LETTERSTOTHEEDITOR FROM SOMEONE WHO KNOWS A DAMN THING ABOUT THE DALAI LAMA When I saw the cover of the April 12, 2007 weekly, I was looking forward to an article that would complement the wonderful photo of the Dalai Lama you presented. Instead, I found the writings of Liliana Begley to be in direct contrast to the compassionate and loving nature of the Dalai Lama, whose writings and presence in our modern day world have influenced so many (“An Unenlightened Person’s Guide to the Dalai Lama”). Re: “I don’t know a damn thing about the Dalai Lama...” was shocking, disrespectful and seemed to reflect a writer trying to be hip [by] using words such as “yeah” and [the] language of kids strolling the mall. By the time Ms. Liliana got to the relevant information about this worldly spiritual leader, it was too late. Her presentation was tainted with sarcasm. What an opportunity she had to delve into the core of what the Dalai Lama stands for and teaches the world. I sincerely hope that the author makes her way through the throngs of people gathering to witness and experience the power and magnificence the Dalai Lama brings to Maui. -JA, Pukalani

I know for a fact that some businesses have their staff take home a pile of Maui Times to have it filled by their family, pets included, and increase revenues… I have seen “Best new business” a few month[s] later stamp their ads with “Best of Maui” misleading the community. What really gets to me is your “Editor’s choice award.” What makes you such an expert to represent the [whole] island except advertising dollar kick back and family & friends’ connection? The Editor responds: Thanks for your letter. Yes, we’re aware that some people and businesses engage in ballot fraud, which is why we watch very carefully for ballot box stuffing. But what is “misleading” about a local business that mentions they won a Best of Maui award in their advertisements? They won, didn’t they? As far as our Editor’s Picks are concerned, we make no apologies for them. Our readers get to vote, and so do we. And I wish we got advertising revenue as a kickback for letting certain businesses win. But no: we keep the names of all Best of Maui winners away from our advertising department. Put simply: our ad reps don’t know who wins until the issue comes out. We could probably triple our revenue if we did what you’re alleging, but that wouldn’t be honest.

raises of Deputies Corporation Counsel and Deputies Prosecuting Attorney ($6,350 and $7,650, respectively). Then they’ll propose a bill increasing rates at the Waiehu Municipal Golf Course. And since the county seems to be having some pension issues—much like Corporate America—there’s a proposal to establish a “post-employment obligations fund” for the retired employees of the Employee’s Retirement System of the State of Hawai`i and the Hawai`i EmployerUnion Health Benefit Trust Fund. Our hardworking, middle class family finally pulls in enough to buy our little piece of the aina and here you come, Mr. Dot-Commer-Silicone Valley Cash-out. That’s the Question
The week that was I believe that to meet the challenge of our times, human beings will have to develop a greater sense of universal responsibility. It is the best foundation for world peace, the equitable use of natural resources and, through concern for future generations, the proper care of the environment. -His Holiness, the 14th Dalai Lama The Dalai Lama’s visit to Maui got me thinking about the special significance of the auspicious occasion. Was there any particular message in the life and words of this revered religious and political leader that I may impart to inspire myself, and others, to nudge us towards greater awareness and right action? While I contemplated the question, I looked back on the week that had just passed… Monday morning Put the finishing touches on my latest article. Deep breath, get up and stretch. Walk outside into the sunshine and drink in the fragrance of the gardenias. Monday evening Carpool to South Maui for a neighborhood meeting. At dusk, 40 people fill chairs on a spacious deck overlooking the open space kiawe and grass pasture of what could become Wailea 670. Clear, passionate presentations lead to lively questions and conversations about the possibility of responsible, community-based planning. A spirit of hopefulness is in the air. I wonder how to explain it all to the vast numbers of people who didn’t attend. Tuesday morning A friend sends a web video that has me in tears. It’s David Suzuki’s young daughter addressing the U.N. Conference on Environment and Development in Rio de Janeiro. Even in kindergarten you tell us not to settle our differences by fighting, she says. “So why do you do what you tell us not to do?” (see: powerofourway.blogs.com:80/) Tuesday afternoon Maui Tomorrow board meeting. So many issues. Tuesday evening Friends ask us to join them for din-

ner before they return to Colorado. They want to support local efforts with funding from their charitable foundation. She asks, how do we bring about a shift in consciousness, so people will “get it?” Will the Dalai Lama’s visit help some people wake up and realize the value of human life and learn compassion for all beings? I say I believe in sharing enough information so people may arrive at a place of making educated choices. I told of efforts last year, with support from Mayor Alan Arakawa, to establish an Environmental Resource Center so that residents and visitors could learn about our native ecosystems, environmental organizations and efforts. The idea became a bit of a political football. Some were so caught up in the muddled past of the County property and house built near Baldwin Beach that they couldn’t see the golden opportunity. As spiritual activist and author Marianne Williamson once bluntly told a questioner at a packed Castle Theater, “You’re so caught up in the crucifixion that you can’t see the possibility of redemption.” Apparently seeing problems rather than possibilities, the new administration recently boarded up the beach house. Wednesday morning Working at home. Someone sent underwater photos of sea turtles. Sweet. Wednesday evening Free showing of Kundun at the Maui Arts and Cultural Center. Paia’s Lama Geltsin intones a Buddhist blessing before the screening. I had remembered little of seeing the film 10 years ago. The photography and music greatly enhance and enliven the story of the Dalai Lama’s early life, up to his escape from Tibet at age 19. I’m blown away. Why hasn’t the world

community risen up in the past 50 years to insist that China’s atrocities to the Tibet nation, people, religion and culture be reconciled? Thursday morning Reading the newspaper. The Honolulu Advertiser prints my letter stating proposals by Maui Electric, BlueEarth Biodisel and Imperium Renewables will lead us down a dead-end road. The Maui News reports on the mass shooting at Virginia Tech. Next to it is a local story of three men who rescued a stranded dog stuck on a ledge in the steep cliffs of `Iao Valley. A letter writer postulates that the Dalai Lama may be a peace messenger sent by Jesus, who is tired of us “ignoring and distorting his message.” Isn’t it true that we each see things through our own set of glasses, rather than with an open mind? Seventy percent of the people in the world are non-Christian, yet there is such a great tendency towards exclusivity and see SPIRITUAL, page 13
The first case on the Apr. 5, 2007 Liquor Control Adjudication Board docket dealt with the Circle K Express/Carl’s Jr. in Ma`alaea. Pleading no contest to one count of selling alcohol to a minor—their third such violation in five years—the store’s owners were facing a mandatory license suspension of up to 30 days. Donald Fujii, the newly elected board chairman for the next year, was the only member of the panel to ask the owners a question during the hearing. “This is like a Minute Stop?” he said, admitting to the owners, his colleagues on the adjudication board and everyone else in the conference room that he—the guy responsible for running all Adjudication Board hearings—had no idea who the licensee was. Now it’s tempting to blame Fujii’s relative inexperience on the Adjudication Board—he’d been on the panel just a year when he was voted chairman—but that’s a bogus argument. In addition to spending the years 2001-2006 as a member of the Liquor Commission, Fujii is a lifelong Maui resident. Fujii graduated from Lahainaluna. In the late 1960’s and early 1970’s, he owned and managed the Olowalu General Store. He spent 20 years as a purchasing agent with the County of Maui. In fact, Fujii’s undoubtedly passed the Circle K many, many times on his trips to Lahaina, where he owns property and serves as president of the Lahaina Jodo Mission. But none of that apparently mattered now. For the owners of the Ma`alaea Circle K outlet sitting in the dock, pleading for leniency—they ultimately got a 15-day liquor license suspension—it was now painfully clear that the guy in charge of their deliberation had done minimal, if any, preparation for the hearing. Was it that Fujii didn’t have time to look into the case, despite the fact that it had been on the board agenda for a week prior to the hearing? Or does he simply have little interest or knowledge of the liquor licensees he judges every month? Now those are questions worth exploring. By the way, Akaku videotaped the hearing where the Liquor Commission so rudely slapped down a few citizens who dared criticize the county’s anti-dance regulations. National Health What are the FDA’s intentions towards alternative medicine? Hold onto your goji berries and massage oils, people. The U.S. Food and Drug Administration (FDA) may be coming for them, if alarmist emails making the rounds throughout the local alternative health community is correct. “When it comes to health freedom, this is the FDA’s end game,” read an Apr. 19 email from Richard Diehl to the local alternative health community. “This is not a thing to ignore.” Diehl’s message is hardly alone in cyberspace. All over the nation massage therapists, health food store owners and just about everyone else who considers him or herself part of the alternative health industry is concerned over the FDA’s recent “Draft Guidance,” which deals with “Complementary and Alternative Medicine Products and Their Regulation.” Public comment on the document, which began on Feb. 27, ends on Apr. 30. It’s not surprising that alternative health counselors and practitioners see trouble if the FDA moves to increase its oversight of their industry. “It’s just their way to hamper competition,” said Sheea Shafer, who founded the Holistic Association of Hawai`i, which promotes what she calls “a health and wellness lifestyle.” (Shafer also forwarded Diehl’s original email to Maui Time.) “On Maui, this is a way of life for many of us,” Shafer said. She added that new regulations “would be a huge act of control that would end up being a farce.” Ironically, the FDA insists the Draft Guidance has nothing to do with regulating the industry. “The Draft Guidance is not a regulation,” FDA spokesman S. Mitchell Weitzman said. “And it’s not a prelude to regulation.” What it is, Weitzman said, is an attempt by the FDA to clear up some “confusion” over which alternative health therapies, products and practices fall under current FDA regulatory laws. According to statistics cited in the Draft Guidance, “more than one-third” of American adults today are using some sort of alternative health practice or product. In fact, visits to alternative health practitioners “each year exceed those to primary care physicians.” “There are hundreds of products out there,” Weitzman said. “If [people] have a question about a specific

product, we invite them to call us. That’s what we’re encouraging people to do.” Indeed, the Draft Guidance says its purpose is to “represent the agency’s current thinking” on what it calls “complementary and alternative medicine [CAM].” The document defines CAM as “a group of diverse medical and health care systems, practices, and products that are not presently considered to be part of conventional medicine.” As the Draft Guidance shows, there aren’t many specifics concerning the FDA’s relationship to alternative health. For instance, “botanical products” like vitamins, amino acids, proteins and animal-derived extracts “may be regulated as drugs, cosmetics, dietary supplements, or foods” (emphasis added).
By contrast, the FDA already regulates biofeedback machines (as well as acupuncture needles), but the Draft Guidance says “mind-body medicine” like hypnosis, yoga, meditation, tai chi, qi gong and group support “would not be subject to our jurisdiction” (emphasis in the original). Similarly, the FDA does not believe chiropractic manipulation, massage therapy and reflexology fall under its regulatory guidelines, though massage lotions and oils “may be subject to regulation.” What all this means for the industry is hard to say, though Weitzman denies that it will change much. “Don’t expect anything surprising,” he
said when the comment period ends and the final guidance emerges. “I don’t think there’s any intention that this will lead to new regulation. We just want to clarify questions people have raised.” As far as Shafer is concerned, the FDA would be foolish if they start issuing new regulations. “People are really waking up and using alternatives,” she said. “I just think this is kind of a joke. So Governor Linda Lingle wants the state Water, Land, Agriculture and Hawaiian Affairs Committee to hurry up and approve Peter Young for another term as boss of the Department of Land and Natural Resources (DLNR). “Sometimes in this building you become very isolated from common sense and the average person,” Lingle lectured the committee, according to today’s Honolulu Star-Bulletin. “The average person who has watched this hearing is disgusted by the whole process.” Wow, disgusted. That’s a strong word, and politicians don’t usually use strong words. But let’s recap: Young has already headed up the DLNR for four years. In that time the state has suffered one catastrophic dam collapse— the Ka Loko Reservoir on Kauai, which caused seven deaths. Young has reportedly acknowledged that while it’s the DLNR’s responsibility to inspect dams throughout the state like Ka Loko, he could find no evidence that his department had ever inspected that dam. In fact, Young also admitted that at the time of the col-
In other calamities, Elizabeth Drew writes in the May 10 New York Review of Books that the endless bloodbath that is the war in Iraq is costing the U.S. approximately $9 billion a month. Understanding a dollar amount that high is always difficult, so I’m going to steal a rhetorical device from former President Dwight Eisenhower. Nine billion dollars will buy the State of Hawai`i all of the following: 10 “state-ofthe-art” hospitals similar to the proposed Malulani Medical Center; 20 high schools like that proposed for Kihei; enough air-conditioning units to equip all of the state’s 285 schools (264 of which currently lack air-conditioning); 20 300-bed homeless shelters (enough to house the state’s estimated 6,000 homeless people); as well as the entire Lahaina bypass road from Launiupoko to Ka`anapali. And when you were done with that little spending spree, you’d still have more than a billion dollars left over.
Considering its delays and cost, the Lahaina Bypass better look like this million off timeshare sales in the first quarter of this year, reported the Honolulu Advertiser yesterday, but Marriott ended up pulling in $57 million. Considering that timeshare units differ most strikingly from hotel rooms in that they include kitchens (or kitchenettes), I’m betting local restaurants are just loving hearing growth figures like these.
SUNDAY, Apr. 22 We’ve got a look at how Maui will respond to an avian influenza outbreak on the cover this week, and it’s a scary story. But if you think that’s bad, how about this: the Advertiser is reporting today that state officials approved the delivery of dengue virus, West Nile virus, hantavirus and SARS (as well as three other human pathogens the officials wouldn’t name because they’re “potential bioterrorist threats”) to Hawai`i researchers. Talk about your invasive species. And why would the state Department of Agriculture do such a thing? (Why it kept these shipments a secret until now is pretty obvious). Well, the biggest reason is that potentially discovering cures here could save many lives, since these viruses will likely head to the U.S. from Asia. But the paper also highlighted another possible benefit to doing the bug research in the islands—“Creating more high-tech jobs.” Now state researchers and officials insist that “the risk [of an outbreak from a lab] is very low,” and this has me thinking. If a few test tubes full of hantavirus could create a handful of high-tech jobs, why not build a full-blown bioweapons lab here? I mean, once these shipments are complete (SARS
apparently isn’t here yet, according to the article) we’ll have all the fixin’s to start cooking up some really potent bombs. And you know, nuclear power plants create megatons of high-tech jobs—let’s build one on every island!
MONDAY, Apr. 23 You know, I included the Lahaina bypass road in that little war funding discussion above mostly for humor reasons. For 35 years now the state has been promising to build a road through Lahaina that would relieve traffic congestion on Honoapi`ilani Highway. And for 35 years, residents have watched those promises crumble like weathered asphalt. But today’s Honolulu Advertiser reports that road construction will finally begin. “This is really for real,” Lahaina Bypass Now executive director Theo Morrison told the paper. “I’ve been the cheerleader getting people to believe this is really happening.” And apparently the state really will start construction on Phase 1A—a two-lane stretch of road crossing Lahainaluna Road between “Future Keawe Street” and “Future Dickenson Street.” Now that new bypass may just be a mile long, but it will cost an estimated $48 million. And it will happen. This August. Sharp. Guaranteed. Maybe.
TUESDAY, Apr. 24 Well, The Maui News got its wish: the state Senate hurried up, all right, but they voted 15-8 to can the Peter Young nomination. Imagine that. Anthony Pignataro still isn’t used to the sound of his own voice. MTW

CARLITO’S WAY They call it the “Public” Utilities Commission (PUC), but sometimes you can’t help but think they’re more interested in protecting the interests of private companies. Like the oil companies, for instance. Tesoro Hawai`i moves up this week because PUC Chairman Carlito Caliboso told the state Senate Energy Committee he was having trouble implementing the new law requiring oil companies to tell consumers how they set gasoline prices. The reason for all the trouble? Caliboso’s desire to “maintain confidentiality for the parties providing the information,” according the Apr. 18 Honolulu Star-Bulletin. Heaven forbid if the oil industry should have to allow their super-secret pricing schemes to fall into the hands of the wrong people—and by “wrong people,” I really mean “people.”
WHAT’S THE LIPOA POINT? Gotta love the Maui Land & Pineapple Company. No, I’m serious: you must love them. Right now! I kid, I kid. Seriously folks, have you been following this whole Honolua Bay/Lipoa Point thing? A couple months ago the company floats this idea—it’s not even a plan, really—that they want to build 40 estates and an 18-hole golf course on Lipoa Point overlooking the bay, and practically the entire island is outraged. And rightfully so—Honolua Bay is a gorgeous place, regardless of whether you’re a surfer, and the idea of urban run-off getting dumped into the bay is too horrible to contemplate. Anyway, opposition to any development at the point has gotten so bad that on Apr. 20 County Councilmember Jo Anne Johnson proposed buying the property from ML&P, and even offered to set aside $1 million to show the company they were serious. That a boatload of Save Honolua activists filled the entire council chamber gallery as Johnson spoke shows that ML&P is truly the force in the county to be reckoned with. MTW

ROBREPORT SPIRITUAL: continued from page 8 trying to convert the beliefs of others. I reflect on the wisdom from a favorite book, Change We Must, by Nana Veary. A native Hawaiian and mother of acclaimed songstress Emma Veary, Nana’s message of aloha describes her life as a spiritual journey, rather than a destination. It reminds me of the time I overheard a tourist in Hana say, “This is it? This is all there is?” and I thought to myself, you just missed it. Thursday evening Gathering at Palauea Beach to commemorate the anniversary of an elder’s passing, and her daughter’s embarking on a trip to the artistic and spiritual community at Damanhur, Italy. I’m reminded of the lost opportunity to preserve the public beach at Palauea, which is now framed by mansions—ostentatious displays of wealth that compromise the historic and cultural sense of place and feeling of serenity. Friday morning Carpool to County Council meeting. A buzz is in the air. Former Council member Wayne Nishiki greets people in the parking lot, wearing a white “Save Honolua Coalition” t-shirt, like dozens of others. In the chambers, it’s standing room only, with signs and placards hoisted high. School kids from Sacred Hearts and Lahainaluna speak eloquently in support of a resolution to preserve Lipoa Point, rather than build a golf course and luxury homes. There’s a tsunami wave of change, and the people of the West Maui community are riding it like a monster tube rolling into their beloved bay. This grassroots effort has successfully changed the course of the landowner’s proposed development. Maui Land and Pineapple’s representative announces that they are tabling current plans, and are willing to talk about alternatives. I’m greatly inspired and encouraged.
NEWSOFTHEWEIRD Friday afternoon On a high from the council meeting, I work with colleagues on planning to engage the South Maui community in taking the reins to plan their future. Saturday Earth Day. For the 37th year, people gather in celebration worldwide to discuss the changes we need to embrace if we are to save Mother Earth from ourselves. Maui Nui Botannical Gardens is more crowded than in past years. Hawaiian music, culture, crafts, food and plants are the focus. Environmental organizations bring out their best displays, sharing their humble, yet heroic efforts. The sun is shining, the tradewinds are blowing and there are smiles on many faces. Sunday morning It’s Earth Day again! This time at Baldwin Beach Park. Hundreds come to listen to a variety of music, mingle, dance and celebrate. Many people sign petitions. The Sierra Club’s display includes a banner hung on the eave of A&B’s pavilion, alongside colorful prayer flags. It reads, “The Environment is the Economy.” Well, at least THIS crowd gets the message. When will everyone else get it? Sunday evening The Studio Maui in Haiku is packed for devotional kirtan chanter, Krishna Das. He’s a contemporary and friend of Maui resident Ram Das, and both spent years in India with their guru, Neem Karoli Baba. Krishna Das shares that kirtan chanting is a form of spiritual practice, a devotional yoga. The energy is electrified, and the audience becomes a choir, singing the names of the Divine. According to his website, “These Names are the sound of the surf of that Ocean of Love. Everyone has their own path to this beach, to the Ocean, but we all wind up in the same place.” Waves of joy fill the hall.
TRUE DETECTIVE WORK Doug Guetzloe, one of central Florida’s most prominent political operatives (and a subject of investigations by the Florida Elections Commission and a highway agency in Orlando), had long eluded criminal charges by denying any knowledge of unethical activities that prosecutors were sure involved him. But late last year, Guetzloe missed a payment on his rental storage locker and 50 boxes of his personal and professional records were seized and auctioned for $10 to a curious citizen, who then gave them to Orlando’s WKMG-TV, which had several earlier investigations of Guetzloe still pending. Based on early readings of the storagelocker papers, Guetzloe was indicted for felony perjury in March.
PEOPLE WITH ISSUES A federal appeals court in March turned down Ruth Parks’ challenge to her re-election loss in 2001 as the recorder-treasurer of Horseshoe Bend, Ark., which she blamed on a conspiracy by the mayor and police chief. The court concluded that voters, not a conspiracy, had defeated her, perhaps because of the prominence of her belief in UFOs and the conflicting views of her and her husband as to whether she personally had ever been abducted by aliens: She said she hadn’t, but her husband said she had, many times, and that the aliens had left scars.
LATEST RIGHTS Di Yerbury, the retiring vice chancellor of Australia’s Macquarie University, is embroiled in a dispute with her successor over her spending habits, leading the successor to seize 1,000 pieces of art that Yerbury tried to take with her as she left. She has asserted that many of the works she had on display are her personal prop-

erty, including a painting of a woman’s derriere she said she posed for 31 years earlier, and she offered in February to have the then-wife of the painter testify that the posterior in the painting is indeed Yerbury’s.
IRONIES In January, a news crew for the Milwaukee station WDJT-TV, which was reporting a story on the danger of thin ice covering Big Muskego Lake, watched as their high-tech van’s driver mistakenly drove onto the lake and broke through the ice, ruining the expensive vehicle. And at a fancy, catered-food affair for the World Social Forum meeting at the five-star Windsor Hotel in Nairobi, Kenya, in January (where participants munched between discussion sessions on, among other topics, world hunger), street kids who normally beg for food money downtown raided the facility and picked the tables clean.
ARE WE SAFE? The Department of Homeland Security’s inspector general revealed in March that, 52 teams are at work tracking down foreigners who remain in the country even after being ordered out, but the agency still has a backlog of 620,000 fugitive aliens. Of course, the inspector general also admitted that there are not enough cells to detain that many fugitives, anyway.
LEAST COMPETENT CRIMINALS Two Bulgarian nationals were arrested in San Marcos, Texas, in January after being caught allegedly robbing coin-change machines at an apartment complex. Police subsequently found apartment guides for several cities in their van, along with a halfton of quarters ($18,700). And Kevin Russell, 21, was arrested in Hobart, Ind., in February when he went to a Chase Bank and tried to cash a Bank One check for $50,000. The check was signed, “King Savior, King of Kings, Lord of Lords, Servant.” MTW

n a Saturday afternoon in March, I spent a few hours with 23 Maui residents listening to Dr. Skip Hofstrand speak about what could become the 21st century’s first global health catastrophe: pandemic influenza. “We need to be proactive, not reactive,” he told the small audience in the Cameron Center Auditorium in Kahului. Wearing a bright aloha shirt over slight shoulders and Midwest pale coloring, this Northern Minnesota emergency room physician and author of Expedition Home: Journey to Safety from Pandemic Influenza, A Preventive Quarantine Solution somehow managed to smile periodically while calmly telling the audience on how to deal with a flu pandemic. “The American public has a dangerous and inordinate faith in science, technology and the ‘powersthat-be’ to protect us in a major catastrophe,” he said. “Neither our government nor our health care system will be able to adequately protect and care for all Americans when the pandemic hits.” Current projections for the next pandemic estimate that a substantial percentage of the world’s population

will require some form of medical care. Few countries have the staff, facilities, equipment or hospital beds needed to cope with the huge numbers of people who will suddenly fall ill. Surprise—this includes Maui. Hofstrand’s advice: voluntary isolation. “No exposure equals no illness,” he said. During an influenza pandemic, Hofstrand believes the best barrier device available is complete social distancing. He said isolation will not only save you from being exposed to a deadly virus, but will also slow its course. He further advises families to stockpile an eight to 12-month supply of food and hide out from others until a vaccine is developed. Vaccines are considered the first line of defense for protecting populations. But here’s the kicker: no human vaccine will be developed, produced or administered until scientists identify and isolate the exact pandemic strain. Recently the Food and Drug Administration approved the use of the Sanofi Aventis SA vaccine in the event that Avian Influenza becomes transmissible from person to person, but it requires two 90-microgram doses taken a month
apart—hardly a quick response to an outbreak. In any case, a proper vaccine will take at least six to eight months to develop once an outbreak occurs. But even when pandemic influenza vaccine supplies finally become available, high demand nationwide means Hawai`i will not receive sufficient doses to vaccinate the entire population. Faced with this limited supply of available vaccine and antiviral medication, the federal government advises isolation, quarantine and general public health containment as options for slowing the spread of pandemic influenza.
What is Pandemic Influenza? Avian Influenza refers to a large group of different influenza viruses that primarily affect birds. Avian H5N1 is a strain with pandemic potential since it might ultimately adapt into a strain that is contagious among humans. Once this adaptation occurs, it will no longer be a bird virus—it will be a human influenza virus. Like a seasonal flu, influenza viruses are commonly spread from person-to-person through respiratory droplets in coughs and sneezes.
Scientists say the Avian Influenza Type A H5N1 virus, currently found in parts of Asia, Africa, the Middle East and Europe, may mutate into a form that spreads quickly among people, possibly killing millions worldwide. When the virus changes, few (if any) people will have immunity. We can expect an influenza pandemic to occur every few decades. Three occurred in the previous century: “Spanish influenza” in 1918, “Asian influenza” in 1957 and “Hong Kong influenza” in 1968. The 1918 pandemic killed an estimated 40–50 million people worldwide and is considered one of the deadliest disease events in human history, killing more people than World War I. The subsequent pandemics were milder, with an estimated two million deaths in 1957 and another million in 1968. Spreading from person-to-person, the virus will quickly travel around the world and cause increased levels of serious illness and death. A recent World Bank report estimates the worldwide human death toll from a virulent and communicable H5N1 pandemic at 71 million (low-end) to as high as 180-260 million. The World Health Organization (WHO) uses a series of six phases of pandemic alert. The world is presently in the third phase: a new influenza virus subtype is causing disease in humans, but is not yet spreading from human to human contact. Experts at the WHO say the world is now closer to another influenza pandemic than at any time since 1968. People can be contagious one day before developing symptoms and are most contagious earlier in the illness. The sheer numbers of airline passengers circling the globe every hour of every day will spread the disease like wildfire on a windy day. Hawai`i’s popularity as a tourist destination will put the state’s residents at great risk early on. Local experts believe our travelers—visitors and residents returning home—will quickly disseminate the virus throughout the state.
Response and Treatment The lead state agency coordinating the preparedness and the medical and public health response for an influenza pandemic is the Hawai`i Department of Health. On Maui, that responsibility falls on Dr. Lorrin Pang, Maui’s District Health Officer. Having worked controlling communicable diseases in Southeast Asia, South America and most recently in Louisiana, Pang carries a wealth of experience in his medicine bag. While not familiar with Hofstrand’s book, Pang supports any strategy that slows the virus from barreling through and crushing the community. As a portof-entry, Pang believes Hawai`i will be at the front end of the pandemic influenza wave. If so, Pang predicts Hawai`i will experience a high mortality rate— perhaps 15 to 20 percent of those infected will die. “If we get it quick—say 50 percent of us get it in four months, that’s a hell of a lot of deaths,” he said. “If we can drag it out—say over a year, I can take that kind of infection rate. We won’t be swamped. The vaccine could be developed; we’ll have a fighting chance.” Pang wants three gray areas cleared before a pandemic strikes Maui: sequestration plans, the role of Maui’s hospital and the distribution of the vaccine and antiviral medication. Running one of the largest shelters in Louisiana after Hurricane Katrina, Pang witnessed first-hand the ineptness and inefficiencies of the Federal
Government during major catastrophes. “The feds were the weakest link during Katrina,” he said. Pang also doesn’t feel Federal Disaster Planner’s blanket recommendation of sequestering the sick has been thought out. For travelers coming into Hawai`i from infected areas, there are no quarantine plans in place for the airports. And for residents, Dr. Pang doesn’t feel voluntary isolation is realistic. “Families will need to decide now what they will do when faced with different scenarios: if the whole family is sick, if no one is sick, if some of the family gets sick, if some get exposed but are not yet sick,” he said. “People need to ask themselves, ‘Who’s going to go?’ Then, ‘Where are they going to go?’” Pang wants people to understand that if some of the family gets the virus, people cannot send the rest of the siblings to auntie’s house. They will already be infected and will spread the virus. Following steps taken in the 1918 pandemic, Dr. Pang’s plan is to set up eight designated care areas around Maui County. He loosely refers to these areas as “tent cities.” “The pandemic can only managed if the sick are gathered in one location and given basic services like water, sanitation, food and primary care,” he added. The virus is transmittable within a three to sevenfoot radius, but not through tent walls. Considering this, Pang has developed two designs for his external medical centers: small partitioned areas under one large tent, or if there is no partition, spreading patients out seven feet from each other. “With Hawai`i’s warm weather, tent cities will work,” he said. “The feds said it was a stupid idea, but they haven’t come back with a better one. When their voluntary isolation plans break down, when our streets began to be filled with sick individuals trying to isolate themselves from their family, what’s the fed’s contingency plan?”
‘The Sick Will Storm the Hospital’ Pang believes external units will need to be set up because the 231-bed Maui Memorial Medical Center will not be able to handle thousands of sick people. Rod Bjordahl, D.O.—the Chief Medical Director at Maui Memorial, said the hospital will not treat patients suspected of having pandemic flu. “The hospital’s primary function will be to continue caring for trauma, deliveries, surgeries, heart attack and strokes and other conditions,” he said. “We cannot risk infecting the entire hospital. If pandemic influenza enters the hospital, the hospital will have to be quarantined and essentially shutdown.” But Pang needs an agreement with Maui Memorial. He says they have to take his seriously ill, infectious patients. At the end-stage of the pandemic flu, all patients are in need of care. “If someone is dying, I need to be able to send them to the hospital,” Pang said. “I can’t tell people I tried to send their loved ones to the hospital but they wouldn’t take them.” Pang worries that if that happens, his external units will lose credibility. “We don’t want the reputation that we can’t do our job,” he said. “If they lose faith in us, they will stop coming to the external medical facilities. Then, the sick will storm the hospital.” Pang is currently trying to recruit a volunteer workforce to help run his tent cities. Asking people to risk their lives and their families by possibly exposing them to the virus to help others will be difficult, and
for that reason, Pang said he needs incentives. Federal disaster planners told Pang that volunteers and their families will be vaccinated. But these guidelines are mutating like the flu virus itself. Since then, Pang has been told that vaccinating volunteers’ families is now out of the question. Supplies of vaccines and antiviral drugs—the two most important medical interventions for reducing illness and deaths—will be inadequate during a pandemic. Once the vaccine is developed in the first year of the outbreak, there will only be enough for 15 percent of the American population. Antiviral medication—which is given if someone already has the virus—will be doled out in limited amounts, as well. Adhering to federal government recommendations, Hawai`i is stockpiling anti-viral medication to cover 25 percent of the state’s population—including tourists. As of March 2007, the Department of Health on Oahu holds approximately 367,000 doses of the antiviral drug Tamiflu. Of those, 48,000 regimens are set for Maui. unning large shelters with only limited medication will be challenging at best, Pang admits. “Giving out medication to only limited individuals among thousands will be a curse, like throwing a bone to starving dogs,” he said. Residents need to understand that high-priority persons will get the initial doses of pandemic influenza vaccine. Those essential to running our community and those with lots of contact with others will be Pang’s top priority. Pang says even though the vaccine is not guaranteed and the Tamiflu carries only a 60 percent success rate, he needs these “carrots” to get people to volunteer for his workforce in order to help the large numbers of sick people. He also needs a rapid test to check if someone has pandemic flu. That hasn’t been developed, either. “If we don’t [do these things], who will show up to help?” Pang asked. “If we don’t protect our workforce, they will possibly die. But before they die, they will disseminate it to everyone they’ve contacted!” When the time comes, Pang says he will be too busy caring for Maui’s sick to waste time arguing over these issues. “I want this dialogue now,” Pang said. “I need these issues resolved now, before it’s too late.” MTW

Kung Pao Kitchen Tin Ying is still King of the Mountain after 30 years One of my earliest memories, besides the horror of being “dethroned” at the tender age of two by the birth of my baby brother (aka “The Golden Child”), is eating with my family at Tin Ying Chinese Restaurant in Wailuku. My grandpa was and still is a big fan. We’d all meet at Tin Ying for his birthday, Grandma’s birthday, Auntie’s birthday, Dad’s birthday, pre-weddings, post-funerals, anniversaries, etc. Come to think about it, every major family event linked to my childhood involved Chinese food. Well, every event that wasn’t directly connected to my mom. See, Mom’s haole and likes, well, haole food like Panda Express.

Tin Ying has been around in the very same location for about 30 years. Over the years, family tastes changed and we’d have parties at other restaurants—Maui Beach, Golden Jade (which has been extinct for years), DragonDragon and if my Mom has any say, Ruby’s. In fact, up until a few days ago, I hadn’t been in Tin Ying in years. Tin Ying came under new ownership three years ago. At first I felt a little sting of nostalgia gone wrong. I guess I wanted to see if I could recreate childhood moments of eating fried shrimp
and feeling like a kid again. The exterior is the same. The interior is pretty much the same, except for an additional buffet line. And the menu is bigger. I ordered Mooshu Chicken, Lemon Chicken and Beef Fried Rice to go. My bill was in the low 20’s. When I got home and unpacked the food, I was amazed at the big servings. The Mooshu Chicken was delicious. You can also get Mooshu Pork. Both are these little thin pancake things wrapped around diced meat, cabbage and other veggies with this delectable sauce. It’s plummy, spicy, rich and delicious. The cabbage gives it this satisfying little “crunch” that balances out the juicy goodness of it all. Just thinking about it makes me want to drive down the hill from Pukalani for a take-out order. Seriously–I’ll avoid a trip downtown from Pukalani at all costs. To be totally honest, I’m not a Lemon Chicken fan. But my husband loves the stuff. I tried it and just couldn’t appreciate it, but he kept saying that the batter was really good and the flavor was right. He would know—he eats fried food two out of three meals a day. I love fried rice, and have tried the dish from just about every Chinese restaurant on the island. I can honestly say that, in my opinion, Tin Ying has the best. Where other restaurants’ fried rice can be either too sticky, hard, fishy, dry, salty or just plain overwhelming, Tin Ying’s is perfectly balanced. The meat was tender, the veggies crisp and the rice itself was long grain. It was moist and fried just enough to make your taste buds beg for another bite. My oneyear-old took 23 bites in a row,

which should be some sort of record. Believe it or not, Tin Ying has more than 150 items on the menu. Oh, and the buffet is possibly one of the best deals on the island— for lunch from 10:30 a.m. to 2:30 p.m. you can eat until you can eat no more for a mere $7.99. MTW

[STATE HEARING] Local water activists are calling this hearing the last chance for the public to speak their mind on the question of designating the Waihe`e, Waiehu, Iao and Waikapu Streams (Na Wai `Eha) “surface management areas.” In plain English, that means giving the state Commission on Water Resource Management authority over the streams and forcing everyone from the County of Maui to the Wailuku Water Co.—which today controls the streams and diverts much of the waters to Central Maui sugar fields. [ART EXHIBIT] The Dalai Lama may be leaving the island before the end of this week, but the influence he has on the island will remain. You can experience it at the Maui Hands Gallery in Paia. “Towards the Divine” features the art of seven artists asked to depict the nature of spirit. According to the gallery, “For over forty years, Piero Resta has explored our presence within the cosmos, seeking to discover and expand the inner self by developing a new sense of awareness. Then there’s Carla Crow, who “likes to use mulberry bark paper for her work. It has a tradition of holding magical powers and was used by shamans in rituals long ago.” Rosemary Barile gets inspiration from “Vaharana and Tantric Buddhism, African fetish objects, Mexican altars, Islamic Talisman garments and Hatha Vinyasa Yoga.” Dhyana Zagri’s Tibetan thangka art “represents her interpretation of a specific Tibetan Buddhist deity, each with its own meaning and purpose.” Emily DuBois’ weavings “draw upon her study of looms and cloths but also her travels to India, her connection to Hawaii, and her long practice of Tai Chi.” Joanne Valencia works clay— “She loves its pliability and how it transforms on the potters wheel.” And Lali Groth paints “to get to a better place, a state of mind that’s uplifting.” Ommm... Lotería Linocuts Saturday (Apr. 28), 1-3 p.m. at Hui No`eau Visual Arts Center [ART] No, “Lotería” is not the Mexican word for “lottery.” In fact, the game dates back to the 15th century, where it was used as a kind of fundraiser for the poor. More like Bingo, Lotería is a game of chance, where players use cards to fill out a grid of pictures on a board. The most important thing to get out of this cultural lesson is that the pictures on the cards use iconic Mexican images, like El Gallo (The Rooster), El Diablito (The Little Devil) and El Borracho en El Barril con El Mono (The Drunk in the Barrel with The Monkey). And so Artemio Rodriquez, a prominent Mexican artist who works in linoleum cut printmaking, has been at the Hui No`eau working with students from Baldwin High School to come up with their own vision of the game, inspired by Hawai`i, Maui, contemporary culture and whatever other personal touches they wanna add. And they’ll all be at this public reception on Saturday. But you can check out their goods on exhibit after that, everyday at the gallery from 10 a.m. to 4 p.m. until May 26. New York Female Seeks Ex-Monk Friday (Apr 27) at 5 p.m. and 7:30 p.m. at the Maui Arts and Cultural Center [FILM] On Monday, my friend who works at the Kahului Airport called to tell me that the Dalai Lama had arrived on Maui. She said she’d never seen anything like it before—legions of serious-looking guys in suits, and a huge security convoy. Not surprising, considering the Dalai Lama has been living in exile for decades. Dreaming Lhasa is a film about others who are exiled from the Dalai Lama’s home land of Tibet. For the record, it’s not a documentary—the movie’s fiction, but it’s gotten great reviews. The basic plot concerns a Tibetan filmmaker from New York who goes to Dharamsala (the Dalai Lama’s exile headquarters in India) to film a documentary. She falls in love with an ex-monk and they go on a mission to fulfill his dying mother’s last request. Sounds like a good flick, though the convoy is not included. For tickets call 242-7469. [LB]

Exploitation Bologna Steve Austin goes Rambo, snuff style The Condemned takes place on a deserted island where a cheesy web producer has planted remote-controlled surveillance cameras to transmit a live web feed of 10 death row prisoners killing one another after being put on the island with mini-bombs attached to their ankles. The conceit of the “reality” show is that which ever of the prisoners survives 30 hours on the island will be awarded freedom and pile of money. Camp humor invigorates early scenes before the film begins taking itself too seriously with the debatable moral that “We who watch are the condemned.”
The Condemned

“10 people will fight, nine people will die,” is the stolid tagline that announces the aspirations of a movie tailor-made for wrestling fans familiar with the likes of Stone Cold Steve Austin. Austin plays Joe Conrad, an American prisoner “purchased” from a Central American prison along with his handpicked rivals. It’s a pity that the filmmakers didn’t play against type in choosing their

protagonist, given the effort they went to in creating 10 surly terrorists. Of the nine other murderous captives, there’s a Brit (Vinnie Jones—Snatch), a Mexican husband-and-wife duo, a badboy from Japan, a murderess from Ghana, a drug-dealer from California, a German rapist, an Italian militant and a Russian ravager. Conrad was sentenced to death in El Salvador for blowing up a building that killed three men, but his thick neck and instinct for mayhem conceals the fact that he’s a family man who wants only to return to his wife and kids back in Texas. The unintended inside joke seems to be that Texas is the new cinematic cradle for trashy b-movies, given that Grindhouse was also made there. The crux of the satire lies in the set-up. When production manager Goldman (Rick Hoffman) tells his demented boss Breckel (Robert Mammone) that, “Television is more complicated than war,” we get a sense of the film’s priorities. One of the doomed warriors is referred to as an Islamic fundamentalist, “as if anyone in the audience will know what that means.” For his part, the ever-watchable Rick Hoffman (Hostel) runs away with the movie with his trademark twitchy gestures and snide delivery. Goldman becomes a moral barometer for the audience as the snuff-movie-within-a-movie attracts millions of viewers at 50 bucks a pop. We watch Goldman gradually become sickened by the death that he deals in, and discover second-hand that the same murders we view as entertain-

ment in the context of The Condemned are traumatizing to the people seeing it first hand. It’s a foregone conclusion that eventually some producer with enough money will figure out a way to create a live-feed snuff web presentation that will simultaneously disgust and attract viewers. Any question of blame assigned to the people who watch such atrocities will be washed away in the same court of public opinion
that tacitly allows bogus wars to take the lives of countless victims. A symptom of exploitation movies is that they incite public dialogue about social issues from a gut level of articulation. The Condemned might just be the first in a new line of exploitation movies to revive the genre. Either way, it does pose a question about why the word “whore” is considered equal to or greater than “murderer.” Something has to give. MTW

The Wright Stuff An interview with local playwright Wayne Moniz This is his last year teaching at Baldwin High School. And yet, by his admission, Wayne Moniz is far from done with his work. A prolific playwright with more than a dozen produced plays under his belt, as well as published short stories, poems and songs, Moniz received the Cades Award, Hawai`i’s annual prize for literature, in 2005. His focus is always on the people, history and issues of Hawai`i, but his perspective varies greatly—from a story of three generations of Portuguese in Hawai`i in Under the Star of Gladness to a tale of the Hawaiian monarchy as teens at the Royal School in Children of the Turning Tide. This year he’s published his third book containing three of his plays, including Hibiscus Pomade—a 1960’s musical comedy, Steamer Days—a 1930’s romance mystery, and Tandy!—a biographical libretto based on a local opera singer. Moniz apparently still has lots of ideas, including a play highlighting the early days of television in Hawai`i. “I’m retiring to busy-ness,” he jokes. I talked with him recently after his autograph-signing appearance at a writers conference at Maui Community College. MAUI TIME WEEKLY: Tell me about the plays in your most recent book, starting with Hibiscus Pomade—I love the title, by the way. WAYNE MONIZ: Yeah, that’s the Hawaiian “grease” we used in Maui in the ‘60’s—flies landed on it! It was the heaviest thing! So I wanted to do a local version of Grease and I actually wrote a song for it. We did it for Baldwin Theater Guild, I believe in 2002. It’s about four kids on Maui. The boy Herman wants to get the girl, of course, but he speaks horrible pidgin. The girl speaks well and keeps pushing him away ‘cause he doesn’t speak well. A couple people help him with his pidgin and we try to do an operation to get “the spam” out of him. It’s kind of Jerry Lewis/Nutty Professor, which was big at that time. They give him a concoction and he does good but halfway he breaks down… and it goes into a parody of the West Side Story with a slippah fight between the Mokes and the Visitors. Then they go to

Honolulu—Elvis is in town for a big fundraiser for Pearl Harbor and they get to meet him—and all this is a plot for her to fall in love with him and it works. She starts to see he’s really a good guy. There’s a senior dance, and a sweet ending, laced with music of that time period. That sounds like it must’ve been a lot of fun for the kids to perform. How is it to see your plays acted out? It’s still a big thrill. When I saw my first play [Still Born—Na Mele O Kaho`olawe] the first time it sent shivers up my spine! It was so neat to hear other people say the words. Sometimes they know it better than me. I laughed out loud when I read your lyrics for Hibiscus Pomade’s “The Moke Song.” Yeah, I read that today for the kids. Some people are disappointed that I don’t use pidgin for all my plays. When it calls for it, I put it. I’m trying to get that middle pidgin—you know, the good English with pidgin. It’s more real, like people talk. But I remember my brother would use heavy pidgin just to taunt my mother. How did you get into writing plays? I’m an English teacher. I started directing shows before I got into it. When I started teaching, I’d get these anthologies and think, I can write better than that. You know, I’d get some horrible version of Huckleberry Finn or something. At that time I happened to go to Kaho`olawe and I was so moved when I went over there somebody said, “You should write about it” and that’s how the first play was written. I’ve been lucky, most of my plays have been done. In some cases I’ve had to direct them myself just to make sure they do. So tell me about the second play in your book. Steamer Days was an all-adult show Sue Loudon did that took place in the `30s, of the old boat days. They called ‘em steamships. So it’s “steamer” days. Everybody remembers that time in Hawai`i. They weren’t complicated days. I like to take these personalities and throw them into a situation to see how they react. So there was Duke

Kahanamoku, and Burns and Allen, Bing Crosby—all the stars of the time period. We’d go down memory lane, with all the hapa haole songs on the beach of Waikiki, and I tried putting some kind of context into it… there’s a mystery. But you know like how on the Orient Express, they all did it? In this, they all solve it. And it ends with a replication of Hawai`i Calls—each performer does a piece, then the ship sails off to San Francisco. It’s a real nostalgic piece. The popular culture stuff really just fades quickly. And what is Tandy! about? Tandy! is a libretto, kinda like a biopic—like Warner Brothers did in the ‘50s with The Glenn Miller Story. It’s the life of a person with music as they play it… So I asked, “Who’s Tandy?” and started doing research. He was an opera singer, a contemporary of Caruso, born and raised in Hana. I start with the scene of him as a little boy. He is eventually
crushed by his own spirit—like a lot of actors and performers—and I show how it probably happens. He was coached, trained, tours the world. He goes to Kaluapapa and he’s worried but when he arrives there he finds his seamstress and hugs her and has to touch these people and sing with them. Then he sings in Germany and La Scala and France. He gets kicked out of Germany by Hitler. There’s a scene in a hotel with Nazis telling him he’s gotta go home. This actually happened, too! So he sings to the Germans out on the street. He sings at the Hollywood Bowl. He’s the first male tenor at the San Francisco Opera House. And his life spirals downward. I used to resist my frequent role as group-organizer and motivator. I’d say, “This time, let someone else pull it all together.” Then I’d watch, frustrated, as everything fell apart and time was wasted. For a while I debated which was more frustrating: putting in the time and energy to communicate with and organize everyone (and then feel a certain sense of responsibility when anything went wrong), or taking a break from all that and watching a whole lot of nothing happen. Eventually, I realized that, whether I like it or not, I’m pretty good at it, and it’s easier (and better for everyone) if I mostly embrace it. You’re good at it, too. If that’s what your friends and coworkers want and need from you, you might as well stop resenting it and give it to them.
VIRGO (AUG. 23-SEPT. 22) Trust is a funny thing. Distrust someone and they’ll almost certainly justify it. In choosing to trust them you may set yourself up for disappointment, but you’ll also give them a chance to come through, which is really the best-case-scenario for everyone.
