Traffic volume is up 10%, and revenue is up about 6%, on the Hammock Dunes Bridge, District Manager Greg Peugh said at the February CDD meeting. “This is the first time that cash and bridge pass dollars were almost equal,” he said. “Only about 2.8 % difference... so that reduces our profitability.” Bridge passes provide discounts over the cash toll fare. There were about 18,000 bridge pass ExpressCard accounts remaining after the district closed ones that had been unused for more than year, he said. That location would replace another, more central proposed relocation site within Bings that the commission had OK’d in November — prompting criticism by locals concerned about the proposal’s impact on the park or county tax dollars — before deciding to revisit the issue.

The Jan. 10 meeting of the Hammock Community Association, with guest speakers County Commissioner Greg Hansen and then-County Administrator Craig Coffey, was standing room only as the two county officials discussed current and upcoming projects with Hammock residents. DISCUSSION OVER SEWER

The county’s plan to run a sewer line north from the Hammock Bridge to Marineland was discussed. Hansen said, “We have the mayor of Palm Coast and the mayor of Marineland on board. So now it’s just a matter of funding it.” Coffey explained that the cost to run the main line is estimated

to be $4 million, but there will be additional costs in converting homes from septic to sewer, while also installing the proper pumps to individual homes. The county is currently working to get grants from the state Legislature to subsidize costs. Hansen emphasized in the meeting that this was a long term project, “but we’re working on it.” DEAD TREES ALONG A1A

Several residents at the meeting asked about the grove of dead trees in the green space along A1A just south of Hammock Beach Resort. The trees were killed after Hurricane Irma. Coffey and the audience agreed that the large trees were not only an eyesore but a fire hazard. “We were talking to the fire chief the other day,” Hansen said. “If we go into a period of drought,

it won’t take a month or two before we’ll be in trouble.” Although there has been some discussion among county officials about purchasing special equipment for taking down the trees, resources are limited. As Hansen said, “It’s on our list. It just takes money.” STREET PAVING PLANS

Hansen also discussed the Mala Compra drainage project between Sea Colony and Washington Oaks. When Hansen asked the group how they felt about paving the roads in Marineland Acres,he received some boos, some cheers. In response Hansen told to the group, “We’re probably going to have a further discussion on this, but I think if we put in a drainage system, it’s going to make a big difference if we pave it.”

The Dunes CDD Board of Supervisors is preparing to ask the state Legislature if it can divide the district into geographic areas for voting purposes. But if it does so, district attorney Michael Chiumento explained to Board of Supervisors members at a board meeting Feb. 8, the geographic areas would dictate where individuals could run from, but

not where they voted — in other words, if there are five zones, an individual would run for the seat within their particular zone, but residents of all of those zones could vote for each seat. The board had previously considered an arrangement where voters would only vote for a representative within their own zone. What does the county have to pay? “What they have said they would do is present all that to us at a workshop, and they’re not done yet figuring out all the costs, plus evaluating the three sites … and looking at the cost differential on each of those. So we’re kind of stuck

have let Captain’s BBQ build a new building, at the restaurant’s expense of up to $1 million, near the center of Bings Landing. The current county-owned building, which has structural problems and which the county is contractually obligated to maintain, would be demolished. The new building, at completion, would have become county property, and the county would have been responsible for handling parking and sewer/septic concerns, while the restaurant would have assumed responsibility for building maintenance. The restaurant’s rent would have risen from the current $750 a month to $1,000 a month. But the proposal generated pushback from residents who said they saw it as a bid to expand the restaurant, at potential cost to the park itself, while allowing it to pay below-market rent. After newly elected Commissioner Joe Mullins took his seat on the board and the members of the public held a protest against the proposed Captain’s lease, the County Commission opted to meet in workshop Jan. 7 to reconsider its previous 3-2 vote. MULTIPLE PERSPECTIVES

The workshop drew about 60 members of the public. Most didn’t address “option four” or other options County Administrator Craig Coffey presented at the start of the workshop. “This park has a special meaning to the community, and, as we have learned, many others outside

the local community,” said Hammock resident Dennis Clark. “It’s a community park where folks bring their children; it is not a place for a large restaurant and a bar.” Other residents also objected to the restaurant’s proposal to expand its seating to 150 — the number of seats that would let it get a liquor license at reduced cost. But Jorge Gutierrez, president of the Flagler Chamber, said that if the county takes any action that requires shutting down the restaurant, that would set a bad precedent for relations between the county and private business. Garry Lubi, chairman of the chamber’s economic alliance, also was supportive of the proposal to relocate the restaurant. “The owners of Captain’s BBQ are both good corporate citizens and community citizens,” he said. “They’re willing to invest $1 million into this facility and give it to the county.” Resident Abby Romaine said option four looked like a good compromise. “It creates a solution

until we get the staff evaluation at a workshop. “I’m really concerned about the cost — what’s it going to cost to do this, because it’s not in the budget.” Hansen said he met with Hammock residents recently and explained that the county has legal obligations per the lease. If the county violates that lease, he said, “we could be taken to court and sued. I don’t think Mr. Goodman would sue us, but I don’t know. “Hopefully we’ll find out then [at workshop] if we can hook into the Hammock Dunes wastewater treatment center.”

The county’s handling of the proposed Captain’s BBQ lease at Bings Landing angered a portion of the population. The commission didn’t workshop the proposed Captain’s BBQ lease before voting on it during a Nov. 19 meeting. Some residents who attended the Nov. 19 meeting to oppose the lease proposal or to ask the commission to delay its vote noted that the Nov. 19 meeting was the very last one before Mullins would be sworn in to replace outgoing commissioner Nate McLaughlin, who supported the proposed lease. Mullins has repeatedly criticized County Administrator Craig Coffey’s handling of the Captain’s BBQ issue, and did so again Jan. 7. “We’re here today because of

lack of transparency, a rushed process,” he said during the workshop. “I think this process has hurt a business; it’s definitely affected trust in county government.” Coffey said that the county had limited options with the building at Captain’s. It was built decades ago and doesn’t meet current code. The county could also be liable for any financial losses to the restaurant that result from the restaurant being out of the public eye for a lengthy period because of a county-caused closure. “So, the option of trying to repair it in place is fraught with these dollar exposures,” County Attorney Al Hadeed said. An engineering firm hired by the county to evaluate the Captain’s BBQ building determined that the only way to fix it would be to remove the wood floor system and rebuild it, Mike Navarra, of Universal Engineering, said at the Jan. 7 workshop. The county’s staff repaired some minor water problems, but the problem areas grew. Portions of the floor started to sag. A toilet fell through the floor. The county checked the building more thoroughly and found water damage. The building’s current siding is oriented-strand board, or OSB, which is not approved for uncovered outdoor use. The building also needs a new roof. When the county and the restaurant’s owners came together on the new lease that was approved in November, Coffey said, “We didn’t view it as a controversial, ‘Should we have a restaurant in our park or not.’ ... We desired to avoid the shutdown [of the restaurant], or a county lease violation as the owner. ... We were excited about the additional investment in our public facility.”

Cars lined North Oceanshore Boulevard on the evening of Wednesday, Jan. 16, as guests arrived in anticipation of a ribbon cutting honoring the Hammock Wine and Cheese’s new owners. In spite of the cool temperatures that night, it was difficult to find seating as guests packed the outdoor courtyard. Toward the center of the crowd, several members of the Flagler Chamber of Commerce, along with the staff and the owners of the shop stood poised behind a yellow ribbon as guests snapped pictures. Co-owner Todd Stewart spoke to the crowd, sharing a story of his first trip to Hammock Wine and Cheese about eight years earlier. He and his wife, Sarah Fishline, were visiting from out of town. While they sat on the deck at the shop one night under the oaks with friends, Stewart joked, “How cool would it be if we owned this

place one day?” Billy Oats, Stewart’s good friend and business partner, joined in his dream several years later. The two friends knew the shop might be up for sale, so they got together, discussed it and after a round of golf said, ‘Let’s do it.” After five months of effort and cooperation, the crew was able to revamp and reopen the business. On the evening of the ribbon cutting, Oats spoke to the group as well. He thanked his team, and then he gave a shoutout to their friends and former owners, the Gallagher family, who he explained “worked very hard for many years and left a good foundation.” Oats continued, “We thank them for handing over something that they’ve done so well, and now we’ll just try to steady the ship and move it out to bigger seas.” Oats’ mention of “bigger seas” refers to the changes the team of four, which includes their wives Lisa Oats and Sarah Fishline, have in store, including a heavy tapas menu, daily lunches, upgraded wine selection, as well as fundraisers and catered live music

Hammock Life Properties LLC, of Atlanta, sold 504 Cinnamon Beach Lane to Mark and Melissa Davideit, of Palm Coast, for $1.73 million.
