffic, and drive home (or to the hotel) thinking, “Damn. Somebody really should do something about what’s happening there.” End Of The Road, Hawaiians and commercial tour operators knew there was a “problem”. But until Cheryl Vann with her red truck, graph paper (and resilient bladder) came along, nobody knew how big the problem really was. The data has, to date, been requested by Councilwoman Joanne Johnson, the University of Hawaii and the State of Hawaii. Tragically, in this world of the 21st century, it seems that a bit of wild land is only worth the money you can generate from it. Meaning that for a whole lot of soulless people, a coral reef isn’t worth anything at all until you can quantify how much money it can make for you, the state or the country. If, say, you can show that X number of people come to your area to use Reef A and therefore Reef A generates a certain amount of profits for reef-related businesses in your area, or is the stimulus behind such businesses springing up and theoretically funneling money into the community, then Reef A is “worth something”, and therefore should be protected. As sad and terrible as that sounds to many people, it has become the mode by which agencies and governments have found themselves operating on this, our shrinking world. Now, how can you prove anything about Reef A if nobody has taken the time to document that, indeed, Reef A is a-swarm with folks and their stuff? All of the sudden, sitting and counting cars and people (and

THE TENSION MOUNTS... Here’s what’s been going on lately. The proliferation of kayak companies working in the bay in the last few years began to put a noticeable strain on the resource. Unscrupulous kayak renters sent utter novices out into the screaming tradewinds, and not surprisingly there were soon numerous articles in various newspapers about emergency rescues in and around the bay and adjacent Ahihi-Kinau Natural Area Reserve. The State, jittery after the Sacred Falls lawsuit on Oahu, began paying very close attention to the chatter in the community around these articles. On April 15, various VIPs from the state’s board of the Department of Land and Natural Resources came to Maui from Oahu for a site visit. Mysteriously, the kayak companies were not to be found in their usual densities on that day. They were, in fact, much farther down the road. However, their new location resulted in traffic jams and mayhem, and a complaint was filed by a homeowner across the street from their disembarkation point. The Department of Land and Natural Resources, however, is not made of people who fell off the pineapple truck just yesterday. The department asked Cheryl to assemble the kayak company owners for the purposes of a meeting to be held on May 14 to determine if all business in the area should be shut down entirely. They sent her this note:

“I would also want to thank Cheryl Vann and the Friends of Keoneoio. It is so wonderful having a group such as yours, which is willing to step up to the plate and contribute. We greatly appreciate your efforts. From: (DLNR Land Division, Oahu)” This meeting would be a chance for ethical kayak company owners to show their good sides, and perhaps find the leverage to ease out the unethical companies operating in the area. On May 7, Cheryl called a meeting with all the kayak companies using the area to prepare them for their upcoming meeting with the State. Here was the opportunity to seize the moment, clean house, arrange their priorities and prepare a unified front. Six companies came to the table in an absolutely freezing room, not including those companies and individuals most recently in the news. Most came with ethical, logical suggestions for management of themselves and the resource. Many of them had been working under these guidelines for years without outside enforcement. Cheryl made suggestions, took notes, flipped chart pages, and tried to keep any fur from flying. After a list of priorities and 16 proactive points was agreedupon, everyone went home to prepare for the big meeting with the State on May 14. See, the outcome of this meeting with the State and the kayak companies could well generate a blueprint for ANY further commercial use by ANY activity company in the La Perouse/Ahihi-Kinau NARs. All those people who have spent time at the end of the road for these many years, and have watched the situation spiral while wondering what can be done and what happens next - well, you people need to sit up and pay attention. The stone is about to be set. On May 14, metal chairs arranged in a big circle in another freezing room gradually fill up with men in salt-stained t-shirts and State functionaries in business wear. Cheryl carefully tapes her flip chart outlines of suggestions on the white cinderblock wall. She opens the meeting, then all eyes swing to Peter Young, the new Chairman of The Board of Land and Natural Resources, which includes the DLNR. For a formidable entity, he is a gentle and approachable man. He says, “DLNR works under Land Board Policy, which says that the first priority is given to a Natural or Cultural resource - second is public use - third is commercial use.” People shift on their folding chairs, Cheryl waits. He says, “The DLNR expectation is that there CAN be mixed use of the La Perouse area, but that carrying capacity must be determined, and determined by NARS staff. Permits would have to be designed. Somehow, with no money in the State coffers, we’ll need monitoring and enforcement of all commercial use activity until permits are actually issued (if they ever will be), and we especially need to deal with the ongoing issue of ever-increasing human waste on the shore.” Pat Borge of Makena Stables weighs in on restrooms, or lack of.

and over again - Can commercial kayak companies self-regulate while a permit process/debate is going on within the labyrinthine bowels of the State? DLNR wants to believe it. So does Cheryl. She has worked on this so very diligently. Who will monitor them while we all wait for permits to be available? The State asks if Friends would do it. Cheryl doesn’t know how to feel about that. Maybe. Who will pay for it? Good lord. The things that can happen when you start counting stuff. Someone states his opinion that an armed enforcement agent will be of a lot more use to the area than “some little girl running around with a clipboard getting more and more (presumably pointless) data.” At which point a DLNR agent sits up suddenly, having heard something that has gotten his attention. DLNR: How much data do you have, and what kind of data is it? Cheryl, at a map of La Perouse Bay taped to the wall: By the end of this year, I’ll have a 2-year data set that tells you, within a limited area, where people are and when, and what they’re doing there. DLNR: Oh, that data will be very helpful, very helpful. Thank you. He pushes his glasses back up the bridge of his nose with a smile. Numbers - government agencies understand numbers. Guns versus numbers: it’s hard to say which one has the greater potential to change the world.

When you can get Cheryl to talk about herself, which is not easy, she will tell you that she’s become very emotionally attached to the work. What excites her, she insists, is when people come up with fresh concepts for the next step in the protection and stewardship of this area. She is easily stung by the suspicions lobbed her way that she works for an agency, has a personal monetary enrichment agenda, is on a mission to “shut you down”. She laughs at the suggestion that she is rolling in cash, or craves an enforcement persona. She’s managed to patch together grant funding, plus

has had to leave the state periodically to work intensively somewhere else in order to afford to stay on Maui as much as possible and survive on this grant funding. The grants allow one person to do consistent work, get constant data - and data isn't worth much if it isn't meticulous and consistent. But this work is really for two people, so Cheryl cobbles the money together for one other part-timer and praises the heavens for her dedicated volunteers. Soon there will be grad school to prepare for, and pay for. Cheryl says she wants to be the strong kind of person who can play a leading role in situations like this dynamic at Keoneoio. The resource, she reminds me, can hardly speak for itself. The excitement, she insists, comes when people suggest creative ideas, when the magic kicks in and the whole becomes so, so much more than the sum of the parts. She says, “I get frustrated when things move slowly, or I’m misunderstood. But mostly, I’m really grateful. I have the freedom to act on my own creative ideas. I feel like I’m being taken seriously. It’s also exciting to work with so many people in the community. I’m really hopeful as well. There are a lot of areas in these islands where these kinds of issues will have to be dealt with. Perhaps what we do here can become kind of a blueprint. With every guidebook that reveals secluded areas, more people will be drawn to small, fragile places. Who’s looking at the cumulative effects of all this trampling? Who’s responsible for teaching the public how to respect a resource?” Cheryl agrees that enforcement (lack of) has been a big issue at Keoneoio and the adjacent NARS. There are many misconceptions surrounding the DLNR rules that apply to Keoneoio/La Perouse Bay, and depending on whether you are on the land or water, the rules change. The village area itself is on State Unencumbered Lands. One border of the bay is the AhihiKinau Natural Area Reserve, and within its body and boundary waters, the rules change once more. Furthermore, the State has not yet decided if it WILL issue permits to do business in the area, or what the parameters of any permits might be. The State is waking up, but it is a giant that wakes up slowly. Usually. But personal injury lawsuits may make it a more reactive beastie in the future - and as any Zen master will tell you, the future is now. Education is also a big issue when one contemplates what can or should be done to slow the human impact on an area. People, most of them, will do the right thing if they know what it is. To that end, with the permission and permitting of the State, the Friends of Keoneoio have set up a colorful, fact-packed information table in the scraggly shade of a few wind-tortured kiawe trees, right in the middle of the dusty parking lot. Volunteers are there to let people know what the laws are regarding the dolphins, what the reef is all about, what the ocean conditions are, if there are places better suited to the kinds of pursuits most visitors are seeking (accessible snorkeling sights, somewhere to get a

There are photos of sealife, laminated information sheets and helpful brochures from the Humpback Whale Sanctuary. On some Saturdays, State archaeologist Theresa Donham can be found, tiny little dog in tow, restoring semi-destroyed Hawaiian cultural sites on her day off, in the heat, unpaid, just working against time for the love of the place. There’s a sign-in book on the information table and a stack of questionnaires for the public to fill out, if they like. The questionnaires fill up with comments: "They’d be crazy to change this", "Make this a park, protect it more", "Educate people about the ocean environment" and the inevitable "Is this the road to Hana?" Paging through the forms, you find that someone came here to spread the ashes of his grandmother. Someone else came by to “let the dog run free”. Someone is railing against the "naked hippies", and someone worries about the future of "all the pretty fish". Just after a request penned in for "less sharp lava" you read a sentiment that must have been on the minds of so many who come to La Perouse Bay seeking one thing or another, be they humans needing a day out of the office or dolphins nursing their calves: (August/13th/2002) "Leave it be. One of the last quiet places on Maui.” Can it be done? Shhhhhhhhhhh. Don’t ask Cheryl right now. She’s busy. Counting. Kimo's Living in Lahaina Town wouldn't be complete without eating delicious fish every now and then! There are several places on Front Street that offer magnificent food, plus a genuine feel for the old Hawaiian lifestyle. Kimo's offers both, plus beautiful views of the Pacific Ocean. I was greeted by five employees dressed in aloha attire and big smiles on their faces. There are two levels of seating. I followed the host upstairs. As I got to the top, I was face to face with several black and white photos of how Lahaina used to be. The antique-style furniture helped to create a historic feel, as did the old-fashioned canoe that hung from the ceiling. My waiter, Kai, was gorgeous, extremely friendly, and very knowledgeable. As I glanced over the menu, I knew I wanted a fish dish and, of course, a cocktail. I ordered a lava flow from the cocktail waitress. When Kai returned to my table, I ordered the Ahi. Ahi is local, big game, yellowfin tuna. I selected the Fisherman's Chowder as my appetizer, and my meal also included Kimo's Caesar salad and a basket of freshly baked carrot muffins and sourdough rolls. The chowder was steaming hot when it was placed in front of me. I stirred it until it cooled down, and was then able to taste

how wonderful the chowder was. The clams weren't too chewy, but just right. It wasn't too creamy of a broth, it also was just right. The Caesar salad came next. The greens were amazing. They were crunchy with every bite. The dressing was heavenly to the point where I wanted to lick my plate clean. Of course, I didn't. The sourdough rolls were warm and the butter melted in seconds as I placed it on the roll. The fluffiness of the bread was incredible. By the time my meal came, the sun was setting by Moloka'i. Pink and orange filled the sky and servers were being asked left and right to take pictures of guests with the sunset in the background. There seemed to be a moment of silence as the sun finally went down. It was a great show before my meal arrived. The Ahi was marinated in Kimo's shoyu and ginger sauce, and accompanied by steamed, herbed rice. Each bite of the Ahi was extraordinary. Every morsel was moist and flavorful. The Ahi seemed to melt in my mouth. The steamed, herbed rice was just as good as the Ahi. I was pleasantly full toward the end of my meal. Kai brought the bill when I was done eating. He ended the meal the same way he began it, with a smile on his handsome face. I encourage everyone to try Kimo's on Front Street at least once. Dinner is served from 510pm. The atmosphere is amazing, as well as the service and food. I am disappointed to report that Kai is no longer at Kimo's, but I am sure there is another handsome guy or gorgeous gal to serve you and make your experience as memorable as mine. MTW

Lamborghini 2000 Trescone˜Umbria, Italy $17.99 As you might have guessed, the Lamborghini winery is owned and operated by the people who brought us that popular Italian sports car, the Lamborghini family. This estate is located in the hills of Colli, Umbria, next to Lake Trasimeno in northern Italy. Umbria’s wine tradition has existed for 3000 years. It’s isolation from a large water port and lack of any large city kept this region from any real exposure for generations. The wine of the week is Lamborghini’s 2000 Trescone, made from grapes gathered in Panicale, a small town just south of Colli. It’s made from a blend of 50% Sangiovese, 30% Cilliegiolo and 20% Merlot. Fermented in stainless steel tanks, then aged in oak for a short 4 months, it is a wine that’s made to drink now and should be consumed within 3 to 4 years. Ruby dark red, it has a forward bright fruitiness - another one of those wines that is not overrun by the oak! The Trescone is medium full in body and shows a nice character of raspberry and cherry on the palate. Enjoy!

Apassionata Apassionata is the passionate duo of Vance Koenig on classical and flamenco guitars and Don V. Lax on violin. They play a wide range of music, from classical to rock and jazz. Their first CD, “Kiss of Fire” was a compilation of tangos, waltzes and gypsy music. Saturday, May 31st at 2 PM at Borders Books in Kahului, the Apassionata Duo will be giving a special concert to celebrate the release of their second CD, Romantic Dreams”, featuring instrumental arrangements of music from the repertoire of Andrea Bocelli. A versatile musician, Vance Koenig performs a wide variety of music on the classical/Spanish and Flamenco guitar. He has studied at The Aspen School of Music, The

Berklee College of Music and has participated in master classes with Pepe Romero, Oscar Ghigila, Eliot Fisk and Abel Carlevaro. While growing up in Tuscon, Arizona, Vance studied privately with Philip Swartz and played in various rock bands. He has also appeared on television and was featured on a PBS special. In 1986, Vance moved to Maui and has performed long-term engagements at Gerard's French Restaurant, The Ritz Carlton, The Kealani Hotel and since 1995, at the Four Seasons Resort Wailea. Vance has also recorded several previous albums – “Rosewood and Silver”, “Reflective Moods for Classical Guitar” and “Incaico”. Don V. Lax began playing violin at age five, while living in Karachi, Pakistan. He attended music conservatories in Paris and Rome, culminating in 1974, when he decided to explore music beyond the classical realm. His first experience

was with an Italian rock band, and by the age of 20 he had recorded his first two albums. Throughout Europe and Greece, he has played in many settings - solo, and with various groups - performing every kind of music - from classical and gypsy to jazz, rock and popular folk melodies. Since moving to America, he has performed and recorded with numerous jazz, folk and rock musicians, and also with symphony, opera, ballet, and chamber groups. His earlier recordings include Quella Vecchia Locanda, The Crystal Flame, Prince Gabriel's Fleet, Camper Van Beethoven, Anjali, Dresden, and many, many albums as a session player. Presently making his home on Maui, he divides his time between performing 6 nights a week at The Four Seasons with Vance Koenig and Bo Shores, recording, swimming & bodysurfing in the warm ocean. Cannes Film Fest A lot of exceptionally awful films littered the festival this year, but none were so widely reviled as Vincent Gallo's ("Buffalo 66") sophomore effort with "The Brown Bunny," a self-indulgent two hour road movie (he wrote, directed, acted, designed, edited, scored, filmed and produced it), which climaxes in its final ten minutes with a graphic oral sex scene in which his character's ex-girlfriend Daisy (Chloe Sevigny) gives him head

while he questions her about fidelity. This culmination occurs after 110-minutes of motorcycle racer Bud Clay (Gallo) driving his black van crosscountry with a dirty windshield to keep the audience entertained between road stops. Bud pauses briefly to make out with a rest stop chippie (played by a weathered and pitiable Cheryl Tiegs), and pays a brief visit to Daisy's parents, who still give shelter to - you guessed it - her little brown bunny. it will probably never see the light of day. Which isn't entirely fair since the movie does signal a shift in modern cinema where we will begin see big-name actors having actual sex (in character) as a way of shedding light on internal characterization. But in a surprising and unprecedented act of repentance, a castigated Gallo publicly apologized in Cannes to his financiers and audiences. "I accept what the critics say. If no one wants to see it, they are right; it is a disaster of a film, but I assure you it was never my intention to make a pretentious film, a self-indulgent film, a useless film, an unengaging film." It takes a man to admit it when he's done a bad

thing, and certainly, an equally self-wallowing director like Gus Van Sant could learn something from Gallo's example. Van Sant premiered his follow-up to his insufferable and torturous "Gerry" (there's not even a gratuitous sex scene to salvage that movie) with an equally lazy and minimalistic film entitled "Elephant." The dimly acted and slow moving narrative about a Columbine-styled high school massacre caused one audience member to belatedly shout out "Action!" at the screen twentyfive minutes into the movie. I say belatedly because that level of frustration has to boil up inside a viewer for awhile before he or she will crack and publicly share their discontent with the rest of the crowd. I was comforted to know I wasn't the only one experiencing that degree of paroxysm. Inexplicably, "Elephant" was praised in the same circles that found fault in Gallo's similarly vapid film. The good news at this year's festival came like a cool evening breeze flooding across the Croisette in the form of an old-school Hollywood mystery drama based on a David Lehane novel. Clint Eastwood's 24th directorial excursion "Mystic River" is set in a close-knit Boston neighborhood where three childhood friends are separated when two men, posing as undercover police officers, abduct one of the boys (Dave Boyle) and sexually abuse him before he escapes after four days. Now, some 30-years later, Dave (Tim Robbins) has settled down with a wife (Marcia Gay Harden) and child. Jimmy (Sean Penn) runs a corner store after having done a couple of years of hard time, and cares for his wife (Laura Linney) and three daughters. Sean (Kevin Bacon) has moved up to homicide detective at the expense of pushing away his wife and newborn child. The three characters are thrust into a life-and-death struggle when Jimmy's 19-year-old daughter Katie (Emmy Rossum) is brutally murdered in the neighborhood. The film is a lean and complex powerhouse with the crème de la crème of American actors finessing every scene. Lawrence Fishburne and Laura Linney give fine performances in their secondary roles. Both "The Fog of War" and "Mystic River" are due for American release in the fall, as is "Carandiru." HBO Film's "American Splendor" (opens August 15) is a must-see along with Richard Schickel's remarkable documentary "Charlie: The Life and Art of Charles Chaplin," and "Japanese Story" (with Toni Collette). Films still in production or recently sold, to be on the watch for are: "Whore" (with Daryl Hannah and Denise Richards), "Grand Theft Parsons" (with Johnny Knoxville and Christina Applegate), "Monster" (with Charlize Theron and Christina Ricci), "Silver Hawk" (with Michelle Yeoh) and Pedro Almadovar's "Bad Education." If straight-to-video genre movies with name actors appeal to you, look for America Video Film's "Always Outnumbered" (Lawrence Fishburne), "The Devil's Arithmetic" (Kirsten Dunst and Brittany Murphy), "Jesus" (Christian Bale), "Fidel & Che" (Gael Garcia Bernal and Victor Hugo Martin), "Spoils of War" (Tobey Maguire) or, my personal favorite, "Doomsday Gun" - "The True Story Of Saddam Hussein's Hunt For The Ultimate Weapon" (with Kevin Spacey). But for the movie with the most ridiculous title ever, there's the Indian film "Jism" "The Dark Side of Desire." MTW

Hard rock, heavy metal, punk - whatever you choose to call this particular breed of sound - is, I am happy to report, alive and well on Maui. Although, you would never know it, because a terrible tsunami of fear has overcome certain venues, liquor commissioners, and club managers in booking these types of shows. The Fear of The Mosh Pit. Daunted, they believe that the supposed-but-superficial anarchy of this particular brand of audience appreciation/participation (i.e. dancing) cannot possibly be controlled within reasonable limitations, without excess panic or penalty. Guess what? They’re wrong (this is an encouraging and happy observation!). Last week, I went to a punk show on Maui with several bands performing, that had to not be advertised due to the constraints brought on by organizing this kind of event, and was impressed. A rather large group of people from all over the island came out (via word of mouth only!), and proceeded to engage in the decades-old phenomenon of moshing, creating a substantial pit of thrashing teens and older folks alike. No fights ensued, no injuries, no property damage, nothing unsafe or indecent. Just good ol’ fashioned slamming - a bit of the old kids just having a swell time. Here’s proof, people. Rock shows can be done right - for everybody involved.

You'll probably slam me for being a horny man, but I'd like advice on getting into a "friends with benefits" situation. - Friend In Need Like going to the supermarket on an empty stomach, if you go without sex long enough, you might be tempted to throw just about anything in your cart. Regular ex-sex should prevent your libido from chipping away at your standards for girlfriend selection until you're down to "no beards or mustaches" and "has to be in my species." Just be sure you play fair. Make sure everybody understands which way this is heading: nowhere, no matter what. Come up with a plan in case somebody starts pining for it to head somewhere, despite your agreement. There's nothing wrong with horny men - not if they're honest about what they want: in this case, the sex version of those little samples they hand out in the supermarket.
