bout 160 people embraced the spirit of New Orleans with green, gold and purple attire at the Grand Haven Golf Club for the 16th-annual Mardi Gras Casino Night on Tuesday, March 5. Education Foundation Executive Director Joe Rizzo said the event raised about $21,000, which will go back into the foundation’s community partners, through efforts like teacher grants, Take Stock in Children, the STUFF bus, the Josh Crews Writing Project and flagship programs in schools. Tickets were $100 per person and included dinner, casino tables, slot machines, prizes and chips to start the casino night of fun reminiscent of a walk down Bourbon Street. ave the Keeper sat crosslegged in front of the Flagler County Public Library, smoking a cigar as a cold drizzle fell from the white sky. He wore all black: sweat pants, hoodie, sneakers, backpack. It was a time of transition: He was about to vacate his tent home of the past decade in the woods to comply with a county order. It was late morning on Tuesday, March 5, two days before the homeless camp, which had swelled to as many as 39 people in recent weeks, was to be broken up. Then two other homeless people walked their bicycles up the sidewalk. “What’s wrong today, Jennifer?” Dave asked. She was in tears. “Two days?” she said in disbelief. “Put me in a room or hotel — this is ridiculous.” “I know, not easy,” Dave said. “I start work at 2 o’clock, I got kids,” she said. “Instead, I got —” She stopped and started again: “All they’re going to cause is prostitution out here. They’re ridiculous. I’m not going out there. I’ll get arrested and have somewhere to go.” Jennifer and her friend walked away. “Out there” meant Russell Landing, a 20-acre Boy Scout camp in a remote area of Flagler County, 22 miles southwest of the library. (The county will not be rounding up homeless in other areas; the focus is on the library site only.) Dave’s impression of the solu-
tion was not a good one: “You basically might as well kiss all your stuff goodbye. ... It seems more like it’ll be a concentration camp. ‘Let’s horde us all in one spot, and that way we can keep an eye on them.’ There’s not stores around or anything. And at that point in time, what do you eat? How do you get what you need? Me — I’m not going.”
“We don’t have any hard conversations, and now’s the time. It’s a situation that needs attention by people who are not afraid to address it.”

The debris and camping sites at Flagler County’s 19-acre library property are in violation of city of Palm Coast code, and the county has until mid March to resolve the problem before the city would formally issue a citation. Janet Nickels, Human Services program manager for Flagler County, posted about 15 signs at the library and the trailheads that lead to the homeless camp, notifying the homeless on March 2 that the homeless are responsible for packing up their tents and other belongings. The county will provide transportation to Russell Landing on Thursday, March 7. Everyone has to be out of the camp by Friday, March 8. Some have already made the trip, according to homeless advocate Denise Calderwood, a volunteer with Family Matters of Flagler. Russell Landing is the largest campground the county has to offer, and it has restrooms, a shower and a common building with electricity. The county has agreed to give a couple and a young man rides to Volusia County and Jacksonville, respectively. Others who end up at Russell Landing can ride the

Dave was the first to set up camp behind the library years ago, as far as he remembers. Calderwood calls him “the mayor.” He’s the one who gives newcomers an orientation, warning them about spiders and snakes. “I’ve been bitten by black widows seven times,” he said. “But there’s a home remedy for it: Drink a quart of apple cider vinegar. It flushes your system. You smell like a salad for five days, but hey, it’s cheaper than going to the hospital.” (Note: Multiple websites advise against drinking apple cider vinegar without diluting it.) As Dave was smoking another cigar, Jennifer and the other homeless man she had been walking with returned. This time, Jennifer was laughing. They both picked fruit from a tree in front of the library, took a bite and walked away, suddenly in better spirits. Dave said he can understand why staff is nervous about other homeless people begging in front of the library. He doesn’t actively panhandle; he just sits on his curb, without any kind of cardboard sign, and people still give him money, often about $40 per day, which keeps him supplied with food, beer and cigars. Dave is an unusual case, according to Calderwood. He’s in the small minority of homeless called “chronic.” It’s a chosen lifestyle. When asked why he doesn’t try to find a house to live in, rather than living in a tent, Dave at first said he isn’t healthy enough to get a job, can’t get the resources he needs. But then he admitted that even if he had the money — even if he were able to rent a room and have access to a shower, a bathroom, a kitchen, a bed — he wouldn’t do it. In fact, he has lived with people for two or three weeks at a time in the past. “And then I miss the woods,” he said.
Several members of the county and city government shared their perspectives on the escalating homeless camp situation in the woods surrounding the Flagler County Public Library. Interim County Administrator Jerry Cameron, formerly an assistant county manager for community services in St. Johns County, said the brush clearing will provide a great opportunity to remove the piles of trash that cover the trails and forest floor. However, the county has to be careful to respect the homeless’ property rights. “Essentially, it boils down to just trying to be compassionate and seeking solutions to improve their situation,” Cameron said. County Commissioner Donald O’Brien, who first surveyed the condition of the property on Feb. 13, expects that once the brush and trash are cleared, the county will be able to keep the area clean in the future — whether or not the homeless decide to return. “It’s just been ignored for so long,” he said. “I think that if we’re regularly maintaining it, that would no longer be the case any more.” With homelessness comes panhandling, but Palm Coast City Councilman Bob Cuff sees the two as separate issues that need to be corrected. He’s received emails from concerned constituents calling for two things: for the city to adopt more stringent panhandling ordinances — like those implemented in Daytona Beach and St. Augustine — and for the city to do something to help the homeless. “I think we need to look into [ordinances] if we do start to suffer from aggressive panhandling and public safety issues that those kind of ordinances address,” Cuff said.

county bus on a regular schedule — 10 a.m. and 2 p.m. — to a central drop-off in Bunnell. Those with doctor appointments or employment can arrange for extra rides. The county will also provide transportation to a grocery store each day. Pets will be allowed, following the same leash laws as others at county parks. “We’re trying to make sure that everybody is in a better situation,” county Public Information Officer Julie Murphy said. It’s unclear what will happen if some of the homeless don’t get the word in time that the transportation is available. “You trust that word of mouth is going to get you somewhere,” Murphy said. “If you don’t have an address, don’t have a phone number, don’t have an email (to reach them), all you can do is the best you can.” Another question is what to do if they refuse to comply. The county still intends to clear the brush using machines as a part of a scheduled fire mitigation project on the property.

Calderwood knows all the homeless by name. She said one woman is about to get out of the hospital and now needs to use a walker at minimum; a wheelchair is recommended. Not happening in the woods, though. She hopes the Russell Landing solution is temporary. She echoed Dave’s concerns about difficulty in finding food. Partially in jest, she even asked one fisherman to teach the homeless how to fish, and the fisherman was frustrated to learn that the homeless would be coming to the area because the camp would end up full of trash. And he might have a point: There isn’t a dumpster, according to Calderwood. Moreover, how will Bunnell residents feel when their city becomes a daily drop-off location for a busload of homeless people? “We don’t have any hard conversations, and now’s the time,” Calderwood said on the phone, as she stepped out of a meeting of county officials, homeless people and other stakeholders on March 5. “It’s a situation that needs attention by people who are not afraid to address it.”

Q: You’ve mentioned wanting to make Palm Coast more business friendly. What things could the city change?

Q: How does the affordable housing issue intersect with attracting jobs? Do you need to have the housing available before businesses will invest?
A: It’s a double-edged sword: If you’re going to recruit, you also have to have the housing. It’s like a ballet, if you will. Each piece of the ballet has to be put together carefully: the music, the dancing, the story, the lighting — everything has a part, and I’m going try to shepherd that so we don’t get caught in a quagmire.

A: One of the things that I’m working on right now is to form a coalition with the Chamber of Commerce, the city, and the economic development people so that we can really push to bring some jobs here. My aviation background is such that I belong to this organization called the National Business Aviation Administration, and I’m getting ready to launch a campaign to get the businesses that are affiliated with this membership to help with — to try to attract some aviation businesses. You know, we’ve got a brand new runway out here, 5,500 feet, and there is all kinds of opportunity. I’ve always said I want highskilled businesses here, where the salaries — you don’t have to work two or three jobs to make a living for your family; you can work one job. That’s what I’m focusing on right now. ... There’s all kinds of avionics types of businesses that could flourish here, and the fact of the matter is, you could have engines here — rebuilding or manufacturing aviation engines.

The following was submitted as a letter to the editor.

ecently I took a walk into the homeless encampment behind the library on Palm Coast Parkway. I was not at all shocked at the sights, squalor, and stench of this horrible blight affecting our beautiful city. It is what I expected. As a former law enforcement officer, I have seen much worse. However, my observation and discussion with the residents with the camp were well worth my time and effort. A true learning experience! Homelessness significantly increased during the 1980s to where it is today. The fact is that we can no longer ignore the consequences of dealing with the homelessness within our community. While there
the image of Palm Coast as a nightmare to work with in terms of building and turning away business, because of our methodologies that are used to approve this, that and the other in the permitting process. We ought to be able to work this out. We just need to sit down and make some common sense decisions and work with people so we don’t get get that reputation. Q: What other city issues are you concerned about right now?
A: The other thing that I’m
are several homeless encampments throughout the city, the camp at the library is somewhat unique. While this camp is located on Flagler County property, the residents are living in Palm Coast. Jointly, the Flagler County Board of County Commissioners and the Palm Coast City Council must immediately take actions to resolve this problem before it gets entirely out of control. The question is how do we as a government handle this? In my opinion, there are no easy solutions. To begin with, we must confront the myriad of issues that the homeless individual and families are dealing with. The squalor that they are living in is a public health hazard. Hygiene, at all levels, is missing. The homeless are living in conditions that surround them with
human waste and garbage. The homeless are living in survival mode! It is important to note that some homeless are episodic, transitional or chronic. As our government deals with this issue, we must remember that the homeless have legal rights afforded them by the United States Constitution. Briefly, the First Amendment may exempt persons experiencing homelessness from anti-loitering, anti-begging, and anti-food sharing laws. The Fourth Amendment may entitle people experiencing homelessness to be free from the confiscation and destruction of personal property stored
in public spaces. The Eight Amendment which prohibits cruel and unusual punishment may entitle persons experiencing homelessness to be free from anti-sleeping, anti-sitting or encampment laws. The 14th Amendment’s due process clause may authorize individuals experiencing homelessness to be free from laws prohibiting them from living in cars and those that prohibit loitering. So where do we go from here? To abate this problem will take a team effort to include government, government services, religious organizations, media, schools and charities as a start. It takes a village. There
will be a need for adequate housing, medical services to include mental health and substance abuse programs, education focused on job skills, job placement, and child support/ assistance: This is but the tip of the iceberg. Thus we must get an ad-hoc committee together as quickly as possible to take ownership and control. While merely finding ways to arrest and confine the homeless to jail is a solution, it is not the right one. Jack D. working on … is our ability to spread the word to the citizens of the city as to what we’re trying to do, and when and how. It just isn’t working like it should. So I had a meeting with (city of Palm Coast spokeswoman) Cindi Lane and we sat down and we brainstormed a number of ways to reach out to the community — because one thing that I’m worried about is misinformation. ... I want to be able to be sure that whatever we do, there’s an ability for our citizens to find out exactly what’s going on.

Progress report from the Flagler County Sheriff’s Office
Even with incredible growth, the crime rate in Flagler County is now the lowest it has been in 14 years. Statewide, crime deceased by 8% in the latest available report. In Flagler County, crime decreased by almost three times that rate, with a 22% reduction. There are many proactive efforts that aided in this historic crime reduction. We re-engineered how we serve the county and have specific
policing districts devoted to Palm Coast, the beaches and the west side. We capitalize on real time crime analytics. We partner with citizens through guardianship policing and social media education efforts. Traffic safety is a top priority. We created a five-deputy traffic unit to enhance traffic safety in the city of Palm Coast focused on high-crash areas, aggressive driving and citizen complaints and provided seven-day traffic enforcement. And, it worked! 2018 saw a 42% reduction in traffic fatalities. Our Citizen Observer Patrol program also contributes to traffic safety by aiding our deputies. Over the last year, your Flagler County Sheriff’s Office became a 4 Star Accredited Law Enforcement Agency, achieving statewide accreditation in corrections for the first time in agency history and re-
accreditation in law enforcement, communications, and from the National Institute of Ethics. The University of Florida’s Bureau of Economic and Business Research currently forecasts that the city of Palm Coast’s population will almost double to 156,898 by 2040. I am grateful for the excellent partnership we have with our mayor and City Council and Flagler County Board of County Commissioners. In the city’s 2017 survey of Palm Coast residents, 90% of you said you felt safe in your neighborhood and 82% rated law enforcement services from the Sheriff’s Office as excellent or good. In your 2018 survey, 82% of you felt safe in your neighborhood and 82% felt that the Sheriff’s Office was doing an excellent or good job for you. While those numbers are consistent and impressive, our goal is to always do better.
Our FCSO Cmdr. David Williams is our liaison for law enforcement services with the city of Palm Coast. I encourage residents to get to know him. I hope you’ll join us for the 2019 Safety Expo on Saturday, April 13, from 10 a.m. to 2 p.m. at the European Village. This is an excellent opportunity for residents to learn about crime prevention and staying safe and getting to know your Sheriff’s Office. Don’t ask government to solve your problem
Moving is not a solution for most
Dear Editor: The issue of traffic on Florida Park Drive has raised its head again. Homeowners, who apparently didn’t do due diligence when purchasing their properties, want the city to fix their “problem.” It is an attitude that is very prevalent in our society today: I made a mess so government please bail me out. Some of the proposed fixes are bizarre. Putting an island on the road would merely move the road closer to their front doors; how would it decrease traffic? Speed bumps will probably work for a while but those most impacted would the same property owners who would have to drive over them every day. I am not sympathetic to their plight. When we purchased our home, we were very aware that we were on a heavy traffic road. Worse, our front door was directly in line with the cross street that dead-ended on the same road. We also knew that traffic in general, would get worse as more homes were built in the neighborhood. So we took responsibility and did something about it. We poured some additional concrete on the driveway so we could avoid backing into traffic. We then planted about 50, one-gallon hedge plants that are drought-tolerant and frost-resistant. We now have a 7-foot hedge that provides privacy, shields us from the headlights from the cross street, keeps the traffic noise and pollution down and is nice to look at. Yes, it has taken years for it to grow to its present size, as we knew it would. I drive Florida Park almost daily. I have yet to see the property owners taking any action to address their “problem.”
Dear Editor: I moved to Florida in 1991 and lived yards from Florida Park Drive for 10 years when I moved out for the same reasons the current City Council and mayor are addressing today. I still care for those left to endure the danger, noise, contamination and blight. The problems got worse as new homes were built in surrounding areas. Florida Park Drive residents now have to endure semi trucks among about 8,000 vehicles a day. I could afford to move out, but that is not a solution for most residents. Who are we, comfortably located in our homes away from traffic, to tell them, “If you do not like it, move!” Just making it a “No Thru Truck” road will improve it, to start. Then the widening of Old Kings Road will resolve most of today’s problem.

Do not enable the homeless Dear Editor: I thought that the article on the homeless situation in Palm Coast was a classic example of why we have a homeless problem. Denise Calderwood as well as many others are contributing to the homeless problem with the short sighted attitude of give, give, give, rather than integrating these folks into a society where they have an opportunity to work be self sufficient and become valuable members of this society. There are plenty of jobs, but do the homeless want them? In most cases, no. I live by the homeless camp, and all I see is capable men and women. She implies that homelessness is our community’s fault. In what way? She is doing the classic guilt trip maneuver. She also implies that most people take for granted their houses, cars, etc. I’ve got news for Ms. Calderwood: I am a

Codes need to be enforced better Dear Editor: I’m sure that the Code Enforcement officers are doing the best job that they can with what resources they have, and they are greatly appreciated. I have ridden all over Palm Coast now for the last 15 months, and I can honestly say that, since I have been here, I have seen some areas decline to where I would not want to live. If the gang of five and the mayor would get out of their offices and ride around these neighborhoods, they would see and understand why I am making this statement and just maybe they would do more about cleaning up this town. Homeless camps by the library look like a tent city. Real estate management companies should be held liable for what takes place on a property if they are truly a rental management company. After all, they are getting paid to manage that property for the owner. And it’s not just the real estate management companies, it’s also the individuals that rent their own properties; they should be held liable to make sure that the properties are maintained in accordance with Palm Coast laws rules and regulations. I really like this city. It could be a beautiful town once again with just a little help from our city officials to make sure that our laws rules and regulations

Affordable housing is needed in Palm Coast Dear Editor: After reading the recent letter entitled, “We don’t want low-income housing here,” I could hardly contain myself. Who are the “we” that Mr. Danko speaks about? “We” certainly does not include me or numerous others I know. I believe there are many individuals in this community who are more compassionate and knowledgeable about the demographics and needs. Maybe Mr. Danko should have read the article about the plight of the homeless who threaten the health and welfare of our community. I think one reason may be a lack of “affordable housing.” Seems Mr. Danko has not read the articles and visited any of our excellent schools to witness the number of children on free or reduce meals, with some children eating two or three meals at school because they lack the resources in their home. Parents may be working one or more low wage jobs in this community just to maintain a place to stay that may include utilities. I love living in Palm Coast, but I’ve lived in other communities and find that Palm Coast is not inexpensive. Living here is an option that affords a better lifestyle for some, whether retired or employed. Affordable housing could ease the stress that many seniors and parents face. It could possibly prevent some crimes committed. We all should keep an open mind about what affordable housing means and to whom. Let the Bings lease run its course
Worries about Bings are overblown
Dear Editor: I would like to share some of my feelings against the expansion of Captain’s BBQ. I live in Beach Haven and moved here because of the open spaces and parks along State Road A1A. While touring the county, we discovered Bings, and it was one of the factors in our decision to locate along A1A. I have not been here through the various expansions of the restaurant, but I am troubled that it grew from a takeout joint to a 90+ seat restaurant (beyond the approved total seating), and the proposed 150 seats will forever change the character of the park. Is this a restaurant lot or a park for boaters and kids? Speaking of kids, once there is hard liquor for sale there, I can only imagine the character of the park will go downhill. I would like to ask you to consider letting the existing lease run its course, then open the situation for bids. In any case, the existing footprint should be used.
Dear Editor: Captain’s BBQ continues to dominate the local news headlines. One has to wonder why all the angst. Is there a personal vendetta against the owners? All the uproar against Captain’s BBQ seems unjustified. Our family frequents Captain’s after our fishing trips out of Bings Landing. We see many other families, including outof–town tourists and bikers enjoying their food at one of the prettiest places to eat along the Intracoastal Waterway. Captain’s BBQ has been selling beer and wine for years, so we cannot understand all the uproar over the liquor license. As far as the charge that the Captain’s BBQ expansion is going to ruin the park, we find that overblown too. We very seldom see any children in the playground, and most of the human activity revolves around enjoying BBQ at the picnic tables. I am a strong advocate of protecting trees and public spaces, but the small increase in Captain’s footprint will have only a minor impact on the surroundings. The news media and protesters should spend their time fighting large-scale residential and commercial developments that threaten our greenways and waterways. Captain’s is a very successful small business that employs people and brings in revenue. It should be welcomed not villainized.

Ex-cop arrested 15 days after release from prison A former Bunnell police sergeant convicted of soliciting nude photos from teen boys was arrested Feb. 26 for probation violation, according to a news release by the Flagler County Sheriff’s Office. Michael Stavris, 34, of Palm Coast, had been arrested in 2014 on child pornography charges and was sentenced in 2016 to three years in prison followed by five years of probation. He was released from prison on Feb. 11, 2019. A condition of his probation states that he cannot use social media. On Feb. 15, deputies received a report that Stavris had possibly created a Facebook. A search of Stavris’ cell phone revealed that the cell phone was used to access, maintain and upload photos to Facebook. He was arrested and jailed.
Vandal targets Humane Society Thrift Store Someone vandalized property at the Humane Society Thrift Store at 480 Palm Coast Parkway SW overnight Feb. 26. The store’s manager arrived the morning of Feb. 27 and found that part of a red sectional couch, which had been left at the shop overnight, had been sliced open and the stuffing ripped out, according to a Flagler County Sheriff’s Office case report. Two knives were left sitting on the couch. Someone had also tampered
with the store’s air conditioning unit. FHS Executive Director Amy Wade-Carotenuto said copper had been stolen from the air conditioning unit. The store has had repeated problems, she said, with people dropping off items overnight that then become targets for theft or vandalism, or are simply damaged by rain. “Our drop-off hours are from 10 to 3 Monday through Saturday,” she said. “We don’t want items that are just going to draw people to come steal them.”
Homeowner uses surveillance cam to thwart burglary Two teen boys were arrested after a homeowner told deputies that he was watching his home be burglarized live from Ohio via surveillance cameras he head installed on the exterior and interior of the home, according to a news release by the Flagler County Sheriff’s Office. Larry Mills, of Bunnell, made the call to FCSO on the afternoon of Tuesday, Feb. 26. Mills could see that the suspect broke a window to enter the home, and appeared to have fled once the alarm system went off. FCSO responded immediately, and found a 15-year-old boy and a 17-year-old boy walking nearby the residence on Oleander Drive. The boys matched still images of the suspects captured from his home surveillance system. Both boys admitted to entering the home through the bathroom window. The boys were both charged with felony burglary.

Sheriff Rick Staly on Feb. 28 recognized more than 130 first responders and volunteers who spent five days and nights in September 2018 searching for missing and endangered child Rickey Wheeler, according to an FCSO news release. Wheeler, 17, was reported missing on Friday, Sept. 21. Members of the FCSO were joined by neighboring agencies to search for the next five days. The search was successful and Rickey was reunited with his family. Members of the Putnam County Sheriff’s Office and the St. Johns County Sheriff’s Office were in attendance, and Staly gave K9 Putnam, who found Rickey, a bone. Waste Pro, Palm Coast’s contracted garbage collection hauler, began new, shorter pickup routes March 4 as part of ongoing efforts to improve service, according to a city government news release. Pickup days will stay the same. However, the time of day when the pickup is made will change because all routes now have new starting and finishing locations. Customers are reminded that garbage and recyclables collection in Palm Coast runs from 6 a.m. to 6 p.m. Garbage must be placed at the curb no later than 6 a.m., or the evening before scheduled pickup, to ensure it’s not missed. Waste Pro does not return to a route to collect garbage that was put out after that day’s collection. Sarah Rudolph, 20, died in an apparent suicide in her home on Big Dipper Lane in Palm Coast March 3. Family members found her unresponsive in her bedroom with a cord around her neck after her manager called Rudolph’s father because she hadn’t arrived at work. Family members called 911. Rudolph’s mother was performing CPR when rescuers arrived. Rescuers could not revive Rudolph.

Two participants in the STRIDE educational program at the county jail earned certificates in a Feb. 26 ceremony. Inmate Josiah Merriweather was presented with his General Education Diploma (GED), according to a news release from the FCSO. Merriweather began working towards his GED during his first incarceration and completed his course work upon release via STRIDE’s ‘Road to Success’ program sponsored by Career Source. Elisha Payne-Clark was presented with a Certificate of Accomplishment from the Flagler Technical Institute for improving his Reading and Comprehension by two grade levels. Inmate Services Director Becky Quintieri organized the presentation to inspire other inmates in the STRIDE GED program to continue their education and complete the GED course upon their release. “Mr. Merriweather and Mr. Payne-Clark are great examples of what can be achieved if you stick with the STRIDE program,” Sheriff Staly said. “There is always an opportunity to turn a ‘set-back’ into a ‘step-up’ for success..” Currently there are 19 inmates enrolled in the STRIDE’s GED program. An environmental consulting firm that opened up walls and pulled up flooring at the Sheriff’s Operations Center in early January has suggested a potential cause of the spate of employee illnesses that led FCSO employees to call the Ops Center a sick building, and the sheriff to evacuate it entirely. “It is Terracon’s opinion that the primary source of odors and resulting employee complaints of skin rashes and upper respiratory issues is related to the stagnant moisture and mold growth on the back side of floor finishes,” states a 49-page by Terracon Consultants, released Feb. 28. Terracon is the latest of a series of expert consultants to weigh in on the county-owned building, which has been evacuated since June 2018 (for details on the previous testing, see previous news coverage linked in the online version of this story, at https://bit. ly/2TxnGzv). Its report suggests further evaluation of the conditions underneath the flooring and advises the county to hire a mold remediation firm to remove the flooring in mold-affected areas and sanitize it. It faults the grading and drainage of the building and site for causing those water intrusion and mold problems, and suggests re-grading.
“Our exterior evaluation revealed paving and grading flush with the interior floor level in many areas, with poor drainage away from the building,” the report states. “This condition has contributed to moisture intrusion below the walls in those areas.” The report suggests that the county have a number of additional tests conducted on the building, including: air sampling for volatile organic compounds; an evaluation of the concrete floor slab for humidity; cuts in the building’s walls to check the extent of bat droppings, which have already been found there; and more cuts in the ceiling near old wood to evaluate the wood more closely for mold spores. “A surface sample of the old wood identified high mold spore counts, which includes viable and non-viable spores,” the report states. “The additional ceiling cuts can facilitate further evaluation of the extent of the old wood and provide additional sampling locations to distinguish viable versus non-viable spore types to be cleaned and sanitized.” The Operations Center building is also the source of litigation between FCSO employees and the FCSO: 27 employees have announced their intention to sue the FCSO for negligence over conditions in the building. County rejects financing for Short-term solution for new Tax Collector’s branch Plantation Bay water? The county approved the deal in November, but rejected financing for it in a divided vote March 4. JONATHAN SIMMONS NEWS EDITOR
For months, Flagler County has been planning to add a new branch location for the Tax Collector’s Office by buying and converting the former Sears building on Palm Coast Parkway. But in a March 4 commission meeting, commissioners said they were no longer sure the county needs the $1.1 million building — and, in a split 2-2 vote, the commission rejected Florida Local Government Finance Commission financing to purchase it. (Tied
votes are considered failed.) Commissioners Donald O’Brien and Greg Hansen voted in favor of approving the financing, while Commissioners David Sullivan and Charlie Ericksen voted against it. The commission’s fifth commissioner, Joe Mullins, was absent from the March 4 meeting. The county could revisit financing for the building in the future. But for now, the March 4 vote leaves the county in the position of having rejected financing for a deal that it had already agreed to: The commission had voted unanimously on Nov. 19 to approve the

The water quality at Plantation Bay has bothered residents for years, and the county government has been preparing to seek millions of dollars in state grants to upgrade the community’s countyowned water plant. But the county’s new interim county manager, Jerry Cameron, has come up with a potential short-term solution that might take just a few thousand dollars and immediately make the water more palatable. “We believe that by changing the way we have some of the lime and other substances, we can greatly
decrease [taste problems],” Cameron said after a County Commission meeting March 4. “The really attractive thing about this is trying it doesn’t cost us much. ... We believe that it would give immediate relief.” Handling the water problem inexpensively is especially important, Cameron said, because the county may now need to make expensive repairs on the Plantation Bay wastewater plant, which has a damaged tank — and is therefore a top priority for funding. Cameron has discussed possibilities with the Rural Water Association. The county, he said, has been using solid lime in the plant, but could move to a liquidinjected lime that would more efficiently settle heavy metals in the water.

Beatrice Estelle Hornby of Palm Coast, who in her 102 years of wonderful life wore many hats and was loved and admired by all, has left all behind to join her beloved husband, Tommy. She was born on Bay Ave in Highlands, NJ. September 9, 1916 and died Tuesday, February 19, 2019 at Advent Health Hospital, Palm Coast, FL. She was a lifetime member of the VFW Post 8696 Women’s Auxiliary and taught jazzercise three times a week for many years. Having worked in the shipyards during World War II, she was frequently called “Rosie the Riveter.” Survivors include her son George Hornby, of San Diego, CA., seven great-grandchildren, two great-great-grandchildren, close family and friends.

On February 20, 2019, Marcy Strickland Bentley unexpectedly passed away, surrounded by her family. Though her time was cut short, she lived a very full life and brought joy to so many people around her. Marcy was born February 21, 1957 in Daytona Beach, Florida to Marcus and Imogene Strickland. She spent her youth in Favoretta, Florida working on her family ranch and raising many orphaned animals. After high school, Marcy lived in Jacksonville, Florida where she went to court reporter college. After college she moved to Chattanooga, Tennessee and a few years later moved back to Florida where she soon met Robby Bentley. They married in 1983. They made their home in Favoretta and had three children. Marcy sang in the choir for many years at Community Baptist Church in Korona, Florida. She had a beautiful voice. For many years she performed the hymn, I Bowed on My Knees and Cried Holy - something her family looked forward to every year. She also enjoyed playing piano, going to the beach, and keeping her gardens. In 2007 she moved her family to Goldthwaite, TX where she continued ranching and began raising racehorses with Robby on a piece of land she named FavorettaWest Ranch. She was a devoted and beloved mother, a generous, open-hearted person and one of the hardest-working women you would ever meet. Her Christian faith was one of the most important aspects of her life. Marcy touched the lives of many people and the world will not be the same without her. She will be deeply missed. She is survived by her three children and their spouses, Clint & Rachel Bentley, Heath Bentley & Lauren Springs, and Sara & Nick Pappada, as well as her grandson Jameson Bentley, her brother Mark Strickland III, her nephew Mark Strickland IV, and her parents Imogene and Marcus Strickland.

Flagler Beach City Commissioners Jane Mealy and Rick Belheumer won re-election in Flagler Beach in municipal elections March 5. Voters had the opportunity to choose two candidates in the nonpartisan four-way race. A total of 1,950 had cast their ballots as of the closing of the polls the evening of March 5. Mealy got 33.64% of the vote, and Belheumer followed with 26.31%. The other two candidates, Deborah R. Phillips and Paul Eik, got 22.46% and 17.59% respectively. Mealy was first elected in 2006. Belheumer was first elected in 2016.

No harsh need,” Sullivan said. “And in the meantime, we’ve got the Plantation Bay problem; we’ve got the Sheriff’s Operation Center problem; we’ve got very little excess reserve money to be buying anything.” The proposed financing that the commission voted down on March 4 had been complicated not only by the commission’s uncertainty about the county’s need for the property, but by the fact that the financing for the property had been bundled together with financing for new fire rescue equipment and new software: The five-year loan would have covered all three, for a total of $2,116,000. Commissioners directed county staff to return to the commission in a future meeting with separate financing options for the fire equipment and software, so that those items could be considered apart from the Sears property. “I’ve become fairly upset about the way we’ve been handling financing for purchases of buildings and so on and so forth,” Sullivan said. “I think it goes back to the overall problem of buying private property, taking it off the tax rolls, and then ending up having to spend more to fix it and make it available for use.” He cited the Sheriff’s Operations Center — formerly a hospital building — as one example. “I would love to have some way of separating this money out: We obviously want to do the software, which we’ve already approved, and the fire equipment,” he said.
“I just feel that when we buy private property, the only people that make out on that are the real estate agent that gets 6% up front. We lose tax money for the duration. ... I think it’s time for us as a county to stop buying things that end up costing us more money than we thought.” He mentioned that the county owns 17 or 18 acres near the library in Palm Coast, and could use that land without taking a tax loss. He added that he wanted to know, before he voted, “that there was no way” the county could get out of the Sears building purchase. Ericksen agreed. Hansen also wanted to know if the county could get out of the purchase. County Attorney Al Hadeed told commissioners that, based on the information he had from other county staff members, “we are past the point at which we can cancel it — unless we are not satisfied with the terms of the financing.” County Commission Chairman Donald O’Brien said he’d read the contract, and that it has outclauses for if the county couldn’t secure financing, or if the financing was just unacceptable. “But we have financing,” O’Brien said. “I can’t even imagine that we should walk away — regardless of the usage and the need and all of that — there’s a legal issue here, with respect to the county honoring its contracts, and something that we agreed to back in November. And it’s way past the time to walk away from a real estate purchase and sale contract.”

A home that had so many code enforcement violations that the city foreclosed on it for repeated unpaid fines is still — even after the foreclosure and the home’s sale to a new owner — a problem for neighbors as the new owners fight to get the home’s occupants out of the house. “I was here about a year ago and complained about this, and nothing’s changed,” a local resident told the Palm Coast City Council at the council’s March 5 meeting. “The house has a burned-out garage, and the past two or three years the door’s been covered with plywood. There’s all kinds of riffraff parking in the driveway, and they’ve just added more ambiance to the property by dumping tires on the side of the house. I don’t know what it takes to get something done about this house, if it’s a legal issue or whatever, but I would encourage you to take the time — it’s only two miles north of here — to take a drive and take a look at that house and see if you’d like to see that every day you go to work or the beach or whatever.” The city had announced plans to foreclose on the home last May. There had been frequent code enforcement reports: loud music, commercial vehicles, trash left out on the lawn. Then there were the police

Interim City Manager Beau Falgout said the new owners who bought the house in a tax sale are trying to remove the occupants, who’d been tenants of the previous, out-of-state owners. “They are trying to work through the legal process,” he said. “Obviously, with the change of owner, I believe that’s a good thing.” “I have the photos of that [home] on my desk,” City Attorney Bill Reischmann said. He added that the city has been “very aggressive because of the nature of the problem,” and is pressing the new owners to quickly bring the house in compliance with city code. “We’ve been working with the attorney representing the new owner to make sure that they move as quickly as possible to get the tenants out,” Reischmann said. “They’ve got a hearing scheduled on their motion to clear the property. Once they can get that squatter, for lack a better term, out of the property, they’re going to be able to go in, and I’ve been assured by the attorney representing the new owner that they’re going to go in there as soon as they can to take steps to bring their newly owned property into compliance. ... orty-three teams, 400 families and nearly 600 kids. That’s who showed up at the Indian Trails Sports Complex on the morning of Saturday, March 2, for the opening day of Palm Coast Little League’s 2019 season. It marked the 19th season of the league, which is the largest official Little League in the Northeast Coast district. Games were played from 10 a.m. to 6 p.m. “This is a big day for us, and we try to make opening day bigger and bigger every year,” Palm Coast Little League President Peter Schoembs said. “We reach out to the community, and they reach out to us.” Schoembs has been involved with Palm Coast Little League for the past eight years. He was previously on the Board of Directors for five years. This season marks his first as president of the league. “I love it,” he said. “Getting to this moment... it’s a lot of hard work. He played shortstop his freshman and sophomore years. He transitioned to second base his junior year. Now, he’s playing both positions. “We’re playing as a team,” he said. “We’re playing hard.”

During his sophomore year at Flagler Palm Coast High School, Bulldogs pitcher Aedan Celestino’s velocity on his pitches topped out at around 72 mph. In the offseason, he — and the rest of the team — hit the weight room. When the Bulldogs hosted tryouts before the start of the 2019 season, the radar gun read 82 mph on Celestino’s pitches. The upperclassmen on this roster, like Celestino, are expected to be a strong point for the Bulldogs this season. “We’ve got good leaders. We’ve got kids who have learned how to be leaders on the field and off the field,” Butler said. “We’ve got kids who never miss practice, never miss a workout. They always work hard. Then you mix in some talented kids with that, and I think you have a recipe to be successful.” While the Bulldogs do return multiple key players — D’Emiliano Whiters, Charlie Alfano and Jace Wilson, among others — rosters change throughout high school. But the expectations always remain the same: to win games. There are weaknesses however. Despite having a talented pitcher in Celestino, who Butler called a “workhorse last sea-

When Matanzas’ baseball team charges out of the dugout to take the field in 2019, there will be a lot more youth than in seasons past. Senior Jason Guilbe, junior Joseph Alvarado and junior Will Towles are the Pirates’ only returning starters from last season, according to Pirates head coach James Perry. All three have taken the underclassmen under their wings. “We’ve just been trying to show the younger kids that you have to work hard to get better,” said Guilbe, who has played on the team all four years of high school. “It’s not going to just come overnight. We’re trying to instill work ethic in them.” The struggles that come with fielding a young team have been evident in the Pirates’ first two games. After squeaking out a 5-2
win over Seabreeze in the first game of the season on Feb. 26, the Pirates gave up four runs in the first inning to Nease on Feb. 27 — Matanzas’ first home game. “If we throw the ball over the plate and catch it, we’re going to be OK,” Perry said. “That comes with youth. You can tell them until you’re blue in the face, but they’ll believe it when it actually happens to them.” Perry said he expects Guilbe, Alvarado and Towles to be the leaders of this year’s team. Guilbe, who hit .270 with two home runs last year, is the top returning power hitter. Towles hit .305 as a sophomore last season. And Alvarado was moved from shortstop to second base. “We just want to compete every pitch,” Towles said. “We don’t want to let up at any time.” Regardless of the youth, Perry said he expects his team to compete — every single game. “We expect to be in every game,” he said. “You’ve just got to throw it over the plate, catch it, have some timely hitting and good things will happen.”

or a night of fun, the Rotary Club of Palm Coast hosted its first Martini Madness event — complete with four hand-painted martini displays, a live band and, of course, a martini bar. Nine local food vendors dished out hors-d’oeuvres for about 100 guests to enjoy at the Palm Coast Community Center on Saturday, March 2. Moonrise Brewing Co. showcased some of its craft beer, and Fun Coast Bartending kept the martini bar lively. “Our club is looking for some way to raise money for charitable organizations in Flagler County, and we thought that a get-together, fun kind of event like this would help us do that,” said Kim Carney, president of the Rotary Club of Palm Coast. Though this is the first time Flagler County has held a Martini Madness, Carney said, it’s a popular fundraiser in other areas. She said that the club hopes to have it earlier in the year next year, to avoid competing with other social happenings in town.

There were 19 silent auction items available for bid, as well as a bottle toss where guests could pay $10 to try to toss a ring over alcohol bottles. If their ring lands around a bottle, they got to take it home. “Traces of Gold” entertained the crowd as they went from eating to dancing late into the night. Carney said the club raised about $2,000 at the event. Tickets were $50 and included two drinks, plus all the food and entertainment. “From all of the members of Rotary Club of Palm Coast, let’s have some fun,” Carney said. Dottie Colletta was thrilled to see more students than previous years at the fourth-annual Walk for Food. The event benefits Grace Community Food Pantry and the Fed by Grace Backpack program, which provides food for homeless students when they’re not in school. “From elementary school, middle school and high school, I’m going to say we had about 250 people today, so it was really good,” said Colettea, the event coordinator. Including fundraising leading up to the event on Saturday, March 2, about $8,000 was raised and 720 pounds of food were collected, Colletta said. This year, students were encouraged to bring a canned good or $1 to participate in the walk at Indian Trails Middle School. Most brought canned foods to the event and each school also collected nonperishables throughout the year. The first place schools for largest number of food collections were Belle Terre Elementary School, Indian Trails Middle School and Matanzas High School. Club from MHS were present at the event to help entertain the younger kids with games. After walking around the track at ITMS, festivities including a raffle auction took place inside the school’s cafeteria. Christian Studer, a seventh-grader at ITMS, performed a rap, as well. “I’m very proud of our kids,” ITMS Principal Paul Peacock said. “That just means that our kids are modeling what our big three is. ... Our kids are awesome. So, I’m proud of them; I’m like a proud daddy.” The Mustangs’ big three motto is: do your best, do what’s right and treat others the way you want to be treated. I
n just one year, Flagler Palm Coast High School junior Michael Akialis went from being a line cook to shift leader to assistant manager at Whaam Burger on A1A in Flagler Beach. “You get out what you put in,” Akialis said. “I put in a lot of work here, and that’s shown through the amount of promotions.” Jaffy Lee, the operations manager for the Whaam Burger and four local A1A Burrito Works, said Akialis’ progress is the goal for their partnership with FPC. For the last three years, Lee has visited the culinary classes at FPC to help students fill out applications, conduct interviews and hire them at one of the shops. “We like working with young people as a starting point with their jobs,” she said. “We’re willing to train them in all aspects. And we look to just kind of mold them into a responsibility role — like Michael.” This year, Akialis went into the culinary classes at FPC to conduct some of the interview for Lee, coming full circle himself. Akialis started with 12-15 hours a week at Whaam and is now working about 30 hours a week at the store, while dual enrolled at Daytona State College. “We find that young people are

really smart,” Lee said. “We try to make sure that we hold them accountable to their responsibilities. ... but we’ll work with them as much as possible around their school schedule.” When Whaam opened in July 2017, 75% of the store’s staff was high school students, Lee said. “It’s awesome because it really motivates not only these students but my future students as well to pass their ServSafe manager’s certificate,” FPC culinary teacher Lorie Savoca said. After her presentation at FPC this year, two students have been hired — one at Whaam and one at
The Waffle Cone, which the store is partnering with as fellow family-owned businesses. Lee is also reviewing six applications and will be doing call backs for three positions at Whaam starting over spring break. Currently, seven of the 10 Whaam employees are in high school or dual enrolled, she said. “It shows that the business model works and that if you invest in your staff, they’ll invest back in your business,” Lee said. Akialis hopes to work at Whaam until leaving for a university. He said the work ethic he’s learned there will help him prosper after

Whaam was a familiar place to Akialis before he even began working there, as he used to frequent it with his friends, growing up in Flagler Beach. “Michael is a very bright young man and he will succeed no matter what he does,” Savoca said. “He’s just one of those kids that’s a natural go-getter. And whatever he puts his mind to he’s going to accomplish.” While the business partnership is currently only with FPC, Lee said she would love to work with the Matanzas High School culinary classes in the future.

•Twice the Flagler County Commission has tried to expedite the approval of a new Captain’s BBQ lease which would support the Planning Board’s prior questionable approval. The first attempt was just prior to the new Commissioners taking office. Fortunately we were able to get this lease rescinded. •Recently they tried again to hold a workshop followed by a quick vote to approve the project. This effort was derailed because they didn’t have a quorum and adequate public notice was not given. •Following the second attempt, the Health Department did an inspection and found 118 seats when only 60 seats are currently permitted based on the septic capacity. Other Health Department violations were found. •A typical restaurant requires 15 SF per seat (60% of total area) so the new restaurant should be no more than 1,500 SF, based on 60 seats. The lease is for a bait shop and take-out restaurant, not for a large, fine dining restaurant. •If the proposed 5,200 SF 150 seat fine dining (@20 SF per seat) & bar plan is approved, which we hope it isn’t, it would require 5,200 SF of our beautiful park space and views. The required additional septic and parking for the large restaurant would consume most of the open area of the South end of Bing's.

FPC SPEECH WRITERS AWARDED AT PALM COAST VFW In November, students at Flagler Palm Coast High School were asked to submit a 3-5-minute speech on the importance of voting for the Voice of Democracy Speech Contest. Twenty-four FPC students entered the contest, sponsored by the Veterans of Foreign Wars Post 8696 in Palm Coast. The VFW also sponsors an Elementary/Middle School version of the contest called Patriots Pen. An awards dinner was held Friday, Feb. 22 to honor the student winners.
