espite dozens of residents asking them to do the opposite, Flagler County commissioners on March 18 voted to move forward with phase 2 of design to build a new wastewater
treatment plant in Plantation Bay. Residents wanted swifter, less expensive solutions. County Engineer Faith Alkhatib said phase 1 construction should be complete by Aug. 1 but that further problems were discovered; phase 2 is now necessary. Approving design would enable

Flagler County Emergency Management was available to assist residents in signing up for the ALERTFlagler emergency notifications, and Special Needs Sheltering programs. Station 16 was built
by Volusia county but is operated and staffed by Flagler County, Lt. Anthony Guerin said. The station responds to the northeast area Volusia, and south parts of Flagler County, including all Plantation Bay. Guerin said 95% of the emergency calls are medical. There are three firefighters per 24-hour shift stationed at No. 16.

sioner Dave Sullivan said, but Plantation Bay residents are concerned that the cost will fall to them and that they are powerless to stop it. Former County Commission candidate Jane Gentile-Youd said design work was unnecessary and a waste of time. She added, “Nobody has mentioned who has to pay.” Plantation Bay resident Fred Manzolillo called the situation a “catastrophe” and warned that Plantation Bay will be come a “wasteland” if the problem was not fixed soon. “I’m shocked by what’s going on,” Plantation Bay resident Mary Ann Redden said. “ … I can’t
believe I’m standing here, having to argue for clean water and getting wastewater that works.” Some residents in attendance asked that the county instead pursue a $1.8 million solution from a Kansas-based company called Aero-Mod. Neither Alkhatib nor Interim County Administrator Jerry Cameron was aware of Aero-Mod’s specifications but were skeptical of such an inexpensive solution for what their experience indicates should cost more like $7 million to $10 million. County Commissioner Joe Mullins proposed that the county vote to approve the next phase of design but also to have Cameron explore the Aero-Mod solution as well. The motion was approved 5-0.

S
ome of the 20 or so construction trucks that come through Plantation Bay daily are exiting through the residential gate, rather than going out through the construction road, and Board of Directors member Phil Peters said at the March 25 board meeting that Plantation Bay should not allow it, even if the community has to pay for an extra security guard. Board of Directors member Russ Reinke agreed it was a problem, but he said the developer, ICI Homes, should be required to pay for any necessary enforcement, not the community. “If we have to pay for it to protect our residents, we should do that,” Peters said. He said the trucks made the area near the gate unsafe. He’s afraid there’s going to be a “major accident.” Board member Bob Anderson said during the previous board meeting, Feb. 25, that one issue with the current construction entrance has been that it’s often impassible after heavy rains, and trucks have bogged down there in the past, requiring towing. “The condition of that road ... has to be maintained, otherwise we can’t send big trucks down there,” Anderson said. “We could be legally liable, if nothing else.” Anderson said March 25 that ICI was arranging to have the construction road fixed. NEW NAME FOR ‘SECURITY’
Security won’t be called “security” anymore, after Board of
Directors member Bob Bandes proposed that Plantation Bay make a change to avoid creating the illusion that the security staff amounted to a guarantee of personal safety. In another community, Bandes explained, a resident was murdered, and his family sued because the community appeared to promise “security.” The Plantation Bay’s Legal Committee proposed changing the word “security” to “access control” on gates, vehicles, and protocol manuals to avoid any legal liability. REVIEW OF SALARIES
Plantation Bay employees whose salaries haven’t been reviewed for years might see raises. “Experiences we’ve had trying to hire good access employees is getting frustrating,” Anderson said during the board’s Feb. 25 meeting. FINES FOR AIR BNB RENTALS
A resident in the 400 block of Seabrook Drive is facing fines for repeatedly listing the property on Air BnB. “We’ve caught them on two separate occasions,” Community Manager Margie Hall said during the Feb. 25 meeting. “We’ve sent them a second notice and denied access to their guest.” The board will fine the resident $500 if they catch another guest staying at the property, Hall said. Board member Russ Reinke suggested that the community’s staff check Air BnB to see who’s renting out homes. Hall said that’s tricky, because Air BnB doesn’t list homes by community.

Hall has noticed a lot of unapproved changes appearing in residents’ homes and yards, and reminds residents that they must approach the Modification Committee before making changes. Recently, she said, one resident had new windows installed without getting approval, another removed four large trees and another re-sodded their yard. FINANCIALLY HEALTHY
The 2018 annual audit of Plantation Bay’s finances shows that the community is financially healthy, according to Buddy Hall, an auditor with W. Clark and Associates. “I can’t say enough about how you guys run the place; it’s run very, very well,” Hall said Feb. 25. “Your particular balance sheet probably would be enviable for any of our commercial or forprofit clients.” In 2012, when he first worked on Plantation Bay’s audit, the operating fund was at $411,000, Hall said. “Today, it’s at $1,137,000 — a 175% increase,” he said. The reserve fund had about $1 million in 2012, and now contains about $2 million. Cash is at $1.3 million, or about 87% of total expenses for the year; reserve cash is $10 million. “We aren’t out buying shares of iPad or iPhone or Cheez Whiz or any of that,” Board Chairman John Gamin said. “We put it where it’s protected and where we know it’s safe up to the maximum insured.” Susan Peerless, of the Procedures Committee, thanked the board at the March 25 meeting for
managing the communty’s money so effectively, saying it helps the residents sleep easily at night. VOTING MEMBER OUTREACH
The Board of Directors will hold twice-a-year receptions for voting members. Reinke was the sole vote against on Feb. 25: He had concerns about spending board money on an exclusive event that wouldn’t benefit the entire community. MORE PARKING AT PARK
Seven parking spaces will be added to Hampstead Lane, at Prestwick Park, for a cost of almost $31,000. The Board of Directors approved the contract with MJ Weremay Design LLC, the owner of which lives in Plantation Bay and should be available if something goes wrong, according to Joan Beck, who presented the Landscaping Committee report. Gamin suggested that the project begin in June, after school gets out, to minimize disruption to bus routes. OVERNIGHT VS. AT NIGHT
The Vanderwarker family on Harwick Lane was put on notice at the March 25 meeting that they cannot have cars parked on the street in front of their house overnight, per the bylaws. If it happens again, they can be fined $500 (subsequent fines could be $1,000) by the Covenants Committee. The Vanderwarkers protested, saying the cars parked in front of their home were not there overnight but only for a few hours at a time in the middle of the night.
